    The test facility ELISE, equipped with a large radio frequency (RF) driven ion source (1×0.9 m2) of half the size of the ion source for the ITER neutral beam injection (NBI) system, is operational since beginning of 2013. The first experimental campaign was dedicated to a thorough qualification of the test facility and its diagnostic tools at low RF power (80 kW in total, i.e. 20 kW per driver) in volume operation, i.e. operation without cesium, where the negative hydrogen ion production is done in the plasma volume only. This paper reports on the main results of the second and third experimental campaigns, where Cs was inserted in the ion source for an enhancement of the negative ion production by the surface process. The second experimental campaign was done still with low RF power, both for hydrogen and deuterium, with pulse lengths of up to 500 s. The results of this campaign are rather encouraging, especially in hydrogen, where large current densities with respect to the low RF power could be achieved at a ratio of co-extracted electrons to extracted ions of 0.5-0.6 at the relevant source pressure of 0.3 Pa. Similar large extracted ion currents could be achieved also in deuterium, but with larger amounts of co-extracted electrons. The required ratio of co-extracted electrons to extracted ions of one could be achieved only in short pulses. The third experimental campaign aimed then for approaching the required ITER NBI parameters with respect to the ion and electron extracted currents, both for hydrogen and deuterium, by increasing the RF power with short pulses, i.e. beam-on times of up to 10 s and RF-on time up to 20 s. Current densities near the ITER NBI requirements could be achieved in hydrogen at a ratio of co-extracted electrons to extracted ions of 0.5-0.6 at the relevant source pressure of 0.3 Pa.     The Safety and Tritium Applied Research (STAR) Facility, a US DOE National User Facility at the Idaho National Engineering and Environmental Laboratory (INEEL), comprises capabilities and infrastructure to support both tritium and non-tritium research activities important to the development of safe and environmentally friendly fusion energy. Research thrusts include (1) interactions of tritium and deuterium with plasma-facing-component (PFC) materials, (2) fusion safety issues [PFC material chemical reactivity and dust/debris generation, activation product mobilization, tritium behavior in fusion systems], and (3) molten salts and fusion liquids for tritium breeder and coolant applications. This paper updates the status of STAR and the capabilities for ongoing research activities, with an emphasis on the development, testing and integration of the infrastructure to support tritium research activities. Key elements of this infrastructure include a tritium storage and assay system, a tritium cleanup system to process glovebox and experiment tritiated effluent gases, and facility tritium monitoring systems.

This report records the status of the Waste Management (WM) Databank at the end of CY-1994. The WM Databank contains more than 35,000 entries ranging from minor equipment malfunctions to incidents with significant potential for injury or contamination of personnel. This report documents the status of the WM Databank including the availability, training, sources of data, search options, Quality Assurance, and usage to which these data have been applied. Periodic updates to this memorandum are planned as additional data or applications are acquired.

    The Project provides for the design, procurement, construction, assembly, installation, and acceptance testing of the National Ignition Facility (NIF), an experimental inertial confinement fusion facility intended to achieve controlled thermonuclear fusion in the laboratory by imploding a small capsule containing a mixture of the hydrogen isotopes, deuterium and tritium. The NIF will be constructed at the Lawrence Livermore National Laboratory (LLNL), Livermore, California as determined by the Record of Decision made on December 19, 1996, as a part of the Stockpile Stewardship and Management Programmatic Environmental Impact Statement (SSM PEIS). Safety: On Saturday April 29, 2000, while preparing the Ringer crane for operation at the NIF site, a mechanical malfunction was observed by the operator. He stopped work and consulted with line management. They agreed with the operator's assessment, and with the Livermore Emergency Duty Officer, implemented a precautionary evacuation of the area around the crane. DOE was notified of the situation. The crane was then placed in a safe condition. A crane maintenance vendor is inspecting the crane and a management team headed by the Beampath Infrastructure System Associate Project Manager is reviewing the documentation, crane history, and repairs to ensure that the crane is fully safe before reuse. Technical Status: The general status of the technologies underlying the NIF Project remains satisfactory. The issues currently being addressed are (1) cleanliness for installation, assembly, and activation of the laser system by Systems Engineering working groups; (2) laser glass, where a second pilot run at both commercial suppliers is expected to confirm the mitigation steps identified in the first pilot run; and (3) operational costs associated with Final Optics Assembly (FOA) optics components, where methods are being developed to mitigate 3 {omega} damage and to resolve beam rotation issues.     Before the end of the 1970s, because of our marvelous economic growth and industrial development we had made our best efforts to develop more power sources. But from the 1980s, KEPCO has invested for T&D facility of high quality and improved system reliability. The main considerations for T&D expansion are positive investment to improve facilities of the electric company, improvement of the quality of electrical equipment during manufacturing, and bettering the field construction of power facilities. In order to achieve the ultimate goal of supplying high quality electricity, we will try to improve cooperation between our domestic industries, and research institutes, and increase the exchange of international technology.

  18. DECOMMISSIONING OF NUCLEAR FACILITIES IN GERMANY - STATUS AT BMBF SITES

    In a period of approximately 40 years prior to 1994, the German Federal Government had spent about {approx} 15 billion to promote nuclear technology. These funds were earmarked for R&D projects as well as demonstration facilities which took up operation between 1960 and 1980. These BMBF (Federal Ministry for Research) facilities were mainly located at the sites of the federal research centers at Juelich and Karlsruhe (the research reactors AVR, FR2, FRJ-1, KNK, and MZFR, the pilot reprocessing plant WAK) but included also the pilot plants SNR-300 and THTR-300 for fast breeder and high-temperature gas-cooled reactor development, respectively, and finally the salt mine Asse which had been used for waste emplacement prior to conversion into an underground research laboratory. In the meantime, almost all of these facilities were shut down and are now in a state of decommissioning and dismantling. This is mainly due to the facts that R&D needs are satisfied or do not exist any more and that, secondly, the lack of political consensus led to the cancellation of advanced nuclear technology.

