    The Bonneville Power Administration is proposing to build a transmission line to reinforce electrical service to the southern coast of Oregon. This FYI outlines the proposal, tells how one can learn more, and how one can share ideas and opinions. The project will reinforce Oregon`s south coast area and provide the necessary transmission for Nucor Corporation to build a new steel mill in the Coos Bay/North Bend area. The proposed plant, which would use mostly recycled scrap metal, would produce rolled steel products. The plant would require a large amount of electrical power to run the furnace used in its steel-making process. In addition to the potential steel mill, electrical loads in the south Oregon coast area are expected to continue to grow.

    Repeated access to WWW pages currently makes inefficient use of available network bandwidth. A Distribution Point Model is proposed where large and relatively static sets of pages (e.g. magazines or other such media) are distributed via bulk multicast to LAN distribution points for local access. Some access control issues are discussed. Hopwise Reliable Multicast (HRM) is proposed to simplify reliable multicast of non real time bulk data between LANs. HRM uses TCP for reliability and flow control on a hop by hop basis throughout a multicast distribution tree created by today`s Internet MBone.

    Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives. (4) Resource planning assistance for local governments in order to create local expertise and action; including a statewide workshop for local officials, and the formulation of two specific community resource development plans.     A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    This manual is divided into three distinct sections. Part one contains 40 passive solar home plans designed for the Pacific Northwest by Oregon architects and designers. Floor plans and exterior renderings of multi-family and single-family dwellings, earth sheltered and bermed designs, and light commercial structures are included. The degree of solar contribution each residence achieves is graphically presented for ease of understanding. Part two, renewable-energy-resource guide, is primarily designed as a locator to indepth publications that explain specific energy resources in detail. It contains illustrated book reviews of pertinent private and government publications available.     Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregons large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    Previous USDOE-funded geothermal studies have produced an extensive temperature gradient and heat flow data base for the State of Oregon. One of the important features identified as a result of these studies is a rapid transition from heat flow values on the order of 40 mW/m/sup 2/ in the Willamette Valley and Western Cascades to values of greater than or equal to100 mW/m/sup 2/ in the High Cascades and the eastern portion of the Western Cascades. These data indicate that the Cascade Range in Oregon has potential as a major geothermal province and stimulated much of the later work completed by government agencies and private industry. Additional data generated as a result of this grant and published in DOGAMI Open-File Report 0-86-2 further define the location and magnitude of this transition zone. In addition, abundant data collected from the vicinity of Breitenbush and Austin Hot Springs have permitted the formulation of relatively detailed models of these hydrothermal systems. These models are published in DOGAMI Open-File Report 0-88-5. Task 1.2 of the Deliverables section of Amendment M001 is fulfilled by DOGAMI publication GMS-48, Geologic map of the McKenzie Bridge quadrangle, Lane County, Oregon. This map was printed in October, 1988, and is part of the final submission to USDOE. 8 refs.

    This report presents the results of site analysis for the Bonneville Power Administration Northeast Oregon Hatchery Project. The purpose of this project is to provide engineering services for the siting and conceptual design of hatchery facilities for the Bonneville Power Administration. The hatchery project consists of artificial production facilities for salmon and steelhead to enhance production in three adjacent tributaries to the Columbia River in northeast Oregon: the Grande Ronde, Walla Walla, and Imnaha River drainage basins. Facilities identified in the master plan include adult capture and holding facilities; spawning incubation, and early rearing facilities; full-term rearing facilities; and direct release or acclimation facilities. The evaluation includes consideration of a main production facility for one or more of the basins or several smaller satellite production facilities to be located within major subbasins. The historic and current distribution of spring and fall chinook salmon and steelhead was summarized for the Columbia River tributaries. Current and future production and release objectives were reviewed. Among the three tributaries, forty seven sites were evaluated and compared to facility requirements for water and space. Site screening was conducted to identify the sites with the most potential for facility development. Alternative sites were selected for conceptual design of each facility type. A proposed program for adult holding facilities, final rearing/acclimation, and direct release facilities was developed.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    This work represents an initial investigation into determining whether correlations actually exist between metadata and content descriptors in multimedia datasets. We provide a quantitative method for evaluating whether the hue of images on the WWW is correlated with the occurrence of color-words in metadata such as URLs, image names, and attendant text. It turns out that such a correlation does exist: the likelihood that a particular color appears in an image whose URL, name, and/or attendant text contains the corresponding color-word is generally at least twice the likelihood that the color appears in a randomly chosen image on the WWW. While this finding might not be significant in and of itself, it represents an initial step towards quantitatively establishing that other, perhaps more useful correlations exist. These correlations form the basis for exciting novel approaches that leverage semi-supervised datasets, such as the WWW, to overcome the semantic gap that has hampered progress in multimedia information retrieval for some time now.

