    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    Geothermal energy comes from the internal heat of the Earth, and has been continuously exploited for the production of electricity in the United States since 1960. Currently, geothermal power is one of the ready-to-use baseload electricity generating technologies that is competing in the western United States with fossil fuel, nuclear and hydroelectric generation technologies to provide utilities and their customers with a reliable and economic source of electric power. Furthermore, the development of domestic geothermal resources, as an alternative to fossil fuel combustion technologies, has a number of associated environmental benefits. This report serves two functions. First, it provides a description of geothermal technology and a progress report on the commercial status of geothermal electric power generation.     This paper reports on a restaurant and resort which runs entirely on LPG. It has two generators converted to LPG that supply the power for the complex. Energy supplied from the propane is used in the kitchens, to drive the water pump and provide electricity for lighting and other power needs, and to heat the swimming pool. Far more importantly for the owners has been the fuel cost savings of at least 60%.

    This research was sponsored by the Office of Buildings and Community Systems and conducted by the Pacific Northwest Laboratory as part of an ongoing effort to enhance the commercial use of federally developed technology. Federal dollars have supported research on the development of ground source heat pumps (GSHP) for several years. Though several companies currently sell GSHP's for residential use, their share of the total heating and air conditioning business remains less than one percent. Large manufacturing companies with national distribution have not yet added GSHP equipment to their product line. GSHP's use only about one half (Braud 1987) to one third (Bose 1987) of the energy needed to operate conventional furnaces and air conditioners. Consequently, a high level of market penetration by the GSHP offers direct benefits to both utility companies and individual users of the systems. Widespread use of these highly efficient systems will reduce both total energy consupmtion, and problems associated with high levels of energy use during peak periods. This will allow utility companies to delay capital expenditures for new facilities to meet the growing energy demand during peak periods. The cost effective use of electricity also reduces the likelihood of homeowners switching to a different fuel source for heating. 5 refs.

  11. Solar PV Project Financing: Regulatory and Legislative Challenges for Third-Party PPA System Owners

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    The vision of the Distributed Energy Research Program (DER) program of the U.S. Department of Energy (DOE) is that the United States will have the cleanest and most efficient and reliable energy system in the world by maximizing the use of affordable distributed energy resources. Electricity consumers will be able to choose from a diverse number of efficient, cost-effective, and environmentally friendly distributed energy options and easily connect them into the nation's energy infrastructure while providing benefits to their owners and other stakeholders. The long-term goal of this vision is that DER will achieve a 20% share of new electric capacity additions in the United States by 2010, thereby helping to make the nation's electric power generation and delivery system more efficient, reliable, secure, clean, economical, and diverse in terms of fuel use (oil, natural gas, solar, hydroelectric, etc.) and prime mover resource (solar, wind, gas turbines, etc.). Near- and mid-term goals are to develop new technologies for implementing and operating DER and address barriers associated with DER usage and then to reduce costs and emissions and improve the efficiency and reliability of DER. Numerous strategies for meeting these goals have been developed into a research, development, and demonstration (RD&D) program that supports generation and delivery systems architecture, including modeling and simulation tools. The benefits associated with DER installations are often significant and numerous. They almost always provide tangible economic benefits, such as energy savings or transmission and distribution upgrade deferrals, as well as intangible benefits, such as power quality improvements that lengthen maintenance or repair intervals for power equipment. Also, the benefits routinely are dispersed among end users, utilities, and the public. For instance, an end user may use the DER to reduce their peak demand and save money due to lower demand charges. Reduced end user

    The project upon which this report is based was conceived in 2012 during discussions between the East Tennessee Clean Fuels Coalition (ETCleanFuels) and Oak Ridge National Laboratory (ORNL) who both noted that a detailed summary of idling recommendations for a wide variety of engines and vehicles were not available in the literature. The two organizations agreed that ETCleanFuels would develop a first-of-its-kind collection of idling recommendations from the owner’s manuals of modern production vehicles. Vehicle engine idling, a subject that has long been debated, is largely shrouded in misinformation. The justifications for idling seem to be many: driver comfort, waiting in lines, and talking on cell phones to name a few. Assuredly, a great number of people idle because of the myths and misinformation surrounding this issue. This report addresses these myths by turning to statements taken directly from the automobile and engine manufacturers themselves.

    The review showed a need for the Department to revise and strengthen cash management and cost allocation procedures and practices for jointly shared Reserve operating costs funded by the Government. The procedures and practices in effect for processing Joint Owner costs, billings and collections do not permit the Government to receive full advantage of the time value of money paid in behalf of Chevron or provide for the full sharing of all costs incurred by the Government to absorb unnecessary interest and operating costs since assuming responsibility for funding Reserve operations in October 1975. It is estimated that the Department would benefit by over $3 million per year if our recommendations in these areas are fully implemented.

    Title 10 of the Code of Federal Regulations (10 CFR), Section 50.44 Standards for Combustible Gas Control System in Light-Water-Cooled Power Reactors,'' requires that systems be provided to control hydrogen concentration in the containment atmosphere following an accident to ensure that containment integrity is maintained. The purpose of this report is to provide regulatory guidance to licensees with Mark III containments with regard to demonstrating compliance with 10 CFR 50.44, Section (c)(3)(vi) and (c)(3)(vii). In this report, the staff provides its evaluation of the generic methodology proposed by the Hydrogen Control Owners Group. This generic methodology is documented in Topical Report HGN-112-NP, Generic Hydrogen Control Information for BWR/6 Mark III Containments.'' In addition, the staff has recommended that the vulnerability to interruption of power to the hydrogen igniters be evaluated further on a plant-specific basis as part of the individual plant examination of the plants with Mark III containments. 10 figs., 1 tab.

    Combined heat and power (CHP) or cogeneration is the sequential production of two forms of useful energy from a single fuel source. In most CHP applications, chemical energy in fuel is converted to both mechanical and thermal energy. The mechanical energy is generally used to generate electricity, while the thermal energy or heat is used to produce steam, hot water, or hot air. Depending on the application, CHP is referred to by various names including Building Cooling, Heating, and Power (BCHP); Cooling, Heating, and Power for Buildings (CHPB); Combined Cooling, Heating, and Power (CCHP); Integrated Energy Systems (IES), or Distributed Energy Resources (DER). The principal technical advantage of a CHP system is its ability to extract more useful energy from fuel compared to traditional energy systems such as conventional power plants that only generate electricity and industrial boiler systems that only produce steam or hot water for process applications. By using fuel energy for both power and heat production, CHP systems can be very energy efficient and have the potential to produce electricity below the price charged by the local power provider. Another important incentive for applying cogeneration technology is to reduce or eliminate dependency on the electrical grid. For some industrial processes, the consequences of losing power for even a short period of time are unacceptable. The primary objective of the guide is to present information needed to evaluate the viability of cogeneration for new or existing industrial, commercial, and institutional (ICI) boiler installations and to make informed CHP equipment selection decisions. Information presented is meant to help boiler owners and operators understand the potential benefits derived from implementing a CHP project and recognize opportunities for successful application of cogeneration technology.     The Department of Energy’s (DOE’s) Building Technologies Office (BTO) is supporting the development of an open-source software tool for analyzing building energy and operational data: OpenEIS (open energy information system). This tool addresses the problems of both owners of building data and developers of tools to analyze this data. Building owners and managers have data but lack the tools to analyze it while tool developers lack data in a common format to ease development of reusable data analysis tools. This document is intended for developers of applications and explains the mechanisms for building analysis applications, accessing data, and displaying data using a visualization from the included library. A brief introduction to the visualizations can be used as a jumping off point for developers familiar with JavaScript to produce their own. Several example applications are included which can be used along with this document to implement algorithms for performing energy data analysis.

