    A key to the long-term success of the photovoltaic (PV) industry is confidence in the reliability of PV systems. Inverters are the most commonly noted cause of PV system incidents triggered in the field. While not all of these incidents are reliability-related or even necessarily failures, they still result in a loss of generated power. With support from the U.S. Department of Energy's Solar Energy Technologies Program, Sandia National Laboratories organized a Utility-Scale Grid-Tied Inverter Reliability Workshop in Albuquerque, New Mexico, January 27-28, 2011. The workshop addressed the reliability of large (100-kilowatt+) grid-tied inverters and the implications when such inverters fail, evaluated inverter codes and standards, and provided discussion about opportunities to enhance inverter reliability. This report summarizes discussions and presentations from the workshop and identifies opportunities for future efforts.

    Railroads are important to the U.S. economy. They transport freight efficiently, requiring less energy and emitting fewer pollutants than other modes of surface transportation. While the railroad industry has steadily improved its fuel efficiency--by 16% over the last decade--more can, and needs to, be done. The ability of locomotive manufacturers to conduct research into fuel efficiency and emissions reduction is limited by the small number of locomotives manufactured annually. Each year for the last five years, the two North American locomotive manufacturers--General Electric Transportation Systems and the Electro-Motive Division of General Motors--have together sold about 800 locomotives in the United States. With such a small number of units over which research costs can be spread, outside help is needed to investigate all possible ways to reduce fuel usage and emissions. Because fuel costs represent a significant portion of the total operating costs of a railroad, fuel efficiency has always been an important factor in the design of locomotives and in the operations of a railroad. However, fuel efficiency has recently become even more critical with the introduction of strict emission standards by the U.S. Environmental Protection Agency, to be implemented in stages (Tiers 0, 1, and 2) between 2000 and 2005. Some of the technologies that could be employed to meet the emission standards may negatively affect fuel economy--by as much as 10-15% when emissions are reduced to Tier 1 levels. Lowering fuel economy by that magnitude would have a serious impact on the cost to the consumer of goods shipped by rail, on the competitiveness of the railroad industry, and on this country's dependence on foreign oil. Clearly, a joint government/industry R&D program is needed to help catalyze the development of advanced technologies that will substantially reduce locomotive engine emissions while also improving train system energy efficiency.     The Energy Conservation Projects to benefit the railroad industry using the Norfolk Southern Company as a model for the railroad industry has five unique tasks which are in areas of importance within the rail industry, and specifically in the area of energy conservation. The NIU Engineering and Technology research team looked at five significant areas in which research and development work can provide unique solutions to the railroad industry in energy the conservation. (1) Alternate Fuels - An examination of various blends of bio-based diesel fuels for the railroad industry, using Norfolk Southern as a model for the industry. The team determined that bio-diesel fuel is a suitable alternative to using straight diesel fuel, however, the cost and availability across the country varies to a great extent. (2) Utilization of fuel cells for locomotive power systems - While the application of the fuel cell has been successfully demonstrated in the passenger car, this is a very advanced topic for the railroad industry. There are many safety and power issues that the research team examined. (3) Thermal and emission reduction for current large scale diesel engines - The current locomotive system generates large amount of heat through engine cooling and heat dissipation when the traction motors are used to decelerate the train. The research team evaluated thermal management systems to efficiently deal with large thermal loads developed by the operating engines. (4) Use of Composite and Exotic Replacement Materials - Research team redesigned various components using new materials, coatings, and processes to provide the needed protection. Through design, analysis, and testing, new parts that can withstand the hostile environments were developed. (5) Tribology Applications - Identification of tribology issues in the Railroad industry which play a significant role in the improvement of energy usage.     Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

    The railroad test track (RTT) at the Transportation Technology Center (TTC) in Pueblo, Colo., was constructed in the early 1970s to support high-speed testing of new railroad rolling stock. Through the years it has been used to test a wide range of railroad passenger and freight cars and locomotives. Now, 20 years later, a new high-speed train set is being procured by Amtrak for service in the improved Northeast Corridor. The test facilities at Pueblo will play an important role in acceptance and safety testing of new high-speed train sets in the US. The Federal Railroad Administration (FRA) commissioned a study to review the existing condition of the test track and to make recommendations as to possible improvement options so that the facility would be able to test current and future generations of high-speed rail equipment. This paper describes the condition of the test track and explores ways in which it may be modified to accommodate the testing of high-speed train technologies in the near future and into the next century.

    In 1976, significant quantities of oil were discovered offshore northwest of Palawan Island by a Philippine-American consortium led by Philippines-Cities Service Inc. This was the first commercial oil found in the Philippine Islands. Other exploration companies had decided that there was no commercial oil in the Philippines. They fell prey to a situation Wallace E. Pratt, who began his career in 1909 in the Philippines, later described: There are many instances where our knowledge, supported in some cases by elaborate and detailed studies has convinced us that no petroleum resources were present in areas which subsequently became sites of important oil fields. Some explorers are blinded by the negative implications of the same knowledge that successful explorers use to find important oil fields. The Palawan discoveries are examples of successful use of knowledge. Recognition that the Philippine Islands are a tectonic railroad siding may be the key to future exploration success. These islands are continental fragments, each with its own individual geologic characteristics, that have moved from elsewhere to their present positions along a major strike-slip zone. Play concepts can be developed in the Philippines for continental fragments in each of the three major present-day tectono-stratigraphic systems that are dominated by strike-slip, but include subduction and extension tectonics, with both carbonate and clastic sediments.

