    Integrated services and turnkey operations are becoming the norm for the industry, and oilfield service companies are finding themselves linked with operators and contractors in long-term service contracts that would never have been considered in the 1980`s. In this paper, the authors discuss a unique simulator that can resolve the training needs that have surfaced as a result of the rapidly changing operational concepts in the oilfield environment. They will present the concepts of the equipment simulator and capabilities of the global simulator methodology, and they will use an actual case history to describe in detail how the equipment simulator was used offshore on a recent well-test job in the Gulf Coast area to introduce a new well-test tool and to train a new design engineer. With this information, the authors conclude that the use of the simulator will provide unparalleled training support for oilfield equipment and system applications and facilitate efficient development of integrated solutions for oilfield projects.

    Today`s oilfield service environment has undergone significant change from that which existed ten years ago. Integrated services and turnkey operations are becoming the norm for the industry, and oilfield service companies are finding themselves linked with operators and contractors in long-term service contracts that would never have been considered in the 80`s. While these new alliances may prove to be the catalyst for energizing economic growth in the oilfield, they bring with them their own set of operational problems. For example, the integrated solutions approach requires that all parties have a thorough understanding of overall economic and operational project parameters as well as a defined area for which each must take responsibility. Obviously, therefore, to meet the demands of the integrated solutions concept, {open_quotes}the partners{close_quotes} must be able to properly assess all project needs so that the solution provided accomplishes the economic and operational goals for all involved. This means that each must have a detailed technical understanding of a wide variety of equipment, systems and available resources. This is the area in which a major drawback to the integrated solutions concept often occurs - it has been difficult to provide a fast, efficient method to keep users abreast of the continuing enhancements to a technology that already appears to be state-of-the art! Additionally, development of unique systems often results from the combined efforts of integrated teams, and in order to ensure that the systems will provide the expected results, it is equally as important to be able to provide training for the personnel that are responsible for the day-to-day use and maintenance of the new systems.

    The GKTC was created at the Kyiv Institute of Nuclear Research as a result of collaborative efforts between the United States and Ukraine. The GKTC has been designated by the Ukrainian Government to provide the MPC&A training and methodological assistance to nuclear facilities and nuclear specialists. In 2010 the GKTC has conducted the planned assessment of training needs of Ukrainian MPC&A specialists. The objective of this work is to acquire the detailed information about the number of MPC&A specialists and guard personnel, who in the coming years should receive the further advanced training. As a result of the performed training needs evaluation the GKTC has determined that in the coming years a number of new training courses need to be developed. Some training courses are already in the process of development. Also taking into account the specific of activity on the guarding of nuclear facilities, GKTC has begun to develop the specialized training courses for the guarding unit personnel. The evaluation of needs of training of Ukrainian specialists on the physical protection shows that without the technical base of learning is not possible to satisfy the needs of Ukrainian facilities, in particular, the need for further training of specialists who maintains physical protection technical means, provides vulnerability assessment and testing of technical means. To increase the training effectiveness and create the basis for specialized training courses holding the GKTC is now working on the construction of an Interior (non-classified) Physical Protection Training Site. The objective of this site is to simulate the actual conditions of the nuclear facility PP system including the complex of engineering and technical means that will help the GKTC training course participants to consolidate the knowledge and gain the practical skills in the work with PP system engineering and technical means for more effective performance of their official duties.     The BestPractices program area, which has evolved into the Save Energy Now (SEN) Initiative, is a component of the U.S. Department of Energy's (DOE's) Industrial Technologies Program (ITP) that provides technical assistance and disseminates information on energy-efficient technologies and practices to U.S. industrial firms. The BestPractices approach to information dissemination includes conducting training sessions which address energy-intensive systems (compressed air, steam, process heat, pumps, motors, and fans) and distributing DOE software tools on those same topics. The current report documents a recent Oak Ridge National Laboratory (ORNL) study undertaken to determine the implementation rate, attribution rate, and reduction factor for industrial end-users who received BestPractices training and registered software in FY 2006. The implementation rate is the proportion of service recipients taking energy-saving actions as a result of the service received. The attribution rate applies to those individuals taking energy-saving actions as a result of the services received and represents the portion of the savings achieved through those actions that is due to the service. The reduction factor is the saving that is realized from program-induced measures as a proportion of the potential savings that could be achieved if all service recipients took action. In addition to examining those factors, the ORNL study collected information on selected characteristics of service recipients, the perceived value of the services provided, and the potential energy savings that can be achieved through implementation of measures identified from the training or software. Because the provision of training is distinctly different from the provision of software tools, the two efforts were examined independently and the findings for each are reported separately.