    This document outlines the foundation for developing language that can be utilized in an Equipment Availability Guarantee, typically included in an O&M services agreement between a PV system or plant owner and an O&M services provider, or operator. Many of the current PV O&M service agreement Availability Guarantees are based on contracts used for traditional power generation, which create challenges for owners and operators due to the variable nature of grid-tied photovoltaic generating technologies. This report documents language used in early PV availability guarantees and presents best practices and equations that can be used to more openly communicate how the reliability of the PV system and plant equipment can be expressed in an availability guarantee. This work will improve the bankability of PV systems by providing greater transparency into the equipment reliability state to all parties involved in an O&M services contract.

    The ability to provide safe, habitable, comfortable housing for very low income residents within the target budget of $10,000 presents unique design and construction challenges. However, a number of preliminary conclusions have been inferred as being important concepts relative to the study of affordable housing. The term affordable housing can have many meanings and research is needed to define this explicitly. As it is most often used, affordable housing refers to an economic relationship between the price of housing, household income and current interest rates available from a lending institution. There is no direct relationship between architectural style, construction technology or user needs and the concept of affordability. For any home to be affordable, the home owner must balance the combination of housing needs and desires within the limits of an actual budget. There are many misconceptions that affordable housing must be defined as housing for those who cannot afford the free-market price. The concept of affordable housing must also include a component that recognizes the quality of the housing as an important element of the design and construction. In addition, responses to local climate impacts are necessary and are always part of a regional expression of architectural design. By using careful planning and design it may be possible to construct a limited dwelling unit today for a sum of approximately $10,000. Since the organization of the construction process must involve the owner/occupants as well as other volunteers, the project must not only be well conceived, but well developed and coordinated.

    The paper describes the development of a model specification for performance monitoring systems for commercial buildings. The specification focuses on four key aspects of performance monitoring: (1) performance metrics; (2) measurement system requirements; (3) data acquisition and archiving; and (4) data visualization and reporting. The aim is to assist building owners in specifying the extensions to their control systems that are required to provide building operators with the information needed to operate their buildings more efficiently and to provide automated diagnostic tools with the information required to detect and diagnose faults and problems that degrade energy performance. The paper reviews the potential benefits of performance monitoring, describes the specification guide and discusses briefly the ways in which it could be implemented. A prototype advanced visualization tool is also described, along with its application to performance monitoring. The paper concludes with a description of the ways in which the specification and the visualization tool are being disseminated and deployed.

    The objective of this program has been the development of experimental techniques and data processing procedures to allow for the characterization of multi-phase fuel nozzles using laboratory tests. Test results were to be used to produce a single value coefficient-of-performance that would predict the performance of the fuel nozzles independent of system application. Several different types of fuel nozzles capable of handling multi-phase fuels have been characterized for: (a) fuel flow rate versus delivery pressure, (b) fuel-air ratio throughout the fuel spray or plume and the effective cone angle of the injector, and (c) fuel drop- or particle-size distribution as a function of fluid properties. Fuel nozzles which have been characterized on both single-phase liquids and multi-phase liquid-solid slurries include a variable-film-thickness nozzle, a commercial coal-water slurry (CWS) nozzle, and four diesel injectors of different geometries (tested on single-phase fluids only). Multi-phase mixtures includes CWS with various coal loadings, surfactant concentrations, and stabilizer concentrations, as well as glass-bead water slurries with stabilizing additives. Single-phase fluids included glycerol-water mixtures to vary the viscosity over a range of 1 to 1500 cP, and alcohol-water mixtures to vary the surface tension from about 22 to 73 dyne/cm. In addition, tests were performed to characterize straight-tube gas-solid nozzles using two differences size distributions of glass beads in air. Standardized procedures have been developed for processing measurements of spray drop-size characteristics and the overall cross-section average drop or particle size. 43 refs., 60 figs., 7 tabs.

    The NGDS released version 1 of the system on April 30, 2014 using the US Geoscience Information Network (USGIN) as its data integration platform. NGDS supports the 2013 Open Data Policy, and as such, the launch was featured at the 2014 Energy Datapalooza. Currently, the NGDS features a comprehensive user interface for searching and accessing nearly 41,000 documents and more than 9 million data points shared by scores of data providers across the U.S. The NGDS supports distributed data sharing, permitting the data owners to maintain the raw data that is made available to the consumer. Researchers and industry have been utilizing the NGDS as a mechanism for promoting geothermal development across the country, from hydrothermal to ground source heat pump applications. Case studies in geothermal research and exploration from across the country are highlighted.

    This report provides recommendations that architects, designers, contractors, developers, owners, and lessees of medium box retail buildings can use to achieve whole-building energy savings of at least 50% over ASHRAE Standard 90.1-2004. The recommendations are given by climate zone and address building envelope, fenestration, lighting systems, HVAC systems, building automation and controls, outside air treatment, service water heating, plug loads, and photovoltaic systems. The report presents several paths to 50% savings, which correspond to different levels of integrated design. These are recommendations only, and are not part of a code or standard. The recommendations are not exhaustive, but we do try to emphasize the benefits of integrated building design, that is, a design approach that analyzes a building as a whole system, rather than as a disconnected collection of individually engineered subsystems.

    Prior to commercial operation, large solar systems in utility-size power plants need to pass a performance acceptance test conducted by the EPC contractor or owners. In lieu of the present absence of engineering code developed for this purpose, NREL has undertaken the development of interim guidelines to provide recommendations for test procedures that can yield results of a high level of accuracy consistent with good engineering knowledge and practice. The fundamental differences between acceptance of a solar power plant and a conventional fossil-fired plant are the transient nature of the energy source and the necessity to utilize an analytical performance model in the acceptance process. These factors bring into play the need to establish methods to measure steady state performance, potential impacts of transient processes, comparison to performance model results, and the possible requirement to test, or model, multi-day performance within the scope of the acceptance test procedure. The power block and BOP are not within the boundaries of this guideline. The current guideline is restricted to the solar thermal performance of parabolic trough systems and has been critiqued by a broad range of stakeholders in CSP development and technology.

