    U.S. oil production forecast update reflects lower rig count Lower oil prices and fewer rigs drilling for crude oil are expected to slow U.S. oil production growth this year and in 2016. U.S. crude oil production is still expected to average 9.2 million barrels per day this year. That's up half a million barrels per day from last year and the highest output level in more than four decades. A substantial part of the year-over-year increase reflects rapid production growth throughout 2014.

    This document outlines the significant accomplishments of fiscal year 1998 for the Tank Waste Remediation System (TWRS) Project Hanford Management Contract (PHMC) team. Opportunities for improvement to better meet some performance expectations have been identified. The PHMC has performed at an excellent level in administration of leadership, planning, and technical direction. The contractor has met and made notable improvement of attaining customer satisfaction in mission execution. This document includes the team`s recommendation that the PHMC TWRS Performance Expectation Plan evaluation rating for fiscal year 1998 be an Excellent.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    A polymeric scintillator has a reflective layer adhered to the exterior surface thereof. The reflective layer comprises a reflective pigment and an adhesive binder. The adhesive binder includes polymeric material from which the scintillator is formed. A method of forming the polymeric scintillator having a reflective layer adhered to the exterior surface thereof is also provided. The method includes the steps of (a) extruding an inner core member from a first amount of polymeric scintillator material, and (b) coextruding an outer reflective layer on the exterior surface of the inner core member. The outer reflective layer comprises a reflective pigment and a second amount of the polymeric scintillator material.

    The Department of Energy's Geothermal Program serves two broad purposes: (1) to assist industry in overcoming near-term barriers by conducting cost-shared research and field verification that allows geothermal energy to compete in today's aggressive energy markets; and (2) to undertake fundamental research with potentially large economic payoffs. The four categories of work used to distinguish the research activities of the Geothermal Program during FY 2000 reflect the main components of real-world geothermal projects. These categories form the main sections of the project descriptions in this Research Update. Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermal systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal reservoirs and enhanced geothermal systems. Research in various reservoir analysis techniques is generating a wide range of information that facilitates development of improved reservoir management tools. Drilling Technology focuses on developing improved, economic drilling and completion technology for geothermal wells. Ongoing research to avert lost circulation episodes in geothermal drilling is yielding positive results. Conversion Technology research focuses on reducing costs and improving binary conversion cycle efficiency, to permit greater use of the more abundant moderate-temperature geothermal resource, and on the development of materials that will improve the operating characteristics of many types of geothermal energy equipment. Increased output and improved performance of binary cycles will result from investigations in heat cycle research.

    Determination of two critical neutral beam parameters, power and divergence, are affected by the reflection of a fraction of the incident energy from the surface of the measuring calorimeter. On the TFTR Neutral Beam Test Stand, greater than 30% of the incident power directed at the target chamber calorimeter was unaccounted for. Most of this loss is believed due to reflection from the surface of the flat calorimeter, which was struck at a near grazing incidence (12{degrees}). Beamline calorimeters, of a ``V``-shape design, while retaining the beam power, also suffer from reflection effects. Reflection, in this latter case, artificially peaks the power toward the apex of the ``V``, complicating the fitting technique, and increasing the power density on axis by 10 to 20%; an effect of import to future beamline designers. Agreement is found between measured and expected divergence values, even with 24% of the incident energy reflected.

    The authors compare seismic refraction and reflection results along the PASSCAL/COCORP 40{degree}N transect in the northern Basin and Range of Nevada in order to determine the origin of the prominent reflections from the deep crystalline crust. Reflection data along the transect show a thick zone of discontinuous, subhorizontal reflections, beginning at 4-6 s two-way traveltime (10-20 km depth) and ending at 9-11 s (27-35 km). Two independently derived velocity models, based on refraction data, are largely similar and agree on many important aspects of the reflectivity-velocity relation. Both models show that the top of the reflective zone lies 3-8 km above a prominent mid-crustal velocity discontinuity, which is interpreted to separate bulk silicic from bulk dioritic-gabbroic crust; in most places, the silicic mid-crust is more strongly reflective than the mafic lower crust. This pattern is expected in areas where ductile shearing is the mechanism responsible for the reflectivity. One of the velocity models, however, suggests that, in places, the strongest reflectivity spans both the middle (6.1-6.3 km/s) and lower (6.6 km/s) crust; this pattern suggests that the combined influence of ductile strain fabrics and mafic intrusions gives rise to crustal reflections. Both models show that the lowermost crust and crust/mantle transition are highly reflective, also suggesting the presence of mafic and/or ultramafic intrusions. Thus the observed reflection patterns suggest that ductile shearing and the intrusion of mantle-derived magma - both of which are likely to have accompanied the extreme Cenozoic extension - are important factors in generating deep crustal reflections.