    The time dependence of heating in solar active regions can be studied by analyzing the slope of the emission measure distribution coolward of the peak. In a previous study we showed that low-frequency heating can account for 0% to 77% of active region core emission measures. We now turn our attention to heating by a finite succession of impulsive events for which the timescale between events on a single magnetic strand is shorter than the cooling timescale. We refer to this scenario as a 'nanoflare train' and explore a parameter space of heating and coronal loop properties with a hydrodynamic model. Our conclusions are (1) nanoflare trains are consistent with 86% to 100% of observed active region cores when uncertainties in the atomic data are properly accounted for; (2) steeper slopes are found for larger values of the ratio of the train duration {Delta} {sub H} to the post-train cooling and draining timescale {Delta} {sub C}, where {Delta} {sub H} depends on the number of heating events, the event duration and the time interval between successive events ({tau} {sub C}); (3) {tau} {sub C} may be diagnosed from the width of the hot component of the emission measure provided that the temperature bins are much smaller than 0.1 dex; (4) the slope of the emission measure alone is not sufficient to provide information about any timescale associated with heating-the length and density of the heated structure must be measured for {Delta} {sub H} to be uniquely extracted from the ratio {Delta} {sub H}/{Delta} {sub C}.

The IRIS reactor offers a very suitable source of energy given its modular size of 300 MWe and it can be coupled with a desalination plant to provide the potable water for human consumption, agriculture and industry. The present paper assess the water and energy requirements for the Northwest region of Mexico and how the deployment of the IRIS reactor can satisfy those necessities. The possible sites for deployment of Nuclear Reactors are considered given the seismic constraints and the closeness of the sea for external cooling. And in the other hand, the size of the desalination plant and the type of desalination process are assessed accordingly with the water deficit of the region.

    The Federal Energy Regulatory Commission (FERC) expanded its authority under the Energy Policy Act of 1992 and issued a Policy Statement on July 30, 1993, for the formation of Regional Transmission Groups (RTGs). In this Policy Statement, FERC laid out a minimum of seven components of RTG Governing Agreements. The purpose of the policy is for an RTG to become an effective instrument in enhancing competition in generation markets, and providing transmission access to requesting entities. The key components of the RTGs are: Coordinated Transmission Planning, Access Rules, Pricing Principles, Dispute Resolution, and adequate consultation and coordination with state regulatory commissions and other stakeholders. Though it is the responsibility of each regulated utility to obtain approval on transmission projects from its respective state commission and siting authority, the RTGs would create a mechanism to keep all commissions and other stakeholders informed on the development and finalization of new transmission projects. This would be done by providing copies of planning studies performed in the technical and economical evaluation of these projects.

    The Permian Basin Carbon Capture, Utilization and Storage (CCUS) Training Center was one of seven regional centers formed in 2009 under the American Recovery and Reinvestment Act of 2009 and managed by the Department of Energy. Based in the Permian Basin, it is focused on the utilization of CO2 Enhanced Oil Recovery (EOR) projects for the long term storage of CO2 while producing a domestic oil and revenue stream. It delivers training to students, oil and gas professionals, regulators, environmental and academia through a robust web site, newsletter, tech alerts, webinars, self-paced online courses, one day workshops, and two day high level forums.     To assess the impact of energy efficiency expert evaluation (E4) training and field audits performed since 2007, the Federal Energy Management Program (FEMP) undertook a follow-up study on the implementation of E4 recommendations and an analysis of energy savings. The building property manager and O and M contractor of each facility were interviewed to obtain feedback and implementation status of the E4 recommendations. Overall, there were more than 160 recommendations documented in the E4 reports; about 50% of these recommendations were fully implemented and the remaining 50% either partially implemented or not implemented. In four buildings, the E4 recommendations were aligned with American Recovery and Reinvestment Act of 2009 (ARRA) projects replacing HVAC equipment or upgrading the building control system. The E4 recommendations were not followed-up in two buildings because of uncertainty of the long-term use of the facility or personnel changes. Results of this followon study are reported in this document.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Tennessee Army National Guard (TNARNG) property near Smyrna, Tennessee. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Grubbs/Kyle Training Center property, the requirement of the Department of Defense Installation Restoration Program.

