    The Nez Perce Tribe Department of Fisheries Resource Management, Watershed Division approaches watershed restoration with a ridge-top to ridge-top approach. The Nez Perce Tribe (NPT) and the Nez Perce National Forest (NPNF) have formed a partnership in completing watershed restoration activities, and through this partnership more work is accomplished by sharing funding and resources in our effort. The Nez Perce Tribe began watershed restoration projects within the Red River Watershed of the South Fork Clearwater River in 2001. Progress has been made in restoring the watershed through road decommissioning and culvert replacement. From completing a watershed assessment to two NEPA efforts and a final stream restoration design, we will begin the effort of restoring the mainstem channel of Red River to provide spawning and rearing habitat for anadromous and resident fish species. Roads have been surveyed and prioritized for removal or improvement as well as culverts being prioritized for replacement to accommodate fish passage throughout the watershed. Another major, and extremely, important component of this project is the Red River Meadow Conservation Easement. We have begun the process of pursuing a conservation easement on approximately 270 acres of prime meadow habitat (Red River runs through this meadow and is prime spawning and rearing habitat).

  2. INTELLIGENT COMPUTING SYSTEM FOR RESERVOIR ANALYSIS AND RISK ASSESSMENT OF THE RED RIVER FORMATION

    Integrated software has been written that comprises the tool kit for the Intelligent Computing System (ICS). The software tools in ICS have been developed for characterization of reservoir properties and evaluation of hydrocarbon potential using a combination of inter-disciplinary data sources such as geophysical, geologic and engineering variables. The ICS tools provide a means for logical and consistent reservoir characterization and oil reserve estimates. The tools can be broadly characterized as (1) clustering tools, (2) neural solvers, (3) multiple-linear regression, (4) entrapment-potential calculator and (5) file utility tools. ICS tools are extremely flexible in their approach and use, and applicable to most geologic settings. The tools are primarily designed to correlate relationships between seismic information and engineering and geologic data obtained from wells, and to convert or translate seismic information into engineering and geologic terms or units. It is also possible to apply ICS in a simple framework that may include reservoir characterization using only engineering, seismic, or geologic data in the analysis. ICS tools were developed and tested using geophysical, geologic and engineering data obtained from an exploitation and development project involving the Red River Formation in Bowman County, North Dakota and Harding County, South Dakota. Data obtained from 3D seismic surveys, and 2D seismic lines encompassing nine prospective field areas were used in the analysis. The geologic setting of the Red River Formation in Bowman and Harding counties is that of a shallow-shelf, carbonate system. Present-day depth of the Red River formation is approximately 8000 to 10,000 ft below ground surface. This report summarizes production results from well demonstration activity, results of reservoir characterization of the Red River Formation at demonstration sites, descriptions of ICS tools and strategies for their application.

  3. Establishment of a viable population of red-cockaded woodpeckers at the Savannah River Site

    In 1985 the Southeastern Forest Experiment Station in cooperation with the Department of Energy (DOE), the Savannah River Forest Station (SRFS) and the Savannah River Ecology Laboratory (SREL) initiated a research/management program to restore a viable population of red-cockaded woodpeckers (RCW) to the Savannah River Site (SRS). The program has progresses in two phases. The first phase (1985-1987) focused on stabilizing the declining RCW population at SRS. The second phase (1988-present) has focused on facilitating population expansion. In 1989 we have focused our efforts on development of techniques for excavating new RCW cavities, identification of old-growth stands with the potential of providing new nesting habitat to support population expansion, continued flying squirrel control, continued translocations of RCW's as needed, and monitoring clan composition and reproduction.

    We study that the mid-section of the Arkansas-White-Red (AWR) river basin near the 100th parallel is particularly promising for sustainable biomass production using cellulosic perennial crops and residues. Along this longitudinal band, precipitation becomes limiting to competing crops that require irrigation from an increasingly depleted groundwater aquifer. In addition, the deep-rooted perennial, switchgrass, produces modest-to-high yields in this region with minimal inputs and could compete against alternative crops and land uses at relatively low cost. Previous studies have also suggested that switchgrass and other perennial feedstocks offer environmentally benign alternatives to corn and corn stover. However, water quality implications remainmore » a significant concern for conversion of marginal lands to bioenergy production because excess nutrients produced by agriculture for food or for energy contribute to eutrophication in the dead-zone in the Gulf of Mexico. This study addresses water quality implications for the AWR river basin. We used the SWAT model to compare water quality in rivers draining a baseline, pre-cellulosic-bioenergy and post-cellulosic-bioenergy landscapes for 2022 and 2030. Simulated water quality responses varied across the region, but with a net tendency toward decreased amounts of nutrient and sediment, particularly in subbasins with large areas of bioenergy crops in 2030 future scenarios. We conclude that water quality is one aspect of sustainability for which cellulosic bioenergy production in this region holds promise.« less

