    The National Ignition Facility is a $1.1B DOE Defense Programs Inertial Confinement Fusion facility supporting the Science Based Stockpile Stewardship Program. The goal of the facility is to achieve fusion ignition and modest gain in the laboratory. The NIF project is responsible for the design and construction of the 192 beam, 1.8 MJ laser necessary to meet that goal. - The project is a National project with participation by Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), the University of Rochester Laboratory for Laser Energetics (URLLE) and numerous industrial partners. The project is centered at LLNL which has extensive expertise in large solid state lasers. The other partners in the project have negotiated their participation based on the specific expertise they can bring to the project. In some cases, this negotiation resulted in the overall responsibility for a WBS element; in other cases, the participating laboratories have placed individuals in the project in areas that need their individual expertise. The main areas of Sandia`s participation are in the management of the conventional facility design and construction, the design of the power conditioning system, the target chamber system, target diagnostic instruments, data acquisition system and several smaller efforts in the areas of system integration and engineering analysis. Sandia is also contributing to the technology development necessary to support the project by developing the power conditioning system and several target diagnostics, exploring alternate target designs, and by conducting target experiments involving the ``foot`` region of the NIF power pulse. The project has just passed the mid-point of the Title I (preliminary) design phase. This paper will summarize Sandia`s role in supporting the National Ignition Facility and discuss the areas in which Sandia is contributing. 3 figs.

    The Y-12 Analytical Chemistry Organization (ACO) Off-Site Union Valley Facility (Union Valley Facility) is managed by Babcock and Wilcox Technical Services Y-12, L.L.C. (B and W Y-12) through the Y-12 National Security Complex organization. Accordingly, the Y-12 Pollution Prevention Program encompasses the operations conducted at the Union Valley Facility. The Y-12 Program is designed to fully comply with state, federal and U.S. Department of Energy (DOE) requirements concerning waste minimization/pollution prevention as documented in the Y-12 Pollution Prevention Program Plan. The Program is formulated to reduce the generation and toxicity of all Y-12 wastes in all media, including those wastes generated by the Union Valley Facility operations.     The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

    An investigation was conducted by the U.S. Army Research Laboratory (ARL) and funded by the Physiological and Psychological Effects of the Nuclear, Biological, and Chemical (NBC) Environment and Sustained Operations on Systems in Combat (P2NBC2) program to assess the psychological reactions of soldiers in mission-oriented protective posture (MOPP) IV participating in training in a simulated chemical agent environment and in a toxic agent environment. A total of 155 soldiers who participated in the basic course (junior enlisted) and the advanced courses (officer and noncommissioned officer NCO groups) as part of their military occupational specialty (MOS) training volunteered for the study. The junior enlisted group reported significant increases in anxiety during four sessions as they approached the toxic agent portion of the training. The more experienced groups showed a small, but significant increase in anxiety during sessions. Their level of hostility, a component of stress that usually relates to levels of personal frustration, decreased significantly from the time of their initial testing to just before the training began. Since the initial session occurred 1 to 2 weeks before the U.S. Army Chemical Defense Training Facility (CDTF) training, the elevated frustration level may be a reflection of their overall experiences within the intensive chemical defense training program. A significant drop in reported fatigue between the pre- and post-training sessions may indicate a certain level of vigilance gained by participating in the training.

    A metal–organic framework (MOF) with helical channels has been constructed by bridging helical chain secondary building units with 2,6-di-p-carboxyphenyl-4,4'-bipyridine ligands. The activated MOF shows permanent porosity and gas adsorption selectivity. Remarkably, the MOF exhibits a facile transition from micro- to meso-porosity.

    Two well known Metal organic frameworks (MOF-5, NiDOBDC) were synthesized and studied for facile xenon capture and separation. Our results indicate the NiDOBDC adsorbs significantly more xenon than MOF-5, releases it more readily than activated carbon, and is more selective for Xe over Kr than activated carbon.

    Storage facilities for nuclear materials and weapons dismantlement facilities could have a large number of sensors with the potential for generating large amounts of data. Because of the anticipated complexity and diversity of the data, efficient automatic algorithms are necessary to make interpretations and ensure secure and safe operation. New, advanced safeguards systems are needed to process the information gathered from monitors and make interpretations that are in the best interests of the facility or agency. In this paper we present a conceptual design for software to assist with processing these large quantities of data from storage facilities.