After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    For the next 30 years, the main activities at the US Department of Energy (DOE) Hanford Site will involve the management, handling, and cleanup of toxic substances. If the DOE is to meet its high standards of safety, the thousands of workers involved in these activities will need systematic training appropriate to their tasks and the risks associated with these tasks. Furthermore, emergency response for DOE shipments is the primary responsibility of state, tribal, and local governments. A collaborative training initiative with the DOE will strengthen emergency response at the Hanford Site and within the regional communities. Local and international labor has joined the Hazardous Materials Management and Emergency Response (HAMMER) partnership, and will share in the HAMMER Training Center core programs and facilities using their own specialized trainers and training programs. The HAMMER Training Center will provide a centralized regional site dedicated to the training of hazardous material, emergency response, and fire fighting personnel.

CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS is designed using R-Base.RTM., an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches.

    More than 100 people participated in a discussion session at the DIS08 workshop on the topic What HERA may provide. A summary of the discussion with a structured outlook and list of desirable measurements and theory calculations is given. The HERA accelerator and the HERA experiments H1, HERMES and ZEUS stopped running in the end of June 2007. This was after 15 years of very successful operation since the first collisions in 1992. A total luminosity of {approx} 500 pb{sup -1} has been accumulated by each of the collider experiments H1 and ZEUS. During the years the increasingly better understood and upgraded detectors and HERA accelerator have contributed significantly to this success. The physics program remains in full swing and plenty of new results were presented at DIS08 which are approaching the anticipated final precision, fulfilling and exceeding the physics plans and the previsions of the upgrade program. Most of the analyses presented at DIS08 were still based on the so called HERA I data sample, i.e. data taken until 2000, before the shutdown for the luminosity upgrade. This sample has an integrated luminosity of {approx} 100 pb{sup -1}, and the four times larger statistics sample from HERA II is still in the process of being analyzed.

    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training.     The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1.     The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    Two solitons in an optical fiber can form pairs in which the double-humped shape is maintained even when the pair is shifted in frequency by the Raman effect. We show here analytically that this is possible even when the two solitons have unequal power. We discuss the forces that cause relative motion of the two solitons, and determine a condition for balance, i.e., for a pair to maintain their separation while the phase keeps evolving. At a specific parameter point we find a solution in which even the phase profile of the pulse pair is maintained. We then discuss that this special point exists also for multipeak structures, or soliton trains. These trains can move as an entity due to Raman shifting. The results are tested by numerical simulation. A comparison to literature reveals that both the rotating phase pair and the constant phase soliton pair apparently have been seen before by others in numerical simulations. Our treatment provides the general framework.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

In response to these rules, the U.S. Department of Energy (DOE), Transportation Management Division (TMD), has developed a transportation safety training program. This program supplies designed instructional methodology and course materials to provide basic levels of DOT training to personnel for whom training has become mandatory. In addition, this program provides advanced hazardous waste and radioactive material packaging and transportation training to help personnel achieve proficiency and/or certification as hazardous waste and radioactive material shippers.     Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

    Since the mid-1990s the governments of the United States (U.S.) and the Russian Federation (RF) have been collaborating on nonproliferation projects, particularly in the protection of nuclear material through the Department of Energy's (DOE) National Nuclear Security Administration (NNSA). To date, this collaboration has resulted in upgrades to more than 72 RF Ministry of Defense (MOD) sensitive sites and facilities. These upgrades include physical protection systems (PPS), facilities to ensure material remains secure in various configurations, and infrastructure to support, maintain, and sustain upgraded sites. Significant effort on the part of both governments has also been expended to ensure that personnel obtain the necessary skills and training to both operate and maintain the security systems, thereby ensuring long term sustainability. To accomplish this, initial vendor training on physical protection systems was provided to key personnel, and an approved training curriculum was developed to teach the skills of operating, managing, administering, and maintaining the installed physical protection systems. This approach also included documentation of the processes and procedures to support infrastructure, requisite levels of maintenance and testing of systems and equipment, lifecycle management support, inventory systems and spare parts caches. One of the core components in the U.S. exit strategy and full transition to the RF MOD is the development and utilization of regional centers to facilitate centralized training and technical support to upgraded MOD sites in five regions of the RF. To date, two regional centers and one regional classroom facility are functional, and two additional regional centers are currently under construction. This paper will address the process and logistics of regional center establishment and the future vision for integrated regional center support by the RF MOD.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

    We develop, analyze, and test a training algorithm for support vector machine cla.'>sifiers without offset. Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