    The University of Wisconsin Department of Engineering Professional Development (EPD) has completed the sponsored project entitled, Development of a Total Energy, Environment and Asset Management (TE2AM™) Curriculum. The project involved the development of a structured professional development program to improve the knowledge, skills, capabilities, and competencies of engineers and operators of commercial buildings. TE2AM™ advances a radically different approach to commercial building design, operation, maintenance, and end-­‐of-­‐life disposition. By employing asset management principles to the lifecycle of a commercial building, owners and occupants will realize improved building performance, reduced energy consumption and positive environmental impacts. Through our commercialization plan, we intend to offer TE2AM™ courses and certificates to the professional community and continuously improve TE2AM™ course materials. The TE2AM™ project supports the DOE Strategic Theme 1 -­‐ Energy Security; and will further advance the DOE Strategic Goal 1.4 Energy Productivity. Through participation in the TE2AM™ curriculum, engineers and operators of commercial buildings will be eligible for a professional certificate; denoting the completion of a prescribed series of learning activities.     The operating experience acquired from certain Spanish Nuclear Power Plant steam generators shows that the tubes, which constitute the second barrier to release of fission products, are susceptible to mechanical damage and corrosion as a result of a variety of mechanisms, among them wastage, pitting, intergranular attack (IGA), stress-corrosion cracking (SCC), fatigue-induced cracking, fretting, erosion/corrosion, support plate denting, etc. These problems, which are common in many plants throughout the world, have required numerous investments by the plants (water treatment plants, replacement of secondary side materials such as condensers and heaters, etc.), have meant costs (operation, inspection and maintenance) and have led to the unavailability of the affected units. In identifying and implementing all these preventive and corrective measures, the Spanish utilities have moved through three successive stages: in the initial stage, the main source of information and of proposals for solutions was the Plant Vendor, whose participation in this respect was based on his own Research and Development programs; subsequently, the Spanish utilities participated jointly in the EPRI Steam Generator Owners Group, collaborating in financing; finally, the Spanish utilities set up their own Steam Generator Research and Development program, while maintaining relations with EPRI programs and those of other countries through information interchange.

    The Manzanita Indian Reservation is located in southeastern San Diego County, California. The Tribe has long recognized that the Reservation has an abundant wind resource that could be commercially utilized to its benefit. Manzanita has explored the wind resource potential on tribal land and developed a business plan by means of this wind energy feasibility project, which enables Manzanita to make informed decisions when considering the benefits and risks of encouraging large-scale wind power development on their lands. Technical consultant to the project has been SeaWest Consulting, LLC, an established wind power consulting company. The technical scope of the project covered the full range of feasibility assessment activities from site selection through completion of a business plan for implementation. In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders.     This paper uses traditional financial cash-flow techniques to examine the impact of different ownership and financing structures on the cost of wind energy. While most large-scale wind projects are constructed, operated, and financed by non-utility generators (NUGs) via project financing, investor- and publicly-owned utilities have expressed interest in owning and financing their own facilities rather than purchasing wind energy from independent generators. A primary justification for utility ownership is that, because of financing and tax benefits, windpower may be cheaper when developed in this fashion. The results presented in this paper support that justification, though some of the estimated cost savings associated with utility ownership are found to be a result of shortcomings in utility analysis procedures and implicit risk shifting. This paper also discusses the comparative value of the federal production tax credit and renewable energy production incentive; estimates the financing premium paid by NUG wind owners compared to traditional gas-fired generation facilities; and explores the impact of electricity restructuring on financing.

    Changing economic and environmental needs of the trucking industry is driving the use of auxiliary power unit (APU) technology for over the road haul trucks. The trucking industry in the United States remains the key to the economy of the nation and one of the major changes affecting the trucking industry is the reduction of engine idling. Delphi Automotive Systems, LLC (Delphi) teamed with heavy-duty truck Original Equipment Manufacturers (OEMs) PACCAR Incorporated (PACCAR), and Volvo Trucks North America (VTNA) to define system level requirements and develop an SOFC based APU. The project defines system level requirements, and subsequently designs and implements an optimized system architecture using an SOFC APU to demonstrate and validate that the APU will meet system level goals. The primary focus is on APUs in the range of 3-5 kW for truck idling reduction. Fuels utilized were derived from low-sulfur diesel fuel. Key areas of study and development included sulfur remediation with reformer operation; stack sensitivity testing; testing of catalyst carbon plugging and combustion start plugging; system pre-combustion; and overall system and electrical integration. This development, once fully implemented and commercialized, has the potential to significantly reduce the fuel idling Class 7/8 trucks consume. In addition, the significant amounts of NOx, CO2 and PM that are produced under these engine idling conditions will be virtually eliminated, inclusive of the noise pollution. The environmental impact will be significant with the added benefit of fuel savings and payback for the vehicle operators / owners.

This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team.     Hydropower developments are capital-intensive, are subject to uncertainty in water availability, and have a somewhat higher construction-cost risk than thermal projects. However, a developer who selects an attractive site, arranges a good financial package, and designs and constructs a well-conceived hydropower project can earn an attractive long-term return while providing a dependable, low-cost source of energy to consumers. In the Philippines, many attractive hydropower sites are now available. As demonstrated by the attendance at the US Trade and Development Agency-sponsored Symposium on Power Development and Investment Opportunities in the Philippines, in Washington, D.C., on Sept. 21 and 22, 1993, there is a growing interest in private hydropower. Following its successful record in implementing thermal private power developments, the Philippines now offers many attractive opportunities to exploit its tremendous potential in the hydropower sector.

The ultimate intent is to achieve a state of confidence in device calibration that allows the network data gathered by them to be relied upon by all parties in a court of law. This paper describes a methodology for calibrating forensic-ready low layer network devices based on the Flaw Hypothesis Methodology [2,3].

    A system to fabricate precise, high aspect ratio polymeric molds by photolithograpic process is described. The molds for producing micro-scale parts from engineering materials by the LIGA process. The invention is a developer system for developing a PMMA photoresist having exposed patterns comprising features having both very small sizes, and very high aspect ratios. The developer system of the present invention comprises a developer tank, an intermediate rinse tank and a final rinse tank, each tank having a source of high frequency sonic agitation, temperature control, and continuous filtration. It has been found that by moving a patterned wafer, through a specific sequence of developer/rinse solutions, where an intermediate rinse solution completes development of those portions of the exposed resist left undeveloped after the development solution, by agitating the solutions with a source of high frequency sonic vibration, and by adjusting and closely controlling the temperatures and continuously filtering and recirculating these solutions, it is possible to maintain the kinetic dissolution of the exposed PMMA polymer as the rate limiting step.

