    Currently, the Federal government coordinates the planning and operation of the Federal Columbia River Power System (FCRPS) with projects owned and operated by the region`s non-Federal hydrogenerating utilities pursuant to the Pacific North-west Coordination Agreement (PNCA). The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

    Independent power production would provide an opportunity for investors who wished to take risks: they would be free to reap great profits if their IPP were exceptionally low-cost; but they would also risk bankruptcy if their IPP proved uncompetitive. However, independent power producers cannot operate independently. On the contrary, their operations must be continuously coordinated with each other and with utility-owned generators, in order to provide reliable power at least cost. To make IPPs a viable alternative to utility-owned generation, the apparently inconsistent requirements of independent ownership and coordinated operation must be reconciled. 1 tab.

    The changes in generating capacity projected for 1980 to 1989 are summarized. Tabulated data provide summaries to the information on projected generating unit construction, retirements, and changes, in several different categories and groupings. The new generating units to be completed by the end of 1989 total 699, representing 259,490 megawatts. This total includes 10 wind power and one fuel cell installations totaling 48.5 MW to be completed by the end of 1989. There are 321 units totaling 13,222 MW to be retired. There are capacity changes due to upratings and deratings. Summary data are presented for: total requirement for electric energy generation for 1985; hydroelectric energy production for 1985; nuclear energy production for 1985; geothermal and other energy production for 1985; approximate non-fossil generation for 1985; range of fossil energy requirements for 1985; actual fossil energy sources 1974 to 1979; estimated range of fossil fuel requirements for 1985; coal capacity available in 1985; and computation of fuel use in 1985. Power plant capacity factors are presented. Extensive data on proposed generating capacity changes by individual units in the 9 Regional Electric Reliability Councils are presented.

    This report provides the DOE and industry with a general process for analyzing power electronics reliability. The analysis can help with understanding the main causes of failures, downtime, and cost and how to reduce them. One approach is to collect field maintenance data and use it directly to calculate reliability metrics related to each cause. Another approach is to model the functional structure of the equipment using a fault tree to derive system reliability from component reliability. Analysis of a fictitious device demonstrates the latter process. Optimization can use the resulting baseline model to decide how to improve reliability and/or lower costs. It is recommended that both electric utilities and equipment manufacturers make provisions to collect and share data in order to lay the groundwork for improving reliability into the future. Reliability analysis helps guide reliability improvements in hardware and software technology including condition monitoring and prognostics and health management.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    The paper and presentations compiled in this volume form the Proceedings of the fourth in a series of Workshops sponsored by Solar Energy Research Institute (SERI/DOE) under the general theme of photovoltaic module reliability during the period 1986--1990. The reliability Photo Voltaic (PV) modules/systems is exceedingly important along with the initial cost and efficiency of modules if the PV technology has to make a major impact in the power generation market, and for it to compete with the conventional electricity producing technologies. The reliability of photovoltaic modules has progressed significantly in the last few years as evidenced by warranties available on commercial modules of as long as 12 years. However, there is still need for substantial research and testing required to improve module field reliability to levels of 30 years or more. Several small groups of researchers are involved in this research, development, and monitoring activity around the world. In the US, PV manufacturers, DOE laboratories, electric utilities and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in this field were brought together under SERI/DOE sponsorship to exchange the technical knowledge and field experience as related to current information in this important field. The papers presented here reflect this effort.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles.     The intuitive classical space-time picture breaks down in quantum gravity, which makes a comparison and the development of semiclassical techniques quite complicated. Using ingredients of the group averaging method to solve constraints one can nevertheless introduce a classical coordinate time into the quantum theory, and use it to investigate the way a semiclassical continuous description emerges from discrete quantum evolution. Applying this technique to test effective classical equations of loop cosmology and their implications for inflation and bounces, we show that the effective semiclassical theory is in good agreement with the quantum description even at short scales.

