    Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. Themore » mathematical representation of the building is a thermal network with nonlinear, temperature-dependent controls. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files. Some of the data files used by SERI-RES need to be implemented as direct-access files. Programs are included to convert sequential files to direct-access files and vice versa.« less

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

    Businesses, government agencies, consumers, policy makers, and utilities currently have limited access to occupant-, building-, and location-specific recommendations for optimal energy retrofit packages, as defined by estimated costs and energy savings. This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location. Energy savings and incremental costs are calculated relative to a minimum upgrade reference scenario, which accounts for efficiency upgrades that would occur in the absence of a retrofit because of equipment wear-out and replacement with current minimum standards.

    The energy upgrade of the storage ring is part of the plans to develop x-ray production capability of the Siam Photon Source. Simulations have been carried out. The bending magnet power supply has been replaced. Energy of the injected 1 GeV beam from the injector is then ramped up 20% in the storage ring. Studies for modification of bending magnet poles have been done to evaluate possibility of further increasing the beam energy to 1.4 GeV in the future. Studies of the energy upgrade plan and details of energy ramping process, together with beam measurements are presented.

    This report outlines the technical barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's Building America program. The objective of this report is to outline the technical1 barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's (DOE) Building America program. This information will be used to provide guidance for new research necessary to enable the success of the approaches. Investigation for this report was conducted via publications related to home energy upgrade market delivery approaches, and a series of interviews with subject matter experts (contractors, consultants, program managers, manufacturers, trade organization representatives, and real estate agents). These experts specified technical barriers and gaps, and offered suggestions for how the technical community might address them. The potential benefits of home energy upgrades are many and varied: reduced energy use and costs; improved comfort, durability, and safety; increased property value; and job creation. Nevertheless, home energy upgrades do not comprise a large part of the overall home improvement market. Residential energy efficiency is the most complex climate intervention option to deliver because the market failures are many and transaction costs are high (Climate Change Capital 2009). The key reasons that energy efficiency investment is not being delivered are: (1) The opportunity is highly fragmented; and (2) The energy efficiency assets are nonstatus, low-visibility investments that are not properly valued. There are significant barriers to mobilizing the investment in home energy upgrades, including the 'hassle factor' (the time and effort required to identify and secure improvement works), access to financing, and the opportunity cost of

The survey was first conducted in 1978 as the National Interim Energy Consumption Survey (NIECS), and the 1979 survey was called the Household Screener Survey.     Two new cryomodules and an extensive upgrade of the bending magnets at Jefferson Lab has been recently completed in preparation for the full energy upgrade in about one year. Jefferson Laboratory has undertaken a major upgrade of its flagship facility, the CW re-circulating CEBAF linac, with the goal of doubling the linac energy to 12 GeV. I will discuss here the main scope and timeline of the upgrade and report on recent accomplishments and the present status. I will then discuss in more detail the core of the upgrade, the new additional C100 cryomodules, their production, tests and recent successful performance. I will then conclude by looking at the future plans of Jefferson Laboratory, from the commissioning and operations of the 12 GeV CEBAF to the design of the MEIC electron ion collider.

    This work describes a methodology for informing targeted demand-response (DR) and marketing programs that focus on the temperature-sensitive part of residential electricity demand. Our methodology uses data that is becoming readily available at utility companies-hourly energy consumption readings collected from "smart" electricity meters, as well as hourly temperature readings. To decompose individual consumption into a thermal-sensitive part and a base load (non-thermally-sensitive), we propose a model of temperature response that is based on thermal regimes, i.e., unobserved decisions of consumers to use their heating or cooling appliances. We use this model to extract useful benchmarks that compose thermal profiles of individual users, i.e., terse characterizations of the statistics of these users' temperature-sensitive consumption. We present example profiles generated using our model on real consumers, and show its performance on a large sample of residential users. This knowledge may, in turn, inform the DR program by allowing scarce operational and marketing budgets to be spent on the right users-those whose influencing will yield highest energy reductions-at the right time. We show that such segmentation and targeting of users may offer savings exceeding 100% of a random strategy.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders.     This paper examines how the favorable tax treatment of housing capital in the U.S. affects the demand for residential energy. Relative to a tax system that is neutral between different investments, the current taxation of housing lowers the cost of housing capital by 23%. The tax subsidy for housing capital increases the demand for housing services and the concomitant energy demand and creates an incentive for the substitution of capital for energy in the production of housing services. Eliminating this tax subsidy for housing would lower the demand for housing services by 11.8% and residential energy demand by 6.8%. Alternatively, the same reduction in residential energy demand could be obtained through a 20% tax on residential energy. 13 refs., 4 tabs.

    A flow chart depicting energy flow in the residential sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 11,000 trillion British Thermal Units (trBTUs) of electricity and fuels were used throughout the United States residential sector in lighting, electronics, air conditioning, space heating, water heating, washing appliances, cooking appliances, refrigerators, and other appliances. The residential sector is powered mainly by electricity and natural gas. Other fuels used include petroleum products (fuel oil, liquefied petroleum gas and kerosene), biomass (wood), and on-premises solar, wind, and geothermal energy. The flow patterns represent a comprehensive systems view of energy used within the residential sector.

    Since the cross section for W production increases rapidly with energy, we consider the possibility of increasing the collision energy of polarized protons at RHIC. The limits of present hardware are examined with a particular emphasis on the quench training performance of magnets. Ignoring the limits of the DX magnets, the short-sample currents for the main arc (8 cm) dipoles could allow an increase of more than 30%, however we estimate 400 to 500 training quenches for the just 8 cm dipoles to reach this level. We propose that a 10% increase in energy might be achieved with the present hardware configuration. Raising the beam energy to 275 GeV ({radical}s = 550 GeV) should increase the W production rate by almost 50% from the 250 GeV level for the same optics with identical {beta}*'s at the collision points.