    Grid tied PV energy smoothing was implemented by using a valve regulated lead-acid (VRLA) battery as a temporary energy storage device to both charge and discharge as required to smooth the inverter energy output from the PV array. Inverter output was controlled by the average solar irradiance over the previous 1h time interval. On a clear day the solar irradiance power curve is offset by about 1h, while on a variable cloudy day the inverter output power curve will be smoothed based on the average solar irradiance. Test results demonstrate that this smoothing algorithm works very well. Battery state of charge was more difficult to manage because of the variable system inefficiencies. Testing continued for 30-days and established consistent operational performance for extended periods of time under a wide variety of resource conditions. Both battery technologies from Exide (Absolyte) and East Penn (ALABC Advanced) proved to cycle well at a Partial state of charge over the time interval tested.

    This paper describes the evaluations performed on the New York State Electric and Gas Corporation's (NYSEG) 115 kV Goudey-Oakdale line and Goudey and Oakdale substations to assess the capability of the existing equipment to operate as part of a six phase demonstration project. This paper also describes the design modifications that will be made to meet the goals of the commercial demonstration and to allow integration into the existing three phase operating grid. Reconfiguration of an existing double circuit line to a single circuit six phase line requires installation of phase reconfiguration transformers at the end of the line terminals and the associated switching, metering and protection equipment. In addition, the phase conductors from the terminals of the transformers have to be transposed for connection to the transmission line to achieve the desired 60[degree] vectorial separation angle between adjacent phase conductors. This requires innovative approaches to achieve phase reconfiguration that are economical, technically adequate and constructible and that provide design insights for future six phase lines. Concepts of substation compaction have been pursued when attempting substation modifications for six phase reconfiguration. This is demonstrated by the use of 132 kV metal oxide surge arresters on the 161 kV side of the transformer, the application of live tank gas insulated circuit breakers, the utilization of existing structures within the substation to the extent possible, and the use of railroad ties for transformer support and a membrane based oil containment pit.

    Freight railroad operations in the US represent a substantial opportunity for liquefied natural gas (LNG) to displace diesel fuel. With the promise of achieving an overwhelming economic advantage over diesel fuel, this paper presents some discussion to the question, ``Why is the application of LNG for railroad use in the US moving so slowly?'' A brief overview of the freight railroad operations in the US is given, along with a summary of several railroad LNG demonstration projects. US Environmental Protection Agency and California Air Resources Board exhaust emission regulations may cause the railroad industry to move from small-scale LNG demonstration projects to using LNG as a primary freight railroad transportation fuel in selected regions or route-specific applications.

  10. An Analysis of Stream Culvert Fish Passage on the Navy Railroad Line between Bremerton and Shelton, Washington

    The Navy railroad service line runs between Shelton, Bremerton, and Silverdale, and is used by the Navy to transfer freight to its facilities. It is also used by commercial clients to ship service items and bulk cargo for municipalities along portions of the route. Culverts of various size and construction convey streams and stormwater runoff under the railroad line. These allow transfer of water and, in some cases allow for passage of juvenile and adult salmon into waters upstream of the culverts. As part of this project, 21 culverts along a 34-mile reach (Shelton to Bremerton) of this railroad were surveyed to evaluate their function and ability to allow salmon to utilize the streams. The culverts and attached watersheds were evaluated using criteria developed by the Washington Department of Fish and Wildlife to assign a Priority Index (PI) to barriers present on each fish-bearing stream. The PI is a relative numeric rating indicator, assigned using consistent criteria related to the degree of potential habitat gained by removing barriers and improving the function of the watershed. Of the 21 culverts evaluated, five were found to be complete fish-passage barriers and six were found to be partial barriers, primarily to juvenile salmon. Three of these culverts had PI ratings above 10 and five others had ratings between 7 and 10. Corrective action can be taken based on any PI rating, but the WDFW normally assigns lower priority to projects with PI scores lower than 15. Several of the stream and culverts had previously been evaluated for structural integrity and function and have been scheduled for repair. A narrative indicating the condition of the culvert has been prepared as well as a table indicating the PI scores and a summary of recommendations for action for each culvert.

    The early adopters of residential grid-tied photovoltaics (PV) have complex motivations to pay today's costs, including altruistic, environmental, and financial reasons. Focused interviews were conducted with a self-selected purposive sample interested in purchasing 2-kW or 3-kW PV systems with an installed cost of $8,000 to $12,000. The sample tended to be men or married couples ranging in age from their early thirties to their mid-eighties; professionals, managers, or small business owners; relatively financially secure, with experience with energy efficiency and renewable energy. Product attributes they preferred were net metering, warranties, guarantees, utility financing, maintenance, an option to own or lease, a battery option, and an aesthetically pleasing system. Potential PV customers needed more information before making a purchase decision.

