    Congress enacted the Earthquake Hazards Reduction Act of 1977 (Public Law 95-124, as amended) to reduce risks to life and property from future earthquakes in the US. To implement the provisions of the Act, the Interagency Committee on Seismic Safety in Construction (ICSSC) was chartered. Approximately thirty Federal agencies, including the Department of Energy (DOE), participate in the ICSSC. The ICSSC is chaired by the National Institute of Standards (NIST) which also provides the technical secretariat. EO 12941, Seismic Safety of Existing Federally Owned or Leased Buildings, were prepared and issued by the ICSSC to reduce the vulnerability to buildings owned or leased by agencies or departments for Federal use. This report documents the implementation of EO 12941 at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. ORNL is managed and operated by Lockheed Martin Energy Research, Inc. (LMER) for the DOE-Oak Ridge Operations Office (DOE-ORO). The ORNL building inventory includes buildings that are physically located at ORNL, East Tennessee Technology Park (ETTP), and the Oak Ridge Y-12 Plant. This report addresses buildings physically located at the ORNL plant site. ORNL buildings located at ETTP and Y-12 plant sites will be included in the EO 12941 implementation reports for those sites. The scope of this effort included revising the building inventory for ORNL that was prepared prior to the development of the DOE management plan, evaluating owned buildings not exempt from the requirements of EO 12941, estimating the costs associated with the rehabilitation of vulnerable non-exempt buildings, and preparing this report in the TR-17 prescribed format (CNPE 1996). These activities were performed in accordance with the DOE management plan and as applicable, Phase I - Screening Guidelines To Determine The Structures Exempt From Executive Order 12941 (CNPE 1995).

    We develop a mathematically consistent approach for treating the quantum systems based on moving classical reference frames. The classical and quantum exact solutions show excellently classical-quantum correspondence, in which the quantum chaotic coherent states correspond to the classically chaotic motions. Applying the approach to the periodically driven linear and nonlinear oscillators, the regular and chaotic quantum states and quantum levels, and the quantum chaotic regions are evidenced. The results indicate that chaos may cause the collapse of matter wave packets and suppress the quantum effect of energy.

    Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

    We report the formulation and implementation of KRCASPT2, a two-component multi-configurational second-order perturbation theory based on Kramers restricted complete active space self-consistent field (KRCASSCF) reference function, in the framework of the spin-orbit relativistic effective core potential. The zeroth-order Hamiltonian is defined as the sum of nondiagonal one-electron operators with generalized two-component Fock matrix elements as scalar factors. The Kramers symmetry within the zeroth-order Hamiltonian is maintained via the use of a state-averaged density, allowing a consistent treatment of degenerate states. The explicit expressions are derived for the matrix elements of the zeroth-order Hamiltonian as well as for the perturbation vector. The use of a fully variational reference function and nondiagonal operators in relativistic multi-configurational perturbation theory is reported for the first time. A series of initial calculations are performed on the ionization potential and excitation energies of the atoms of the 6p-block; the results display a significant improvement over those from KRCASSCF, showing a closer agreement with experimental results. Accurate atomic properties of the superheavy elements of the 7p-block are also presented, and the electronic structures of the low-lying excited states are compared with those of their lighter homologues.

    A method of detecting malicious binary executable files is accomplished by inputting a binary executable file; converting the binary executable file to byte hexadecimal text strings; calculating the frequency of each byte pattern in the byte hexadecimal text strings; selecting characteristic byte pattern frequencies as discriminating features; classifying the discriminating features as malicious or benign; labeling the binary executable file as malicious or benign; and outputting the labeled malicious or benign binary executable file.