The number of nuclear-trained faculty is an indicator of the means for producing nuclear scientists. The currently experienced decline in nuclear faculty is resulting in decreases in graduate students in nuclear fields and a decrease at the undergraduate level of nuclear awareness. An apparent shortfall between supply and demand is identified and discussed.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty

    The intent of this project was to expand Northern Virginia Community College's capability to offer training to support the Biotechnology Industry in the northern Virginia region. The general goal of this project was to create a College Biotechnology Program; specific goals of the project were to a) design curricula/courses to prepare students to become entry-level lab technicians, b) redesign and equip lab space to better suit the needs of the program, c) develop partnerships with the local industry through outreach and the formation on an advisory board, d) recruit students into the program, and e) provide instructional support for local high school teachers. At the end of the grant period, NOVA has successfully created two new curricula in biotechnology: an Associate of Applied Science (A.A.S.) in Biotechnology (initiated in Fall 2008) and a Career Studies Certificate for Biotechnology Lab Technicians (to be initiated in Fall 2010). These curricula were designed with advice from an external advisory committee which is comprised of representatives from industry, transfer institutions and high school administrators. To date, almost all courses have been designed and piloted; the equipment needed for the courses and the initial supplies were paid for by the grant as was the re-modeling of some lab space to be used for the biotech courses. In order to market the program, the NOVA Biotech Program has also established relationships with the local high schools. Presentations were given at several local high schools and on-site workshops were held for high school students and teachers. As a result, close to 1000 students have attended program open houses, presentations within the high schools, or workshops held in the summer. Over 100 teachers have received information and/or training in biotechnology. These outreach efforts as well as high quality curricula have started to attract a number of students to the program for example, there are currently 70 students

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    The fallout from a nuclear explosion has the potential to injure or kill 100,000 or more people through exposure to external gamma (fallout) radiation. Existing buildings can reduce radiation exposure by placing material between fallout particles and exposed people. Lawrence Livermore National Laboratory was tasked with developing an operationally feasible methodology that could improve fallout casualty estimates. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.

    We proposed to identify a set of about 10 urban areas across the western U.S., and hourly precipitation data within each of these areas, which were extracted from the NCDC TD 3240. We also proposed to analyze the annual maximum series of precipitation extremes simulated for NARCCAP (using Reanalysis boundary forcing) for the grid cells close to station data, and to compare the distributions of annual maximum precipitation for accumulation intervals ranging from one to 28 hours. Recognizing that there may inevitably be differences between the station data and RCM grid cell values, we proposed to examine the scale dependence in the distributions of extremes.

    Our knowledge of the diffuse emission that encompasses active regions is very limited. In this paper we investigate two off-limb active regions, namely, AR 10939 and AR 10961, to probe the underlying heating mechanisms. For this purpose, we have used spectral observations from Hinode/EIS and employed the emission measure (EM) technique to obtain the thermal structure of these diffuse regions. Our results show that the characteristic EM distributions of the diffuse emission regions peak at log T = 6.25 and the coolward slopes are in the range 1.4-3.3. This suggests that both low- as well as high-frequency nanoflare heating events are at work. Our results provide additional constraints on the properties of these diffuse emission regions and their contribution to the background/foreground when active region cores are observed on-disk.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications.     The Hazardous Materials Management and Emergency Response (HAMMER) Training Center will provide for classroom lectures and hands-on practical training in realistic situations for workers and emergency responders who are tasked with handling and cleanup of toxic substances. The primary objective of the HAMMER project is to provide hands-on training and classroom facilities for hazardous material workers and emergency responders. This project will also contribute towards complying with the planning and training provisions of recent legislation. In March 1989 Title 29 Code of Federal Regulations Occupational Safety and Health Administration 1910 Rules and National Fire Protection Association Standard 472 defined professional requirements for responders to hazardous materials incidents. Two general types of training are addressed for hazardous materials: training for hazardous waste site workers and managers, and training for emergency response organizations.