    At the U.S. Department of Energy`s Hanford Site near Richland, Washington, a unique facility, the Field Lysimeter Test Facility (FLTF) is used to measure drainage from and water storage in soil covers. Drainage has ranged from near zero amounts to more than 50% of the applied water, with the amount depending on vegetative cover and soil type. Drainage occurred from lysimeters with coarse soils and gravel covers, but did not occur from capillary barrier-type lysimeters (1.5 m silt loam soil over coarse sands and gravels) except under the most extreme condition tested. For capillary barriers that were irrigated and kept vegetation-free (bare surface), no drainage occurred in 5 of the past 6 years. However, this past year (1992--1993) a record snowfall of 1,425 mm occurred and water storage in the irrigated, bare-surfaced capillary barriers exceeded 500 mm resulting in drainage of more than 30 mm from these barriers. In contrast, capillary barriers, covered with native vegetation (i.e., shrubs and grasses) did not drain under any climatic condition (with or without irrigation). In FY 1994, the FLTF treatments will be increased from 11 to 17 with the addition of materials that will simulate portions of a prototype barrier planned for construction in 1994 at the Hanford Site. The 17 FLTF treatments are designed to test the expected range of surface soil, vegetation, and climatic conditions encountered at the Hanford Site and will assist in evaluating final surface barrier designs for a waste disposal facility.

    A superconducting RF accelerator test facility is currently under construction at Fermilab. The accelerator will consist of an electron gun, 40 MeV injector, beam acceleration section consisting of 3 TTF-type or ILC-type cryomodules, and multiple downstream beam lines for testing diagnostics and performing beam experiments. With 3 cryomodules installed this facility will initially be capable of generating an 810 MeV electron beam with ILC beam intensity. The facility can accommodate up to 6 cryomodules for a total beam energy of 1.5 GeV. This facility will be used to test SRF cryomodules under high intensity beam conditions, RF power equipment, instrumentation, and LLRF and controls systems for future SRF accelerators such as the ILC and Project-X. This paper describes the current status and overall plans for this facility.

    The Advanced Superconducting Test Accelerator (ASTA) is being constructed at Fermilab. The existing New Muon Lab (NML) building is being converted for this facility. The accelerator will consist of an electron gun, injector, beam acceleration section consisting of 3 TTF-type or ILC-type cryomodules, multiple downstream beam lines for testing diagnostics and conducting various beam tests, and a high power beam dump. When completed, it is envisioned that this facility will initially be capable of generating a 750 MeV electron beam with ILC beam intensity. An expansion of this facility was recently completed that will provide the capability to upgrade the accelerator to a total beam energy of 1.5 GeV. Two new buildings were also constructed adjacent to the ASTA facility to house a new cryogenic plant and multiple superconducting RF (SRF) cryomodule test stands. In addition to testing accelerator components, this facility will be used to test RF power systems, instrumentation, and control systems for future SRF accelerators such as the ILC and Project-X. This paper describes the current status and overall plans for this facility.

  7. CLOSURE OF THE FAST FLUX TEST FACILITY (FFTF) HISTORY & STATUS & FUTURE PLANS

    In 1993, the US Department of Energy (DOE) decided to shut down the Fast Flux Test Facility (FFTF) due to lack of national missions that justified the annual operating budget of approximately $88M/year. The initial vision was to ''deactive'' the facility to an industrially and radiologically safe condition to allow long-term, minimal surveillance storage until approximately 2045. This approach would minimize near term cash flow and allow the radioactive decay of activated components. The final decontamination and decommissioning (D and D) would then be performed using then-current methodology in a safe and efficient manner. the philosophy has now changed to close coupling the initial deactivation with final D and D. This paper presents the status of the facility and focuses on the future challenge of sodium removal.

  8. Status of fuel, blanket, and absorber testing in the fast flux test facility

    On December 2, 1980, the Fast Flux Test Facility (FFTF) reached its full design power of 400 MW for the first time. From the start, the FFTF provided a modern liquid-metal reactor (LMR) test facility recognized for excellence, innovation, and efficiency of operation. Its unique instrumentation and special test capabilities have allowed the facility to stay at the cutting edge of technology. Prototypical size and core environment allow the FFTF to demonstrate core components and directly support design optimization of LMRs. Since December 1980, the FFTF has irradiated > 64,000 mixed-oxide driver and test fuel pins, > 1,000 metal-fueled pins, > 100 carbide-fueled pins, and > 35 nitride-fueled pins (supporting the U.S. space reactor program). This paper reviews the status of one of the major activities at the FFTF for its first 12 yr of operation - DOE-sponsored testing and development of fuel, blanket, and absorber assemblies for commercial LMRs.

    A new 2.5MeV beam test facility is being built at SNS. It consists of a 65 keV H- ion source, a 2.5MeV RFQ, a beam line with various beam diagnostics and a 6 kW beam dump. The facility is capable of producing one-ms-long pulses at 60Hz repetition rate with up to 50mA peak current. The commissioning with reduced average beam power is planned for fall 2014 to verify operation of all systems. The full power operation is scheduled to begin in 2015. The status of the facility will be presented as well as a discussion of the future R&D program.

    We appreciate Stephen Bodner's continuing interest in the performance of the NIF laser system. However, we find it necessary to disagree with the conclusions he reached in his comments [Appl. Opt. 47, XXX (2008)] on 'National Ignition Facility Laser Performance Status' [Appl. Opt. 46, 3276 (2007)]. In fact, repeated and ongoing tests of the NIF beamlines have demonstrated that NIF can be expected not only to meet or exceed its requirements as established in the mid-1990s in the document National Ignition Facility Functional Requirements and Primary Criteria [Revision 1.3, Report NIF-LLNL-93-058 (1994)], but also to have the flexibility that provides for successfully meeting an ever expanding range of mission goals, including those of ignition.

    The 500 nm Free-Electron Laser (ATF) of the Brookhaven National Laboratory is reviewed. We present an overview of the ATF, a high-brightness, 50-MeV, electron accelerator and laser complex which is a users' facility for accelerator and beam physics. A number of laser acceleration and FEL experiments are under construction at the ATF. The visible FEL experiment is based on a novel superferric 8.8 mm period undulator. The electron beam parameters, the undulator, the optical resonator, optical and electron beam diagnostics are discussed. The operational status of the experiment is presented. 22 refs., 7 figs.