    Current and conductivity, temperature, and depth (CTD) measurements were made over the Oregon shelf near 43/sup 0/N between February 1981 and April 1984 as part of a large-scale west coast shelf experiment (SuperCODE). The data set includes a nearly continuous record of current velocity and temperature over the continental shelf off Coos Bay from May 1981 through January 1984, CTD sections off Coos Bay in January or February of each year from 1981 to 1984, and CTD sections off Newport (44.6/sup 0/N) in April 1983, and April 1984. The latter are compared with sections off Newport made during the previous two decades. Sea level from the Newport tide gage, daily sea surface temperature at Charleston (43.3/sup 0/N), the alongshore component of the wind stress at 45/sup 0/N and the large-scale North Pacific atmospheric pressure pattern provide a climatological perspective. The initial manifestation of El Nino off Oregon was in October 1982: anomalously high sea level, high coastal sea surface temperature, and increased poleward flow. These effects occurred within 1 month of the onset of El Nino off Peru and preceded any local (North Pacific) atmospheric effect by 2 to 3 months. The anomalous local meteorological conditions, which became manifest in December and January, greatly enhanced the initial effects and inserted their own signal. The first signals of El Nino probably arrived by an oceanic path, but there is no doubt they were subsequently reinforced by anomalous atmospheric conditions.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Oregon.

The report contains a profile of low-level radioactive waste generators in Oregon. The profile is a result of a survey of NRC licensees in Oregon. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources.     Attaching WWW interfaces to scientific software opens new opportunities to researchers by making their results available to wide scientific community in a way complimentary to publication. We have shown that this task may be much easier than many used to think: the amount of additional code is small, the Common Gateway Interface (CGI) can be written in any language, not necessarily PERL, and the software can be interfaced on any operating system it was originally written and does not have to be ported to UNIX. This paper provides some useful recipes resulted from seven years of author's experience in developing and maintaining highly successful X-ray Web server project. All these solutions are based on free public domain software (Apache, GnuPlot, and InfoZip) and applicable for multiple computer platforms. Some practical examples are provided.

    Geoenergy resources in Oregon, in addition to coal, include noncommercial deposits of oil shale, natural gas, and geothermal heat. Commercial quantities of natural gas were discovered at Mist in northwestern Oregon in 1979. Gas presently is being produced from five wells and additional exploratory drilling is underway. More than 2 million acres of Oregon land is under lease for petroleum and natural gas exploration, mostly in the Astoria embayment-Willamette syncline, central (Oregon) Paleozoic-Mesozoic basin, and eastern Tertiary nonmarine basin. The Cascade Range and eastern Oregon contain sizable resources of geothermal heat, of which a small part has been developed for space heating at Klamath Falls and Lakeview. Thirteen Known Geothermal Resource Areas (KGRA's) comprising 432,000 acres have been identified, 422,000 acres are currently leased for geothermal development. KGRA's judged to have potential for generation of electrical power are Newberry Crater, Crump Geyser, and Alvord Desert. No adverse hydrologic effects have been noted to date from coal or other geoenergy exploration or development in Oregon, and no effects are expected if federal and state regulations are adhered to. The southwestern Oregon coals would have to be mined by underground methods. Potential hydrologic impacts would be local increases in sedimentation, turbidity, and mineralization of surface and ground water. Water-quality degradation, including both thermal pollution and increased concentrations of dissolved minerals, could result from geothermal development. Other potential problems include land subsidence and consumptive use of water associated with both coal and geothermal development. 53 refs., 3 figs., 1 tab.

