    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    The project began with assessments of local biomass resources which could serve as feedstock for a DBF plant, and the potential customer markets for DBF. Based on these analyses, a pilot densification plant was designed and installed for purposes of trial operations and evaluation. In addition, exploration for geothermal resources was conducted in order to confirm a suitable feedstock dehydration heat source. The results of this exploration, and of the pilot plant's trial operations, were then used to determine requirements for a commercial-scale DBF plant, and the feasibility of upgrading the pilot plant for commercial-scale operations.

    This U.S. Department of Energy GATEWAY Demonstration project studied the applicability of light-emitting diode (LED) luminaires for commercial parking garage applications. High-pressure sodium (HPS) area luminaires were replaced with new LED area luminaires. The project was supported under the U.S. Department of Energy (DOE) Solid State Lighting Program. Other participants in the demonstration project included Providence Portland Medical Center in Portland, Oregon, the Energy Trust of Oregon, and Lighting Sciences Group (LSG) Inc. Pacific Northwest National Laboratory (PNNL) conducted the measurements and analysis of the results. PNNL manages GATEWAY demonstrations for DOE and represents their perspective in the conduct of the work. Quantitative and qualitative measurements of light and electrical power were taken at the site for both HPS and LED light sources. Economic costs were estimated and garage users’ responses to the new light sources were gauged with a survey. Six LED luminaires were installed in the below-ground parking level A, replacing six existing 150W HPS lamps spread out over two rows of parking spaces. Illuminance measurements were taken at floor level approximately every 4 ft on a 60-ft x 40-ft grid to measure light output of these LED luminaires which were termed the “Version 1” luminaires. PNNL conducted power measurements of the circuit in the garage to which the 6 luminaires were connected and determined that they drew an average of 82 W per lamp. An improved LED luminaire, Version 2, was installed in Level B of the parking garage. Illuminance measurements were not made of this second luminaire on site due to higher traffic conditions, but photometric measurements of this lamp and Version 1 were made in an independent testing laboratory and power usage for Version 2 was also measured. Version 1 was found to produce 3600 lumens and Version 2 was found to produce 4700 lumens of light and to consume 78 Watts. Maximum and minimum light

    Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives. (4) Resource planning assistance for local governments in order to create local expertise and action; including a statewide workshop for local officials, and the formulation of two specific community resource development plans.     The Bonneville Power Administration is proposing to build a transmission line to reinforce electrical service to the southern coast of Oregon. This FYI outlines the proposal, tells how one can learn more, and how one can share ideas and opinions. The project will reinforce Oregon`s south coast area and provide the necessary transmission for Nucor Corporation to build a new steel mill in the Coos Bay/North Bend area. The proposed plant, which would use mostly recycled scrap metal, would produce rolled steel products. The plant would require a large amount of electrical power to run the furnace used in its steel-making process. In addition to the potential steel mill, electrical loads in the south Oregon coast area are expected to continue to grow.

    This manual is divided into three distinct sections. Part one contains 40 passive solar home plans designed for the Pacific Northwest by Oregon architects and designers. Floor plans and exterior renderings of multi-family and single-family dwellings, earth sheltered and bermed designs, and light commercial structures are included. The degree of solar contribution each residence achieves is graphically presented for ease of understanding. Part two, renewable-energy-resource guide, is primarily designed as a locator to indepth publications that explain specific energy resources in detail. It contains illustrated book reviews of pertinent private and government publications available. Various tables, forms, diagrams, energy system evaluation criteria, an illustrated glossary, BPA energy programs, utility programs, financial outlooks and non-profit organizations are included. The product locator index makes up part three. This indexed directory contains the listings of businesses, including the address, phone number, contact person and a 30 to 50 word description of the product or services currently offered. These renewable energy companies range from architectural and engineering services to research and development firms.

    Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

    Geoenergy resources in Oregon, in addition to coal, include noncommercial deposits of oil shale, natural gas, and geothermal heat. Commercial quantities of natural gas were discovered at Mist in northwestern Oregon in 1979. Gas presently is being produced from five wells and additional exploratory drilling is underway. More than 2 million acres of Oregon land is under lease for petroleum and natural gas exploration, mostly in the Astoria embayment-Willamette syncline, central (Oregon) Paleozoic-Mesozoic basin, and eastern Tertiary nonmarine basin. The Cascade Range and eastern Oregon contain sizable resources of geothermal heat, of which a small part has been developed for space heating at Klamath Falls and Lakeview. Thirteen Known Geothermal Resource Areas (KGRA's) comprising 432,000 acres have been identified, 422,000 acres are currently leased for geothermal development. KGRA's judged to have potential for generation of electrical power are Newberry Crater, Crump Geyser, and Alvord Desert. No adverse hydrologic effects have been noted to date from coal or other geoenergy exploration or development in Oregon, and no effects are expected if federal and state regulations are adhered to. The southwestern Oregon coals would have to be mined by underground methods. Potential hydrologic impacts would be local increases in sedimentation, turbidity, and mineralization of surface and ground water. Water-quality degradation, including both thermal pollution and increased concentrations of dissolved minerals, could result from geothermal development. Other potential problems include land subsidence and consumptive use of water associated with both coal and geothermal development. 53 refs., 3 figs., 1 tab.

    A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregons large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    An analysis of the geothermal resource at Lakeview, Oregon, indicates that a substantial resource exists in the area capable of supporting extensive residential, commercial and industrial heat loads. Good resource productivity is expected with water temperatures of 200{degrees}F at depths of 600 to 3000 feet in the immediate vicinity of the town. Preliminary district heating system designs were developed for a Base Case serving 1170 homes, 119 commercial and municipal buildings, and a new alcohol fuel production facility; a second design was prepared for a downtown Mini-district case with 50 commercial users and the alcohol plant. Capital and operating costs were determined for both cases. Initial development of the Lakeview system has involved conducting user surveys, well tests, determinations of institutional requirements, system designs, and project feasibility analyses. A preferred approach for development will be to establish the downtown Mini-district and, as experience and acceptance are obtained, to expand the system to other areas of town. Projected energy costs for the Mini-district are $10.30 per million Btu while those for the larger Base Case design are $8.20 per million Btu. These costs are competitive with costs for existing sources of energy in the Lakeview area.

    Previous USDOE-funded geothermal studies have produced an extensive temperature gradient and heat flow data base for the State of Oregon. One of the important features identified as a result of these studies is a rapid transition from heat flow values on the order of 40 mW/m/sup 2/ in the Willamette Valley and Western Cascades to values of greater than or equal to100 mW/m/sup 2/ in the High Cascades and the eastern portion of the Western Cascades. These data indicate that the Cascade Range in Oregon has potential as a major geothermal province and stimulated much of the later work completed by government agencies and private industry. Additional data generated as a result of this grant and published in DOGAMI Open-File Report 0-86-2 further define the location and magnitude of this transition zone. In addition, abundant data collected from the vicinity of Breitenbush and Austin Hot Springs have permitted the formulation of relatively detailed models of these hydrothermal systems. These models are published in DOGAMI Open-File Report 0-88-5. Task 1.2 of the Deliverables section of Amendment M001 is fulfilled by DOGAMI publication GMS-48, Geologic map of the McKenzie Bridge quadrangle, Lane County, Oregon. This map was printed in October, 1988, and is part of the final submission to USDOE. 8 refs.