All the scheduled DOE Milestones were completed and significant technical progress was made in the development of new technologies and concepts. Advanced computer simulations and modeling, as well as subscale, full scale laboratory, rig and engine testing were utilized to evaluate and select concepts for further development. Program Requirements of: A 3 to 5 percentage point improvement in overall plant combined cycle efficiency when compared to the reference baseline plant; 20 to 30 percent reduction in overall plant capital cost when compared to the reference baseline plant; and NOx emissions of 2 PPM out of the stack. were all met.     Fuel cells are being considered as alternative power sources for transportation and stationary applications. The degradation of commonly used electrode catalysts (e.g. Pt, Ag, and others) and corrosion of carbon substrates are making commercialization of fuel cells incorporating present day technologies economically problematic. Furthermore, due to the instability of the Pt catalyst, the performance of fuel cells declines on long-term operation. When methanol is used as the fuel, a voltage drop, as well as significant thermal management problems can be encountered, the later being due to chemical oxidation of methanol at the platinized carbon at the cathode. Though extensive work was conducted on platinized electrodes for both the oxidation and reduction reactions, due to the problems mentioned above, fuel cells have not been fully developed for widespread commercial use. Several investigators have previously evaluated metal macrocyclic complexes as alternative catalysts to Pt and Pt/Ru in fuel cells. Unfortunately, though they have demonstrated catalytic activity, these materials were found to be unstable on long term use in the fuel cell environment. In order to improve the long-term stability of metal macrocyclic complexes, we have chemically bonded these complexes to the carbon substrate, thereby enhancing their catalytic activity as well as their chemical stability in the fuel cell environment. We have designed, synthesized, and evaluated these catalysts for O{sub 2} reduction, H{sub 2} oxidation, and direct methanol oxidation in Proton Exchange Membrane (PEM) and aqueous carbonate fuel cells. These catalysts exhibited good catalytic activity and long-term stability. In this paper we confine our discussion to the initial performance results of some of these catalysts in H{sub 2}/O{sub 2} PEM fuel cells, including their long-term performance characteristics as well as CO poisoning effects on these catalysts.

    Task 5 of the collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focuses on operator control and protection system interaction, with particular emphasis on developing emergency response guidelines (ERGs). As in the earlier tasks, we will use the IRIS plant as a specific example of an integrated primary system reactor (IPSR) design. The present state of the IRIS plant design – specifically, the lack of a detailed secondary system design – precludes establishing detailed emergency procedures at this time. However, we can create a structure for their eventual development. This report summarizes our progress to date. Section 1.2 describes the scope of this effort. Section 2 compares IPSR ERG development to the recent AP1000 effort, and identifies three key plant differences that affect the ERGs and control room designs. The next three sections investigate these differences in more detail. Section 3 reviews the IRIS Safety-by-Design™ philosophy and its impact on the ERGs. Section 4 looks at differences between the IRIS and traditional loop PWR I&C Systems, and considers their implications for both control room design and ERG development. Section 5 examines the implications of having one operating staff control multiple reactor units. Section 6 provides sample IRIS emergency operating procedures (EOPs). Section 7 summarizes our conclusions.

    A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

This final report summarizes the results of the technology development work conducted at the PSDF through January 31, 2009. Twenty-one major gasification test campaigns were completed, for a total of more than 11,000 hours of gasification operation. This operational experience has led to significant advancements in gasification technologies.

    Two charge coupled device (CCD) camera systems are introduced and discussed, describing briefly the hardware involved, and the data obtained in their various applications. The Advanced Development Group Defense Sciences Engineering Division has been actively designing, manufacturing, fielding state-of-the-art CCD camera systems for over a decade. These systems were originally developed for the nuclear test program to record data from underground nuclear tests. Today, new and interesting application for these systems have surfaced and development is continuing in the area of advanced CCD camera systems, with the new CCD camera that will allow experimenters to replace film for x-ray imaging at the JANUS, USP, and NOVA laser facilities.

  1. Graphite Technology Development Plan

    The Next Generation Nuclear Plant (NGNP) will be a helium-cooled High Temperature Gas Reactor (HTGR) with a large graphite core. Graphite physically contains the fuel and comprises the majority of the core volume. Graphite has been used effectively as a structural and moderator material in both research and commercial high-temperature gas-cooled reactors. This development has resulted in graphite being established as a viable structural material for HTGRs. While the general characteristics necessary for producing nuclear grade graphite are understood, historical nuclear grades no longer exist. New grades must be fabricated, characterized, and irradiated to demonstrate that current grades of graphite exhibit acceptable non-irradiated and irradiated properties upon which the thermomechanical design of the structural graphite in NGNP is based. This Technology Development Plan outlines the research and development (R&D) activities and associated rationale necessary to qualify nuclear grade graphite for use within the NGNP reactor.

SDC will have a fully integrated policy advocacy link to the World Bank. SDC will define target countries where the potential exists for significant early market expansion. In those countries it will provide: market and business development services that will accelerate the growth of private firms and deepen the penetration of Solar Home Systems (SHS) and other rural PV applications in the market; and access to pre-commercial and parallel financing for private firms to (1) expand their capability in PV distribution businesses, and (2) strengthen their ability to provide credit to end users. SDC itself will not engage in direct financing of the final consumer. It is intended that as far as possible SDC`s finance will be provided in parallel with financing from Financial Intermediaries.

A National Rural Electrification Plan was adopted in 1996, which stresses the use of GIS analysis and emphasizes factors such as off grid, economic index, population density, maintenance risk, and local organizational structure. The USAID program has chosen to stress economic development, environmental programs, and health over village power programs. The national renewables program has adopted a new development direction, with state projects, geothermal projects, and private sector involvement stressed.

    The development of precision pointing systems has been underway in Sandia's Electronic Systems Center for over thirty years. Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems. Most applications are in the aerospace arena, with host vehicles including rockets, satellites, and manned and unmanned aircraft. Systems have been used on defense-related missions throughout the world. Presently in development are pointing systems with accuracy goals in the nanoradian regime. Future activity will include efforts to dramatically reduce system size and weight through measures such as the incorporation of advanced materials and MEMS inertial sensors.

    Over 40 industrial facilities world-wide use standardized uranium hexafluoride (UF{sub 6}) cylinders for transport, storage and in-process receiving in support of uranium conversion, enrichment and fuel fabrication processes. UF{sub 6} is processed and stored in the cylinders, with over 50,000 tU of UF{sub 6} transported each year in these International Organization for Standardization (ISO) qualified containers. Although each cylinder is manufactured to an ISO standard that calls for a nameplate with the manufacturer's identification number (ID) and the owner's serial number engraved on it, these can be quite small and difficult to read. Recognizing that each facility seems to use a different ID, a cylinder can have several different numbers recorded on it by means of metal plates, sticky labels, paint or even marker pen as it travels among facilities around the world. The idea of monitoring movements of UF{sub 6} cylinders throughout the global uranium fuel cycle has become a significant issue among industrial and safeguarding stakeholders. Global monitoring would provide the locations, movements, and uses of cylinders in commercial nuclear transport around the world, improving the efficiency of industrial operations while increasing the assurance that growing nuclear commerce does not result in the loss or misuse of cylinders. It should be noted that a unique ID (UID) attached to a cylinder in a verifiable manner is necessary for safeguarding needs and ensuring positive ID, but not sufficient for an effective global monitoring system. Modern technologies for tracking and inventory control can pair the UID with sensors and secure data storage for content information and complete continuity of knowledge over the cylinder. This paper will describe how the next steps in development of an action plan for employing a global UF{sub 6} cylinder monitoring network could be cultivated using four primary UID functions - identification, tracking, controlling, and accounting.

