    The primary objective of the Technology and Consumer Products Branch (TCP) is to encourage the development and commercialization of energy-efficient technologies and equipment used in buildings and purchased by consumers. The TCP program conducts technical research, development, and demonstration efforts jointly funded with private industry, educational institutions, utilities, and other Federal and state agencies as appropriate. All contracts, grants, or interagency agreements have the major thrust of developing products and disseminating information that will accelerate commercial availability of energy-efficient, low-cost, reliable technologies, techniques, and products suitable for use by consumers and design professionals in the residential and commercial building sectors. Specifically, the technologies pursued by the branch include heating and cooling systems, consumer appliances, lighting design, and systems. Projects for each of these areas are summarized briefly, and publications resulting from the activities are listed.

    Vehicle manufacturers, U.S. Department of Energy laboratories, universities, private researchers, and organizations from countries around the globe are pursuing advanced vehicle technologies that aim to reduce gasoline and diesel consumption. This report details study findings of broad American public sentiments toward issues surrounding advanced vehicle technologies and is supported by the U.S. Department of Energy Vehicle Technology Office (VTO) in alignment with its mission to develop and deploy these technologies to improve energy security, increase mobility flexibility, reduce transportation costs, and increase environmental sustainability. Understanding and tracking consumer sentiments can influence the prioritization of development efforts by identifying barriers to and opportunities for broad acceptance of new technologies. Predicting consumer behavior toward developing technologies and products is inherently inexact. A person's stated preference given in an interview about a hypothetical setting may not match the preference that is demonstrated in an actual situation. This difference makes tracking actual consumer actions ultimately more valuable in understanding potential behavior. However, when developing technologies are not yet available and actual behaviors cannot be tracked, stated preferences provide some insight into how consumers may react in new circumstances. In this context this report provides an additional source to validate data and a new resource when no data are available. This report covers study data captured from December 2005 through June 2015 relevant to VTO research efforts at the time of the studies. Broadly the report covers respondent sentiments about vehicle fuel economy, future vehicle technology alternatives, ethanol as a vehicle fuel, plug-in electric vehicles, and willingness to pay for vehicle efficiency. This report represents a renewed effort to publicize study findings and make consumer sentiment data available to

    The rate of adoption of new vehicle technologies and related reductions in petroleum use and greenhouse gas emissions rely on how rapidly technology innovations enter the fleet through new vehicle purchases. New technologies often increase vehicle price, which creates a barrier to consumer purchase, but other barriers to adoption are not due to increased purchase prices. For example, plug-in vehicles, dedicated alternative fuel vehicles, and other new technologies face non-cost barriers such as consumer unfamiliarity or requirements for drivers to adjust behavior. This report reviews recent research to help classify these non-cost barriers and determine federal government programs and actions with the greatest potential to overcome them.

    The US Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Office of Fuel Cell Technologies Office (FCTO) is establishing the Hydrogen Fueling Infrastructure Research and Station Technology (H2FIRST) partnership, led by the National Renewable Energy Laboratory (NREL) and Sandia National Laboratories (SNL). FCTO is establishing this partnership and the associated capabilities in support of H2USA, the public/private partnership launched in 2013. The H2FIRST partnership provides the research and technology acceleration support to enable the widespread deployment of hydrogen infrastructure for the robust fueling of light-duty fuel cell electric vehicles (FCEV). H2FIRST will focus on improving private-sector economics, safety, availability and reliability, and consumer confidence for hydrogen fueling. This whitepaper outlines the goals, scope, activities associated with the H2FIRST partnership.

  18. Heat Pump Water Heater Technology: Experiences of Residential Consumers and Utilities

    This paper presents a case study of the residential heat pump water heater (HPWH) market. Its principal purpose is to evaluate the extent to which the HPWH will penetrate the residential market sector, given current market trends, producer and consumer attributes, and technical parameters. The report's secondary purpose is to gather background information leading to a generic framework for conducting market analyses of technologies. This framework can be used to compare readiness and to factor attributes of market demand back into product design. This study is a rapid prototype analysis rather than a detailed case analysis. For this reason, primary data collection was limited and reliance on secondary sources was extensive. Despite having met its technical goals and having been on the market for twenty years, the HPWH has had virtually no impact on contributing to the nation's water heating. In some cases, HPWH reliability and quality control are well below market expectations, and early units developed a reputation for unreliability, especially when measured against conventional water heaters. In addition to reliability problems, first costs of HPWH units can be three to five times higher than conventional units. Without a solid, well-managed business plan, most consumers will not be drawn to this product. This is unfortunate. Despite its higher first costs, efficiency of an HPWH is double that of a conventional water heater. The HPWH also offers an attractive payback period of two to five years, depending on hot water usage. On a strict life-cycle basis it supplies hot water very cost effectively. Water heating accounts for 17% of the nation's residential consumption of electricity (see chart at left)--water heating is second only to space heating in total residential energy use. Simple arithmetic suggests that this figure could be reduced to the extent HPWH technology displaces conventional water heating. In addition, the HPWH offers other benefits. Because it

  19. Noncoplanar Beam Angle Class Solutions to Replace Time-Consuming Patient-Specific Beam Angle Optimization in Robotic Prostate Stereotactic Body Radiation Therapy

