    The US Environmental Protection Agency is proposing a regulation for the protection of the public and radioactive contamination at sites that are to be cleaned up and released for public use. The rule will apply to sites under the control of Federal agencies, and will impose limits on radiation doses to individuals living or working on a site following cleanup; it will thereby provide site owners and managers with uniform, consistent cleanup criteria for planning and carrying out remediation. This paper presents an overview of EPA`s approach to assessing some of the beneficial and adverse effects associated with various possible values for the annual dose limit. In particular, it discusses the method developed to determine how the choice of cleanup criterion affects (1) the time-integrated potential numbers of non-fatal and fatal radiogenic cancers averted among future populations, (2) the occurrence of radiogenic cancers among remediation workers and the public caused by the cleanup process itself, and (3) the volumes of contaminated soil that may require remediation. The analytic methods described here were used to provide input data and assumptions for the Regulatory Impact Analysis (RIA) that supports the proposed regulation; the RIA also considered non-radiological benefits and costs (i.e., public health, economic, and ecological) of the standards. 56 refs., 4 figs., 6 tabs.

  9. Application of EPA regulations to low-level radioactive waste

    The survey reported here was conducted with the intent of identifying categories of low-level radioactive wastes which would be classified under EPA regulations 40 CFR Part 261 as hazardous due to the chemical properties of the waste. Three waste types are identified under these criteria as potential radioactive mixed wastes: wastes containing organic liquids; wastes containing lead metal; and wastes containing chromium. The survey also indicated that certain wastes, specific to particular generators, may also be radioactive mixed wastes. Ultimately, the responsibility for determining whether a facility's wastes are mixed wastes rest with the generator. However, the uncertainties as to which regulations are applicable, and the fact that no legal definition of mixed wastes exists, make such a determination difficult. In addition to identifying mixed wastes, appropriate methods for the management of mixed wastes must be defined. In an ongoing study, BNL is evaluating options for the management of mixed wastes. These options will include segregation, substitution, and treatments to reduce or eliminate chemical hazards associated with the wastes listed above. The impacts of the EPA regulations governing hazardous wastes on radioactive mixed waste cannot be assessed in detail until the applicability of these regulations is agreed upon. This issue is still being discussed by EPA and NRC and should be resolved in the near future. Areas of waste management which may affect generators of mixed wastes include: monitoring/tracking of wastes before shipment; chemical testing of wastes; permits for treatment of storage of wastes; and additional packaging requirements. 3 refs., 1 fig., 2 tabs.

  10. National radiation exposures and risks caused by implementing EPA`s proposed revised national primary drinking water regulations

    This report estimates risks to workers and the public associated with treatment processes and their associated waste products that would be mandated under proposed regulations of radium, radon, and uranium in drinking water. Three scenarios were examined: (1) all wastes flushed to the sanitary sewer; (2) all wastes disposed on land; (3) similar to (2) but radon removal by granulated activated carbon rather than packed tower aeration. Risks considered included accidental injury and cancer. Worker risks for both scenarios I and II were estimated to be 0.025 and 0.01 deaths per year of operation for radium-226 and radium-228, respectively. Worker risks for uranium were estimated to be 0.13 deaths/year of operation for scenario I and 0.5 deaths/year of operation for scenario II. Worker risks for radon removal were estimated to be 1.7 deaths/year of operation for scenario I and 2.2 deaths/year of operation for scenario II. Risks to the public for scenarios I and II for radium-226 were 4 {times} 10{sup {minus}4} and for radium-228 were 9 {times} 10{sup {minus}5} deaths/year of operation. Risks to the public for scenarios I and II for uranium were 7.3 {times} 10{sup {minus}2} and 2 {times} 10{sup {minus}4}, respectively. Risks to the public for scenario I and II for radon were 24 deaths/year of operation and for scenario III were nil. Public risks were quantified only for people exposed during a year of operation. For example, effects of public exposures in future years via groundwater contamination associated with landfill of treatment waste were not considered.

    Over the past several years a number of new federal environmental, health, and safety regulations have been established which address various types of lead containing materials such as lead used in solder and lead-based paint. The regulations pertain to the use, removal, disposal, and handling of lead-containing materials during maintenance activities, renovation activities, and new construction. This paper will present a review of these new regulations, the impact on and applicability to maintenance and construction activities, and the risks to human health and environment. Examples will be used to illustrate the concepts discussed. This paper should be of particular interest to electric power senior managers, plant managers, environmental managers, and environmental staff.

    What the EPA, working jointly with the states, hopes to accomplish over the next ten years in order to integrate and coordinate all the groundwater programs within the agency is discussed. Although many other EPA programs such as Superfund, Clean Air Act, and Wetlands Management are often highlighted in the media, EPA does not down rate the importance of groundwater protection. Indeed as a resource, it is one of the most important commodities. Groundwater is the basis for life in this country. Recharge rates are no where near what the withdrawal rates are in many areas of the country. Twenty-five percent of all the potable water comes from groundwater. Groundwater supplies 50 percent of the needs for all the US population. If you include strictly rural areas, it supplies 95 percent of all the use. Something that most people who are not groundwater hydrologists would not think about is the fact that groundwater is a recharge mechanism that provides over 30 percent of the flow in streams and major rivers.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    The quantitative procedures associated with noncancer risk assessment include reference dose (RfD), benchmark dose, and severity modeling. The RfD, which is part of the EPA risk assessment guidelines, is an estimation of a level that is likely to be without any health risk to sensitive individuals. The RfD requires two major judgments: the first is choice of a critical effect(s) and its No Observed Adverse Effect Level (NOAEL); the second judgment is choice of an uncertainty factor. This paper discusses major assumptions and limitations of the RfD model.

  19. Corporate planning for compliance with EPA`s proposed risk management program rule

    On October 20, 1993, the US Environmental Protection Agency (EPA) published in the Federal Register the proposed rule entitled Risk Management Programs for Chemical Accidental Release Prevention (40 CFR 68). Subsequently, on January 31, 1994, EPA published in the Federal Register the finalized list of 77 regulated toxic substances and 63 regulated flammable substances that are to be covered under the rule along with the associated threshold quantities for each substance. This list of substances will dictate which stationary sources will have to comply with the requirements of the proposed risk management program rule. The risk management program rule will most likely be finalized sometime after mid-1995. Covered facilities will then have a total of three years to achieve complete compliance with the requirements of the rule. This paper presents an approach for corporations with multiple sites to develop action plans for implementation of the risk management program rule. The process starts with a determination of which facilities are potentially covered, development of a matrix of requirements that each facility must comply with, and finally, common strategies that may be used in achieving compliance. Thus, a multi-facility corporation can develop a baseline compliance guideline document that individual plants can use in developing and implementing their risk management programs.

