    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipients membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This project compiles medium-duty (MD) aggregated deployment data and provides the compiled detailed analyses to industry. The U.S. Department of Energy's (DOE's) American Recovery and Reinvestment Act (ARRA) deployment and demonstration projects are helping to commercialize technologies for all-electric vehicles, electrified accessories, and electric charging infrastructure. Over 3.2 million miles of in-service all-electric MD truck data from 560 different vehicles have been collected since 2011, and usage data from over 1,000 truck electrification sites have been collected since 2013. Through the DOE's Vehicle Technologies Office, NREL is working to analyze real-time data from these deployment and demonstration projects to quantify the benefits: results and summary statistics are made available through the NREL website as quarterly and annual reports; 23 aggregated reports have been published on the performance and operation of these vehicles; and detailed data are being extracted to help further understand battery use and performance.

    Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs

    This NREL Hydrogen and Fuel Cell Technical Highlight describes how early market end users are operating 1,111 fuel cell units at 301 sites in 20 states with funding from the U.S. Department of Energy Fuel Cell Technologies Program and analysis by NREL. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports on the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects—a distributed GSHP system at a new 500-bed apartment-style student residence hall at the University at Albany. This case study is based on the analysis of detailed design documents, measured performance data, published catalog data of heat pump equipment, and actual construction costs. Simulations with a calibrated computer model are performed for both the demonstrated GSHP system and a baseline heating, ventilation, and airconditioning (HVAC) system to determine the energy savings and other related benefits achieved by the GSHP system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GSHP system, as well as the pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the demonstrated GSHP system compared with the baseline HVAC system. This case study also identifies opportunities for improving the operational efficiency of the demonstrated GSHP system.

This case study is based on the analysis of measured performance data, maintenance records, construction costs, and simulations of the energy consumption of conventional central heating, ventilation, and air-conditioning (HVAC) systems providing the same level of space conditioning as the demonstrated GS-VRF system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GS-VRF system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the GS-VRF system compared with conventional HVAC systems. This case study also identified opportunities for reducing uncertainties in the performance evaluation, improving the operational efficiency, and reducing the installed cost of similar GSHP systems in the future.

    The purpose of this document is to evaluate the opportunity for Letterkenny Army Depot (LEAD or the Depot) to utilize biogenic methane, which may be available in shale formations under the Depot, to provide a supplemental source of natural gas that could allow the Depot to increase energy independence. Both the Director and Deputy of Public Works at the Depot are supportive in general of a methane production project, but wanted to better understand the challenges prior to embarking on such a project. This report will cover many of these issues. A similar project has been successfully developed by the U. S. Army at Ft. Knox, KY, which will be explained and referred to throughout this report as a backdrop to discussing the challenges and opportunities at LEAD, because the geologic formations and possibilities at both sites are similar. Prior to discussing the opportunity at LEAD, it is important to briefly discuss the successful methane recovery operation at Ft. Knox, because it is applicable to the projected approach for the LEAD methane system. The Ft. Knox project is an excellent example of how the U. S. Army can use an onsite renewable resource to provide a secure energy source that is not dependent on regional energy networks and foreign oil. At Ft. Knox, the U. S. Army contracted (through a utility co-op) with an energy production company to drill wells, establish a distribution infrastructure, and provide the equipment needed to prepare and compress the produced methane gas for use by base operations. The energy production company agreed to conduct the exploratory investigation at Ft. Knox with no cost to the government, as long as they could be granted a long-term contract if a reliable energy resource was established.     systems integration demonstration projects as well as its Smart Grid Investment Grant projects and demonstration projects funded under the American Recovery and Reinvestment Act (ARRA). The goal of this report, which was cofunded by the Electric Power Research Institute (EPRI) and DOE, is to present a comprehensive set of methods for estimating the benefits and costs of Smart Grid projects. By publishing this report, EPRI seeks to contribute to the development of methods that will establish the benefits associated with investments in Smart Grid technologies. EPRI does not endorse the contents of this report or make any representations as to the accuracy and appropriateness of its contents. The purpose of this report is to present a methodological framework that will provide a standardized approach for estimating the benefits and costs of Smart Grid demonstration projects. The framework also has broader application to larger projects, such as those funded under the ARRA. Moreover, with additional development, it will provide the means for extrapolating the results of pilots and trials to at-scale investments in Smart Grid technologies. The framework was developed by a panel whose members provided a broad range of expertise.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the consumer charging behavior from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan.     This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation.     The increasing importance of system reliability and resilience is changing the way distribution systems are planned and operated. To achieve a distribution system self-healing against power outages, emerging technologies and devices, such as remote-controlled switches (RCSs) and smart meters, are being deployed. The higher level of automation is transforming traditional distribution systems into the smart distribution systems (SDSs) of the future. The availability of data and remote control capability in SDSs provides distribution operators with an opportunity to optimize system operation and control. In this paper, the development of SDSs and resulting benefits of enhanced system capabilities are discussed. Amore » comprehensive survey is conducted on the state-of-the-art applications of RCSs and smart meters in SDSs. Specifically, a new method, called Temporal Causal Diagram (TCD), is used to incorporate outage notifications from smart meters for enhanced outage management. To fully utilize the fast operation of RCSs, the spanning tree search algorithm is used to develop service restoration strategies. Optimal placement of RCSs and the resulting enhancement of system reliability are discussed. Distribution system resilience with respect to extreme events is presented. Furthermore, test cases are used to demonstrate the benefit of SDSs. Active management of distributed generators (DGs) is introduced. Future research in a smart distribution environment is proposed.« less

