    Sandia National Laboratories (Sandia) is one of the nation's largest research and development (R&D) facilities, with headquarters at Albuquerque, New Mexico; a laboratory at Livermore, California; and a test range near Tonopah, Nevada. Smaller testing facilities are also operated at other locations. Established in 1945, Sandia was operated by the University of California until 1949, when, at the request of President Truman, Sandia Corporation was formed as a subsidiary of Bell Lab's Western Electric Company to operate Sandia as a service to the U.S. Government without profit or fee. Sandia is currently operated for the U.S. Department of Energy (DOE) by AT&T Technologies, Inc., a wholly-owned subsidiary of AT&T. Sandia's responsibility is national security programs in defense and energy with primary emphasis on nuclear weapon research and development (R&D). However, Sandia also supports a wide variety of projects ranging from basic materials research to the design of specialized parachutes. Assets, owned by DOE and valued at more than $1.2 billion, include about 600 major buildings containing about 372,000 square meters (m2) (4 million square feet [ft2]) of floor space, located on land totalling approximately 1460 square kilometers (km2) (562 square miles [mi]). Sandia employs about 8500 people, the majority in Albuquerque, with about 1000 in Livermore. Approximately 60% of Sandia's employees are in technical and scientific positions, and the remainder are in crafts, skilled labor, and administrative positions. As a multiprogram national laboratory, Sandia has much to offer both industrial and government customers in pursuing space nuclear technologies.     For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI.     This study presents findings from questionnaire and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered with 12 organizations on new and retrofit construction projects as part of the U.S. Department of Energy (DOE) CBP program. PNNL and other national laboratories collaborate with industry leaders that own large portfolios of buildings to develop high performance projects for new construction and renovation. This project accelerates market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The labs provide assistance to the partners design teams and make a business case for energy investments. From the owners perspective, a sound investment results in energy savings based on corporate objectives and design. Through a feedback questionnaire, along with personal interviews, PNNL gathered qualitative and quantitative information relating to replication efforts by each organization. Data through this process were analyzed to provide insight into two primary research areas: 1) CBP partners replication efforts of technologies and approaches used in the CBP project to the rest of the organizations building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP entire program.

    In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters. To the extent that our alliance relationships require US naval access or superiority to sustain them, then our erstwhile friendly allies

    Savannah River Site (SRS), particularly the Savannah River Technology Center (SRTC) with the experience from the first successful Integrated Technology Demonstration, can provide an excellent foundation for meeting DOE-EM`s objectives with the new DOE-EM five focus area approach. With this in mind, SRTC established an activity to pursue full commercialization of environmental technologies. This report is an assessment of the status of commercialization at SRS and provides recommendations for enhancement as well as some tools critical to implementation. A review was made of the current situation at SRS with regards to taking technology development to commercial fruition. This was done from the perspective of comparing it to known commercialization models and processes. It was found that SRTC already works through many of the steps in these processes. With integration and action-oriented efforts of the inclusion of business and market factors, SRTC could become an aggressive, successful developer of commercialized technologies. Commercial success criteria tools were developed with regards to integrating them with SRTC selection criteria to ensure that all critical factors are covered in technology commercialization project evaluations. Private investors are very clear that their interest lies in funding commercial enterprises, not merely technologies. Mobilizing private capital is critical to real job growth and long-term economic development. Also, potential industry partners were identified that are willing to be involved with SRS` technology applications and regional development efforts. As another important component to success, regional support organizations were reviewed and evaluated.

In such dialogue, information provided must accurately match the public’s interest and ability regarding science and technology. We have started to investigate what people want to know about physics. Some were interested in energy security (a particular concern in Japan), but others were concerned about radioactivity in food and natural radiation background. The conversations revealed that physicists often give insufficient explanations of the biological effects of radiation and highlighted key points for physicists to make when talking with the public.

    Due to the development of Title III and Title V of the Clean Air Act Amendments and public awareness of environmentally safe processes, particulate emissions monitoring has become a subject of great importance to the manufacturing sector. An increasing number of monitoring devices are available, and when used in the correct applications, can accurately monitor particulate emissions. This allows identification of a system problem before emissions can reach the stack and trigger non-compliance. This paper focuses on the most widely used technologies for continuous particulate monitoring, specifically the CPM product line, which has been developed to overcome common problems associated with emissions monitoring equipment. Technical data is presented in regard to the CPM operation as well as a case study of a CPM monitor in the asphalt industry.

    High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. Designed to speed the growth of the biofuels and bioproducts industries, the IBRF is a unique $33.5 million pilot facility capable of supporting a variety of projects. The IBRF is available to industry partners who work with NREL through cooperative research and development, technical, and analytical service agreements. With 27,000 ft2 of high bay space, the IBRF provides industry partners with the opportunity to operate, test, and develop their own biorefining technology and equipment.