  16. Railroad electrification in America's future: an assessment of prospects and impacts. Final report

    Such considerations as the level of traffic, the relative financial health of individual railroads, the capacity of the associated supply and engineering/construction industries, and the logical connecting points at classifying yards, as well as the national interest value of creating a continuous system, continental in scope, were used to construct a scenario for railroad electrification that closely approximates how an electrification program might be implemented. For the economic reasons cited, much of the US railroad system would remain conventionally powered. This scenario provides for an electrified network involving 14 mainlines operated by 10 companies that could transport much of the nation's rail-borne freight. Five years of planning and engineering work would be required for each link before construction could begin. With 1000 miles or less of electrified route per year, 14 years would be needed to construct the 9000-mile network of our scenario. (The scenario constructed runs from 1980 to 1998.) The analysis was aided with the construction of the SRI Railroad Industry Model. Basically a model of industry operations and finances, the model produces income statements and balance sheets at yearly intervals. Railroad energy costs, railroad freight levels, maintenance costs, purchases and leases of rooling stock, electrification facility investments, future inflation, rate setting practices, annual depreciation, taxes, and profits were calculated.

    The plans for eliminating the off-site migration of non-aqueous phase liquid (NAPL) from a refinery into a nearby river included the installation of a High Density Polyethylene (HDPE) curtain wall and an underdrain system. A 640 m (2100 lineal feet) HDPE Curtain Wall was installed along the river boundary, tying into an existing sheet pile wall on both ends. The wall varied from approximately 4.5 m (15 feet) deep at the northern end to about 7 m (23 feet) deep at the southern end, running approximately 3 to 3.6 m (10 to 12 feet) inland of an existing wooden bulkhead. The curtain wall was successfully installed through a slurry supported trench. A 930 m (3050 lineal feet) interception/collection trench was installed parallel to the HDPE Curtain Wall, continuing on beyond the curtain wall on the southern end. The depth of the trench varied from approximately 3 to 4 m (10 to 13 feet) deep. A 20.32 cm (8 inch) diameter perforated HDPE header pipe was placed in the trench to convey groundwater and product to two sumps. The trench is 53.34 cm (21 inches) wide and contained aggregate to approximately 0.9 m (3 feet) below ground. This work was accomplished using the bio-polymer slurry drainage trench (BP Drain) technique. This paper briefly describes the construction methods utilized during this project, specifically HDPE curtain wall installation thru a bentonite slurry and tie-in to the existing sheet pile wall.

    A finite element method to calculate temperature profiles in heterogeneous geometries of tie-tube moderated LEU nuclear thermal propulsion systems and HEU designs with tie-tubes is developed and implemented in MATLAB. This new method is compared to previous methods to demonstrate shortcomings in those methods. Typical methods to analyze peak fuel centerline temperature in hexagonal geometries rely on spatial homogenization to derive an analytical expression. These methods are not applicable to cores with tie-tube elements because conduction to tie-tubes cannot be accurately modeled with the homogenized models. The fuel centerline temperature directly impacts safety and performance so it must be predicted carefully. The temperature profile in tie-tubes is also important when high temperatures are expected in the fuel because conduction to the tie-tubes may cause melting in tie-tubes, which may set maximum allowable performance. Estimations of maximum tie-tube temperature can be found from equivalent tube methods, however this method tends to be approximate and overly conservative. A finite element model of heat conduction on a unit cell can model spatial dependence and non-linear conductivity for fuel and tie-tube systems allowing for higher design fidelity of Nuclear Thermal Propulsion.

    This history examines the symbiotic relationship between three transcontinental railroads-the Union Pacific, Northern Pacific, and Great Northern-and coal mining in Montana, North Dakota, and Wyoming through 1920. Throughout their dual existence, American railroads and the coal industry enjoyed a mutually beneficial association. On the Northern Plains, however, this partnership assumed new dimensions. There, the coal and rails exerted unique influences upon one another. The location of deposits determined many of the transcontinentals' early decisions, especially route selection. The native fuel also was used to promote settlement on railroad lands. Two of the roads, the Union Pacific and Northern Pacific, held land grants containing valuable deposits. The Great Northern, having no such subsidy, acquired coal lands in northern Montana. On these properties, the three railroads pioneered the region's commercial coal mining industry. Eventually, each formed subsidiaries to direct their coal operations. While much of their production supplied steam locomotives, some was sold to the public. Furthermore, the policies of the Northern Pacific and Great Northern especially enabled their coal to stimulate non-railroad enterprises. In addition, all three provided the transportation which made exploitation by others economically feasible.

Two aspects of development are studied in particular: (1) the electric power supply for construction and subsequently for the operating railroad in coordination with simultaneous provision for the needs of adjacent regions; (2) the construction of a transcontinental transmission line with the use of a tunnel and railroad for its construction and with the creation of a unified transport--power corridor. Of great interest are the possibilities of constructing hydrostations in regions of the Sakha Republic (Yakutia), Chukchi Peninsula, and in the southern part of the Magadan region.     Purpose: Whole-body radiation therapy can cause severe injury to the hematopoietic system, and therefore it is necessary to identify a novel strategy for overcoming this injury. Methods and Materials: Mice were irradiated with 4.5 Gy after heat shock protein 25 (HSP25) gene transfer using an adenoviral vector. Then, peripheral blood cell counts, histopathological analysis, and Western blotting on bone marrow (BM) cells were performed. The interaction of HSP25 with Tie2 was investigated with mouse OP9 and human BM-derived mesenchymal stem cells to determine the mechanism of HSP25 in the hematopoietic system. Results: HSP25 transfer increased BM regeneration and reduced apoptosis following whole-body exposure to ionizing radiation (IR). The decrease in Tie2 protein expression that followed irradiation of the BM was blocked by HSP25 transfer, and Tie2-positive cells were more abundant among the BM cells of HSP25-transferred mice, even after IR exposure. Following systemic RNA interference of Tie2 before IR, HSP25-mediated radioprotective effects were partially blocked in both mice and cell line systems. Stability of Tie2 was increased by HSP25, a response mediated by the interaction of HSP25 with Tie2. IR-induced tyrosine phosphorylation of Tie2 was augmented by HSP25 overexpression; downstream events in the Tie2 signaling pathway, including phosphorylation of AKT and EKR1/2, were also activated. Conclusions: HSP25 protects against radiation-induced BM damage by interacting with and stabilizing Tie2. This may be a novel strategy for HSP25-mediated radioprotection in BM.