    A coalition of the Oregon wildlife agencies and tribes (the Oregon Wildlife Mitigation Coalition) have forged a cooperative effort to promote wildlife mitigation from losses to Oregon wildlife resources associated with the four mainstream Columbia River and the eight Willamette River Basin hydroelectric projects. This coalition formed a Joint Advisory Committee, made up of technical representatives from all of the tribes and agencies, to develop this report. The goal was to create a list of potential mitigation opportunities by priority, and to attempt to determine the costs of mitigating the wildlife losses. The information and analysis was completed for all projects in Oregon, but was gathered separately for the Lower Columbia and Willamette Basin projects. The coalition developed a procedure to gather information on potential mitigation projects and opportunities. All tribes, agencies and interested parties were contacted in an attempt to evaluate all proposed or potential mitigation. A database was developed and minimum criteria were established for opportunities to be considered. These criteria included the location of the mitigation site within a defined area, as well as other criteria established by the Northwest Power Planning Council. Costs were established for general habitats within the mitigation area, based on estimates from certified appraisers. An analysis of the cost effectiveness of various types of mitigation projects was completed. Estimates of operation and maintenance costs were also developed. The report outlines strategies for gathering mitigation potentials, evaluating them, determining their costs, and attempting to move towards their implementation.

    An analysis of the geothermal resource at Lakeview, Oregon, indicates that a substantial resource exists in the area capable of supporting extensive residential, commercial and industrial heat loads. Good resource productivity is expected with water temperatures of 200{degrees}F at depths of 600 to 3000 feet in the immediate vicinity of the town. Preliminary district heating system designs were developed for a Base Case serving 1170 homes, 119 commercial and municipal buildings, and a new alcohol fuel production facility; a second design was prepared for a downtown Mini-district case with 50 commercial users and the alcohol plant. Capital and operating costs were determined for both cases. Initial development of the Lakeview system has involved conducting user surveys, well tests, determinations of institutional requirements, system designs, and project feasibility analyses. A preferred approach for development will be to establish the downtown Mini-district and, as experience and acceptance are obtained, to expand the system to other areas of town. Projected energy costs for the Mini-district are $10.30 per million Btu while those for the larger Base Case design are $8.20 per million Btu. These costs are competitive with costs for existing sources of energy in the Lakeview area.

    The Vya 2/sup 0/ quadrangle occupies the northwest corner of Nevada and portions of Oregon and California. It lies in the westernmost portion of the Basin and Range Province and contains Paleozoic through Holocene rocks. A surface reconnaissance was made of all geologic environments, including 19 uranium occurrences, thought to be favorable for uranium deposits. Geochemical, radiometric, and petrographic analyses were used in the evaluation and were supplemented by water analyses and geologic mapping. Areas and environments considered favorable for uranium deposits, in accord with National Uranium Resource Evaluation criteria, include: the McDermitt caldera in the northeast of the quadrangle, favorable for hydrothermal and strata-bound deposits; the Virgin Valley area in the northcentral part of the quadrangle, favorable for strata-bound deposits; the Bottle Creek area, southwest of the McDermitt caldera, favorable for volcanogenic deposits; and the Cottonwood Basin area, in the southwest of the quadrangle, which has uranium in volcaniclastic sediments and is similar to the Virgin Valley area.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented. Co-managers considered three alternatives: modify Lookingglass Hatchery; use existing facilities elsewhere in the Basin; and use new facilities in

    This EA evaluates Ormat Nevada, Inc.’s (Ormat’s) proposed geothermal project consists of drilling up to 16 wells for geothermal exploration approximately 70 miles southeast of Bend, Oregon and 50 miles northwest of Burns, Oregon just south of U.S. Highway 20. The proposed project includes three distinct drilling areas. Up to three wells would be drilled on lands managed by the Bureau of Land Management (BLM) Prineville District (Mahogany), up to ten wells would be drilled on lands managed by the BLM Burns District (Midnight Point), and up to three wells would be drilled on private land located adjacent to the federal geothermal leases west of Glass Butte (Private Lands). DOE funding would be associated with three of the sixteen proposed wells. BLM is the lead agency and DOE is participating as a cooperating agency.