    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    Created in 1989 to address over 50 years of environmental liabilities arising out of nuclear weapons production and testing in the United States since World War II, the U.S. Department of Energy's (DOE's) Environmental Management (EM) Programs decade-long effort to reduce the costs of those environmental liabilities, collectively known as DOE's ''environmental mortgage,'' includes past as well as future cleanup costs associated with environmental contamination, hazardous and radioactive materials and wastes, contaminated buildings and facilities, and their associated risks. Tasked with the bulk of these cleanup efforts, the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's), Nevada Environmental Restoration Project (NV ERP) is attempting to complete applicable corrective actions at inactive contaminated sites and facilities managed by DOE/NV, while at the same time protecting human health and the environment. Regulated under the Federal Facility Agreement and Consent Order, the objectives of the NV ERP are to identify the nature and extent of the contamination, determine its potential risk to the public and the environment, and to perform the necessary corrective actions in compliance with this and other state and federal regulations, guidelines, and requirements. Associated with this vast effort are approximately 2,000 sites both on and off of the Nevada Test Site (NTS) that were used primarily for nuclear testing and are addressed in the NV ERP. This includes sites that were underground areas where tests were actually conducted, contaminated surface soils resulting from aboveground testing activities, and sites that supported other related testing hardware paraphenalia and/or NTS real estate properties (e.g., underground storage tanks, leachfields, landfills, contaminated waste areas, injection wells, muckpiles, and ponds).     The Technical Measurements Center has prepared uranium mill tailings reference materials for use by remedial action contractors and cognizant federal and state agencies. Four materials were prepared with varying concentrations of radionuclides, using three tailings materials and a river-bottom soil diluent. All materials were ground, dried, and blended thoroughly to ensure homogeneity. The analyses on which the recommended values for nuclides in the reference materials are based were performed, using independent methods, by the UNC Geotech (UNC) Chemistry Laboratory, Grand Junction, Colorado, and by C.W. Sill (Sill), Idaho National Engineering Laboratory, Idaho Falls, Idaho. Several statistical tests were performed on the analytical data to characterize the reference materials. Results of these tests reveal that the four reference materials are homogeneous and that no large systematic bias exists between the analytical methods used by Sill and those used by TMC. The average values for radionuclides of the two data sets, representing an unbiased estimate, were used as the recommended values for concentrations of nuclides in the reference materials. The recommended concentrations of radionuclides in the four reference materials are provided. Use of these reference materials will aid in providing uniform standardization among measurements made by remedial action contractors. 11 refs., 9 tabs.

    A faithful execution system includes system memory, a target processor, and protection engine. The system memory stores a ciphertext including value fields and integrity fields. The value fields each include an encrypted executable instruction and the integrity fields each include an encrypted integrity value for determining whether a corresponding one of the value fields has been modified. The target processor executes plaintext instructions decoded from the ciphertext while the protection engine is coupled between the system memory and the target processor. The protection engine includes logic to retrieve the ciphertext from the system memory, decrypt the value fields into the plaintext instructions, perform an integrity check based on the integrity fields to determine whether any of the corresponding value fields have been modified, and provide the plaintext instructions to the target processor for execution.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    We begin with the following definitions: Definition: A trusted volume is the computing machinery (including communication lines) within which data is assumed to be physically protected from an adversary. A trusted volume provides both integrity and privacy. Definition: Program integrity consists of the protection necessary to enable the detection of changes in the bits comprising a program as specified by the developer, for the entire time that the program is outside a trusted volume. For ease of discussion we consider program integrity to be the aggregation of two elements: instruction integrity (detection of changes in the bits within an instruction or block of instructions), and sequence integrity (detection of changes in the locations of instructions within a program). Definition: Faithful Execution (FE) is a type of software protection that begins when the software leaves the control of the developer and ends within the trusted volume of a target processor. That is, FE provides program integrity, even while the program is in execution. (As we will show below, FE schemes are a function of trusted volume size.) FE is a necessary quality for computing. Without it we cannot trust computations. In the early days of computing FE came for free since the software never left a trusted volume. At that time the execution environment was the same as the development environment. In some circles that environment was referred to as a ''closed shop:'' all of the software that was used there was developed there. When an organization bought a large computer from a vendor the organization would run its own operating system on that computer, use only its own editors, only its own compilers, only its own debuggers, and so on. However, with the continuing maturity of computing technology, FE becomes increasingly difficult to achieve

The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    This report, Coal Data: A Reference, summarizes basic information on the mining and use of coal, an important source of energy in the US. This report is written for a general audience. The goal is to cover basic material and strike a reasonable compromise between overly generalized statements and detailed analyses. The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources. The statistics are largely from reports published by the Energy Information Administration.