    This paper considers the current distributions that derive from finite amplitude perturbations of line-tied magnetic fields comprising hyperbolic field structures. The initial equilibrium on which we principally focus is a planar magnetic X-point threaded by a uniform axial field. This field is line-tied on all surfaces but subject to three-dimensional (3D) disturbances that alter the initial topology. Results of ideal relaxation simulations are presented which illustrate how intense current structures form that can be related, through the influence of line-tying, to the quasi-separatrix layers (QSLs) of the initial configuration. It is demonstrated that the location within the QSL that attracts the current, and its scaling properties, are strongly dependent on the relative dimensions of the QSL with respect to the line-tied boundaries. These results are contrasted with the behavior of a line-tied 3D field containing an isolated null point. In this case, it is found that the dominant current always forms at the null, but that the collapse is inhibited when the null is closer to a line-tied boundary.

    Subsea approaches to the Norwegian coast are characterized by very rugged topography. Landfall of offshore pipelines therefore often require dedicated subsea tunnel and pipeline tie in concepts. To land the 36 inch and 40 inch offshore pipelines associated with the Troll Phase 1 development, a 4 km long landfall tunnel was constructed terminating at a water depth of 165 m with vertical shaft connections to the seabed. This paper describes the design of the Troll Phase 1 tie-ins of offshore to tunnel pipeline sections. These comprise two main elements, i.e. 180 Te tie-in spools -- which are installed between the offshore pipelines and the piercing shafts -- and prefabricated 450 Te riser bundles -- which are installed into the vertical tunnel piercing shafts.

    Many environmental regulations encourage the use of 'clean' inputs. When the suppliers of such an input have market power, environmental regulation will affect not only the quantity of the input used but also its price. We investigate the effect of the Title IV emissions trading program for sulfur dioxide on the market for low-sulfur coal. We find that the two railroads transporting coal were able to price discriminate on the basis of environmental regulation and geographic location. Delivered prices rose for plants in the trading program relative to other plants, and by more at plants near a low-sulfur coal source.

    A rail routine model, INTERLINE, has been developed at the Oak Ridge National Laboratory to investigate potential routes for transporting radioactive materials. In Version 5.0, the INTERLINE routing algorithms have been enhanced to include the ability to predict alternative routes, barge routes, and population statistics for any route. The INTERLINE railroad network is essentially a computerized rail atlas describing the US railroad system. All rail lines, with the exception of industrial spurs, are included in the network. Inland waterways and deep water routes along with their interchange points with the US railroadsystem are also included. The network contains over 15,000 rail and barge segments (links) and over 13,000 stations, interchange points, ports, and other locations (nodes). The INTERLINE model has been converted to operate on an IBM-compatible personal computer. At least a 286 computer with a hard disk containing approximately 6 MB of free space is recommended. Enhanced program performance will be obtained by using arandom-access memory drive on a 386 or 486 computer.

    A silicon-on-insulator (SOI) field-effect transistor (FET) and a method for making the same are disclosed. The SOI FET is characterized by a source which extends only partially (e.g. about half-way) through the active layer wherein the transistor is formed. Additionally, a minimal-area body tie contact is provided with a short-circuit electrical connection to the source for reducing floating body effects. The body tie contact improves the electrical characteristics of the transistor and also provides an improved single-event-upset (SEU) radiation hardness of the device for terrestrial and space applications. The SOI FET also provides an improvement in total-dose radiation hardness as compared to conventional SOI transistors fabricated without a specially prepared hardened buried oxide layer. Complementary n-channel and p-channel SOI FETs can be fabricated according to the present invention to form integrated circuits (ICs) for commercial and military applications.

    Purpose: Several areas of computed tomography (CT) research require knowledge about the intensity profile of the x-ray fan beam that is introduced by a bow tie filter. This information is considered proprietary by CT manufacturers, so noninvasive measurement methods are required. One method using real-time dosimeters has been proposed in the literature. A commercially available dosimeter was used to apply that method, and analysis techniques were developed to extract fan beam profiles from measurements. Methods: A real-time ion chamber was placed near the periphery of an empty CT gantry and the dose rate versus time waveform was recorded as the x-ray source rotated about the isocenter. In contrast to previously proposed analysis methods that assumed a pointlike detector, the finite-size ion chamber received varying amounts of coverage by the collimated x-ray beam during rotation, precluding a simple relationship between the source intensity as a function of fan beam angle and measured intensity. A two-parameter model for measurement intensity was developed that included both effective collimation width and source-to-detector distance, which then was iteratively solved to minimize the error between duplicate measurements at corresponding fan beam angles, allowing determination of the fan beam profile from measured dose-rate waveforms. Measurements were performed on five different scanner systems while varying parameters such as collimation, kVp, and bow tie filters. On one system, direct measurements of the bow tie profile were collected for comparison with the real-time dosimeter technique. Results: The data analysis method for a finite-size detector was found to produce a fan beam profile estimate with a relative error between duplicate measurement intensities of <5%. It was robust over a wide range of collimation widths (e.g., 1–40 mm), producing fan beam profiles that agreed with a relative error of 1%–5%. Comparison with a direct measurement technique on