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies.   11. Case Study of The ARRA-Funded GSHP Demonstration at the Natural Sources Building, Montana Tech

    Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility – the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally

    Compliance with the reporting requirements of Section 15 12 is a main focus of post-award activities for awards funded by ARRA. The Recovery Operations Group of the Office of Performance Analysis and Evaluation in the Office of the Chief Financial Officer has been tracking compliance with the reporting requirement for DOE. They developed the attached list of contractors and recipients that have failed to report. Most of those not reporting are recipients receiving money from the Office of Energy Efficiency and Renewable Energy. Contracting Officers are asked to review the attached list for Contractors/Recipients under their cognizance and to send a letter to the requesting their attention, explanation and compliance. Draft templates of letters for a single or double non-compliance are attached. As the next reporting period is from April 1 to April 10,2010, Contracting Officers are requested to send the letter before April 1.

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Smart Power Laboratory at the Energy Systems Integration Facility. Research at NREL's Smart Power Laboratory in the Energy Systems Integration Facility (ESIF) focuses on the development and integration of smart technologies including the integration of distributed and renewable energy resources through power electronics and smart energy management for building applications. The 5,300 sq. ft. laboratory is designed to be highly flexible and configurable, essential for a large variety of smart power applications that range from developing advanced inverters and power converters to testing residential and commercial scale meters and control technologies. Some application scenarios are: (1) Development of power converters for integration of distributed and renewable energy resources; (2) Development of advanced controls for smart power electronics; (3) Testing prototype and commercially available power converters for electrical interconnection and performance, advanced functionality, long duration reliability and safety; and (4) Hardware-in-loop development and testing of power electronics systems in smart distribution grid models.

