    Barriers to energy conservation in the residential and commercial sectors influence (1) the willingness of building occupants to modify their energy usage habits, and (2) the willingness of building owners/occupants to upgrade the thermal characteristics of the structures within which they live or work and the appliances which they use. The barriers that influence the willingness of building owners/occupants to modify the thermal efficiency characteristics of building structures and heating/cooling systems are discussed. This focus is further narrowed to include only those barriers that impede modifications to existing buildings, i.e., energy conservation retrofit activity. Eight barriers selected for their suitability for Federal action in the residential and commercial sectors and examined are: fuel pricing policies that in the short term do not provide enough incentive to invest in energy conservation; high finance cost; inability to evaluate contractor performance; inability to evaluate retrofit products; lack of well-integrated or one-stop marketing systems (referred to as lack of delivery systems); lack of precise or customized information; lack of sociological/psychological incentives; and use of the first-cost decision criterion (expanded to include short-term payback criterion for the commercial sector). The impacts of these barriers on energy conservation are separately assessed for the residential and commercial sectors.

    Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

    About 5,000 Tcf of stranded gas reserves exist worldwide--gas that is not economically feasible to recover and move to market through pipelines. For oil producers, this is problematic for a number of reasons. What do you do with associated gas when environmental regulations worldwide are banning flaring due to concerns over greenhouse gas emissions? Reinjection is costly and may not be the best solution in every reservoir. While many producers have enormous gas reserves, they are of no value if that gas is just sitting in the ground with no potential markets at hand. How can you monetize these reserves? A potential solution to the problem of stranded gas reserves is GTL processing. This process takes methane and converts it to synthesis gas, uses the Fischer-Tropsch (FT) process to convert the synthesis gas to syncrude, and upgrades the syncrude to various hydrocarbon chains to produce a variety of refined products. Three recent developments favor commercial GTL development: environmental regulations are creating a premium for ultraclean fuels; new technology is lowering the capital costs and operating costs of GTL development; and world oil prices have risen above $20/bbl. Therefore, the oil and gas industry is taking a serious look at commercialization of GTL.

    This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

    Background: Few risk factors for the childhood leukemia are well established. While a small fraction of cases of childhood leukemia might be partially attributable to some diseases or ionizing radiation exposure, the role of industrial and urban pollution also needs to be assessed. Objectives: To ascertain the possible effect of residential proximity to both industrial and urban areas on childhood leukemia, taking into account industrial groups and toxic substances released. Methods: We conducted a population-based case–control study of childhood leukemia in Spain, covering 638 incident cases gathered from the Spanish Registry of Childhood Tumors and for those Autonomous Regions with 100% coverage (period 1990-2011), and 13,188 controls, individually matched by year of birth, sex, and autonomous region of residence. Distances were computed from the respective subject’s residences to the 1068 industries and the 157 urban areas with ≥10,000 inhabitants, located in the study area. Using logistic regression, odds ratios (ORs) and 95% confidence intervals (95%CIs) for categories of distance to industrial and urban pollution sources were calculated, with adjustment for matching variables. Results: Excess risk of childhood leukemia was observed for children living near (≤2.5 km) industries (OR=1.31; 95%CI=1.03–1.67) – particularly glass and mineral fibers (OR=2.42; 95%CI=1.49–3.92), surface treatment using organic solvents (OR=1.87; 95%CI=1.24–2.83), galvanization (OR=1.86; 95%CI=1.07–3.21), production and processing of metals (OR=1.69; 95%CI=1.22–2.34), and surface treatment of metals (OR=1.62; 95%CI=1.22–2.15) – , and urban areas (OR=1.36; 95%CI=1.02–1.80).     A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

    Under DOE's Technology Pathway Partnership program, SunPower Corporation developed turn-key, high-efficiency residential and commercial systems that are cost effective. Key program objectives include a reduction in LCOE values to 9-12 cents/kWh and 13-18 cents/kWh respectively for the commercial and residential markets. Target LCOE values for the commercial ground, commercial roof, and residential markets are 10, 11, and 13 cents/kWh. For this effort, SunPower collaborated with a variety of suppliers and partners to complete the tasks below. Subcontractors included: Solaicx, SiGen, Ribbon Technology, Dow Corning, Xantrex, Tigo Energy, and Solar Bridge. SunPower's TPP addressed nearly the complete PV value chain: from ingot growth through system deployment. Throughout the award period of performance, SunPower has made progress toward achieving these reduced costs through the development of 20%+ efficient modules, increased cell efficiency through the understanding of loss mechanisms and improved manufacturing technologies, novel module development, automated design tools and techniques, and reduced system development and installation time. Based on an LCOE assessment using NREL's Solar Advisor Model, SunPower achieved the 2010 target range, as well as progress toward 2015 targets.

It identifies and describes the current state of residential and commercial property assessed clean energy (PACE) financing programs in California. The report discusses the Improvement Act of 1911, the Mello-Roos Act of 1982, the different philosophies cities have adopted in implementing PACE financing, and various PACE program structures. It also discusses the first implementation of PACE by cities that used their charter authority to create programs under the Mello-Roos Act of 1982 before the enactment of AB 811 and SB 555.1. This report focuses on PACE as a mechanism to increase the amount of rooftop solar systems installed, but also recognizes that these programs provide an effective means to finance energy and water efficiency projects. The updated report provides new information on California’s Residential PACE Loss Reserve Program, the Federal Housing Finance Agency, program requirements, and program performance.

