    Congress enacted the Earthquake Hazards Reduction Act of 1977 (Public Law 95-124, as amended) to reduce risks to life and property from future earthquakes in the US. To implement the provisions of the Act, the Interagency Committee on Seismic Safety in Construction (ICSSC) was chartered. Approximately thirty Federal agencies, including the Department of Energy (DOE), participate in the ICSSC. The ICSSC is chaired by the National Institute of Standards (NIST) which also provides the technical secretariat. EO 12941, Seismic Safety of Existing Federally Owned or Leased Buildings, were prepared and issued by the ICSSC to reduce the vulnerability to buildings owned or leased by agencies or departments for Federal use. This report documents the implementation of EO 12941 at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. ORNL is managed and operated by Lockheed Martin Energy Research, Inc. (LMER) for the DOE-Oak Ridge Operations Office (DOE-ORO). The ORNL building inventory includes buildings that are physically located at ORNL, East Tennessee Technology Park (ETTP), and the Oak Ridge Y-12 Plant. This report addresses buildings physically located at the ORNL plant site. ORNL buildings located at ETTP and Y-12 plant sites will be included in the EO 12941 implementation reports for those sites. The scope of this effort included revising the building inventory for ORNL that was prepared prior to the development of the DOE management plan, evaluating owned buildings not exempt from the requirements of EO 12941, estimating the costs associated with the rehabilitation of vulnerable non-exempt buildings, and preparing this report in the TR-17 prescribed format (CNPE 1996). These activities were performed in accordance with the DOE management plan and as applicable, Phase I - Screening Guidelines To Determine The Structures Exempt From Executive Order 12941 (CNPE 1995).

    The report was prepared by D'Appolonia Consulting Engineers, Inc. (D'Appolonia) for the Office of Surface Mining Reclamation and Enforcement (OSM) to assess the probable impacts on coal production costs of numerous discretionary issues involved in drafting the permanent regulations for implementation of the Surface Mining Control and Reclamation Act of 1977 (the Act). The results of the engineering cost study were used directly in OSM's Regulatory Analysis (RA) developed in compliance with Executive Order 12044. The final RA was published in March 1979 and is available from the OSM. The report details those analyses conducted by D'Appolonia and used in the RA. The results of the study are not meant to reflect the complete cost or economic impact of the Act or the resulting OSM regulations. The results do provide a basis for evaluating the relative impact of the various alternatives considered by OSM during development of the permanent regulatory program. The discretionary issues analyzed in the report pertain to both surface and underground mining activities. The volume presents the general methods of approach and final results of the study, while Volumes II and III present the individual analyses of each issue for surface and underground mines, respectively.

    Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

    Created in 1989 to address over 50 years of environmental liabilities arising out of nuclear weapons production and testing in the United States since World War II, the U.S. Department of Energy's (DOE's) Environmental Management (EM) Programs decade-long effort to reduce the costs of those environmental liabilities, collectively known as DOE's ''environmental mortgage,'' includes past as well as future cleanup costs associated with environmental contamination, hazardous and radioactive materials and wastes, contaminated buildings and facilities, and their associated risks. Tasked with the bulk of these cleanup efforts, the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's), Nevada Environmental Restoration Project (NV ERP) is attempting to complete applicable corrective actions at inactive contaminated sites and facilities managed by DOE/NV, while at the same time protecting human health and the environment. Regulated under the Federal Facility Agreement and Consent Order, the objectives of the NV ERP are to identify the nature and extent of the contamination, determine its potential risk to the public and the environment, and to perform the necessary corrective actions in compliance with this and other state and federal regulations, guidelines, and requirements. Associated with this vast effort are approximately 2,000 sites both on and off of the Nevada Test Site (NTS) that were used primarily for nuclear testing and are addressed in the NV ERP. This includes sites that were underground areas where tests were actually conducted, contaminated surface soils resulting from aboveground testing activities, and sites that supported other related testing hardware paraphenalia and/or NTS real estate properties (e.g., underground storage tanks, leachfields, landfills, contaminated waste areas, injection wells, muckpiles, and ponds).     A faithful execution system includes system memory, a target processor, and protection engine. The system memory stores a ciphertext including value fields and integrity fields. The value fields each include an encrypted executable instruction and the integrity fields each include an encrypted integrity value for determining whether a corresponding one of the value fields has been modified. The target processor executes plaintext instructions decoded from the ciphertext while the protection engine is coupled between the system memory and the target processor. The protection engine includes logic to retrieve the ciphertext from the system memory, decrypt the value fields into the plaintext instructions, perform an integrity check based on the integrity fields to determine whether any of the corresponding value fields have been modified, and provide the plaintext instructions to the target processor for execution.

