    To honor Alvin Weinberg for his role as one of the key architects of the nuclear age, it seems appropriate to include a brief account of his involvement in nonnuclear activities. The time span covered includes two critical periods for energy policy-1973, immediately prior to the oil embargo and 1974 to 1975, the most traumatic years of the period immediately following the embargo. The first period is illustrated by Weinberg's involvement with the Club of Rome and the second period by his service as head of the Energy Research and Development Office of the Federal Energy Administration. His far-sighted views on energy and natural resource policy at that time are contrasted with the perceptions of others who were seeking radical technological and institutional solutions for crises that, in the end, were solved by the interplay of market forces and evolutionary progress in energ supply and conservation, and the use of natural resources.

    An Aerial Radiological Survey was conducted during the period of August 24 to September 14, 1988 over an area of approximately 310 square kilometers (120 square miles) surrounding the Alvin W. Vogtle Nuclear Plant. The Vogtle Nuclear Plant is located near Augusta, Georgia, along the Savannah River and adjacent to the Savannah River Site (SRS). Several anomalous areas were identified in the portion of the survey extending into the SRS perimeter. The dominant isotopes found in these areas were cesium-137 and cobalt-60. All of these man-made anomalies identified by the aerial measurements were attributed to SRS processing. For the remainder of the survey area, the inferred radiation exposure rates generally varied from 6 to 10 microroentgens per hour ({mu}R/h), which was found to be due to naturally occurring uranium, thorium, and radioactive potassium gamma emitters. The reported exposure rate values included an estimated cosmic ray contribution of 3.6 {mu}R/h. Soils samples and pressurized ion chamber measurements were obtained at three locations within the survey boundaries to support the aerial data. The exposure rate values obtained from these groundbased measurements were in agreement with the corresponding inferred aerial values. 6 refs., 13 figs., 4 tabs.

    A walkthrough survey of EI duPont deNemours and Company, Incorporated, Alvin, Texas was conducted in November, 1984. The purpose of the survey was to obtain information on the 1,3-butadiene monomer manufacturing process and the potential for exposure. The facility manufactured a crude product stream containing 1,3-butadiene as a coproduct of its ethylene process. The crude was refined to a 99.5% 1,3-butadiene product. The refining process occurred in a closed system, tightly maintained for economic, fire, and health-hazard reasons. The product was transferred by way of a pipeline to storage spheres for later transport off site. The facility used an open-loop cylinder (bomb) technique for quality control sampling. All pumps were equipped with single mechanical seals, which were in the process of being replaced by tandem seals. Since 1962, the facility had experienced process changes and three changes of ownership. Because of these changes, records from previous owners of industrial hygiene monitoring were not available. Job titles identified as having potential exposure were processors, wage employee supervisors, production engineers, and laboratory technicians. The author concludes that a closed-loop manual quality-control sampling system should be installed to reduce exposure from this source.

    Hepatic microsomal enzyme activity was induced in wild-trapped raccoons (Procyon lotor) and selected blood characteristics were measured in an effort to detect responses due to PCB ingestion, nutritional restriction, and their interactions. Barbiturate-induced sleeping times were used as an index of hepatic microsomal activity because they have been used reliably by other workers. Blood characteristics examined in the study were nonesterified fatty acids (NEFA), cholesterol, and three ketone bodies (D-(-)-3-hydroxybutyrate, acetoacetate, and acetone). Results show a reduction in sleeping times, elevated NEFA and D-(-)-3-hydroxybutyrate concentrations, and lower cholesterol concentrations in PCB-treated groups. A highly significant interaction between PCB treatment and nutritional restriction was observed in acetoacetate concentrations. (JMT)

