    This report analyzes the evolution use in Denmark since the early 1970s in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. The authors found that improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. Focusing on developments in six individual sectors of the Danish economy (residential, manufacturing, other industry, service, travel, and freight), they found that the residential, manufacturing, and service sectors have led the improvements in efficiency. Travel showed few significant improvements and the efficiency of freight transportation worsened. The international comparisons showed that the structure of energy use in Denmark is less energy-intensive than that of most high-income OECD countries, with the exception of Japan. Overall, they concluded that most of the energy savings achieved in Denmark were brought about through improvements in technology. They also found that an important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity, and motor fuels. Energy-efficiency programs accelerated energy savings in homes and commercial buildings. The rate of improvement of energy efficiency in Denmark has slowed down significantly since 1984, consistent with trends observed in other major countries. While many of the energy-efficiency goals stated or implied in Denmark`s Energi 2000 are achievable over a very long period, present trends do not point towards achievement of these goals by 2010 or even 2020. Strong measures will have to be developed by both public and private authorities if energy efficiency is to make a key contributions to reducing environmental problems associated with energy use in Denmark.

    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy. The updated Energy Policy is based on the Programme Statement by the Government of the Czech Republic of July 1992, as well as on other materials associated with energy and power generation, either approved or negotiated by the Government, in particular the State Environmental Policy the Rules of the State Raw Materials Policy, the European Association Agreement, the European Energy Charter, the results of the Uruguayan Round of GATT, the Convention on Climate Changes, the Ecological Action Programme for central and East-European countries, and other international documents that have either been, or are likely to be sanctioned by the Czech Government (especially the European Energy Charter Treaty, and the protocol on Trans-boundary Air Pollution and on Further Reduction of Sulphur Oxide Emissions).

    Thermal waters (30-61/sup 0/C) occur in springs and shallow drill-holes (max. 300 m) in several areas of the Yemen Arab Republic. Their mineral content is generally low ( < 1000-2000 ppm TDS) except for waters with high CO/sub 2/ content and those directly influenced by the evaporitic Baid formation (Tertiary) in the Western Lowlands along the Red Sea. The temperature anomalies occur in areas of Quaternary basaltic volcanism (Aden formation) and in fault zones connected with the eastern margin of the Red Sea graben. In the latter zones radiogenic heat may be contributed by Tertiary granitic intrusions.

    This paper describes a US/Dominican Republic program to develop renewable energy projects in the country. The objective is to demonstrate the commercial viability of renewable energy generation projects, primarily small-scale wind and hydropower. Preliminary studies are completed for three micro-hydro projects with a total capacity of 262 kWe, and two small wind power projects for water pumping. In addition wind resource assessment is ongoing, and professional training and technical assistance to potential investors is ongoing. Projects goals include not less than ten small firms actively involved in installation of such systems by September 1998.

    An environmental assessment of six scenarios for handling of garden waste in the Municipality of Aarhus (Denmark) was performed from a life cycle perspective by means of the LCA-model EASEWASTE. In the first (baseline) scenario, the current garden waste management system based on windrow composting was assessed, while in the other five scenarios alternative solutions including incineration and home composting of fractions of the garden waste were evaluated. The environmental profile (normalised to Person Equivalent, PE) of the current garden waste management in Aarhus is in the order of -6 to 8 mPE Mg{sup -1} ww for the non-toxic categories and up to 100 mPE Mg{sup -1} ww for the toxic categories. The potential impacts on non-toxic categories are much smaller than what is found for other fractions of municipal solid waste. Incineration (up to 35% of the garden waste) and home composting (up to 18% of the garden waste) seem from an environmental point of view suitable for diverting waste away from the composting facility in order to increase its capacity. In particular the incineration of woody parts of the garden waste improved the environmental profile of the garden waste management significantly.