    Integrated software has been written that comprises the tool kit for the Intelligent Computing System (ICS). Luff Exploration Company is applying these tools for analysis of carbonate reservoirs in the southern Williston Basin. The integrated software programs are designed to be used by small team consisting of an engineer, geologist and geophysicist. The software tools are flexible and robust, allowing application in many environments for hydrocarbon reservoirs. Keystone elements of the software tools include clustering and neural-network techniques. The tools are used to transform seismic attribute data to reservoir characteristics such as storage (phi-h), probable oil-water contacts, structural depths and structural growth history. When these reservoir characteristics are combined with neural network or fuzzy logic solvers, they can provide a more complete description of the reservoir. This leads to better estimates of hydrocarbons in place, areal limits and potential for infill or step-out drilling. These tools were developed and tested using seismic, geologic and well data from the Red River Play in Bowman County, North Dakota and Harding County, South Dakota. The geologic setting for the Red River Formation is shallow-shelf carbonate at a depth from 8000 to 10,000 ft.

Abstract: The red-cockaded woodpecker (Picoides borealis) population on the Savannah River Site has been closely monitored and studied over the last 17 years. In 1985, the USDA Forest Service Southern Research Station was given responsibility to study and manage this population in an effort to prevent its extirpation. In December 1985, there were only 4 individuals on the site: 1 pair and 2 solitary males. The population had increased to a total of 175 individuals in 42 active clusters in 2002. Although this represents a very successful recovery effort, there has been substantial annual variation in nesting survival from banding to fledging. Data were analyzed to more completely understand the factors affecting reproduction. No significant effects of age of the breeding male and female, years paired, number of helpers, habitat quality, number of nestings, and time of nest initiation were found when comparing reproductive success in 117 nesting attempts from 1999 to 2002. However, the number of neighboring groups had a direct effect on mortality rates, possibly demonstrating the importance of cluster spacing.

    This topical report is a compilation of characterizations by different disciplines of the Red River Formation in the southwest portion of the Williston Basin and the oil reservoirs which it contains in an area which straddles the state line between North Dakota and South Dakota. Goals of the report are to increase understanding of the reservoir rocks, oil-in-place, heterogeneity, and methods for improved recovery. The report is divided by discipline into five major sections: (1) geology, (2) petrography-petrophysical, (3) engineering, (4) case studies and (5) geophysical. Interwoven in these sections are results from demonstration wells which were drilled or selected for special testing to evaluate important concepts for field development and enhanced recovery. The Red River study area has been successfully explored with two-dimensional (2D) seismic. Improved reservoir characterization utilizing 3-dimensional (3D) and has been investigated for identification of structural and stratigraphic reservoir compartments. These seismic characterization tools are integrated with geological and engineering studies. Targeted drilling from predictions using 3D seismic for porosity development were successful in developing significant reserves at close distances to old wells. Short-lateral and horizontal drilling technologies were tested for improved completion efficiency. Lateral completions should improve economics for both primary and secondary recovery where low permeability is a problem and higher density drilling is limited by drilling cost. Low water injectivity and widely spaced wells have restricted the application of waterflooding in the past. Water injection tests were performed in both a vertical and a horizontal well. Data from these tests were used to predict long-term injection and oil recovery.