    This study estimated energy, environmental and consumer economic impacts of U.S. Federal residential energy efficiency standards that became effective in the 1988-2006 period, and of energy efficiency standards for fluorescent lamp ballasts and distribution transformers. These standards have been the subject of in-depth analyses conducted as part of DOE's standards rulemaking process. This study drew on those analyses, but updated certain data and developed a common framework and assumptions for all of the products in order to estimate realized impacts and to update projected impacts. It also performed new analysis for the first (1990) fluorescent ballast standards, which had been introduced in the NAECA legislation without a rulemaking. We estimate that the considered standards will reduce residential/ commercial primary energy consumption and carbon dioxide emissions in 2030 by 4percent compared to the levels expected without any standards. The reduction for the residential sector is larger, at 8percent. The estimated cumulative energy savings from the standards amount to 39 quads by 2020, and 63 quads by 2030. The standards will also reduce emissions of carbon dioxide by considerable amounts.The estimated cumulative net present value of consumer benefit amounts to $241 billion by 2030, and grows to $269 billion by 2045. The overall ratio of consumer benefits to costs (in present value terms) in the 1987-2050 period is 2.7 to 1. Although the estimates made in this study are subject to a fair degree of uncertainty, we believe they provide a reasonable approximation of the national benefits resulting from Federal appliance efficiency standards.

    Soft computing (SC) is an association of computing methodologies that includes as its principal members fuzzy logic, neurocomputing, evolutionary computing and probabilistic computing. The authors present a collection of methods and tools that can be used to perform diagnostics, estimation, and control. These tools are a great match for real-world applications that are characterized by imprecise, uncertain data and incomplete domain knowledge. The authors outline the advantages of applying SC techniques and in particular the synergy derived from the use of hybrid SC systems. They illustrate some combinations of hybrid SC systems, such as fuzzy logic controllers (FLC's) tuned by neural networks (NN's) and evolutionary computing (EC), NN's tuned by EC or FLC's, and EC controlled by FLC's. The authors discuss three successful real-world examples of SC applications to industrial equipment diagnostics, freight train control, and residential property valuation.

One strategy is A.G.A.'s commercial national accounts marketing program, designed to establish working relationships with national and regional food, hotel, and retail chains and with the firms that design energy systems for them. The program supplies these chains with information on gas industry services and research aimed at increasing energy utilization efficiency. Regular communications and coordinated sales calls by gas utility executives on chain headquarters often produce increased gas sales, even of traditionally all-electric chains, as illustrated by several case histories.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has continued to decline across all major market sectors. This report provides a Q1 2015 update regarding the prices of residential, commercial, and utility scale PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variations in business models, labor rates, and system architecture choice. We estimate a weighted-average cash purchase price of $3.09/W for residential scale rooftop systems, $2.15/W for commercial scale rooftop systems, $1.77/W for utility scale systems with fixed mounting structures, and $1.91/W for utility scale systems using single-axis trackers. All systems are modeled assuming standard-efficiency, polycrystalline-silicon PV modules, and further assume installation within the United States.

Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    This project was initiated by the Department of Energy in response to a request from the HVAC industry for consolidated information about alternative heating and cooling cycles and for objective comparisons of those cycles in space conditioning applications. Twenty-seven different heat pumping technologies are compared on energy use and operating costs using consistent operating conditions and assumptions about component efficiencies for all of them. This report provides a concise summary of the underlying principals of each technology, its advantages and disadvantages, obstacles to commercial development, and economic feasibility. Both positive and negative results in this study are valuable; the fact that many of the cycles investigated are not attractive for space conditioning avoids any additional investment of time or resources in evaluating them for this application. In other cases, negative results in terms of the cost of materials or in cycle efficiencies identify where significant progress needs to be made in order for a cycle to become commercially attractive. Specific conclusions are listed for many of the technologies being promoted as alternatives to electrically-driven vapor compression heat pumps using fluorocarbon refrigerants. Although reverse Rankine cycle heat pumps using hydrocarbons have similar energy use to conventional electric-driven heat pumps, there are no significant energy savings due to the minor differences in estimated steady-state performance; higher costs would be required to accommodate the use of a flammable refrigerant. Magnetic and compressor-driven metal hydride heat pumps may be able to achieve efficiencies comparable to reverse Rankine cycle heat pumps, but they are likely to have much higher life cycle costs because of high costs for materials and peripheral equipment. Both thermoacoustic and thermionic heat pumps could have lower life cycle costs than conventional electric heat pumps because of reduced equipment and

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    This scoping study summarizes the challenges with integrating wind and solar generation into the California's electricity grid. These challenges include: Smoothing intra-hour variability; - Absorbing excess renewable energy during over-generation periods; - Addressing morning and evening ramping periods. In addition, there are technical challenges to integrating retail demand response (DR) triggered by the wholesale conditions into the CAISO markets. The study describes the DR programs available to the consumers through the utilities in California and CAISO's ancillary services market because an integration of the wholesale and retail DR requires an understanding of these different offerings and the costs associated with acquiring them. Demand-side active and passive storage systems are proposed as technologies that may be used to mitigate the effects of intermittence due to renewable generation. Commercial building technologies as well as industrial facilities with storage capability are identified as targets for the field tests. Two systems used for ancillary services communications are identified as providing the triggers for DR enablement. Through the field tests, issues related to communication, automation and flexibility of demand-side resources will be explored and the performance of technologies that participate in the field tests will be evaluated. The major outcome of this research is identifying and defining flexibility of DR resources and optimized use of these resources to respond to grid conditions.

  15. A study to determine the perceptions of Michigan contractors to passive solar technologies in residential and commercial construction

    This study was intended to investigate the perceptions and needs of Michigan contractors in incorporating passive solar technologies in residential and commercial construction. The literature identifies four major categories of barriers which contribute to the slow adoption of solar systems by contractors. They are: economic (initial high price, interest rates, etc.), technological (perceived lack of reliable equipment, lack of elimatelogical data, etc.), psycho-sociological (dependence on the weather, threat to established business networks, etc.) and political-legal (product standardization, building and zoning codes, etc.). A questionnaire aimed at detecting the importance of the four barrier categories was administered to a random sample of 500 Michigan contractors. This paper outlines the procedure utilized in conducting the study. A review of the questionnaire's development and administration is given, followed by a presentation of preliminary data on the completed questionnaires received to date (n = 75).