A selective pairing facility is provided that selectively connects, i.e., pairs, multiple microprocessor or processor cores to provide one highly reliable thread (or thread group). Each paired microprocessor or processor cores that provide one highly reliable thread for high-reliability connect with a system components such as a memory "nest" (or memory hierarchy), an optional system controller, and optional interrupt controller, optional I/O or peripheral devices, etc. The memory nest is attached to a selective pairing facility via a switch or a bus. Each selectively paired processor core is includes a transactional execution facility, whereing the system is configured to enable processor rollback to a previous state and reinitialize lockstep execution in order to recover from an incorrect execution when an incorrect execution has been detected by the selective pairing facility.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    We describe the current state-of-the-art in Trusted Computing Technologies - focusing mainly on Intel's Trusted Execution Technology (TXT). This document is based on existing documentation and tests of two existing TXT-based systems: Intel's Trusted Boot and Invisible Things Lab's Qubes OS. We describe what features are lacking in current implementations, describe what a mature system could provide, and present a list of developments to watch. Critical systems perform operation-critical computations on high importance data. In such systems, the inputs, computation steps, and outputs may be highly sensitive. Sensitive components must be protected from both unauthorized release, and unauthorized alteration: Unauthorized users should not access the sensitive input and sensitive output data, nor be able to alter them; the computation contains intermediate data with the same requirements, and executes algorithms that the unauthorized should not be able to know or alter. Due to various system requirements, such critical systems are frequently built from commercial hardware, employ commercial software, and require network access. These hardware, software, and network system components increase the risk that sensitive input data, computation, and output data may be compromised.

    A transistorized voltage regulator which provides very close voitage regulation up to about 180 deg F is described. A diode in the positive line provides a constant voltage drop from the input to a regulating transistor emitter. An amplifier is coupled to the positive line through a resistor and is connected between a difference circuit and the regulating transistor base which is negative due to the difference in voltage drop across thc diode and the resistor so that a change in the regulator output causes the amplifier to increase or decrease the base voltage and current and incrcase or decrease the transistor impedance to return the regulator output to normal.     Split-execution computing leverages the capabilities of multiple computational models to solve problems, but splitting program execution across different computational models incurs costs associated with the translation between domains. We analyze the performance of a split-execution computing system developed from conventional and quantum processing units (QPUs) by using behavioral models that track resource usage. We focus on asymmetric processing models built using conventional CPUs and a family of special-purpose QPUs that employ quantum computing principles. Our performance models account for the translation of a classical optimization problem into the physical representation required by the quantum processor while also accounting for hardware limitations and conventional processor speed and memory. We conclude that the bottleneck in this split-execution computing system lies at the quantum-classical interface and that the primary time cost is independent of quantum processor behavior.

    CleanFleet, formally known as the South Coast Alternative Fuels Demonstration, was a comprehensive demonstration of alternative fuel vehicles (AFVs) in daily commercial service. Between April 1992 and September 1994, five alternative fuels were tested in 84 panel vans: compressed natural gas (CNG), propane gas, methanol as M-85, California Phase 2 reformulated gasoline (RFG), and electricity. The AFVs were used in normal FedEx package delivery service in the Los Angeles basin alongside 27 {open_quotes}control{close_quotes} vans operating on regular gasoline. The liquid and gaseous fuel vans were model year 1992 vans from Ford, Chevrolet, and Dodge. The two electric vehicles (EVs) were on loan to FedEx from Southern California Edison. The AFVs represented a snapshot in time of 1992 technologies that (1) could be used reliably in daily FedEx operations and (2) were supported by the original equipment manufacturers (OEMs). A typical van is shown in Figure 2. The objective of the project was to demonstrate and document the operational, emissions, and economic status of alternative fuel, commercial fleet delivery vans in the early 1990s for meeting air quality regulations in the mid to late 1990s. During the two-year demonstration, CleanFleet`s 111 vehicles travelled more than three million miles and provided comprehensive data on three major topics: fleet operations, emissions, and fleet economics. Fleet operations were examined in detail to uncover and resolve problems with the use of the fuels and vehicles in daily delivery service. Exhaust and evaporative emissions were measured on a subset of vans as they accumulated mileage. The California Air Resources Board (ARB) measured emissions to document the environmental benefits of these AFVs. At the same time, CleanFleet experience was used to estimate the costs to a fleet operator using AFVs to achieve the environmental benefits of reduced emissions.