    The Woodside Landfill is owned by Livingston Parish, Louisiana and is operated under contract by Waste Management of Louisiana LLC. This public owner/private operator partnership is commonplace in the solid waste industry today. The landfill has been in operation since approximately 1988 and has a permitted capacity of approximately 41 million cubic yards. Based on an assumed in-place waste density of 0.94 ton per cubic yard, the landfill could have an expected design capacity of 39.3 million tons. The landfill does have an active landfill gas collection and control system (LFGCCS) in place because it meets the minimum thresholds for the New Source Performance Standards (NSPS). The initial LFGCS was installed prior to 2006 and subsequent phases were installed in 2007 and 2010. The Parish received a grant from the United States Department of Energy in 2009 to evaluate the potential for landfill gas recovery and utilization at the Woodside Landfill. This includes a technical and economic feasibility study of a project to install a landfill gas to energy (LFGTE) plant and to compare alternative technologies. The LFGTE plant can take the form of on-site electrical generation, a direct use/medium Btu option, or a high-Btu upgrade technology. The technical evaluation in Section 2 of this report concludes that landfill gas from the Woodside landfill is suitable for recovery and utilization. The financial evaluations in sections 3, 4, and 5 of this report provide financial estimates of the returns for various utilization technologies. The report concludes that the most economically viable project is the Electricity Generation option, subject to the Parish’s ability and willingness to allocate adequate cash for initial capital and/or to obtain debt financing. However, even this option does not present a solid return: by our estimates, there is a 19 year simple payback on the electricity generation option.     Early Pennsylvanian wrenching along the Red River-Matador Arch (Tectonic Zone) created a braided series of en echelon faults and folds with associated pop-up structures and pull-apart basins. Local extension, or overstepping, in Southeast Cottle County, Texas, has produced the deepest pull-apart basin along the arch with over 10,000` of structural relief. The emerging Wichita-Amarillo Uplift, to the north, provided an abundant sediment source, which prograded rapidly southward as an alluvial fan-braided river complex. Exposure of basement rocks and lower Paleozoic sediments along the Red River-Matador Arch, also contributed to the basin fill. Syntectonic sedimentation led to the accumulation of over 6000` of Bend (Atoka-lower Des Moines) sediments within the basin. Deposition was dominated initially by alluvial fan to fluvial siliciclastics. As basin subsidence was further amplified by sediment loading, accommodation exceeded sedimentation capturing a large segment of the southward prograding Wichita-Amarillo derived clastic wedge. Encroachment of the late Atoka to lower Des Moines epeiric sea promoted further evolution of depositional environments to fan deltas, marine dominated clastics and, later, localized carbonate development. Type III kerogen rich organic shales produced abundant gas prone source rocks. The extreme depth of the basin combined with the local geothermal gradient provided for significant hydrocarbon generation. By early 1988 new well control helped revise previous stratigraphic correlation demonstrating a rapidly expanding lower Des Moines to Atokan section. The drilling of the Gunn Oil Company-Brothers No. 1 to a total depth of 10,301` in the Mississippian Chappel Limestone, encountered 2025` of Bend sediments, with 279` of gross Bend Conglomerate (162` of net pay). The Brothers No. 1 was potentialled on 11/19/89 with a CAOF of 6.0 MMCFD and filed as the field discovery for the Broken Bone (Bend Conglomerate) field.

    The Strategic Petroleum Reserve (SPR) Weeks Island site is one of five underground salt dome crude oils storage facilities operated by the Department of Energy (DOE). It is located in Iberia Parish, Louisiana. The purpose of the proposed action is to decommission the Weeks Island crude oil storage after the oil inventory has been transferred to other SPR facilities. Water intrusion into the salt dome storage chambers and the development of two sinkholes located near the aboveground facilities has created uncertain geophysical conditions. This Environmental Assessment describes the proposed decommissioning operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) and has issued the Finding of No Significant Impact (FONSI).

(NRG) submitted an application and entered into a cost-shared collaboration with the U.S. Department of Energy (DOE) under Round 3 of the Clean Coal Power Initiative (CCPI) to advance low-emission coal technologies.     Pacific lamprey Lampetra tridentata have received little attention in fishery science until recently, even though abundance has declined significantly along with other anadromous fish species in Idaho. Pacific lamprey in Idaho have to navigate over eight lower Snake River and Columbia River hydroelectric facilities for migration downstream as juveniles to the Pacific Ocean and again as adults migrating upstream to their freshwater spawning grounds in Idaho. The number of adult Pacific lamprey annually entering the Snake River basin at Ice Harbor Dam has declined from an average of over 18,000 during 1962-1969 to fewer than 600 during 1998-2006. Based on potential accessible streams and adult escapement over Lower Granite Dam on the lower Snake River, we estimate that no more than 200 Pacific lamprey adult spawners annually utilize the Clearwater River drainage in Idaho for spawning. We utilized electrofishing in 2000-2006 to capture, enumerate, and obtain biological information regarding rearing Pacific lamprey ammocoetes and macropthalmia to determine the distribution and status of the species in the Clearwater River drainage, Idaho. Present distribution in the Clearwater River drainage is limited to the lower sections of the Lochsa and Selway rivers, the Middle Fork Clearwater River, the mainstem Clearwater River, the South Fork Clearwater River, and the lower 7.5 km of the Red River. In 2006, younger age classes were absent from the Red River.