    A considerable amount of dry radioactive waste from former NPP operation has accumulated up to date and is presently stored at the Ignalina NPP site, Lithuania. Current storage capacities are nearly exhausted and more waste is to come from future decommissioning of the two RMBKtype reactors. Additionally, the existing storage facilities does not comply to the state-of-the-art technology for handling and storage of radioactive waste. In 2005, INPP faced this situation of a need for waste processing and subsequent interim storage of these wastes by contracting NUKEM with the design, construction, installation and commissioning of new waste management and storage facilities. The subject of this paper is to describe the scope and the status of the new solid waste management and storage facilities at the Ignalina Nuclear Power Plant. In summary: The turnkey contract for the design, supply and commission of the SWMSF was awarded in December 2005. The realisation of the project was initially planned within 48 month. The basic design was finished in August 2007 and the Technical Design Documentation and Preliminary Safety Analyses Report was provided to Authorities in October 2007. The construction license is expected in July 2008. The procurement phase was started in August 2007, start of onsite activities is expected in November 2007. The start of operation of the SWMSF is scheduled for end of 2009. (authors)

    The cryogenic system for the Mirror Fusion Test Facility (MFTF) is a 14-kW, 4.35-K helium refrigeration system that proved to be highly successful and cost-effective. All operating objectives were met, while remaining within a few percent of initial cost and schedule plans. The management approach used in MFTF allowed decisions to be made quickly and effectively, and it helped keep costs down. Manpower levels, extent and type of industrial participation, key aspects of subcontractor specifications, and subcontractor interactions are reviewed, as well as highlights of the system tests, operation, and present equipment status. Organizations planning large, high-technology systems may benefit from this experience with the MFTF cryogenic system.

    The National Ignition Facility (NIF) at the Lawrence Livermore National Laboratory is a stadium-sized facility that will contains a 192-beam, 1.8-Megajoule, 500-Terawatt, ultraviolet laser system together with a 10-meter diameter target chamber with room for multiple experimental diagnostics. NIF is the world's largest and most energetic laser experimental system, providing a scientific center to study inertial confinement fusion (ICF) and matter at extreme energy densities and pressures. NIF's laser beams are designed to compress fusion targets to conditions required for thermonuclear burn. NIF is operated by the Integrated Computer Control System (ICCS) in an object-oriented, CORBA-based system distributed among over 1800 frontend processors, embedded controllers and supervisory servers. In the fall of 2010, a set of experiments began with deuterium and tritium filled targets as part of the National Ignition Campaign (NIC). At present, all 192 laser beams routinely fire to target chamber center to conduct fusion and high energy density experiments. During the past year, the control system was expanded to include automation of cryogenic target system and over 20 diagnostic systems to support fusion experiments were deployed and utilized in experiments in the past year. This talk discusses the current status of the NIC and the plan for controls and information systems to support these experiments on the path to ignition.

  2. 2011 Status of the Automatic Alignment System for the National Ignition Facility

    Automated alignment for the National Ignition Facility (NIF) is accomplished using a large-scale parallel control system that directs 192 laser beams along the 300-m optical path. The beams are then focused down to a 50-micron spot in the middle of the target chamber. The entire process is completed in less than 50 minutes. The alignment system commands 9,000 stepping motors for highly accurate adjustment of mirrors and other optics. 41 control loops per beamline perform parallel processing services running on a LINUX cluster to analyze high-resolution images of the beams and their references. This paper describes the status the NIF automatic alignment system and the challenges encountered as NIF development has transitioned from building the laser, to becoming a research project supporting a 24 hour, 7 day laser facility. NIF is now a continuously operated system where performance monitoring is increasingly more critical for operation, maintenance, and commissioning tasks. Equipment wear and the effects of high energy neutrons from fusion experiments are issues which alter alignment efficiency and accuracy. New sensors needing automatic alignment assistance are common. System modifications to improve efficiency and accuracy are prevalent. Handling these evolving alignment and maintenance needs while minimizing the impact on NIF experiment schedule is expected to be an on-going challenge for the planned 30 year operational life of NIF.

    The National Criticality Experiments Research Center (NCERC) was officially opened on August 29, 2011. Located within the Device Assembly Facility (DAF) at the Nevada National Security Site (NNSS), the NCERC has become a consolidation facility within the United States for critical configuration testing, particularly those involving highly enriched uranium (HEU). The DAF is a Department of Energy (DOE) owned facility that is operated by the National Nuclear Security Agency/Nevada Site Office (NNSA/NSO). User laboratories include the Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory (LANL). Personnel bring their home lab qualifications and procedures with them to the DAF, such that non-site specific training need not be repeated to conduct work at DAF. The NNSS Management and Operating contractor is National Security Technologies, LLC (NSTec) and the NNSS Safeguards and Security contractor is Wackenhut Services. The complete report provides an overview and status of the available laboratories and test bays at NCERC, available test materials and test support configurations, and test requirements and limitations for performing sub-critical and critical tests. The current summary provides a brief summary of the facility status and the method by which experiments may be introduced to NCERC.

    Under the U.S.-Russian Material Protection, Control and Accounting (MPC&A) Program, the Material Control and Accounting Measurements (MCAM) Project has supported a joint U.S.-Russian effort to coordinate improvements of the Russian MC&A measurement system. These efforts have resulted in the development of a MC&A Equipment and Methodological Support (MEMS) Strategic Plan (SP), developed by the Russian MEM Working Group. The MEMS SP covers implementation of MC&A measurement equipment, as well as the development, attestation and implementation of measurement methodologies and reference materials at the facility and industry levels. This paper provides an overview of the activities conducted under the MEMS SP, as well as a status on current efforts to develop reference materials, implement destructive and nondestructive assay measurement methodologies, and implement sample exchange, scrap and holdup measurement programs across Russian nuclear facilities.