  16. Commercialization of Turbulent Combustion Code CREBCOM for Chemical Industry Safety

    This program developed the Kurchatov Institute’s CREBCOM (CRiteria and Experimentally Based COMbustion) code to the point where it could be commercialized and marketed for the special applications described above, as well as for general purpose combustion calculations. The CREBCOM code uses a different approach to model the explosion phenomenon. The code models, with full 3D gas dynamics, the development of an explosion in three characteristics regimes: a) slow flames, b) fast flames, and c) detonation. The transition from one regime to another is governed by a set of empirical criteria and correlations. As part of the commercialization, the code was validated with the use of experimental data. The experimental data covered a range of thermodynamic initial conditions and apparatus scale. Proprietary experimental data were provided to the Kurchatov Institute by the DuPont for this purpose. The flame acceleration and detonation data was obtained from experiments in methane and oxygen enriched air mixtures carried out in two vessels with diameters of 20 and 27 cm. The experimental data covers a wide spectrum of initial temperature (20-525C) and pressure (1-3 atm). As part of this program, the Kurchatov Institute performed experiments in a 52 cm vessel in mixtures of methane-air at room temperature and pressure to be used in the validation of the code. The objective of these tests was to obtain frame acceleration data at a scale close to that found in actual industrial processes. BNL was responsible for managing the DOE/IPP portion of the program, and for satisfying DOE reporting requirements. BNL also participated in an independent assessment of the CREBOM code. DuPont provided proprietary experimental data to the Kurchatov Institute on flame acceleration and detonation in high temperature methane and oxygen enriched air mixtures in addition to the matching fund. In addition, DuPont also supplied to KI instrumentation for pressure and temperature measurement

    Pacific Northwest National Laboratory (PNNL) modeled the employment impacts of a major national initiative to accelerate energy efficiency trends at one of two levels: • 15 percent savings by 2030. In this scenario, efficiency activities save about 15 percent of the Annual Energy Outlook (AEO) Reference Case electricity consumption by 2030. It is assumed that additional energy savings in both the residential and commercial sectors begin in 2015 at zero, and then increase in an S-shaped market penetration curve, with the level of savings equal to about 7.0 percent of the AEO 2014 U.S. national residential and commercial electricity consumption saved by 2020, 14.8 percent by 2025, and 15 percent by 2030. • 10 percent savings by 2030. In this scenario, additional savings begin at zero in 2015, increase to 3.8 percent in 2020, 9.8 percent by 2025, and 10 percent of the AEO reference case value by 2030. The analysis of the 15 percent case indicates that by 2030 more than 300,000 new jobs would likely result from such policies, including an annual average of more than 60,000 jobs directly supporting the installation and maintenance of energy efficiency measures and practices. These are new jobs resulting initially from the investment associated with the construction of more energy-efficient new buildings or the retrofit of existing buildings and would be sustained for as long as the investment continues. Based on what is known about the current level of building-sector energy efficiency jobs, this would represent an increase of more than 10 percent from the current estimated level of over 450,000 such jobs. The more significant and longer-lasting effect comes from the redirection of energy bill savings toward the purchase of other goods and services in the general economy, with its attendant influence on increasing the total number of jobs.     Research progress on understanding magnetic steel core losses is presented in this report. Three major aspects have been thoroughly investigated: 1, experimental characterization of core losses, 2, fundamental physical understanding of core losses and development of core loss formulas, and 3, design of more efficient machine based on the new formulations. Considerable progress has been achieved during the four years of research and the main achievements are summarized in the following: For the experimental characterization, a specially designed advanced commercial test bench was commissioned in addition to the development of a laboratory system with advanced capabilities. The measured properties are core losses at low and higher frequencies, with sinusoidal and non-sinusoidal excitations, at different temperatures, with different measurement apparatus (Toroids, Epstein etc). An engineering-based core loss formula has been developed which considers skin effect. The formula can predict core losses for both sinusoidal and non-sinusoidal flux densities and frequencies up to 4000 Hz. The formula is further tested in electric machines. The formula error range is 1.1% - 7.6% while the standard formulas can have % errors between -8.5% {-+} 44.7%. Two general core loss formulas, valid for different frequencies and thickness, have been developed by analytically and numerically solving Maxwell's equations based on a physical investigation of the dynamic hysteresis effects of magnetic materials. To our knowledge, they are the first models that can offer accurate core loss prediction over a wide range of operating frequencies and lamination thicknesses without a massive experimental database of core losses. The engineering core loss formula has been used with commercial software. The formula performs better than the modified Steinmetz and Bertotti's model used in Cedrat/Magsoft Flux 2D/3D.     Inevitably the greatest obstacles to deep energy savings and mainstream market transformation include complexity and cost. Currently there is a tremendous marketplace gap between the need for widespread integrated lighting solutions and the capacity of the market to provide them. This paper will describe how a new USDOE commercial lighting program provides a multi-faceted strategy to provide the needed how to guidance in support of the numerous mandates and programs that are reaching far beyond codes and standards. The program provides lighting energy-efficiency solutions using high performance products, daylighting, and lighting controls. These lighting solutions are widely applicable to common spaces and are delivered via an interactive webtool, making them scalable to the mainstream market. Complexity is reduced by providing pre-designed vignettes and controls strategies that can be reviewed and selected by the end user or design team. The webtool provides analysis and documentation to show performance against energy goals in support of end-user applications for incentives, which addresses the cost obstacle. Utilities and Energy Effiency Program Sponsors (EEPS) benefit by having actionable guidance for customers and energy analysis sufficient to create programs designed around kWh rather than LPD or component-based rebates. The program is organized around the major commercial market sectors: retail, commercial real estate (e.g., offices, developers, lodging), and institutional (e.g., healthcare, education). This allows design solutions to be developed specifically for each sector with the input of the appropriate end users. The partnership model for the program is robust (including end users, design professionals, manufacturers, Non-Governmental Organizations (NGOs), and EEPS) and provides the network by which feedback is gathered, lighting solutions are deployed, and performance is measured.

