    Rautaruukki Oy Raahe Steel rebuilt its blast furnaces in 1995 (BF1) and 1996 (BF2) after 10 year campaigns and production of 9,747 THM/m{sup 3} (303 NTHM/ft{sup 3}) and 9,535 THM/m{sup 3} (297 NTHM/ft{sup 3}), respectively. At the end of the campaigns, damaged cooling system and shell cracks were increasingly disturbing the availability of furnaces. The goal for rebuilding was to improve the cooling systems and refractory quality in order to attain a 15 year campaign. The furnaces were slightly enlarged to meet the future production demand. The blast furnace control rooms and operations were centralized and the automation and instrumentation level was considerably improved in order to improve the operation efficiency and to reduce manpower requirements. Investments in direct slag granulation and improved casthouse dedusting improved environmental protection. The paper describes the rebuilding.

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings. As was stated in the DOE Award Summary, the undertaking was focused as a commercial program delving into Alternative Energy Utility Districts; what are referred to in Ohio Statute as Energy Special

    The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: • improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; • identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); • analyze the potential within the district to utilize farm wastes to produce biofuels; • enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; • identify the policy, regulatory, and financial barriers impeding development of a new energy system; and • improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers

    Waste Technologies Industries (WTI; East Liverpool, Ohio) is trying to wing what it hopes will be its final battle in a 13-year, $160 million war with the government, and community and environmental groups. The company since 1980 has sought EPA approval to operate a hazardous waste incinerator in East Liverpool, Ohio. WTI late last year conducted a pre-test burn, or shakedown, during which the incinerator burned certain types of hazardous waste. The test demonstrates the incinerator's performance under normal operating conditions, Regulatory authorities, including EPA and the Ohio Environmental Protection Agency (OEPA), monitored activity during the shakedown, which was limited to 720 hours of operation. In accordance with RCRA requirements, the company in March conducted a trial burn to demonstrate that the incinerator meets permit standards. WTI's permit specifies three performance parameters the incinerator must meet -- particulate and hydrogen chloride emissions limits, and destruction removal efficiencies (DREs).

    Seven large power supplies (LGPS) with output ratings from 72kW to 270kW power PEP-II quad magnets in the electron-positron collider region. These supplies have posed serious maintenance and reliability problems since they were installed in 1997, resulting in loss of accelerator availability. A redesign/rebuild program was undertaken by the SLAC Power Conversion Department. During the 2004 summer shutdown all the control circuits in these supplies were redesigned and replaced. A new PWM control board, programmable logic controller, and touch panel have been installed to improve LGPS reliability, and to make troubleshooting easier. In this paper we present the details of this rebuilding program and results.

The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described.     The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Master's program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU and the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Master's Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Master's Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. Because of this development, enrollment at WSU has increased from 4 students to 23. Secondly, the grant has helped to support student research aimed in the renewable and clean energy program.     The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry

Through visual cuing and textual displays, a use can evaluate the effect of system perturbation and identify the emergent patterns that evolve. These patterns include possible outage areas from a loss of power, denial of service or access, and disruption of operations.     Water-resources data for the 1992 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 121 gaging stations, 336 wells, and 72 partial-record sites; and water levels at 312 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio. Volume 1 covers the central and southern parts of Ohio, emphasizing the Ohio River Basin. (See Order Number DE95010451 for Volume 2 covering the northern part of Ohio.)

    Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure.   The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard.   This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

    Sound engineering principals have been used by every company involved in the development of the LNG infrastructure, but there is very little that is new. The same cryogenic technology that is used in the manufacture and sale of nitrogen, argon, and oxygen infrastructure is used in LNG infrastructure. The key component of the refueling infrastructure is the LNG tank which should have a capacity of at least 15,000 gallons. These stainless steel tanks are actually a tank within a tank separated by an annular space that is void of air creating a vacuum between the inner and outer tank where superinsulation is applied. Dispensing can be accomplished by pressure or pump. Either works well and has been demonstrated in the field. Until work is complete on NFPA 57 or The Texas Railroad Commission Rules for LNG are complete, the industry is setting the standards for the safe installation of refueling infrastructure. As a new industry, the safety record to date has been outstanding.