    The Long Island Power Authority (LIPA) has teamed with Stony Brook University (Stony Brook or SBU) and Farmingdale State College (Farmingdale or FSC), two branches of the State University of New York (SUNY), to create a “Smart Energy Corridor.” The project, located along the Route 110 business corridor on Long Island, New York, demonstrated the integration of a suite of Smart Grid technologies from substations to end-use loads. The Smart Energy Corridor Project included the following key features: -TECHNOLOGY: Demonstrated a full range of smart energy technologies, including substations and distribution feeder automation, fiber and radio communications backbone, advanced metering infrastructure (AM”), meter data management (MDM) system (which LIPA implemented outside of this project), field tools automation, customer-level energy management including automated energy management systems, and integration with distributed generation and plug-in hybrid electric vehicles. -MARKETING: A rigorous market test that identified customer response to an alternative time-of-use pricing plan and varying levels of information and analytical support. -CYBER SECURITY: Tested cyber security vulnerabilities in Smart Grid hardware, network, and application layers. Developed recommendations for policies, procedures, and technical controls to prevent or foil cyber-attacks and to harden the Smart Grid infrastructure. -RELIABILITY: Leveraged new Smart Grid-enabled data to increase system efficiency and reliability. Developed enhanced load forecasting, phase balancing, and voltage control techniques designed to work hand-in-hand with the Smart Grid technologies. -OUTREACH: Implemented public outreach and educational initiatives that were linked directly to the demonstration of Smart Grid technologies, tools, techniques, and system configurations.     The goal of this LDRD was to explore the use of the newly discovered strain-stabilized 2-D interfacial alloys as smart interface bonding alloys (SIBA). These materials will be used as templates for the heteroepitaxial growth of metallic thin films. SIBA are formed by two metallic components which mix at an interface to relieve strain and prevent dislocations from forming in subsequent thin film growth. The composition of the SIBA is determined locally by the amount of strain, and therefore can react smartly to areas of the highest strain to relieve dislocations. In this way, SIBA can be used to tailor the dislocation structure of thin films. This project included growth, characterization and modeling of films grown using SIBA templates. Characterization will include atomic imaging of the dislocations structure, measurement of the mechanical properties of the film using interface force microscopy (IFM) and the nanoindenter, and measurement of the electronic structure of the SIBA with synchrotron photoemission. Resistance of films to sulfidation and oxidation will also be examined. The Paragon parallel processing computer will be used to calculate the structure of the SIBA and thin films in order to develop ability to predict and tailor SIBA and thin film behavior. This work will lead to the possible development of a new class of thin film materials with properties tailored by varying the composition of the SIBA, serving as a buffer layer to relieve the strain between the substrate and the thin film. Such films will have improved mechanical and corrosion resistance allowing application as protective barriers for weapons applications. They will also exhibit enhanced electrical conductivity and reduced electromigration making them particularly suitable for application as interconnects and other electronic needs.

    In March 2010, Pacific Northwest National Laboratory (PNNL) joined two other labs receiving ARRA funding, Lawrence Berkeley National Laboratory (LBNL) and the National Renewable National Laboratory (NREL), to began weekly conference calls with the goal of coordinating a joint lab solicitation to support the ARRA-funded CBP project. Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance. This report documents the process used by the labs for the solicitations, and describes the process and outcomes for PNNL, selection of candidate Partners, technical teams, and M&V contractors.

    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US

    The last two decades have seen a substantial rise in the use of advanced materials such as polymer composites for aerospace structural applications. In more recent years there has been a concerted effort to integrate materials, which mimic biological functions (referred to as smart materials) with polymeric composites. Prominent among smart materials are shape memory alloys, which possess both actuating and sensory functions that can be realized simultaneously. The proper characterization and modeling of advanced and smart materials holds the key to the design and development of efficient smart devices/systems. This paper focuses on the material characterization; modeling and validation of the model in relation to the development of a Shape Memory Alloy (SMA) based smart landing gear (with high energy dissipation features) for a semi rigid radio controlled airship (RC-blimp). The Super Elastic (SE) SMA element is configured in such a way that it is forced into a tensile mode of high elastic deformation. The smart landing gear comprises of a landing beam, an arch and a super elastic Nickel-Titanium (Ni-Ti) SMA element. The landing gear is primarily made of polymer carbon composites, which possess high specific stiffness and high specific strength compared to conventional materials, and are therefore ideally suited for the design and development of an efficient skid landing gear system with good energy dissipation characteristics. The development of the smart landing gear in relation to a conventional metal landing gear design is also dealt with.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities.     Gas turbines are the choice technology for high-performance power generation and are employed in both simple and combined cycle configurations around the world. The Smart Power Turbine (SPT) program has developed new technologies that are needed to further extend the performance and economic attractiveness of gas turbines for power generation. Today's power generation gas turbines control firing temperatures indirectly, by measuring the exhaust gas temperature and then mathematically calculating the peak combustor temperatures. But temperatures in the turbine hot gas path vary a great deal, making it difficult to control firing temperatures precisely enough to achieve optimal performance. Similarly, there is no current way to assess deterioration of turbine hot-gas-path components without shutting down the turbine. Consequently, maintenance and component replacements are often scheduled according to conservative design practices based on historical fleet-averaged data. Since fuel heating values vary with the prevalent natural gas fuel, the inability to measure heating value directly, with sufficient accuracy and timeliness, can lead to maintenance and operational decisions that are less than optimal. GE Global Research Center, under this Smart Power Turbine program, has developed a suite of novel sensors that would measure combustor flame temperature, online fuel lower heating value (LHV), and hot-gas-path component life directly. The feasibility of using the ratio of the integrated intensities of portions of the OH emission band to determine the specific average temperature of a premixed methane or natural-gas-fueled combustion flame was demonstrated. The temperature determined is the temperature of the plasma included in the field of view of the sensor. Two sensor types were investigated: the first used a low-resolution fiber optic spectrometer; the second was a SiC dual photodiode chip. Both methods worked. This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

