    The Quarterly Coal Report (QCR) provides comprehensive information about U.S. coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for October through December 1995 and aggregated quarterly historical data for 1987 through the third quarter of 1995. Appendix A displays, from 1987 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58). Appendix B gives selected quarterly tables converted to metric tons.

The forecast period for this issue of the Outlook extends from the third quarter of 1996 through the fourth quarter of 1997. Values for the second quarter of 1996, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available (for example, electricity sales and generation are simulated using actual weather data). The historical energy data, compiled in the third quarter 1996 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly energy Review, Petroleum Supply Monthly, and other EIA publications.     On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

  11. Strategic Petroleum Reserve. Quarterly report

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    The Quarterly Coal Report (QCR) provides comprehensive information about US coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience. Coke production, consumption, distribution, imports, and exports data are also provided. This report presents detailed quarterly data for April through June 1997 and aggregated quarterly historical data for 1991 through the first quarter of 1997. Appendix A displays, from 1991 on, detailed quarterly historical coal imports data. Appendix B gives selected quarterly tables converted to metric tons. To provide a complete picture of coal supply and demand in the US, historical information has been integrated in this report. 8 figs., 73 tabs.

The forecast period for this issue of the Outlook extends from the second quarter of 1997 through the fourth quarter of 1998. Values for the first quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). The historical energy data, compiled in the second quarter 1997 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. Macroeconomic estimates are produced by DRI/McGraw-Hill but are adjusted by EIA to reflect EIA assumptions about the world price of crude oil, energy product prices, and other assumptions which may affect the macroeconomic outlook.     On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The workshop included presentations on the following topics: Welcome and introductions; Opening remarks; Community reuse organizations: recent accomplishments; Privatization: policy, practice and potential pitfalls; Department of Energy`s integrated training initiatives; Congressional perspective on work force restructuring; and, Privatization and the Ten Year Plan.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    This research is investigating stakeholder attitudes about the use of bioremediation technologies with the objective of reducing conflict among stakeholders. The research protocol includes four closely related components. First, we are testing a framework for stakeholder participation that prescribes appropriate stakeholder involvement strategies based on stakeholders trust of the other parties involved in technology deployment decision-making. Second, we are assessing conflict among stakeholders regarding the acceptability of in situ bioremediation as a means to reduce risks posed by radionuclides and metals in the environment. Third, we are assessing the role that awareness of risk exposure plays in the willingness of stakeholders to engage in problem-solving and making risk tradeoffs. Fourth, we are assessing the potential of using the results of these first three components to forge consensus among stakeholders regarding the use and oversight of bioremediation technologies and stakeholder involvement in the decision process. This poster presents preliminary results of a Q methodological survey of stakeholders who are familiar with radionuclide and heavy metal contamination and DOE efforts to remediate that contamination at Los Alamos, Oak Ridge and Hanford reservations. The Q study allows the research team to diagnose conflict among stakeholders and discover opportunities for consensus.

    The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

Stakeholder interaction with the model and associated data capture was facilitated through two very different modes of engagement, one a standard interface involving radio buttons, slider bars, graphs and plots, while the other utilized an immersive serious gaming interface. The decision support architecture developed through this project was piloted in the Middle Rio Grande Basin to examine how these tools might be utilized to promote enhanced understanding and decision-making in the context of complex water resource management issues. Potential applications of this architecture and its capacity to lead to enhanced understanding and decision-making was assessed through qualitative interviews with study participants who represented key stakeholders in the basin.

This report is the analysis of 85 reportable events (18 from the 4th Qtr FY-15 and 67 from the prior three reporting quarters), as well as 25 other issue reports (including events found to be not reportable and Significant Category A and B conditions) identified at INL during the past 12 months (8 from this quarter and 17 from the prior three quarters).