    Abstract As urban areas continue to grow and evolve in a world of increasing environmental awareness, the need for high resolution spatially explicit estimates for energy and water demand has become increasingly important. Though current modeling efforts mark significant progress in the effort to better understand the spatial distribution of energy and water consumption, many are provided at a course spatial resolution or rely on techniques which depend on detailed region-specific data sources that are not publicly available for many parts of the U.S. Furthermore, many existing methods do not account for errors in input data sources and may therefore not accurately reflect inherent uncertainties in model outputs. We propose an alternative and more flexible Monte-Carlo simulation approach to high-resolution residential and commercial electricity and water consumption modeling that relies primarily on publicly available data sources. The method s flexible data requirement and statistical framework ensure that the model is both applicable to a wide range of regions and reflective of uncertainties in model results.     An alternative to white and cool-color roofs that meets prescriptive requirements for steep-slope (residential and non-residential) and low-slope (non-residential) roofing has been documented. Roofs fitted with an inclined air space above the sheathing (herein termed above-sheathing ventilation, or ASV), performed as well as if not better than high-reflectance, high-emittance roofs fastened directly to the deck. Field measurements demonstrated the benefit of roofs designed with ASV. A computer tool was benchmarked against the field data. Testing and benchmarks were conducted at roofs inclined at 18.34 ; the roof span from soffit to ridge was 18.7 ft (5.7 m). The tool was then exercised to compute the solar reflectance needed by a roof equipped with ASV to exhibit the same annual cooling load as that for a direct-to-deck cool-color roof. A painted metal roof with an air space height of 0.75 in. (0.019 m) and spanning 18.7 ft (5.7 m) up the roof incline of 18.34 needed only a 0.10 solar reflectance to exhibit the same annual cooling load as a direct-to-deck cool-color metal roof (solar reflectance of 0.25). This held for all eight ASHRAE climate zones complying with ASHRAE 90.1 (2007a). A dark heat-absorbing roof fitted with 1.5 in. (0.038 m) air space spanning 18.7 ft (5.7 m) and inclined at 18.34 was shown to have a seasonal cooling load equivalent to that of a conventional direct-to-deck cool-color metal roof. Computations for retrofit application based on ASHRAE 90.1 (1980) showed that ASV air spaces of either 0.75 or 1.5 in. (0.019 and 0.038 m) would permit black roofs to have annual cooling loads equivalent to the direct-to-deck cool roof. Results are encouraging, and a parametric study of roof slope and ASV aspect ratio is needed for developing guidelines applicable to all steep- and low-slope roof applications.

    The substantial efficiency improvements which have been realized in residential refrigerators over the last twenty years due to implementation of the National Appliance Energy Conservation Act and changing consumer reactions to energy savings give an indication of the potential for improvement in the commercial sector, where few such efficiency improvements have been made to date. The purchase decision for commercial refrigerators is still focused primarily on first cost and product performance issues such as maximizing storage capacity, quick pulldown, durability, and reliability. The project applied techniques used extensively to reduce energy use in residential refrigeration to a commercial reach-in refrigerator. The results will also be applicable to other commercial refrigeration equipment, such as refrigerated vending machines, reach-in freezers, beverage merchandisers, etc. The project described in this paper was a collaboration involving the Appliance and Building Technology Sector of TIAX, the Delfield Company, and the U. S. Department of Energy's Office of Building Technologies. Funding was provided by DOE through Cooperative Agreement No. DE-FC26-00NT41000. The program plan and schedule were structured to assure successful integration of the TIAX work on development of efficient design concepts into Delfield's simultaneous development of the Vantage product line. The energy-saving design options evaluated as part of the development included brushless DC and PSC fan motors, high-efficiency compressors, variable-speed compressor technology, cabinet thermal improvement (particularly in the face frame area), increased insulation thickness, a trap for the condensate line, improved insulation, reduced-wattage antisweat heaters, non-electric antisweat heating, off-cycle defrost termination, rifled heat exchanger tubing, and system optimization (selection of heat exchangers, fans, and subcooling, superheat, and suction temperatures for efficient operation).     In 2002, the United States Department of Energy (USDOE) published an energy efficiency assessment of U.S. industrial sector motor systems titled United States Industrial Electric Motor Systems Market Opportunities Assessment. The assessment advanced motor system efficiency by providing a greater understanding of the energy consumption, use characteristics, and energy efficiency improvement potential of industrial sector motor systems in the U.S. Since 2002, regulations such as Minimum Energy Performance Standards, cost reductions for motor system components such as variable frequency drives, system-integrated motor-driven equipment, and awareness programs for motor system energy efficiency have changed the landscape of U.S. motor system energy consumption. To capture the new landscape, the USDOE has initiated a three-year Motor System Market Assessment (MSMA), led by Lawrence Berkeley National Laboratory (LBNL). The MSMA will assess the energy consumption, operational and maintenance characteristics, and efficiency improvement opportunity of U.S. industrial sector and commercial building motor systems. As part of the MSMA, a significant effort is currently underway to conduct field assessments of motor systems from a sample of facilities representative of U.S. commercial and industrial motor system energy consumption. The Field Assessment Plan used for these assessments builds on recent LBNL research presented at EEMODS 2011 and EEMODS 2013 using methods for characterizing and determining regional motor system energy efficiency opportunities. This paper provides an update on the development and progress of the MSMA, focusing on the Field Assessment Plan and the framework for assessing the global supply chain for emerging motors and drive technologies.

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.