  16. Case Study for the ARRA-funded Ground Source Heat Pump Demonstration at Denver Museum of Nature & Science

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects were competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one such GSHP demonstration projects that uses a recycled water heat pump (RWHP) system installed at the Denver Museum of Nature & Science in Denver, Colorado. The RWHP system uses recycled water from the city’s water system as the heat sink and source for a modular water-to-water heat pump (WWHP). This case study was conducted based on the available measured performance data from December 2014 through August 2015, utility bills of the building in 2014 and 2015, construction drawings, maintenance records, personal communications, and construction costs. The annual energy consumption of the RWHP system was calculated based on the available measured data and other related information. It was compared with the performance of a baseline scenario— a conventional VAV system using a water-cooled chiller and a natural gas fired boiler, both of which have the minimum energy efficiencies allowed by ASHRAE 90.1-2010. The comparison was made to determine energy savings, operating cost savings, and CO2 emission reductions achieved by the RWHP system. A cost analysis was performed to evaluate the simple payback of the RWHP system. Summarized below are the results of the performance analysis, the learned lessons, and recommended improvement in the operation of the RWHP system.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.

    To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. It measures 21 metrics to provide insight into the grid’s capacity to embody these characteristics. This report looks across a spectrum of smart grid concerns to measure the status of smart grid deployment and impacts.

    Smart card systems are most cost efficient when implemented as a distributed system, which is a system without central host interaction or a local database of card numbers for verifying transaction approval. A distributed system, as such, presents special card and user authentication problems. Fortunately, smart cards offer processing capabilities that provide solutions to authentication problems, provided the system is designed with proper data integrity measures. Smart card systems maintain data integrity through a security design that controls data sources and limits data changes. A good security design is usually a result of a system analysis that provides a thorough understanding of the application needs. Once designers understand the application, they may specify authentication techniques that mitigate the risk of system compromise or failure. Current authentication techniques include cryptography, passwords, challenge/response protocols, and biometrics. The security design includes these techniques to help prevent counterfeit cards, unauthorized use, or information compromise. This paper discusses card authentication and user identity techniques that enhance security for microprocessor card systems. It also describes the analysis process used for determining proper authentication techniques for a system.