    The purpose of this research was to evaluate the emissions of volatile and semi-volatile compounds which are constituents of a complex creosote waste from laboratory simulations of a land treatment system to assess the potential human exposure to hazardous compounds from this source. In addition, the Thibodeaux-Hwang Air Emission Release Rate (AERR) model was evaluated for its use in predicting emission rates of hazardous constituents of creosote wood preservative waste from land treatment facilities. A group of hazardous volatile and semi-volatile constituents present in the creosote waste was selected for evaluation in this study and included a variety of polynuclear aromatic hydrocarbons (PNA's), phenol, and chlorinated and substituted phenols.

    This study presents the results of volatile organic compound (VOC) and particulate emission surveys performed at three Air Force painting facilities. The three facilities -- one in McClellan AFB buildings 655 and two at Travis AFB in buildings 550 and 1014 -- did not meet local VOC emission standards. The possibility of reducing these emissions with recirculation modifications and various VOC reduction and control strategies is discussed. Although VOC emissions from paint spray booths can be controlled by add-on control systems, control is expensive for present air flow rates. The use of air recirculation within the spray booth can reduce the cost of VOC emission controls by reducing the quantity of air that requires processing. Recirculation systems were designed for two of the painting facilities included in this study. In designing the systems, various criteria such as paint booth VOC concentrations and health and safety standards were considered. Add-on VOC emission-control systems that can be used in conjunction with the recirculation system are evaluated. The devices of interest are a solvent incineration system and an activated-carbon adsorption bed. The VOC removal efficiency, initial capital investment and operating costs for both of these technologies are discussed.

    We have successfully used a highly efficient copper-catalyzed "click" reaction for the synthesis of a new series of hexacarboxylic acid linkers with varying sizes for the construction of isoreticular (3,24)-connected metal-organic frameworks (MOFs)-namely, NU-138, NU-139, and NU-140. One of these MOFs, NU-140, exhibits a gravimetric methane uptake of 0.34 g/g at 65 bar and 298 K, corresponding to almost 70% of the DOE target (0.5 g/g), and has a working capacity (deliverable amount between 65 and 5 bar) of 0.29 g/g, which translates into a volumetric working capacity of 170 cc(STP)/cc. These values demonstrate that NU-140 performs well for methane storage purposes, from both a gravimetric and a volumetric point of view. Adsorption of CO2 and H-2 along with simulated isotherms are also reported.

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.

    Following the Department of Energy's announcement in April 1985 that three Tennessee sites were to be considered for the Monitored Retrievable Storage facility, Governor Lamar Alexander initiated a review of the proposal to be coordinated by his Safe Growth Team. Roane County and the City of Oak Ridge, the local governments sharing jurisdiction over DOE's primary and secondary sites, were invited to participate in the state's review of the MRS proposal. Many issues related to the proposed MRS are being considered by the Governor's Safe Growth Team. The primary objective of the Clinch River MRS Task Force has been to determine whether the proposed Monitored Retrievable Storage facility should be accepted by the local governments, and if so, under what conditions. The Clinch River MRS Task Force is organized into an Executive Committee cochaired by the Roane County Executive and Mayor of Oak Ridge and three Study Groups focusing on environmental (including health and safety), socioeconomic, and transportation issues.

    This working group`s first objective is to identify major economic, technical, and regulatory constraints on operator practices and decisions relevant to offshore facilities removal. Then, the group will try to make recommendations as to regulatory and policy adjustments, additional research, or process improvements and/or technological advances, that may be needed to improve the efficiency and effectiveness of the removal process. The working group will focus primarily on issues dealing with Gulf of Mexico platform abandonments. In order to make the working group sessions as productive as possible, the Facilities Removal Working Group will focus on three topics that address a majority of the concerns and/or constraints relevant to facilities removal. The three areas are: (1) Explosive Severing and its Impact on Marine Life, (2) Pile and Conductor Severing, and (3) Deep Water Abandonments This paper will outline the current state of practice in the offshore industry, identifying current regulations and specific issues encountered when addressing each of the three main topics above. The intent of the paper is to highlight potential issues for panel discussion, not to provide a detailed review of all data relevant to the topic. Before each panel discussion, key speakers will review data and information to facilitate development and discussion of the main issues of each topic. Please refer to the attached agenda for the workshop format, key speakers, presentation topics, and panel participants. The goal of the panel discussions is to identify key issues for each of the three topics above. The working group will also make recommendations on how to proceed on these key issues.

