    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    The objective of this grant was to further the development of Montana’s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ’s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state’s university system to deliver a workforce trained to enter the wind industry.

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    To provide Science, Technology, Engineering, and Math (STEM) outreach and education to secondary students to encourage them to select science and engineering as a career by providing an engineering-based problem-solving experience involving renewable energy systems such as photovoltaic (PV) panels or wind turbines. All public and private schools, community colleges, and vocational training programs would be eligible for participation. The Power Microgrids High School Engineering Experience used renewable energy systems (PV and wind) to provide a design capstone experience to secondary students. The objective for each student team was to design a microgrid for the student’s school using renewable energy sources under cost, schedule, performance, and risk constraints. The students then implemented their designs in a laboratory environment to evaluate the completeness of the proposed design, which is a unique experience even for undergraduate college students. This application-based program was marketed to secondary schools in the 28th Congressional District through the Texas Education Agency’s (TEA) Regional Service Centers. Upon application, TEES identified regionally available engineers to act as mentors and supervisors for the projects. Existing curriculum was modified to include microgrid and additional renewable technologies and was made available to the schools.

    Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). The essential assumption behind these projects is that greater access to information will lead to more knowledge about ethical, legal and social issues, which in turn will lead to enhanced ability on the part of individuals and communities to deal with these issues when they encounter them. Over the same period of time, new concepts of ?public understanding of science? have emerged in the theoretical realm, moving from a ?deficit? or linear dissemination of popularization, to models stressing lay-knowledge, public engagement and public participation in science policy-making (Lewenstein, 2003). The present project uses the base of DOE-funded ELSI educational project to explore the ways that information about a new and emerging area of science that is intertwined with public

    The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

    WPA works with 33 State Wind Working Groups to educate stakeholders on wind energy topics and to achieve the basics needed for effective wind development in a state. WPA has accelerated outreach and communication efforts with 13 priority states: Alaska, Arizona, Indiana, Maryland, Massachussetts, Michigan, Nebraska, Nevada, North Carolina, Ohio, South Dakota, Utah, and Virginia. These states have the potential to contribute substantially to the national portfolio of wind energy but do not yet have large amounts of wind energy applications on the ground. This is often due to barriers in in-state knowledge and understanding of wind energy issues and potential that impact the policy environment and the market environment. There are common regional issues among the states, and important learning opportunities can be gained by cross-training and sharing experiences. The Regional Wind Energy Institutes (RWEIs) are train-the-trainer organizations that work to develop a cadre of in-state outreach specialists who reach out to audiences of decisionmakers (e.g., the ag community, state and local officials, utilities, regulatory bodies) to build understanding, create public acceptance, take advantage of regional synergies, and eventually to impact polices and the market environment for effective wind implementation.

    Staff at the Hanford Technical Library has developed a suite of programs designed to help busy researchers at the Pacific Northwest National Laboratory (PNNL) make better use of library products and services. Programs include formal training classes, one-on-one consultations, and targeted email messages announcing new materials to researchers in specific fields. A staple of outreach has been to teach classes to library clients covering research tools in their fields. These classes started out in the library classroom and then expanded to other venues around PNNL. Class surveys indicated that many researchers desired a practical approach to learning rather than the traditional lecture format. The library instituted Library Learning Day and hosted classes in the PNNL computer training room to provide lab employees with a hands-on learning experience. Classes are generally offered at noon and lab staff attends classes on their lunch hour. Many just do not have time to spend a full hour in training. Library staff added some experimental half-hour mini classes in campus buildings geared to the projects and interests of researchers there to see if this format was more appealing. As other programs have developed librarians are teaching fewer classes but average attendance figures has remained fairly stable from 2005-2007. In summer of 2004 the library began the Traveling Librarian program. Librarians call-on groups and individuals in 24 buildings on the Richland Washington campus. Five full-time and two part-time librarians are involved in the program. Librarians usually send out email announcements prior to visits and encourage scientists and engineers to make appointments for a brief 15 minute consultation in the researchers own office. During the meeting lab staff learn about products or product features that can help them work more productively. Librarians also make cold calls to staff that do not request a consultation and may not be making full use of the library