  8. Smart Buildings: Business Case and Action Plan

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

  9. Irvine Smart Grid Demonstration, a Regional Smart Grid Demonstration Project

    ISGD was a comprehensive demonstration that spanned the electricity delivery system and extended into customer homes. The project used phasor measurement technology to enable substation-level situational awareness, and demonstrated SCE’s next-generation substation automation system. It extended beyond the substation to evaluate the latest generation of distribution automation technologies, including looped 12-kV distribution circuit topology using URCIs. The project team used DVVC capabilities to demonstrate CVR. In customer homes, the project evaluated HAN devices such as smart appliances, programmable communicating thermostats, and home energy management components. The homes were also equipped with energy storage, solar PV systems, and a number of energy efficiency measures (EEMs). The team used one block of homes to evaluate strategies and technologies for achieving ZNE. A home achieves ZNE when it produces at least as much renewable energy as the amount of energy it consumes annually. The project also assessed the impact of device-specific demand response (DR), as well as load management capabilities involving energy storage devices and plug-in electric vehicle charging equipment. In addition, the ISGD project sought to better understand the impact of ZNE homes on the electric grid. ISGD’s SENet enabled end-to-end interoperability between multiple vendors’ systems and devices, while also providing a level of cybersecurity that is essential to smart grid development and adoption across the nation. The ISGD project includes a series of sub-projects grouped into four logical technology domains: Smart Energy Customer Solutions, Next-Generation Distribution System, Interoperability and Cybersecurity, and Workforce of the Future. Section 2.3 provides a more detailed overview of these domains.

    The name SuperOPF is used to refer several projects, problem formulations and soft-ware tools intended to extend, improve and re-define some of the standard methods of optimizing electric power systems. Our work included applying primal-dual interior point methods to standard AC optimal power flow problems of large size, as well as extensions of this problem to include co-optimization of multiple scenarios. The original SuperOPF problem formulation was based on co-optimizing a base scenario along with multiple post-contingency scenarios, where all AC power flow models and constraints are enforced for each, to find optimal energy contracts, endogenously determined locational reserves and appropriate nodal energy prices for a single period optimal power flow problem with uncertainty. This led to example non-linear programming problems on the order of 1 million constraints and half a million variables. The second generation SuperOPF formulation extends this by adding multiple periods and multiple base scenarios per period. It also incorporates additional variables and constraints to model load following reserves, ramping costs, and storage resources. A third generation of the multi-period SuperOPF, adds both integer variables and a receding horizon framework in which the problem type is more challenging (mixed integer), the size is even larger, and it must be solved more frequently, pushing the limits of currently available algorithms and solvers. The consideration of transient stability constraints in optimal power flow (OPF) problems has become increasingly important in modern power systems. Transient stability constrained OPF (TSCOPF) is a nonlinear optimization problem subject to a set of algebraic and differential equations. Solving a TSCOPF problem can be challenging due to (i) the differential-equation constraints in an optimization problem, (ii) the lack of a true analytical expression for transient stability in OPF.     We report two configurations of smart graphene antennas, in which either the radiation pattern of the antenna or the backscattering of the periodic metallic arrays is controlled by DC biases that induce metal-insulator reversible transitions of graphene monolayers. Such a transition from a high surface resistance (no bias) to a low surface resistance state (finite bias voltage) causes the radiation pattern of metallic antennas backed with graphene to change dramatically, from omnidirectional to broadside. Moreover, reflectarrays enhance the backscattered field due to the same metal-dielectric transition.

    Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency.     A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grid’s capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

    The purpose of the Smart Crane Ammunition Transfer System (SCATS) project is to demonstrate robotic/telerobotic controls technology for a mobile articulated crane for missile/ munitions handling, delivery, and reload. Missile resupply and reload have been manually intensive operations up to this time. Currently, reload missiles are delivered by truck to the site of the launcher. A crew of four to five personnel reloads the missiles from the truck to the launcher using a hydraulic-powered crane. The missiles are handled carefully for the safety of the missiles and personnel. Numerous steps are required in the reload process and the entire reload operation can take over 1 h for some missile systems. Recent U.S. Army directives require the entire operation to be accomplished in a fraction of that time. Current requirements for the development of SCATS are being based primarily on reloading Patriot missiles. The planned development approach will integrate robotic control and sensor technology with a commercially available hydraulic articulated crane. SCATS is being developed with commercially available hardware as much as possible. Development plans include adding a 3-D.F. end effector with a grapple to the articulating crane; closed-loop position control for the crane and end effector; digital microprocessor control of crane functions; simplified operator interface; and operating modes which include rectilinear movement, obstacle avoidance, and partial automated operation. The planned development will include progressive technology demonstrations. Ultimate plans are for this technology to be transferred and utilized in the military fielding process.

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.
