    In June 2005 Governor Arnold Schwarzenegger issued Executive Order S-3-05 that set greenhouse gas emission reduction targets for California, and directed the Secretary of the California Environmental Protection Agency to report to the governor and the State legislature by January 2006 and biannually thereafter on the impacts to California of global warming, including impacts to water supply, public health, agriculture, the coastline, and forestry, and to prepare and report on mitigation and adaptation plans to combat these impacts. This report is a part of the report to the governor and legislature, and focuses on public health impacts that have been associated with climate change. Considerable evidence suggests that average ambient temperature is increasing worldwide, that temperatures will continue to increase into the future, and that global warming will result in changes to many aspects of climate, including temperature, humidity, and precipitation (McMichael and Githeko, 2001). It is expected that California will experience changes in both temperature and precipitation under current trends. Many of the changes in climate projected for California could have ramifications for public health (McMichael and Githeko, 2001), and this document summarizes the impacts judged most likely to occur in California, based on a review of available peer-reviewed scientific literature and new modeling and statistical analyses. The impacts identified as most significant to public health in California include mortality and morbidity related to temperature, air pollution, vector and water-borne diseases, and wildfires. There is considerable complexity underlying the health of a population with many contributing factors including biological, ecological, social, political, and geographical. In addition, the relationship between climate change and changes in public health is difficult to predict for the most part, although more detailed information is available on temperature

    This Annual Site Environmental Report for the Laboratory for Energy-Related Health Research (LEHR) Site (the Site) includes 1996 environmental monitoring data for Site air, soil, ground water, surface water, storm water and ambient radiation. DOE operation of LEHR as a functioning research location ceased in 1989, after the completion of three decades of research on the health effects of low-level radiation exposure (primarily strontium-90 and radium-226), using beagles to simulate effects on human health. During 1996, the U.S. Department of Energy (DOE) conducted activities at the Site in support of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Environmental remediation and the decontamination and decommissioning (D&D) of Site buildings. Extensive environmental data were collected in 1996 to evaluate appropriate remedial actions for the Site.

    This report presents the preliminary findings from the first phase of the Survey of the United States Department of Energy (DOE) Laboratory for Energy-Related Health Research (LEHR) at the University of California, Davis (UC Davis), conducted November 16 through 20, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the LEHR. The Survey covers all environmental media and all areas of environmental regulation, and is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations at the LEHR and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The Sampling and Analysis Plan will be executed by a DOE National Laboratory or a support contractor. When completed, the results will be incorporated into the Environmental Survey Interim Report for the LEHR at UC Davis. The Interim Report will reflect the final determinations of the LEHR Survey. 75 refs., 26 figs., 23 tabs.

  12. Public Health Benefits of End-Use Electrical Energy Efficiency in California: An Exploratory Study

    This study assesses for California how increasing end-use electrical energy efficiency from installing residential insulation impacts exposures and disease burden from power-plant pollutant emissions. Installation of fiberglass attic insulation in the nearly 3 million electricity-heated homes throughout California is used as a case study. The pollutants nitrous oxides (NO{sub x}), sulfur dioxide (SO{sub 2}), fine particulate matter (PM2.5), benzo(a)pyrene, benzene, and naphthalene are selected for the assessment. Exposure is characterized separately for rural and urban environments using the CalTOX model, which is a key input to the US Environmental Protection Agency (EPA) Tool for the Reduction and Assessment of Chemicals and other environmental Impacts (TRACI). The output of CalTOX provides for urban and rural populations emissions-to-intake factors, which are expressed as an individual intake fraction (iFi). The typical iFi from power plant emissions are on the order of 10{sup -13} (g intake per g emitted) in urban and rural regions. The cumulative (rural and urban) product of emissions, population, and iFi is combined with toxic effects factors to determine human damage factors (HDFs). HDF are expressed as disability adjusted life years (DALYs) per kilogram pollutant emitted. The HDF approach is applied to the insulation case study. Upgrading existing residential insulation to US Department of Energy (DOE) recommended levels eliminates over the assmned 50-year lifetime of the insulation an estimated 1000 DALYs from power-plant emissions per million tonne (Mt) of insulation installed, mostly from the elimination of PM2.5 emissions. In comparison, the estimated burden from the manufacture of this insulation in DALYs per Mt is roughly four orders of magnitude lower than that avoided.