    Nuclear energy generates significant reliable baseload electricity, yet many citizens in countries with nuclear power do not know the facts and benefits this clean energy source provides. For much of its history, the nuclear energy industry has been perceived as secretive and protective. Anti-nuclear activists use this general lack of public knowledge to sensationalise events, spread misinformation, and play on people's emotions. Yet, the nuclear energy industry has done little to combat these falsehoods imposed on the general public. Support for nuclear energy, or lack thereof, is even more pronounced after the extraordinary natural disasters and ensuing nuclear incident in Japan earlier this year, making proactive outreach to restore public trust even more important than before. The industry must inform and educate at all levels to dispel the falsehoods and enable clear, rational decision-making by government officials, business leaders and the general public, if it wants to grow and provide clean energy for the future. AREVA understands that this community outreach and education are just the first steps toward helping clean energy sources grow. We know that energy demand and security means we need to utilize every clean energy source available. We must start the education process from pre-school age to encourage children to enter science, technology, engineering and math curriculums. We must maintain regular community dialog and open discussions and operate in a safe manner, because in the long run, it is these community members who will help ensure energy security for the country. These stakeholders have a strong voice, a voice that can be heard locally, and if necessary, a voice that can impact the future of nuclear energy worldwide.     Mr. Schroeder discussed the work that NREL is performing for the U.S. Department of Transportation on compressed natural gas cylinder end-of-life requirements. CNG vehicles are different from most other vehicles in that the CNG fuel storage cylinders have a pre-determined lifetime that may be shorter than the expected life of the vehicle. The end-of-life date for a cylinder is based on construction and test protocols, and is specific to the construction and material of each cylinder. The end-of-life date is important because it provides a safe margin of error against catastrophic cylinder failure or rupture. The end-of-life dates range from 15 to 25 years from the date of manufacture. NREL worked to develop outreach materials to increase awareness of cylinder end-of-life dates, has provided technical support for individual efforts related to cylinder safety and removal, and also worked with CVEF to document best practices for cylinder removal or inspection after an accident. Mr. Smith discussed the engagement of the DOE Clean Fleets Partners, which were surveyed to identify best practices on managing cylinder inventories and approached to provide initial data on cylinder age in a fleet environment. Both DOE and NREL will continue to engage these fleets and other stakeholders to determine how to best address this issue moving forward.

The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    The U. S. Department of Energy's Ames Laboratory in Ames, Iowa was a coalition partner for outreach activities connected with NOVA's Making Stuff television series on PBS. Volunteers affiliated with the Ames Laboratory and Iowa State University, with backgrounds in materials science, took part in activities including a science-themed Family Night at a local mall, Science Cafes at the Science Center of Iowa, teacher workshops, demonstrations at science nights in elementary and middle schools, and various other events. We describe a selection of the activities and present a summary of their outcomes and extent of their impact on Ames, Des Moines and the surrounding communities in Iowa. In Part 2, results of a volunteer attitude survey are presented, which shed some light on the volunteer experience and show how the volunteers participation in outreach activities has affected their views of materials education.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC's web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