DOE issued the final order to shut down the facility in 2001, when it was concluded that there was no longer a need for FFTF. Deactivation activities are in progress to remove or stabilize major hazards and deactivate systems to achieve end points documented in the project baseline. The reactor has been de-fueled, and approximately 97% of the fuel has been removed from the facility. Approximately 97% of the sodium has been drained from the plant's systems and placed into an on-site Sodium Storage Facility. The residual sodium will be kept frozen under a blanket of inert gas until it is removed later as part of the facility's decontamination and decommissioning (D and D). Plant systems have been shut down and placed in a low-risk state to minimize requirements for surveillance and maintenance. D and D work cannot begin until an Environmental Impact Statement has been prepared to evaluate various end state options and to provide a basis for selecting one of the options.     Deactivation activities are currently in progress at the Fast Flux Test Facility. These deactivation activities are intended to remove most hazardous materials and prepare the facility for final disposition. The two major hazards to be removed are the nuclear fuel and the alkali metal (most sodium) coolant. The fuel and coolant removal activities are proceeding well and are expected to complete in 2006. Plant systems are being shut down as allowed by completion of various fuel and coolant removal actions. A Decommissioning Environmental Impact Statement is in progress to evaluate a range of potential final disposition end states.

    HiRadMat (High Irradiation to Materials) is a facility at CERN designed to provide high-intensity pulsed beams to an irradiation area where material samples as well as accelerator component assemblies (e.g. vacuum windows, shock tests on high power targets, collimators) can be tested. The beam parameters (SPS 440 GeV protons with a pulse energy of up to 3.4 MJ, or alternatively lead/argon ions at the proton equivalent energy) can be tuned to match the needs of each experiment. It is a test area designed to perform single pulse experiments to evaluate the effect of high-intensity pulsed beams on materials in a dedicated environment, excluding long-time irradiation studies. The facility is designed for a maximum number of 1016 protons per year, in order to limit the activation of the irradiated samples to acceptable levels for human intervention. This paper will demonstrate the possibilities for research using this facility and go through examples of upcoming experiments scheduled in the beam period 2015/2016.

    Neutrino beams produced from the decay of muons in a racetrack-like decay ring (the so called Neutrino Factory) provide a powerful way to study neutrino oscillation physics and, in addition, provide unique beams for neutrino interaction studies. The Neutrinos from STORed Muons (nuSTORM) facility uses a neutrino factory-like design. Due to the particular nature of nuSTORM, it can also provide an intense, very pure, muon neutrino beam from pion decay. This so-called “Neo-conventional" muon neutrino beam from nuSTORM makes nuSTORM a hybrid neutrino factory. In this paper we describe the facility and give a detailed description of the neutrino beam fluxes that are available and the precision to which these fluxes can be determined. We then present sensitivity plots that indicated how well the facility can perform for short-baseline oscillation searches and show its potential for a neutrino interaction physics program. Finally, we comment on the performance potential of the "Neo-conventional" muon neutrino beam optimized for long- baseline neutrino-oscillation physics.

  2. Closure of the Fast Flux Test Facility: Current Status and Future Plans

    The Fast Flux Test Facility (FFTF) was a 400 MWt sodium cooled fast reactor designed and constructed in the 1970's. The original purpose of the facility was to develop and test advanced fuels and materials for the liquid metal fast breeder reactor program. The facility operated very successfully from 1982 through 1992, fulfilling its original mission as well as other identified missions. However, in 1993 the Department of Energy concluded that there was no longer a need for the FFTF and thus ordered that it be shut down. Following eight years of additional study of potential new missions, the final decision to shut down the facility was made in 2001. (During this eight year period the plant was maintained in a condition to allow safe and efficient shut down or restart). The complete closure of the FFTF consists of the following phases: - Deactivation - removal/stabilization of hazards to allow long-term storage (2001-2009); - Surveillance and maintenance - minimum cost compliant storage (2010-2015); - Decontamination and decommissioning (2016-2024). All of the FFTF fuel has been removed from the site except the sodium-bonded fuel that is destined for transportation to Idaho National Laboratory for final disposition. The sodium-bonded fuel had metallic sodium inside of the fuel pin to increase the heat transfer from the fuel pellet to the clad in order to reduce pellet centerline temperature. Three hundred and seventy-six (376) fuel assemblies have been washed (sodium removed) and transferred to storage at other Hanford locations. The majority of the spent fuel is stored in interim storage casks designed for a 50 year storage life, holding seven assemblies each. All sodium systems have been drained and the sodium stored under an inert gas blanket at ambient temperature in a Sodium Storage Facility at the FFTF site.   3. Final Status Survey Report for Corrective Action Unit 117 - Pluto Disassembly Facility, Building 2201, Nevada National Security Site, Nevada

    This document contains the process knowledge, radiological data and subsequent statistical methodology and analysis to support approval for the radiological release of Corrective Action Unit (CAU) 117 – Pluto Disassembly Facility, Building 2201 located in Area 26 of the Nevada National Security Site (NNSS). Preparations for release of the building began in 2009 and followed the methodology described in the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM). MARSSIM is the DOE approved process for release of Real Property (buildings and landmasses) to a set of established criteria or authorized limits. The pre-approved authorized limits for surface contamination values and corresponding assumptions were established by DOE O 5400.5. The release criteria coincide with the acceptance criteria of the U10C landfill permit. The U10C landfill is the proposed location to dispose of the radiologically non-impacted, or “clean,” building rubble following demolition. However, other disposition options that include the building and/or waste remaining at the NNSS may be considered providing that the same release limits apply. The Final Status Survey was designed following MARSSIM guidance by reviewing historical documentation and radiological survey data. Following this review a formal radiological characterization survey was performed in two phases. The characterization revealed multiple areas of residual radioactivity above the release criteria. These locations were remediated (decontaminated) and then the surface activity was verified to be less than the release criteria. Once remediation efforts had been successfully completed, a Final Status Survey Plan (10-015, “Final Status Survey Plan for Corrective Action Unit 117 – Pluto Disassembly Facility, Building 2201”) was developed and implemented to complete the final step in the MARSSIM process, the Final Status Survey.     An overview of the research capabilities and the future plans on the MA-class National Spherical Torus Experiment (NSTX) at Princeton is presented. NSTX research is exploring the scientific benefits of modifying the field line structure from that in more conventional aspect ratio devices, such as the tokamak. The relevant scientific issues pursued on NSTX include energy confinement, MHD stability at high beta, non-inductive sustainment, solenoid-free start-up, and power and particle handling. In support of the NSTX research goal, research tools are being developed by the NSTX team. In the context of the fusion energy development path being formulated in the US, an ST-based Component Test Facility (CTF) and, ultimately a high beta Demo device based on the ST, are being considered. For these, it is essential to develop high performance (high beta and high confinement), steady-state (non-inductively driven) ST operational scenarios and an efficient solenoid-free start-up concept. We will also briefly describe the Next-Step-ST (NSST) device being designed to address these issues in fusion-relevant plasma conditions.