    Fluor Hanford is completing D&D of the K East Basin at the U.S. Department of Energy's (DOE's) Hanford Site in southeastern Washington State this spring, with demolition expected to begin in June. Located about 400 yards from the Columbia River, the K East Basin is one of two indoor pools that formerly contained irradiated nuclear fuel, radioactive sludge and tons of contaminated debris. In unique and path-breaking work, workers finished removing the spent fuel from the K Basins in 2004. In May 2007, workers completed vacuuming the sludge into containers in the K East Basin, and transferring it into containers in the K West Basin. In December, they finished vacuuming the remainder of K West Basin sludge into these containers. The K East Basin was emptied of its radioactive inventory first because it was more contaminated than the K West Basin, and had leaked in the past. In October 2007, Fluor Hanford began physical D&D of the 8,400-square foot K East Basin by pouring approximately 14-inches of grout into the bottom of it. Grout is a type of special cement used for encasing waste. Two months later, Fluor Hanford workers completed sluicing contaminated sand from the large filter that had sieved contaminants from the basin water for more than 50 years. Next, they poured grout into the filter housing and the vault that surrounds the filter, as well as into ion exchange columns that also helped filter basin water. For a six-week period in February and March, personnel drained the approximately one million gallons of contaminated water from the K East Basin. The effort required more than 200 tanker truck loads that transported the water to an effluent treatment facility for treatment and then release. A thin fixative was also applied to the basin walls as the water was removed to hold residual contamination in place. As soon as the water was out of the basin, Fluor pumped in approximately 18 feet of 'controlled density fill' material (somewhat similar to sand) to shield

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    Solar photovoltaics (PV) is the dominant type of distributed generation (DG) technology interconnected to electric distribution systems in the United States, and deployment of PV systems continues to increase rapidly. Considering the rapid growth and widespread deployment of PV systems in United States electric distribution grids, it is important that interconnection procedures be as streamlined as possible to avoid unnecessary interconnection studies, costs, and delays. Because many PV interconnection applications involve high penetration scenarios, the process needs to allow for a sufficiently rigorous technical evaluation to identify and address possible system impacts. Existing interconnection procedures are designed to balance the need for efficiency and technical rigor for all DG. However, there is an implicit expectation that those procedures will be updated over time in order to remain relevant with respect to evolving standards, technology, and practical experience. Modifications to interconnection screens and procedures must focus on maintaining or improving safety and reliability, as well as accurately allocating costs and improving expediency of the interconnection process. This paper evaluates the origins and usefulness of the capacity penetration screen, offers potential short-term solutions which could effectively allow fast-track interconnection to many PV system applications, and considers longer-term solutions for increasing PV deployment levels in a safe and reliable manner while reducing or eliminating the emphasis on the penetration screen.

    DOE-RL has set clear expectations for a cost-effective approach for achieving compliance with the Nuclear Safety Management requirements (10 CFR 830, Nuclear Safety Rule) which will ensure long-term benefit to Hanford. To facilitate implementation of these expectations, tools were developed to streamline and standardize safety analysis and safety document development resulting in a shorter and more predictable DOE approval cycle. A Hanford Safety Analysis and Risk Assessment Handbook (SARAH) was issued to standardized methodologies for development of safety analyses. A Microsoft Excel spreadsheet (RADIDOSE) was issued for the evaluation of radiological consequences for accident scenarios often postulated for Hanford. A standard Site Documented Safety Analysis (DSA) detailing the safety management programs was issued for use as a means of compliance with a majority of 3009 Standard chapters. An in-process review was developed between DOE and the Contractor to facilitate DOE approval and provide early course correction. As a result of setting expectations and providing safety analysis tools, the four Hanford Site waste management nuclear facilities were able to integrate into one Master Waste Management Documented Safety Analysis (WM-DSA).

This Class Deviation was previously provided in Policy Flash 2012-40. The Class Deviation has been updated to reflect additional direction to federal agencies contained in Civilian Agency Acquisition Letter 2014-01. Solicitation provisions are now included for FY 2012 and 2013 funding actions, and for FY 2014 and subsequent year funding actions. A FAR case has been initiated to formally incorporate the guidance into the FAR.

    Solid inflation is an effective field theory of inflation in which isotropy and homogeneity are accomplished via a specific combination of anisotropic sources (three scalar fields that individually break isotropy). This results in specific observational signatures that are not found in standard models of inflation: a non-trivial angular dependence for the squeezed bispectrum, and a possibly long period of anisotropic inflation (to drive inflation, the ''solid'' must be very insensitive to any deformation, and thus background anisotropies are very slowly erased). In this paper we compute the expected level of statistical anisotropy in the power spectrum of the curvature perturbations of this model. To do so, we account for the classical background values of the three scalar fields that are generated on large (superhorizon) scales during inflation via a random walk sum, as the perturbation modes leave the horizon. Such an anisotropy is unavoidably generated, even starting from perfectly isotropic classical initial conditions. The expected level of anisotropy is related to the duration of inflation and to the amplitude of the squeezed bispectrum. If this amplitude is close to its current observational limit (so that one of the most interesting predictions of the model can be observed in the near future), we find that a level of statistical anisotropy F{sup 2} gives frozen and scale invariant vector perturbations on superhorizon scales.

    The Model for Prediction Across Scales (MPAS) is a modeling framework developed jointly between NCAR and LANL, built to allow core developers to: rapidly develop new dynamical cores, and leverage improvements made to shared codes. MPAS-Ocean (MPAS-O) is a functioning ocean model capable of high resolution, or highly vairable resolution simulations. The first MPAS-O publication is expected by the end of the year.

To develop the technology needed to harness the Nation's vast geothermal resources, DOE's Office of Geothermal Technologies oversees a network of national laboratories, industrial contractors, universities, and their subcontractors. The goals are: (1) Double the number of States with geothermal electric power facilities to eight by 2006; (2) Reduce the levelized cost of generating geothermal power to 3-5 cents per kWh by 2007; and (3) Supply the electrical power or heat energy needs of 7 million homes and businesses in the United States by 2010.