    Antares is a 24-beam, 40-TW carbon-dioxide laser-fusion system currently nearing completion at the Los Alamos National Laboratory. The 24 beams will be focused onto a tiny target (typically 300 to 1000 ..mu..m in diameter) located approximately at the center of a 7.3-m-diameter by 9.3-m-long vacuum (10/sup -6/ torr) chamber. The design goal is to position the targets to within 10 ..mu..m of a selected nominal position, which may be anywhere within a fixed spherical region 1 cm in diameter. The Antares Reference Telescope System is intended to help achieve this goal for alignment and viewing of the various targets used in the laser system. The Antares Reference Telescope System consists of two similar electro-optical systems positioned in a near orthogonal manner in the target chamber area of the laser. Each of these consists of four subsystems: (1) a fixed 9X optical imaging subsystem which produces an image of the target at the vidicon; (2) a reticle projection subsystem which superimposes an image of the reticle pattern at the vidicon; (3) an adjustable front-lighting subsystem which illuminates the target; and (4) an adjustable back-lighting subsystem which also can be used to illuminate the target. The various optical, mechanical, and vidicon design considerations and trade-offs are discussed. The final system chosen (which is being built) and its current status are described in detail.

The method provides an external override machine that can be introduced into a system of self-assembling machines while the machines are executing such that the functionality of the executing software can be changed or paused without stopping the code execution and modifying the existing code. Additionally, a monitoring machine can be introduced without stopping code execution that can monitor specified code execution functions by designated machines and communicate the status to an output device.

The piston is selected of suitable size and weight to cause only a slight flow of electrolyte through the porous plug into the high pressure system. This prevents contamination of the electrolyte but is of such small flow rate that operating intervals of a month or more can be achieved.

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies. The intermingling reference half-cell relies on a capillary tube having a first end open to reference fluid and a second end open to test fluid wherein the small diameter of the capillary tube limits free motion of fluid within the capillary to diffusion. The electrode is placed near the first end of the capillary in contact with the reference fluid. The method of operation of the present invention begins with filling the capillary tube with a reference solution. After closing the first end of the capillary, the capillary tube may be fully submerged or partially submerged with the second open end inserted into test fluid. Since the electrode is placed near the first end of the capillary, and since the test fluid may intermingle with the reference fluid through the second open end only by diffusion, this intermingling capillary reference half-cell provides a stable voltage potential for long time periods. 11 figs.

    We describe the current state-of-the-art in Trusted Computing Technologies - focusing mainly on Intel's Trusted Execution Technology (TXT). This document is based on existing documentation and tests of two existing TXT-based systems: Intel's Trusted Boot and Invisible Things Lab's Qubes OS. We describe what features are lacking in current implementations, describe what a mature system could provide, and present a list of developments to watch. Critical systems perform operation-critical computations on high importance data. In such systems, the inputs, computation steps, and outputs may be highly sensitive. Sensitive components must be protected from both unauthorized release, and unauthorized alteration: Unauthorized users should not access the sensitive input and sensitive output data, nor be able to alter them; the computation contains intermediate data with the same requirements, and executes algorithms that the unauthorized should not be able to know or alter. Due to various system requirements, such critical systems are frequently built from commercial hardware, employ commercial software, and require network access. These hardware, software, and network system components increase the risk that sensitive input data, computation, and output data may be compromised.

  1. Verification & Validation of High-Order Short-Characteristics-Based Deterministic Transport Methodology on Unstructured Grids