During this time period Studsvik processed over 3.3 million pounds (1.5 million kgs) of radioactive ion exchange bead resin, powdered filter media, and activated carbon, which comprised a cumulative total activity of 18,852.5 Ci (6.98E+08 MBq). To date, the highest radiation level for an incoming resin container has been 395 R/hr (3.95 Sv/h). The Studsvik Processing Facility (SPF) has the capability to safely and efficiently receive and process a wide variety of solid and liquid Low Level Radioactive Waste (LLRW) streams including: Ion Exchange Resins (IER), activated carbon (charcoal), graphite, oils, solvents, and cleaning solutions with contact radiation levels of up to 400 R/hr (4.0 Sv/h). The licensed and heavily shielded SPF can receive and process liquid and solid LLRWs with high water and/or organic content. This paper provides an overview of the last four years of commercial operations processing radioactive LLRW from commercial nuclear power plants. Process improvements and lessons learned will be discussed.

    A workshop was held at the Idaho National Laboratory on May 25, 2005, to discuss the development of a next generation lead or lead-alloy coolant test facility. Attendees included representatives from the Generation IV lead-cooled fast reactor (LFR) program, Advanced Fuel Cycle Initiative, and several universities. Several participants gave presentations on coolant technology, existing experimental facilities for lead and lead-alloy research, the current LFR design concept, and a design by Argonne National Laboratory for an integral heavy liquid metal test facility. Discussions were focused on the critical research and development requirements for deployment of an LFR demonstration test reactor, the experimental scope of the proposed coolant test facility, a review of the Argonne National Laboratory test facility design, and a brief assessment of the necessary path forward and schedule for the initial stages of this development project. This report provides a summary of the presentations and roundtable discussions.

    The US Department of Energy (DOE) is issuing this document, entitled Guidance on Public Participation for US Department of Energy Environmental Restoration Activities, to summarize policy and provide guidance for public participation in environmental restoration activities at DOE Headquarters, Field Offices, facilities, and laboratories. While the Office of Environmental Restoration and Waste Management (EM) has environmental restoration responsibility for the majority of DOE sites and facilities, other DOE Project Offices have similar responsibilities at their sites and facilities. This guidance is applicable to all environment restoration activities conducted by or for DOE under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the Resource Conservation and Recovery Act of 1976 (RCRA) as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA) (corrective actions only); and the National Environmental Policy Act of 1969 (NEPA). This guidance also is applicable to CERCLA remedial action programs under the Uranium Mill Tailings Radiation Control Act of 1978 and the Formerly Utilized Sites Remedial Action Program, where DOE is the designated lead. The primary objectives of this guidance document are as follows: acclimate DOE staff to a changing culture that emphasizes the importance of public participation activities; provide direction on implementing these public participation activities; and, provide consistent guidance for all DOE Field Offices and facilities.     Public facility restoration planning traditionally focused on response to natural disasters and hazardous materials accidental releases. These plans now need to integrate response to terrorist actions. Therefore, plans must address a wide range of potential vulnerabilities. Similar types of broad remediation planning are needed for restoration of waste and hazardous material handling areas and facilities. There are strong similarities in damage results and remediation activities between unintentional and terrorist actions; however, the uncertainties associated with terrorist actions result in a re-evaluation of approaches to planning. Restoration of public facilities following a release of a hazardous material is inherently far more complex than in confined industrial settings and has many unique technical, economic, social, and political challenges. Therefore, they arguably involve a superset of drivers, concerns and public agencies compared to other restoration efforts. This superset of conditions increases complexity of interactions, reduces our knowledge of the initial conditions, and even condenses the timeline for restoration response. Therefore, evaluations of alternative restoration management approaches developed for responding to terrorist actions provide useful knowledge for large, complex waste management projects. Whereas present planning documents have substantial linearity in their organization, the 'adaptive management' paradigm provides a constructive parallel operations paradigm for restoration of facilities that anticipates and plans for uncertainty, multiple/simUltaneous public agency actions, and stakeholder participation. Adaptive management grew out of the need to manage and restore natural resources in highly complex and changing environments with limited knowledge about causal relationships and responses to restoration actions. The authors will describe innovative use of a project management software program called Open Plan{reg_sign} to accomplish much of the planning and control for this program. Open Plan{reg_sign} has been used since the initial planning to the current progress of about 50% completion of the program. Hundreds of activities performed by dozens of resource people are planned and tracked. Not only the usual cost and schedule information is reported, but also the schedule for savings in terms of kilowatt-hours, pounds of steam, etc. These savings schedules are very useful for tracking against energy goals and Utilities business planning. Motivation of the individual departments to participate in the program and collection of data from these departments will also be discussed.