This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data. The GFDR is organized into two principal parts. The first part, Geotechnical Field Data, presents in graphical form all the data collected since April 1982 from the geomechanical instruments. Presented in the second part, Evaluation and Analyses, are preliminary interpretations and analyses of the data.   12. Stakeholder acceptance analysis: Passive soil vapor extraction using borehole flux

    This report presents evaluations, recommendations, and requirements concerning passive soil vapor extraction (PSVE) derived from a three-year program of stakeholder involvement. PSVE takes advantage of the naturally occurring tendency of soil vapor to leave the subsurface during periods of low barometric pressure. PSVE seeks to expedite the release of volatile contaminants through the use of boreholes and technological enhancements. This report is for technology developers and those responsible for making decisions about the use of technology to remediate contamination by volatile organic compounds. Stakeholders` perspectives help those responsible for technology deployment to make good decisions concerning the acceptability and applicability of PSVE to the remediation problems they face. The report provides: stakeholders` final evaluation of the acceptability of PSVE in light of the technology`s field test; stakeholders` principal comments concerning PSVE; requirements that stakeholders have of any remediation technology. Technology decision makers should take these conclusions into account in evaluating the effectiveness and acceptability of any remedial method proposed for their site. In addition, the report presents data requirements for the technology`s field demonstration defined by stakeholders associated with the Hanford site in Washington State, as well as detailed comments on PSVE from stakeholders from Sandia National Laboratory, Rocky Flats, Idaho National Engineering Laboratory, and Los Alamos National Laboratory.

  5. Stakeholder participation in health impact assessment: A multicultural approach

    The literature on impact assessment (HIA) registers the importance of stakeholder participation in the assessment process, but still lacks a model for engaging stakeholders of diverse ethnic, professional and sectorial backgrounds. This paper suggests that the multicultural approach can contribute to HIA through a revision of the generic 5-step HIA model, and its implementation in a metropolitan plan in Southern Israel. The health issue scoped by the stakeholders in the HIA is related to land uses in the vicinity of the national hazardous industry and hazardous waste site. The stakeholders were representatives of the diverse populations at stake, including rural Bedouins and Jewish city dwellers, as well as representatives from the public sector, private sector, non-governmental organizations and academia. The case study revealed that a multicultural stakeholder participation process helps to uncover health issues known to the community which were not addressed in the original plan, and provides local knowledge regarding health conditions that is especially valuable when scientific data is uncertain or absent. It enables diverse stakeholders to prioritize the health issues that will be assessed. The case study also reveals ways in which the model needs revisions and improvements such as in recruitment of diverse participants. This paper presents a multicultural model of HIA and discusses some of the challenges that are faced when HIA is implemented in the context of current decision-making culture. -- Highlights: • We revised the generic HIA model in light of the multicultural approach. • We tested the model in a case study of zoning a hazardous industry site. • Multicultural stakeholder participation uncovers health issues known to communities. • It enables community prioritization of health issues. • We present a model for multicultural stakeholder participation in HIA.

The Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS), as prescribed in DOE Order 232.2, “Occurrence Reporting and Processing of Operations Information,” requires a quarterly analysis of events, both reportable and not reportable, for the previous 12 months.     The Quarterly Coal Report provides comprehensive information about coal production, exports, imports, receipts, consumption, and stocks in the United States. The data presented in this report were collected and published by the Energy Information Administration (EIA) to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (P.L. 93-275) as amended. This issue shows detailed quarterly data for April-June 1985, aggregated quarterly historical and projected data for 1980 through 1986, and aggregated annual historical and projected data for 1960 through 1995. All data for 1984 and previous years are final. All 1985 data are preliminary and subject to revision. During the first and second quarters of 1985, the US coal industry continued to return to normal operations after the threat of a strike by US coal miners in 1984. For the first 6 months of 1985 the industry showed the following developments: Coal production was only 2.4% less than in the same period of 1984, when it reached a record January-June total. Coal exports were 10.0% higher than their 1984 level for the same time period. The United States imported 52.3% more coal than it did in the first 6 months of 1984, chiefly from Colombia. Domestic coal consumption reached a record-setting level for January-June, 3.6% greater than the previous record in 1984.