    Motivation: The ability to collect key system level information is critical to the safe, efficient and reliable operation of advanced power systems. Recent advances in sensor technology have enabled some level of decision making directly at the sensor level. However, coordinating large numbers of sensors, particularly heterogeneous sensors, to achieve system level objectives such as predicting plant efficiency, reducing downtime or predicting outages requires sophisticated coordination algorithms. Indeed, a critical issue in such systems is how to ensure the interaction of a large number of heterogenous system components do not interfere with one another and lead to undesirable behavior. Objectives and Contributions: The long-term objective of this work is to provide sensor deployment, coordination and networking algorithms for large numbers of sensors to ensure the safe, reliable, and robust operation of advanced energy systems. Our two specific objectives are to: 1. Derive sensor performance metrics for heterogeneous sensor networks. 2. Demonstrate effectiveness, scalability and reconfigurability of heterogeneous sensor network in advanced power systems. The key technical contribution of this work is to push the coordination step to the design of the objective functions of the sensors, allowing networks of heterogeneous sensors to be controlled. By ensuring that the control and coordination is not specific to particular sensor hardware, this approach enables the design and operation of large heterogeneous sensor networks. In addition to the coordination coordination mechanism, this approach allows the system to be reconfigured in response to changing needs (e.g., sudden external events requiring new responses) or changing sensor network characteristics (e.g., sudden changes to plant condition). A significant part of BRC is the Blade Defect, Damage and Repair Survey task, which will gather data from blade manufacturers, service companies, operators and prior studies to determine details about the largest sources of blade unreliability. This report summarizes the initial findings from this work.

  19. Rocky Flats Cleanup Agreement implementation successes and challenges

    On July 19, 1996 the US Department of Energy (DOE), State of Colorado (CDPHE), and US Environmental Protection Agency (EPA) entered into an agreement called the Rocky Flats Cleanup Agreement (RFCA) for the cleanup and closure of the Rocky Flats Environmental Technology Site (RFETS or Rocky Flats). Major elements of the agreement include: an Integrated Site-Wide Baseline; up to twelve significant enforceable milestones per year; agreed upon soil and water action levels and standards for cleanup; open space as the likely foreseeable land use; the plutonium and TRU waste removed by 2015; streamlined regulatory process; agreement with the Defense Nuclear Facilities Safety Board (DNFSB) to coordinate activities; and a risk reduction focus. Successful implementation of RFCA requires a substantial effort by the parties to change their way of thinking about RFETS and meet the deliverables and commitments. Substantial progress toward Site closure through the implementation of RFCA has been accomplished in the short time since the signing, yet much remains to be done. Much can be learned from the Rocky Flats experience by other facilities in similar situations.

    This report summarizes the results of the Load Control System Reliability project (DOE Award DE-FC26-06NT42750). The original grant was awarded to Montana Tech April 2006. Follow-on DOE awards and expansions to the project scope occurred August 2007, January 2009, April 2011, and April 2013. In addition to the DOE monies, the project also consisted of matching funds from the states of Montana and Wyoming. Project participants included Montana Tech; the University of Wyoming; Montana State University; NorthWestern Energy, Inc., and MSE. Research focused on two areas: real-time power-system load control methodologies; and, power-system measurement-based stability-assessment operation and control tools. The majority of effort was focused on area 2. Results from the research includes: development of fundamental power-system dynamic concepts, control schemes, and signal-processing algorithms; many papers (including two prize papers) in leading journals and conferences and leadership of IEEE activities; one patent; participation in major actual-system testing in the western North American power system; prototype power-system operation and control software installed and tested at three major North American control centers; and, the incubation of a new commercial-grade operation and control software tool. Work under this grant certainly supported the DOE-OE goals in the area of “Real Time Grid Reliability Management.”