    The Czech Republic ranks among the countries with high total reserves of hard coal and lignite. Therefore coal always had and still has a significant role in covering the power demand of the Czech Republic. Transition of the national economy, based on the principles of the market economy and private ownership, affects among others also behavior of the mining companies. A strong emphasis is also aimed at the environmental aspects concerning both the process of coal mining and the process of its utilization. Within these intentions the power policy of the Czech Republic is formulated. The Czech Republic, which has 10 mil. inhabitants, ranks among the countries with a high share of industry in the process of creating the gross national product. This state has its historical roots as on the present territory of the Czech Republic there had been concentrated a majority of industrial and mining capacities of the Hapsburg Empire. The First World War resulted among others in the decline of the Hapsburg Empire. Within this process Czechoslovak Republic was established (apart from other things the center of democracy in the Central Europe). In that republic the industry had an important position. The industrial potential had been expanded even during the occupation of Czechoslovakia by Nazi Germany in the years 1939 - 1945. After the Second World War when Europe was divided into two political spheres Czechoslovakia became a significant industrial base of so called East Bloc. Such a development and the needs of the Eastern Bloc resulted in the intensive development of the heavy industry on the territory of Czechoslovakia.

    Each month, approximately 45,000 people die from violence, hunger, disease, and other effects of displacement as a result of war in the Democratic Republic of the Congo (DRC). The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. The current war in Congo is multi-causal in nature but explanations are often reduced to describing it as an ethic conflict based on objective grievance. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. The reality is the conflict is an economic war in which the trade of conflict minerals, gold and the 3Ts (tin, tantalum, tungsten), is directly linked to the financial sustainability of the groups fighting each other in eastern DRC. Objective grievance is a by-product of the conflict, used to create a false but plausible moral justification to continue violence. This paper examines the history of conflict in the DRC and the socio-economic variables contributing to the current war fought over conflict minerals.

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement.     Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    During several recent years NRI Rez has been performing the LBB analyses of safety significant primary circuit pipings of NPPs in Czech and Slovak Republics. The analyses covered the NPPs with reactors WWER 440 Type 230 and 213 and WWER 1000 Type 320. Within the relevant LBB projects undertaken with the aim to prove the fulfilling of the requirements of LBB, a series of large scale experiments were performed. The goal of these experiments was to verify the properties of the components selected, and to prove the quality and/or conservatism of assessments used in the LBB-analyses.     Environmental issues, especially the solution of the air pollution problem, have taken on great significance in the Czech Republic (which was a part of the Czech and Slovak Federal Republic until the end of 1992) since the 1989 {open_quotes}Velvet{close_quotes} Revolution. The former CSFR Federal Committee for the Environment and both the Republic Ministries started immediately with creating new environmental legislation, which is the main governmental tool for protecting the environment in the newly developing democracy state system with a market oriented economy. The inspiration for that activity was found in legislation of developed countries - member states of the European Union, and in German environmental law in particular. This paper surveys the major laws and regulations that gradually came into force in the Czech Republic since 1990. The provisions of the primary significance are the Act No.309/1991 S.B., dated July 9, 1991, on the protection of the air against pollutants - The Clean Air Act, the Act No.218/1992 S.B., dated April 27, 1992, which changes and supplements the Act No.309 - The Clean Air Act, the Measure of the Federal Committee for the Environment of October 1, 1991 to the Clean Air Act, and its amended wordings of June 23, 1992, 84/1991 S.B., and 84/1992 S.B., the Act No.389/1991 S.B., dated September 10, 1991 on the state administration of air protection and charges for the pollution of air, and several regulations based on the Act No.389/1991 S.B., issued in the period 1992 -1993.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    The process of industrialization in the Czech Republic, which is more intensive than in other parts of central Europe, has been under way since the mid-nineteenth century. Over the last 40 years, large-scale industrial activity was based on extensive use of domestic primary energy sources, especially brown-coal/lignite. The escalation of this usage inflicted heavy devastation to large portions of industrial zones and, as a result, worsened living conditions through atmospheric pollution and other environmental impacts in large regions of central Europe. The Czech electricity industry and CEZ, a.s. (the nation`s principal electricity generator, responsible for meeting eighty percent of national electricity demand, and operator of the nationwide EHV transmission system) has been challenged to cope with all environmental issues by the end of 1997, in compliance with the strict limits set by the Clean Air Act of 1991, which are comparable to standard implemented in advanced industrial countries. A review of the critical environmental issues is presented and the role of the individual and of the State is analyzed. The approach of CEZ, a.s., towards a better natural environment and its response to legal environment provisions have been incorporated into the company`s development program. It comprises decommissioning the most obsolete fossil-fuel fired power stations; rehabilitation of thermal power plants; supplementing the coal/lignite-fired units selected for future operation with FGD systems and retrofitting them with DENOX equipment; a larger share of nuclear electricity generation after the completion of the Temelin NPP (2 units of 1000MW each) and, last but not least, initiating DSM (demand-side management) programs of energy-electricity savings in the Czech Republic.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    Of the utmost importance for the conception of waste disposal in any country is the fact how rich the respective country is and how realistic its legislators are. The apparently ideal approach to solving this problem is that chosen by more affluent European countries where wastes are recycled, are charged with taxes and duties, and where wastes that necessitate to be disposed are handled similarly as the nuclear wastes. The benefits are evident. The amounts of wastes to be deposited are minimalized. The waste repositories can be sealed by using layers of clay, foil and clay, and during a period of 50 to 100 years, any communication of the repository with the ambient environments can be eliminated. The disadvantage of such waste repositories, if applied to most of wastes, are the high costs associated with their depositioning. The prices of products, which the costs of waste disposal are being reflected in, are thus increasing, and, for this reason, many of products are becoming unmarketable, even on the domestic market. These financial means are often spent for nothing because the service life of some protective elements being at present used for construction of waste repositories is limited in time (for example, the service life of isolating foil is 50 to 1 00 years). Waste disposal in the Czech Republic, particulary from power plants, is discussed.