    Purpose: To investigate development of a recipe for the creation of a beam angle class solution (CS) for noncoplanar prostate stereotactic body radiation therapy to replace time-consuming individualized beam angle selection (iBAS) without significant loss in plan quality, using the in-house “Erasmus-iCycle” optimizer for fully automated beam profile optimization and iBAS. Methods and Materials: For 30 patients, Erasmus-iCycle was first used to generate 15-, 20-, and 25-beam iBAS plans for a CyberKnife equipped with a multileaf collimator. With these plans, 6 recipes for creation of beam angle CSs were investigated. Plans of 10 patients were used to create CSs based on the recipes, and the other 20 to independently test them. For these tests, Erasmus-iCycle was also used to generate intensity modulated radiation therapy plans for the fixed CS beam setups. Results: Of the tested recipes for CS creation, only 1 resulted in 15-, 20-, and 25-beam noncoplanar CSs without plan deterioration compared with iBAS. For the patient group, mean differences in rectum D{sub 1cc}, V{sub 60GyEq}, V{sub 40GyEq}, and D{sub mean} between 25-beam CS plans and 25-beam plans generated with iBAS were 0.2 ± 0.4 Gy, 0.1% ± 0.2%, 0.2% ± 0.3%, and 0.1 ± 0.2 Gy, respectively. Differences between 15- and 20-beam CS and iBAS plans were also negligible. Plan quality for CS plans relative to iBAS plans was also preserved when narrower planning target volume margins were arranged and when planning target volume dose inhomogeneity was decreased. Using a CS instead of iBAS reduced the computation time by a factor of 14 to 25, mainly depending on beam number, without loss in plan quality. Conclusions: A recipe for creation of robust beam angle CSs for robotic prostate stereotactic body radiation therapy has been developed. Compared with iBAS, computation times decreased by a factor 14 to 25. The use of a CS may avoid long planning times without losses in plan quality.

  20. The IAEA Workshop on Requirements and Potential Technologies for Replacement of 3He Detectors in IAEA Safeguards Applications

    From 22 – 24 March, 2011, the International Atomic Energy Agency (IAEA) held an international workshop to address the question of a possible replacement for helium-3 based neutron detectors. Within this wider scope, the workshop was focused on those applications used in IAEA verification activities. There were two principle objectives of the workshop: 1) to determine the specific requirements that a potential replacement technology would have to satisfy, and 2) to identify alternative detector technologies that appear promising for meeting those requirements. The workshop was successful in achieving both objectives. A set of detailed and quantitative specifications was developed and achieved a general consensus among the conference participants. These included operational considerations such as temperature stability, safety, weight, and cost in addition to a number of performance requirements. The performance requirements were derived from an analysis of the spectrum of IAEA applications that use neutron detectors. After analyzing these applications, it was determined that the most common application for 3He detectors was for neutron coincidence counting, comprising over 95% of 3He use. The details and rationale for this assessment will be provided. The performance requirements for neutron coincidence counting can be directly calculated from the standard variance expressions. From these, a basic figure of merit (FOM) was developed that can be used to rank various different options. For neutron coincidence counting, the figure of merit is: , where ε is the detection efficiency and is the detector die away time. Both the FOM and the calculations will be presented. The full list of requirements is included in this paper. The second purpose of the workshop was to identify promising replacement technologies.   1. Technology Solutions Case Study: Replacement of Variable-Speed Motors for Furnaces

    In conjunction with the New York State Energy Research and Development Authority (NYSERDA) and Proctor Engineering Group, Ltd. (PEG), the Consortium for Advanced Residential Buildings (CARB) evaluated the Concept 3™ replacement motors for residential furnaces in eight homes in Syracuse, NY. These brushless, permanent magnet (BPM) motors can use much less electricity than their PSC (permanent split capacitor) predecessors. This evaluation focuses on existing homes in the heating-dominated climate of upstate New York with the goals of characterizing field performance and cost-effectiveness. The results of this study are intended to be useful to home performance contractors, HVAC contractors, and home efficiency program stakeholders. Tests and monitoring was performed both before and after fan motors were replaced. Average fan power reductions were approximately 126 Watts during heating and 220 Watts during cooling operation. Over the course of entire heating and cooling seasons, these translated into average electric energy savings of 163 kWh, with average cost savings of $20 per year. Homes where the fan was used outside of heating and cooling mode saved an additional $42 per year on average. Results indicate that BPM replacement motors will be most cost-effective in HVAC systems with longer run times and relatively low duct static pressures. More dramatic savings are possible if occupants use the fan-only setting when there is no thermal load.

  2. Technology Solutions Case Study: Boiler Control Replacement for Hydronically Heated Multifamily Buildings, Cambridge, Massachusetts

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency, which faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68°F) than day (73° F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

For each of these non-cost barriers, this report estimates an effective cost and summarizes underlying influences on consumer preferences, approximate magnitude and relative severity, and assesses potential actions, based on a comprehensive literature review. While the report concludes that non-cost barriers are significant, effective cost and potential market share are very uncertain. Policies and programs including opportunities for drivers to test drive advanced vehicles, general public outreach and information programs, incentives for providing charging and fueling infrastructure, and development of technology standards were examined for their ability to address barriers, but little quantitative data exists on the effectiveness of these measures. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.   5. Global warming implications of non-fluorocarbon technologies as CFC replacements