    This report presents the results of site analysis for the Bonneville Power Administration Northeast Oregon Hatchery Project. The purpose of this project is to provide engineering services for the siting and conceptual design of hatchery facilities for the Bonneville Power Administration. The hatchery project consists of artificial production facilities for salmon and steelhead to enhance production in three adjacent tributaries to the Columbia River in northeast Oregon: the Grande Ronde, Walla Walla, and Imnaha River drainage basins. Facilities identified in the master plan include adult capture and holding facilities; spawning incubation, and early rearing facilities; full-term rearing facilities; and direct release or acclimation facilities. The evaluation includes consideration of a main production facility for one or more of the basins or several smaller satellite production facilities to be located within major subbasins. The historic and current distribution of spring and fall chinook salmon and steelhead was summarized for the Columbia River tributaries. Current and future production and release objectives were reviewed. Among the three tributaries, forty seven sites were evaluated and compared to facility requirements for water and space. Site screening was conducted to identify the sites with the most potential for facility development. Alternative sites were selected for conceptual design of each facility type. A proposed program for adult holding facilities, final rearing/acclimation, and direct release facilities was developed.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. The present Cooperative Agreement provides for: (1) Commercialization planning and organizational development, (2) Completion of the pre-commercial DFC technology development, (3) Systems and plant design, (4) Manufacturing processes` scale-up to full-sized stack components and assemblies, (5) Upgrades to ERC`s test facility for full-sized stack testing, (6) Sub-scale testing of a DFC Stack and BOP fueled with landfill gas. This paper discusses the first item, that of preparing for commercialization. ERC`s formal commercialization program began in 1990 with the selection of the 2-MW Direct Fuel Cell power plant by the American Public Power Association (APPA) for promotion to the over 2000 municipal utilities comprising APPA`s segment of the utility sector. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

    Current and conductivity, temperature, and depth (CTD) measurements were made over the Oregon shelf near 43/sup 0/N between February 1981 and April 1984 as part of a large-scale west coast shelf experiment (SuperCODE). The data set includes a nearly continuous record of current velocity and temperature over the continental shelf off Coos Bay from May 1981 through January 1984, CTD sections off Coos Bay in January or February of each year from 1981 to 1984, and CTD sections off Newport (44.6/sup 0/N) in April 1983, and April 1984. The latter are compared with sections off Newport made during the previous two decades. Sea level from the Newport tide gage, daily sea surface temperature at Charleston (43.3/sup 0/N), the alongshore component of the wind stress at 45/sup 0/N and the large-scale North Pacific atmospheric pressure pattern provide a climatological perspective. The initial manifestation of El Nino off Oregon was in October 1982: anomalously high sea level, high coastal sea surface temperature, and increased poleward flow. These effects occurred within 1 month of the onset of El Nino off Peru and preceded any local (North Pacific) atmospheric effect by 2 to 3 months. The anomalous local meteorological conditions, which became manifest in December and January, greatly enhanced the initial effects and inserted their own signal. The first signals of El Nino probably arrived by an oceanic path, but there is no doubt they were subsequently reinforced by anomalous atmospheric conditions.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Oregon.

    Funding from Bonneville Power Administration was provided to the Oregon Department of Fish and Wildlife and the Clatsop County Economic Development Council`s Fisheries Project to identify and develop terminal fishing opportunities. The 1991 and 1992 brood fingerling coho from Oregon Department of Fish and Wildlife hatcheries were successfully reared during the winter period to smolt stage in Youngs Bay utilizing floating net pens. Based on coded-wire-tag recoveries during 1991--93 from 2-week net-pen acclimation releases, total accountability of coho adults averaged 40,540 fish, with the Youngs Bay commercial harvest accounting for 39%. With reduced ocean harvest impacts during 1994 and 1995, 92% of 51,640 coho in 1994 and 68% of 23,599 coho in 1995 (based on coded-wire-tag recoveries) were accounted for in the Youngs Bay commercial fishery for combined 2-week and overwinter acclimation net-pen releases. Overwinter net-pen acclimation coho accounted for 35,063 and 15,775 coho adults in 1994 and 1995 with 93% and 68% accountable in the Youngs Bay commercial harvest. Based on coded-wire-tag recoveries, less than 1% of the adults resulting from releases at Youngs Bay net pens strayed to hatcheries, while none were recovered on spawning ground surveys during 1991--95. The highest survival rates were observed for 1991 and 1992 brood overwinter coho released in early May. Time of release, not rearing strategy, appears to be the determining factor affecting survival in Youngs Bay.