    This paper documents methods and results of an investigation of the options for and year 2010 consequences of possible new limitations on the use of diesel fuel in California, USA. California's Air Resources Board will undertake a risk management process to determine steps necessary to protect the health and safety of the public from carcinogenic species resident on diesel combustion exhaust particles. Environmental activist groups continue to call for the elimination of diesel fuel in California and other populous states. It is the declared intention of CARB not to ban or restrict diesel fuel, per se, at this time. Thus, two ''mid-course'' strategies now appear feasible: (1) Increased penetration of natural gas, LPG, and possibly lower alcohols into the transportation fuels market, to the extent that some Cl applications would revert to spark-ignition (SI) engines. (2) New specifications requiring diesel fuel reformulation based on more detailed investigation of exhaust products of individual diesel fuel constituents.

    The Stringfellow Hazardous Waste site lies at the head of the Pyrite Canyon in Riverside County less than a mile north of the community of Glen Avon. The principal contaminants of concern in the ground water include trichloroethene (TCE), chloroform, chlorobenzene, dichlorobenzene, nitrate, sodium, sulfate, para-chlorobenzene sulfonic acid (p-CBSA), chromium, and cadmium. The principal environmental pathways for contaminant transport include ground water, surface water, soil, sediment, and air. The Pyrite Canyon portion of the site is of public health concern because of the risk to human health resulting from probable past and present exposure to hazardous substances that may result in adverse human health effects.

    A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

    An evaluation of environmental conditions and possible health effects among workers exposed to coke dust was conducted. Personal breathing-zone (PBZ) concentrations of total airborne dust ranged from 0.1 to 12 milligrams/cubic meter (mg/m3) with a median of 1.6 mg/m3; mass median particle diameter was about 8 micrometers. Very high PBZ concentrations of coke dust occurred during a semimonthly cleanup of underground coke pits; levels ranged from 98 to 190mg/m3 with a mean of 140mg/m3. Oil mists were not detected. Exposures to polynuclear aromatic compounds were below the analytical limit of detection among workers for routine jobs. Abnormal pulmonary function tests were found in 12% of those tested. Five cases of chronic bronchitis and seven of chronic cough, 10 and 13% respectively, were identified among those interviewed. The authors conclude that there were potentially hazardous exposures to high dust levels during semimonthly coke-pit cleaning jobs.

    In response to a request from the International Association of Fire Fighters, a study was made of possible toxic exposures experienced by fire fighters from the Los Angeles Fire Department, paramedics, and police officers during a chemical warehouse fire at Research Organic, Inorganic Chemical Corporation, Sun Valley, California. Numerous flammable, corrosive, and reactive compounds were stored at the warehouse at the time of the fire. Dermatological problems with rashes lasting more than 1 day after the fire were reported by 18 fire fighters and nine police officers. Neurotoxic symptoms of fatigue, forgetfulness, irritability, headaches, and difficulty sleeping were also reported. The neurotoxic symptoms lasted from a month to over a year. The authors conclude that the symptoms experienced by those working at the fire site are associated with exposures during the fire. Recommendations arising from the fire include the establishment of a response team with comprehensive training, state of the art protective equipment, protocols for addressing medical evaluation and decontamination issues, environmental sampling capability, and coordination with other emergency disaster responders.