    Following the Department of Energy`s announcement in April 1985 that three Tennessee sites were to be considered for the Monitored Retrievable Storage facility, Governor Lamar Alexander initiated a review of the proposal to be coordinated by his Safe Growth Team. Roane County and the City of Oak Ridge, the local governments sharing jurisdiction over DOE`s primary and secondary sites, were invited to participate in the state`s review of the MRS proposal. Many issues related to the proposed MRS are being considered by the Governor`s Safe Growth Team. The primary objective of the Clinch River MRS Task Force has been to determine whether the proposed Monitored Retrievable Storage facility should be accepted by the local governments, and if so, under what conditions. The Clinch River MRS Task Force is organized into an Executive Committee cochaired by the Roane County Executive and Mayor of Oak Ridge and three Study Groups focusing on environmental (including health and safety), socioeconomic, and transportation issues.

    Today an improperly closed facility can be a liability to its owner, both financially and environmentally. A facility deactivation program must be planned and implemented to decrease liabilities, minimize operating costs, seek to reuse or sell processes or equipment, and ultimately aid in the sale and/or reuse of the facility and property whether or not the building(s) are demolished. These programs should be characterized within the deactivation plan incorporating the following major categories: Utility Usage; Environmental Decontamination; Ongoing Facility Management; Property Management/Real Estate Issues. This paper will outline the many facets of the facility deactivation and demolition programs implemented across the country for clients in the chemical, automotive, transportation, electronic, pharmaceutical, power, natural gas and petroleum industries. Specific emphasis will be placed on sampling and analysis plans, specification preparation, equipment and technologies utilized, ``how clean is clean`` discussions and regulatory guidelines applicable to these issues.

    Nuclear fission results in the production of fission products and activation products, some of which tend to be volatile during used fuel reprocessing. These can evolve in volatile species in the reprocessing facility off-gas streams, depending on the separations and reprocessing technologies that are used. Radionuclides that have been identified as “volatile radionuclides” are noble gases (most notably isotopes of Kr and Xe); 3H; 14C; and 129I. Radionuclides that tend to form volatile species that evolve into reprocessing facility off-gas systems are more challenging to efficiently control compared to radionuclides that tend to stay in solid or liquid phases. Future used fuel reprocessing facilities in the United States can require efficient capture of some volatile radionuclides in their off-gas streams to meet regulatory emission requirements. In aqueous reprocessing, these radionuclides are most commonly expected to evolve into off-gas streams in tritiated water [3H2O (T2O) and 3HHO (THO)], radioactive CO2, noble gases, and gaseous HI, I2, or volatile organic iodides. The fate and speciation of these radionuclides from a non-aqueous fuel reprocessing facility is less well known at this time, but active investigations are in progress. An Off-Gas Sigma Team was formed in late FY 2009 to integrate and coordinate the Fuel Cycle Research and Development (FCR&D) activities directed towards the capture and sequestration of the these volatile radionuclides (Jubin 2012a). The Sigma Team concept was envisioned to bring together multidisciplinary teams from across the DOE complex that would work collaboratively to solve the technical challenges and to develop the scientific basis for the capture and immobilization technologies such that the sum of the efforts was greater than the individual parts.     In the continuing effort to achieve a higher level of compliance with the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) at Federal facilities, the Federal Facilities Hazardous Waste Compliance Office (FFHWCO) has developed the Federal Facilities Hazardous Waste Compliance Manual. The manual includes an overview of the Federal-facilities hazardous-waste compliance program, relevant statutory authorities, model provisions for Federal facility agreements, enforcement and other applicable guidance, Federal facilities docket and NPL listings, data-management information, selected DOD and DOE program guidance, and organization charts and contacts. This compendium is intended to be used as a reference by Regional RCRA and CERCLA enforcement personnel and Regional Counsels, particularly as an orientation guide for new Federal facilities staff.