    Current research projects have focused Environmental Biosciences Program (EBP) talent and resources on providing the scientific basis for risk-based standards, risk-based decision making and the accelerated clean-up of widespread environmental hazards. These hazards include trichloroethylene, low-dose ionizing radiation (gamma and neutron) and alpha radiation from plutonium. Trichloroethylene research has been conducted as a joint collaborative effort with the University of Georgia. Work on the trichloroethylene research projects has been slowed as a result of funding uncertainties. The impact of these funding uncertainties has been discussed with the United States Department of Energy (DOE). Laboratory work has been completed on several trichloroethylene risk assessment projects, and these projects have been brought to a close. Plans for restructuring the performance schedule of the remaining trichloroethylene projects have been submitted to the department. A comprehensive manuscript on the scientific basis of trichloroethylene risk assessment is in preparation. Work on the low-dose radiation risk assessment projects is also progressing at a slowed rate as a result of funding uncertainties. It has been necessary to restructure the proponency and performance schedule of these projects, with the project on Low-Dose Radiation: Epidemiology Risk Models transferred to DOE Office of Science proponency under a separate funding instrument. Research on this project will continue under the provisions of the DOE Office of Science funding instrument, with progress reported in accordance with the requirements of that funding instrument. Progress on that project will no longer be reported in quarterly reports for DE-FC09-02CH11109. Following a meeting at the Savannah River Site on May 8, 2008, a plan was submitted for development of an epidemiological cohort study and prospective medical surveillance system for the assessment of disease rates among workers at the Savannah River

  18. Guidelines A Primer for Communicating Effectively with NABIR Stakeholders

    The purpose of this report is to help scientists communicate with stakeholders and the public (primarily nonscientists) about fundamental science research. The primary audience for this report is scientists involved in the Natural and Accelerated Bioremediation Research (NABIR) program of the U.S. Department of Energy. However, the information and insights in the report that are not program-specific should be helpful to scientists in other fundamental science research programs. The report first discusses why scientists should talk to stakeholders and the public, and the challenges associated with discussing the NABIR program. It is observed that communication initiatives can be characterized by three factors: relationships in the social environment, views of what constitutes communication, and accepted forms of communication practices and products. With a focus on informal science communication, recent efforts to gauge public understanding of science and the factors that affect public trust of science institutions are discussed. The social bases for scientist-nonscientist interactions are then examined, including possible sources of distrust and difficulties in transferring discussions of fundamental science from classrooms (where most of the public first learns about science) to public forums. Finally, the report contains specific suggestions for preparing, meeting, and following up on public interactions with stakeholders and the public, including themes common to public discussions of NABIR science and features of scientist-nonscientist interactions observed in interpersonal, small group, and large group interactions between NABIR scientists and stakeholders. A Quick Preparation Guide for Meeting NABIR Stakeholders is provided immediately following the Summary. It condenses some of the information and advice found in the text of the report.

    In the Spring of 2013, we began discussions with our industry stakeholders on how to upgrade our safety analysis capabilities. The focus of these improvements would primarily be on advanced safety analysis capabilities that could help the nuclear industry analyze, understand, and better predict complex safety problems. The current environment in the DOE complex is such that recent successes in high performance computer modeling could lead the nuclear industry to benefit from these advances, as long as an effort to translate these advances into realistic applications is made. Upgrading the nuclear industry modeling analysis capabilities is a significant effort that would require substantial participation and coordination from all industry segments: research, engineering, vendors, and operations. We focus here on interactions with industry stakeholders to develop sound advanced safety analysis applications propositions that could have a positive impact on industry long term operation, hence advancing the state of nuclear safety.