    The Great Basin Center for Geothermal Energy (GBCGE or the Center) was established at the University of Nevada, Reno (UNR) in May 2000 to promote research and utilization of geothermal resources. The Center received funding through this grant to promote increased geothermal development in the Great Basin, with most of the funding used for peerreviewed research. Funding to the Center and work under the contract were initiated in March 2002, with supplemental funding in subsequent years. The Center monitored the research projects that were competitively awarded in a series of proposal calls between 2002 and 2007. Peer-reviewed research promoted identification and utilization of geothermal resources in Nevada. Projects used geology, geochemistry, geophysics, remote sensing, and the synthesis of multi-disciplinary information to produce new models of geothermal systems in the Western U.S. and worldwide. Funds were also used to support graduate student research and training. Part of the grant was used to support public outreach activities, including webpages, online maps and data resources, and informational workshops for stakeholders.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    Jefferson Lab’s outreach efforts towards the goals of Accelerator Stewardship Test Facility Pilot Program consist of the lab’s efforts in three venues. The first venue, at the end of March is to meet with the members of Virginia Tech Corporate Research Center (VTCRC) (http://www.vtcrc.com/tenant-directory/) in Blacksburg, Virginia. Of the nearly 160 members, we expect that many engineering companies (including mechanical, electrical, bio, software) will be present. To this group, we will describe the capabilities of Jefferson Lab’s accelerator infrastructure. The description will include not only the facilities but also the intellectual expertise. No funding is requested for this effort. The second venue is to reach the industrial exhibitors at the 6th International Particle Accelerator Conference (IPAC’15). Jefferson Lab will host a booth at the conference to reach out to the >75 industrial exhibitors (https://www.jlab.org/conferences/ipac2015/SponsorsExhibitors.php) who represent a wide range of technologies. A number of these industries could benefit if they can access Jefferson Lab’s accelerator infrastructure. In addition to the booth, where written material will be available, we plan to arrange a session A/V presentation to the industry exhibitors. The booth will be hosted by Jefferson Lab’s Public Relations staff, assisted on a rotating basis by the lab’s scientists and engineers. The budget with IPAC’15 designations represents the request for funds for this effort. The third venue is the gathering of Southeastern Universities Research Association (SURA) university presidents. Here we plan to reach the research departments of the universities who can benefit by availing themselves to the infrastructure (material sciences, engineering, medical schools, material sciences, to name a few).     The U.S. Department of Energy has participated with the Oklahoma Energy Resource Board (OERB) since 1995 by providing grant funding for on-going work in both environmental assessment of abandoned oilfield exploration and production sites and associated public education/outreach activities. The OERB, a state agency created in 1993 by the Oklahoma legislature, administers programs funded by an assessment of one tenth of one percent on all oil and natural gas produced and sold in the state of Oklahoma. Approximately one half of the funds are used to assess and remediate abandoned oilfield sites and the other half are being used to educate about the importance of the oil and natural gas industry and OERB's environmental efforts. Financial participation through grant funding by the U.S. D.O.E. has been $200,000 annually which represents approximately 3 percent of OERB's private funding. Most of OERB's revenues come from an assessment of 1/10th of 1% on the sale of crude and natural gas in Oklahoma. The assessment is considered voluntary in that any interest owner may ask for a refund annually of their contributions to the fund. On average, 95% of the assessment dollars have remained with OERB, which shows tremendous support by the industry. This Final Report summarizes the progress of the three year grant. The purpose of this three-year project was to continue the progress of the OERB to accomplish its environmental and educational objectives and transfer information learned to other organizations and producing states in the industry.

    The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on

    This fiscal year 2011 progress report summarizes activities carried out under DOE Water Power Task 2.1.7, Permitting and Planning. Activities under Task 2.1.7 address the concerns of a wide range of stakeholders with an interest in the development of the marine and hydrokinetic (MHK) energy industry, including regulatory and resource management agencies, tribes, nongovernmental organizations, and industry. Objectives for Task 2.1.7 are the following: • to work with stakeholders to streamline the MHK regulatory permitting process • to work with stakeholders to gather information on needs and priorities for environmental assessment of MHK development • to communicate research findings and directions to the MHK industry and stakeholders • to engage in spatial planning processes in order to further the development of the MHK industry. These objectives are met through three subtasks, each of which is described in this report: • 2.1.7.1—Regulatory Assistance • 2.1.7.2—Stakeholder Outreach • 2.1.7.3—Coastal and Marine Spatial Planning. As MHK industry partners work with the regulatory community and stakeholders to plan, site, permit, and license MHK technologies, they have an interest in a predictable, efficient, and transparent process. Stakeholders and regulators have an interest in processes that result in sustainable use of ocean space with minimal effects to existing ocean users. Both stakeholders and regulators have an interest in avoiding legal challenges by meeting the intent of federal, state, and local laws that govern siting and operation of MHK technologies. The intention of work under Task 2.1.7 is to understand and work to address these varied interests, reduce conflict, identify efficiencies, and ultimately reduce the regulatory costs, time, and potential environmental impacts associated with developing, siting, permitting, and deploying MHK systems.

    The Minority Marketing Program established baseline environmental informational data related to City of Tucson minority communities. The data is intended to be used to further develop the energy conservation, environmental education and neighborhood outreach programs. The goal of these new programs is to positively affect the participating rates of all City sponsored community environmental programs with a special emphasis on minority communities. The Minority Marketing Program developed a survey, in conjunction with the University of Arizona, to establish a database of environmental awareness information City-wide but with a special emphasis on an area composed of 10 census tracts within a primarily Hispanic community. This survey was constructed using federal non-proprietary software entitled Questionnaire Programming Language (QPL) and was administered as a computer assisted telephone interview (CATI), as well as a total design method mail-out survey. This approach produced data that is reliable within {+-} 5%. It will also establish a database against which future data can be compared.

    A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms. The charged particles are separately transported, by the accelerations provided by electric potentials produced by an electrode structure, to substrates where they combine and form the coatings. Layered and thickness graded coatings comprised of hithereto unavailable compositions, are provided.