    Basin and Range and subduction-related processes may have combined to produce voluminous mafic volcanism and very high heat flow in the central Oregon High Cascades during the last 9 m.y. This high rate of volcanism and heat flow prevails south of the Clackamas River right lateral wrench fault zone. South of this zone the volume of mafic volcanic rocks less than 9 m.y. old increases abruptly and regional heat flow increases by at least 20 mW/m/sup 2/. A similar, but larger, increase in volcanism and heat flow characterizes the transition from the Blue Mountain block to the Basin and Range Province at the Brothers right lateral wrench fault zone. A significant amount of the 0 to 9 m.y.B.P. mafic volcanic rock in the Cascades is basalt, with one or all of the following attributes of contemporaneous basalts of the Brothers Fault Zone-Basin and Range province: (1) anomalously high alkali and iron content relative to normal calc-alkaline rocks; (2) diktytaxitic texture with titaniferous groundmass clinopyroxene. This suggests a common petrogenesis for these basalts, perhaps from partial melting related to Basin and Range spreading. Potential operation of two partial melting mechanisms in the Oregon High Cascades may cause a high rate of magmatic heat transferral from mantle regions relative to transferral in the Basin and Range. This means that the High Cascades probably has the highest geothermal potential of any province in Oregon, especially where intercepted by youthful faults. North-south faults which bound a large area of Pliocene to Pleistocene subsidence along the High Cascade axis are good exploration targets. Silicic volcanism at the Brothers Fault zone intersection makes this the best exploration target in Oregon.

    Bonneville Power Administration prepared this EA to assess the potential environmental impacts of the proposed rebuild of the Keeler-Forest Grove and Forest Grove-Tillamook 115-kilovolt (kV) transmission lines between the cities of Hillsboro and Tillamook, in Washington and Tillamook Counties, Oregon. The 58-mile-long rebuild would include replacement of all wood-pole structures over 10 years in age. Some existing access roads would be improved to accommodate construction equipment and some new road access would be acquired or constructed in areas where access is not available.

    This book discusses the Home Creek Wilderness Study Area, on the western slope of Steens Mountain in the northern Basin and Range physiographic province of southeastern Oregon. The area is underlain by Miocene Steens Basalt. Isolated outcrops of the Devine Canyon ash-flow tuff unconformably overlie the Steens Basalt. Pleistocene shoreline deposits and Holocene dunes are exposed in the western part of the study area, moderate potential for sand and gravel resources in lake shoreline deposits, and low potential for geothermal energy throughout the study area.

These include the 2/sup 0/ x 1/sup 0/ NTMS quadrangles of Roseburg, Medford, Weed, Alturas, Redding, Susanville, Ukiah, and Chico along with the 1/sup 0/ x 2/sup 0/ areas of the Coos Bay quadrangle and the Crescent City/Eureka areas combined. This report discusses the results obtained over the Coos Bay, Oregon, map area. Line spacing was generally six miles for east/west traverses and eighteen miles for north/south tie lines over the northern one-half of the area. Traverses and tie lines were flown at three miles and twelve miles respectively over the southern one-half of the area. A total of 16,880.5 line miles of geophysical data were acquired, compiled, and interpreted during the survey, of which 863.8 line miles are in this quadrangle.

    Thermal hydraulic analyses have being conducted at Oregon State University (OSU) in support of the conversion of the OSU TRIGA reactor (OSTR) core from high-enriched uranium (HEU) to low-enriched uranium (LEU) fuel as part of the Reduced Enrichment for Research and Test Reactors program. The goals of the thermal hydraulic analyses were to calculate natural circulation flow rates, coolant temperatures and fuel temperatures as a function of core power for both the HEU and LEU cores; calculate peak values of fuel temperature, cladding temperature, surface heat flux as well as departure from nuclear boiling ratio (DNBR) for steady state and pulse operation; and perform accident analyses for the accident scenarios identified in the OSTR safety analysis report. These tests are being conducted in the Advanced Plant Experiment (APEX) facility which is a 1/4 length scale and 1/192 volume scale integral system simulation of the Westinghouse Advanced Passive 600 MWe (AP600) plant. The purpose of the testing program is to examine AP600 passive safety system performance, particularly during long term cooling. Thus far, OSU has successfully performed ten integral system tests for the NRC. This paper presents a description of the APEX facility and summarizes the important results of the NRC test program at OSU.