    Kate Spring field was opened by Marathon Oil Company at the 1 Kate Spring well in December 1985. Because of poor market conditions and production problems, the well was not produced and the field was not confirmed until the Evans 1 Taylor well was completed in October 1987. As of August 1990, five wells have produced over 575,000 bbl of oil and have the capacity to flow at rates of several hundred to several thousand barrels per day. The oil is 10-12{degrees} API and is saturated with gas. The oil is used for road asphalt which limits its marketability. Production is from landslide blocks of Paleozoic and lower Tertiary strata that were emplaced in Miocene-Pliocene time, during the structural development of the Railroad Valley basin. The slide blocks are overlain by valley fill and probably correspond to similar blocks encountered within the valley fill at Eagle Springs field, adjacent to the north. The pay is at a depth of 4,500 ft. Kate Spring is a part of the fault-block bench that contains Eagle Springs field and is situated on the east flank of the Railroad Valley graben. There is east-west closure on the structure of the field, but the north end of the field has not been defined. The accumulation is sealed by the unconformity at the slide block-valley fill contact. The nature of the reservoir implies that the production is controlled by fractures and precludes useful extrapolation of any measurable matrix porosity. Based on volumetric calculations, the field will probably produce 2-3 million bbl of oil.

    About 11:40 a.m. central daylight saving time on July 30, 1988, Iowa Interstate Railroad Ltd. (IAIS) freight trains Extra 470 West and Extra 406 East collided head on within the yard limits of Altoona, Iowa, about 10 miles east of Des Moines, Iowa. All 5 locomotive units from both trains; 11 cars of Extra 406 East; and 3 cars, including two tank cars containing denatured alcohol, of Extra 470 West derailed. The denatured alcohol, which was released through the pressure relief valves and the manway domes of the two derailed tank cars, was ignited by the fire resulting from the collision of the locomotives. Both crew members of Extra 470 West were fatally injured; the two crew members of Extra 406 East were only slightly injured. The estimated damage (including lading) as a result of this accident exceeded $1 million. The major safety issues in the accident include operational methods employed by the IAIS, training and selection of train and engine personnel, supervisory oversight by the IAIS, design of closure fittings on hazardous materials rail tanks, and oversight of regional railroads by the Federal Railroad Administration.

    Purpose: To provide a noninvasive technique to measure the intensity profile of the fan beam in a computed tomography (CT) scanner that is cost effective and easily implemented without the need to access proprietary scanner information or service modes. Methods: The fabrication of an inexpensive aperture is described, which is used to expose radiochromic film in a rotating CT gantry. A series of exposures is made, each of which is digitized on a personal computer document scanner, and the resulting data set is analyzed to produce a self-consistent calibration of relative radiation exposure. The bow tie profiles were analyzed to determine the precision of the process and were compared to two other measurement techniques, direct measurements from CT gantry detectors and a dynamic dosimeter. Results: The radiochromic film method presented here can measure radiation exposures with a precision of ∼6% root-mean-square relative error. The intensity profiles have a maximum 25% root-mean-square relative error compared with existing techniques. Conclusions: The proposed radiochromic film method for measuring bow tie profiles is an inexpensive (∼$100 USD + film costs), noninvasive method to measure the fan beam intensity profile in CT scanners.

    Urban stormwater runoff is a significant, yet poorly understood, source of contaminants to the marine environment. One of the largest sources of stormwater inputs to Santa Monica Bay (California) is the Ballona Creek watershed. Receiving water and runoff water samples were collected during several storms in both the 1995--96 and 1996--97 wet seasons. Sea urchin fertilization tests indicated toxicity in most Ballona Creek stormwater samples; EC{sub 50} values were about 12--20%. Receiving water samples were also toxic, with the magnitude of effects generally corresponding to the concentration of runoff present. Selected Phase 1 TIE (toxicity identification evaluation) manipulations were applied to samples showing toxicity. Ballona Creek samples had a consistent response pattern; EDTA addition removed virtually all toxicity, implicating divalent trace metals as the probable toxic constituents. Santa Monica Bay surface water samples showed a similar response pattern but other manipulations also removed some toxicity. Toxicity of receiving water samples tended to degrade with storage, while runoff sample toxicity was more stable. Chemical analysis of runoff and comparison to spiking studies showed that concentrations of zinc and occasionally copper were sufficient to produce toxicity. Evaluation of the relative effectiveness of EDTA versus sodium thiosulfate in toxicity removal also suggested zinc as a likely cause of toxicity.

    A rail routine model, INTERLINE, has been developed at the Oak Ridge National Laboratory to investigate potential routes for transporting radioactive materials. In Version 5.0, the INTERLINE routing algorithms have been enhanced to include the ability to predict alternative routes, barge routes, and population statistics for any route. The INTERLINE railroad network is essentially a computerized rail atlas describing the US railroad system. All rail lines, with the exception of industrial spurs, are included in the network. Inland waterways and deep water routes along with their interchange points with the US railroadsystem are also included. The network contains over 15,000 rail and barge segments (links) and over 13,000 stations, interchange points, ports, and other locations (nodes). The INTERLINE model has been converted to operate on an IBM-compatible personal computer. At least a 286 computer with a hard disk containing approximately 6 MB of free space is recommended. Enhanced program performance will be obtained by using arandom-access memory drive on a 386 or 486 computer.