Coupled with this, a growing population and increasing trends in consumer demand have resulted in national waste loads increasing. A possible solution to both issues is energy-from-waste (EfW) technologies. Many studies have focused on municipal solid waste (MSW) as a potential feedstock, but appear to overlook the potential benefits of commercial and industrial waste (C and IW). In this study, samples of C and IW were collected from three North West waste management companies and Lancaster University campus. The samples were tested for their gross and net calorific value, moisture content, ash content, volatile matter, and also elemental composition to determine their suitability in EfW systems. Intra-sample analysis showed there to be little variation between samples with the exception two samples, from waste management site 3, which showed extensive variation with regards to net calorific value, ash content, and elemental analysis. Comparisons with known fuel types revealed similarities between the sampled C and IW, MSW, and refuse derived fuel (RDF) thereby justifying its potential for use in EfW systems. Mean net calorific value (NCV) was calculated as 9.47 MJ/kg and concentrations of sulphur, nitrogen, and chlorine were found to be below 2%. This study provides new perspective on that debate and examines the possibility of power outages resulting from electricity supply constraints. Previous studies have focused on electricity supply growth, demand growth, and on the linkages between electricity and economic growth. This study assumes the occurrence of electricity supply shortfalls in the 1990s and examines the steps that homeowners, businesses, manufacturers, and other electricity users might take in response to electricity outages.

    We describe a method to generate statistical models of electricity demand from Commercial and Industrial (C&I) facilities including their response to dynamic pricing signals. Models are built with historical electricity demand data. A facility model is the sum of a baseline demand model and a residual demand model; the latter quantifies deviations from the baseline model due to dynamic pricing signals from the utility. Three regression-based baseline computation methods were developed and analyzed. All methods performed similarly. To understand the diversity of facility responses to dynamic pricing signals, we have characterized the response of 44 C&I facilities participating in a Demand Response (DR) program using dynamic pricing in California (Pacific Gas and Electric's Critical Peak Pricing Program). In most cases, facilities shed load during DR events but there is significant heterogeneity in facility responses. Modeling facility response to dynamic price signals is beneficial to the Independent System Operator for scheduling supply to meet demand, to the utility for improving dynamic pricing programs, and to the customer for minimizing energy costs.

  15. Variability in Automated Responses of Commercial Buildings and Industrial Facilities to Dynamic Electricity Prices

    Changes in the electricity consumption of commercial buildings and industrial facilities (C&I facilities) during Demand Response (DR) events are usually estimated using counterfactual baseline models. Model error makes it difficult to precisely quantify these changes in consumption and understand if C&I facilities exhibit event-to-event variability in their response to DR signals. This paper seeks to understand baseline model error and DR variability in C&I facilities facing dynamic electricity prices. Using a regression-based baseline model, we present a method to compute the error associated with estimates of several DR parameters. We also develop a metric to determine how much observed DR variability results from baseline model error rather than real variability in response. We analyze 38 C&I facilities participating in an automated DR program and find that DR parameter errors are large. Though some facilities exhibit real DR variability, most observed variability results from baseline model error. Therefore, facilities with variable DR parameters may actually respond consistently from event to event. Consequently, in DR programs in which repeatability is valued, individual buildings may be performing better than previously thought. In some cases, however, aggregations of C&I facilities exhibit real DR variability, which could create challenges for power system operation.

    The objective of this paper is to share the challenges and opportunities as viewed from an industrial and commercial perspective that one encounters when performing therapeutic ultrasound research, development, manufacturing, and sales activities. Research in therapeutic ultrasound has become an active field in the last decade, spurred by technological advances in the areas of transducer materials, control electronics, treatment monitoring techniques, an ever increasing number of clinical applications, and private and governmental funding opportunities. The development of devices and methods utilizing therapeutic ultrasound to cure or manage disease is being pursued by startup companies and large established companies alike, driven by the promise of profiting at many levels from this new and disruptive technology. Widespread penetration within the clinical community remains elusive, with current approaches focusing on very specific applications and niche markets. Challenges include difficulties in securing capital to develop the technology and undertake costly clinical trials, a regulatory landscape that varies from country to country, resistance from established practitioners, and difficulties in assembling a team with the right mix of technological savvy and business expertise. Success is possible and increasing, however, as evidenced by several companies, initiatives, and products with measurable benefits to the patient, clinician, and companies alike.

    The Salida Geothermal Prospect (Poncha Hot Springs) was evaluated for industrial and commercial direct heat applications at Salida, Colorado, which is located approximately five miles east of Poncha Hot Springs. Chaffee Geothermal, Ltd., holds the geothermal leases on the prospect and the right-of-way for the main pipeline to Salida. The Poncha Hot Springs are located at the intersection of two major structural trends, immediately between the Upper Arkansas graben and the Sangre de Cristo uplift. Prominent east-west faulting occurs at the actual location of the hot springs. Preliminary exploration indicates that 1600 gpm of geothermal fluid as hot as 250/sup 0/F is likely to be found at around 1500 feet in depth. The prospective existing endusers were estimated to require 5.02 x 10/sup 10/ Btu per year, but the total annual amount of geothermal energy available for existing and future endusers is 28.14 x 10/sup 10/ Btu. The engineering design for the study assumed that the 1600 gpm would be fully utilized. Some users would be cascaded and the spent fluid would be cooled and discharged to nearby rivers. The economic analysis assumes that two separate businesses, the energy producer and the energy distributor, are participants in the geothermal project. The producer would be an existing limited partnership, with Chaffee Geothermal, Ltd. as one of the partners; the distributor would be a new Colorado corporation without additional income sources. Economic evaluations were performed in full for four cases: the Base Case and three alternate scenarios. Alternate 1 assumes a three-year delay in realizing full production relative to the Base Case; Alternate 2 assumes that the geothermal reservoir is of a higher quality than is assumed for the Base Case; and Alternate 3 assumes a lower quality reservoir. 11 refs., 34 figs., 40 tabs.