    Fish passage conditions through two spillways at Detroit Dam on the North Santiam River in Oregon were evaluated by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers (USACE), Portland District, using Sensor Fish devices. The objective of the study was to describe and compare passage exposure conditions through Spillbay 3 and Spillbay 6 at 1.5- and 3.5-ft gate openings, identifying potential fish injury regions of the routes. The study was performed in July 2009, concurrent with HI-Z balloon-tag studies by Normandeau Associates, Inc. Sensor Fish and live fish were deployed at elevations approximately 3 ft above structure at depths determined using a computational fluid dynamics model. Data collected were analyzed to estimate 1) exposure conditions, particularly exposure to severe collision and shear events by passage route sub-regions; 2) differences in passage conditions between passage routes; and 3) relationships to live-fish injury and mortality data estimates.

    In 1978, a landfill operator in Oregon became interested in the technical and economic feasibility of recovering the methane generated in the landfill for the refueling of vehicles. DOE awarded a grant for a site-specific feasibility study of this concept. This study investigated the expected methane yield and the development of a conceptual gas-gathering system; gas processing, compressing, and storage systems; and methane-fueled vehicle systems. Cost estimates were made for each area of study. The results of the study are presented. Reasoning that gasoline prices will continue to rise and that approximately 18,000 vehicles in the US have been converted to operate on methane, a project is proposed to use this landfill as a demonstration site to produce and process methane and to fuel a fleet (50 to 400) vehicles with the gas produced in order to obtain performance and economic data on the systems used from gas collection through vehicle operation.     The Bonneville Power Administration (BPA) has statutory responsibilities to supply electrical power to its utility, industrial, and other customers in the Pacific Northwest. In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. The impacts of the Chehalis and Satsop projects located in Washington State will be covered in one EIS document, while the impacts of the Hermiston project located in Oregon are covered in this final EIS document. It is BPA`s intent to continue to base the analysis of impacts on the assumption that all three projects may be constructed at some point in the future.

  17. Coyote Springs Cogeneration Project, Morrow County, Oregon: Draft Environmental Impact Statement.

    BPA is considering whether to transfer (wheel) electrical power from a proposed privately-owned, combustion-turbine electrical generation plant in Oregon. The plant would be fired by natural gas and would use combined-cycle technology to generate up to 440 average megawatts (aMW) of energy. The plant would be developed, owned, and operated by Portland General Electric Company (PGE). The project would be built in eastern Oregon, just east of the City of Boardman in Morrow County. The proposed plant would be built on a site within the Port of Morrow Industrial Park. The proposed use for the site is consistent with the County land use plan. Building the transmission line needed to interconnect the power plant to BPA`s transmission system would require a variance from Morrow County. BPA would transfer power from the plant to its McNary-Slatt 500-kV transmission line. PGE would pay BPA for wheeling services. Key environmental concerns identified in the scoping process and evaluated in the draft Environmental Impact Statement (DEIS) include these potential impacts: (1) air quality impacts, such as emissions and their contributions to the {open_quotes}greenhouse{close_quotes} effect; (2) health and safety impacts, such as effects of electric and magnetic fields, (3) noise impacts, (4) farmland impacts, (5) water vapor impacts to transportation, (6) economic development and employment impacts, (7) visual impacts, (8) consistency with local comprehensive plans, and (9) water quality and supply impacts, such as the amount of wastewater discharged, and the source and amount of water required to operate the plant. These and other issues are discussed in the DEIS. The proposed project includes features designed to reduce environmental impacts. Based on studies completed for the DEIS, adverse environmental impacts associated with the proposed project were identified, and no evidence emerged to suggest that the proposed action is controversial.