    Instrumentation has been added to the high-speed shaft, pinion, and tapered roller bearing pair of the Gearbox Reliability Collaborative gearbox to measure loads and temperatures.     This report documents three-phase and line-to-ground fault values and time overcurrent coordination curves for the electrical utility distribution system located in the 100 Areas. Activities that may improve the coordination of the distribution system have also been identified. An evaluation of system coordination was performed. The results of this evaluation are listed in Appendix B. There are protective devices within the 100 Area distribution system that do not coordinate with one another throughout the Areas. There is also a mis-application of reclosing relays at the 100B Area. The impact of the mis-coordination and incorrect application of reclosing relays is that system selectivity is reduced. Equipment will still be protected against damaging currents, however more equipment will be de-energized than necessary during fault conditions. It is the opinion of the author of this report that the cases of mis-coordination listed above, and in Appendix B, do not significantly degrade the system protection system nor the reliability of the 100 Area distribution system. Therefore, immediate response to correct these problems is not recommended. However, a planned methodology, outlined in an Activity Plan, to correct these problems should be developed and implemented in the near future.

    This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers.     This proceedings is the compilation of papers presented at the ninth PV Performance and Reliability Workshop held at the Sheraton Denver West Hotel on September 4--6, 1996. This years workshop included presentations from 25 speakers and had over 100 attendees. All of the presentations that were given are included in this proceedings. Topics of the papers included: defining service lifetime and developing models for PV module lifetime; examining and determining failure and degradation mechanisms in PV modules; combining IEEE/IEC/UL testing procedures; AC module performance and reliability testing; inverter reliability/qualification testing; standardization of utility interconnect requirements for PV systems; need activities to separate variables by testing individual components of PV systems (e.g. cells, modules, batteries, inverters,charge controllers) for individual reliability and then test them in actual system configurations; more results reported from field experience on modules, inverters, batteries, and charge controllers from field deployed PV systems; and system certification and standardized testing for stand-alone and grid-tied systems.

    This document outlines the foundation for developing language that can be utilized in an Equipment Availability Guarantee, typically included in an O&M services agreement between a PV system or plant owner and an O&M services provider, or operator. Many of the current PV O&M service agreement Availability Guarantees are based on contracts used for traditional power generation, which create challenges for owners and operators due to the variable nature of grid-tied photovoltaic generating technologies. This report documents language used in early PV availability guarantees and presents best practices and equations that can be used to more openly communicate how the reliability of the PV system and plant equipment can be expressed in an availability guarantee. This work will improve the bankability of PV systems by providing greater transparency into the equipment reliability state to all parties involved in an O&M services contract.

    In 2010, the U.S. Department of Energy (DOE) tasked Lawrence Berkeley National Laboratory (LBNL) and the Pacific Northwest National Laboratory (PNNL), in separate contracts, to provide coordinated technical support to the electricity industry for two national electricity reliability initiatives. The first initiative focused on improving the frequency response of each of the three North American interconnections. The second initiative focused on improving industry understanding of the causes and consequences of fault-induced delayed voltage recovery, which has been observed in all three interconnections. Both initiatives were conducted in close coordination with the North American Electric Reliability Corporation (NERC) and the Western Electric Coordination Council (WECC) and involved the participation of leading utilities from across the United States. This is the final report on LBNL’s activities. It consists of summaries of each activity, including references to published documents that were prepared through the course of the project. (Activities under taken by PNNL are reported on in a separate report.)

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority�s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

  18. Gearbox Reliability Collaborative Bearing Calibration

    NREL has initiated the Gearbox Reliability Collaborative (GRC) to investigate the root cause of the low wind turbine gearbox reliability. The GRC follows a multi-pronged approach based on a collaborative of manufacturers, owners, researchers and consultants. The project combines analysis, field testing, dynamometer testing, condition monitoring, and the development and population of a gearbox failure database. At the core of the project are two 750kW gearboxes that have been redesigned and rebuilt so that they are representative of the multi-megawatt gearbox topology currently used in the industry. These gearboxes are heavily instrumented and are tested in the field and on the dynamometer. This report discusses the bearing calibrations of the gearboxes.