    In 1981, Yemen Hunt Oil Company (YHOC) negotiated a production-sharing agreement covering 12,600 km/sup 2/ in the northeast part of the Yemen Arab Republic. A reconnaissance seismic program of 1864 km acquired in 1982 revealed the presence of a major half graben, designated the Marib/Al Jawf basin by YHOC. A sedimentary section up to 18,000 ft thick has been recognized. Geologic field mapping identified Jurassic carbonates covered by Cretaceous sands overlying Permian glaciolacustrine sediments, Paleozoic sandstones, or Precambrian basement. The first well drilled in 1984, aimed at a possible Jurassic carbonate objective, encountered hydrocarbon-bearing sands in the Jurassic-Cretaceous transition between 5000 and 6000 ft. A successful appraisal drilling program has demonstrated satisfactory lateral reservoir continuity. Further wildcat drilling demonstrates macro-unit correlation within the eastern part of the basin. Rapid basin development apparently commenced in the late Kimmeridgian, culminating with the deposition of Tithonian evaporites. Available geochemical analysis indicates sourcing from restricted-basin sediments. Excellent traps, reservoirs, and source beds underlying the Tithonian evaporites indicate that a significant new petroliferous province is present.

Rapid basin development took place in the Late Jurassic culminating with the deposition of Tithonian salt. The evaporites provide an excellent seal for hydrocarbons apparently sourced from restricted basin shales and trapped in rapidly deposited clastics.

  14. Advanced battery technology for electric two-wheelers in the people's Republic of China.

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers. Most E-bikes use lead acid batteries, but there is a push toward using Li-ion battery technology for two- and three-wheeled applications. Highlights and conclusions from this visit are provided in this report and summarized.

The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    The People`s Republic of China (hereafter referred to as China) is the largest producer and consumer of coal in the world. Coal makes up 76% and 74% of China`s primary energy consumption and production, respectively. This heavy dependence on coal has come at a high price for China, accounting for a large share of its environmental problems. This report examines the dominance of coal in China`s energy balance, its impact on the environment, and the need for technical and financial assistance, specifically for two distinct aspects: the effect of coal use on the environment and the importance of coal to China`s economy. The results of the analysis are presented in two volumes. Volume 1 focuses on full fuel cycle coal emissions and the environmental effects of coal consumption. Volume 2 provides a detailed analysis by sector of China`s economy and examines the economic impact of constraints on coal use. 51 refs., 19 figs., 15 tabs.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they