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

It was born over three years ago at the LPC (LHC Physics Centre), Fermilab and is based on earlier workshops held at the LPC and CLEO Experiment. As CMS transitioned from construction to the data taking mode, the nature of earlier training also evolved to include more of analysis tools, software tutorials and physics analysis. This effort epitomized as CMSDAS has proven to be a key for the new and young physicists to jump start and contribute to the physics goals of CMS by looking for new physics with the collision data. With over 400 physicists trained in six CMSDAS around the globe, CMS is trying to engage the collaboration in its discovery potential and maximize physics output. As a bigger goal, CMS is striving to nurture and increase engagement of the myriad talents, in the development of physics, service, upgrade, education of those new to CMS and the career development of younger members. An extension of the concept to the dedicated software and hardware schools is also planned, keeping in mind the ensuing upgrade phase.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    It is well known that Formation Damage or Well Impairment leads to lower production rates and thereby a loss in revenue. BP Exploration (BPX) quantified this loss across their fields in a 1991 report. This report concluded that the potential net present cost of Formation Damage to BPX, assessed over the remaining life of currently producing fields, to be in the region of $1.5 billion (before taxation). Much of this loss is already being avoided through enhanced and new procedures, however, there is still potential for improvement. Where can these improvements be made? BPX looked at the life cycle of a well; drilling; testing; completion; production; workover; and stimulation. At each stage there is a variety people, from office based to wellsite, involved in the planning and operational decisions. In a majority of the stages some people were only involved in the well`s immediate future, however, their planning and operational decision making could impact the whole life of the well. To make people aware of the potential consequences of their actions BPX devised the Well Productivity Awareness School. Attendance at the school is not only for BPX personnel but also includes the Rig Crews and Contractor/Service Company personnel because everyone needs to be involved. The schools have been run at BPX locations world-wide since late `93. Improved well productivity in these locations has been attributed to raising Operator/Contractor/Service Company participants awareness by showing how their job can impact on well productivity and where they can make a difference.

      This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

      Fish schools and bird flocks are fascinating examples of collective behaviours in which many individuals generate and interact with complex flows. Motivated by animal groups on the move, here we explore how the locomotion of many bodies emerges from their flow-mediated interactions. Through experiments and simulations of arrays of flapping wings that propel within a collective wake, we discover distinct modes characterized by the group swimming speed and the spatial phase shift between trajectories of neighbouring wings. For identical flapping motions, slow and fast modes coexist and correspond to constructive and destructive wing–wake interactions. Simulations show that swimming in amore » group can enhance speed and save power, and we capture the key phenomena in a mathematical model based on memory or the storage and recollection of information in the flow field.       Fish schools and bird flocks are fascinating examples of collective behaviours in which many individuals generate and interact with complex flows. Motivated by animal groups on the move, here we explore how the locomotion of many bodies emerges from their flow-mediated interactions. Through experiments and simulations of arrays of flapping wings that propel within a collective wake, we discover distinct modes characterized by the group swimming speed and the spatial phase shift between trajectories of neighbouring wings. For identical flapping motions, slow and fast modes coexist and correspond to constructive and destructive wing–wake interactions. Simulations show that swimming in a group can enhance speed and save power, and we capture the key phenomena in a mathematical model based on memory or the storage and recollection of information in the flow field. Lastly, these results also show that fluid dynamic interactions alone are sufficient to generate coherent collective locomotion, and thus might suggest new ways to characterize the role of flows in animal groups.

      As part of the U.S. Department of Energy’s (DOE’s) effort to deploy transportation technologies that reduce U.S. dependence on imported petroleum, this study examines five school districts, one in Virginia and four in Texas, successful use of propane school buses. These school districts used school buses equipped with the newly developed liquid propane injection system that improves vehicle performance. Some of the school districts in this study saved nearly 50% on a cost per mile basis for fuel and maintenance relative to diesel. Using Argonne National Laboratory’s Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) Tool developed for the DOE’s Clean Cities program to help Clean Cities stakeholders estimate petroleum use, greenhouse gas (GHG) emissions, air pollutant emissions and cost of ownership of light-duty and heavy-duty vehicles, the results showed payback period ranges from 3—8 years, recouping the incremental cost of the vehicles and infrastructure. Overall, fuel economy for these propane vehicles is close to that of displaced diesel vehicles, on an energy-equivalent basis. In addition, the 110 propane buses examined demonstrated petroleum displacement, 212,000 diesel gallon equivalents per year, and GHG benefits of 770 tons per year.

      The increasing presence of computers and other forms of information and communications technology (ICT) in schools has raised concerns in the United States (US) and elsewhere. Children are using computers more than any other age group in the US. It is not known whether early intensive use of ICT predisposes children to future injury. Ergonomics is not included in state curriculum standards or requirements but can be supported by some of the existing standards. Some who believe that children are better off being educated early about ergonomics are taking action to bring ergonomics into elementary and secondary schools. This paper describes the process used to introduce ergonomics into two elementary schools in two different states by initiators with two different roles.