    Electron Cyclotron Heating (ECH) is needed for plasma heating, current drive, plasma stability control, and other applications in fusion energy sciences research. The program of fusion energy sciences supported by U. S. DOE, Office of Science, Fusion Energy Sciences relies on the development of ECH technology to meet the needs of several plasma devices working at the frontier of fusion energy sciences research. The largest operating ECH system in the world is at DIII-D, consisting of six 1 MW, 110 GHz gyrotrons capable of ten second pulsed operation, plus two newer gyrotrons. The ECH Technology Development research program investigated the options for upgrading the DIII-D 110 GHz ECH system. Options included extending present-day 1 MW technology to 1.3 – 1.5 MW power levels or developing an entirely new approach to achieve up to 2 MW of power per gyrotron. The research consisted of theoretical research and designs conducted by Communication and Power Industries of Palo Alto, CA working with MIT. Results of the study would be validated in a later phase by research on short pulse length gyrotrons at MIT and long pulse / cw gyrotrons in industry. This research follows a highly successful program of development that has led to the highly reliable, six megawatt ECH system at the DIII-D tokamak. Eventually, gyrotrons at the 1.5 megawatt to multi-megawatt power level will be needed for heating and current drive in large scale plasmas including ITER and DEMO.

    The Wind and Water Power Program supports the development of marine and hydrokinetic devices, which capture energy from waves, tides, ocean currents, the natural flow of water in rivers, and marine thermal gradients, without building new dams or diversions. The program works closely with industry and the Department of Energy's national laboratories to advance the development and testing of marine and hydrokinetic devices. In 2008, the program funded projects to develop and test point absorber, oscillating wave column, and tidal turbine technologies. The program also funds component design, such as techniques for manufacturing and installing coldwater pipes critical for ocean thermal energy conversion (OTEC) systems. Rigorous device testing is necessary to validate and optimize prototypes before beginning full-scale demonstration and deployment. The program supports device testing by providing technology developers with information on testing facilities. Technology developers require access to facilities capable of simulating open-water conditions in order to refine and validate device operability. The program has identified more than 20 tank testing operators in the United States with capabilities suited to the marine and hydrokinetic technology industry. This information is available to the public in the program's Hydrodynamic Testing Facilities Database. The program also supports the development of open-water, grid-connected testing facilities, as well as resource assessments that will improve simulations done in dry-dock and closed-water testing facilities. The program has established two university-led National Marine Renewable Energy Centers to be used for device testing. These centers are located on coasts and will have open-water testing berths, allowing researchers to investigate marine and estuary conditions. Optimal array design, development, modeling and testing are needed to maximize efficiency and electricity generation at marine and hydrokinetic power

    RELAP-7 is a nuclear systems safety analysis code being developed at the Idaho National Laboratory, and is the next generation tool in the RELAP reactor safety/systems analysis application series. RELAP-7 development began in 2011 to support the Risk Informed Safety Margins Characterization (RISMC) Pathway of the Light Water Reactor Sustainability (LWRS) program. The overall design goal of RELAP-7 is to take advantage of the previous thirty years of advancements in computer architecture, software design, numerical methods, and physical models in order to provide capabilities needed for the RISMC methodology and to support nuclear power safety analysis. The code is being developed based on Idaho National Laboratory’s modern scientific software development framework – MOOSE (the Multi-Physics Object-Oriented Simulation Environment). The initial development goal of the RELAP-7 approach focused primarily on the development of an implicit algorithm capable of strong (nonlinear) coupling of the dependent hydrodynamic variables contained in the 1-D/2-D flow models with the various 0-D system reactor components that compose various boiling water reactor (BWR) and pressurized water reactor nuclear power plants (NPPs). During Fiscal Year (FY) 2015, the RELAP-7 code has been further improved with expanded capability to support boiling water reactor (BWR) and pressurized water reactor NPPs analysis. The accumulator model has been developed. The code has also been coupled with other MOOSE-based applications such as neutronics code RattleSnake and fuel performance code BISON to perform multiphysics analysis. A major design requirement for the implicit algorithm in RELAP-7 is that it is capable of second-order discretization accuracy in both space and time, which eliminates the traditional first-order approximation errors. The second-order temporal is achieved by a second-order backward temporal difference, and the one-dimensional second-order accurate spatial discretization

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems.     The impressive performance of current (KEKB) and recent (PEP-II) B-Factory colliders has increased interest in developing even higher luminosity B-factories. Two new designs are being developed (SuperKEKB and SuperB). Both designs plan to deliver a luminosity in the range of 1 x 10{sup 36} cm{sup -2}s{sup -1}, nearly 100 times the present B-factory level. Achieving this high luminosity requires high-current beams and short bunch lengths and/or a new way of colliding the beams. The SuperB design employs a crabbed magnetic waist with a large crossing angle and the SuperKEKB design is looking at crab cavities with high-current beams and/or a travelling focus. I describe the designs being studied to achieve the high luminosity needed for the next generation of B-Factories.

    Free-piston Stirling power converters have the potential to meet the many future space power requirements for a wide variety of applications with less mass, better efficiency, and less total area (collector and radiator) than other power converter options. These benefits result in significant dollar savings over the projected mission lifetime. The National Aeronautics and Space Administration (NASA)---Lewis Research Center (LeRC), which has the responsibility to evaluate and develop power technologies that can satisfy anticipated future space mission power requirements, has been developing free-piston Stirling power converters and is bringing the Stirling technology to readiness. As the principal contractor to NASA-LeRC, Mechanical Technology Incorporated (MTI) is under contract to develop the necessary space Stirling technology but also demonstrate the readiness of the technology in two generations of full-scale power converters. The first generation Stirling power converter, the component test power converter (CTPC), initiated cold end testing at the end of 1991, with hot testing scheduled during 1992. This paper reviews test progress of the CTPC including the initial hot engine test results. Modifications incorporated into the CTPC from the earlier space power demonstrator engine are reviewed as well.

    The mission of the Sustainable Bioenergy Development Center (SBDC) is to enhance the capability of America’s bioenergy industry to produce transportation fuels and chemical feedstocks on a large scale, with significant energy yields, at competitive cost, through sustainable production techniques. Research within the SBDC is organized in five areas: (1) Development of Sustainable Crops and Agricultural Strategies, (2) Improvement of Biomass Processing Technologies, (3) Biofuel Characterization and Engine Adaptation, (4) Production of Byproducts for Sustainable Biorefining, and (5) Sustainability Assessment, including evaluation of the ecosystem/climate change implication of center research and evaluation of the policy implications of widespread production and utilization of bioenergy. The overall goal of this project is to develop new sustainable bioenergy-related technologies. To achieve that goal, three specific activities were supported with DOE funds: bioenergy-related research initiation projects, bioenergy research and education via support of undergraduate and graduate students, and Research Support Activities (equipment purchases, travel to attend bioenergy conferences, and seminars). Numerous research findings in diverse fields related to bioenergy were produced from these activities and are summarized in this report.

    This paper describes the success of the ongoing mixed-oxide fuel development program in the United States aimed at qualifying an economical fuel system for liquid metal cooled reactors. This development has been the cornerstone of the US program for the past 20 years and has proceeded in a deliberate and highly disciplined fashion with high emphasis on fuel reliability and operational safety as major features of an economical fuel system. The program progresses from feature testing in EBR-II to qualifying full size components in FFTF under fully prototypic conditions to establish a basis for extending allowable lifetimes. The development program started with the one year (300 EFPD) core, which is the FFTF driver fuel, continued with the demonstration of a two year (600 EFPD) core and is presently evaluating a three year (900 EFPD) fuel system. All three of these systems, consistent with other LMR fuel programs around the world, use fuel pellets gas bonded to a cladding tube that is assembled into a bundle and fitted into a wrapper tube or duct for ease of insertion into a core. The materials of construction progressed from austenitic CW 316 SS to lower swelling austenitic D9 to non swelling ferritic/martensitic HT9. 6 figs., 2 tabs.