    The US Army Training and Doctrine Command is currently developing, in cooperation with Los Alamos National Laboratory, a Corps level combat simulation to support military analytical studies. This model emphasizes high resolution modeling of the command and control processes, with particular attention to architectural considerations that enable extension of the model. A planned future extension is the inclusion of an computer based planning capability for command echelons that can be dynamical invoked during the execution of then model. Command and control is the process through which the activities of military forces are directed, coordinated, and controlled to achieve the stated mission. To perform command and control the commander must understand the mission, perform terrain analysis, understand his own situation and capabilities as well as the enemy situation and his probable actions. To support computer based planning, data structures must be available to support the computer's ability to understand'' the mission, terrain, own capabilities, and enemy situation. The availability of digitized terrain makes it feasible to apply artificial intelligence technologies to emulate the terrain analysis process, producing data structures for uses in planning.   1. Image processing applied to laser cladding process

    The laser cladding process, which consists of adding a melt powder to a substrate in order to improve or change the behavior of the material against corrosion, fatigue and so on, involves a lot of parameters. In order to perform good tracks some parameters need to be controlled during the process. The authors present here a low cost performance system using two CCD matrix cameras. One camera provides surface temperature measurements while the other gives information relative to the powder distribution or geometric characteristics of the tracks. The surface temperature (thanks to Beer Lambert`s law) enables one to detect variations in the mass feed rate. Using such a system the authors are able to detect fluctuation of 2 to 3g/min in the mass flow rate. The other camera gives them information related to the powder distribution, a simple algorithm applied to the data acquired from the CCD matrix camera allows them to see very weak fluctuations within both gaz flux (carriage or protection gaz). During the process, this camera is also used to perform geometric measurements. The height and the width of the track are obtained in real time and enable the operator to find information related to the process parameters such as the speed processing, the mass flow rate. The authors display the result provided by their system in order to enhance the efficiency of the laser cladding process. The conclusion is dedicated to a summary of the presented works and the expectations for the future.

    This Applied Technology Plan describes the process development, verification testing, equipment adaptation, and waste form qualification technical issues and plans for resolution to support the design, permitting, and operation of the Hanford Waste Vitrification Plant. The scope of this Plan includes work to be performed by the research and development contractor, Pacific Northwest Laboratory, other organizations within Westinghouse Hanford Company, universities and companies with glass technology expertise, and other US Department of Energy sites. All work described in this Plan is funded by the Hanford Waste Vitrification Plant Project and the relationship of this Plan to other waste management documents and issues is provided for background information. Work to performed under this Plan is divided into major areas that establish a reference process, develop an acceptable glass composition envelope, and demonstrate feed processing and glass production for the range of Hanford Waste Vitrification Plant feeds. Included in this work is the evaluation and verification testing of equipment and technology obtained from the Defense Waste Processing Facility, the West Valley Demonstration Project, foreign countries, and the Hanford Site.   3. Patterns and perspectives in applied fracture mechanics

    This lecture begins with a overview of applied fracture mechanics pertinent to safety of pressure vessels. It then progresses to a chronological panorama of experimental and analytical results. To be useful and dependable in safety analysis of real structures, new analysis developments must be physically realistic, which means that they must accurately describe physical cause and effect. Consequently, before mathematical modeling can begin, cause and effect must be established from experimental data. This can be difficult and time consuming, but worth the effort. Accordingly, the theme of this paper is that the search for patterns is constant and vital. This theme is illustrated by the development of small, single-specimen, fracture toughness testing techniques. It is also illustrated by the development, based on two different published large-strain, elastic-plastic, three-dimensional finite-element analyses, of a hypothesis concerning three-dimensional loss of constraint. When a generalization of Irwin`s thickness-normalized plastic-zone parameter, reaches a value close to 2{pi}, the through-thickness contraction strain at the apex of the near-tip logarithmic-spiral slip-line region becomes the dominant negative strain accommodating crack opening. Because slip lines passing from the midplane to the stress-free side surfaces do not have to curve, once these slip lines are established, stresses near the crack tip are only elevated by strain hardening and constraint becomes significantly relaxed. This hypothesis, based on published three-dimensional elastic-plastic analyses, provides a potentially valuable means for gaining additional insight into constraint effects on fracture toughness by considering the roles played by the plastic strains as well as the stresses that develop near a crack tip.