The RSC is a novel, motor-driven, rotating, finned heat exchanger technology. The RSC was evaluated for the residential, commercial, industrial, and transportation markets. Recommendations for commercialization were made based on assessments of the prototype RSC and the Sandia Cooler technology in general, as well as an in-depth analysis of the six most promising products for initial RSC commercialization.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

    The Mid-Atlantic Recycling Center for End-of-Life Electronics (MARCEE) was set up in 1999 in response to a call from Congressman Alan Mollohan, who had a strong interest in this subject. A consortium was put together which included the Polymer Alliance Zone (PAZ) of West Virginia, West Virginia University (WVU), DN American and Ecolibrium. The consortium developed a set of objectives and task plans, which included both the research issues of setting up facilities to demanufacture End-of-Life Electronics (EoLE), the economics of the demanufacturing process, and the infrastructure development necessary for a sustainable recycling industry to be established in West Virginia. This report discusses the work of the MARCEE Project Consortium from November 1999 through March 2005.     Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. (AMI) has collaborated with ORNL s Materials Processing Group s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. One notable outcome of this project is that the ThermoMagnetic Processing Technology WON a prestigious 2009 R&D 100 Awards. This award acknowledges and recognizes our TMP Technology as one of the top 100 innovative US technologies in 2009. By successfully establishing the design requirements for a commercial scale magnetic processing system, this project effort has accomplished a key first step in facilitating the building and demonstration of a superconducting magnetic processing coil, enabling the transition of the High Magnetic Field Processing Technology beyond a laboratory novelty into a commercially viable and industrially scalable Manufacturing Technology.

    The restructuring of retail gas services has followed a typical pattern for previously heavily regulated industries: large customers are initially given rights to purchase unbundled services from different entities, with the same rights dispersed over time to smaller customers. For about ten years now industrial customers in most states have been able to {open_quotes}play the market{close_quotes}. Since the passage of the Federal Energy Regulatory Commission (FERC) Order 636 in 1992, interest has centered on expanding service unbundling to small retail customers, including residential customers. Importantly, the Order prohibited pipelines from providing bundled sales service. This is not surprising - in the telecommunications industry, for example, the unbundling of wholesale services was a strong stimulant for developing competition in the local exchange market. The push for small-customer service unbundling has derived from the basic but politically attractive idea that all retail customers should directly benefit from competitive forces in the natural gas industry. When one looks at the movement of prices since 1985, it is easy to see that large retail customers have enjoyed more favorable prices than other retail customers. For example, over the period 1985 to 1994 gas prices to industrial customers and electric utilities fell around 23 percent and 36 percent, respectively. In comparison, gas prices to residential customers increased by around 5 percent while gas prices to commercial customers decreased slightly by about 1 percent. This report examines various aspects of unbundling to small retail gas customers, with special emphasis on residential customers.

    Econoimc profiles of the industries most affected by the construction, deployment, and operation of Ocean Thermal Energy Conversion (OTEC) powerplants are presented. Six industries which will contribute materials and/or components to the construction of OTEC plants have been identified and are profiled here. These industries are: steel industry, concrete industry, titanium metal industry, fabricated structural metals industry, fiber glass-reinforced plastics industry, and electrical transmission cable industry. The economic profiles for these industries detail the industry's history, its financial and economic characteristics, its technological and production traits, resource constraints that might impede its operation, and its relation to OTEC. Some of the historical data collected and described in the profile include output, value of shipments, number of firms, prices, employment, imports and exports, and supply-demand forecasts. For most of the profiled industries, data from 1958 through 1980 were examined. In addition, profiles are included on the sectors of the economy which will actualy construct, deploy, and supply the OTEC platforms.

    As the original magnet designer and manufacturer of ORNLs 9T, 5-inch ID bore magnet, American Magnetics Inc. (AMI) has collaborated with ORNLs Materials Processing Groups and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. One notable outcome of this project is that the ThermoMagnetic Processing Technology WON a prestigious 2009 R&D 100 Awards. This award acknowledges and recognizes our TMP Technology as one of the top 100 innovative US technologies in 2009. By successfully establishing the design requirements for a commercial scale magnetic processing system, this project effort has accomplished a key first step in facilitating the building and demonstration of a superconducting magnetic processing coil, enabling the transition of the High Magnetic Field Processing Technology beyond a laboratory novelty into a commercially viable and industrially scalable Manufacturing Technology.

    The storage of coolness'' has been in use in limited applications for more than a half century. Recently, because of high electricity costs during utilities' peak power periods, thermal storage for cooling has become a prime target for load management strategies. Systems with cool storage shift all or part of the electricity requirement from peak to off-peak hours to take advantage of reduced demand charges and/or off-peak rates. Thermal storage technology applies equally to industrial, commercial, and residential sectors. In the industrial sector, because of the lack of economic incentives and the custom design required for each application, the penetration of this technology has been limited to a few industries. The penetration rate in the residential sector has been also very limited due to the absence of economic incentives, sizing problems, and the lack of compact packaged systems. To date, the most promising applications of these systems, therefore, appear to be for commercial cooling. In this report, the current and potential use of thermal energy storage systems for cooling commercial buildings is investigated. In addition, a general overview of the technology is presented and the applicability and cost-effectiveness of this technology for developed and developing countries are discussed. 28 refs., 12 figs., 1 tab.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     Accelerated market penetration of plug-in electric vehicles and deployment of grid-connected energy storage are restricted by the high cost of lithium-ion batteries. Research, development, and manufacturing are underway to lower material costs, enhance process efficiencies, and increase production volumes. A fraction of the battery cost may be recovered after vehicular service by reusing the battery where it may have sufficient performance for other energy-storage applications. By extracting post-vehicle additional services and revenue from the battery, the total lifetime value of the battery is increased. The overall cost of energy-storage solutions for both primary (automotive) and secondary (grid) customer could be decreased. This techno-economic analysis of battery second use considers effects of battery degradation in both automotive and grid service, repurposing costs, balance-of-system costs, the value of aggregated energy-storage to commercial and industrial end users, and competitive technology. Batteries from plug-in electric vehicles can economically be used to serve the power quality and reliability needs of commercial and industrial end users. However, the value to the automotive battery owner is small (e.g., $20-$100/kWh) as declining future battery costs and other factors strongly affect salvage value. Repurposed automotive battery prices may range from $38/kWh to $132/kWh.