    The goal of the project was to demonstrate the commercial feasibility of geopressured-geothermal power development by exploiting the extraordinarily high pressured hot brines know to exist at depth near the Sweet Lake oil and gas field in Cameron Parish, Louisiana. The existence of a geopressured-geothermal system at Sweet Lake was confirmed in the 1970's and 1980's as part of DOE's Geopressured-Geothermal Program. That program showed that the energy prices at the time could not support commercial production of the resource. Increased electricity prices and technological advancements over the last two decades, combined with the current national support for developing clean, renewable energy and the job creation it would entail, provided the justification necessary to reevaluate the commercial feasibility of power generation from this vast resource.

    The goal of the 7X performance testing was to assure Sandia National Laboratories, Cray Inc., and the Department of Energy that Red Storm would achieve its performance requirements which were defined as a comparison between ASCI Red and Red Storm. Our approach was to identify one or more problems for each application in the 7X suite, run those problems at multiple processor sizes in the capability computing range, and compare the results between ASCI Red and Red Storm. The first part of this report describes the two computer systems, the applications in the 7X suite, the test problems, and the results of the performance tests on ASCI Red and Red Storm. During the course of the testing on Red Storm, we had the opportunity to run the test problems in both single-core mode and dual-core mode and the second part of this report describes those results. Finally, we reflect on lessons learned in undertaking a major head-to-head benchmark comparison.

    Red mud is a toxic waste left as a byproduct in aluminum production Bayer process. Since it contains significant concentrations of other chemical elements interesting for industry, including REE, it is also potential secondary ore source. Recent events in some countries have shown that red mud presents a serious environmental hazard if not properly stored. The subject of our study is the red mud from an ex-aluminum plant in Obrovac, Croatia, left from processing of bauxite mined during late 70's and early 80's at the eastern Adriatic coast and since than stored in open concrete basins for more than 30 years. We have used energy dispersive x-ray fluorescence analysis (both tube and radioactive source excitation), fast neutron activation analysis and passive gamma spectrometry to identify a number of elements present in the red mud, their concentration levels and radioactivity in the red mud. The high concentrations of Al, Si, Ca, Ti and Fe have been measured. Chemical elements Sc, Cr, Mn, Co, Ni, Cu, Zn, Ga, As, Se, Br, Y, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Pb, Th and U were found in lower concentrations. No significant levels of radioactivity have been measured. (authors)

    Red water generated during the manufacture of trinitrotoluene (TNT) is an environmental concern because it contaminates ground surfaces and groundwaters. Past methods for the management of this hazardous waste stream did not meet pollution compliance or were not cost effective. Biodegradation of TNT by bacteria has been reported, but no conclusive evidence supports its biotransformation to harmless products or its complete mineralization. The lignin peroxidase (ligninase) secreted by the white rot fungus (Phanerochaete chrysosporium) has been shown to degrade a broad spectrum of organic pollutants. In this study, the efficacy of treating red water with the P. chrysosporium system was investigated.

    Combining radio observations with optical and infrared color selection--demonstrated in our pilot study to be an efficient selection algorithm for finding red quasars--we have obtained optical and infrared spectroscopy for 120 objects in a complete sample of 156 candidates from a sky area of 2716 square degrees. Consistent with our initial results, we find our selection criteria--J-K > 1.7,R-K > 4.0--yield a {approx} 50% success rate for discovering quasars substantially redder than those found in optical surveys. Comparison with UVX- and optical color-selected samples shows that {approx}> 10% of the quasars are missed in a magnitude-limited survey. Simultaneous two-frequency radio observations for part of the sample indicate that a synchrotron continuum component is ruled out as a significant contributor to reddening the quasars spectra. We go on to estimate extinctions for our objects assuming their red colors are caused by dust. Continuum fits and Balmer decrements suggest E(B-V) values ranging from near zero to 2.5 magnitudes. Correcting the K-band magnitudes for these extinctions, we find that for K {le} 14.0, red quasars make up between 25% and 60% of the underlying quasar population; owing to the incompleteness of the 2MASS survey at fainter K-band magnitudes, we can only set a lower limit to the radio-detected red quasar population of > 20-30%.