The ground water at LEHR is one of several operable units under investigation by Pacific Northwest National Laboratory for the US Department of Energy. The purpose of this work was to further characterize the hydrogeology beneath the LEHR site, with the primary focus on ground water. The objectives were to estimate hydraulic properties for the two uppermost saturated hydrogeologic units (i.e., HSU-1 and HSU-2), and to determine distributions of contaminants of concern in these units. Activities undertaken to accomplish these objectives include well installation, geophysical logging, well development, ground-water sampling, slug testing, Westbay ground-water monitoring system installation, continuous water-level monitoring, Hydropunch installation, and surveying. Ground-water samples were collected from 61 Hydropunch locations. Analytical results from these locations and the wells indicate high chloroform concentrations trending from west/southwest to east/northeast in the lower portion of HSU-1 and in the upper and middle portions of HSU-2. The chloroform appears to originate near Landfill 2. Tritium was not found above the MCL in any of the well or Hydropunch samples. Hexavalent chromium was found at four locations with concentrations above the MCL in HSU-1 and at one location in HSU-2. One well in HSU-1 had a total chromium concentration above the MCL. Nitrate-nitrogen above the MCL was found at several Hydropunch locations in both HSU-1 and HSU-2.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice.     Excavation of a Superfund site, the Ralph Gray Truncking Company located in Westminster Orange County, California was anticipated to release sulfur dioxide and other chemicals. The California Department of Health Services, under cooperative agreement with the Agency for Toxic Substances and Disease Registry, conducted a surveillance study to assess whether illnesses were associated with cleanup activities. A panel primarily composed of more sensitive persons (n = 36) was selected to report daily respiratory symptoms and odors. Exposures included sulfur dioxide (SO{sub 2}) measurements and daily tonnage of waste removed. Analysis used Conditional Likelihood Regression and Generalized Estimating Equations (GEE) methods. Levels of SO{sub 2} were generally higher than usual ambient air, at times exceeding levels which can cause health effects among asthmatics in laboratory settings. Wheeze and cough were significantly associated with tonnage of waste removed, especially on days when the highest amounts of waste were removed. Upper respiratory symptoms were found to be associated with SO{sub 2}, and weak relationships were found with nausea and burning nose and SO{sub 2}.

    The Rhone Poulenc site has been proposed for listing on the National Priorities List. The site has been the location of chemical manufacturing since before 1926. Flue dust from Anaconda, Montana copper-smelting operations was used to manufacture sodium arsenate from 1920s to 1960s. The current owners have manufactured insecticides at the site from 1972 to the present. The environmental contamination on-site consists of arsenic, lead, cadmium, selenium, mercury, copper, and zinc in soil and surface water. The environmental contamination off-site consists of arsenic in surface water in the adjacent tidal marsh; and arsenic, lead, cadmium, selenium, copper, mercury, zinc in seasonally pounded surface water. In addition, soil contamination has been detected on the levy and in the tidal marsh. The site is considered to be of potential public health concern of the risk to human health caused by the possibility of exposure to hazardous substances via contaminated surface soil, sediment, and water.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

    The Technical Measurements Center has prepared uranium mill tailings reference materials for use by remedial action contractors and cognizant federal and state agencies. Four materials were prepared with varying concentrations of radionuclides, using three tailings materials and a river-bottom soil diluent. All materials were ground, dried, and blended thoroughly to ensure homogeneity. The analyses on which the recommended values for nuclides in the reference materials are based were performed, using independent methods, by the UNC Geotech (UNC) Chemistry Laboratory, Grand Junction, Colorado, and by C.W. Sill (Sill), Idaho National Engineering Laboratory, Idaho Falls, Idaho. Several statistical tests were performed on the analytical data to characterize the reference materials. Results of these tests reveal that the four reference materials are homogeneous and that no large systematic bias exists between the analytical methods used by Sill and those used by TMC. The average values for radionuclides of the two data sets, representing an unbiased estimate, were used as the recommended values for concentrations of nuclides in the reference materials. The recommended concentrations of radionuclides in the four reference materials are provided. Use of these reference materials will aid in providing uniform standardization among measurements made by remedial action contractors. 11 refs., 9 tabs.