    Many technologies could be developed for use in place of conventional compression systems for refrigeration and air conditioning. Comparisons of the global warming impacts using TEWI (Total Equivalent Warming Impact) can be used to identify alternatives that have the potential for lower environmental impacts than electric-driven vapor compression systems using HCFCs and HFCs. Some options, such as secondary heat transfer loops in commercial refrigeration systems to reduce refrigerant charge and emission rates, could be useful in reducing the losses of refrigerants to the atmosphere. Use of ammonia instead of a fluorocarbon in a system with a secondary loop offers only a small potential for decreasing TEWI, and this may not warrant the increased complexity and risks of using ammonia in a retail sales environment. A few technologies, such as adsorption heat pumps, have efficiency levels that show reduced TEWI levels compared to conventional and state of the art compression systems, and further development could lead to an even more favorable comparison. Health and safety risks of the alternative technologies and the materials they employ must also be considered.

    We are developing a two-step electrochemical process for purifying and separating metals called ion replacement electrorefining. In each step, metal cations formed by oxidation at an electrode replace other metal cations that are reduced at another elecmae. Using this approach, we have separated or purified uranium, dysprosium, and lanthanum on a laboratory scale. This paper explains the ion replacement concept and presents results of these demonstration experiments.

    Ilumisys and the National Center for Manufacturing Sciences (NCMS) partnered on a three-year project awarded by the United States (U.S.) Department of Energy (DOE), to quantify the impacts of LED lamps, incandescent lamps and fluorescent benchmark lamps over a product lifecycle – i.e. to develop a sustainable design and manufacturing strategy that addresses product manufacturing, use, recycling and disposal scenarios for LED-based lighting. Based on the knowledge gained from extensive product tear-down studies of fluorescent and screw-in lighting products, lifecycle assessment tools, and accelerated lifecycle testing protocols, an interactive Sustainable LED Design Guide has been developed to aid architectural and lighting designers and engineers in making design decisions that consider three important environmental impacts (greenhouse gas emissions, energy use and mercury emission) across all phases of the life of an LED lighting product. Critical information developed for the lifecycle analysis and product feature comparisons is the useful life of the lighting product as well as its performance. The Design Guide is available at www.ncms.org, and was developed based on operational and durability testing of a variety of lighting products including power consumption, light output, and useful life of a lamp in order to allow a more realistic comparison of lamp designs. This report describes the main project tasks, results and innovative features of the lifecycle assessment (LCA)-based design tools, and the key considerations driving the sustainable design of LED lighting systems. The Design Guide incorporates the following three novel features for efficiently evaluating LED lighting features in value-chains: • Bill-of-Materials (BOM) Builder – Designers may import process data for each component and supply functional data for the product, including power, consumption, lumen output and expected useful life. • Environmental Impact Review – Designs are comparable across lifecycle phases, subsystems, and environmental impact category, and can be normalized to a userdefined functional unit. • Drill-down Review – These provide an indepth look at individual lamp designs with the ability to review across subsystem or lifecycle phase.

    A significant amount of the energy used to heat and cool commercial buildings is lost through inefficient windows. Incorporating windows into a building that are resistant to heat transfer can significantly reduce the amount of energy that is lost through windows. R-values are an indication of how resistant a window is to heat transfer, and a larger R-value indicates a more insulating window. An R-5 window represents an efficient window, and has a larger R-value than what is required to qualify for ENERGY STAR.

    An improved filtered air exhaust system which may be continually operated during the replacement of the filters without the escape of unfiltered air is described. This is accomplished by hermetically sealing the box like filter containers in a rectangular tunnel with neoprene covered sponge rubber sealing rings coated with a silicone impregnated pneumatic grease. The tunnel through which the filters are pushed is normal to the exhaust air duct. A number of unused filters are in line behind the filters in use, and are moved by a hydraulic ram so that a fresh filter is positioned in the air duct. The used filter is pushed into a waiting receptacle and is suitably disposed. This device permits a rapid and safe replacement of a radiation contaminated filter without interruption to the normal flow of exhaust air.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    The purpose of this memorandum is to document the improvements and modifications made to the Replacement Costs of Crude Oil (REPCO) Supply Analysis System. While some of this work was performed under our previous support contract to DOE/ASFE, we are presenting all modifications and improvements are presented here for completeness. The memo primarily documents revisions made to the Lower-48 Onshore Model. Revisions and modifications made to other components and models in the REPCO system which are documented elsewhere are only highlighted in this memo. Generally, the modifications made to the Lower-48 Onshore Model reflect changes that have occurred in domestic drilling, oil field costs, and reserves since 1982, the date of the most recent available data used for the original Replacement Costs report, published in 1985.

    The success of hydrogen vehicles will depend on consumer behavior as well as technology, energy prices and public policy. This study examines the sensitivity of the future market shares of hydrogen-powered vehicles to alternative assumptions about consumers preferences. The Market Acceptance of Advanced Automotive Technologies model was used to project future market shares. The model has 1,458 market segments, differentiated by travel behavior, geography, and tolerance to risk, among other factors, and it estimates market shares for twenty advanced power-train technologies. The market potential of hydrogen vehicles is most sensitive to the improvement of drive train technology, especially cost reduction. The long-run market success of hydrogen vehicles is less sensitive to the price elasticity of vehicle choice, how consumers evaluate future fuel costs, the importance of fuel availability and limited driving range. The importance of these factors will likely be greater in the early years following initial commercialization of hydrogen vehicles.