    The once-placid electric utility industry has never seen anything like it. As the money tied up in unfinished nuclear power plants has mounted to alarming levels, banks have turned skittish and investors have fled, raising the threat of bankruptcy for some. But the web of troubles enveloping the utility industry reaches far beyond the nuclear basket cases and the hubbub over atomic power. More plant cancellations - coal as well as nuclear - less access to capital markets, and dwindling sympathy from regulators seem in the cards. Most disconcerting of all, the time-honored system of supplying, pricing, regulating, and financing electricity - a system that was not good enough to avert the present crisis - may be outmoded. If the industry cannot be kept viable, some foresee investor-owned utilities going the way of the private urban mass-transit systems, becoming municipal, state, or even federal entities. Defaults or bankruptcies could also lead to greater concentration, with the stronger utilities picking off the weak. Some analysts, in fact, believe that the main threat posed by the current crisis is that no utility, investor, or lender will be willing to risk money to build capacity required in the future - if only to replace retiring plants. Without strong incentives - running counter to today's market forces - rescue mission is unlikely. The modest prospects for demand growth and the poor economics of new plants are relentlessly bringing the era of big central stations to an end.

    Tie channels connect rivers to floodplain lakes on many lowland rivers and thereby play a central role in floodplain sedimentology and ecology, yet they are generally unrecognized and little studied. here we report the results of field studies focused on tie channel origin and morphodynamics in three contrasting systems: the Middle Fly River, Papua New Guinea, the Lower Mississippi River, and Birch Creek in Alaska. Across these river systems, tie channels vary by an order of magnitude in size but exhibit the same characteristic morphology and appear to develop and evolve by a similar set of processes. In all three systems, the channels are characterized by a narrow, leveed single-thread morphology with maximum width approximately one tenth the width of the mainstem river. The channels typically have a V shaped cross-section, unlike most fluvial channels. These channels develop as lakes become isolated from the river by sedimentation. Narrowing of the connection between river and lake causes a sediment-laden jet to develop. Levees develop along the margins of the jet leading to channel emergence and eventual levee aggradation to the height of the mainstem levees. Bi-directional flow in these channels is common. Outflows from the lake scour sediment and prevent channel blockage. We propose that channel geometry and size are then controlled by a dynamic balance between channel narrowing by suspended sediment deposition and incision and widening by mass failure of banks during outflows. Tie channels are laterally stable and may convey flow for hundreds to a few thousand of years.

    In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

    An application of smart sensor technology developed by Sandia National Laboratories for use in the safe and secure transportation of high value of hazardous materials is proposed for a railroad application. The Green Box would be capable of surviving most typical railroad accidents. In an accident, the system would send a distress signal notifying authorities of the location and condition of the cargo; permitting them to respond in the most effective manner. The concept proposes a strap-on sensor package, the Green Box, that could be attached to any railroad car or cargo container. Its primary purpose is to minimize the number, severity and consequences of accidents and to reduce losses due to theft. The system would also be capable of recognizing component failure conditions, notifying the operators and logging sensor data for use in directing preventative maintenance.     The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid.     PICES (Probabilistic Investigation of Capacity and Energy Shortages) was developed for estimating an electric utility''s expected frequency and duration of capacity deficiencies on a daily on and off-peak basis. In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis.     The overall objective of DE-FE0004222 was to demonstrate that calcium silicate phases, in the form of either naturally-occuring minerals or synthetic compounds, could replace Portland cement in concrete manufacturing. The calcium silicate phases would be reacted with gaseous CO2 to create a carbonated concrete end-product. If successful, the project would offer a pathway to a significant reduction in the carbon footprint associated with the manufacture of cement and its use in concrete (approximately 816 kg of CO2 is emitted in the production of one tonne of Portland cement). In the initial phases of the Technical Evaluation, Rutgers University teamed with Solidia Technologies to demonstrate that natural wollastonite (CaSiO3), milled to a particle size distribution consistent with that of Portland cement, could indeed fit this bill. The use of mineral wollastonite as a cementitious material would potentially eliminate the CO2 emitted during cement production altogether, and store an additional 250 kg of CO2 during concrete curing. However, it was recognized that mineral wollastonite was not available in volumes that could meaningfully impact the carbon footprint associated with the cement and concrete industries. At this crucial juncture, DE-FE0004222 was redirected to use a synthetic version of wollastonite, hereafter referred to as Solidia Cement™, which could be manufactured in conventional cement making facilities. This approach enables the new cementitious material to be made using existing cement industry raw material supply chains, capital equipment, and distribution channels. It would also offer faster and more complete access to the concrete marketplace. The latter phases of the Technical Evaluation, conducted with Solidia Cement made in research rotary kilns, would demonstrate that industrially viable CO2-curing practices were possible.     This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    Purpose: Beam-shaping or ''bow tie'' (BT) filters are used to spatially modulate the x-ray beam in a CT scanner, but the conventional method of step-and-shoot measurement to characterize a beam's profile is tedious and time-consuming. The theory for characterization of bow tie relative attenuation (COBRA) method, which relies on a real-time dosimeter to address the issues of conventional measurement techniques, was previously demonstrated using computer simulations. In this study, the feasibility of the COBRA theory is further validated experimentally through the employment of a prototype real-time radiation meter and a known BT filter. Methods: The COBRA method consisted of four basic steps: (1) The probe was placed at the edge of a scanner's field of view; (2) a real-time signal train was collected as the scanner's gantry rotated with the x-ray beam on; (3) the signal train, without a BT filter, was modeled using peak values measured in the signal train of step 2; and (4) the relative attenuation of the BT filter was estimated from filtered and unfiltered data sets. The prototype probe was first verified to have an isotropic and linear response to incident x-rays. The COBRA method was then tested on a dedicated breast CT scanner with a custom-designed BT filter and compared to the conventional step-and-shoot characterization of the BT filter. Using basis decomposition of dual energy signal data, the thickness of the filter was estimated and compared to the BT filter's manufacturing specifications. The COBRA method was also demonstrated with a clinical whole body CT scanner using the body BT filter. The relative attenuation was calculated at four discrete x-ray tube potentials and used to estimate the thickness of the BT filter. Results: The prototype probe was found to have a linear and isotropic response to x-rays. The relative attenuation produced from the COBRA method fell within the error of the relative attenuation measured with the step-and-shoot method