  20. Voluntary Environmental auditing in light of EPA`s criminal enforcement initiatives

    With the advent and encouragement of recent initiatives by EPA and state environmental regulators for the development and use by business entities of voluntary environmental compliance and audit programs has come an increased concern over the potential for criminal prosecution of individuals charged with the responsibility for ensuring environmental compliance. With the EPA avoiding the issue of whether audit findings will be used as evidence in a joint civil and criminal investigation (i.e., multi-media inspection), a sense of heightened concern has been prevalent in the regulated community. This paper will address the use of audit methodologies that incorporate law enforcement/criminal investigatory techniques as well as suggested attorney-client reporting structure that should be applied in auditing in order to prevent/mitigate the potential for criminal enforcement actions. The goals of the paper are to enable both corporate compliance managers and environmental auditors to be aware of the potential pitfalls and/or liabilities associated with compliance audit findings. Additionally, to educate auditors on when and how to take further steps, through the use of investigatory interviewing techniques, in order to develop answers to questionable data and/or confirm findings of the environmental audit to avoid civil and criminal penalties. The goals of an environment audit should be to avoid both civil and criminal prosecution through the advanced identification of liabilities and the subsequent development of protocols to achieve compliance. However, oftentimes the use of a pre-established {open_quotes}checklist.

  1. Memorandum of Understanding Between U.S. EPA Superfund and U.S. NRC

    The Environmental Protection Agency (EPA) Office of Superfund Remediation and Technology Innovation (OSRTI) and the Nuclear Regulatory Commission (NRC) are responsible for implementing the 'Memorandum of Understanding Between the Environmental Protection Agency and the Nuclear Regulatory Commission: Consultation and Finality on Decommissioning and Decontamination of Contaminated Sites'. This paper provides a brief overview of the origin of the Memorandum of Understanding (MOU), the major features of the MOU, and how the MOU has been implemented site specifically. EPA and NRC developed the MOU in response to direction from the House Committee on Appropriations to EPA and NRC to work together to address the potential for dual regulation. The MOU was signed by EPA on September 30, 2002 and NRC on October 9, 2002. The two agencies had worked on the MOU since March 2000. While both EPA and NRC have statutory authority to clean up these sites, the MOU provides consultation procedures between EPA and NRC to eliminate dual regulation. Under the MOU, EPA and NRC identified the interactions of the two agencies for the decommissioning and decontamination of NRC-licensed sites and the ways in which those responsibilities will be exercised. Except for Section VI, which addresses corrective action under the Resource Conservation and Recovery Act (RCRA), this MOU is limited to the coordination between EPA, when acting under its CERCLA authority, and NRC, when a facility licensed by the NRC is undergoing decommissioning, or when a facility has completed decommissioning, and the NRC has terminated its license. EPA believes that implementation of the MOU between the two agencies will ensure that future confusion about dual regulation does not occur regarding the cleanup and reuse of NRC-licensed sites. NRC and EPA have so far exchanged MOU consultation letters on eight NRC-licensed sites. EPA has responded to each consultation request with a letter expressing its views on actions

    Today's rapidly developing and changing technologies and industrial practices frequently carry with them the increased generation of wastes and materials which, if improperly managed, may threaten public health and the environment. The US Environmental Protection Agency is charged with the mission of protecting public health and the environment from the hazards posed by these wastes and materials. As part of its effort to achieve this mandate, it has recently adopted a Pollution Prevention Program. Among other things, the program encourages the development and adoption of processing technologies and products that will lead to reducing the aggregate generation rates for pollutants entering the environment. This paper will address EPA's efforts under its Pollution Prevention Program. The paper will address regulatory and non-regulatory action EPA has taken pursuant to the Resource Conservation and Recovery Act (RCRA), the Emergency Planning and Community Right-to-Know Act, the Pollution Prevention Act of 1990, and other Federal statutes. In addition, the paper will present case studies in pollution prevention.

    The U.S. Environmental Protection Agency (EPA) Superfund program's six Preliminary Remediation Goal (PRG) and Dose Compliance Concentration (DCC) internet based calculators for risk and dose assessment at Superfund sites are being revised to reflect better science, revisions to existing exposure scenarios and new scenarios, and changes to match up more closely with the EPA chemical regional screening level calculator. A revised version of the 1999 guidance document that provides an overview for the Superfund risk assessment process at radioactively contaminated sites, 'Radiation Risk Assessment At CERCLA Sites: Q and A', is being completed that will reflect Superfund recommended guidance and other technical documents issued over the past 13 years. EPA is also issuing a series of fact sheets in the document 'Superfund Radiation Risk Assessment: A Community Tool-kit'. This presentation would go over those changes that are expected to be finished by this spring. (authors)

With the May 26, 1997 deadline for the completion of initial PHA`s nearing and the pending approval on or before March 1996 of EPA`s Risk Management Programs (RMP) for Chemical Accidental Release Prevention ({section}40 CFR 68), PSM-covered facilities must start developing plans for compliance with one or more of the requirements of these regulations. This paper discusses some of the strategies that companies falling under Tier 3 of EPA`s RMP rule may use to comply with OSHA`s revalidation of PHA`s and the upcoming EPA rule. The paper also provides details on the use of other PSM elements for PHA revalidation (such as compliance audits and management of change), the development of schedules for PHA revalidation, preparation time, the revalidation process, and the documentation/identification of RMP hazard scenarios.