    NRC licensees at decommissioning nuclear facilities submit License Termination Plans (LTP) or Decommissioning Plans (DP) to NRC for review and approval. To facilitate a uniform and consistent review of these plans, the NRC developed training for its staff. A live classroom course was first developed in 2005, which targeted specific aspects of the LTP and DP review process related to dose-based compliance demonstrations or modeling. A web-based training (WBT) course was developed in 2006 and 2007 to replace the classroom-based course. The advantage of the WBT is that it will allow for staff training or refreshers at any time, while the advantage of a classroom-based course is that it provides a forum for lively discussion and the sharing of experience of classroom participants. The objective of this course is to train NRC headquarters and regional office staff on how to review sections of a licensee's DP or LTP that pertain to dose modeling. The DP generally refers to the decommissioning of non-reactor facilities, while the LTP refers specifically to the decommissioning of reactors. This review is part of the NRC's licensing process, in which the NRC determines if a licensee has provided a suitable technical basis to support derived concentration guideline levels (DCGLs)1 or dose modeling analyses performed to demonstrate compliance with dose-based license termination rule criteria. This type of training is one component of an organizational management system. These systems 'use a range of practices to identify, create, represent, and distribute knowledge for reuse, awareness and learning'. This is especially important in an organization undergoing rapid change or staff turnover to retain organizational information and processes. NRC is committed to maintaining a dynamic program of training, development, and knowledge transfer to ensure that the NRC acquires and maintains the competencies needed to accomplish its mission.     In this study, we attempt to provide a comprehensive examination of various market and policy barriers to demand response providing ancillary services in both ISO/RTO and non-ISO/RTO regions, especially at the program provider level. It is useful to classify barriers in order to create a holistic understanding and identify parties that could be responsible for their removal. This study develops a typology of barriers focusing on smaller customers that must rely on a program provider (i.e., electric investor owned utility or IOU, ARC) to create an aggregated DR resource in order to bring ancillary services to the balancing authority. The barriers were identified through examinations of regulatory structures, market environments, and product offerings; and discussions with industry stakeholders and regulators.

    In 2011, the Tribe proposed and was awarded the Training in Building Audit Technologies grant from the DOE in the amount of $55,748 to contract for training programs for infrared cameras, blower door technology applications and building systems. The coursework consisted of; Infrared Camera Training: Level I - Thermal Imaging for Energy Audits; Blower Door Analysis and Building-As-A-System Training, Building Performance Institute (BPI) Building Analyst; Building Envelope Training, Building Performance Institute (BPI) Envelope Professional; and Audit/JobFLEX Tablet Software. Competitive procurement of the training contractor resulted in lower costs, allowing the Tribe to request and receive DOE approval to additionally purchase energy audit equipment and contract for residential energy audits of 25 low-income Tribal Housing units. Sault Tribe personnel received field training to supplement the classroom instruction on proper use of the energy audit equipment. Field experience was provided through the second DOE energy audits grant, allowing Sault Tribe personnel to join the contractor, Building Science Academy, in conducting 25 residential energy audits of low-income Tribal Housing units.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    A compliant cantilevered three-dimensional micromold is provided. The compliant cantilevered micromold is suitable for use in the replication of cantilevered microparts and greatly simplifies the replication of such cantilevered parts. The compliant cantilevered micromold may be used to fabricate microparts using casting or electroforming techniques. When the compliant micromold is used to fabricate electroformed cantilevered parts, the micromold will also comprise an electrically conducting base formed by a porous metal substrate that is embedded within the compliant cantilevered micromold. Methods for fabricating the compliant cantilevered micromold as well as methods of replicating cantilevered microparts using the compliant cantilevered micromold are also provided.

    The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

Using Pavlovian techniques, researchers were able to train the bees to give a positive detection response via the PER when exposed to vapors from TNT, C4, and TATP explosives. The Stealthy Insect Sensor Project was born out of a global threat from the growing use of improvised explosive devices or IEDs, especially those that present a critical vulnerability for American military troops in Iraq and Afghanistan, and as an emerging danger for civilians worldwide. Current strategies to detect explosives are expensive and, in the case of trained detection dogs, too obtrusive to be used very discreetly. With bees however, they are small and discreet, offering the element of surprise. They're also are inexpensive to maintain and even easier to train than dogs. As a result of this need, initial funding for the work was provided by a development grant from the Defense Advanced Research Projects Agency.

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

OSHA`s final rule for hazardous waste operators was published in the Federal Register of March 6, 1989 (54 FR 9294). Combined with the materials in Volumes I and III and with appropriate site-specific information, these materials will help DOE contractors to meet the requirements of 1910.120 (e) that ``on-site management and supervisors directly responsible for, or who supervise employees engaged in, hazardous waste operations`` receive the same initial training as that of the employees they supervise and at least eight additional hours of specialized training in managing hazardous waste operations.

