    This mock-up of the electric utilities section of the Monthly Energy Review (MER) is a supplement to MAXIMA's report, Review of the Coal and Electric Sections in the Monthly Energy Review and an Overall Review of Energy Data Operations Publications. The purpose of the mock-up is to illustrate some of the options discussed in the previous report and, where necessary, to elaborate on some of the issues previously raised. The mock-up is presented first and is followed by text that discusses changes made to the original MER. For comparison purposes, the electric utilities section in the March 1981 MER has been included in Appendix A.

    This Review of the Coal and Electric Sections of the Monthly Energy Review and an Overall Review of OEDO Publications is comprised of two sections. The first, Review of Coal and Electric Power Data in the Monthly Energy Review consists of a detailed analysis of content and data presentation issues. The major findings of this section are summarized below: the coal and electric power data in the Monthly Energy Review (MER) represent the major functions of the respective industries; coal data by rank are inconsistently presented in the MER; coal value or coal cost and quality data are not adequately represented in the MER; the presentation of two or more units of measurement on the same table in MER may invite incorrect comparisons unless properly separated (e.g., - double line separation); to improve the timeliness of the data in the MER, the increased use of estimated, preliminary, and/or projected data should be considered; and the table and graphic formats used in the MER present the data clearly and concisely. The second section of the report, An Overall Review of OEDO Publications, contains the results of an analysis of data presentation in forty-six coal, gas, electric, oil and consolidated publications. A summary of our findings and recommendations is listed below: where practical, a scope of publication section and executive summary should be included in OEDO publications; table formats, including titles and endnotes should be uniform; more detailed guidelines for titling should be established by the Energy Information Administration (EIA); and a more detailed set of standards for footnotes, notes and source notes should be established by EIA.

    Background: Extensive experimental data in animals indicate that exposure to polychlorinated biphenyls (PCBs) during pregnancy leads to changes in offspring immune function during the postnatal period. Whether developmental PCB exposure influences immunologic development in humans has received little study. Methods: The study population was 384 mother-infant pairs recruited from two districts of eastern Slovakia for whom prospectively collected maternal, cord, and 6-month infant blood specimens were available. Several PCB congeners were measured in maternal, cord, and 6-month infant sera by high-resolution gas chromatography with electron capture detection. Concentrations of IgG-specific anti-haemophilus influenzae type b, tetanus toxoid, and diphtheria toxoid were assayed in 6-month infant sera using ELISA methods. Multiple linear regression was used to estimate the relation between maternal, cord, and 6-month infant PCB concentrations and the antibody concentrations evaluated at 6-months of age. Results: Overall, there was little evidence of an association between infant antibody concentrations and PCB measures during the pre- and early postnatal period. In addition, our results did not show specificity in terms of associations limited to a particular developmental period (e.g. pre- vs. postnatal), a particular antibody, or a particular PCB congener. Conclusions: At the PCB concentrations measured in this cohort, which are high relative to most human populations today, we did not detect an association between maternal or early postnatal PCB exposure and specific antibody responses at 6-months of age.

This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

    In June 2005 Governor Arnold Schwarzenegger issued Executive Order S-3-05 that set greenhouse gas emission reduction targets for California, and directed the Secretary of the California Environmental Protection Agency to report to the governor and the State legislature by January 2006 and biannually thereafter on the impacts to California of global warming, including impacts to water supply, public health, agriculture, the coastline, and forestry, and to prepare and report on mitigation and adaptation plans to combat these impacts. This report is a part of the report to the governor and legislature, and focuses on public health impacts that have been associated with climate change. Considerable evidence suggests that average ambient temperature is increasing worldwide, that temperatures will continue to increase into the future, and that global warming will result in changes to many aspects of climate, including temperature, humidity, and precipitation (McMichael and Githeko, 2001). It is expected that California will experience changes in both temperature and precipitation under current trends. Many of the changes in climate projected for California could have ramifications for public health (McMichael and Githeko, 2001), and this document summarizes the impacts judged most likely to occur in California, based on a review of available peer-reviewed scientific literature and new modeling and statistical analyses. The impacts identified as most significant to public health in California include mortality and morbidity related to temperature, air pollution, vector and water-borne diseases, and wildfires. There is considerable complexity underlying the health of a population with many contributing factors including biological, ecological, social, political, and geographical. In addition, the relationship between climate change and changes in public health is difficult to predict for the most part, although more detailed information is available on temperature-related