  2. EPA issues draft general permits for industrial stormwater discharges

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    US Environmental Protection Agency has proposed a vehicle control system for reducing gasoline vapors that can escape into the environment during refueling of motor vehicles. It has also has been proposed that gasoline refiners lower the volatility of commercial fuels in summer to reduce vehicle evaporative emissions.     The U.S. Environmental Protection Agency's (EPA) Integrated Risk Information System (IRIS) Program develops assessments of health effects that may result from chronic exposure to chemicals in the environment. The IRIS database contains more than 540 assessments. When supported by available data, IRIS assessments provide quantitative analyses of carcinogenic effects. Since publication of EPA's 2005 Guidelines for Carcinogen Risk Assessment, IRIS cancer assessments have implemented new approaches recommended in these guidelines and expanded the use of complex scientific methods to perform quantitative dose-response assessments. Two case studies of the application of the mode of action framework from the 2005 Cancer Guidelines are presented in this paper. The first is a case study of 1,2,3-trichloropropane, as an example of a chemical with a mutagenic mode of carcinogenic action thus warranting the application of age-dependent adjustment factors for early-life exposure; the second is a case study of ethylene glycol monobutyl ether, as an example of a chemical with a carcinogenic action consistent with a nonlinear extrapolation approach. The use of physiologically based pharmacokinetic (PBPK) modeling to quantify interindividual variability and account for human parameter uncertainty as part of a quantitative cancer assessment is illustrated using a case study involving probabilistic PBPK modeling for dichloromethane. We also discuss statistical issues in assessing trends and model fit for tumor dose-response data, analysis of the combined risk from multiple types of tumors, and application of life-table methods for using human data to derive cancer risk estimates. These issues reflect the complexity and challenges faced in assessing the carcinogenic risks from exposure to environmental chemicals, and provide a view of the current trends in IRIS carcinogenicity risk assessment.

    In December 1993, the US Environmental Protection Agency (EPA) released its final rule that sets for the details for requirements to sell reformulated gasoline (RFG) in certain ozone non-attainment areas. At the same time, EPA also issued a proposed rule to require that 30% of the oxygen required in RFG be based on a renewable oxygenate. Renewables include ethanol and its ether derivatives such as ethyl tertiary butyl ether (ETBE). The RFG rule is a final rule, while the Renewable Oxygenate Requirement (ROR) rule is a proposed rule yet to be finalized and subject to revision. Included in this paper are brief reviews of Ashland petroleum Company`s ethanol usage, oxygenated fuel and reformulated gasoline blending economics, and some comments on the EPA proposed renewable oxygenate requirement.

    The purpose of this presentation is to briefly describe the ITC, describe the Toxic Substances Control Act (TSCA) Test Submissions (TSCATS) database and how the EPA makes unpublished health and safety studies publicly available through TSCATS as a result of ITC testing recommendations and other activities and to describe some of the unpublished plant toxicity studies that are available tin TSCATS. In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the ITC to implement the initial phases of testing TSCA-regulable chemicals. Congress directed the ITC to: (1) make testing decisions on about 70,000 chemicals, (2) develop the TSCA Section 4(e) Priority Testing List, (3) coordinate chemical testing and (4) revise the List at least every six months. The creation, structure, functions and contributions of the ITC from 1977 to 1992 have been previously described. TSCATS is an EPA database. It is an online pointer file that identifies all the unpublished studies that have been submitted to EPA under TSCA sections 4 and 8 and as For Your Information studies. Most of the studies in TSCATS were submitted by manufacturers of chemicals that ITC has added to the Priority Testing List because EPA has published Federal Register notices requesting that manufacturers of ITC chemicals submit unpublished data under TSCA section 8 or conduct testing and submit the data that were developed under TSCA section 4. Data from plant toxicity studies indexed in TSCATS will be presented.

    Highlights: • EPA evoked ROS formation, [Ca{sup 2+}]{sub c} accumulation, the opening of MPTP and the phosphorylation of JNK. • EPA-induced [Ca{sup 2+}]{sub c} elevation was depended on production of ROS. • EPA-induced ROS generation, [Ca{sup 2+}]{sub c} increase, and JNK activated caused MPTP opening. • The apoptosis induced by EPA was related to release of cytochrome C through the MPTP. • EPA induced HepG2 cells apoptosis through ROS–Ca{sup 2+}–JNK mitochondrial pathways. - Abstract: Eicosapentaenoic acid (EPA), a well-known dietary n−3 PUFAS, has been considered to inhibit proliferation of tumor cells. However, the molecular mechanism related to EPA-induced liver cancer cells apoptosis has not been reported. In this study, we investigated the effect of EPA on HepG2 cells proliferation and apoptosis mechanism through mitochondrial pathways. EPA inhibited proliferation of HepG2 cells in a dose-dependent manner and had no significant effect on the cell viability of humor normal liver L-02 cells. It was found that EPA initially evoked ROS formation, leading to [Ca{sup 2+}]{sub c} accumulation and the mitochondrial permeability transition pore (MPTP) opening; EPA-induced HepG2 cells apoptosis was inhibited by N-acetylcysteine (NAC, an inhibitor of ROS), 1,2-bis (2-aminophenoxy) ethane-N,N,N′,N′-tetraacetic acid (BAPTA-AM, a chelator of calcium) and CsA (inhibitor of MPTP). The relationship between ROS production, the increase of cytoplasmic Ca and MPTP opening was detected. It seems that ROS may act as an upstream regulator of EPA-induced [Ca{sup 2+}]{sub c} generation, moreover, generation of ROS, overload of mitochondrial [Ca{sup 2+}]{sub c}, and JNK activated cause the opening of MPTP. Western blotting results showed that EPA elevated the phosphorylation status of JNK, processes associated with the ROS generation. Simultaneously, the apoptosis induced by EPA was related to release of cytochrome C from mitochondria to cytoplasm through the MPTP

EPA claimed that L-P`s corporate environmental structure inadequately addressed the environmental requirements of the Clean Air Act. L-P failed to obtain the necessary permits and provide the permitting authorities with accurate and complete information on air emissions. The author concentrates on the steps companies must follow to ensure that adequate permitting is obtained.     Formalized quality assurance program requirements for the U.S. Environmental Protection Agency (EPA) have been established for more than a decade. During this period, the environmental issues and concerns addressed by the EPA have changed. Many issues, such as ozone depletion and global climate warming, have become international concerns among the world environmental community. Other issues, such as hazardous waste cleanup and clean air, remain a focus of national environmental concerns. As the environmental issues of the 1980`s evolved, the traditional quality assurance (QA) program was transformed through the use of quality management principles into a Quality System to help managers meet the needs of the 1990`s and beyond.