    The dams researched in the Ohio Department of Natural Resources (ODNR) files were those contained in a list of Ohio dams provided by the ODNR. The result of this file research is a list of 997 dams contained herein that tabulates information on hydraulic head, stream flow, drainage area, and usage. This listing indicated that all but 137 of the 997 dams can be eliminated from consideration for Phase II research. The second phase would be required to further identify which of the 137 dams might have viable hydroelectric potential and define their basic hydroelectric parameters.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties.     The nuclear hybrid energy concept is becoming a reality for the US energy infrastructure where combinations of the various potential energy sources (nuclear, wind, solar, biomass, and so on) are integrated in a hybrid energy system. This paper focuses on challenges facing a hybrid system with a Small Modular Reactor at its core. The core of the paper will discuss efforts required to develop supervisory control center that collects data, supports decision-making, and serves as an information hub for supervisory control center. Such a center will also be a model for integrating future technologies and controls. In addition, advanced operations research, thermal cycle analysis, energy conversion analysis, control engineering, and human factors engineering will be part of the supervisory control center. Nuclear hybrid energy infrastructure would allow operators to optimize the cost of energy production by providing appropriate means of integrating different energy sources. The data needs to be stored, processed, analyzed, trended, and projected at right time to right operator to integrate different energy sources.

    This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011.     Sandia National Laboratories hosted a workshop on the future of infrastructure security on February 27-28, 2013, in Albuquerque, NM. The 17 participants came from backgrounds as diverse as federal policy, the insurance industry, infrastructure management, and technology development. The purpose of the workshop was to surface key issues, identify directions forward, and lay groundwork for cross-sectoral and cross-disciplinary collaborations. The workshop addressed issues such as the problem space (what is included in infrastructure problems?), the general types of threats to infrastructure (such as acute or chronic, system-inherent or exogenously imposed) and definitions of secure and resilient infrastructures.     A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    The Internet is becoming the preferred method for disseminating scientific data from a variety of disciplines. This can result in information overload on the part of the scientists, who are unable to query all of the relevant sources, even if they knew where to find them, what they contained, how to interact with them, and how to interpret the results. A related issue is keeping up with current trends in information technology often taxes the end-user's expertise and time. Thus instead of benefiting from this information rich environment, scientists become experts on a small number of sources and technologies, use them almost exclusively, and develop a resistance to innovations that can enhance their productivity. Enabling information based scientific advances, in domains such as functional genomics, requires fully utilizing all available information and the latest technologies. In order to address this problem we are developing a end-user centric, domain-sensitive workflow-based infrastructure, shown in Figure 1, that will allow scientists to design complex scientific workflows that reflect the data manipulation required to perform their research without an undue burden. We are taking a three-tiered approach to designing this infrastructure utilizing (1) abstract workflow definition, construction, and automatic deployment, (2) complex agent-based workflow execution and (3) automatic wrapper generation. In order to construct a workflow, the scientist defines an abstract workflow (AWF) in terminology (semantics and context) that is familiar to him/her. This AWF includes all of the data transformations, selections, and analyses required by the scientist, but does not necessarily specify particular data sources. This abstract workflow is then compiled into an executable workflow (EWF, in our case XPDL) that is then evaluated and executed by the workflow engine. This EWF contains references to specific data source and interfaces capable of performing the desired

    The goal of the work discussed in this document is to understand the risk to the nation of cyber attacks on critical infrastructures. The large body of research results on cyber attacks against physical infrastructure vulnerabilities has not resulted in clear understanding of the cascading effects a cyber-caused disruption can have on critical national infrastructures and the ability of these affected infrastructures to deliver services. This document discusses current research and methodologies aimed at assessing the translation of a cyber-based effect into a physical disruption of infrastructure and thence into quantification of the economic consequences of the resultant disruption and damage. The document discusses the deficiencies of the existing methods in correlating cyber attacks with physical consequences. The document then outlines a research plan to correct those deficiencies. When completed, the research plan will result in a fully supported methodology to quantify the economic consequences of events that begin with cyber effects, cascade into other physical infrastructure impacts, and result in degradation of the critical infrastructure's ability to deliver services and products. This methodology enables quantification of the risks to national critical infrastructure of cyber threats. The work addresses the electric power sector as an example of how the methodology can be applied.