    A thermal battery is a one shot device. Its overall reliability is given as the product of its technical and operational reliability. This work evaluates operational reliability. The operational reliability for various performance requirements was estimated by analyzing data received from qualification tests of a certain thermal battery. A lower bound of its operational reliability was evaluated by use of the statistical tolerance method for each specific electrical performance requirement. A conservative overall lower bound for the operational reliability of the thermal battery was calculated as the product of the individual operational reliability estimates corresponding to each performance requirement.

In some embodiments, the porphyrins are metalloporphyrins. A variety of nanostructures are formed by the network polymer, including nanospheres, polygonal nanostructures, nanorods, and nanofibers, depending on a variety of factors including coordination metal ion, porphyrin type, metal of the metalloporphyrin, and degree of agitation during nanostructure formation.     The ability to collect key system level information is critical to the safe, efficient and reli- able operation of advanced energy systems. With recent advances in sensor development, it is now possible to push some level of decision making directly to computationally sophisticated sensors, rather than wait for data to arrive to a massive centralized location before a decision is made. This type of approach relies on networked sensors (called agents from here on) to actively collect and process data, and provide key control deci- sions to significantly improve both the quality/relevance of the collected data and the as- sociating decision making. The technological bottlenecks for such sensor networks stem from a lack of mathematics and algorithms to manage the systems, rather than difficulties associated with building and deploying them. Indeed, traditional sensor coordination strategies do not provide adequate solutions for this problem. Passive data collection methods (e.g., large sensor webs) can scale to large systems, but are generally not suited to highly dynamic environments, such as ad- vanced energy systems, where crucial decisions may need to be reached quickly and lo- cally. Approaches based on local decisions on the other hand cannot guarantee that each agent performing its task (maximize an agent objective) will lead to good network wide solution (maximize a network objective) without invoking cumbersome coordination rou- tines. There is currently a lack of algorithms that will enable self-organization and blend the efficiency of local decision making with the system level guarantees of global decision making, particularly when the systems operate in dynamic and stochastic environments. In this work we addressed this critical gap and provided a comprehensive solution to the problem of sensor coordination to ensure the safe, reliable, and robust operation of advanced energy systems. Papers were given at the Pittsburgh Coal Conference. This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of the relocation of Seward, and on the outreach efforts.

It focuses upon reporting the results of testing activities at both generating stations.

    The author presents results on studies made of the reliability of steam generator (SG) tubing. The basis for this work is that in Japan the issue of defects in SG tubing is addressed by the approach that any detected defect should be repaired, either by plugging the tube or sleeving it. However, this leaves open the issue that there is a detection limit in practice, and what is the effect of nondetectable cracks on the performance of tubing. These studies were commissioned to look at the safety issues involved in degraded SG tubing. The program has looked at a number of different issues. First was an assessment of the penetration and opening behavior of tube flaws due to internal pressure in the tubing. They have studied: penetration behavior of the tube flaws; primary water leakage from through-wall flaws; opening behavior of through-wall flaws. In addition they have looked at the question of the reliability of tubing with flaws during normal plant operation. Also there have been studies done on the consequences of tube rupture accidents on the integrity of neighboring tubes.

    During April 1 st , 1998 to June 31 st , 1998, significant work was done in preparation for a series of test involving cofiring at power plants. A biomass material handling system was designed for the Seward testing, a gasification system was designed for the Allen Fossil Plant, and a test program plan was developed for testing at NIPSCO�s Bailly Station. Also completed this quarter was a cyclone combustion model that provides a color visual representation of estimated temperatures within a plant. This report summarizes the activities during the second quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