    The Ozone Transport Commission`s (OTC) Nitrogen Oxides (NO{sub x}) Budget Program will implement the emissions reduction goal of the 1994 Memorandum of Understanding between its twelve member states and the District of Columbia. The program will achieve its significant NO{sub x} reductions from electric utilities and industrial boilers using a {open_quotes}cap-and-trade{close_quotes} approach modeled after the US Environmental Protection Agency`s sulfur dioxide emissions trading under the Acid Rain Program. The similarity of the two programs has led to the development of an important partnership between the OTC states and EPA`s Acid Rain Division, Over the past two years, Acid Rain Program staff have shared their technical expertise and assisted extensively in the development of the program`s rules. Leveraging the investment EPA made in the systems used to run the Acid Rain Program, the OTC states have asked the Acid Rain Division to administer the data systems for them, and together are working to expand its existing Emissions Tracking System and to modify a clone of the sulfur dioxide Allowance Tracking System, to fulfill the unique requirements of the NO{sub x} Budget Program. This partnership is an important example of the new type of cooperation and sharing of expertise and resources that should develop between EPA and states as they launch multi-state programs to address regional pollution problems that defy a single-state solution.

    A polymeric scintillator has a reflective layer adhered to the exterior surface thereof. The reflective layer comprises a reflective pigment and an adhesive binder. The adhesive binder includes polymeric material from which the scintillator is formed. A method of forming the polymeric scintillator having a reflective layer adhered to the exterior surface thereof is also provided. The method includes the steps of (a) extruding an inner core member from a first amount of polymeric scintillator material, and (b) coextruding an outer reflective layer on the exterior surface of the inner core member. The outer reflective layer comprises a reflective pigment and a second amount of the polymeric scintillator material.

    In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

    OSHA issued in 1992, the Process Safety Management (PSM) of Highly Hazardous Substances. This rule requires owners/operators of facilities that handle hazardous chemicals in quantities greater than the listed thresholds to establish all the elements of a PSM. EPA has issued in June 1996, the rules for a Risk Management Program which also refers to specific substances and threshold quantities. These rules are applicable to all the facilities that use or store any of 139 regulated substances at quantities ranging from 100 lb to 10,000 lb. The RMP rule covers off-site hazards, while the OSHA Process Safety Management (PSM) rule covers worker safety issues within the plant boundary. Some of the listed substances may be found in photovoltaic manufacturing facilities. This brief report presents the basic elements of these two rules and discusses their potential applicability in the photovoltaic industry.

    This report has been prepared to document the performance of the continuous sampling mercury monitoring system developed by Ames Laboratory for use as a continuous emission monitor (CEM). This work was funded by the U.S. Department of Energy, Office of Environmental Management, Office of Science and Technology, through the Mixed Waste Focus Area. The purpose of the project is to develop instrumentation and methods for spectroscopic field-monitoring applications. During FY01 this included continued development and testing of an echelle spectrometer system for the detection of mercury (Hg) by atomic absorption. Due to the relatively poor limits of detection for Hg by optical emission techniques, the CEM has been designed for the detection of elemental Hg by optical absorption. The sampling system allows continuous introduction of stack gas into the CEM for analysis of elemental and total Hg in the gas stream. A heated pyrolysis tube is used in this system to convert oxidized Hg compounds to elemental Hg prior to analysis for total Hg. The pyrolysis tube is bypassed to measure elemental Hg. The CEM is designed to measure the elemental Hg concentration of the gas sample, measure the total Hg concentration, perform a zero check (analysis of room air), and then re-zero the system (to correct for any instrumental drift that occurs over time). This is done in an automated, sequential measurement cycle to provide continuous monitoring of Hg concentrations in the stack gas. The continuous sampling Hg CEM was tested at the EPA-Rotary Kiln in Durham, NC at the beginning of FY02. This report describes the characteristics and performance of the system and the results of the field tests performed at EPA. The Hg CEM system was developed in response to the need of DOE and other organizations to monitor Hg that may be released during the processing or combustion of hazardous or mixed-waste materials.     Carbon capture and sequestration (CCS) is an option to mitigate impacts of atmospheric carbon emission. Numerous factors are important in determining the overall effectiveness of long-term geologic storage of carbon, including leakage rates, volume of storage available, and system costs. Recent efforts have been made to apply an existing probabilistic performance assessment (PA) methodology developed for deep nuclear waste geologic repositories to evaluate the effectiveness of subsurface carbon storage (Viswanathan et al., 2008; Stauffer et al., 2009). However, to address the most pressing management, regulatory, and scientific concerns with subsurface carbon storage (CS), the existing PA methodology and tools must be enhanced and upgraded. For example, in the evaluation of a nuclear waste repository, a PA model is essentially a forward model that samples input parameters and runs multiple realizations to estimate future consequences and determine important parameters driving the system performance. In the CS evaluation, however, a PA model must be able to run both forward and inverse calculations to support optimization of CO{sub 2} injection and real-time site monitoring as an integral part of the system design and operation. The monitoring data must be continually fused into the PA model through model inversion and parameter estimation. Model calculations will in turn guide the design of optimal monitoring and carbon-injection strategies (e.g., in terms of monitoring techniques, locations, and time intervals). Under the support of Laboratory-Directed Research & Development (LDRD), a late-start LDRD project was initiated in June of Fiscal Year 2010 to explore the concept of an enhanced performance assessment system (EPAS) for carbon sequestration and storage.     The changes made in {section}112 of the Clean Air Act by the 1990 Amendments to the Act will affect the regulation of hazardous air pollutants (HAPs) emitted by fossil-fired boilers. The 1990 Amendments designated 189 chemicals/compounds as HAPS. Major and area sources of these pollutants in categories designated by the Environmental Protection Agency (EPA) will be subject to emission standards set by EPA. Industrial and institutional/commercial boilers are two such categories of HAPs designated by EPA for which emission standards will be issued. Fossil-fired boilers can emit a variety of HAPS. All or a portion of such emissions that exceed designated thresholds are likely to be regulated. This paper discusses how the 1990 amendments impact fossil-fired boilers. The steps are outlined which can be taken by owners of industrial and institutional/commercial boilers before the final emission standards are issued. These steps include participation in EPA`s standard setting process, participation in EPA`s early reduction program to delay the time when compliance with the maximum achievable control technology (MACT) standard is required, and consideration of any planned modifications to a facility which might subject that facility to a MACT standard set in advance of the EPA-set standard.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE`s position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    On April 1, 2010, the Environmental Protection Agency (EPA) issued a set of new guidelines to several of its Regional offices regarding the compliance of surface coal mining operations in Appalachia with the provisions of the Clean Water Act (CWA), the National Environmental Policy Act, and the environmental justice Executive Order (E.O. 12898). The stated purpose of the guidance was to explain more fully the approach that the EPA will be following in permit reviews, and to provide additional assurance that its Regional offices use clear, consistent, and science-based standards in reviewing the permits. Although the new guidelines go into effect immediately, they will be subjected to review both by the public and by the EPA's Science Advisory Board, with a set of final guidelines to be issued no later than April 1, 2011.