      This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

      The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

      Vertical-bore, geothermal heat pumps (GHPs) have been providing heating and cooling to four new elementary schools located in Lincoln, Nebraska since 1995. According to representatives of the local utility and school district, the systems are providing a comfortable, complaint-free environment with utility costs that are nearly half of that of other schools in the district. Performance data collected from on-site energy management systems and district billing and utility records for all fifty schools in the Lincoln district indicate that only five consume less energy than the best performing GHP school; however these five cool less than 10% of their total floor area, while the GHP schools cool 100% of their floor area. When compared to other new schools (with similar ventilation loads), the GHP schools used approximately 26% less source energy per square foot of floor area. Variations in annual energy performance are evident among the four GHP schools, however, together they still consume less source energy than 70% of all schools in the district. These variations are most likely due to operational differences rather than installed equipment, building orientation, or environmental (bore field) conditions.

      The CERN Winter School on Supergravity, Strings, and Gauge Theory is the analytic continuation of the yearly training school of the former EC-RTN string network "Constituents, Fundamental Forces and Symmetries of the Universe". The 2010 edition of the school is supported and organized by the CERN Theory Divison, and will take place from Monday January 25 to Friday January 29, at CERN. As its predecessors, this school is meant primarily for training of doctoral students and young postdoctoral researchers in recent developments in theoretical high-energy physics and string theory.       The Albuquerque Operations Office through the Pinellas Plant Area Office is involved in a joint venture to establish a Partnership School and a Day Care Facility at the Plant. The venture is unique in that it is based on a partnership with the local county school system. The county school system will provide the teachers, supplies and classroom furnishings for the operation of the school for pre-kindergarten, kindergarten, first and second grade during regular school hours. The Government will provide the facility and its normal operating and maintenance costs. A Day Care Facility will also be available for children from infancy through the second grade for outside school hours. The day care will be operated as a non-profit corporation. Fees paid by parents with children in the day care center will cove the cost of staff, food, supplies and liability insurance. Again, the government will provide the facility and its normal operating and maintenance costs. Between 75 and 90 children are expected in the first year of operation. The Partnership School will consist of one class each for pre-kindergarten, kindergarten and first grade. Second grade will be added in 1990. The total estimated number of children for both the Child Care and Partnership School should not exceed 200 children. Expected benefits include reduced absenteeism, tardiness and turnover and thus increased productivity. The program will be an asset in recruiting and retaining the best workforce. Other benefits include improved education for the children.

      Human exposure models often make the simplifying assumption that school children attend school in the same census tract where they live. This paper analyzes that assumption and provides information on the temporal and spatial distributions associated with school commuting. The data were obtained using Oak Ridge National Laboratory s LandScan USA population distribution model (Bhaduri et al., 2007) applied to Philadelphia PA. It is a high-resolution model used to allocate individual school-aged children to both a home and school location, and to devise a minimum-time home-to school commuting path (called a trace) between the two locations. LandScan relies heavily on Geographic Information System (GIS) data. Our GIS analyses found that in Philadelphia: (1) about 32% of the students walk across 2 or more census tracts and 40% of them walk across 4 or more census blocks; (2) 60% drive across 4 or more census tracts going to school and 50% drive across 10 or more census blocks; (3) five-minute commuting time intervals result in misclassification as high as 90% for census blocks, 70% for block groups, and 50% for census tracts; (4) a one-minute time interval is needed to reasonably resolve time spent in the various census unit designations; (5) approximately 50% of both schoolchildren s homes and schools are located within 160 m of highly-traveled roads, and 64% of the schools are located within 200 m. These findings are very important when modeling school children s exposures, especially when ascertaining the impacts of near-roadway concentrations on their total daily body burden. Since many school children also travel along these streets and roadways to get to school, a majority of children in Philadelphia are in mobile-source dominated locations most of the day. We hypothesize that exposures of school children in Philadelphia to benzene and particulate matter will be much higher than if home and school locations and commuting paths at a 1-minute time resolution are

      Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency.       The high-school timetabling problem consists in assigning all the lectures of a high school to the time periods in such a way that no teacher (or class) is involved in more than one lecture at a time and other side constraints are satisfied. The problem is NP-complete and is usually tackled using heuristic methods. This paper describes a solution algorithm (and its implementation) based on Tabu Search. The algorithm interleaves different types of moves and makes use of an adaptive relaxation of the hard constraints. The implementation of the algorithm has been successfully experimented in some large high schools with various kinds of side constraints.