    MSW can be converted to energy in two ways. One involves the direct burning of MSW to produce steam and electricity. The second converts MSW into refuse-derived fuel (RDF) by reducing the size of the MSW and separating metals, glass, and other inorganic materials. RDF can be densified or mixed with binders to form fuel pellets. As part of a program sponsored by DOE`s Office of Industrial Technologies, the National Renewable Energy Laboratory participated in a cooperative research and development agreement to examine combustion of binder-enhanced, densified refuse-derived fuel (b-d RDF) pellets with coal. Pelletized b-d RDF has been burned in coal combustors, but only in quantities of less than 3% in large utility systems. The DOE project involved the use of b-d RDF in quantities up to 20%. A major goal was to quantify the pollutants released during combustion and measure combustion performance.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files.     The residential market stands as the next frontier for natural gas unbundling. In California, Illinois, Maryland, Massachusetts, New Jersey, New York, Ohio, Pennsylvania and elsewhere, states have introduced pilot programs and other unbundling efforts to target residential gas consumers. These efforts are hardly surprising. The residential market, presently dominated by the regulated local distribution companies, appears lucrative. In 1995, the residential sector of the U.S. natural gas industry consumed 4,736 trillion Btu of natural gas or 32 percent of all natural gas delivered by LDCs in that year. U.S. residential consumers accounted for $28.7 billion or 59 percent of the gas utility industry`s total revenues. Nevertheless, despite all the enthusiasm industry representatives have recently expressed in trade publications and public forums, the creation of a competitive residential market may prove a very slow process. Marketers appear cautious in taking the responsibility of serving residential consumers, and for very good reasons. Gaining a sizable portion of this market requires substantial investment in mass marketing, development of name recognition, acquisition of appropriate technology and employment of skillful personnel. Moreover, residential customers do not behave rationally in a {open_quotes}neoclassical{close_quotes} economic sense. They react not only to a price but to several qualitative factors that have yet to be studied by LDCs and marketers. This article offers results from creating a software program and model that answer two basic questions: (1) What share of the residential natural gas market can be realistically captured by non-regulated suppliers? (2) Will residential unbundling increase total throughput for gas utilities? If so, by how much?

    Much of the recent environmental equity research has emphasized the overlapping social and spatial distributions of commercial hazardous waste facilities (TDSFs). Yet, national studies using census tract data challenge the appearance of inequities in the distribution of TDSFs. This research suggest that the appearance of inequities may arise not from siting biases, but rather from general patterns of residential segregation, industrial zoning and the social construction of neighborhoods. In this article we consider this evidence and the longitudinal characteristics of communities both before and after TSDFs were sited. We also expand our national analyses to include pilot studies of both the broader set of all RCRA governed facilities and an even larger set of all industrial manufacturing firms. Consistent with our earlier research, these analyses suggest that TSDF, RCRA and industrial manufacturing firms in general, are not disproportionately sited in census tracts with greater percentages of minority or disadvantaged communities. We suggest the appearance of inequity in larger geographic areas of analysis may reflect patterns of city development and segregation. Historically, minority, ethnic and disadvantaged residents have been more likely to live in older and less costly residential areas which often emerged from working class or tenement housing on the fringe of industrial manufacturing areas. Regulatory initiatives, such as land use zoning, have reinforced these historical distinctions. We conclude by suggesting that environmental equity must address these more general patterns of residential segregation and historical industrial development in addition to questions of discriminatory siting.

    On August 8, 2005, the Energy Policy Act of 2005 (EPAct 2005) increased the Section 48 investment tax credit (ITC) for commercial photovoltaic (PV) systems from 10% to 30% of the project's 'tax credit basis' (i.e., the dollar amount to which the ITC applies), and also created in Section 25D of the Internal Revenue Code a new 30% ITC (capped at $2,000) for residential solar systems. Both changes went into effect on January 1, 2006, for an initial period of two years, and in late 2006 both credits were extended 'as is' for an additional year (through 2008). In early 2006, Berkeley Lab published an LBNL/CESA case study that examined the financial impact of EPAct 2005's solar tax credits on PV system owners, in light of the $2,000 cap on the residential credit, as well as the fact that most PV systems in the U.S. also receive cash incentives from state-, local-, or utility-administered PV programs, and that these cash incentives may reduce the value of federal tax credits in certain situations. That case study was subsequently revised in February 2007 to reflect new Internal Revenue Service (IRS) guidance. The findings of that case study, which are briefly recapped in the next section, remained relevant up until October 2008, when the Energy Improvement and Extension Act of 2008 extended both solar credits for an unprecedented eight years, removed the $2,000 cap on the residential credit, and eliminated restrictions on the use of both credits in conjunction with the Alternative Minimum Tax (AMT). These significant changes, which apply to systems placed in service on or after January 1, 2009, will increase the value of the solar credits for residential system owners in particular, and are likely to spur significant growth in residential, commercial, and utility-scale PV installations in the years ahead. In light of these substantial changes to the solar ITC, this report takes a fresh look at the value of these revised credits, focusing specifically on the Section 25D