    Wood cribs have been the dominant form of supplemental support in coal mining for many years. Recently, there has been a renewed interest in prop supports as a replacement for wood cribbing due to the increasing cost of mine timber and engineering advancements in prop design to improve their stability and yield capability. Prop supports generally consume less material, can be installed in less time with less labor, and provide less restriction to mine ventilation than wood crib supports. Several prop supports are now available or under development. These include: (1) Strata Products Propsetter{trademark} Support System, (2) Heintzmann ACS and Super Prop; (3) MBK-Hydraulik MEGA prop; (4) Advanced Mining Technology Inc. (AMTI) BTS Mortar prop; (5) Dywidag Coal Post; (6) Western Support Systems YIPPI support; and (7) ``The Can`` support by Burrell Mining Products. A comparison of the performance and cost of these support systems to wood cribs is made to provide mine operators with information needed to underground installations are discussed. Included in this assessment are full scale tests of these supports conducted in the US Bureau of Mines` Mine Roof Stimulator.

    Replacement solvents for use in chemical synthesis include polymer-immobilized solvents having a flexible polymer backbone and a plurality of pendant groups attached onto the polymer backbone, the pendant groups comprising a flexible linking unit bound to the polymer backbone and to a terminal solvating moiety. The polymer-immobilized solvent may be dissolved in a benign medium. Replacement solvents for chemical reactions for which tetrahydrofuran or diethyl may be a solvent include substituted tetrahydrofurfuryl ethers and substituted tetrahydro-3-furan ethers. The replacement solvents may be readily recovered from the reaction train using conventional methods.

    Ion replacement electrorefining is an innovative electrochemical approach to purifying and separating metals. This approach overcomes the shortcomings of conventional electrorefining and has the potential for processing a wider range of metals and metal halide salts. Salt waste is also minimized with this approach. The key element of ion replacement electrorefining is the ion replacement electrode. This electrode allows a decoupling of the electrotransport process into two separate steps, anodic dissolution and cathodic deposition. Three key accomplishments described in this report that demonstrate the feasibility of ion replacement electrorefining are: (1) we have identified a suitable sodium/{beta}{double_prime}-alumina/molten salt electrolyte system that functions reproducibly at 723 K, (2) we have oxidized and deposited dysprosium, lanthanum, uranium, and titanium by using a sodium ion replacement electrode. In several experiments, an actual separation of dysprosium and lanthanum was observed, and (3) we have identified a metal alloy, Li{sub x}Sb, as an alternative ion replacement electrode. The next stage in the program is the design, construction, and testing of a laboratory-scale electrorefiner. Follow-on development with funding from industrial and federal sponsors is being pursued.

    The private gas utility, Nashville Gas, was responsible for replacing damaged or inadequate 2- and 4-inch steel gas lines beneath Music City, USA. The line replacements required either size for size or upsizing. The first choice was directional drilling, which was quickly determined to be unpractical because of rocky soil conditions. The second option was open trenching. Undoubtedly, trenching would mean having to contend with angry residents and tourists, since gas lines ran beneath yards, mature trees, sidewalks, roadways, and railways. In addition to the negative social factors, trenching would require additional funds for substantial landscaping and pavement replacement. It at all possible, a no-dig alternative was desired. Nashville Gas found Grundomat piercing tools which create a bore, then pushes pipe back through it. These same tools can simultaneously pull in pipe. These tools were customized for the Nashville project.

    Smart grid technologies have the capacity to create tremendous new value for electricity consumers: from advanced IT and communication technologies that improve the overall operation of our nation’s electricity transmission and distribution networks; to smart meters and digital sensors that help utilities quickly identify and minimize the extent of outages when they do occur. In addition, consumers now have the ability to monitor and manage their electricity use in far greater detail by tapping into the data generated by smart meters. Many of these emerging technologies—which provide tremendous benefits not only for the nation’s electric system but for consumers throughout the United States—will result in an increase in the amount of data collected regarding grid operating characteristics, including customer energy use data. As the nation’s electric infrastructure is modernized, it is critically important to ensure that the collection of data is performed in a manner that yields the greatest benefits for consumers, while continuing to rigorously protect their privacy. Much progress has been made toward this goal to date. Earlier this month, the U.S. Department of Energy’s (DOE’s) Office of Electricity Delivery and Energy Reliability, in coordination with the Federal Smart Grid Task Force, finalized a 22-month multi-stakeholder effort to develop a Voluntary Code of Conduct (VCC) for utilities and third parties on protecting electricity consumers’ Customer Data which includes energy usage information.