    Integrated software was written that comprised the tool kit for the Intelligent Computing System (ICS). The software tools in ICS are for evaluating reservoir and hydrocarbon potential from various seismic, geologic and engineering data sets. The ICS tools provided a means for logical and consistent reservoir characterization. The tools can be broadly characterized as (1) clustering tools, (2) neural solvers, (3) multiple-linear regression, (4) entrapment-potential calculator and (5) combining tools. A flexible approach can be used with the ICS tools. They can be used separately or in a series to make predictions about a desired reservoir objective. The tools in ICS are primarily designed to correlate relationships between seismic information and data obtained from wells; however, it is possible to work with well data alone.

    Highlights: • Current iron recovery techniques using red mud are depicted. • Advantages and disadvantages exist in different recovering processes. • Economic and environmental friendly integrated usage of red mud is promising. - Abstract: Bauxite residue (red mud) is a hazardous waste generated from alumina refining industries. Unless managed properly, red mud poses significant risks to the local environment due to its extreme alkalinity and its potential impacts on surface and ground water quality. The ever-increasing generation of red mud poses significant challenges to the aluminium industries from management perspectives given the low proportion that are currently being utilized beneficially. Red mud, in most cases, contains elevated concentrations of iron in addition to aluminium, titanium, sodium and valuable rare earth elements. Given the scarcity of iron supply globally, the iron content of red mud has attracted increasing research interest. This paper presents a critical overview of the current techniques employed for iron recovery from red mud. Information on the recovery of other valuable metals is also reviewed to provide an insight into the full potential usage of red mud as an economic resource rather than a waste. Traditional hydrometallurgy and pyrometallurgy are being investigated continuously. However, in this review several new techniques are introduced that consider the process of iron recovery from red mud. An integrated process which can achieve multiple additional values from red mud is much preferred over the single process methods. The information provided here should help to improve the future management and utilization of red mud.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    We introduce redMaGiC, an automated algorithm for selecting Luminous Red Galaxies (LRGs). The algorithm was developed to minimize photometric redshift uncertainties in photometric large-scale structure studies. redMaGiC achieves this by self-training the color-cuts necessary to produce a luminosity-thresholded LRG sam- ple of constant comoving density. Additionally, we demonstrate that redMaGiC photo-zs are very nearly as accurate as the best machine-learning based methods, yet they require minimal spectroscopic training, do not suffer from extrapolation biases, and are very nearly Gaussian. We apply our algorithm to Dark Energy Survey (DES) Science Verification (SV) data to produce a redMaGiC catalog sampling the redshift range z ϵ [0.2,0.8]. Our fiducial sample has a comoving space density of 10-3 (h-1Mpc)-3, and a median photo-z bias (zspec zphoto) and scatter (σz=(1 + z)) of 0.005 and 0.017 respectively.The corresponding 5σ outlier fraction is 1.4%. We also test our algorithm with Sloan Digital Sky Survey (SDSS) Data Release 8 (DR8) and Stripe 82 data, and discuss how spectroscopic training can be used to control photo-z biases at the 0.1% level.

    Reprocessed multifold seismic lines extending across the Red Sea allow new images of rifting which previously have only been speculated upon. When constrained both by borehole information and sonabuoy refraction, reflection seismic stratigraphy provides a firm foundation for the balancing of extensional features and the determination of crustal stretching factors. These estimates of stretching are useful input parameters for the determination of lithospheric thinning and heat flow through time. The present day thermal state of the Red Sea can be derived by incorporating corrected borehole formation temperatures with oceanographic heat flow measurements into Fourier`s heat flow equation. In order to look at non-steady state effects, heat flows are then extrapolated back through time both from the crustal stretching estimates and empirical relationships between basement depth and thermal crustal cooling. The resulting paleo-heat flow time panels for the Tertiary are instructive in allowing one to observe tectonically produced thermal anomalies through time and space and to constrain kinetic models of hydrocarbon maturation. Ignoring these time transient effects in the heat flow leads to inappropriate maturity approximations and incorrect play concepts for exploration in this region.