  17. NOx Sensor Development

    NO{sub x} compounds, specifically NO and NO{sub 2}, are pollutants and potent greenhouse gases. Compact and inexpensive NO{sub x} sensors are necessary in the next generation of diesel (CIDI) automobiles to meet government emission requirements and enable the more rapid introduction of more efficient, higher fuel economy CIDI vehicles. Because the need for a NO{sub x} sensor is recent and the performance requirements are extremely challenging, most are still in the development phase. Currently, there is only one type of NO{sub x} sensor that is sold commercially, and it seems unlikely to meet more stringent future emission requirements. Automotive exhaust sensor development has focused on solid-state electrochemical technology, which has proven to be robust for in-situ operation in harsh, high-temperature environments (e.g., the oxygen stoichiometric sensor). Solid-state sensors typically rely on yttria-stabilized zirconia (YSZ) as the oxygen-ion conducting electrolyte and then target different types of metal or metal-oxide electrodes to optimize the response. Electrochemical sensors can be operated in different modes, including amperometric (a current is measured) and potentiometric (a voltage is measured), both of which employ direct current (dc) measurements. Amperometric operation is costly due to the electronics necessary to measure the small sensor signal (nanoampere current at ppm NO{sub x} levels), and cannot be easily improved to meet the future technical performance requirements. Potentiometric operation has not demonstrated enough promise in meeting long-term stability requirements, where the voltage signal drift is thought to be due to aging effects associated with electrically driven changes, both morphological and compositional, in the sensor. Our approach involves impedancemetric operation, which uses alternating current (ac) measurements at a specified frequency. The approach is described in detail in previous reports and several publications

This grant (DE-FG07-951A13391) was awarded on September 20, 1995. The installation and startup of the turbocompressor at the PG&E Geysers Unit 11 is covered by this paper. The turbocompressor has operated several days at 17000rpm while the plant was producing 50 to 70 MW.

    During the period August 2005 through October 2009, the UNLV Research Foundation (UNLVRF), a non-profit affiliate of the University of Nevada, Las Vegas (UNLV), in collaboration with UNLV’s Colleges of Science and Engineering; Boston University (BU); Oak Ridge National Laboratory (ORNL); and Sunlight Direct, LLC, has managed and conducted a diverse and comprehensive research and development program focused on light-emitting diode (LED) technologies that provide significantly improved characteristics for lighting and display applications. This final technical report provides detailed information on the nature of the tasks, the results of the research, and the deliverables. It is estimated that about five percent of the energy used in the nation is for lighting homes, buildings and streets, accounting for some 25 percent of the average home’s electric bill. However, the figure is significantly higher for the commercial sector. About 60 percent of the electricity for businesses is for lighting. Thus replacement of current lighting with solid-state lighting technology has the potential to significantly reduce this nation’s energy consumption – by some estimates, possibly as high as 20%. The primary objective of this multi-year R&D project has been to develop and advance lighting technologies to improve national energy conversion efficiencies; reduce heat load; and significantly lower the cost of conventional lighting technologies. The UNLVRF and its partners have specifically focused these talents on (1) improving LED technologies; (2) optimizing hybrid solar lighting, a technology which potentially offers the benefits of blending natural with artificial lighting systems, thus improving energy efficiency; and (3) building a comprehensive academic infrastructure within UNLV which concentrates on photonics R&D.     The goal of this project was to install a production-ready, state-of-the-art engine control system on the Mack E7G natural gas engine to improve efficiency and lower exhaust emissions. In addition, the power rating was increased from 300 brake horsepower (bhp) to 325 bhp. The emissions targets were oxides of nitrogen plus nonmethane hydrocarbons of less than 2.5 g/bhp-hr and particulate matter of less than 0.05 g/bhp-hr on 99% methane. Vehicle durability and field testing were also conducted. Further development of this engine should include efficiency improvements and oxides of nitrogen reductions.

    A summary of the hydride development efforts for the current program year (FY98) are presented here. The Mg-Al-Zn alloy system was studied at low Zn levels (2--4 wt%) and midrange Al contents (40--60 wt%). Higher plateau pressures were found with Al and Zn alloying in Mg and, furthermore, it was found that the hydrogen desorption kinetics were significantly improved with small additions of Zn. Results are also shown here for a detailed study of the low temperature properties of Mg{sub 2}NiH{sub 4}, and a comparison made between conventional melt cast alloy and the vapor process material.

    A ceramic membrane has been developed to separate hydrogen from other gases. The method used is a sol-gel process. A thin layer of dense ceramic material is coated on a coarse ceramic filter substrate. The pore size distribution in the thin layer is controlled by a densification of the coating materials by heat treatment. The membrane has been tested by permeation measurement of the hydrogen and other gases. Selectivity of the membrane has been achieved to separate hydrogen from carbon monoxide. The permeation rate of hydrogen through the ceramic membrane was about 20 times larger than Pd-Ag membrane.

    This topical report covers technical work conducted under contract DE-FC26-05NT42469 between FY06 Q1 through FY14 Q2. The project evolved through several budget periods, budget revisions and continuation applications. This report covers work performed under the “base” program. In 2010 ARRA funding was added to the project. A separate report covering the ARRA portion of the project was submitted to DOE. The original project was focused on research and development for scale-up of hydrogen separation membrane for a FutureGen type power plant. The work included membrane testing and evaluation of metal alloy flat plates vs. tubes and metal membranes vs. cermet membranes. In addition, economic analysis and process modeling was performed. The original project team included CoorsTek, NORAM, and Praxair. In FY10Q2 a continuation application was filed for conducting a scale-up test at Eastman Chemical. In this part of the project a Subscale Engineering Prototype (SEP) membrane skid was designed, fabricated, and operated on a gasified coal slip-stream on Eastman’s site in Kingsport, TN. Following operation, the project was reorganized and a second continuation application with a new statement of work was initiated in FY12Q1. Finally, based on DOE’s decision not to proceed with a Process Development Unit (PDU) field test, a third continuation application and statement of work was initiated in FY13Q1 to close out the project.

    On September 27, 1994, the states of the Ozone Transport Commission (OTC) signed an important memorandum of understanding (MOU) agreeing to develop a regional strategy for controlling stationary sources of nitrogen oxide emissions. Specifically, the states of the Ozone Transport Region, OTR, agreed to propose regulations for the control of NOx emissions from boilers and other indirect heat exchangers with a maximum gross heat input rate of at least 250 million BTU per hour. The Ozone Transport Region was divided into Inner, Outer and Northern Zones. States in the Outer Zone agreed to reduce NOx emissions by 55%. States in the Inner Zone agreed to reduce NOx emissions 65%. Facilities in both zones have the option to emit NOx at a rate no greater than 0.2 pounds per million Btu by May 1, 1999. This option provides fairness for the gas-fired plants which already have relatively low NOx emissions. Additionally, States in the Inner and Outer Zones agreed to reduce their NOx emissions by 75% or to emit NOx at a rate no greater than 0.15 pounds per million BTU by May 1, 2003. The Northern Zone States agree to reduce their rate of NOx emissions by 55% from base year levels by May 1, 2003, or to emit NOx at a rate no greater than 0.2 pounds per million BTU. As part of this MOU, States also agreed to develop a regionwide trading mechanism to provide a cost-effective mechanism for implementing the reductions.