    This paper describes the program, the status, and the course of activities on rehabilitation of radioactively contaminated facilities and the territory of temporary radioactive waste (radwaste) disposal at the Russian Research Center ''Kurchatov Institute'' (RRC KI) in Moscow as performed in 2001-2002. The accumulation of significant amounts of radwaste at RRC KI territory is shown to be the inevitable result of Institute's activity performed in the days of former USSR nuclear weapons project and multiple initial nuclear power projects (performed from 1950's to early 1970's). A characterization of RRC KI temporary radwaste disposal site is given. Described is the system of radiation control and monitoring as implemented on this site. A potential hazard of adverse impacts on the environment and population of the nearby housing area is noted, which is due to possible spread of the radioactive plume by subsoil waters. A description of the concept and project of the RRC KI temporary radwaste disposal site is presented. Specific nature of the activities planned and performed stems from the nearness of housing area. This paper describes main stages of the planned activities for rehabilitation, their expected terms and sources of funding, as well as current status of the project advancement. Outlined are the problems faced in the performance and planning of works.     Uncertainty evaluation constitutes a key feature of BEPU (Best Estimate Plus Uncertainty) process. The uncertainty can be the result of a Monte Carlo type analysis involving input uncertainty parameters or the outcome of a process involving the use of experimental data and connected code calculations. Those uncertainty methods are discussed in several papers and guidelines (IAEA-SRS-52, OECD/NEA BEMUSE reports). The present paper aims at discussing the role and the depth of the analysis required for merging from one side suitable experimental data and on the other side qualified code calculation results. This aspect is mostly connected with the second approach for uncertainty mentioned above, but it can be used also in the framework of the first approach. Namely, the paper discusses the features and structure of the database that includes the following kinds of documents: 1. The' RDS-facility' (Reference Data Set for the selected facility): this includes the description of the facility, the geometrical characterization of any component of the facility, the instrumentations, the data acquisition system, the evaluation of pressure losses, the physical properties of the material and the characterization of pumps, valves and heat losses; 2. The 'RDS-test' (Reference Data Set for the selected test of the facility): this includes the description of the main phenomena investigated during the test, the configuration of the facility for the selected test (possible new evaluation of pressure and heat losses if needed) and the specific boundary and initial conditions; 3. The 'QR' (Qualification Report) of the code calculation results: this includes the description of the nodalization developed following a set of homogeneous techniques, the achievement of the steady state conditions and the qualitative and quantitative analysis of the transient with the characterization of the Relevant Thermal-Hydraulics Aspects (RTA); 4. The EH (Engineering Handbook) of the input nodalization

    This document summarizes information concerning radioactive waste and laundry shipments from the Three Mile Island Nuclear Station Unit 2 to radioactive waste disposal sites and to protective clothing decontamination facilities (laundries) since the loss of coolant accident experienced on March 28, 1979. Data were collected from radioactive shipment records, summarized, and placed in a computerized data information retrieval/manipulation system which permits extraction of specific information. This report covers the period of April 9, 1979 through April 19, 1987. Included in this report are: waste disposal site locations, dose rates, curie content, waste description, container type and number, volumes and weights. This information is presented in two major categories: protective clothing (laundry) and radioactive waste. Each of the waste shipment reports is in chronological order.

    Decommissioning and dismantling of the former German Pilot Reprocessing Plant Karlsruhe (WAK) including the Vitrification Facility (VEK) is being executed in different Project steps related to the reprocessing, HLLW storage and vitrification complexes /1/. While inside the reprocessing building the total inventory of process equipment has already been dismantled and disposed of, the HLLW storage and vitrification complex has been placed out of operation since vitrification and tank rinsing procedures where finalized in year 2010. This paper describes the progress made in dismantling of the shielded boxes of the highly contaminated laboratory as a precondition to get access to the hot cells of the HLLW storage. The major challenges of the dismantling of this laboratory were the high dose rates up to 700 mSv/h and the locking technology for the removal of the hot cell installations. In parallel extensive prototype testing of different carrier systems and power manipulators to be applied to dismantle the HLLW-tanks and other hot cell equipment is ongoing. First experiences with the new manipulator carrier system and a new master slave manipulator with force reflection will be reported. (authors)

    This report describes the SERI Desiccant Cooling Test Facility. The facility can test bench-scale rotary dehumidifiers over a wide range of controlled conditions. We constructed and installed in the test loop a prototype parallel-passage rotary dehumidifier that has spirally wound polyester tape coated with silica gel. The initial tests gave satisfactory results indicating that approximately 90% of the silica gel was active and the overall Lewis number of the wheel was near unity. The facility has several minor difficulties including an inability to control humidity satisfactorily and nonuniform and highly turbulent inlet velocities. To completely validate the facility requires a range of dehumidifier designs. Several choices are available including constructing a second parallel-passage dehumidifier with the passage spacing more uniform.

    The purpose of this document is to provide hydrogeologic, geochemical, and vapor monitoring data required for site status monitoring of underground storage tanks (UST) 1219-U, 1222-U, 2082-U, and 2068-U at the Rust Garage Facility. Comprehensive monitoring was conducted at the site in May 1994 as part of a Monitoring Only program approved by Tennessee Department of Environment and Conservation (TDEC) based on review and approval of Site Ranking. In September 1994, the first semiannual site status monitoring was conducted. This document presents the results of the second semiannual site status monitoring, which was conducted in February 1995. Site status monitoring and preparation of this report have been conducted in accordance with the requirements of the TDEC Rule 1200-1-15, the TDEC UST Reference Handbook, Second Edition, and direction from TDEC. This document is organized into three sections. Section 1 presents introductory information relative to the site including regulatory initiative and a site description. Section 2 includes the results of sampling of monitoring wells GW-508, GW-631, GW-632, and GW-634. Section 3 presents data from vapor monitoring conducted in subsurface utilities present at the site.