  14. Testing the effectiveness of an acoustic deterrent for gray whales along the Oregon coast

    This study was conducted to determine whether a low-powered sound source could be effective at deterring gray whales from areas that may prove harmful to them. With increased interest in the development of marine renewal energy along the Oregon coast the concern that such development may pose a collision or entanglement risk for gray whales. A successful acoustic deterrent could act as a mitigation tool to prevent harm to whales from such risks. In this study, an acoustic device was moored on the seafloor in the pathway of migrating gray whales off Yaquina Head on the central Oregon coast. Shore-based observers tracked whales with a theodolite (surveyor’s tool) to accurately locate whales as they passed the headland. Individual locations of different whales/whale groups as well as tracklines of the same whale/whale groups were obtained and compared between times with the acoustic device was transmitting and when it was off. Observations were conducted on 51 d between January 1 and April 15, 2012. A total of 143 individual whale locations were collected for a total of 243 whales, as well as 57 tracklines for a total of 142 whales. Inclement weather and equipment problems resulted in very small sample sizes, especially during experimental periods, when the device was transmitting. Because of this, the results of this study were inconclusive. We feel that another season of field testing is warranted to successfully test the effectiveness of the deterrent, but recommend increasing the zone of influence to 3 km to ensure the collection of adequate sample sizes. Steps have been taken to acquire the necessary federal research permit modification to authorize the increased zone of influence and to modify the acoustic device for the increased power. With these changes we are confident we will be able to determine whether the deterrent is effective at deflecting gray whales. A successful deterrent device may serve as a valuable mitigation tool to protect gray whales, and

    Diminished natural fish production in the Columbia River Basin has prompted increased artificial propagation to compensate both for losses of anadromous salmonids related to hydroelectric facilities and for other causes. The health and quality of artificially propagated smolts probably is a major influence on survival. Smolt survival varies greatly from one location to another, among different species and from one year to the next. Fish health monitoring is necessary to identify cause of mortality, assist in producing a healthy smolt, and provide a means for improving hatchery effectiveness. The Bonneville Power Administration (BPA) conducted a series of meetings to define the minimum ''needed'' level of fish health monitoring, determine what was presently being done and what additional effort was needed in the Basin's 54 anadromous fish hatcheries. Funding for the additional effort in Oregon began June 2, 1987. The goal of this project is to increase smolt-to-adult survival by accomplishing the following: (1) increase monitoring for specific fish pathogens and fish health parameters; (2) measure hatchery water supply quality; (3) identify facility impediments to fish health; (4) create a database of hatchery and fish health information; (5) establish a technical steering committee to evaluate and refine the project annually; and (6) increase communication and technology application among personnel in hatcheries, research, management, other agencies and the public. 4 refs., 3 figs., 10 tabs.

It is one of a series of four guidebooks recently prepared to introduce the energy developer to the federal, state and local agencies that regulate energy facilities in Idaho, Montana, Oregon, and Washington (the Bonneville Power Administration Service Territory). It was prepared specifically to help cogeneration developers obtain the permits, licenses and approvals necessary to construct and operate a cogeneration facility. The regulations, agencies and policies described herein are subject to change. Changes are likely to occur whenever energy or a project becomes a political issue, a state legislature meets, a preexisting popular or valuable land use is thought threatened, elected and appointed officials change, and new directions are imposed on states and local governments by the federal government. Accordingly, cogeneration developers should verify and continuously monitor the status of laws and rules that might affect their plans. Developers are cautioned that the regulations described herein may only be a starting point on the road to obtaining all the necessary permits.

    The Umatilla Depot Activity (UMDA) near Hermiston, Oregon, is one of eight US Army installations in the continental United States where lethal unitary chemical agents and munitions are stored, and where destruction of agents and munitions is proposed under the Chemical Stockpile Disposal Program (CSDP). The chemical agent inventory at UMDA consists of 11.6%, by weight, of the total US stockpile. The destruction of the stockpile is necessary to eliminate the risk to the public from continued storage and to dispose of obsolete and leaking munitions. In 1988 the US Army issued a Final Programmatic Environmental Impact Statement (FPEIS) for the CSDP that identified on-site disposal of agents and munitions as the environmentally preferred alternative (i.e., the alternative with the least potential to cause significant adverse impacts), using a method based on five measures of risk for potential human health and ecosystem/environmental effects; the effectiveness and adequacy of emergency preparedness capabilities also played a key role in the FPEIS selection methodology. In some instances, the FPEIS included generic data and assumptions that were developed to allow a consistent comparison of potential impacts among programmatic alternatives and did not include detailed conditions at each of the eight installations. The purpose of this Phase 1 report is to examine the proposed implementation of on-site disposal at UMDA in light of more recent and more detailed data than those included in the FPEIS. Specifically, this Phase 1 report is intended to either confirm or reject the validity of on-site disposal for the UMDA stockpile. Using the same computation methods as in the FPEIS, new population data were used to compute potential fatalities from hypothetical disposal accidents. Results indicate that onsite disposal is clearly preferable to either continued storage at UMDA or transportation of the UMDA stockpile to another depot for disposal.