  9. Advanced Hydrogen Turbine Development

    Siemens has developed a roadmap to achieve the DOE goals for efficiency, cost reduction, and emissions through innovative approaches and novel technologies which build upon worldwide IGCC operational experience, platform technology, and extensive experience in G-class operating conditions. In Phase 1, the technologies and concepts necessary to achieve the program goals were identified for the gas turbine components and supporting technology areas and testing plans were developed to mitigate identified risks. Multiple studies were conducted to evaluate the impact in plant performance of different gas turbine and plant technologies. 2015 gas turbine technologies showed a significant improvement in IGCC plant efficiency, however, a severe performance penalty was calculated for high carbon capture cases. Thermodynamic calculations showed that the DOE 2010 and 2015 efficiency targets can be met with a two step approach. A risk management process was instituted in Phase 1 to identify risk and develop mitigation plans. For the risks identified, testing and development programs are in place and the risks will be revisited periodically to determine if changes to the plan are necessary. A compressor performance prediction has shown that the design of the compressor for the engine can be achieved with additional stages added to the rear of the compressor. Tip clearance effects were studied as well as a range of flow and pressure ratios to evaluate the impacts to both performance and stability. Considerable data was obtained on the four candidate combustion systems: diffusion, catalytic, premix, and distributed combustion. Based on the results of Phase 1, the premixed combustion system and the distributed combustion system were chosen as having the most potential and will be the focus of Phase 2 of the program. Significant progress was also made in obtaining combustion kinetics data for high hydrogen fuels. The Phase 1 turbine studies indicate initial feasibility of the

    About 20--25% of the total production of fruits and vegetables in the USA must be discarded after harvest About 25--30% of this loss is the result of over-ripening and this loss represents about 8.39 [times] 10[sup 12] BTU of invested energy every year. This invested energy could be saved by non-destructive ripeness sensing. Sweetness is an important indicator of fruit quality and highly correlated with ripeness in most fruits. Research to develop a non-destructive fruit ripeness sensor has been conducted in the Agricultural Engineering Department at Purdue University. It is based on [sup 1]H-MR (proton Magnetic Resonance). A first generation prototype of the ripeness sensor based on [sup 1]H-MR was built and tested with. Results show that the sensor can discriminate small fruit (0.75 in diameter or smaller) differing in sugar content by 6%. This prototype can separate the fruit into at least two groups: one ripe and the other not ripe. The estimated cost for such a ripeness sensor is around $4,000. The signal sensitivity of the prototype can be improved to enable it to differentiate between fruits varying in sugar content by only 1 or 2% by using water peak suppression techniques to recover relatively weak sugar resonance signals in intact fruits, modifying circuits to eliminate noise, leakage and distortion of input/output signals, improving the magnetic console to get a higher magnetic field and better homogeneity, and designing a probe to achieve a higher signal-to-noise (S/N) ratio. As research continues a second generation ripeness sensor will be developed which will incorporate many of the improvements and which will be suitable for commercial use. Additional research will allow application of the technique to a wider range of fruit sizes (from blueberries to watermelons). This report describes estimated energy savings, feasibility studies, development of the initial prototype, and preliminary evaluation of the first generation prototype.

  14. Macroencapsulation development at Pantex

    The Pantex Plant is developing an innovative skid-mounted macroencapsulation technology (called a mobile treatment unit, MTU) that will economically dispose low-level radioactive mixed waste debris. Pantex`s macroencapuslation technology spin-welds a polyethylene top onto a polyethylene receiver to form a jacket that encapsulates a fifty-five (55) gallon steel drum of compacted low-level radioactive and mixed waste debris. The annulus formed by the fifty-five gallon drum and the polyethylene jacket is filled with a material (either foam or grout) to eliminate voids in the final waste form. The US EPA verified that the use of a polyethylene jacket constitutes macroencapsulation in a letter to Chemical Waste Management, Inc., dated September 19, 1995. The EPA letter stipulated that this treatment technology should not be used for D008, radioactive lead solids, and that the final waste form should be structurally sound and resistant to degradation.

    Alloys based on the intermetallic compound Fe{sub 3}Al exhibit many attractive properties, particularly excellent resistance to high temperature oxidation. Their use in commercial applications has been limited, however, by the limited workability of wrought material and the susceptibility of weldments to both hot and cold cracking. Prior efforts have systematically evaluated the effect of alloy composition on hot cracking. By the use of the Sigmajig test, we have found that hot cracking can essentially be eliminated by the addition of carbon and the control of maximum levels of niobium, zirconium, and other alloying elements. Cold cracking, however, remains an issue, and recent efforts have been aimed at minimizing its occurrence, concurrent with development of welding filler metals, processes, and procedures aimed at commercial applications.

  16. Advanced servomanipulator development

    The Advanced Servomanipulator (ASM) System consists of three major components: the ASM slave, the dual arm master controller (DAMC) or master, and the control system. The ASM is remotely maintainable force-reflecting servomanipulator developed at the Oak Ridge National Laboratory (ORNL) as part of the Consolidated Fuel Reprocessing Program. This new manipulator addresses requirements of advanced nuclear fuel reprocessing with emphasis on force reflection, remote maintainability, reliability, radiation tolerance, and corrosion resistance. The advanced servomanipulator is uniquely subdivided into remotely replaceable modules which will permit in situ manipulator repair by spare module replacement. Manipulator modularization and increased reliability are accomplished through a force transmission system that uses gears and torque tubes. Digital control algorithms and mechanical precision are used to offset the increased backlash, friction, and inertia resulting from the gear drives. This results in the first remotely maintainable force-reflecting servomanipulator in the world.

    The development of new and advanced energy systems often requires the tailoring of new alloys or alloy combinations to meet the novel and often stringent requirements of those systems. Longer life at higher temperatures and stresses in aggressive environments is the most common goal. Alloy theory helps in achieving this goal by suggesting uses of multiphase systems and intermediate phases, where solid solutions were traditionally used. However, the use of materials under non-equilibrium conditions is now quite common - as with rapidly solidified metals - and the application of alloy theory must be modified accordingly. Under certain conditions, as in a reactor core, the rate of approach to equilibrium will be modified; sometimes a quasi-equilibrium is established. Thus an alloy may exhibit enhanced general diffusion at the same time as precipitate particles are being dispersed and solute atoms are being carried to vacancy sinks. We are approaching an understanding of these processes and can begin to model these complex systems.