    The purpose of this document is to provide hydrogeologic, geochemical, and vapor monitoring data required for site status monitoring of underground storage tanks (UST) 1219-U, 1222-U, 2082-U, and 2068-U at the Rust Garage Facility. Comprehensive monitoring was conducted at the site in May 1994 as part of a Monitoring Only program approved by Tennessee Department of Environment and Conservation (TDEC) based on review and approval of Site Ranking. This document presents the results of the first semiannual site status monitoring, which was conducted in September 1994. Site status monitoring and preparation of this report have been conducted in accordance with the requirements of the TDEC Rule 1200-1-15, the TDEC UST Reference Handbook, Second Edition, and direction from TDEC. This document is organized into three sections. Section 1 presents introductory information relative to the site including regulatory initiative and a site description. Section 2 includes the results of sampling of monitoring wells GW-508, GW-631, GW-632, and GW-634. Section 3 presents data from vapor monitoring conducted in subsurface utilities present at the site.

    The purpose of this report is to provide a baseline physical characterization of Mound`s facilities as of September 1993. The baseline characterizations are to be used in the development of long-term future use strategy development for the Mound site. This document describes the current missions and alternative future use scenarios for each building. Current mission descriptions cover facility capabilities, physical resources required to support operations, current safety envelope and current status of facilities. Future use scenarios identify potential alternative future uses, facility modifications required for likely use, facility modifications of other uses, changes to safety envelope for the likely use, cleanup criteria for each future use scenario, and disposition of surplus equipment. This Introductory Chapter includes an Executive Summary that contains narrative on the Functional Unit Material Condition, Current Facility Status, Listing of Buildings, Space Plans, Summary of Maintenance Program and Repair Backlog, Environmental Restoration, and Decontamination and Decommissioning Programs. Under Section B, Site Description, is a brief listing of the Site PS Development, as well as Current Utility Sources. Section C contains Site Assumptions.     After practical changes were approved to the initial conceptual design of the cryogenic system for MSU FRIB and an agreement was made with JLab in 2012 to lead the design effort of the cryogenic plant, many activities are in place leading toward a cool-down of the linacs prior to 2018. This is mostly due to using similar equipment used at CHLII for the 12 GeV upgrade at JLab and an aggressive schedule maintained by the MSU Conventional Facilities department. Reported here is an updated status of the cryogenic plant, including the equipment procurement status, plant layout, facility equipment and project schedule.

    An apparatus and method for monitoring a process involve development and application of a statistically qualified neuro-analytic (SQNA) model to accurately and reliably identify process change. The development of the SQNA model is accomplished in two stages: deterministic model adaption and stochastic model modification of the deterministic model adaptation. Deterministic model adaption involves formulating an analytic model of the process representing known process characteristics, augmenting the analytic model with a neural network that captures unknown process characteristics, and training the resulting neuro-analytic model by adjusting the neural network weights according to a unique scaled equation error minimization technique. Stochastic model modification involves qualifying any remaining uncertainty in the trained neuro-analytic model by formulating a likelihood function, given an error propagation equation, for computing the probability that the neuro-analytic model generates measured process output. Preferably, the developed SQNA model is validated using known sequential probability ratio tests and applied to the process as an on-line monitoring system. Illustrative of the method and apparatus, the method is applied to a peristaltic pump system.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects, including public building upgrades that reduce energy use by at least 20 percent, at very attractive borrowing rates and long terms. As part of the American Recovery and Reinvestment Act (ARRA), the City of Philadelphia received a $15 million QECB award from the U.S. Department of the Treasury (Treasury). The city leveraged $6.25 million of its QECB allocation to finance half of a $12.6 million initiative to upgrade the energy efficiency of City buildings. The upgrades to four city facilities are expected to deliver over $10 million of net savings, and are a major step towards achieving the city’s goal of reducing government energy consumption by 30 percent by 2015.

    This software was developed to post real-time process status and building conditions to operators, system engineers, system managers, and all support personnel. Data input is via operator console, strategically located throughout the facility, or by electronic rounds tablet. The system requires a person to log in with a unique user id and password to edit data. Viewing system status does not require log in and can be done from any desktop location running FileMaker. Oncemore » logged into the system, all new records saved are stamped with date, time and user name, and a historical copy is created that can be brought up to review status. There is no limitation to the amount of records that can be saved in the historical databases. The system will flag all out of limit conditions on the screen and enter that record on a turnover summery page which displays only flagged items. System conditions are displayed on a plasma display which scrolls through the various system condition screens. The system also shows floor plans that reflect specific building radiological conditions which aides in pre job briefings to show all hazards to personnel entering specific locations. The input screen is displayed on a second standard computer monitor connected to the input PC. There are several popup screens that require user intervention to ensure that the user wants to edit the data, is editing the appropriate sytem, and if they want to continue to stay logged into the system. Each workstation is connected to a Uninterrupted Power Supply which will shut each system down safely in a power failure. The server is configured to print out current status upon notification from the UPS that power has failed. The system also has a video input card which is connected to a DVD/VCR which shows safety meetings, and images taken from a digital camera used to show specific locations/items for pre-job briefings.« less

