    JEA (formerly the Jacksonville Electric Authority) has successfully completed an eighth year landmark demonstration project that continues in baseload commercial operation. It scales up atmospheric fluidized-bed technology demonstration to the near-300-MW size, providing important data on a technology that can achieve > 90% SO{sub 2} removal and 60% NOx reduction at relatively high efficiencies and at costs comparable to those of conventional pulverized coal plants. The article recounts the history of the project. Performance tests showed a blend of coal and petcoke were most efficient as a feedstock. 3 figs.

    This EIS assesses environmental issues associated with constructing and demonstrating a project that would be cost-shared by DOE and JEA (formerly the Jacksonville Electric Authority) under the Clean Coal Technology Program. The project would demonstrate circulating fluidized bed (CFB) combustion technology at JEA's existing Northside Generating Station in Jacksonville, Florida, about 9 miles northeast of the downtown area of Jacksonville. The new CFB combustor would use coal and petroleum coke to generate nearly 300 MW of electricity by repowering the existing Unit 2 steam turbine, a 297.5-MW unit that has been out of service since 1983. The proposed project is expected to demonstrate emission levels of sulfur dioxide (SO{sub 2}), oxides of nitrogen (NO{sub x}), and particulate matter that would be lower than Clean Air Act limits while at the same time producing power more efficiently and at less cost than conventional coal utilization technologies. At their own risk, JEA has begun initial construction activities without DOE funding. Construction would take approximately two years and, consistent with the original JEA schedule, would be completed in December 2001. Demonstration of the proposed project would be conducted during a 2-year period from March 2002 until March 2004. In addition, JEA plans to repower the currently operating Unit 1 steam turbine about 6 to 12 months after the Unit 2 repowering without cost-shared funding from DOE. Although the proposed project consists of only the Unit 2 repowering, this EIS analyzes the Unit 1 repowering as a related action. The EIS also considers three reasonably foreseeable scenarios that could result from the no-action alternative in which DOE would not provide cost-shared funding for the proposed project. The proposed action, in which DOE would provide cost-shared finding for the proposed project, is DOE's preferred alternative.     The US Department of Energy (DOE) has reported results of tests conducted at Jacksonville Electric Authority (JEA)'s Northside power plant using mid-to-low-sulfur coal, which indicate the facility is one of the cleanest burning coal-fired power plants in the world. A part of DOE's Clean Coal Technology Demonstration Program, the JEA project is a repowering demonstration of the operating and environmental performance of Foster Wheeler's utility-scale circulating fluidized bed combustion (CFB) technology on a range of high-sulfur coals and blends of coal and high-sulfur petroleum coke. The 300 MW demonstration unit has a non-demonstration 300 MW twin unit.

    For the Joint Energy Alternatives Study (JEAS), ICF Kaiser International was tasked to use its Integrated Planning Model (IPM{copyright}) to estimate the investment requirements for the Russian power sector. The IPM is a least-cost planning model that uses a linear programming algorithm to select investment options and to dispatch generating and load management resources to meet overall electricity demand. For the purpose, ICF was provided with input data by the five Working Groups established under the JEAS. Methodological approaches for processing and adjusting this data were specified by Working Group 5. In addition to the two Reference Cases, ICF used IPM to analyze over forty different Change Cases. For each of these cases, ICF generated summary reports on capacity additions, electric generation, and investment and system costs. These results, along with the parallel work undertaken by the Russian Energy Research Institute formed the analytical basis for the Joint Energy Alternatives Study.

    The sulfur-iodine (SI) cycle was deermined to be the best cycle for coupling to a high temperature reactor (HTR) because of its high efficiency and potential for further improvement. The Japanese Atomic Energy Agency (JAEA) has also selected the SI process for further development and has successfully completed bench-scale demonstrations of the SI process at atmospheric pressure. JEA also plans to proceed with pilot-scale demonstrations of the SI process and eventually plans to couple an SI demonstration plant to its High Temperature Test Reactor (HHTR). As part of an international NERI project, GA, SNL, and the Frech Commissariat L'Energie Atomique performed laboratory-scale demonstrations of the SI process at prototypical temperatures and pressures. This demonstration was performed at GA in San Diego, CA and concluded in April 2009.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study (see Figure 1). In the federal fiscal year (IV) 1998 (October 1, 1997 through September 30, 1998), the total impact of DOEs local $1.6 billion budget was felt through payrolls of $519 million and local purchases of goods and services of $246 million. The total local spending of $765 million was down slightly from the FY 1997 total of $774 million. Taking into account the slightly greater multiplier effects of this spending due to changes in its mix, the DOE/RL budget sustained an estimated 36% of all local employment (31,200 out of 86,000 jobs) and up to 64% of local wage income ($1.55 billion out of $2.40 billion). This was up slightly from the year before (29,500 jobs, $1.49 billion income). DOE budget increases in FY 1999 are expected to result in a net increase of about 200 local DOE contractor jobs over the September 30, 1998 level, or about equal to the FY 1998 average. In addition, economic diversification more than offset the impact of the local DOE losses in FY 1998 and, together with an initial economic boost from privatization of Hanford's tank waste cleanup, is expected to play a significant expansive role in FY 1999

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy (DOE) Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements needed by instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 25 years. In August 2013, ESnet and the DOE SC Offices of High Energy Physics (HEP) and Nuclear Physics (NP) organized a review to characterize the networking requirements of the programs funded by the HEP and NP program offices. Several key findings resulted from the review. Among them: 1. The Large Hadron Collider?s ATLAS (A Toroidal LHC Apparatus) and CMS (Compact Muon Solenoid) experiments are adopting remote input/output (I/O) as a core component of their data analysis infrastructure. This will significantly increase their demands on the network from both a reliability perspective and a performance perspective. 2. The Large Hadron Collider (LHC) experiments (particularly ATLAS and CMS) are working to integrate network awareness into the workflow systems that manage the large number of daily analysis jobs (1 million analysis jobs per day for ATLAS), which are an integral part of the experiments. Collaboration with networking organizations such as ESnet, and the consumption of performance data (e.g., from perfSONAR [PERformance Service Oriented Network monitoring Architecture]) are critical to the success of these efforts. 3. The international aspects of HEP and NP collaborations continue to expand. This includes the LHC experiments, the Relativistic Heavy Ion Collider (RHIC) experiments, the Belle II Collaboration, the Large Synoptic Survey Telescope (LSST), and others. The international nature of these collaborations makes them heavily