    Among the most pressing problems constraining the development of geothermal energy is the lack of satisfactory component and system reliability. This is due to the unavailability, on a commercial scale, of cost-effective materials that can function in a wide range of geothermal environments and to the unavailability of a comprehensive body of directly relevant test data or materials selection experience. Suitable materials are needed for service in geothermal wells and in process plant equipment. For both situations, this requires materials that can withstand high-temperature, highly-corrosive, and scale-forming geothermal fluids. In addition to requiring a high degree of chemical and thermal resistance, the downhole environment places demands on the physical/mechanical properties of materials for components utilized in well drilling, completion, pumping, and logging. Technical and managerial assistance provided by Brookhaven in the program for studying these materials problems is described.

Rural electrification provides hope to the 1.3 billion people who are still unserved by the power grid, and as a consequence are severely disadvantaged in todays economy in most facits of daily life and health. He recommends a more concerted effort to consolidate the experiences gained from present programs in order to present a more organized program by the time of the 2002 UNCED conference. His recommendation is that the National Renewable Energy Laboratory serve as a secretariat, to gather and formalize the information which has been learned to this point in time.

  20. Supervisory Control Strategy Development

    Task 4 of this collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focused on the design of the hierarchical supervisory control for multiple-module units. The state of the IRIS plant design – specifically, the lack of a detailed secondary system design – made developing a detailed hierarchical control difficult at this time. However, other simultaneous and ongoing efforts have contributed to providing the needed information. This report summarizes the results achieved under Task 4 of this Financial Assistance Award. Section 1.2 describes the scope of this effort. Section 2 discusses the IRIS control functions. Next, it briefly reviews the current control concepts, and then reviews the maneuvering requirements for the IRIS plant. It closes by noting the benefits that automated sequences have in reducing operator workload. Section 3 examines reactor loading in the frequency domain to establish some guidelines for module operation, paying particular attention to strategies for using process steam for desalination and/or district heating. The final subsection discusses the implications for reactor control, and argues that using the envisioned percentage (up to 10%) of the NSSS thermal output for these purposes should not significantly affect the NSSS control strategies. Section 4 uses some very general economic assumptions to suggest how one should approach multi-module operation. It concludes that the well-known algorithms used for economic dispatching could be used to help manage a multi-unit IRIS site. Section 5 addresses the human performance factors of multi-module operation. Section 6 summarizes our conclusions.

    This report discusses Test Campaign TC12 of the Kellogg Brown & Root, Inc. (KBR) Transport Gasifier train with a Siemens Westinghouse Power Corporation (SW) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Gasifier is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using a particulate control device (PCD). While operating as a gasifier, either air or oxygen can be used as the oxidant. Test run TC12 began on May 16, 2003, with the startup of the main air compressor and the lighting of the gasifier start-up burner. The Transport Gasifier operated until May 24, 2003, when a scheduled outage occurred to allow maintenance crews to install the fuel cell test unit and modify the gas clean-up system. On June 18, 2003, the test run resumed when operations relit the start-up burner, and testing continued until the scheduled end of the run on July 14, 2003. TC12 had a total of 733 hours using Powder River Basin (PRB) subbituminous coal. Over the course of the entire test run, gasifier temperatures varied between 1,675 and 1,850 F at pressures from 130 to 210 psig.

    This is the report of foreign travel by Alvin W. Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation. A Memorandum of Record was signed on the final day. It recommended that the Presidents of the two Academies establish a joint committee for ...coordinating, recommending, and encouraging activities in accordance with this memorandum.'' Projects for possible collaboration were identified in the areas of energy data and models, global warming, technologies for more efficient use of energy, clean coal, gas turbines, tools for assessing environmental impacts, and analysis of approaches to energy decision making.

    Some recent QCD-related developments in the SHERPA event generator are presented. In the past decades, event generators such as PYTHIA [1, 2] and HERWIG [3, 4] have been central for nearly all physics analyses at particle physics experiments at the high-energy frontier. This will also hold true at the LHC, where a large number of interesting signals for new particles or new phenomena (the Higgs boson or any other manifestation of the mechanism behind electro-weak symmetry breaking, supersymmetry, extra dimensions etc.) is hampered by a plethora of severe, sometimes overwhelming backgrounds. Nearly all of them are largely influenced by QCD. Therefore it seems fair to say that the success of the LHC in finding new physics may very well depend on a deep and detailed understanding of old physics, like QCD. Examples for this include, among others, the central-jet veto for the vector boson fusion channel for Higgs production or topologies, where gauge bosons emerge in association with many jets, a background for many search channels. In a reflection on increased needs by the experimental community, aiming at higher precision, incorporation of new physics models and so on, the work horses of old have undergone serious renovation efforts, resulting in new, improved versions of the respective codes, namely PYTHIA8 [5] and HERWIG++ [6]. In addition a completely new code, SHERPA [7], has been constructed and is in the process of maturing. The status of this code is the topic of this contribution. SHERPA's hallmark property is the inclusion of higher-order tree-level QCD contributions, leading to an improved modelling of jet production. They are introduced through a full-fledged matrix element generator, AMEGIC++ [8], which is capable of generating matrix elements and corresponding phase space mappings for processes with multi-particle final states in various models, including the Standard Model, anomalous gauge triple and quadruple couplings according to [9, 10], the Minimal

    The economic incentives for low-cost electricity generation will continue to drive more plant owners to identify safe and reliable methods to increase the electrical power output of the current nuclear power plant fleet. A power uprate enables a nuclear power plant to increase its electrical output with low cost. However, power uprates brought new challenges to plant owners and operators. These include equipment damage or degraded performance, and unanticipated responses to plant conditions, etc. These problems have arisen mainly from using dated design and safety analysis tools and insufficient understanding of the full implications of the proposed power uprate or from insufficient attention to detail during the design and implementation phase. It is essential to demonstrate that all required safety margins have been properly retained and the existing safety level has been maintained or even increased, with consideration of all the conditions and parameters that have an influence on plant safety. The impact of the power uprate on plant life management for long term operation is also an important issue. Significant capital investments are required to extend the lifetime of an aging nuclear power plant. Power uprates can help the plant owner to recover the investment costs. However, plant aging issues may be aggravated by the power uprate due to plant conditions. More rigorous analyses, inspections and monitoring systems are required.

    The Automotive Stirling Engine (ASE) Development Program was established to enable research and development of alternate propulsion systems. The program was awarded to Mechanical Technology Incorporated (MTI) for the purpose of developing an automotive Stirling engine, and transferring Stirling-engine technology to the United States. MTI has fabricated and tested four Mod I engines that have accumulated over 1900 test hours to date. The engines evaluated in the test cell have achieved an average of 34.5% efficiency at their maximum efficiency point (2000 rpm), and have developed an average maximum output power (power available to the drive train) level of 54.4 kW (73.2 bhp). All engines are still operating, and are being used to develop components and control strategy for the Upgraded Mod I engine design (predicted to increase maximum power output and efficiency while reducing total engine system weight).

It details both the process and the microbiology of biogas fermentation and analyses the factors affecting gas plant design and operation. Also covered are the classification and design principles of plants, design, site, and site selection; starting and operating a gas plant; servicing and safety; and efficient plant performance. Also considered are the commercial uses of biogas and possible use of effluent.