    The Fermilab Tevatron is both the world's highest energy accelerator system and first large-scale superconducting synchrotron. Since Tevatron commissioning in July 1983, the accelerator has operated in 1984, 1985 and 1987 with extracted beams of 800 GeV for three runs of fixed target physics, and in 1987, and 1988, with proton-antiproton colliding beams at 900 /times/ 900 GeV.     The establishment of a systematic process for the evaluation of historic technology information for use in advanced reactor licensing is described. Efforts are underway to recover and preserve Experimental Breeder Reactor II and Fast Flux Test Facility historical data. These efforts have generally emphasized preserving information from data-acquisition systems and hard-copy reports and entering it into modern electronic formats suitable for data retrieval and examination. The guidance contained in this document has been developed to facilitate consistent and systematic evaluation processes relating to quality attributes of historic technical information (with focus on sodium-cooled fast reactor (SFR) technology) that will be used to eventually support licensing of advanced reactor designs. The historical information may include, but is not limited to, design documents for SFRs, research-and-development (R&D) data and associated documents, test plans and associated protocols, operations and test data, international research data, technical reports, and information associated with past U.S. Nuclear Regulatory Commission (NRC) reviews of SFR designs. The evaluation process is prescribed in terms of SFR technology, but the process can be used to evaluate historical information for any type of advanced reactor technology. An appendix provides a discussion of typical issues that should be considered when evaluating and qualifying historical information for advanced reactor technology fuel and source terms, based on current light water reactor (LWR) requirements and recent experience gained from Next Generation Nuclear Plant (NGNP).

    On July 21, 1997, the U.S. Nuclear Regulatory Commission published the final rule on Radiological Criteria for License Termination (the License Termination Rule) as Subpart E to 10 CFR Part 20. NRC regulations require that materials licensees submit Decommissioning Plans to support the decommissioning of its facility if it is required by license condition, or if the procedures and activities necessary to carry out the decommissioning have not been approved by NRC and these procedures could increase the potential health and safety impacts to the workers or the public. NRC regulations also require that reactor licensees submit Post-shutdown Decommissioning Activities Reports and License Termination Plans to support the decommissioning of nuclear power facilities. This paper provides an update on the status of the NRC's decommissioning program. It discusses the status of permanently shut-down commercial power reactors, complex decommissioning sites, and sites listed in the Site Decommissioning Management Plan. The paper provides the status of various tools and guidance the NRC is developing to assist licensees during decommissioning, including a Standard Review Plan for evaluating plans and information submitted by licensees to support the decommissioning of nuclear facilities and the D and D Screen software for determining the potential doses from residual radioactivity. Finally, it discusses the status of the staff's current efforts to streamline the decommissioning process.

For ease of reference, the Washington State Department of Ecology checklist section numbers, in brackets, follow the chapter headings and subheadings. This permit application contains umbrella- type'' documentation with overall application to the Hanford Facility. This documentation is broad in nature and applies to all TSD units that have final status under the Hanford Facility Permit.

    PORTS began operations in 1956 to enrich uranium for both civilian and military use. It operated under Goodyear Atomic Corporation and Lockheed-Martin as a government-owned contractor-operated facility until the formation of the United States Enrichment Corporation (USEC) as a government corporation in 1993. In 1998, USEC was privatized as a publicly traded corporation. USEC leases the Portsmouth and Paducah GDPs from the U.S. Department of Energy (DOE). Enrichment operations were terminated at Portsmouth in 2001, although USEC continues to lease and maintain the Portsmouth GDP in Cold Shutdown and conduct some DOE projects there. LPP found that removal of old equipment to allow reuse of a facility can present unexpected challenges. Classified components create significant logistics issues. In this case, teamwork and attention to detail by USEC, LATA/Parallax, and DOE resulted in solutions and success. Lessons learnt: - Transportation logistics are particularly important when shipping waste streams with special requirements. - Investment in extra equipment yields tangible benefits where other resources (cleared drivers) are scarce. - An early start to providing specially qualified drivers, in this case providing security clearances, is essential. Availability is limited, and the time required to qualify new drivers may be lengthy. - A dedicated communications station, rather than reliance on existing resources (shift superintendent), is invaluable.

    Developing automated methods for data collection and analysis that can facilitate nuclear nonproliferation assessment is an important research area with significant consequences for the effective global deployment of nuclear energy. Facility modeling that can integrate and interpret observations collected from monitored facilities in order to ascertain their functional details will be a critical element of these methods. Although improvements are continually sought, existing facility modeling tools can characterize all aspects of reactor operations and the majority of nuclear fuel cycle processing steps, and include algorithms for data processing and interpretation. Assessing nonproliferation status is challenging because observations can come from many sources, including local and remote sensors that monitor facility operations, as well as open sources that provide specific business information about the monitored facilities, and can be of many different types. Although many current facility models are capable of analyzing large amounts of information, they have not been integrated in an analyst-friendly manner. This paper addresses some of these facility modeling capabilities and illustrates how they could be integrated and utilized for nonproliferation analysis. The inverse problem of inferring facility conditions based on collected observations is described, along with a proposed architecture and computer framework for utilizing facility modeling tools. After considering a representative sampling of key facility modeling capabilities, the proposed integration framework is illustrated with several examples.

    cost of maintenance and seismic upgrades, the RRP was created to mitigate the risk of dispersal of radioactive material during an earthquake by removing the radioactive materials inventory and glove box contamination. LLNL adopted the goal of reducing the hazard categorization of the Facility from a Category II Nuclear Facility to a Radiological Facility. To support the RRP, B251 transitioned from a standby to a fully operational Category II Nuclear Facility, compliant with current regulations. A work control process was developed, procedures were developed, Authorization Basis Documents were created, work plans were written, off-normal drills practiced, a large number of USQ reviews were conducted, and a ''Type II'' Readiness Assessment (RA) was conducted to restart operations. Subsequent RA's focused on specific operations. Finally, a four-step process was followed to reach Radiological Status: (1) Inventory Reduction and D&D activities reduced the inventory and radiological contamination of the facility below the Category III threshold (DOE-STD-1027), (2) Radiological Safety Basis Document (SBD aka HAR) was approved by NNSA, (3) the inventory control system for a Radiological Facility was implemented, and (4) verification by NNSA of radiological status was completed.

    The Kauai Test Facility (KTF) is a Department of Energy rocket launch facility operated by Sandia National Laboratories. Originally it was constructed in support of the high altitude atmospheric nuclear test phase of operation Dominic in the early 1960's. Later, the facility went through extensive improvement and modernization to become an integral part of the Safeguard C readiness to resume nuclear testing program. Since its inception and build up, in the decade of the sixties and the subsequent upgrades of the seventies, range test activities have shifted from full scale test to emphasis on research and development of materials and components, and to making high altitude scientific measurements. Primarily, the facility is intended to be utilized in support of development programs at the DOE weapons laboratories, however, other organizations may make use of the facility on a non-interface basis. The physical components at KTF and their operation are described.

