    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    The Great Lakes Renewable Energy Association conducted a program to explore the development of Renewable Energy Portfolio Standards and Renewable Energy Certificate Markets in the Midwest. The initiative represented the collaboration between the four state energy offices of Illinois, Indiana, Michigan and Ohio, the Great Lakes Renewable Energy Association (GLREA) and the Clean Energy State Alliance (CESA). The multi-state project explored the opportunities in the Midwest to expand the renewable energy market through Renewable Energy Portfolio Standards (RPS) and the trading of Renewable Energy Credits (RECs).

    The 1997 Residential Energy Consumption Survey (RECS) conducted by the Energy Information Administration contained questions on how households use various appliances. This includes the following appliance usage (1) personnel computers, (2) cooking appliances, (3) conventional ovens, (4) microwave ovens, (5) clothes washers, and (6) clothes dryer. Many of these items were first collected in the 1997 RECS. In this paper, appliance usage by household demographic characteristics (household income, age of householder, and number of household members) are examined with an emphasis on results for data items that were first collected in the 1997 RECS.

    The 1993 Residential Energy Consumption Survey (RECS) was the first to permit the estimation of annual kilowatt hours (kWh) used for lighting. The survey contained more detailed questions about the number of indoor lights used for specific amounts of time and more detailed questions about the use of outdoor lights than did previous surveys. In addition to these basic questions on the Household Questionnaire, the 1993 RECS also included a supplementary questionnaire, administered to a subset of households, that contained more detailed information about the types of lights used in the household, the rooms in which they were located, and the amount of time they were used.

    RECs are the currency driving the growth of renewable energy markets and the sale of RECs from renewable energy generation projects could promise a predictable return. But the existing REC markets in the U.S. sorely lack the liquidity needed to make good on that promise. The author proposes a Renewable Energy Certificate Exchange program rooted in the construction of a national trading platform for RECs in tandem with the execution of a new agreement among the states with REC-based renewable portfolio standards. This Cooperative Research and Development Agreement (CRADA) includes sharing of test protocols, infrastructure cost data, test plans, pro forma contracting instruments, and safe operating strategies.     Because of the ability of the recA protein product to maintain both DNA integrity and increase genetic diversity, this gene may be essential to the survival of microorganisms following the damaging effects of numerous environmental stresses such as exposure to solar UV radiation, exposure to gamma radiation, starvation, and changing environments. While the various activities and amino-acid sequence of recA have been highly conserved among the eubacteria and archaea, little is known as to whether a strict structure-function relationship has been conserved. In other words, are the same regions of this highly plastic, functionally heterogeneous protein involved in the same catalytic capacities throughout the bacterial kingdom? While it is reasonable to assume that this type of conservation has also occurred, we felt it necessary to test the assumption by demonstrating that mutations in different genera of bacteria which eliminate similar functions (i.e., lead to similar phenotypes) are caused by changes in the amino-acid sequence in the same regions of their recA proteins. Therefore, we located the changes in nucleotide sequence in two recA mutants of P. aeruginosa which displayed mutant phenotypes in recombination and UV resistance. Our assumption was that if structure-function relationships held, these mutations would be found in areas already identified as essential for the function of the E. coli recA protein.