    Work undertaken in 2008 included: (1) Seven new fence projects were completed thereby protecting approximately 10.97 miles of streams with 16.34 miles of riparian fence; (2) Renewal of one expired lease was completed thereby continuing to protect 0.75 miles of stream with 1.0 mile of riparian fence. (3) Maintenance of all active project fences (106.54 miles), watergaps (78), spring developments (33) were checked and repairs performed; (3) Planted 1000 willow/red osier on Fox Creek/Henslee property; (4) Planted 2000 willows/red osier on Middle Fork John Day River/Coleman property; (5) Planted 1000 willow/red osier cuttings on Fox Creek/Johns property; (6) Since the initiation of the Fish Habitat Project in 1984 we have 126.86 miles of stream protected using 211.72 miles of fence protecting 5658 acres. The purpose of the John Day Fish Habitat Enhancement Program is to enhance production of indigenous wild stocks of spring Chinook and summer steelhead within the sub basin through habitat protection, enhancement and fish passage improvement. The John Day River system supports the largest remaining wild runs of spring chinook salmon and summer steelhead in Northeast Oregon.

    Recent estimates of the natural gas resources of Cretaceous low-permeability reservoirs of the Greater Green River basin indicate that as much as 5000 trillion cubic feet (Tcf) of gas may be in place (Law and others 1989). Of this total, Law and others (1989) attributed approximately 80 percent to the Upper Cretaceous Mesaverde Group and Lewis Shale. Unfortunately, present economic conditions render the drilling of many vertical wells unprofitable. Consequently, a three-well demonstration program, jointly sponsored by the US DOE/METC and the Gas Research Institute, was designed to test the profitability of this resource using state-of-the-art directional drilling and completion techniques. DOE/METC studied the geologic and engineering characteristics of ``tight`` gas reservoirs in the eastern portion of the Greater Green River basin in order to identify specific locations that displayed the greatest potential for a successful field demonstration. This area encompasses the Rocks Springs Uplift, Wamsutter Arch, and the Washakie and Red Desert (or Great Divide) basins of southwestern Wyoming. The work was divided into three phases. Phase 1 consisted of a regional geologic reconnaissance of 14 gas-producing areas encompassing 98 separate gas fields. In Phase 2, the top four areas were analyzed in greater detail, and the area containing the most favorable conditions was selected for the identification of specific test sites. In Phase 3, target horizons were selected for each project area, and specific placement locations were selected and prioritized.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    Red Storm is an Advanced Simulation and Computing (ASC) funded massively parallel supercomputer located at Sandia National Laboratories (SNL). The Red Storm Usage Model (RSUM) documents the capabilities and the environment provided for the FY05 Tri-Lab Level II Limited Availability Red Storm User Environment Milestone and the FY05 SNL Level II Limited Availability Red Storm Platform Milestone. This document describes specific capabilities, tools, and procedures to support both local and remote users. The model is focused on the needs of the ASC user working in the secure computing environments at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and SNL. Additionally, the Red Storm Usage Model maps the provided capabilities to the Tri-Lab ASC Computing Environment (ACE) requirements. The ACE requirements reflect the high performance computing requirements for the ASC community and have been updated in FY05 to reflect the community's needs. For each section of the RSUM, Appendix I maps the ACE requirements to the Limited Availability User Environment capabilities and includes a description of ACE requirements met and those requirements that are not met in that particular section. The Red Storm Usage Model, along with the ACE mappings, has been issued and vetted throughout the Tri-Lab community.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    This report is based on the Statement of Work (SOW) describing the various requirements for delivering 3 new supercomputer system to Sandia National Laboratories (Sandia) as part of the Department of Energy's (DOE) Accelerated Strategic Computing Initiative (ASCI) program. This system is named Red Storm and will be a distributed memory, massively parallel processor (MPP) machine built primarily out of commodity parts. The requirements presented here distill extensive architectural and design experience accumulated over a decade and a half of research, development and production operation of similar machines at Sandia. Red Storm will have an unusually high bandwidth, low latency interconnect, specially designed hardware and software reliability features, a light weight kernel compute node operating system and the ability to rapidly switch major sections of the machine between classified and unclassified computing environments. Particular attention has been paid to architectural balance in the design of Red Storm, and it is therefore expected to achieve an atypically high fraction of its peak speed of 41 TeraOPS on real scientific computing applications. In addition, Red Storm is designed to be upgradeable to many times this initial peak capability while still retaining appropriate balance in key design dimensions. Installation of the Red Storm computer system at Sandia's New Mexico site is planned for 2004, and it is expected that the system will be operated for a minimum of five years following installation.