  18. Management of Disused Radioactive Sealed Sources in the Slovak Republic - 12100

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

  20. Safeguards Challenges for Pebble-Bed Reactors (PBRs):Peoples Republic of China (PRC)

    The Peoples Republic of China (PRC) is operating the HTR-10 pebble-bed reactor (PBR) and is in the process of building a prototype PBR plant with two modular reactors (250-MW(t) per reactor) feeding steam to a single turbine-generator. It is likely to be the first modular hightemperature reactor to be ready for commercial deployment in the world because it is a highpriority project for the PRC. The plant design features multiple modular reactors feeding steam to a single turbine generator where the number of modules determines the plant output. The design and commercialization strategy are based on PRC strengths: (1) a rapidly growing electric market that will support low-cost mass production of modular reactor units and (2) a balance of plant system based on economics of scale that uses the same mass-produced turbine-generator systems used in PRC coal plants. If successful, in addition to supplying the PRC market, this strategy could enable China to be the leading exporter of nuclear reactors to developing countries. The modular characteristics of the reactor match much of the need elsewhere in the world. PBRs have major safety advantages and a radically different fuel. The fuel, not the plant systems, is the primary safety system to prevent and mitigate the release of radionuclides under accident conditions. The fuel consists of small (6-cm) pebbles (spheres) containing coatedparticle fuel in a graphitized carbon matrix. The fuel loading per pebble is small (~9 grams of low-enriched uranium) and hundreds of thousands of pebbles are required to fuel a nuclear plant. The uranium concentration in the fuel is an order of magnitude less than in traditional nuclear fuels. These characteristics make the fuel significantly less attractive for illicit use (weapons production or dirty bomb); but, its unusual physical form may require changes in the tools used for safeguards.     The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

  2. Successful Completion of the Largest Shipment of Russian Research Reactor High-Enriched Uranium Spent Nuclear Fuel from Czech Republic to Russian Federation

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs.     Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

The data presented are the result of two projects, financed by the Czech Ministry of Environment, which were undertaken during this time period with the aim of focusing on the waste characterisation and complete analysis of the physicochemical properties of the household waste. In the Czech Republic, the composition of household waste varies significantly between different types of households based on the methods of home heating employed. For the purposes of these studies, the types of homes were divided into three categories – urban, mixed and rural. Some of the biggest differences were found in the quantities of certain subsample categories, especially fine residue (matter smaller than 20 mm), between urban households with central heating and rural households that primarily employ solid fuel such coal or wood. The use of these solid fuels increases the fraction of the finer categories because of the higher presence of ash. Heating values of the residual household waste from the three categories varied very significantly, ranging from 6.8 MJ/kg to 14.2 MJ/kg in 1999 and from 6.8 MJ/kg to 10.5 MJ/kg in 2009 depending on the type of household and season. The same factors affect moisture of residual household waste which varied from 23.2% to 33.3%.     Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    The purpose here is to contribute to the discussion surrounding the use of community benefits (also known as added value) in radioactive waste facility siting programmes. These are becoming more widely used following a series of programme failures around the world, due in the main to a lack of local involvement. A number of different models for the use of community benefits and why they may or may not assist a siting process exist in the literature, based on either a voluntary market approach or one involving coercion by a state authority or developer. Review of real-life examples suggests that two main approaches to the use of benefits exist, a 'legally-mandated' approach where details are laid down in legislation, and a 'locally-negotiated' approach where the details are agreed by the parties through discussions. As part of the European Commission supported IPPA project (Implementing Public Participation Approaches in Radioactive Waste Disposal), stakeholder groups in three participant countries, the Czech Republic, Poland and Slovenia, all of which currently utilise the 'legally-mandated' approach to the provision of community benefits, were invited to respond to a series of questions designed to explore their attitudes and thoughts about the two approaches and related issues such as trust in the institutions and the legal framework. Some initial results and conclusions are presented, although this work is continuing and will be reported at the end of the IPPA project in 2013. (authors)