  1. On the reliability of microvariability tests in quasars

    Microvariations probe the physics and internal structure of quasars. Unpredictability and small flux variations make this phenomenon elusive and difficult to detect. Variance-based probes such as the C and F tests, or a combination of both, are popular methods to compare the light curves of the quasar and a comparison star. Recently, detection claims in some studies have depended on the agreement of the results of the C and F tests, or of two instances of the F-test, for rejecting the non-variation null hypothesis. However, the C-test is a non-reliable statistical procedure, the F-test is not robust, and the combination of tests with concurrent results is anything but a straightforward methodology. A priori power analysis calculations and post hoc analysis of Monte Carlo simulations show excellent agreement for the analysis of variance test to detect microvariations as well as the limitations of the F-test. Additionally, the combined tests yield correlated probabilities that make the assessment of statistical significance unworkable. However, it is possible to include data from several field stars to enhance the power in a single F-test, increasing the reliability of the statistical analysis. This would be the preferred methodology when several comparison stars are available. An example using two stars and the enhanced F-test is presented. These results show the importance of using adequate methodologies and avoiding inappropriate procedures that can jeopardize microvariability detections. Power analysis and Monte Carlo simulations are useful tools for research planning, as they can demonstrate the robustness and reliability of different research approaches.

    Coordinating additives are included in porphyrinoid-based materials to promote intermolecular organization and improve one or more photoelectric characteristics of the materials. The coordinating additives are selected from fullerene compounds and organic compounds having free electron pairs. Combinations of different coordinating additives can be used to tailor the characteristic properties of such porphyrinoid-based materials, including porphyrin oligomers. Bidentate ligands are one type of coordinating additive that can form coordination bonds with a central metal ion of two different porphyrinoid compounds to promote porphyrinoid alignment and/or pi-stacking. The coordinating additives can shift the absorption spectrum of a photoactive material toward higher wavelengths, increase the external quantum efficiency of the material, or both.

  3. Fast estimation of reboiler reliability

    The problems one faces in evaluating the reliability of a reboiler design, or in judging the effect of modifications of process conditions on reboiler operation can be complex. To carry out such evaluations, it is necessary for engineers to perform some calculations to determine: heat transfer coefficients in convection boiling; temperature difference, for the onset of nucleate boiling; heat transfer coefficients in the nucleate boiling region; critical heat flux or critical temperature difference; minimum {Delta}T for film boiling; and heat transfer coefficients for the film boiling region. There are a number of correlations, graphs, and computer programs that can be used to make these calculations. However, besides being laborious, it is still difficult to get a suitable picture of the overall problem from just this data. To simplify the process, and to have a better understanding of the problem, a map of the different boiling regions and their boundaries is presented here. With this map it is possible to locate the design or operating point of a specific kettle reboiler among all the boiling regions, enabling one to make a clearer analysis of its behavior. The parameters used to develop this map are described.

    FRANTIC-3 was developed to evaluate system unreliability using time-dependent techniques. The code provides two major options: to evaluate standby system unavailability or, in addition to the unavailability to calculate the total system failure probability by including both the unavailability of the system on demand as well as the probability that it will operate for an arbitrary time period following the demand. The FRANTIC-3 time dependent reliability models provide a large selection of repair and testingmore » policies applicable to standby or continously operating systems consisting of periodically tested, monitored, and non-repairable (non-testable) components. Time-dependent and test frequency dependent failures, as well as demand stress related failure, test-caused degradation and wear-out, test associated human errors, test deficiencies, test override, unscheduled and scheduled maintenance, component renewal and replacement policies, and test strategies can be prescribed. The conditional system unavailabilities associated with the downtimes of the user specified failed component are also evaluated. Optionally, the code can perform a sensitivity study for system unavailability or total failure probability to the failure characteristics of the standby components.« less

  5. MEMS reliability in shock environments

    In order to determine the susceptibility of the MEMS (MicroElectroMechanical Systems) devices to shock, tests were performed using haversine shock pulses with widths of 1 to 0.2 ms in the range from 500g to 40,000g. The authors chose a surface-micromachined microengine because it has all the components needed for evaluation: springs that flex, gears that are anchored, and clamps and spring stops to maintain alignment. The microengines, which were unpowered for the tests, performed quite well at most shock levels with a majority functioning after the impact. Debris from the die edges moved at levels greater than 4,000g causing shorts in the actuators and posing reliability concerns. The coupling agent used to prevent stiction in the MEMS release weakened the die-attach bond, which produced failures at 10,000g and above. At 20,000g the authors began to observe structural damage in some of the thin flexures and 2.5-micron diameter pin joints. The authors observed electrical failures caused by the movement of debris. Additionally, they observed a new failure mode where stationary comb fingers contact the ground plane resulting in electrical shorts. These new failure were observed in the control group indicating that they were not shock related.