    Novel red emitting phosphors for use in fluorescent lamps resulting in superior color rendering index values compared to conventional red phosphors. Also disclosed is a fluorescent lamp including a phosphor layer comprising blends of one or more of a blue phosphor, a blue-green phosphor, a green phosphor and a red a phosphor selected from the group consisting of SrY.sub.2 O.sub.4 :Eu.sup.3+, (Y,Gd)Al.sub.3 B.sub.4 O.sub.12 :Eu.sup.3+, and [(Y.sub.1-x-y-m La.sub.y)Gd.sub.x ]BO.sub.3 :Eu.sub.m wherein y<0.50 and m=0.001-0.3. The phosphor layer can optionally include an additional deep red phosphor and a yellow emitting phosphor. The resulting lamp will exhibit a white light having a color rendering index of 90 or higher with a correlated color temperature of from 2500 to 10000 Kelvin. The use of the disclosed red phosphors in phosphor blends of lamps results in high CRI light sources with increased stability and acceptable lumen maintenance over the course of the lamp life.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    A method for quantifying the concentration of hemoglobin in a cell, and indicia of anemia, comprises determining the wavelength of the longitudinal mode of a liquid in a laser microcavity; determining the wavelength of the fundamental transverse mode of a red blood cell in the liquid in the laser microcavity; and determining if the cell is anemic from the difference between the wavelength of the longitudinal mode and the fundamental transverse mode. In addition to measuring hemoglobin, the invention includes a method using intracavity laser spectroscopy to measure the change in spectra as a function of time for measuring the influx of water into a red blood cell and the cell's subsequent rupture.

    Small, unmanned aerial vehicles (UAVs) equipped with sensors for physical, chemical, and radiochemical measurements of remote environments have been tested at the Savannah River Site (SRS). A miniature helicopter was used as an aerial platform for testing a variety of sensors with outputs integrated with the flight control system for real-time data acquisition and evaluation. The sensors included a precision magnetometer, two broad band infra-red radiometers, a 1-inch by 1-inch Nal(TI) scintillation detector, and an on-board color video camera. Included in the avionics package was an ultrasonic altimeter, a precision barometer, and a portable Global Positioning System. Two separate demonstration locations at SRS were flown that had been previously characterized by careful sampling and analyses and by aerial surveys at high altitudes. The Steed Pond demonstration site contains elevated levels of uranium in the soil and pond silt due to runoff from one of the site`s uranium fuel and target production areas. The soil at the other site is contaminated with oil bearing materials and contains some buried objects. The results and limitations of the UAV surveys are presented and improvements for future measurements are discussed.

    New red phosphors, Na{sub 5}Eu(MoO{sub 4}){sub 4} doped with boron oxide were prepared by the solid-state reaction. Their structure and photo-luminescent properties were investigated. With the introduction of boron oxide, the red emission intensity of the phosphors under 395 nm excitation is strengthened, with high color-purity (x = 0.673, y = 0.327). The single red light-emitting diode was obtained by combining InGaN chip with the red phosphor, bright red light can be observed by naked eyes from the red light-emitting diodes under a forward bias of 20 mA.

    Magnetic configurations, stable on the long term, appear to exist in various evolutionary phases, from main-sequence stars to white dwarfs and neutron stars. The large-scale ordered nature of these fields, often approximately dipolar, and their scaling according to the flux conservation scenario favor a fossil field model. We make some first estimates of the magnetic coupling between the stellar cores and the outer layers in red giants and supergiants. Analytical expressions of the truncation radius of the field coupling are established for a convective envelope and for a rotating radiative zone with horizontal turbulence. The timescales of the internal exchanges of angular momentum are considered. Numerical estimates are made on the basis of recent model grids. The direct magnetic coupling of the core to the extended convective envelope of red giants and supergiants appears unlikely. However, we find that the intermediate radiative zone is fully coupled to the core during the He-burning and later phases. This coupling is able to produce a strong spin down of the core of red giants and supergiants, also leading to relatively slowly rotating stellar remnants such as white dwarfs and pulsars. Some angular momentum is also transferred to the outer convective envelope of red giants and supergiants during the He-burning phase and later.