    personnel to bring the entire rare earth industry, from mining to original equipment manufacturers (OEM), up to full speed in the next few years. Accompanying this decline in technical expertise, innovation and new products utilizing rare earth elements has slowed dramatically, and it may take a decade or more to recapture America's leading role in technological advancements of rare earth containing products. Before the disruption of the US rare earth industry, about 25,000 people were employed in all aspects of the industry from mining to OEM. Today, only about 1,500 people are employed in these fields. The ratio of non-technically trained persons to those with college degrees in the sciences or engineering varies from about 8 to 1 to about 4 to 1, depending on the particular area of the industry. Assuming an average of 6 to 1, the number of college degree scientists and engineers has decreased from about 4,000 to 250 employed today. In the magnetic industry the approximate numbers are: 6,000 total with 750 technically trained people in the 1980s to 500 totally employed today of which 75 have degrees. The paucity of scientists and engineers with experience and/or training in the various aspects of production and commercialization of the rare earths is a serious limitation to the ability of the US to satisfy its own needs for materials and technologies (1) to maintain our military strength and posture, (2) to assume leadership in critical energy technologies, and (3) to bring new consumer products to the marketplace. The lack of experts is of even greater national importance than the halting in the 1990s and the recent restart of the mining/benification/separation effort in the US; and thus governmental intervention and support for at least five to 10 years will be required to ameliorate this situation. To respond quickly, training programs should be established in conjunction with a national research center at an educational institution with a long tradition in multiple

    The Department of Energy (DOE) has proposed the construction and operation of a Replacement Power Facility (RPF) for supplementing and replacing existing sources of steam and possibly electricity at the Savannah River Site (SRS). DOE is preparing an Environmental Impact Statement (EIS) for this project As part of the impact analysis of the proposed action, the EIS will include a detailed description of the environment where the RPF will be constructed. This description must be specific to the recommended site at SRS, which contains more than 300 square miles of land including streams, lakes, impoundments, wetlands, and upland areas. A formal site-selection process was designed and implemented to identify the preferred RPF site.

    Forty-four miles of polypropylene-coated, coiled steel tubing have been laid underwater by the Consumers' Gas Co. of Toronto. Laid in 33,000-ft sections from a giant reel, the tubing is used for the remote control of subsea hydraulically operated line valves and the distribution of methyl alcohol to subsea gas wells. The installation is the first of long, continuous tubing underwater using this technology in Canada. The line was installed in conjunction with a newly completed gas well gathering system and processing plant that is expected to yield more than 35 billion cu ft of fuel over the next 15 yr. The new system under W.-Central Lake Erie provides consumers with a cost-effective method for remotely controlling underwater hydraulic valves and distributing methyl alcohol to eliminate hydrate build-up in the gas gathering lines.

    Lawrence Berkeley National Laboratory (LBNL) has prepared this report to facilitate compliance with the requirements of Section 123 of the Energy Policy Act of 1992 (EPACT). Section 123 requires the Department of Energy to issue recommendations for establishing state and local incentive programs to encourage acceleration of voluntary consumer replacement of existing water closets, urinals, showerheads and faucets with water-saving products meeting EPACT standards. The authors recommend that state and local authorities working together and also with utilities: (A) investigate the cost-effectiveness of voluntary replacement of plumbing fixtures and fittings as an effective component of a water efficiency incentive program; (B) allow utilities to distribute the costs of water saving products by billing at pre-installation rates until devices have been paid for; (C) encourage decreased water usage by establishing rate structures such as increasing block rates or seasonal pricing; (D) add additional incentive to rebate programs by making the rebates untaxable income. (E) require municipalities or utilities to exhaust every reasonable method of water conservation before applying for permits to construct water supply or water treatment systems; (F) require high-efficiency toilets, urinals, showerheads, and faucets in new construction and changing plumbing codes to incorporate different pipe sizing needs; and (G) and mandate installation of meters to correctly measure water consumption. Following the introduction, a general overview of these recommendations is presented. Each recommendation is discussed briefly. After determining the cost-effectiveness of a plumbing replacement program (or plumbing replacement aspect of a larger program) states can encourage replacement of toilets, urinals, showerheads, and faucets in a number of ways. This report lists both legislative and economic measures that can be implemented on the state level that impact local programs.

    The Flex concrete grinder is a lightweight, hand-held concrete and coating removal system used for decontaminating or stripping concrete surfaces. The US Department of Energy has successfully demonstrated it for decontaminating walls and floors for free release surveys prior to demolition work. The grinder is an electric-powered tool with a vacuum port for dust extraction and a diamond grinding wheel. The grinder is suitable for flat or slightly curved surfaces and results in a smooth surface, which makes release surveys more reliable. The grinder is lightweight and produces very little vibration, thus reducing worker fatigue. The grinder is more efficient than traditional baseline, tools at removing contamination from concrete surfaces (more than four times faster than hand-held pneumatic scabbling and scaling tools). Grinder consumables (i.e., replacement diamond grinding wheel) are more expensive than the replacement carbide parts for the scaler and scabbler. However, operating costs are outweighed by the lower purchase price of the grinder (50% of the price of the baseline scaler and 8% of the price of the baseline scabbler). Overall, the concrete grinder is an attractive alternative to traditional scabbling and scaling pneumatic tools. To this end, in July 1998, the outer rod room exposed walls of the Safe Storage Enclosure (SSE), an area measuring approximately 150 m{sup 2}, may be decontaminated with the hand-held grinder. This concrete grinder technology was demonstrated for the first time at the DOE`s Hanford Site. Decontamination of a sample room walls was performed at the C Reactor to free release the walls prior to demolition. The demonstration was conducted by onsite D and D workers, who were instructed by the vendor prior to and during the demonstration.