    Belding Creek, a tributary of the Salmonberry River, has experienced repeated debris flow episodes. The Salmonberry River flows through Paleocene Tillamook Basalt and is located at longitude 45[degree]43 minutes in the Northern Oregon Coast Range. On January 9, 1990, a debris flow initiated on a first order tributary of Belding Creek during a heavy precipitation event. A month later another debris flow initiated on a different first order stream under similar conditions. Both debris flows traveled for a distance of approximately 2.1 km and poured into the main Belding Creek channel washing out Belding Road which crosses the stream. Numerical data was obtained from the youngest flow deposit. The debris flow material density is 2.5 g/cm[sup 3]. It traveled at an average velocity of 2.9 m/s with a shear strength of 2.5 [times] 10[sup 4] dn/cm[sup 2], a friction angle of 4[degree], and a cohesion value of 1.4 [times] 10[sup 4] dn/cm[sup 3]. Less than 3% of the fine sediments deposited are clay and silt. Deposits from previous, older debris flow events are in and adjacent to the Belding Creek stream channel. Similar processes are evident in other major tributaries of the Salmonberry River, although these other stream channels have not shown recent activity. Each stream in the area that has experienced past debris flows similar to Belding Creek has a landslide feature at the top and follows regional lineation patterns.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is evaluating the performance of disposal cell covers at LM sites and exploring ways to enhance their sustainability. The cover of the Lakeview, Oregon, disposal cell relies on a compacted soil layer (CSL) to limit radon escape and water percolation into underlying tailings. The design created habitat favorable for growth of woody plants that sent roots through the CSL. The mean saturated hydraulic conductivity (K{sub sat}) of the CSL, measured at 17 locations, was 3.0 x 10{sup -5} cm s{sup -1}, 300 times greater than the design target. The highest K{sub sat} values were measured near the top of the CSL at locations both with and without roots; the lowest K{sub sat} values were measured deeper in the CSL. Water flux meters (WFMs) installed in 2005 to directly measure percolation flux show significant percolation through the cover. Three WMFs began recording percolation in mid-November, 7 days after the start of a prolonged precipitation event, and continued until early June 2006. Percolation flux during this period ranged between 3.1 x 10{sup -5} and 8.5 x 10{sup -5} cm s{sup -1}. The cumulative percolation was greater than total precipitation during the period, probably because of a water-harvesting effect. The WFMs were strategically placed in down-gradient positions on the cover top slope where water likely accumulated in a sand drainage layer. Routine monitoring at Lakeview shows that the ground water remains protected. LM plans to evaluate potential effects of high percolation rates in covers to ensure that disposal cells remain protective for the long term. (authors)

  3. Analyzing the Contribution of Aerosols to an Observed Increase in Direct Normal Irradiance in Oregon

    Annual average total irradiance increases by 1-2% per decade at three mon- itoring stations in Oregon over the period from 1980 to 2007. Direct normal irradiance measurements increase by 5% per decade over the same time pe- riod. The measurements show no sign of a dimming before 1990. The impact of high concentrations of stratospheric aerosols following the volcanic erup- tions of El Chichon and Mt. Pinatubo are clearly seen in the measurements. Removing these years from the annual average all-sky time series reduces the trends in both total and direct normal irradiance. Clear-sky periods from this long direct normal time series are used in conjunction with radiative trans- fer calculations to test whether part of the increase could be caused by an- thropogenic aerosols. All three sites show relatively low clear-sky measure- ments before the eruption of El Chichon in 1982, suggesting higher aerosol loads during this period. After removing the periods most strongly impacted by volcanic eruptions, two of the sites show statistically signicant increases in clear-sky direct normal irradiance from 1987 to 2007. Radiative transfer calculations of the impact of volcanic aerosols and tropospheric water vapor indicate that only about 20% of that clear-sky increase between background aerosol periods before and after the eruption of Mt. Pinatubo can be explained by these two factors. Thus, a statistically signicant clear-sky trend remains between 1987 and 2007 that is consistent with the hypothesis that at least some of the increase in surface irradiance could be caused by a reduction of anthropogenic aerosols.