    Construction partnering has been used on many government and private construction projects for at least a decade while environmental partnering at federal facilities has only recently received some attention. The Federal government is exploring how to implement the concepts of environmental partnering at federal facilities. It appears that some federal facilities are utilizing partnering concepts while others are not. Environmental partnering as a federal facility consists of a cooperative effort by all facility stakeholders working as a team to achieve the goal of environmental restoration. The regulatory members must join with other stakeholders in dealing with environmental issues in a timely manner. The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    Purpose: We investigated the impact of race, in conjunction with gender and partner status, on locoregional control (LRC) and overall survival (OS) in three head and neck trials conducted by the Radiation Therapy Oncology Group (RTOG). Methods and Materials: Patients from RTOG studies 9003, 9111, and 9703 were included. Patients were stratified by treatment arms. Covariates of interest were partner status (partnered vs. non-partnered), race (white vs. non-white), and sex (female vs. male). Chi-square testing demonstrated homogeneity across treatment arms. Hazards ratio (HR) was used to estimate time to event outcome. Unadjusted and adjusted HRs were calculated for all covariates with associated 95% confidence intervals (CIs) and p values. Results: A total of 1,736 patients were analyzed. Unpartnered males had inferior OS rates compared to partnered females (adjusted HR = 1.22, 95% CI, 1.09-1.36), partnered males (adjusted HR = 1.20, 95% CI, 1.09-1.28), and unpartnered females (adjusted HR = 1.20, 95% CI, 1.09-1.32). White females had superior OS compared with white males, non-white females, and non-white males. Non-white males had inferior OS compared to white males. Partnered whites had improved OS relative to partnered non-white, unpartnered white, and unpartnered non-white patients. Unpartnered males had inferior LRC compared to partnered males (adjusted HR = 1.26, 95% CI, 1.09-1.46) and unpartnered females (adjusted HR = 1.30, 95% CI, 1.05-1.62). White females had LRC superior to non-white males and females. White males had improved LRC compared to non-white males. Partnered whites had improved LRC compared to partnered and unpartnered non-white patients. Unpartnered whites had improved LRC compared to unpartnered non-whites. Conclusions: Race, gender, and partner status had impacts on both OS and locoregional failure, both singly and in combination.

    This fact sheet describes National Renewable Energy Laboratory's (NREL's) Fuel Cell Technology Status Analysis Project. NREL is seeking fuel cell industry partners from the United States and abroad to participate in an objective and credible analysis of commercially available fuel cell products to benchmark the current state of the technology and support industry growth. Participating fuel cell developers share price information about their fuel cell products and/or raw fuel cell test data related to operations, maintenance, and safety with NREL via the Hydrogen Secure Data Center (HSDC). The limited-access, off-network HSDC houses the data and analysis tools to protect proprietary information. NREL shares individualized data analysis results as detailed data products (DDPs) with the partners who supplied the data. Aggregated results are published as composite data products (CDPs), which show the technology status without identifying individual companies. The CDPs are a primary benchmarking tool for the U.S. Department of Energy and other stakeholders interested in tracking the status of fuel cell technologies. They highlight durability advancements, identify areas for continued development, and help set realistic price expectations at small-volume production.

    President Clinton and the U.S. Department of Housing and Urban Development (HUD) have set a goal of increasing homeownership in America. Currently the rate of homeownership is approximately 64 percent of the population. The goal is to raise that rate to 67.5 percent by the year 2000, a higher rate than ever recorded in U.S. history. Achieving the goal will require about 8 million families to acquire homes of their own. HUD has developed a plan for reaching the national homeownership goal. The plan is known as the National Homeownership Strategy. It was formulated with input from more than 50 public- and private-sector groups and consists of 100 objectives designed to make homeownership easier and affordable for American families. Among the objectives are expanded use of energy conservation and new construction technologies. The groups participating in the formulation of the National Homeownership Strategy formed a collaboration that was named the National Partners in Homeownership. Chicago Partners in the American Dream is a collaboration of Chicago organizations implementing the National Homeownership Strategy on a local level. It has made achieving the objectives of the Strategy the foundation for its local partnership. The Chicago Partners in the American Dream is a grassroots collaboration, combining the experience, resources, and expertise of a variety of local organizations. The fundamental goal of the Chicago Partners in the American Dream is to create 5,000 homeownership opportunities in nine to twelve focused areas within Empowerment Zone/Enterprise Communities in the Chicagoland market by the end of the year 2000.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

    Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around