    The Safety and Tritium Applied Research (STAR) facility has been established to provide a laboratory infrastructure for the fusion community to study tritium science associated with the development of safe fusion energy and other technologies. STAR is a radiological facility with an administrative total tritium inventory limit of 1.5g (14,429 Ci) [1]. Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility. Finally, the STAR tritium accountability database is discussed.

    As Congress voted to terminate the Superconducting Super Collider (SSC) Laboratory in October of 1993, the Department of Energy was encouraged to maximize the benefits to the nation of approximately $2 billion which had already been expended to date on its evolution. Having been recruited to Texas from other intellectually challenging enclaves around the world, many regional scientists, especially physicists, of course, also began to look for viable ways to preserve some of the potentially short-lived gains made by Texas higher education in anticipation of {open_quotes}the SSC era.{close_quotes} In fact, by November, 1993, approximately 150 physicists and engineers from thirteen Texas universities and the SSC itself, had gathered on the SMU campus to discuss possible re-uses of the SSC assets. Participants at that meeting drew up a petition addressed to the state and federal governments requesting the creation of a joint Texas Facility for Science Education and Research. The idea was to create a facility, open to universities and industry alike, which would preserve the research and development infrastructure and continue the educational mission of the SSC.

    Currently there are 90,000 tons of contaminated ferrous and nonferrous scrap metal stored in aboveground scrap yards at the Department of Energy's Uranium Enrichment Facilities in Tennessee, Kentucky, and Ohio. This scrap is primarily contaminated with 100 to 500 ppM uranium at an average enrichment of 1 to 1.5% /sup 235/U. A study was performed that evaluated smelting of the ORGDP metal in a reference facility located at Oak Ridge. The study defined the process systems and baseline requirements, evaluated alternatives to smelting, and provided capital and operating costs for the reference facility. A review of the results and recommendations of this study are presented.

    Superfund has several statutory and regulatory provisions that provide vehicles for community involvement at Superfund sites including community relations plans, information repositories, public comment periods, and technical assistance grants to community organizations. There has been considerable debate about the effectiveness of these programs. The community participation requirement of the Superfund process are in a state of transition. The proposed Superfund Reform Act of 1994 contained additional community participation provisions. EPA appears to be incorporating some of these proposed changes and improvements learned from prior experiences into its current community relations practices. This study examines the status of community relations in Superfund and the effectiveness of the community information and public participation programs in meeting legislative objectives. In addition to addressing current requirements and practices, the study looks at proposals to amend the community participation provisions as well as alternative approaches used by the EPA, potentially responsible parties, and citizens to address or resolve community concerns. While the focus will be on the overall program, a few brief selected case studies, representing a diversity of experiences, will be included. The resulting paper will discuss successes and shortcomings of community involvement in Superfund. It will address the sometimes competing goals of the various players in the Superfund process, bringing in not only the community perspective, but also concerns for decreased complexity and cost and increased efficiency. The conclusion will evaluate alternatives to improve procedures for community involvement in the Superfund program. Superfund reform, public and stakeholder involvement, and dispute resolution are addressed in this study. These are prominent, contemporary issues as the nation seeks to constructively solve its environmental problems.

    Modern and technologically up-to-date facilities and systems infrastructure are necessary to accommodate today's research environment. In response, Lawrence Livermore National Laboratory (LLNL) has a continuing commitment to develop and apply effective management models and processes to maintain, modernize, and upgrade its facilities to meet the science and technology mission. The Facility Modernization Pilot Study identifies major subsystems of facilities that are either technically or functionally obsolete, lack adequate capacity and/or capability, or need to be modernized or upgraded to sustain current operations and program mission. This study highlights areas that need improvement, system interdependencies, and how these systems/subsystems operate and function as a total productive unit. Although buildings are 'grandfathered' in and are not required to meet current codes unless there are major upgrades, this study also evaluates compliance with 'current' building, electrical, and other codes. This study also provides an evaluation of the condition and overall general appearance of the structure.