    This report summarizes research performed at Sandia National Laboratories (SNL) in collaboration with the Environmental Protection Agency (EPA) to assess microarray quality on arrays from two platforms of interest to the EPA. Custom microarrays from two novel, commercially produced array platforms were imaged with SNL's unique hyperspectral imaging technology and multivariate data analysis was performed to investigate sources of emission on the arrays. No extraneous sources of emission were evident in any of the array areas scanned. This led to the conclusions that either of these array platforms could produce high quality, reliable microarray data for the EPA toxicology programs. Hyperspectral imaging results are presented and recommendations for microarray analyses using these platforms are detailed within the report.

  9. Confusion reigns over industrial stormwater regulations

    More than five years after Congress mandated controls for industrial and municipal stormwater discharges, many in the regulated community remain unclear about how the rules apply to them. The regulations' progress since the 1987 CWA amendments opened the door for their development often has been shaky and marked by setbacks. According to a federal appeals court decision issued last summer, that struggle is likely to continue. Although the original stormwater rules issued by EPA in November 1990 appeared to focus on heavy manufacturing facilities, as well as municipalities, the appellate court cleared a path that could draw light industrial plants and small construction sites within the regulations' domain. The rules in dispute bring under their umbrella any stormwater discharges associated with industrial activity to surface waters or municipal storm sewer systems. However, the regulations distinguish between facilities engaged in heavy industry and light, or enclosed industrial facilities, based on the probability that stormwater discharges will be contaminated and require regulation.

    In 2005, the Environmental Protection Agency (EPA) finalized two regulations, the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule CAMR, that would reduce emissions from coal-fired power plants in the United States. Both CAIR and CAMR are included in the Annual Energy Outlook 2006 reference case. The EPA has received 11 petitions for reconsideration of CAIR and has provided an opportunity for public comment on reconsidering certain aspects of CAIR. Public comments were accepted until January 13, 2006. The EPA has also received 14 petitions for reconsideration of CAMR and is willing to reconsider certain aspects of the rule. Public comments were accepted for 45 days after publication of the reconsideration notice in the Federal Register. Several states and organizations have filed lawsuits against CAMR. The ultimate decision of the courts will have a significant impact on the implementation of CAMR.

    The purpose of this paper is to describe multiple studies of wind and solar integration that have found CO2 reductions of approximately 30%. These studies can be viewed in several ways, including as viable paths to compliance with the EPA rule, alternative ''bookend cases'' to compare to compliance based largely on natural gas, or something in between. The studies in this paper represent a body of work that can help inform the public discussion surrounding the cost and reliability impacts of complying with the proposed EPA CPP.

    The US Environmental Protection Agency (EPA) Conservation Verification Protocols (CVPs) are a set of step-by-step procedures for impact monitoring and evaluation of electric utility demand-side management (DSM) programs. The EPA developed these protocols as part of its mission to implement the Acid Rain Program authorized by Title IV of the Clean Air Amendments of 1990. This report provides an overview of the CVPs and how they can be used by electric utilities in DSM program monitoring and evaluation. Both the CVPs Monitoring Path and Stipulated Path procedures are summarized and reviewed. Several examples are provided to illustrate how to calculate DSM program energy savings using the CVPSs.

    The Environmental Protection Agency's (EPA) Region 5 Chicago Regional Laboratory (CRL) developed a method titled Analysis of Diisopropyl Methylphosphonate, Ethyl Hydrogen Dimethylamidophosphate, Isopropyl Methylphosphonic Acid, Methylphosphonic Acid, and Pinacolyl Methylphosphonic Acid in Water by Multiple Reaction Monitoring Liquid Chromatography/Tandem Mass Spectrometry: EPA Version MS999. This draft standard operating procedure (SOP) was distributed to multiple EPA laboratories and to Lawrence Livermore National Laboratory, which was tasked to serve as a reference laboratory for EPA's Environmental Reference Laboratory Network (ERLN) and to develop and validate analytical procedures. The primary objective of this study was to validate and verify the analytical procedures described in EPA Method MS999 for analysis of the listed phosphonic acids and surrogates in aqueous samples. The gathered data from this validation study will be used to: (1) demonstrate analytical method performance; (2) generate quality control acceptance criteria; and (3) revise the SOP to provide a validated method that would be available for use during a homeland security event. The data contained in this report will be compiled, by EPA CRL, with data generated by other EPA Regional laboratories so that performance metrics of EPA Method MS999 can be determined.

    A transistorized voltage regulator which provides very close voitage regulation up to about 180 deg F is described. A diode in the positive line provides a constant voltage drop from the input to a regulating transistor emitter. An amplifier is coupled to the positive line through a resistor and is connected between a difference circuit and the regulating transistor base which is negative due to the difference in voltage drop across thc diode and the resistor so that a change in the regulator output causes the amplifier to increase or decrease the base voltage and current and incrcase or decrease the transistor impedance to return the regulator output to normal.   9. EPA programs to reduce NO{sub x} and particulate matter emissions from electric utility sources and the possible impact of deregulation on those EPA programs

    At the same time that the electric utility industry is in the midst of deregulation, it could be hit with numerous additional regulatory burdens. For example, EPA now plans to decide by July 1997 whether to make major changes to the current ozone and particulate matter ambient standards -- changes which could force utilities to reduce significantly both their nitrogen oxide (NO{sub x}) and sulfur dioxide (SO{sub 2}) emissions. Even if EPA does not adopt new ambient standards, though, many electric utilities still face the prospect of making additional NO{sub x} reductions if they are found to be contributing to ozone levels in areas that are not meeting the current ozone ambient standards. Several multi-state groups -- notably the Ozone Transport Assessment Group (OTAG) and the Northeast Ozone Transport Commission (OTC) -- are evaluating programs that could lead to calls for additional NO{sub x} reductions from power plants in ozone nonattainment areas and from plants located outside the nonattainment areas but found to be contributing to ozone levels in those areas. And these multi-state groups are motivated not only by pollution levels they see now, but also by what they fear will be increased pollution levels as a result of deregulation. This paper examines the status of the major rulemakings now underway that could force substantial additional reductions in electric utility NO{sub x} and SO{sub 2} emissions. It also discusses the impacts that deregulation could have in those rulemakings.