    To insure adequate supplies of plutonium and tritium for defense purposes, an independent evaluation was made by Los Alamos National Laboratory of the numerous alternatives to the proposed replacement production reactors (RPR). This effort concentrated on the defense fuel cycle operation and its technical implications in identifying the principal alternatives for the 1990s. The primary options were identified as (1) existing commercial reactors, (2) existing and planned government-owned facilities (not now used for defense materials production), and (3) other RPRs (not yet proposed) such as CANDU or CANDU-type heavy-water reactors (HWR) for both plutonium and tritium production. The evaluation considered features and differences of various options that could influence choice of RPR alternatives. Barring a change in the US approach to civilian and defense fuel cycles and precluding existing commercial reactors at government-owned sites, the most significant alternatives were identified as a CANDU-type HWR at Savannah River Plant (SRP) site or the Three Mile Island commercial reactor with reprocessing capability at Barnwell Nuclear Fuel Plant and at SRP.

    LSIs fuel cell uses efficient Solid Oxide Fuel Cell (SOFC) technology, is manufactured using Micro Electrical Mechanical System (MEMS) fabrication methods, and runs on high energy fuels, such as butane and ethanol. The companys Fuel Cell on a Chip technology enables a form-factor battery replacement for portable electronic devices that has the potential to provide an order-of-magnitude run-time improvement over current batteries. Further, the technology is clean and environmentally-friendly. This Department of Energy funded project focused on accelerating the commercialization and market introduction of this technology through improvements in fuel cell chip power output, lifetime, and manufacturability.

    The Automotive Deployment Option Projection Tool (ADOPT) is a light-duty vehicle consumer choice and stock model supported by the U.S. Department of Energy’s Vehicle Technologies Office. It estimates technology improvement impacts on U.S. light-duty vehicles sales, petroleum use, and greenhouse gas emissions. ADOPT uses techniques from the multinomial logit method and the mixed logit method estimate sales. Specifically, it estimates sales based on the weighted value of key attributes including vehicle price, fuel cost, acceleration, range and usable volume. The average importance of several attributes changes nonlinearly across its range and changes with income. For several attributes, a distribution of importance around the average value is used to represent consumer heterogeneity. The majority of existing vehicle makes, models, and trims are included to fully represent the market. The Corporate Average Fuel Economy regulations are enforced. The sales feed into the ADOPT stock model. It captures key aspects for summing petroleum use and greenhouse gas emissions This includes capturing the change in vehicle miles traveled by vehicle age, the creation of new model options based on the success of existing vehicles, new vehicle option introduction rate limits, and survival rates by vehicle age. ADOPT has been extensively validated with historical sales data. It matches in key dimensions including sales by fuel economy, acceleration, price, vehicle size class, and powertrain across multiple years. A graphical user interface provides easy and efficient use. It manages the inputs, simulation, and results.

    A major new 36-in., oil-export pipeline has been installed in the North Sea between the Forties field and Cruden Bay on the U.K. mainland. Designing and installing the line involved solving problems caused by sandwaves in the nearshore segment of the route. The Forties pipeline system covers offshore and land pipelines between the Forties field and the Firth of Forth tanker loading terminal and incorporates oil transportation, stabilization-gas separation, processing, and storage. The pipeline is used as part of an integrated oil and gas liquid gathering system from the central North Sea. Oil and gas liquids from other offshore fields are connected by subsea pipelines and riser to the Forties Charlie platform. Inspection of the existing 32-in. offshore pipeline had indicated signs of corrosion which would prevent the system from operating economically as future demands increased. In addition, when the line was commissioned in 1975, it was not envisioned that it would eventually carry crude from several other fields, which will come onstream this decade. The decision to lay a new 36-in. sealine reflects this need for increased capacity to ensure that the Forties pipeline system continues as a major carrier of oil and gas liquids well into the next century. Corrosion monitoring and inspection of the 32-in. line led to sections of the topside pipework being replaced in 1985 and the top section of the rise in 1987. The corrosion also resulted in the pipeline maximum allowable operating pressure (MAOP) being limited to 115 barg (1,668 psig) from 129 barg (1,871 psig).

    This report presents a new economic model for the allocation of aggregate consumer expenditures on energy in the United States. Our model is based on a theory of consumer behavior involving two stages. In the first stage total expenditures are allocated between and nonenergy commodities. Allocation depends on the price of energy, prices of all nonenergy commodities, and the level of total expenditure. Total energy expenditure in the second stage is allocated among individual types of energy. The second stage allocation depends on the prices of individual types of energy and the level of total energy expenditure. Our econometric model can be applied to the generation of projection of aggregrate energy demand in the United States. Projected future energy prices, the future level and distribution of total energy expenditure, and the future demographic development of the population for projections. The model can also be used to make projections for individual consumer groups within the United States, classified by total energy expenditure and by demographic characteristics. Finally, it can be integrated into a model of energy and nonenergy expenditures to provide a complete model of aggregate consumer behavior. Our econometric model of aggregate consumer behavior can be applied to the generation of projection of demand individual types of energy and for all nonenergy commodities in the United States.