    The Morgantown Energy Technology Center (METC) is always interested in discussing partnering opportunities with those in the private sector. One way METC can work with the private sector and academia is through Cooperative Research and Development Agreements (CRADAs). From METC`s perspective, a good CRADA consists of two elements: a good project and a good CRADA partner. Good CRADA projects address goals that are beneficial to both the private sector participant and METC. Of primary interest to METC is the development and deployment of clean, efficient power generation technologies and environmental remediation technologies. For power generation, METC`s primary focus is on Integrated Gasification Combined Cycle (IGCC)systems, Pressurized Fluidized-Bed Combustion (PFBC) systems, Advanced Turbine Systems (ATS), Externally Fired Combined-Cycle (EFCC) power systems, fuel cell systems, and fuels technology systems. METC`s environmental remediation interests focus on the development of high-payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites, and to manage DOE-generated waste faster, safer, and cheaper than environmental cleanup technologies that are currently available. Regarding CRADA partners, preference is given to small businesses and to business units located in the United States which agree that products resulting from the CRADA will be manufactured substantially in the United States.

    The use of magnetic coordinates is ubiquitous in toroidal plasma physics, but the distortion in Fourier spectra produced by these coordinates is not well known. A spatial symmetry of the field is not always represented by a symmetry in the Fourier spectrum when magnetic coordinates are used because of the distortion of the toroidal angle.     Due to extreme surface to volume ratios, adhesion and friction are critical properties for reliability of Microelectromechanical Systems (MEMS), but are not well understood. In this LDRD the authors established test structures, metrology and numerical modeling to conduct studies on adhesion and friction in MEMS. They then concentrated on measuring the effect of environment on MEMS adhesion. Polycrystalline silicon (polysilicon) is the primary material of interest in MEMS because of its integrated circuit process compatibility, low stress, high strength and conformal deposition nature. A plethora of useful micromachined device concepts have been demonstrated using Sandia National Laboratories' sophisticated in-house capabilities. One drawback to polysilicon is that in air the surface oxidizes, is high energy and is hydrophilic (i.e., it wets easily). This can lead to catastrophic failure because surface forces can cause MEMS parts that are brought into contact to adhere rather than perform their intended function. A fundamental concern is how environmental constituents such as water will affect adhesion energies in MEMS. The authors first demonstrated an accurate method to measure adhesion as reported in Chapter 1. In Chapter 2 through 5, they then studied the effect of water on adhesion depending on the surface condition (hydrophilic or hydrophobic). As described in Chapter 2, they find that adhesion energy of hydrophilic MEMS surfaces is high and increases exponentially with relative humidity (RH). Surface roughness is the controlling mechanism for this relationship. Adhesion can be reduced by several orders of magnitude by silane coupling agents applied via solution processing. They decrease the surface energy and render the surface hydrophobic (i.e. does not wet easily). However, only a molecular monolayer coats the surface. In Chapters 3-5 the authors map out the extent to which the monolayer reduces adhesion versus RH. They find that adhesion is independent of

    A series of analyses along with field validations that evaluate efficiency, reliability, and capacity improvements of model-centric distribution automation are presented. With model-centric distribution automation, the same model is used from design to real-time control calculations. A 14-feeder system with 7 substations is considered. The analyses involve hourly time-varying loads and annual load growth factors. Phase balancing and capacitor redesign modifications are used to better prepare the system for distribution automation, where the designs are performed considering time-varying loads. Coordinated control of load tap changing transformers, line regulators, and switched capacitor banks is considered. In evaluating distribution automation versus traditionalmore » system design and operation, quasi-steady-state power flow analysis is used. In evaluating distribution automation performance for substation transformer failures, reconfiguration for restoration analysis is performed.