    The research team has developed a practical, high-order, discrete-ordinates, short characteristics neutron transport code for three-dimensional configurations represented on unstructured tetrahedral grids that can be used for realistic reactor physics applications at both the assembly and core levels. This project will perform a comprehensive verification and validation of this new computational tool against both a continuous-energy Monte Carlo simulation (e.g. MCNP) and experimentally measured data, an essential prerequisite for its deployment in reactor core modeling. Verification is divided into three phases. The team will first conduct spatial mesh and expansion order refinement studies to monitor convergence of the numerical solution to reference solutions. This is quantified by convergence rates that are based on integral error norms computed from the cell-by-cell difference between the code’s numerical solution and its reference counterpart. The latter is either analytic or very fine- mesh numerical solutions from independent computational tools. For the second phase, the team will create a suite of code-independent benchmark configurations to enable testing the theoretical order of accuracy of any particular discretization of the discrete ordinates approximation of the transport equation. For each tested case (i.e. mesh and spatial approximation order), researchers will execute the code and compare the resulting numerical solution to the exact solution on a per cell basis to determine the distribution of the numerical error. The final activity comprises a comparison to continuous-energy Monte Carlo solutions for zero-power critical configuration measurements at Idaho National Laboratory’s Advanced Test Reactor (ATR). Results of this comparison will allow the investigators to distinguish between modeling errors and the above-listed discretization errors introduced by the deterministic method, and to separate the sources of uncertainty.

    Split-execution computing leverages the capabilities of multiple computational models to solve problems, but splitting program execution across different computational models incurs costs associated with the translation between domains. We analyze the performance of a split-execution computing system developed from conventional and quantum processing units (QPUs) by using behavioral models that track resource usage. We focus on asymmetric processing models built using conventional CPUs and a family of special-purpose QPUs that employ quantum computing principles. Our performance models account for the translation of a classical optimization problem into the physical representation required by the quantum processor while also accounting for hardware limitations and conventional processor speed and memory. We conclude that the bottleneck in this split-execution computing system lies at the quantum-classical interface and that the primary time cost is independent of quantum processor behavior.

    This document describes a microgrid cyber security reference architecture. First, we present a high-level concept of operations for a microgrid, including operational modes, necessary power actors, and the communication protocols typically employed. We then describe our motivation for designing a secure microgrid; in particular, we provide general network and industrial control system (ICS)-speci c vulnerabilities, a threat model, information assurance compliance concerns, and design criteria for a microgrid control system network. Our design approach addresses these concerns by segmenting the microgrid control system network into enclaves, grouping enclaves into functional domains, and describing actor communication using data exchange attributes. We describe cyber actors that can help mitigate potential vulnerabilities, in addition to performance bene ts and vulnerability mitigation that may be realized using this reference architecture. To illustrate our design approach, we present a notional a microgrid control system network implementation, including types of communica- tion occurring on that network, example data exchange attributes for actors in the network, an example of how the network can be segmented to create enclaves and functional domains, and how cyber actors can be used to enforce network segmentation and provide the neces- sary level of security. Finally, we describe areas of focus for the further development of the reference architecture.

    Sandia National Laboratory (SNL) is leading an effort to develop reference models for marine and hydrokinetic technologies and wave and current energy resources. This effort will allow the refinement of technology design tools, accurate estimates of a baseline levelized cost of energy (LCoE), and the identification of the main cost drivers that need to be addressed to achieve a competitive LCoE. As part of this effort, Oak Ridge National Laboratory was charged with examining and reporting reference river inflow characteristics for reference model 2 (RM2). Published turbulent flow data from large rivers, a water supply canal and laboratory flumes, are reviewed to determine the range of velocities, turbulence intensities and turbulent stresses acting on hydrokinetic technologies, and also to evaluate the validity of classical models that describe the depth variation of the time-mean velocity and turbulent normal Reynolds stresses. The classical models are found to generally perform well in describing river inflow characteristics. A potential challenge in river inflow characterization, however, is the high variability of depth and flow over the design life of a hydrokinetic device. This variation can have significant effects on the inflow mean velocity and turbulence intensity experienced by stationary and bottom mounted hydrokinetic energy conversion devices, which requires further investigation, but are expected to have minimal effects on surface mounted devices like the vertical axis turbine device designed for RM2. A simple methodology for obtaining an approximate inflow characterization for surface deployed devices is developed using the relation umax=(7/6)V where V is the bulk velocity and umax is assumed to be the near-surface velocity. The application of this expression is recommended for deriving the local inflow velocity acting on the energy extraction planes of the RM2 vertical axis rotors, where V=Q/A can be calculated given a USGS gage flow time