    The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Multi-criteria Analysis for Planning Renewable Energy (MapRE) is a study approach developed by the Lawrence Berkeley National Laboratory with the support of the International Renewable Energy Agency (IRENA). The approach combines geospatial, statistical, energy engineering, and economic methods to comprehensively identify and value high-quality wind, solar PV, and solar CSP resources for grid integration based on techno-economic criteria, generation profiles (for wind), and socio-environmental impacts. The Renewable Energy Zones for the Africa Clean Energy Corridor study sought to identify and comprehensively value high-quality wind, solar photovoltaic (PV), and concentrating solar power (CSP) resources in 21 countries in the East and Southern Africa Power Pools to support the prioritization of areas for development through a multi-criteria planning process. These countries include Angola, Botswana, Burundi, Djibouti, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Lesotho, Libya, Malawi, Mozambique, Namibia, Rwanda, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe.     Throughout Scandanavia, taxes seem to drive the marketplace. Governments do not want to encourage consumption of alcoholic beverages, so they tax them heavily, thereby actually discouraging their use. Using the same means, they dictate the fate of the various fuels. Taxes have depressed propane's use to a large extent; today it is priced at three times natural gas, with the result that it accounts for only 0.5%-0.7% of total energy consumption. But, this paper reports on a potential new star that has appeared on the horizon, as participants in the People-to-People sojourn to Scandanavia last August learned. It's a program of converting diesel buses to propane, and officials of the company that is marketing it, Skibby Motor A/S, are so confident of its success that they have already begun a campaign of introducing it to the U.S.

    This paper is referring about the utilization of technologies for the treatment and conditioning of low and intermediate level RAW from operation and decommissioning of nuclear facilities in Slovakia. This experience represents more than 116 reactor years of NPP operation, mainly of NPPs equipped with VVER 440 reactors, 30 years of decommissioning activities, 27 years of development and operation of technologies for the treatment and conditioning of RAW and 7 years of LLW and ILW final repository operation. These technologies are located in two localities: Jaslovske Bohunice and Mochovce. The complex treatment and conditioning center (cementation, bituminization, incineration, vitrification, fragmentation and compacting) for almost all types of radioactive waste is located in Jaslovske Bohunice NPP site. The treatment and conditioning center for liquid radioactive waste (cementation and bituminization) and the surface type repository for LLW and ILW final disposal are located in Mochovce area. The treated waste forms are disposed to repository in cubical Fiber Reinforced Concrete (FRC) containers. The experience from the phase of technology development and the phase of technology modifications for various types of RAW, the experience from long term operation of technologies and the experience from transportation of original and packed wastes are described in this paper. The method of optimally combined technology utilization in order to maximize the radionuclide inventory at the same time with respect of disposal safety limitations of repository is described, too. The significant RAW volume reduction for final disposal was achieved through mediation of the combination of treatment and conditioning technologies. The disposal of treated RAW in cubic FRC containers allowed the optimal utilization of volume and radiological capacity of LLW and ILW repository in Mochovce and the fulfillment of determined safety requirements at the same time.     China's main energy source is coal, but transportation and environmental problems make that fuel less than desirable. Therefore, the Chinese, as part of an effort toward alternative energy sources, are developing nuclear power plants. In addition to providing a cleaner power source, development of nuclear energy would improve the Chinese economic condition and give the nation greater world status. China's first plants, at Qinshan and Daya Bay, are still incomplete. However, China is working toward completion of those reactors and planning the training and operating procedures needed to operate them. At the same time, it is improving its nuclear fuel exports. As they develop the capability for generating nuclear power, the Chinese seem to be aware of the accompanying quality and safety considerations, which they have declared to be first priorities. 50 refs., 7 figs.

    On the basis of the lateral and vertical distribution of the lithofacies identified within the Late Jurassic Amran sequence (Thoma Member) in Jabal Al-Balaq area, Marib, Y.A.R., three megafacies were recognized. Proceeding from the shore landwards they are: Ooid bank, including barriers such as reefs and carbonate sand shoals adjacent to the margin of a shallow platform having intertidal to subtidal agitated water, the bank being composed of skeletal packstone, oolitic grainstone and oncolitic packstone; Shelf lagoon, behind the shoal, characterized by less turbulent pelletoidal wackestone, sandy mudstone and algal stromatolite (boundstone); Alluvial coastal plain, including tidal sand flat of the marine shoreline-intertidal area, where cross-bedded sandstone and alluvial fan toe conglomerate were deposited. The apparent small-scale facies variations which are the result of the allocyclic tectonically controlled sea level fluctuations, reflect a complex interfingering of the depositional environments and the resulting rock types. The paragenetic sequence of the post-depositional processes within the siliciclastics inferred is: iron oxide cementation, authigenic growth of mica clays, generation of pressure solution and compaction, and generation of quartz overgrowths. It is indicated that the compaction process followed the neomorphism and cementation within the carbonates.