  10. Air permitting at military installations: Applying the EPA guidance for CAA major source determinations at DOD facilities

    On August 2, 1996, the Environmental Protection Agency issued guidance to its regional offices concerning Clean Air Act major source determinations for military installations. Congress traditionally targeted permitting efforts at major sources of air pollution to focus controls on the larger emitters. Many regulations depend on whether a source is major or not. The Title I New Source Review (NSR) program, the Title III Air Toxics program, and the Title V Operating Permits program all use major source as a differentiating point for regulations. The Prevention of Significant Deterioration rules (1980) are the basis of the definition used by NSR, Title V, and Air Toxics. The rules define major source as an emissions source or sources under common control, grouped by Standard Industrial Classification (SIC) code, and located on continuous or adjacent property. In addition, support facilities are grouped with another facility if >50% of the output of the support facility directly supplies the source. EPA Region III made a major source determination for Virginia at Fort Belvoir, grouping all pollutant emitting activities within the fenceline together. Prior to this determination, permit authorities had the discretion to determine the grouping of functions within the fenceline. Military Installations contain a diverse group of activities such as industrial operations, training ranges, dry cleaners, housing areas, and food establishments. The responsibility and control are also diverse and can be controlled by military, contractor, and leased services. This paper will provide methods which facilities and their contractors can use when negotiating permits with their permitting authority. The principal methods are to use separate control to separate Military Services or leased activities, and to use functionally distinct groupings other than SIC 97 (National Security) to classify activities at military installations.

    The Environmental Protection Agency (EPA) took the first significant steps toward the federal regulation of waste and used oil by: (1) promulgating the final rule for the Burning of Waste Fuel and Used Oil Fuel in Boilers and Industrial Furnaces; (2) proposing a rule to establish standards for used oil which is recycled; and (3) proposing a rule to amend the regulations for hazardous waste management under Subtitle C of the Resource Conservation and Recovery Act (hereafter referred to as RCRA) by listing used oil as a hazardous waste. These efforts by EPA are particularly interesting because of both the nature of the prodding from Congress it took to obtain EPA action and the unprecedented volume, degree, and breadth of public opposition these actions generated once taken.

  12. Evaluation of the WIPP Project`s compliance with the EPA radiation protection standards for disposal of transuranic waste

    The US Environmental Protection Agency`s (EPA) proposed rule to certify that the Waste Isolation Pilot Plant (WIPP) meets compliance with the long-term radiation protection standards for geologic repositories (40CFR191 Subparts B and C), is one of the most significant milestones to date for the WIPP project in particular, and for the nuclear waste issue in general. The Environmental Evaluation Group (EEG) has provided an independent technical oversight for the WIPP project since 1978, and is responsible for many improvements in the location, design, and testing of various aspects of the project, including participation in the development of the EPA standards since the early 1980s. The EEG reviewed the development of documentation for assessing the WIPP`s compliance by the Sandia National Laboratories following the 1985 promulgation by EPA, and provided many written and verbal comments on various aspects of this effort, culminating in the overall review of the 1992 performance assessment. For the US Department of Energy`s (DOE) compliance certification application (CCA), the EEG provided detailed comments on the draft CCA in March, 1996, and additional comments through unpublished letters in 1997 (included as Appendices 8.1 and 8.2 in this report). Since the October 30, 1997, publication of the EPA`s proposed rule to certify WIPP, the EEG gave presentations on important issues to the EPA on December 10, 1997, and sent a December 31, 1997 letter with attachments to clarify those issues (Appendix 8.3). The EEG has raised a number of questions that may have an impact on compliance. In spite of the best efforts by the EEG, the EPA reaction to reviews and suggestions has been slow and apparently driven by legal considerations. This report discusses in detail the questions that have been raised about containment requirements. Also discussed are assurance requirements, groundwater protection, individual protection, and an evaluation of EPA`s responses to EEG`s comments.

  13. Cost analysis for compliance with EPA's regional NOx emissions reductions for fossil-fired power generation

    To achieve a more stringent ambient-air ozone standard promulgated in 1997, the U.S. EPA has established summer NOx emissions limits for fossil-fired electric power generating units in the Ozone Transport Rulemaking region, consisting of 22 eastern and midwestern states and the District of Columbia. These jurisdictions are required to submit State Implementation Plans by September 1999 in response to EPA's rule, with compliance required by 2007. There are 1757 affected units in this region. In the present study, projected state-by-state growth rates for power production are used to estimate power production and NOx emissions by unit in the year 2007. NOx emissions reductions expected by January 1, 2000 due to Title IV compliance are estimated, leaving a substantial balance of emissions reductions to be achieved by post-combustion NOx control. Cost estimates are developed for achieving these remaining reductions.

    The purpose of this report is two-fold. First, the risk assessment methodology for both RESRAD and the EPA’s tools is reviewed. This includes a review of the EPA’s justification for 2 using a dose-to-risk conversion factor to reduce the dose-based protective ARAR from 15 to 12 mrem/yr. Second, the models and parameters used in RESRAD and the EPA PRG and DCC Calculators are compared in detail, and the results are summarized and discussed. Although there are suites of software tools in the RESRAD family of codes and the EPA Calculators, the scope of this report is limited to the RESRAD (onsite) code for soil contamination and the EPA’s PRG and DCC Calculators also for soil contamination.