    Today an improperly closed facility can be a liability to its owner, both financially and environmentally. A facility deactivation program must be planned and implemented to decrease liabilities, minimize operating costs, seek to reuse or sell processes or equipment, and ultimately aid in the sale and/or reuse of the facility and property whether or not the building(s) are demolished. These programs should be characterized within the deactivation plan incorporating the following major categories: Utility Usage; Environmental Decontamination; Ongoing Facility Management; Property Management/Real Estate Issues.   11. Regulation study for the facility control system design at the Facility Operations Center at TA55

    NMT-8 is proposing to upgrade the existing Facility Control System (FCS) located within the Facility Operations Center (FOC) at the TA-55 Plutonium Processing and Handling Facility (PPHF). The FCS modifications will upgrade the existing electronics to provide better reliability of system functions. Changes include replacement of the FCS computers and field multiplex units which are used for transmitting systems data. Data collected at the FCS include temperature, pressure, contact closures, etc., and are used for monitoring and/or control of key systems at TA-55. Monitoring is provided for the electrical power system status, PF-4 HVAC air balance status (Static Differential pressure), HVAC fan system status, site chill water return temperature, fire system information, and radioactive constant air monitors alarm information, site compressed air pressure and other key systems used at TA-55. Control output signals are provided for PF-4 HVAC systems, and selected alarms for criticality, fire, loss of pressure in confinement systems. A detailed description of the FCS modifications is provided in Section 2.

STAR is a radiological facility with an administrative total tritium inventory limit of 1.5g (14,429 Ci) [1]. Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility. Finally, the STAR tritium accountability database is discussed.

    A new laboratory facility is being designed, constructed, and equipped at the Savannah River Site (SRS) as a fiscal year 1992 line item project. This facility will provide space and equipment for test, evaluation, repair, maintenance, and calibration of radiation monitoring instrumentation. The project will replace an obsolete facility and will allow implementation of program upgrades necessary to meet ANSI N323 requirements and National Voluntary Laboratory Accreditation Program (NVLAP) criteria for accreditation of federally owned secondary calibration laboratories. An outline of the project is presented including description, scope, cost, management organization, chronology, and current status. Selected design criteria and their impacts on the project are discussed. The upgraded SRS calibration program is described, and important features of the new facility and equipment that will accommodate this program are listed. The floor plan for the facility is shown, and equipment summaries and functional descriptions for each area are provided.

    Currently there are 90,000 tons of contaminated ferrous and nonferrous scrap metal stored in aboveground scrap yards at the Department of Energy's Uranium Enrichment Facilities in Tennessee, Kentucky, and Ohio. This scrap is primarily contaminated with 100 to 500 ppM uranium at an average enrichment of 1 to 1.5% /sup 235/U. A study was performed that evaluated smelting of the ORGDP metal in a reference facility located at Oak Ridge. The study defined the process systems and baseline requirements, evaluated alternatives to smelting, and provided capital and operating costs for the reference facility. A review of the results and recommendations of this study are presented.

  19. Status of the NRC Decommissioning Program

    On July 21, 1997, the U.S. Nuclear Regulatory Commission (NRC) published the final rule on Radiological Criteria for License Termination (the License Termination Rule or LTR) as Subpart E to 10 CFR Part 20. NRC regulations require that materials licensees submit Decommissioning Plans to support the decommissioning of its facility if it is required by license condition, or if the procedures and activities necessary to carry out the decommissioning have not been approved by NRC and these procedures could increase the potential health and safety impacts to the workers or the public. NRC regulations also require that reactor licensees submit Post-shutdown Decommissioning Activities Reports and License Termination Plans to support the decommissioning of nuclear power facilities. This paper provides an update on the status of the NRC's decommissioning program that was presented during WM'02. It discusses the staff's current efforts to streamline the decommissioning process, current issues being faced in the decommissioning program, such as partial site release and restricted release of sites, as well as the status of the decommissioning of complex sites and those listed in the Site Decommissioning Management Plan. The paper discusses the status of permanently shut-down commercial power reactors and the transfer of complex decommissioning sites and sites listed on the SDMP to Agreement States. Finally the paper provides an update of the status of various tools and guidance the NRC is developing to assist licensees during decommissioning, including an effort to consolidate and risk-inform decommissioning guidance.

    Modern and technologically up-to-date facilities and systems infrastructure are necessary to accommodate today's research environment. In response, Lawrence Livermore National Laboratory (LLNL) has a continuing commitment to develop and apply effective management models and processes to maintain, modernize, and upgrade its facilities to meet the science and technology mission. The Facility Modernization Pilot Study identifies major subsystems of facilities that are either technically or functionally obsolete, lack adequate capacity and/or capability, or need to be modernized or upgraded to sustain current operations and program mission. This study highlights areas that need improvement, system interdependencies, and how these systems/subsystems operate and function as a total productive unit. Although buildings are 'grandfathered' in and are not required to meet current codes unless there are major upgrades, this study also evaluates compliance with 'current' building, electrical, and other codes. This study also provides an evaluation of the condition and overall general appearance of the structure.

    Although worldwide demand for new construction of nuclear power stations has been on a decline, the available opportunities for the design and construction of qualified electrical penetrations continues to offer challenges, requiring a highly versatile design. Versatility is necessary in order to meet unique customer requirements within the constraints of a design basis qualified to IEEE Std. 317-1983. This paper summarizes such a versatile electrical penetration designed, built and tested to IEEE Std. 317-1983. The principal features are described including major materials of construction. Some of the design constraints such as sealing requirements, and conductor density (including numerical example) are discussed. The requirements for qualification testing of the penetration assembly to IEEE Std. 317-1983 are delineated in a general sense, and some typical test ranges for preconditioning, radiation exposure, and LOCA are provided. The paper concludes by describing ways in which this versatile design has been adapted to meet unique customer requirements in a variety of nuclear power plants.