    Previous surveys of the nutritional status of young children in NE Thailand suggested that they may benefit from vitamin A (VA) and/or zinc (Zn) supplementation. 140 children, with low plasma retinol concentrations were entered in a double-blind study. They were randomized and supplemented with either VA, Zn, VA + Zn or placebo each weekday for 6 mos. All subjects consumed their usual diet that provided adequate protein, less than recommended calories, fat, Zn and VA. Biochemical indices of VA and Zn status increased significantly. The children had adequate VA liver stores as assessed by relative dose response. Zn supplementation resulted in improvement of vision restoration time in dim light using rapid dark adaptometry. VA and Zn synergistically normalized conjunctival epithelium after a 6 mo supplementation. Data suggest that functional improvements of populations with suboptimal VA and Zn nutriture can be accomplished by supplementation with {lt}2 times of RDA of these nutrients.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    The Office of Management and Budget (OMB) and the U.S. Army Corps of Engineers have completed an analysis of the Department of Energy's (DOE) Fiscal Year (FY) 1993 budget request for its Environmental Restoration and Waste Management (ERWM) program. The results were presented to an interagency review group (IAG) of senior-Administration officials for their consideration in the budget process. This analysis included evaluations of the underlying legal requirements and cost estimates on which the ERWM budget request was based. The major conclusions are contained in a separate report entitled, ''Interagency Review of the Department of Energy Environmental Restoration and Waste Management Program.'' This Corps supplemental report provides greater detail on the cost analysis.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    A mobile lighting apparatus includes a portable frame such as a moveable trailer or skid having a light tower thereon. The light tower is moveable from a stowed position to a deployed position.     Blue-green algae (Spirulina sp., Aphanizomenon flos-aquae) and Chlorella sp. are commercially distributed as organic algae dietary supplements. Cyanobacterial dietary products in particular have raised serious concerns, as they appeared to be contaminated with toxins e.g. microcystins (MCs) and consumers repeatedly reported adverse health effects following consumption of these products. The aim of this study was to determine the toxin contamination and the in vitro cytotoxicity of algae dietary supplement products marketed in Germany. In thirteen products consisting of Aph. flos-aquae, Spirulina and Chlorella or mixtures thereof, MCs, nodularins, saxitoxins, anatoxin-a and cylindrospermopsin were analyzed. Five products tested in an earlier market study were re-analyzed for comparison. Product samples were extracted and analyzed for cytotoxicity in A549 cells as well as for toxin levels by (1) phosphatase inhibition assay (PPIA), (2) Adda-ELISA and (3) LCMS/MS. In addition, all samples were analyzed by PCR for the presence of the mcyE gene, a part of the microcystin and nodularin synthetase gene cluster. Only Aph. flos-aquae products were tested positive for MCs as well as the presence of mcyE. The contamination levels of the MC-positive samples were ? 1 ?g MC-LR equivalents g{sup ?1} dw. None of the other toxins were found in any of the products. However, extracts from all products were cytotoxic. In light of the findings, the distribution and commercial sale of Aph. flos-aquae products, whether pure or mixed formulations, for human consumption appear highly questionable. -- Highlights: ? Marketed algae dietary supplements were analyzed for toxins. ? Methods: Phosphatase inhibition assay (PPIA), Adda-ELISA, LC-MS/MS. ? Aph. flos-aquae products all tested positive for microcystins. ? Products tested negative for nodularins, saxitoxins, anatoxin-a, cylindrospermopsin. ? Extracts from all products were cytotoxic.

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

Rhodamine B (RhB) can be decomposed efficiently by this photocatalyst in the dark after it absorbs light irradiation. This photocatalyst is photoreactive in an outdoor environment or can save energy by supplying irradiation intermittently for the photocatalyst.

    A light source is provided by a photonic crystal having an enhanced photonic density-of-states over a band of frequencies and wherein at least one of the dielectric materials of the photonic crystal has a complex dielectric constant, thereby producing enhanced light emission at the band of frequencies when the photonic crystal is heated. The dielectric material can be a metal, such as tungsten. The spectral properties of the light source can be easily tuned by modification of the photonic crystal structure and materials. The photonic crystal light source can be heated electrically or other heating means. The light source can further include additional photonic crystals that exhibit enhanced light emission at a different band of frequencies to provide for color mixing. The photonic crystal light source may have applications in optical telecommunications, information displays, energy conversion, sensors, and other optical applications.

    A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents. Calculations were performed to support conclusions where necessary.

Since this is a progress report, the content is subject to modification with new information. The supplementation theory will continue to evolve throughout the duration of RASP and beyond. The other topics in this report are essentially complete and are not expected to change significantly. This is the first of a series of four reports which will summarize information contained in the larger, RASP progress and completion reports. Our goal is to make the findings of RASP more accessible by grouping related topics into smaller but complete narratives on important aspects of supplementation. We are planning to publish the following reports under the general title Supplementation in the Columbia River Basin: Part 1, Background, Description, Performance Measures, Uncertainty and Theory; Part 2, Theoretical Framework and Models; Part 3, Planning Guidelines; and Part 4, Regional Coordination of Research and Monitoring. Supplementation is expected to be a major contributor to the planned increase in salmon and steelhead production in the Columbia Basin. The Fish and Wildlife Program of the Northwest Power Planning Council (NPPC) uses three approaches to protect and enhance salmon and steelhead in the Columbia Basin: (1) enhance fish production; (2) improve passage in the mainstem rivers; and (3) revise harvest management to support the rebuilding of fish runs (NPPC 1987). Such a process involves contacting a light metal source material with an inorganic acid to form a solution containing the light metal ions in high concentration. The solution is fed to an electrochemical reactor assembly having an anode side containing an anode and a cathode side containing a cathode, with anode side and the cathode side separated by a bipolar membrane, with the solution being fed to the anode side. Light metal ions are electrochemically transferred through the bipolar membrane to the cathode side. The process further involves reducing the light metal ions to light metal powder.     In a system for recording images having vastly differing light intensities over the face of the image, a light intensity compressor is provided that utilizes the properties of twisted nematic liquid crystals to compress the image intensity. A photoconductor or photodiode material that is responsive to the wavelength of radiation being recorded is placed adjacent a layer of twisted nematic liquid crystal material. An electric potential applied to a pair of electrodes that are disposed outside of the liquid crystal/photoconductor arrangement to provide an electric field in the vicinity of the liquid crystal material. The electrodes are substantially transparent to the form of radiation being recorded. A pair of crossed polarizers are provided on opposite sides of the liquid crystal. The front polarizer linearly polarizes the light, while the back polarizer cooperates with the front polarizer and the liquid crystal material to compress the intensity of a viewed scene. Light incident upon the intensity compressor activates the photoconductor in proportion to the intensity of the light, thereby varying the field applied to the liquid crystal. The increased field causes the liquid crystal to have less of a twisting effect on the incident linearly polarized light, which will cause an increased percentage of the light to be absorbed by the back polarizer. The intensity of an image may be compressed by forming an image on the light intensity compressor.