    The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

  14. Trim or Replace Impellers on Oversized Pumps

    One in a series of tip sheets to help manufacturers optimize their industrial pumping systems. As a result of conservative engineering practices, pumps are often substantially larger than they need to be for an industrial plant's process requirements. Centrifugal pumps can often be oversized because of ''rounding up'', trying to accommodate gradual increases in pipe surface roughness and flow resistance over time, or anticipating future plant capacity expansions. In addition, the plant's pumping requirements might not have been clearly defined during the design phase. Because of this conservative approach, pumps can have operating points completely different from their design points. The pump head is often less than expected, while the flow rate is greater. This can cause cavitation and waste energy as the flow rate typically must be regulated with bypass or throttle control. Oversized and throttled pumps that produce excess pressure are excellent candidates for impeller replacement or ''trimming'', to save energy and reduce costs. Trimming involves machining the impeller to reduce its diameter. Trimming should be limited to about 75% of a pump's maximum impeller diameter, because excessive trimming can result in a mismatched impeller and casing. As the impeller diameter decreases, added clearance between the impeller and the fixed pump casing increases internal flow recirculation, causes head loss, and lowers pumping efficiency. For manufacturing standardization purposes, pump casings and shafts are designed to accommodate impellers in a range of sizes. Many pump manufacturers provide pump performance curves that indicate how various models will perform with different impeller diameters or trims. The impeller should not be trimmed any smaller than the minimum diameter shown on the curve. Net positive suction head requirements (NPSHR) usually decrease at lower flow rates and can increase at the higher end of the pump head curve. The NPSHR at a given flow rate will

The anode is part of an electrolytic reduction cell comprising a vessel having an interior lined with metal which has the same composition as the anode. The electrolyte is preferably composed of a eutectic of AlF.sub.3 and either (a) NaF or (b) primarily NaF with some of the NaF replaced by an equivalent molar amount of KF or KF and LiF.

    There are significant developments underway in new types of actuators for power plant active components. Many of these make use of digital technology to provide a wide array of benefits in performance of the actuators and in reduced burden to maintain them. These new product offerings have gained considerable acceptance in use in process plants. In addition, they have been used in conventional power generation very successfully. This technology has been proven to deliver the benefits promised and substantiate the claims of improved performance. The nuclear industry has been reluctant to incorporate digital actuator technology into nuclear plant designs due to concerns due to a number of concerns. These could be summarized as cost, regulatory uncertainty, and a certain comfort factor with legacy analog technology. The replacement opportunity for these types of components represents a decision point for whether to invest in more modern technology that would provide superior operational and maintenance benefits. Yet, the application of digital technology has been problematic for the nuclear industry, due to qualification and regulatory issues. With some notable exceptions, the result has been a continuing reluctance to undertake the risks and uncertainties of implementing digital actuator technology when replacement opportunities present themselves. Rather, utilities would typically prefer to accept the performance limitations of the legacy analog actuator technologies to avoid impacts to project costs and schedules. The purpose of this report is to demonstrate that the benefits of digital actuator technology can be significant in terms of plant performance and that it is worthwhile to address the barriers currently holding back the widespread development and use of this technology.     Rotating mirror cameras have been the mainstay of mega-frame per second imaging for decades. There is still no electronic camera that can match a film based rotary mirror camera for the combination of frame count, speed, resolution and dynamic range. The rotary mirror cameras are predominantly used in the range of 0.1 to 100 micro-seconds per frame, for 25 to more than a hundred frames. Electron tube gated cameras dominate the sub microsecond regime but are frame count limited. Video cameras are pushing into the microsecond regime but are resolution limited by the high data rates. An all solid state architecture, dubbed ''In-situ Storage Image Sensor'' or ''ISIS'', by Prof. Goji Etoh, has made its first appearance into the market and its evaluation is discussed. Recent work at Lawrence Livermore National Laboratory has concentrated both on evaluation of the presently available technologies and exploring the capabilities of the ISIS architecture. It is clear though there is presently no single chip camera that can simultaneously match the rotary mirror cameras, the ISIS architecture has the potential to approach their performance.

    For many years 16 mm film cameras have been used in severe environments. These film cameras are used on Hy-G automotive sleds, airborne gun cameras, range tracking and other hazardous environments. The companies and government agencies using these cameras are in need of replacing them with a more cost effective solution. Film-based cameras still produce the best resolving capability, however, film development time, chemical disposal, recurring media cost, and faster digital analysis are factors influencing the desire for a 16 mm film camera replacement. This paper will describe a new camera from Kodak that has been designed to replace 16 mm high speed film cameras.

  17. A Plug-in Hybrid Consumer Choice Model with Detailed Market Segmentation

    This paper describes a consumer choice model for projecting U.S. demand for plug-in hybrid electric vehicles (PHEV) in competition among 13 light-duty vehicle technologies over the period 2005-2050. New car buyers are disaggregated by region, residential area, attitude toward technology risk, vehicle usage intensity, home parking and work recharging. The nested multinomial logit (NMNL) model of vehicle choice incorporates daily vehicle usage distributions, refueling and recharging availability, technology learning by doing, and diversity of choice among makes and models. Illustrative results are presented for a Base Case, calibrated to the Annual Energy Outlook (AEO) 2009 Reference Updated Case, and an optimistic technology scenario reflecting achievement of U.S. Department of Energy s (DOE s) FreedomCAR goals. PHEV market success is highly dependent on the degree of technological progress assumed. PHEV sales reach one million in 2037 in the Base Case but in 2020 in the FreedomCARGoals Case. In the FreedomCARGoals Case, PHEV cumulative sales reach 1.5 million by 2015. Together with efficiency improvements in other technologies, petroleum use in 2050 is reduced by about 45% from the 2005 level. After technological progress, PHEV s market success appears to be most sensitive to recharging availability, consumers attitudes toward novel echnologies, and vehicle usage intensity. Successful market penetration of PHEVs helps bring down battery costs for electric vehicles (EVs), resulting in a significant EV market share after 2040.