  15. The preparation for and survival of an EPA Title IV and Title V facility audit

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    The paper describes the U.S. EPA`s biomass fuel analytical laboratory at its Environmental Research Center in Research Triangle Park, NC. There is increasing interest in utlizing biomass-based fuels in thermal energy systems as an effective means for global warming remediation. The laboratory is examining biomass fuels and the variation in products of incomplete combustion (PICs) with combustion conditions. The objectives are to evaluate the kinetics of combustion and emission characteristics (e.g., structure and composition) of representative samples of relevant types of biomass fuels by studying (1) the local pyrolysis and combustion processes and products, and (2) the overall degradation rate as influenced by heat transmission. Biomass fuel samples will be examined by thermogravimetric analysis with an on-line Fourier transform infrared spectrometer (TGA-FTIR). EPA has built a prototype TGA, capable of handling a 100 g sample with 1 microgram resolution for this laboratory. This instrument is capable of heating the sample to 1200 C. Samples can be pyrolyzed and combusted sequentially by automated gas switching.

    This report provides a top-level summary of national savings achieved by the Energy Star voluntary product labeling program. To best quantify and analyze savings for all products, we developed a bottom-up product-based model. Each Energy Star product type is characterized by product-specific inputs that result in a product savings estimate. Our results show that through 2007, U.S. EPA Energy Star labeled products saved 5.5 Quads of primary energy and avoided 100 MtC of emissions. Although Energy Star-labeled products encompass over forty product types, only five of those product types accounted for 65percent of all Energy Star carbon reductions achieved to date, including (listed in order of savings magnitude)monitors, printers, residential light fixtures, televisions, and furnaces. The forecast shows that U.S. EPA?s program is expected to save 12.2 Quads of primary energy and avoid 215 MtC of emissions over the period of 2008?2015.

    A load for traveling microwave energy has an absorptive volume defined by cylindrical body enclosed by a first end cap and a second end cap. The first end cap has an aperture for the passage of an input waveguide with a rotating part that is coupled to a reflective mirror. The inner surfaces of the absorptive volume consist of a resistive material or are coated with a coating which absorbs a fraction of incident RF energy, and the remainder of the RF energy reflects. The angle of the reflector and end caps is selected such that reflected RF energy dissipates an increasing percentage of the remaining RF energy at each reflection, and the reflected RF energy which returns to the rotating mirror is directed to the back surface of the rotating reflector, and is not coupled to the input waveguide. Additionally, the reflector may have a surface which generates a more uniform power distribution function axially and laterally, to increase the power handling capability of the RF load. The input waveguide may be corrugated for HE11 mode input energy.

    As the nature and extent of radiological contamination becomes better documented and more public, radioanalytical laboratories are faced with a constantly expanding variety of new and difficult analytical requirements. Concurrent with those requirements is the responsibility to provide customers, regulatory officials, or the public with defensible data produced in an environment of verifiable, controlled quality. To meet that need, a quality assurance accreditation program for radioassay laboratories has been proposed by the American National Standards Institute (ANSI). The standard will provide the organizational framework and functional requirements needed to assure the quality of laboratory outputs. Under the proposed program, the U.S. Environmental Protection Agency`s (EPA`s) Laboratory Intercomparison Program plays a key role as a reference laboratory. The current and proposed roles of the EPA Intercomparison Program are discussed, as are the functional relationships between EPA, the accreditating organization, and the service and monitoring laboratories.

The structure for modulating can include at least one electro-optic layer in optical contact with the SWS. The RCSLM is scalable in both pixel size and wavelength. (TRI) to determine the chemical compatibility of one geomembrane and one seamed geomembrane with four synthetically generated leachates. The objective was to determine the resistance of the geomembrane to changes caused by exposure to the leachates. Changes in physical and mechanical properties were measured after exposure to the leachates at 23 C and 50 C for 30, 60, 90 and 120 days. Exposures were performed in accordance with the exposure regimen specified in US Environmental Protection Agency (EPA) Method 9090A. Methods, results and discussion are provided. Test results are also provided in the Tables of Results which accompany this report.

    The use of highly reflective “cool” roofing materials can decrease demand for air conditioning, mitigate the urban heat island effect, and potentially slow global warming. However, initially high roof solar reflectance can be degraded by natural soiling and weathering processes. We evaluated solar reflectance losses after three years of natural exposure reported in two separate databases: the Rated Products Directory of the US Cool Roof Rating Council (CRRC) and information reported by manufacturers to the US Environmental Protection Agency (EPA)’s ENERGY STAR® rating program. Many product ratings were culled because they were duplicative (within a database) or not measured. A second, site-resolved version of the CRRC dataset was created by transcribing from paper records the site-specific measurements of aged solar reflectance in Florida, Arizona and Ohio. Products with high initial solar reflectance tended to lose reflectance, while those with very low initial solar reflectance tended to become more reflective as they aged. Within the site-resolved CRRC database, absolute solar reflectance losses for samples of medium-to-high initial solar reflectance were 2 - 3 times greater in Florida (hot and humid) than in Arizona (hot and dry); losses in Ohio (temperate but polluted) were intermediate. Disaggregating results by product type, factory-applied coating, field-applied coating, metal, modified bitumen, shingle, singleply membrane and tile, revealed that absolute solar reflectance losses were largest for fieldapplied coating, modified bitumen and single-ply membrane products, and smallest for factoryapplied coating and metal products.The 2008 Title 24 provisional aged solar reflectance formula overpredicts the measured aged solar reflectance of 0% to 30% of each product type in the culled public CRRC database. This steep climb in FE includes changes in vehicle choice, improvements in engine and transmission technology, and reducing aerodynamic drag, rolling resistance, and parasitic losses. The powertrain related improvements focus on optimizing in-use efficiency of the transmission and engine as a system, and may make use of what is termed downsizing and/or downspeeding. This study explores quantifying recent improvements in powertrain efficiency, viewed separately from other vehicle alterations and attributes (noting that most vehicle changes are not completely independent). A methodology is outlined to estimate powertrain efficiency for the U.S city and highway cycle tests using data from the EPA vehicle database. Comparisons of common conventional gasoline powertrains for similar MY 2005 and 2013 vehicles are presented, along with results for late-model hybrid electric vehicles, the Nissan Leaf, Chevy Volt and other selected vehicles.