    Executive Order 12003, dated 19 July 1977, initiated the U.S. Army`s energy conservation effort. Specifically, the Executive Order led to the development of the Army Facilities Energy Plan which directs Army Staff and Major Army Commands to develop detailed implementation plans for energy conservation. As a result of these directives, the Fort Worth District of the U.S. Army Corps of Engineers contracted for an Energy Engineering Analysis Program (EEAP) at Fort Polk, Louisiana. The EEAP included Increments `A`, `B`, `E`, and `G`. To accomplish the intent of Increment `P`, namely, providing low cost/no cost energy savings recommendations in the form of specific, practical instructions for use by the Facility Engineer, the following general steps were taken: (1) Consider treasures identified in Detailed Scope of Work. (2) identify other potential Low Cost/No Cost energy Conservation Measures (ECM) through discussions with Fort Polk personnel and field surveys by Graham Associates engineers. (3) Review Increments `A`, `B`, and `G` for ECM`s within the Facility Engineer`s funding authority; $200,000 for alteration projects and $1,000,000 for maintenance and repair type work. (4) Evaluate ECM`s using relevant data for other Increments of the ESAP, and develop new data where appropriate.

    While the accuracy of assembly calculations has considerably improved due to the increase in computer power enabling more refined description of the phase space and use of more sophisticated numerical algorithms, the computational cost continues to increase which limits the full utilization of their effectiveness for routine engineering analysis. Reduced order modeling is a mathematical vehicle that scales down the dimensionality of large-scale numerical problems to enable their repeated executions on small computing environment, often available to end users. This is done by capturing the most dominant underlying relationships between the model's inputs and outputs. Previous works demonstrated the use of the reduced order modeling for a single physics code, such as a radiation transport calculation. This manuscript extends those works to coupled code systems as currently employed in assembly calculations. Numerical tests are conducted using realistic SCALE assembly models with resonance self-shielding, neutron transport, and nuclides transmutation/depletion models representing the components of the coupled code system.     for assaying recombination using tetrad analysis in a higher eukaryotic system (6). This system enabled the measurement of the frequency and distribution of recombination events at a genome wide level in wild type Arabidopsis (7), construction of genetic linkage maps which include positions for each centromere (8), and modeling of the strength and pattern of interference (9). This proposal extends the use of tetrad analysis in Arabidopsis by using it as the basis for assessing the phenotypes of mutants in genes important for recombination and the regulation of crossover interference and performing a novel genetic screen. In addition to broadening our knowledge of a classic genetic problem - the regulation of recombination by crossover interference - this proposal also provides broader impact by: generating pedagogical tools for use in hands-on classroom experience with genetics, building interdisciplinary collegial partnerships, and creating a platform for participation by junior scientists from underrepresented groups.     In an increasingly networked world, critical infrastructure systems suffer from two types of vulnerability. The first is the traditionally recognized problem of monitoring the systems for faults and failures, recognizing and analyzing data, and responding with real understanding to the problems of the system. Increasingly complex systems create the opportunity for single points of failure to cascade when inaccurate assessment of system health increases response time or leads to faulty analysis of the problems involved. A second problem involves vulnerability to cyber intrusion, in which bad actors can mask system deterioration or present false data about system status. A resilient system will protect stability, efficiency, and security. To ensure these three states, the system must react to changing conditions within the system with coordination: no one component of the system can be allowed to react to problems without real consideration of the effects of that action on other components within the system. Systems with multi-agent design typically have three layers of action, a management layer, a coordination layer, and an execution layer. A resilient multi-agent system will emphasize functions of the execution layer, which has the responsibility of initiating actions, monitoring, analyzing, and controlling its own processes, while feeding information back to the higher levels of management and coordination. The design concept of a resilient control system execution agent (ReCoSEA) grows out of these underpinnings, and through the use of computational intelligence techniques, this paper suggests an associated design methodology.

    A language has been created to facilitate the automatic execution of simulations for purposes of enabling parametric study and test and evaluation. Its function is similar in nature to a job-control language, but more capability is provided in that the language extends the notion of literate programming to job control. Interwoven markup tags self document and define the job control process. The language works in tandem with another language used to describe physical systems. Both languages are implemented in the Extensible Markup Language (XML). A user describes a physical system for simulation and then creates a set of instructions for automatic execution of the simulation. Support routines merge the instructions with the physical-system description, execute the simulation the specified number of times, gather the output data, and document the process and output for the user. The language enables the guided exploration of a parameter space and can be used for simulations that must determine optimal solutions to particular problems. It is generalized enough that it can be used with any simulation input files that are described using XML. XML is shown to be useful as a description language, an interchange language, and a self-documented language.