    The Far Infrared Supplement: Catalog of Infrared Observations summarizes all infrared astronomical observations at far infrared wavelengths (5 to 1000 microns) published in the scientific literature from 1965 through 1986. The Supplement list contain 25 percent of the observations in the full Catalog of Infrared Observations (CIO), and essentially eliminates most visible stars from the listings. The Supplement is thus more compact than the main catalog, and is intended for easy reference during astronomical observations. The Far Infrared Supplement (2nd Edition) includes the Index of Infrared Source Positions and the Bibliography of Infrared Astronomy for the subset of far infrared observations listed.

This handbook for utility personnel provides a source of basic information on lighting principles, lighting equipment, and other considerations related to lighting design. The handbook is divided into three parts. Part One, Physics of Light, has chapters on light, vision, optics, and photometry.     CONTROLITE 1.0 is a lighting energy analysis program designed to calculate the energy savings and cost benefits obtainable using lighting controls in buildings. The program can compute the lighting energy reductions that result from using daylighting, scheduling, and other control strategies. When modeling daylight control systems, the program uses QUICKLITE to compute the daylight illuminances at specified points 5 times a day, 12 days a year (the 21st of each month), and for two skymore » conditions (clear and overcast skies). Fourier series techniques are used to fit a continuous curve through the computed illuminance points. The energy use for each of the 12 days is then computed given user-specified power-in/light-out characteristics of the modeled control system. The monthly and annual energy usage for overcast and clear conditions are found separately by fitting two long-term Fourier series curves to the energy use computed for each of the 12 days. Finally, the monthly energy use is calculated by taking a weighted average for the monthly energy use computed for the overcast and clear sky conditions. The program only treats the energy use directly attributable to lighting. The impact of lighting control strategies on building thermal loads is not computed. The program allows input of different control schedules (i.e., on/off times for the lighting system) for each day of the week, but every week of the year is treated the same; thus, holidays cannot be modeled explicitly. When used for daylighting purposes, CONTROLITE1.0 understands only clear and overcast conditions. User-supplied values for the proportion of clear and overcast hours for each month of the year are required to accommodate different climatic conditions.« less

    A lighting system having at least two independent lighting subsystems each with a different ratio of scotopic illumination to photopic illumination. The radiant energy in the visible region of the spectrum of the lighting subsystems can be adjusted relative to each other so that the total scotopic illumination of the combined system and the total photopic illumination of the combined system can be varied independently. The dilation or contraction of the pupil of an eye is controlled by the level of scotopic illumination and because the scotopic and photopic illumination can be separately controlled, the system allows the pupil size to be varied independently of the level of photopic illumination. Hence, the vision process can be improved for a given level of photopic illumination.

    A light-emitting ceramic based panel, hereafter termed "electroceramescent" panel, is herein claimed. The electroceramescent panel is formed on a substrate providing mechanical support as well as serving as the base electrode for the device. One or more semiconductive ceramic layers directly overlay the substrate, and electrical conductivity and ionic diffusion are controlled. Light emitting regions overlay the semiconductive ceramic layers, and said regions consist sequentially of a layer of a ceramic insulation layer and an electroluminescent layer, comprised of doped phosphors or the equivalent. One or more conductive top electrode layers having optically transmissive areas overlay the light emitting regions, and a multi-layered top barrier cover comprising one or more optically transmissive non-combustible insulation layers overlay said top electrode regions.

    The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved. This is a detailed report of what they have learned, proven, and discovered. 91 refs., 29 figs., 5 tabs. (JF)