    Following assessments that attacks with radiological and nuclear weapons are possible, detection system deployments are being supported at national and local levels. Detection systems include both, highly sensitive but non-discriminating detectors, as well as detectors and algorithms capable of distinguishing and identifying gamma rays by energy. The latter systems, usually handheld systems based on sodium iodide detectors, also provide analysis of the specific radionuclides present and are referred to as radioisotope identifiers (RIIDs). Studies have shown that sodium iodide based RIIDs fall far short of 100% accurate identifications. The U.S. Department of Homeland Security (DHS) initiated the Regional Reachback (RRB) Program in 2006 to provide rapid expert interpretation of gamma spectroscopic data from radiation alarms from detection systems deployed by state and local authorities. With expert specialists on call 24/7, RRB provides an avenue for local and state authorities to verify routine results, interpret unknown identifications, and notify national response assets if needed. This paper will provide details of the RRE3 program, an outline of the analysis process, a description of the drills and training systems used to maintain specialists response performance, and examples of drills and incidents from the first full year of operation.

    This paper summarizes the current scientific evidence that improved indoor environmental quality can improve work performance and health. The review indicates that work and school work performance is affected by indoor temperature and ventilation rate. Pollutant source removal can sometimes improve work performance. Based on formal statistical analyses of existing research results, quantitative relationships are provided for the linkages of work performance with indoor temperature and outdoor air ventilation rate. The review also indicates that improved health and related financial savings are obtainable from reduced indoor tobacco smoking, prevention and remediation of building dampness, and increased ventilation. Example cost-benefit analyses indicate that many measures to improve indoor temperature control and increase ventilation rates will be highly cost effective, with benefit-cost ratios as high as 80 and annual economic benefits as high as $700 per person.

    The head of an optical fiber comprising the sensing probe of an optical heterodyne sensing device includes a planar surface that intersects the perpendicular to axial centerline of the fiber at a polishing angle .theta.. The planar surface is coated with a reflective material so that light traveling axially through the fiber is reflected transverse to the fiber's axial centerline, and is emitted laterally through the side of the fiber. Alternatively, the planar surface can be left uncoated. The polishing angle .theta. must be no greater than 39.degree. or must be at least 51.degree.. The emitted light is reflected from adjacent biological tissue, collected by the head, and then processed to provide real-time images of the tissue. The method for forming the planar surface includes shearing the end of the optical fiber and applying the reflective material before removing the buffer that circumscribes the cladding and the core.

    Currently, a website dedicated to enhancing communication and dissemination of criticality safety information is sponsored by the U.S. Department of Energy (DOE) Nuclear Criticality Safety Program (NCSP). This website was developed as part of the DOE response to the Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 97-2, which reflected the need to make criticality safety information available to a wide audience. The website is the focal point for DOE nuclear criticality safety (NCS) activities, resources and references, including hyperlinks to other sites actively involved in the collection and dissemination of criticality safety information. The website is maintained by the Lawrence Livermore National Laboratory (LLNL) under auspices of the NCSP management. One area of the website contains a series of Nuclear Criticality Safety Engineer Training (NCSET) modules. During the past few years, many users worldwide have accessed the NCSET section of the NCSP website and have downloaded the training modules as an aid for their training programs. This trend was remarkable in that it points out a continuing need of the criticality safety community across the globe. It has long been recognized that training of criticality safety professionals is a continuing process involving both knowledge-based training and experience-based operations floor training. As more of the experienced criticality safety professionals reach retirement age, the opportunities for mentoring programs are reduced. It is essential that some method be provided to assist the training of young criticality safety professionals to replenish this limited human expert resource to support on-going and future nuclear operations.     This report serves to document contract deliverables considered to be of continuing interest associated with two workshops conducted as part of an initial assessment of Material Protection, Control, and Accounting (MPC&A) training needs of the Newly Independent and Baltic States (NIS/Baltics). These workshops were held in Kiev, Ukraine, ca. 2003-2004, with the assistance of personnel from the George Kuzmycz Training Center (GKTC) of the Kiev Institute of Nuclear Research (KINR). Because of the dominant role Ukraine plays in the region in terms of the nuclear industry, one workshop focused exclusively on Ukrainian training needs, with participants attending from twelve Ukrainian organizations (plus U.S. DOE/NNSA representatives). The second workshop included participation by a further ten countries from the NIS/Baltics region. In addition, the training needs data developed during the workshop were supplemented by the outcomes of surveys and studies conducted by the GKTC.

This report examines ITC-25 training content, delivery me thods, scheduling, and logistics.