    The objective of this project was to explore the problems and opportunities for utility participation with solar water heating as a DSM measure. Expected benefits from the workshops included an increased awareness and interest by utilities in solar water heating as well as greater understanding by federal research and policy officials of utility perspectives for purposes of planning and programming. Ultimately, the project could result in better information transfer, increased implementation of solar water heating programs, greater penetration of solar systems, and more effective research projects. The objective of the workshops was satisfied. Each workshop succeeded in exploring the problems and opportunities for utility participation with solar water heating as a DSM option. The participants provided a range of ideas and suggestions regarding useful next steps for utilities and NREL. According to evaluations, the participants believed the workshops were very valuable, and they returned to their utilities with new information, ideas, and commitment.

The Interface Control Drawings will be used to document and control the data and information that define the interface boundaries between systems, subsystems and equipment. Also, the interface boundaries will define the areas of responsibility for systems and subsystems. The drawing will delineate and identify all the physical and functional interfaces that required coordination to establish and maintain compatibility between the co-functioning equipment, computer software, and the tank farm facilities.     Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

  11. Hualapai Tribal Utility Development Project

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West. According to Cheng Li of the Department of International Cooperation at the Ministry of Electric Power - formerly the Ministry of Energy - China will only be able to finance about 75 percent of its development needs and is now looking to foreign investors to make up the remaining 25 percent. Some estimates suggest there could be as much as 70,000 MW open to outside firms, making China one of the world's largest emerging markets for private power development. The opportunities developing in China have generated growing interest in the United States. In the past ten months, trade missions to China and other activities have been organized to explore the opportunities and assess the competitiveness of US firms. Not surprisingly, the China market has also attracted considerable attention in Japan. To put recent US initiatives in perspective, it is instructive to compare these initiatives with those of Japan. Differences are apparent at both the level of the firm and the government, differences that may have important implications for whether US or Japanese firms are more successful in the years to come.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

    This Closure Report (CR) presents information supporting the closure of Corrective Action Unit (CAU) 539: Areas 25 and 26 Railroad Tracks, Nevada National Security Site, Nevada. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; U.S. Department of Energy (DOE), Environmental Management; U.S. Department of Defense; and DOE, Legacy Management. The corrective action sites (CASs) within CAU 539 are located within Areas 25 and 26 of the Nevada National Security Site. Corrective Action Unit 539 comprises the following CASs: • 25-99-21, Area 25 Railroad Tracks • 26-99-05, Area 26 Railroad Tracks The purpose of this CR is to provide documentation supporting the completed corrective actions and provide data confirming that the closure objectives for CASs within CAU 539 were met. To achieve this, the following actions were performed: • Reviewed documentation on historical and current site conditions, including the concentration and extent of contamination. • Conducted radiological walkover surveys of railroad tracks in both Areas 25 and 26. • Collected ballast and soil samples and calculated internal dose estimates for radiological releases. • Collected in situ thermoluminescent dosimeter measurements and calculated external dose estimates for radiological releases. • Removed lead bricks as potential source material (PSM) and collected verification samples. • Implemented corrective actions as necessary to protect human health and the environment. • Properly disposed of corrective action and investigation wastes. • Implemented an FFACO use restriction (UR) for radiological contamination at CAS 25-99-21. The approved UR form and map are provided in Appendix F and will be filed in the DOE, National Nuclear Security Administration Nevada Site Office (NNSA/NSO), Facility Information Management System; the FFACO database; and the NNSA/NSO CAU/CAS files.     The Public Utilities Commission (PUCO) is a body created by the Ohio State legislature to administer the provisions of the Ohio Public Utilities Act. It is composed of three commissioners appointed by the governor with the advice and consent of the senate. Once appointed, a commissioner serves for a six-year period. The PUCO is vested with the power and jurisdiction to supervise and regulate public utilities and railroads... . The term public utility includes every corporation, company, co-partnership, person or association, their lessees, trustees, or receivers, as defined in the Ohio Code. Among the various services enumerated in the Code under the definition of public utility are an electric light company; a gas company; a pipeline company transporting gas, oil or coal; a waterworks company; a heating or cooling company. The power to regulate public utilities is shared by the PUCO and municipal governments. The municipal regulatory authority is derived from the Ohio Constitution, statutory provisions, and municipal franchising authority.     The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. However, the potentials of COMP-Ang1 to stimulate migration of mesenchymal stem cells (MSCs) and the associated mechanisms are not completely understood. We examined the potential of COMP-Ang1 on bone marrow (BM)-MSCs, human periodontal ligament stem cells (PDLSCs), and calvarial osteoblasts. COMP-Ang1 augmented Tie-2 induction at protein and mRNA levels and increased proliferation and expression of runt-related transcription factor 2 (Runx2), osterix, and CXCR4 in BMMSCs, but not in osteoblasts. The COMP-Ang1-mediated increases were inhibited by Tie-2 knockdown and by treating inhibitors of phosphoinositide 3-kinase (PI3K), LY294002, or p38 mitogen-activated protein kinase (MAPK), SB203580. Phosphorylation of p38 MAPK and Akt was prevented by siRNA-mediated silencing of Tie-2. COMP-Ang1 also induced in vitro migration of BMMSCs and PDLSCs. The induced migration was suppressed by Tie-2 knockdown and by CXCR4-specific peptide antagonist or LY294002, but not by SB203580. Furthermore, COMP-Ang1 stimulated the migration of PDLSCs into calvarial defect site of rats. Collectively, our results demonstrate that COMP-Ang1-stimulated proliferation, differentiation, and migration of progenitor cells may involve the Tie-2-mediated activation of p38 MAPK and PI3K/Akt pathways.

    Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The quality of fly ash is of considerable importance to fly ash utilizers. The fly ash puzzolanic activity is one of the most important properties that determines the role of fly ash as a binding agent in the cementing process. The puzzolanic activity, however is a function of fly ash particle size and chemical composition. These parameters are closely related to the process of fly ash formation in pulverized coal fired furnaces. In turn, it is essential to understand the transformation of mineral matter during coal combustion. Due to the particle-to-particle variation of coal properties and the random coalescence of mineral particles, the properties of fly ash particles e.g. size, SiO{sub 2} content, viscosity can change considerably from particle to particle. These variations can be described by the use of the probability theory. Since the mean values of these randomly changing parameters are not sufficient to describe the behavior of individual fly ash particles during the formation of concrete, therefore it is necessary to investigate the distribution of these variables. Examples of these variations were examined by the Computer Controlled Scanning Electron Microscopy (CCSEM) for particle size and chemical composition for Texas lignite and Eagel Butte mineral matter and fly ash. The effect of combustion on the variations of these properties for both the fly ash and mineral matter were studied by using a laminar flow reactor. It is shown in our paper, that there are significant variations (about 40-50% around the mean values) of the above-listed properties for both coal samples. By comparing the particle size and chemical composition distributions of the mineral matter and fly ash, it was possible to conclude that for the Texas lignite mineral matter, the combustion did not effect significantly the distribution of these properties, however, for the Eagel Butte coal the combustion had a major impact on these mineral matter parameters.

    The Washinton State Constitution grants authority to the legislature to regulate railroads and other common carriers as well as telegraph and telephone companies in the state. No section of the constitution expressly provides for the regulation of electric, gas, water, or heating utilities. The authority to regulate public utilities is vested generally in the Utilities and Transportation Commission, formerly designated at the Public Service Commission. The Commission is composed of three members appointed by the governor, with the consent of the senate. The term of office for commissioners is six years. Recently enacted legislation provides for the implementation of tax incentives to encourage the development of cogeneration facilities in the state. This plan is to be administered by the Department of Revenue in conjunction with the Energy Office. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

Can the free market provide everything that`s been provided for many years under monopolistic arrangements? Regulators, courts, utilities, marketers and others are busy sorting through these issues, but resolution could take years. The paper discusses deregulation, universal service fee, representation without taxation, suppliers and marketer restrictions.

    Some advances have been made in utility locating in recent years and standards have been recently published to try and categorize the level of information known about the utility in the subsurface. At the same time some characterization about the level of effort or technology in the geophysicist approach to utility locating may be generalized. The DOE environment poses some added difficulties and this presentation covers these issues, costs and the technical approach that has been developed at the INEEL to prevent utility hits and how it fits into the generalized classification of effort.

Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

Today, nearly 600 utilities in regulated electricity markets--or almost 20% of all utilities nationally--provide their customers a "green power" option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals about 125. Through these programs, more than 40 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2004 data on utility green pricing programs, and examines trends in consumer response and program implementation over time.     Utilities first began offering consumers a choice of purchasing electricity generated from renewable energy sources in the early 1990s. Since then, the number of U.S. utilities offering green pricing programs has steadily grown. Today, more than 500 utilities in regulated electricity markets--or about 16% of all utilities nationally--offer their customers green power options. Because some of these utilities offer programs in conjunction with cooperative associations or other public power entities, the number of distinct programs is slightly more than 100. Through these programs, more than 33 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs, or make contributions to support the development of renewable energy resources. Typically, customers must pay a premium above standard electricity rates for this service. This report presents year-end 2003 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data provided in this report can be used by utilities as benchmarks by which to gauge the success of their green power programs.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.