Data presented in the PSM describe the supply and disposition of petroleum products in the United States and major U.S. geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States.     Managers of the Tank Waste Remediation System (TWRS) Program have to make numerous decisions, ranging from the strategic decisions on the fundamental tank cleanup goals to technical decisions on which types of equipment to use in mechanical retrieval of wastes. Furthermore, many of these decisions have to be made repeatedly (e.g., the annual allocation of research and development funds to TWRS activities). These decisions have many potential consequences in terms of risks to workers, risks to the public, environmental impacts, and economic development and cost. Because these consequences affect the values of many parties, the consequences need to be evaluated in terms that are accepted and understood by the interested parties. Therefore, an effort needs to be made to incorporate public concerns and values into the TWRS decision-making process. The purpose of this report is to review and integrate this past work on values and to create a maser list of values in order to create a consistent value framework for the numerous TWRS decisions; efficiently and effectively use public values in the decision-making process by updating this report on a regular basis to ensure that the information represents the public`s current views; provide guidance about using values in technical TWRS decisions.

    After the Fukushima Daiichi Nuclear Accident, the importance of bottom-up and two-way dialogue between scientists and the public has been recognized. In such dialogue, information provided must accurately match the public’s interest and ability regarding science and technology. We have started to investigate what people want to know about physics. Some were interested in energy security (a particular concern in Japan), but others were concerned about radioactivity in food and natural radiation background. The conversations revealed that physicists often give insufficient explanations of the biological effects of radiation and highlighted key points for physicists to make when talking with the public.

    The Electric Power Monthly (EPM) presents monthly electricity statistics. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. Data in this report are presented for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The EIA collected the information in this report to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. This publication provides monthly statistics at the US, Census division, and State levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. Statistics by company and plant are published in the EPM on the capability of new generating units, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost of fossil fuels.

Data on crude oil include the domestic first purchase price, the f.o.b. and landed cost of imported crude oil, petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Monthly.

    This publication the Petroleum Supply Monthly (PSM) is one of a family of four publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timeliness and completeness. The other publications are the Weekly Petroleum Status Report, (WPSR), the Winter Fuels Report, and the Petroleum Supply Annual (PSA). Data presented describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. Data presented are divided into Summary Statistics and Detailed Statistics.

Quantity, quality, and cost of fuel data lag the net generation, fuel consumption, fuel stocks, electricity sales, and average revenue per kilowatthour data by 1 month. This difference in reporting appears in the national, Census division, and State level tables.     The Petroleum Supply Monthly (PSM) is one of a family of three publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timeliness and completeness. The other two publications are the Weekly Petroleum Status Report (WPSR) and the Petroleum Supply Annual (PSA). Data presented in the Petroleum Supply Monthly describe (PSM) the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in Primary Supply.'' Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: (1) the Summary Statistics and (2) the Detailed Statistics.

    This publication, the Natural Gas Monthly, presents the most recent data on natural gas supply, consumption, and prices from the Energy Information Administration (EIA). Of special interest in this issue are two articles summarizing reports recently published by EIA. The articles are {open_quotes}Natural Gas Productive Capacity{close_quotes} and {open_quotes}Outlook for Natural Gas Through 2015,{close_quotes} both of which precede the {open_quotes}Highlights{close_quotes} section. With this issue, January 1997, changes have been made to the format of the Highlights section and to several of the tabular and graphical presentations throughout the publication. The changes to the Highlights affect the discussion of developments in the industry and the presentation of weekly storage data. An overview of the developments in the industry is now presented in a brief summary followed by specific discussions of supply, end-use consumption, and prices. Spot and futures prices are discussed as appropriate in the Price section, together with wellhead and consumer prices.

The Petroleum Marketing Monthly (PMM) is designed to give information and statistical data about a variety of crude oils and refined petroleum products. The publication provides statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, education institutions, and consumers. Data on crude oil include the domestic first purchase price, the f.o.b. and landed cost of imported crude oil, and the refiners' acquisition cost of crude oil. Sales data for motor gasoline, distillates, residuals, aviation fuels, kerosene and propane are presented.

    The Petroleum Supply Monthly (PSM) is one of a family of three publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timeliness and completeness. Data presented in the PSM describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in ''Primary Supply.'' Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections (1) the Summary Statistics and (2) the Detailed Statistics.