    The purpose of this report is to provide a baseline physical characterization of Mound`s facilities as of September 1993. The baseline characterizations are to be used in the development of long-term future use strategy development for the Mound site. This document describes the current missions and alternative future use scenarios for each building. Current mission descriptions cover facility capabilities, physical resources required to support operations, current safety envelope and current status of facilities. Future use scenarios identify potential alternative future uses, facility modifications required for likely use, facility modifications of other uses, changes to safety envelope for the likely use, cleanup criteria for each future use scenario, and disposition of surplus equipment. This Introductory Chapter includes an Executive Summary that contains narrative on the Functional Unit Material Condition, Current Facility Status, Listing of Buildings, Space Plans, Summary of Maintenance Program and Repair Backlog, Environmental Restoration, and Decontamination and Decommissioning Programs. Under Section B, Site Description, is a brief listing of the Site PS Development, as well as Current Utility Sources. Section C contains Site Assumptions. A Maintenance Program Overview, as well as Current Deficiencies, is contained within the Maintenance Program Chapter.

    From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor

    The Department of Energy Atmospheric Radiation Measurement (ARM) Program is a climate research user facility operating stationary ground sites that provide long-term measurements of climate relevant properties, mobile ground- and ship-based facilities to conduct shorter field campaigns (6-12 months), and the ARM Aerial Facility (AAF). The airborne observations acquired by the AAF enhance the surface-based ARM measurements by providing high-resolution in-situ measurements for process understanding, retrieval-algorithm development, and model evaluation that are not possible using ground- or satellite-based techniques. Several ARM aerial efforts were consolidated into the AAF in 2006. With the exception of a small aircraft used for routine measurements of aerosols and carbon cycle gases, AAF at the time had no dedicated aircraft and only a small number of instruments at its disposal. In this "virtual hangar" mode, AAF successfully carried out several missions contracting with organizations and investigators who provided their research aircraft and instrumentation. In 2009, AAF started managing operations of the Battelle-owned Gulfstream I (G-1) large twin-turboprop research aircraft. Furthermore, the American Recovery and Reinvestment Act of 2009 provided funding for the procurement of over twenty new instruments to be used aboard the G-1 and other AAF virtual-hangar aircraft. AAF now executes missions in the virtual- and real-hangar mode producing freely available datasets for studying aerosol, cloud, and radiative processes in the atmosphere. AAF is also engaged in the maturation and testing of newly developed airborne sensors to help foster the next generation of airborne instruments.

    The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.

    The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects.

    As nuclear research and production facilities across the U.S. Department of Energy (DOE) nuclear weapons complex are slated for deactivation and decommissioning (D&D), there is a need to decontaminate some facilities for reuse for another mission or continued use for the same mission. Improved technologies available in the commercial sector and tested by the DOE can help solve the DOE's decontamination problems. Decontamination technologies include mechanical methods, such as shaving, scabbling, and blasting; application of chemicals; biological methods; and electrochemical techniques. Materials to be decontaminated are primarily concrete or metal. Concrete materials include walls, floors, ceilings, bio-shields, and fuel pools. Metallic materials include structural steel, valves, pipes, gloveboxes, reactors, and other equipment. Porous materials such as concrete can be contaminated throughout their structure, although contamination in concrete normally resides in the top quarter-inch below the surface. Metals are normally only contaminated on the surface. Contamination includes a variety of alpha, beta, and gamma-emitting radionuclides and can sometimes include heavy metals and organic contamination regulated by the Resource Conservation and Recovery Act (RCRA). This paper describes several advanced mechanical, chemical, and other methods to decontaminate structures, equipment, and materials.

    The cryogenic system for the Mirror Fusion Test Facility (MFTF) is a 14-kW, 4.35-K helium refrigeration system that proved to be highly successful and cost-effective. All operating objectives were met, while remaining within a few percent of initial cost and schedule plans. The management approach used in MFTF allowed decisions to be made quickly and effectively, and it helped keep costs down. Manpower levels, extent and type of industrial participation, key aspects of subcontractor specifications, and subcontractor interactions are reviewed, as well as highlights of the system tests, operation, and present equipment status. Organizations planning large, high-technology systems may benefit from this experience with the MFTF cryogenic system.