    The World Bank-executed Red Sea/Gulf of Aden Regional Hydrocarbon Study Project was organized to synthesize data on the Red Sea and Gulf of Aden basins. The primary objectives were to encourage increased hydrocarbon exploration activity within the project area by applying recent exploration techniques basin wide, and to train national geoscientists in exploration techniques. The study of the Ethiopian Red Sea and Gulf of Aden was based on public-domain exploration data, published information, and data released by operating companies. These included reports, sections and wire lines logs from eight wells, samples from seven wells for biostratigraphic analysis, and samples from five wells for geochemical analysis. Interpretation was carried out on 6,600 line-km of seismic data selected from a grid of 29,710 line-km. Four horizons were identified on a regional basis, including the sea floor, top and near base of Middle to Upper Miocene evaporites, and approximate acoustic basement. A bathymetric map, three structure-contour maps, and three interval isopach maps were prepared using digitized picks from the interpreted seismic. The results show that the Ethiopian Red Sea is similar to the better known productive Gulf of Suez in some respects, including the overall tectonic evolution and the Miocene to Holocene stratigraphic sequence. Nevertheless, significant differences result from the location of the Ethiopian Red Sea in the transition zone to the Afar area. An important difference is the development of two major en echelon trends of rifting separated by a block with limited extension in the Danakil Alps. The resulting variations in sedimentary sequence, structural style, and geothermal gradient suggest that a favorable petroleum potential may be present locally in both pre-evaporite and post-evaporite objectives.

The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

    A method is disclosed using CO for extending the useful shelf-life of refrigerated red blood cells. Carbon monoxide is utilized for stabilizing hemoglobin in red blood cells to be stored at low temperature. Changes observed in the stored cells are similar to those found in normal red cell aging in the body, the extent thereof being directly related to the duration of refrigerated storage. Changes in cell buoyant density, vesiculation, and the tendency of stored cells to bind autologous IgG antibody directed against polymerized band 3 IgG, all of which are related to red blood cell senescence and increase with refrigerated storage time, have been substantially slowed when red blood cells are treated with CO. Removal of the carbon monoxide from the red blood cells is readily and efficiently accomplished by photolysis in the presence of oxygen so that the stored red blood cells may be safely transfused into a recipient. 5 figs.

    The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    The U.S. Department of Energy (DOE), Office of River Protection (ORP) manages the River Protection Project (RPP). The RPP mission is to retrieve and treat Hanford's tank waste and close the tank farms to protect the Columbia River. As a result, the ORP is responsible for the retrieval, treatment, and disposal of the approximately 57 million gallons of radioactive waste contained in the Hanford Site waste tanks and closure of all the tanks and associated facilities. The previous revision of the System Plan was issued in September 2003. ORP has approved a number of changes to the tank waste treatment strategy and plans since the last revision of this document, and additional changes are under consideration. The ORP has established contracts to implement this strategy to establish a basic capability to complete the overall mission. The current strategy for completion of the mission uses a number of interrelated activities. The ORP will reduce risk to the environment posed by tank wastes by: (1) Retrieving the waste from the single-shell tanks (SST) to double-shell tanks (DST) for treatment and disposal; (2) Constructing and operating the WTP, which will safely treat all of the high-level waste (HLW) and about half of the low-activity waste (LAW) contained in the tank farms, and maximizing its capability and capacity; (3) Developing and deploying supplemental treatment capability or a second WTP LAW Facility that can safely treat about half of the LAW contained in the tank farms; (4) Developing and deploying treatment and packaging capability for transuranic (TRU) tank waste for shipment to and disposal at the Waste Isolation Pilot Plant (WIPP); (5) Deploying interim storage capacity for the immobilized HLW and shipping that waste to Yucca Mountain for disposal; (6) Operating the Integrated Disposal Facility for the disposal of immobilized LAW, along with the associated secondary waste, (7) Closing the SST and DST tank farms, ancillary facilities, and al1 waste

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin.     The New River Geothermal Exploration (DOE Award No. EE0002843) is located approximately 25km south of the Salton Sea, near town of Brawley in Imperial County and approximately 150km east of San Diego, California. A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts. For the first part, inversions and geophysical interpretation results are presented with some recommendations of the potential targets for future follow up on the property. The second part of the report describes logistics of the survey, survey parameters, methodology and the survey results (data) in digital documents. The report reviews a Spartan MT survey carried out by Quantec Geoscience Limited over the New River Project in California, USA on behalf of Ram Power Inc. Data was acquired over a period of 29 days from 2010/06/26 to 2010/07/24.

    The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.