    This report examines ozone, often called smog, which is a respiratory irritant, and long-term exposure may cause permanent lung damage. Attempts by EPA to reduce gasoline vapors, a major contributor to ozone, by requiring refiners to lower the volatility (evaporation rate) of gasoline sold during the summer months when most high ozone levels occur and auto manufacturers to install vapor recovery equipment (onboard controls) on motor vehicles. Beginning in 1989 (Phase I), the maximum volatility of gasoline sold during the summer would fall to 10.5 pounds per square inch and beginning in 1992 (Phase II), the maximum volatility would fall to 9.0 pounds per square inch. EPA has not yet acted on Phase II reductions because it disagrees with the Department of Transportation on the dangers of adding onboard controls to vehicles. DOT believes the onboard controls may pose an increased risk of fire during crashes. In this report's view, the Stage II controls are a practical and feasible way to control refueling vapors and that onboard controls may well surpass the effectiveness of Phase II controls and therefore should not be abandoned as a way to reduce gasoline vapors.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE's position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    The EPA Draft Document on EMF and Cancers grew out of an earlier effort by EPA to track biological effects literature relative to radio-frequency (RF) exposure. Scope of the document was broadened to include extremely low frequency electric and magnetic fields prior to an announcement in 1986 that EPA would formally review the whole area of non-ionizing radiation. An extensive survey of the relevant bioeffects and epidemiologic literature was carried out, and writing on the document began in earnest on the document sometime in 1989. In its draft form, the document reviewed the literature on mechanisms of Interaction between electromagnetic fields and biological tissue, EMF epidemiologic studies, supporting evidence for carcinogenicity and research needs. In the early summer of 1990, a draft of the document was reviewed by some 22 individuals within the EPA and other government agencies. It was also sent out for external review to an additional 9 qualified scientists who had worked in the area and were familiar with EMF-related literature in epidemiology, biology, and physics. Many of the comments sent to EPA from this first review, prior to release of the draft for public comment, were strikingly similar to those resulting from the second (public) review process. Thus, it appears that much of the controversy that was later associated with the document could have been avoided had the authors been diligent in following the recommendations of the initial set of reviewers.

    Reflection is the ability of a system to inspect and change a model of itself. This ability allows to transparently control and extend the functionality of an existing system without performing any changes to the system itself. In dynamic object-oriented languages like CLOS or Smalltalk. the reflective ability is supported directly by the language. In C++, in contrast, reflection must be provided by some form of code annotation and pre-processing. In most cases, this approach either requires modification of the system code, or just supports the reflection of entire classes but not the reflection of determined objects. This work presents the Mirror environment that supports C++ reflective programming through visual association of meta-classes to classes. It allows full transparent reflection of objects using three-dimensional presentations of the different architecture levels. The environment adds reflective ability to C++ classes without any code modification visible to the user, as well as dynamically selective reflection of objects.

The initial ROD for the Renora site included the excavation and off-site disposal of soils contaminated with polychlorinated biphenyls, (PCBs) and biodegradation of PAH-contaminated soils. The first phase of the remedy, involving the PCB-contaminated soils, has been completed. Therefore, the remedy will be modified to include the removal of surface soils contaminated with PAHs.

    A discharge lamp includes an envelope, a fill which emits light when excited disposed in the envelope, a source of excitation power coupled to the fill to excite the fill and cause the fill to emit light, and a reflector disposed around the envelope and defining an opening, the reflector being configured to reflect some of the light emitted by the fill back into the fill while allowing some light to exit through the opening. The reflector may be made from a material having a similar thermal index of expansion as compared to the envelope and which is closely spaced to the envelope. The envelope material may be quartz and the reflector material may be either silica or alumina. The reflector may be formed as a jacket having a rigid structure which does not adhere to the envelope. The lamp may further include an optical clement spaced from the envelope and configured to reflect an unwanted component of light which exited the envelope back into the envelope through the opening in the reflector. Light which can be beneficially recaptured includes selected wavelength regions, a selected polarization, and selected angular components.

    The U.S. Environmental Protection Agency (EPA) requested an external, independent verification study of their updated “Preliminary Remediation Goals for Radionuclides” (PRG) electronic calculator. The calculator provides PRGs for radionuclides that are used as a screening tool at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) sites. These risk-based PRGs establish concentration limits under specific exposure scenarios. The purpose of this verification study is to determine that the calculator has no inherit numerical problems with obtaining solutions as well as to ensure that the equations are programmed correctly. There are 167 equations used in the calculator. To verify the calculator, all equations for each of seven receptor types (resident, construction worker, outdoor and indoor worker, recreator, farmer, and composite worker) were hand calculated using the default parameters. The same four radionuclides (Am-241, Co-60, H-3, and Pu-238) were used for each calculation for consistency throughout.

    Both the UK and US Municipal Waste Combuster (MWC) markets have undergone upgraded regulatory control. In the UK, the government`s Integrated Pollution Control (IPC) regime, enforced by the 1990 Environmental Protection Act (EPA) Standard IPR5/3 moved control of emissions of MWCs from local councils to the government Environmental Authority (EA). Existing MWCs had until December 1, 1996 to complete environmental upgrades. Simultaneously, the European Community (EC) was finalizing more stringent legislation to take place in the year 2001. In the US, the 1990 Clean Air Act amendments required the Environmental Protection Agency (EPA) to issue emission guidelines for new and existing facilities. Existing facilities are likely to have only until the end of 1999 to complete upgrades. In North America, Procedair Industries Corp had received contracts from Kvaerner EnviroPower AB, for APC systems of four new Refuse Derived Fuel (RDF) fluid bed boilers that incorporated low outlet temperature economizers as part of the original boiler equipment. The Fayetteville, North Carolina facility was designed for 200,000 tpy. What all these facilities have in common is low economizer outlet temperatures of 285{degrees}F coupled with a Total Dry Scrubbing System. MWC or RDF facilities using conventional spray dryer/fabric filter combinations have to have economizer gas outlet temperatures about 430{degrees}F to allow for evaporation of the lime slurry in the spray dryer without the likelihood of wall build up or moisture carry over. Since the Totally Dry Scrubbing System can operate with economizer gas outlet temperatures about 285{degrees}F, the added energy available for sale from adding low outlet temperature economizer heat recovery can be considerable. This paper focuses on Procedair`s new plant and retrofit experience using `Dry Venturi Reactor/Fabric Filter` combinations with the lower inlet temperature operating conditions.