    A new plate reconstruction has enabled the Island of Socotra, currently located in the Gulf of Aden adjacent to the Somalian coast, to be confidently restored to its original spatial position, adjacent to the southern Omani coastline. New studies integrated with these plate reconstructions, have confirmed the presence of an untested Mesozoic graben, which trends across the Socotra platform. Fieldwork carried out in the region now enables a SE extension of the prolific Lower Cretaceous Qishn `play` (delinated in the Masilah Basin, onshore Yemen) to be postulated offshore into the Gulf of Aden. Following the award of offshore acreage adjacent to the Island of Socotra, exploration studies have confirmed the presence of the Qishn `play` both on the Island of Socotra, and offshore in the one available basin-margin control well. This work has also identified two additional plays: the Shuabia-equivalent carbonates, which are prolific producing reservoirs in central Oman; and the Permo-Triassic clastics, which may provide a new reservoir target for the region. Fieldwork has also identified Jurassic siliclastics outcropping on the Island, which may provide further reservoir potential. Ongoing multidisciplinary studies, integrating the results of a detailed geophysical interpretation with high resolution structural-stratigraphic studies, have confirmed the presence of large structures within an undrilled Mesozoic rift-basin, which will be tested during 1995.

    The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

    Rapid growth in economic development, coupled with the absence of an electric grid in large areas of the rural countryside, have created a need for new energy sources both in urban centers and rural areas in China. Environmental pollution from the increased use of coal-fired steam turbines to meet this capacity expansion is a concern. There is a growing interest in China to develop renewable-energy resources and technologies to meet energy demands and help mitigate pollution problems. In February 1995, Secretary Hazel O`Leary of the U.S. Department of Energy signed an Energy Efficiency and Renewable Energy Protocol Agreement with the Chinese State Science and Technology Commission in Beijing, China. Under this agreement, projects using photovoltaics for rural electrification are being conducted in Gansu Province in western China and Inner Mongolia in northern China, providing the basis for much wider deployment and use of photovoltaics for meeting the growing rural energy demands of China.

    At the request of US sponsors Spencer Management Associates (SMA) and Sun{diamond}Lab, China`s Center for Renewable Energy Development and former Ministry of Electric Power conducted an initial appraisal of the issues involved with developing China`s first solar thermal electric power plant in the sunbelt regions of Tibet or Xinjiang provinces. The appraisal concerns development of a large-scale, grid-connected solar trough or tower project capable of producing 30 or more megawatts of electricity. Several of the findings suggest that Tibet could be a niche market for solar thermal power because a solar plant may be the low-cost option relative to other methods of generating electricity. China has studied the concept of a solar thermal power plant for quite some time. In 1992, it completed a pre-feasibility study for a SEGS-type parabolic trough plant with the aid of Israel`s United Development Limited. Because the findings were positive, both parties agreed to conduct a full-scale feasibility study. However, due to funding constraints, the study was postponed. Most recently, Sun{diamond}Lab and SMA asked China to broaden the analysis to include tower as well as trough concepts. The findings of this most recent investigation completed i November of 1997, are the subject of this paper. The main conclusions of all studies conducted to date suggest that a region in the proximity of Lhasa, Tibet, offers the best near-term opportunity within China. The opportunities for solar thermal power plants in other regions of China were also investigated.

    For globally sustainable development to be achieved, three concerns are central: productive economic growth, social justice and ecological sustainability. Development co-operation supports the realisation of these three goals in partner countries by helping to alleviate poverty, promote economic growth through private-sector development and protect vital natural resources. The aim of globally sustainable development can only be achieved if industrial countries too implement necessary reforms and structural adjustments at every level. Co-operation efforts with partners must therefore be complemented by coherent policies at home. This is a matter of credibility, but also of developmental far-sightedness. Internal reforms in the industrial countries secure financial leeway for their providing foreign assistance in the longer term. Environmental and resource protection as a focal point of Germany`s development co-operation with the PRC aims to preserve vital natural resources, shape economic development in their partner countries in an ecologically sound manner and put China in a position to participate in global endeavours to protect the environment. Climate protection measures figure prominently in this area. This is justified given China`s share of global CO{sub 2} emissions and the potential for energy-saving measures and measures to increase power intensity. This potential is derived primarily from the possibility of using energy-efficient technologies, increasing the relatively low energy prices and making use of renewable sources of energy.