    This benchmarking review has been developed to support benchmarking planning and tool development under discussion by the California Energy Commission (CEC), Lawrence Berkeley National Laboratory (LBNL) and others in response to the Governor's Executive Order S-20-04 (2004). The Executive Order sets a goal of benchmarking and improving the energy efficiency of California's existing commercial building stock. The Executive Order requires the CEC to propose ''a simple building efficiency benchmarking system for all commercial buildings in the state''. This report summarizes and compares two currently available commercial building energy-benchmarking tools. One tool is the U.S. Environmental Protection Agency's Energy Star National Energy Performance Rating System, which is a national regression-based benchmarking model (referred to in this report as Energy Star). The second is Lawrence Berkeley National Laboratory's Cal-Arch, which is a California-based distributional model (referred to as Cal-Arch). Prior to the time Cal-Arch was developed in 2002, there were several other benchmarking tools available to California consumers but none that were based solely on California data. The Energy Star and Cal-Arch benchmarking tools both provide California with unique and useful methods to benchmark the energy performance of California's buildings. Rather than determine which model is ''better'', the purpose of this report is to understand and compare the underlying data, information systems, assumptions, and outcomes of each model.

    For the past decade, the non-residential portion of California's Title-24 building energy standard has relied on DOE-2.1E as the reference computer simulation program for development as well as compliance. However, starting in 2004, the California Energy Commission has been evaluating the possible use of Energy Plus as the reference program in future revisions of Title-24. As part of this evaluation, the authors converted the Alternate Compliance Method (ACM) certification test suite of 150 DOE-2 files to Energy Plus, and made parallel DOE-2 and Energy Plus runs for this extensive set of test cases. A customized version of DOE-2.1E named doe2ep was developed to automate the conversion process. This paper describes this conversion process, including the difficulties in establishing an apples-to-apples comparison between the two programs, and summarizes how the DOE-2 and Energy Plus results compare for the ACM test cases.

The output end of the optical fiber acts as a source of radiant energy and is positioned at the focal point of a lens system where the focal point is positioned within the lens. The output beam reflects off a mirror back to the lens that produces a collimated beam.

The goal is to cover basic material and strike a reasonable compromise between overly generalized statements and detailed analyses. The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources. The statistics are largely from reports published by the Energy Information Administration.

    Antares is a 24-beam, 40-TW carbon-dioxide laser-fusion system currently nearing completion at the Los Alamos National Laboratory. The 24 beams will be focused onto a tiny target (typically 300 to 1000 ..mu..m in diameter) located approximately at the center of a 7.3-m-diameter by 9.3-m-long vacuum (10/sup -6/ torr) chamber. The design goal is to position the targets to within 10 ..mu..m of a selected nominal position, which may be anywhere within a fixed spherical region 1 cm in diameter. The Antares Reference Telescope System is intended to help achieve this goal for alignment and viewing of the various targets used in the laser system. The Antares Reference Telescope System consists of two similar electro-optical systems positioned in a near orthogonal manner in the target chamber area of the laser. Each of these consists of four subsystems: (1) a fixed 9X optical imaging subsystem which produces an image of the target at the vidicon; (2) a reticle projection subsystem which superimposes an image of the reticle pattern at the vidicon; (3) an adjustable front-lighting subsystem which illuminates the target; and (4) an adjustable back-lighting subsystem which also can be used to illuminate the target. The various optical, mechanical, and vidicon design considerations and trade-offs are discussed. The final system chosen (which is being built) and its current status are described in detail.