    This report satisfies the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) commitment to prepare a quarterly summary report of radioactive waste shipments to the Nevada National Security Site (NNSS) Radioactive Waste Management Complex (RWMC) at Area 5. There were no shipments sent for offsite treatment and returned to the NNSS this quarter. This report summarizes the second quarter of fiscal year (FY) 2014 low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW) shipments. This report also includes annual summaries for FY 2014 in Tables 4 and 5. Tabular summaries are provided which include the following: Sources of and carriers for LLW and MLLW shipments to and from the NNSS; Number and external volume of LLW and MLLW shipments; Highway routes used by carriers; and Incident/accident data applicable to LLW and MLLW shipments. In this report shipments are accounted for upon arrival at the NNSS, while disposal volumes are accounted for upon waste burial. The disposal volumes presented in this report do not include minor volumes of non-radioactive materials that were approved for disposal. Volume reports showing cubic feet (ft3) generated using the Low-Level Waste Information System may vary slightly due to differing rounding conventions.

    This report is published quarterly by the Idaho National Laboratory (INL) Quality and Performance Management Organization. The Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS), as prescribed in DOE Order 232.2, “Occurrence Reporting and Processing of Operations Information,” requires a quarterly analysis of events, both reportable and not reportable, for the previous 12 months. This report is the analysis of 73 reportable events (27 from the 1St Qtr FY-15 and 46 from the prior three reporting quarters), as well as 38 other issue reports (including nine not reportable events and Significant Category A and B conditions reported during the1st Qtr FY-15) identified at INL during the past 12 months.

    The Quarterly Coal Report (QCR) provides comprehensive information about US coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for July through September 1995 and aggregated quarterly historical data for 1987 through the second quarter of 1995. Appendix A displays, from 1987 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58). Appendix B gives selected quarterly tables converted to metric tons.

    The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in February, May, August, and November in the Short-Term Energy Outlook (Outlook). An annual supplement analyzes the performance of previous forecasts, compares recent cases with those of other forecasting services, and discusses current topics related to the short-term energy markets. The forecast period for this issue of the Outlook extends from the second quarter of 1994 through the fourth quarter of 1995. Values for the first quarter of 1994, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available. The historical energy data, compiled into the second quarter 1994 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service. The cases are produced using the STIFS. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. Macroeconomic estimates are produced by DRI/McGraw-Hill but are adjusted by EIA to reflect EIA assumptions about the world price of crude oil, energy product prices, and other assumptions which may affect the macroeconomic outlook. The EIA model is available on computer tape from the National Technical Information Service.

    This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

    Eastman has completed its experimental work in the generation of propionate derivatives. Over the last quarter, Eastman has primarily devoted its time to completing the documentation and developing the potential extension of the oxidative condensation to dimethyl ether. Eastman has completed internal invention reports covering two patents and is working on the third with RTI which they expect to complete within the month. Becthel has also completed its work on the cost analysis of the propionate synthesis work (Task 1). RTI is continuing to develop active and stable catalysts for the condensation of propionic acid and formaldehyde. A total of 74 acid-base catalysts have been tested so far. Two invention reports have been completed based on RTI and Eastman`s work. A third invention report is currently being prepared for Eastman`s review on a novel methodology of methyl propionate activation. RTI is continuing to synthesize more acid-base catalysts with a goal of developing a catalyst which exhibits stable activity over a 200 h test period. Over the last quarter, RTI has also completed its initial tests on the slurry reactor system.

    This primer is a tool to help prepare scientists for meetings with stakeholders. It was prepared for staff involved with the Natural and Accelerated Bioremediation Research (NABIR) program, sponsored by the U.S. Department of Energy. It discusses why some efforts in science communication may succeed while others fail, provides methods of approaching group interactions about science that may better orient expert participants, and summarizes experience drawn from observations of @oups interacting about topics in bioremediation or the NABIR program. The primer also provides briez usefid models for interacting with either expert or non-expert groups. Finally, it identifies topical areas that may help scientists prepare for public meetings, based on the developers' ongoing research in science communication in public forums.

The meeting is on Petroleum Transmission, Storage, and Distribution Issues and takes place at the Louisiana State University Health Sciences Center, Medical Education Building Lecture Room, 1901 Perdido Street, New Orleans, LA 70112. Doors open at 8:00 A.M. and the meeting starts at 9:00 A.M. The first installment of the QER will focus on energy transmission, storage and distribution infrastructure (TS&D). The New Orleans meeting is the third stakeholder meeting for the QER.