    The main contribution of this report is to characterize the underlying residential and transport sector end use energy consumption in India. Each sector was analyzed in detail. End-use sector-level information regarding adoption of particular technologies was used as a key input in a bottom-up modeling approach. The report looks at energy used over the period 1990 to 2005 and develops a baseline scenario to 2020. Moreover, the intent of this report is also to highlight available sources of data in India for the residential and transport sectors. The analysis as performed in this way reveals several interesting features of energy use in India. In the residential sector, an analysis of patterns of energy use and particular end uses shows that biomass (wood), which has traditionally been the main source of primary energy used in households, will stabilize in absolute terms. Meanwhile, due to the forces of urbanization and increased use of commercial fuels, the relative significance of biomass will be greatly diminished by 2020. At the same time, per household residential electricity consumption will likely quadruple in the 20 years between 2000 and 2020. In fact, primary electricity use will increase more rapidly than any other major fuel -- even more than oil, in spite of the fact that transport is the most rapidly growing sector. The growth in electricity demand implies that chronic outages are to be expected unless drastic improvements are made both to the efficiency of the power infrastructure and to electric end uses and industrial processes. In the transport sector, the rapid growth in personal vehicle sales indicates strong energy growth in that area. Energy use by cars is expected to grow at an annual growth rate of 11percent, increasing demand for oil considerably. In addition, oil consumption used for freight transport will also continue to increase .

    A handbook on ``A Method for the Assessment of Site-specific Econoomic Impacts of Industrial and Commercial Biomass Energy Facilities`` has been prepared by Resource Systems Group Inc. under contract to the Southeastern Regional Biomass Energy Program (SERBEP). The handbook includes a user-friendly Lotus 123 spreadsheet which calculates the economic impacts of biomass energy facilities. The analysis uses a hybrid approach, combining direct site-specific data provided by the user, with indirect impact multipliers from the US Forest Service IMPLAN input/output model for each state. Direct economic impacts are determined primarily from site-specific data and indirect impacts are determined from the IMPLAN multipliers. The economic impacts are given in terms of income, employment, and state and federal taxes generated directly by the specific facility and by the indirect economic activity associated with each project. A worksheet is provided which guides the user in identifying and entering the appropriate financial data on the plant to be evaluated. The WLAN multipliers for each state are included in a database within the program. The multipliers are applied automatically after the user has entered the site-specific data and the state in which the facility is located. Output from the analysis includes a summary of direct and indirect income, employment and taxes. Case studies of large and small wood energy facilities and an ethanol plant are provided as examples to demonstrate the method. Although the handbook and program are intended for use by those with no previous experience in economic impact analysis, suggestions are given for the more experienced user who may wish to modify the analysis techniques.

    According to the California Energy Commission (CEC 1998a), California commercial buildings account for 35% of statewide electricity consumption, and 16% of statewide gas consumption. Space conditioning accounts for roughly 16,000 GWh of electricity and 800 million therms of natural gas annually, and the vast majority of this space conditioning energy passes through thermal distribution systems in these buildings. In addition, 8600 GWh per year is consumed by fans and pumps in commercial buildings, most of which is used to move the thermal energy through these systems. Research work at Lawrence Berkeley National Laboratory (LBNL) has been ongoing over the past five years to investigate the energy efficiency of these thermal distribution systems, and to explore possibilities for improving that energy efficiency. Based upon that work, annual savings estimates of 1 kWh/ft{sup 2} for light commercial buildings, and 1-2 kWh/ft{sup 2} in large commercial buildings have been developed for the particular aspects of thermal distribution system performance being addressed by this project. Those savings estimates, combined with a distribution of the building stock based upon an extensive stock characterization study (Modera et al. 1999a), and technical penetration estimates, translate into statewide saving potentials of 2000 GWh/year and 75 million thermal/year, as well as an electricity peak reduction potential of 0.7 GW. The overall goal of this research program is to provide new technology and application knowledge that will allow the design, construction, and energy services industries to reduce the energy waste associated with thermal distribution systems in California commercial buildings.     Data on residential loads has been collected from four residences in real time. The data, measured at 5-second intervals for 53 days of continuous operation, were statistically characterized.     Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. The non-residential sector's commanding lead in terms of installed capacity in recent years primarily reflects two important differences between the non-residential and residential markets: (1) the greater federal 'Tax Benefits'--including the 30% investment tax credit (ITC) and accelerated tax depreciation--provided to commercial (relative to residential) PV systems, at least historically (this relative tax advantage has largely disappeared starting in 2009) and (2) larger non-residential project size. These two attributes have attracted to the market a number of institutional investors (referred to in this report as 'Tax Investors') seeking to invest in PV projects primarily to capture their Tax Benefits. The presence of these Tax Investors, in turn, has fostered a variety of innovative approaches to financing non-residential PV systems. This financial innovation--which is the topic of this report--has helped to overcome some of the largest barriers to the adoption of non-residential PV, and is therefore partly responsible (along with the policy changes that have driven this innovation) for the rapid growth in the market seen in recent years.ii Specifically, due to financial

    This Final Technical Report provides a summary of the activities performed by the NHA in accordance with the Cooperative Agreement. Activities are broken down by task area, and include the following: (1) Information exchange within the NHA, which includes the two NHA newsletters, the NHA Advocate, and the H{sub 2} Digest, as well as directory information. (2) Information exchange within the hydrogen industry, which includes conferences and meeting attendance, presentations of papers, and HTAP activities. (3) Information exchange with other critical industries and the public, which includes press conferences, and public awareness activities. (4) Annual US hydrogen meeting, NHA`s signature event. The 7th Annual US Hydrogen Meeting was held April 2--4, 1996 in Alexandria, Virginia in conjunction with the US DOE`s Hydrogen Technical Advisory Panel Meeting and the SAE`s Fuel Cell TOPTEC. (5) Industry perspective and needs, which covers activities related to the Hydrogen Industrialization Plan. (6) Codes and standards, which includes workshop and workgroup activities, as well as other safety-related activities. The objective of the codes and standards activities is to establish expert working groups to develop industry consensus on safety issues, and develop compatible standards and formats, and product certification protocols.