    The report provides an overview of the development of Advanced Metering Infrastructure (AMI). Metering has historically served as the cash register for the utility industry. It measured the amount of energy used and supported the billing of customers for that usage. However, utilities are starting to look at meters in a whole different way, viewing them as the point of contact with customers in supporting a number of operational imperatives. The combination of smart meters and advanced communications has opened up a variety of methods for utilities to reduce operating costs while offering new services to customers. A concise look is given at what's driving interest in AMI, the components of AMI, and the creation of a business case for AMI. Topics covered include: an overview of AMI including the history of metering and development of smart meters; a description of the key technologies involved in AMI; a description of key government initiatives to support AMI; an evaluation of the current market position of AMI; an analysis of business case development for AMI; and, profiles of 21 key AMI vendors.

The Fermilab data storage infrastructure consists of the following major storage and data transfer components: Enstore mass storage system, DCache distributed data cache, ftp and Grid ftp for primarily external data transfers. This infrastructure provides a data throughput sufficient for transferring data from experiments' data acquisition systems. It also allows access to data in the Grid framework.

    Water-resources data for the 1991 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 131 gaging stations, 378 wells, and 74 partial-record sites; and water levels at 431 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio.

  1. From Tragedy to Triumph: Rebuilding Greensburg, Kansas To Be a 100% Renewable Energy City; Preprint

    On May 4, 2007, Greensburg, Kansas, was hit by a 1.7-mile wide tornado with 200 mph-plus wind speeds. This tornado destroyed or severely damaged 90% of Greensburg?s structures. We discuss the progress made in rebuilding Greensburg, with a focus on the built environment and on meeting Greensburg?s goal of 100% renewable energy, 100% of the time. We also discuss key disaster recovery efforts that enabled Greensburg to reach this goal. Key strategies included a Sustainable Comprehensive Master Plan, an ordinance resolving that city-owned buildings achieve LEED Platinum and 42% energy savings, a strong focus on rebuilding 'right' with an integrated design process, attracting significant and sustained technical experts and national media attention, and linking renewable and energy efficiency technologies to business development. After three years, more than half the homes that have been rebuilt are rated at an average of 40% energy savings. All significant commercial buildings, including the school, hospital, banks, courthouse, and retail buildings, have been rebuilt to LEED Gold and Platinum standards and exceed 40% savings, with many exceeding 50% savings. Greensburg recently constructed a 12.5-MW community wind farm to provide all the remaining energy needed for its energy-efficient buildings and homes.

  2. Pilot-scale ceramic melter 1985-1986 rebuild: Nuclear Waste Treatment Program

    The pilot-scale ceramic melter (PSCM) was subsequently dismantled, and the damaged and corroded components were repaired or replaced. The PSCM rebuild ensures that the melter will be available for an additional three to five years of planned testing. An analysis of the corrosion products and the failed electrodes indicated that the electrode bus connection welds may have failed due to a combination of chemical and mechanical effects. The electrodes were replaced with a design similar to the original electrodes, but with improved electrical bus connections. The implications of the PSCM electrode corrosion evaluation are that, although Inconel 690 has excellent corrosion resistance to molten glass, corrosion at the melt line in stagnant regions is a significant concern. Functional changes made during the rebuild included increases in wall and floor insulation to better simulate well-insulated melters, a decrease in the lid height for more prototypical plenum and off-gas conditions, and installation of an Inconel 690 trough and dam to improve glass pouring and prevent glass seepage. 9 refs., 33 figs., 5 tabs.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

    The executive branch of the United States government has acknowledged and identified threats to the water supply infrastructure of the United States. These threats include contamination of the water supply, aging infrastructure components, and malicious attack. Government recognition of the importance of providing safe, secure, and reliable water supplies has a historical precedence in the water works of the ancient Romans, who recognized the same basic threats to their water supply infrastructure the United States acknowledges today. System surety is the philosophy of ''designing for threats, planning for failure, and managing for success'' in system design and implementation. System surety is an alternative to traditional compliance-based approaches to safety, security, and reliability. Four types of surety are recognized: reactive surety; proactive surety, preventative surety; and fundamental, inherent surety. The five steps of the system surety approach can be used to establish the type of surety needed for the water infrastructure and the methods used to realize a sure water infrastructure. The benefit to the water industry of using the system surety approach to infrastructure design and assessment is a proactive approach to safety, security, and reliability for water transmission, treatment, distribution, and wastewater collection and treatment.