    The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Both short and long term improvement possibilities were established and given to the second round team for detailed evaluation. Following the collection of data on operating variables, equipment and refinery impact on the environment, a data base has been organized for use in a linear programming model.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

  5. Industrial sector energy conservation programs in the People`s Republic of China during the seventh five-year plan (1986--1990)

    The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The aim of this study was to investigate the distribution of some toxic elements in topsoil and subsoil, focusing on the identification of natural and anthropogenic element sources in the small region of rare As–Sb–Tl mineralization outcrop and abandoned mine Allchar known for the highest natural concentration of Tl in soil worldwide. The samples of soil and sediments after total digestion were analyzed by inductively coupled plasma–mass spectrometry (ICP–MS) and inductively coupled plasma–atomic emission spectrometry (ICP–AES). Factor analysis (FA) was used to identify and characterize element associations. Six associations of elements were determined by the method of multivariate statistics: Rb–Ta–K–Nb–Ga–Sn–Ba–Bi–Li–Be–(La–Eu)–Hf–Zr–Zn–In–Pd–Ag–Pt–Mg; Tl–As–Sb–Hg; Te–S–Ag–Pt–Al–Sc–(Gd–Lu)–Y; Fe–Cu–V–Ge–Co–In; Pd–Zr–Hf–W–Be and Ni–Mn–Co–Cr–Mg. The purpose of the assessment was to determine the nature and extent of potential contamination as well as to broadly assess possible impacts to human health and the environment. The results from the analysis of the collected samples in the vicinity of the mine revealed that As and Tl elements have the highest median values. Higher median values for Sb are obviously as a result of the past mining activities and as a result of area surface phenomena in the past. - Highlights: • Soil and river sediments were analyzed from Sb–As–Tl Allchar locality. • An increased content of certain toxic elements for environment was determined. • Highest As and Tl contents are obtained in the close vicinity of Allchar mine. • River sediments portray 160 times higher content of Sb than EU values. • The results classify Allchar as probably the highest natural Tl-deposit worldwide.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

    This study presents data and analysis on the potential for carbon dioxide capture and storage (CCS) technologies to deploy within China, including a survey of the CO2 source fleet and potential geologic storage capacity. The results presented here indicate that there is significant potential for CCS technologies to deploy in China at a level sufficient to deliver deep, sustained and cost-effective emissions reductions for China over the course of this century.

    From mid-1984 through mid-1985, the United States Geological Survey engaged in an investigation of two craters formed from high-yield, near-surface nuclear bursts at Enewatak Atoll. The craters studied, KOA and OAK, resulted from 1.4- and 8.9-megaton, near-surface bursts detonated near the northern perimeter of the Enewetak lagoon on May 12 and June 28, 1958, respectively. At that time, Enewetak was a part of the Pacific Proving Grounds (PPG). OAK and KOA are among the only high-yield nuclear explosion craters available for studies of cratering processes and crater-related effects. The objects of this program were: (1) to identify major crater dimensions, morphology, and structures; (2) to provide a data base for material-properties, shock-metamorphic, and other types of related studies; and (3) to gain a better understanding of both the process that formed the excavational crater and that altered that initial feature to its present form. These data from the Enewetak craters are needed for verification of cratering prediction models (code validation), which is important to the analysis of survivability of various strategic defense systems.

    The Pacific Enewetak Atoll Crater Exploration (PEACE) Program was established to resolve a number of questions for the Department of Defense (DOD) about the geologic and material-properties parameters of two craters (KOA and OAK), formed by near-surface bursts of high-yield thermonuclear devices on the northern margin of Enewetak Atoll, Marshall Islands, in 1958. The multidisciplinary studies conducted by the USGS in collaboration with other organizations during 1984 through 1987 were part of a much larger research initiative by the DNA to better understand the dynamic properties of strategic-scale nuclear bursts and the relevance of the Pacific Proving Grounds (PPG) craters to issues of strategic basing and targeting of nuclear weapons. Major topics include: Borehole gravity; Palentologic evidence for mixing; Electron paramagnetic resonance studies; Bathymetric studies of OAK crater; Constraints on densification and piping for OAK; and Additional studies of geologic crater models.