    A generic reference case for disposal of spent nuclear fuel and high-level radioactive waste in crystalline rock is outlined. The generic cases are intended to support development of disposal system modeling capability by establishing relevant baseline conditions and parameters. Establishment of a generic reference case requires that the emplacement concept, waste inventory, waste form, waste package, backfill/buffer properties, EBS failure scenarios, host rock properties, and biosphere be specified. The focus in this report is on those elements that are unique to crystalline disposal, especially the geosphere representation. Three emplacement concepts are suggested for further analyses: a waste packages containing 4 PWR assemblies emplaced in boreholes in the floors of tunnels (KBS-3 concept), a 12-assembly waste package emplaced in tunnels, and a 32-assembly dual purpose canister emplaced in tunnels. In addition, three failure scenarios were suggested for future use: a nominal scenario involving corrosion of the waste package in the tunnel emplacement concepts, a manufacturing defect scenario applicable to the KBS-3 concept, and a disruptive glaciation scenario applicable to both emplacement concepts. The computational approaches required to analyze EBS failure and transport processes in a crystalline rock repository are similar to those of argillite/shale, with the most significant difference being that the EBS in a crystalline rock repository will likely experience highly heterogeneous flow rates, which should be represented in the model. The computational approaches required to analyze radionuclide transport in the natural system are very different because of the highly channelized nature of fracture flow. Computational workflows tailored to crystalline rock based on discrete transport pathways extracted from discrete fracture network models are recommended.

    Executive Order 12003, dated 19 July 1977, initiated the U.S. Army`s energy conservation effort. Specifically, the Executive Order led to the development of the Army Facilities Energy Plan which directs Army Staff and Major Army Commands to develop detailed implementation plans for energy conservation. As a result of these directives, the Fort Worth District of the U.S. Army Corps of Engineers contracted for an Energy Engineering Analysis Program (EEAP) at Fort Polk, Louisiana. The EEAP included Increments `A`, `B`, `E`, and `G`. To accomplish the intent of Increment `P`, namely, providing low cost/no cost energy savings recommendations in the form of specific, practical instructions for use by the Facility Engineer, the following general steps were taken: (1) Consider treasures identified in Detailed Scope of Work. (2) identify other potential Low Cost/No Cost energy Conservation Measures (ECM) through discussions with Fort Polk personnel and field surveys by Graham Associates engineers. (3) Review Increments `A`, `B`, and `G` for ECM`s within the Facility Engineer`s funding authority; $200,000 for alteration projects and $1,000,000 for maintenance and repair type work. (4) Evaluate ECM`s using relevant data for other Increments of the ESAP, and develop new data where appropriate.

    While the accuracy of assembly calculations has considerably improved due to the increase in computer power enabling more refined description of the phase space and use of more sophisticated numerical algorithms, the computational cost continues to increase which limits the full utilization of their effectiveness for routine engineering analysis. Reduced order modeling is a mathematical vehicle that scales down the dimensionality of large-scale numerical problems to enable their repeated executions on small computing environment, often available to end users. This is done by capturing the most dominant underlying relationships between the model's inputs and outputs. Previous works demonstrated the use of the reduced order modeling for a single physics code, such as a radiation transport calculation. This manuscript extends those works to coupled code systems as currently employed in assembly calculations. Numerical tests are conducted using realistic SCALE assembly models with resonance self-shielding, neutron transport, and nuclides transmutation/depletion models representing the components of the coupled code system. The sources for the notes can be books, journal articles, reports, private conversations, conference papers, audiovisuals, etc. The system ties the databases together in a relational structure, thus eliminating data redundancy while providing full access to all the information. Included are the text of the note, the subject classification (for retrieval), and the reference identification data. These data are divided into four databases: Document data - title, author, publisher, etc., fields to identify the article within the document; Note data - text and page of the note; Sublect data - subject categories to ensure uniform spelling for searches. Additionally, there are subsidiary files used by the system, including database index and temporary work files. The system provides multiple access routes to the notes, both structurally (access method) and topically (through cross-indexing).