    A major barrier to transitions to environmental sustainability is that consumers lack information about the full environmental footprints of their purchases. Sellers' incentives do not support reducing the footprints unless customers have such information and are willing to act on it. We explore the potential of modern information technology to lower this barrier by enabling firms to inform customers of products' environmental footprints at the point of purchase and easily offset consumers' contributions through bundled purchases of carbon offsets. Using online stated choice experiments, we evaluated the effectiveness of several inexpensive features that firms in four industries could implement withmore » existing online user interfaces for consumers. These examples illustrate the potential for firms to lower their overall carbon footprints while improving customer satisfaction by lowering the 'soft costs' to consumers of pro-environmental choices.     An overview of the Electric Consumers Protection Act of 1986 identifies it as the most important federal legislation dealing with hydroelectric development standards since the Federal Water Power Act of 1920. The author summarizes its major components, and identifies some of the existing and potential issues relation to its implementation. The most controversial issue is the selection of a new licensee for a project once the original licensee's term has expired. Other issues concern environmental criteria, comprehensive planning, amendments to the Public Utility Regulatory Policies Act, and enforcement procedures. The article concludes with a summary of miscellaneous provisions, including antitrust, modifications and time calculations of projects, wheeling, and other concerns.

    This report is the final technical report for DOE Program DE-FC36-04GO14301 titled “Direct Methanol Fuel Cell Prototype Demonstration for Consumer Electronics Applications”. Due to the public nature of this report some of the content reported in confidential reports and meetings to the DOE is not covered in detail in this report and some of the content has been normalized to not show actual values. There is a comparison of the projects accomplishments with the objectives, an overview of some of the key subsystem work, and a review of the three levels of prototypes demonstrated during the program. There is also a description of the eventual commercial product and market this work is leading towards. The work completed under this program has significantly increased the understanding of how Direct Methanol Fuel Cells (DMFC) can be deployed successfully to power consumer electronic devices. The prototype testing has demonstrated the benefits a direct methanol fuel cell system has over batteries typically used for powering consumer electronic devices. Three generations of prototypes have been developed and tested for performance, robustness and life. The technologies researched and utilized in the fuel cell stack and related subsystems for these prototypes are leveraged from advances in other industries such as the hydrogen fueled PEM fuel cell industry. The work under this program advanced the state of the art of direct methanol fuel cells. The system developed by MTI micro fuel cells aided by this program differs significantly from conventional DMFC designs and offers compelling advantages in the areas of performance, life, size, and simplicity. The program has progressed as planned resulting in the completion of the scope of work and available funding in December 2008. All 18 of the final P3 prototypes builds have been tested and the results showed significant improvements over P2 prototypes in build yield, initial performance, and durability. The systems have

    Gaseous diffusion plants have been in operation for more than 40 yr. Recognizing that these plants have a finite life, the U.S. Department of Energy (DOE) in the early 1970s began investing in advanced technologies to determine which technology would be best suited to replace these plants. The two technologies pursued by the DOE were atomic vapor laser isotope separation (AVLIS) and gas centrifuge. In 1984, the DOE determined that it was in its best interest to stop work on centrifuge technology and to continue AVLIS research. In excess of $1 billion has been sent to further the AVLIS technology.

    Despite the methodical and painstaking efforts made by scientists to record their scientific findings and protocols, a knowledge gap problem continues to persist today between producers of scientific results and consumers because technology is performing the exchange of data as opposed to scientists making direct contact. Provenance is a means to formalize how this knowledge is transferred. However, for it to be meaningful to scientists, the provenance research community needs continued contributions from the scientific community to extend and leverage provenance-based vocabularies and technology from the provenance community.   20. 10 CFR 830 Major Modification Determination for Replacement of ATR Primary Coolant Pumps and Motors

    The continued safe and reliable operation of the ATR is critical to the Department of Energy (DOE) Office of Nuclear Energy (NE) mission. While ATR is safely fulfilling current mission requirements, a variety of aging and obsolescence issues challenge ATR engineering and maintenance personnel’s capability to sustain ATR over the long term. First documented in a series of independent assessments, beginning with an OA Environmental Safety and Health Assessment conducted in 2003, the issues were validated in a detailed Material Condition Assessment (MCA) conducted as a part of the ATR Life Extension Program in 2007.Accordingly, near term replacement of aging and obsolescent original ATR equipment has become important to ensure ATR capability in support of NE’s long term national missions. To that end, a mission needs statement has been prepared for a non-major system acquisition which is comprised of three interdependent subprojects. The first project will replace the existent diesel-electrical bus (E-3), switchgear, and the 50-year-old obsolescent marine diesels with commercial power that is backed with safety related emergency diesel generators, switchgear, and uninterruptible power supply (UPS). The second project, the subject of this major modification determination, will replace the four, obsolete, original primary coolant pumps (PCPs) and motors. Completion of this and the two other age-related projects (replacement of the ATR diesel bus [E-3] and switchgear and replacement of the existent emergency firewater injection system) will resolve major age-related operational issues plus make a significant contribution in sustaining the ATR safety and reliability profile. The major modification criteria evaluation of the project pre-conceptual design identified several issues that lead to the conclusion that the project is a major modification: 1.