    A system for loading an executable code into volatile memory in a downhole tool string component comprises a surface control unit comprising executable code. An integrated downhole network comprises data transmission elements in communication with the surface control unit and the volatile memory. The executable code, stored in the surface control unit, is not permanently stored in the downhole tool string component. In a preferred embodiment of the present invention, the downhole tool string component comprises boot memory. In another embodiment, the executable code is an operating system executable code. Preferably, the volatile memory comprises random access memory (RAM). A method for loading executable code to volatile memory in a downhole tool string component comprises sending the code from the surface control unit to a processor in the downhole tool string component over the network.     We begin with the following definitions: Definition: A trusted volume is the computing machinery (including communication lines) within which data is assumed to be physically protected from an adversary. A trusted volume provides both integrity and privacy. Definition: Program integrity consists of the protection necessary to enable the detection of changes in the bits comprising a program as specified by the developer, for the entire time that the program is outside a trusted volume. For ease of discussion we consider program integrity to be the aggregation of two elements: instruction integrity (detection of changes in the bits within an instruction or block of instructions), and sequence integrity (detection of changes in the locations of instructions within a program). Definition: Faithful Execution (FE) is a type of software protection that begins when the software leaves the control of the developer and ends within the trusted volume of a target processor. That is, FE provides program integrity, even while the program is in execution. (As we will show below, FE schemes are a function of trusted volume size.) FE is a necessary quality for computing. Without it we cannot trust computations. In the early days of computing FE came for free since the software never left a trusted volume. At that time the execution environment was the same as the development environment. In some circles that environment was referred to as a ''closed shop:'' all of the software that was used there was developed there. When an organization bought a large computer from a vendor the organization would run its own operating system on that computer, use only its own editors, only its own compilers, only its own debuggers, and so on.     A multiprocessor system supports multiple concurrent modes of speculative execution. Speculation identification numbers (IDs) are allocated to speculative threads from a pool of available numbers. The pool is divided into domains, with each domain being assigned to a mode of speculation. Modes of speculation include TM, TLS, and rollback. Allocation of the IDs is carried out with respect to a central state table and using hardware pointers. The IDs are used for writing different versions of speculative results in different ways of a set in a cache memory.

    To get a collective sense of the impact of research and development (R&D) on biomass resource availability, and to determine the feasibility that yields higher than baseline assumptions used for past assessments could be achieved to support U.S. energy independence, an alternate High-Yield Scenario (HYS) concept was presented to industry experts at a series of workshops held in December 2009. The workshops explored future production of corn/agricultural crop residues, herbaceous energy crops (HECs), and woody energy crops (WECs). This executive summary reports the findings of that workshop.

    We examine a High Order/Low Order (HOLO) approach for a z-level ocean model and show that the traditional semi-implicit and split-explicit methods, as well as a recent preconditioning strategy, can easily be cast in the framework of HOLO methods. The HOLO formulation admits an implicit-explicit method that is algorithmically scalable and second-order accurate, allowing timesteps much larger than the barotropic time scale. We demonstrate how HOLO approaches, in particular the implicit-explicit method, can provide a solid route for ocean simulation to heterogeneous computing and exascale environments.

    The FOX project, funded under the ASCR X-stack I program, developed systems software and runtime libraries for a new approach to the data and work distribution for massively parallel, fault oblivious application execution. Our work was motivated by the premise that exascale computing systems will provide a thousand-fold increase in parallelism and a proportional increase in failure rate relative to today’s machines. To deliver the capability of exascale hardware, the systems software must provide the infrastructure to support existing applications while simultaneously enabling efficient execution of new programming models that naturally express dynamic, adaptive, irregular computation; coupled simulations; and massive data analysis in a highly unreliable hardware environment with billions of threads of execution. Our OS research has prototyped new methods to provide efficient resource sharing, synchronization, and protection in a many-core compute node. We have experimented with alternative task/dataflow programming models and shown scalability in some cases to hundreds of thousands of cores. Much of our software is in active development through open source projects. Concepts from FOX are being pursued in next generation exascale operating systems. Our OS work focused on adaptive, application tailored OS services optimized for multi → many core processors. We developed a new operating system NIX that supports role-based allocation of cores to processes which was released to open source. We contributed to the IBM FusedOS project, which promoted the concept of latency-optimized and throughput-optimized cores. We built a task queue library based on distributed, fault tolerant key-value store and identified scaling issues. A second fault tolerant task parallel library was developed, based on the Linda tuple space model, that used low level interconnect primitives for optimized communication. We designed fault tolerance mechanisms for task parallel computations

    The study, conducted by Foster Wheeler Corporation, was funded by the U.S. Trade and Development Agency on behalf of Lithuania's Ministry of Energy. The Mazheikiai Oil Refinery is the only one in the Baltic Region and serves the needs of Lithuania, Latvia, Estonia, and Kaliningrad. Before Lithuania's independence in 1990, the refinery was assured of crude supplies from Russia. However, since then the need has arisen to secure alternate sources of crude oil and the ability to process them. The purpose of the report is to provide recommendations to the Ministry of Energy for process improvements, environmental control measures, physical rehabilitation and energy conservation plans for the Mazheikiai Oil Refinery.