    was necessary to confine the analysis to a smaller geographic area, yet still represent the diversity of tribes and context within which tribal water issues arise. The state of California provides this opportunity. California has 106 federally recognized tribes. California is diverse in its geography, environment, demographics, and economic bases; California tribes demonstrate similar diversity. Additionally, no central repository of national or state tribal water issues exists and information must be aggregated, in general, tribe by tribe. This presents research challenges and, for this report, these were overcome by developing a method to essentially ''sub-sample'' the 106 federally recognized tribes in the state, while making every effort to maintain a sub-sample that broadly represents all of the 106 tribes. n an effort to develop an equitable and appropriate method with which to identify this set of representative tribes, multiple entities were contacted for guidance. Consultation with the Bureau of Indian Affairs (BIA), Environmental Protection Agency (EPA), Indian Health Services (IHS), U.S. Department of Agriculture (USDA), Bureau of Reclamation (BOR) and Tribal Environmental Directors, provided key information and recommendations to guide the research process. It is hoped that an appropriate representation of the diversity of tribes across the state has been achieved; this includes an adequate representation of similarities and differences between Californian tribes on key water research issues (and the same between regions). This research occurred over a limited time period (i.e., three months) and given a general concern that this may not be sufficient, any information and conclusions in this report should be viewed with this in mind. Finally, it is hoped that this research allows for an (enhanced) informed capacity to better propose further dialog between tribes and LLNL to continue to exchange water research perspectives and define potential research

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies. It is hoped that this guide will aid in the design and procurement process and result in successful implementation of building sensor and control systems.     The California Public Utilities Commission (CPUC) requested assistance in identifying methodological alternatives for quantifying the benefits of renewable electricity. The context is the CPUC's analysis of a 33% renewable portfolio standard (RPS) in California--one element of California's Climate Change Scoping Plan. The information would be used to support development of an analytic plan to augment the cost analysis of this RPS (which recently was completed). NREL has responded to this request by developing a high-level survey of renewable electricity effects, quantification alternatives, and considerations for selection of analytic methods. This report addresses economic effects and health and environmental effects, and provides an overview of related analytic tools. Economic effects include jobs, earnings, gross state product, and electricity rate and fuel price hedging. Health and environmental effects include air quality and related public-health effects, solid and hazardous wastes, and effects on water resources.

    Seismic base isolation systems of various forms and features have been implemented in design of many new buildings and in rehabilitation of several existing structures. Currently, at least in California, the seismic isolation option is seriously considered at the onset of design of any hospital or health care facility project. While the design and implementation of seismic isolation systems seem to have been successful, there exist a multitude of problems which need to be addressed during each of the design, manufacturing, and construction processes to ensure a satisfactory end-result. The authors have been involved as structural and geotechnical engineers, as well as peer reviewers and plan checkers for many of the landmark California seismic isolated structures. This paper will provide a summary of state-of-the-practice and its problems for seismic isolated building structures.

    This report documents the results of the Routine Environmental Audit of the Sandia National Laboratories, Livermore, California (SNL/CA). During this audit the activities the Audit Team conducted included reviews of internal documents and reports from preview audits and assessments; interviews with US Department of Energy (DOE), State of California regulators, and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted from February 22 through March 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements. The audit`s functional scope was comprehensive and included all areas of environmental management and a programmatic evaluation of NEPA and inactive waste sites.

    The sections of the Clean Air Act Amendments (CAAA) of 1990 that refer to accident prevention are to be found in Title III. Two significant requirements of the CAAA in this respect relate to the responsibilities of the Occupational Safety and Health Administration (OSHA), which has promulgated a new Process Safety Management (PSM) standard and the Environmental Protection Agency (EPA), which at the time of writing, is developing Risk Management Program (RMP) regulations. The focus of this paper is on how the requirements of the CAAA may affect the reasons for performing a Quantitative Risk Assessment (QRA) or may affect the results of QRA. In order to limit the discussion, this paper focuses on HF. First, the CAAA requires that the EPA assess the hazards associated with HF; the EPA's current draft report is discussed. Second, a generic assessment of the risks associated with the use of HF is given, with emphasis on alkylation units in refineries. The principal contributors to risk are listed. Finally, an assessment of OSHA's PSM standard 29 CFR 1910.119, the related requirements of state laws such as California's Risk Management and Prevention Program and the potential requirement of EPA's Risk Management Program are given, including an assessment of how these requirements may influence quantitative estimates of risk. 13 refs., 1 fig.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits.