    A coalition of the Oregon wildlife agencies and tribes (the Oregon Wildlife Mitigation Coalition) have forged a cooperative effort to promote wildlife mitigation from losses to Oregon wildlife resources associated with the four mainstream Columbia River and the eight Willamette River Basin hydroelectric projects. This coalition formed a Joint Advisory Committee, made up of technical representatives from all of the tribes and agencies, to develop this report. The goal was to create a list of potential mitigation opportunities by priority, and to attempt to determine the costs of mitigating the wildlife losses. The information and analysis was completed for all projects in Oregon, but was gathered separately for the Lower Columbia and Willamette Basin projects. The coalition developed a procedure to gather information on potential mitigation projects and opportunities. All tribes, agencies and interested parties were contacted in an attempt to evaluate all proposed or potential mitigation. A database was developed and minimum criteria were established for opportunities to be considered. These criteria included the location of the mitigation site within a defined area, as well as other criteria established by the Northwest Power Planning Council. Costs were established for general habitats within the mitigation area, based on estimates from certified appraisers. An analysis of the cost effectiveness of various types of mitigation projects was completed. Estimates of operation and maintenance costs were also developed. The report outlines strategies for gathering mitigation potentials, evaluating them, determining their costs, and attempting to move towards their implementation.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030.     The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project.     The Vya 2/sup 0/ quadrangle occupies the northwest corner of Nevada and portions of Oregon and California. It lies in the westernmost portion of the Basin and Range Province and contains Paleozoic through Holocene rocks. A surface reconnaissance was made of all geologic environments, including 19 uranium occurrences, thought to be favorable for uranium deposits. Geochemical, radiometric, and petrographic analyses were used in the evaluation and were supplemented by water analyses and geologic mapping. Areas and environments considered favorable for uranium deposits, in accord with National Uranium Resource Evaluation criteria, include: the McDermitt caldera in the northeast of the quadrangle, favorable for hydrothermal and strata-bound deposits; the Virgin Valley area in the northcentral part of the quadrangle, favorable for strata-bound deposits; the Bottle Creek area, southwest of the McDermitt caldera, favorable for volcanogenic deposits; and the Cottonwood Basin area, in the southwest of the quadrangle, which has uranium in volcaniclastic sediments and is similar to the Virgin Valley area.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

A team led by NREL conducted the assessment of the Anderson Readiness Center data centers March 18-20, 2014 as part of ongoing efforts to reduce energy use and incorporate renewable energy technologies where feasible. Although the data centers in this facility account for less than 5% of the total square footage, they are estimated to be responsible for 70% of the annual electricity consumption.

    Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented.     The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the

    This EA evaluates Ormat Nevada, Inc.’s (Ormat’s) proposed geothermal project consists of drilling up to 16 wells for geothermal exploration approximately 70 miles southeast of Bend, Oregon and 50 miles northwest of Burns, Oregon just south of U.S. Highway 20. The proposed project includes three distinct drilling areas. Up to three wells would be drilled on lands managed by the Bureau of Land Management (BLM) Prineville District (Mahogany), up to ten wells would be drilled on lands managed by the BLM Burns District (Midnight Point), and up to three wells would be drilled on private land located adjacent to the federal geothermal leases west of Glass Butte (Private Lands). DOE funding would be associated with three of the sixteen proposed wells. BLM is the lead agency and DOE is participating as a cooperating agency.

    Basin and Range and subduction-related processes may have combined to produce voluminous mafic volcanism and very high heat flow in the central Oregon High Cascades during the last 9 m.y. This high rate of volcanism and heat flow prevails south of the Clackamas River right lateral wrench fault zone. South of this zone the volume of mafic volcanic rocks less than 9 m.y. old increases abruptly and regional heat flow increases by at least 20 mW/m/sup 2/. A similar, but larger, increase in volcanism and heat flow characterizes the transition from the Blue Mountain block to the Basin and Range Province at the Brothers right lateral wrench fault zone. A significant amount of the 0 to 9 m.y.B.P. mafic volcanic rock in the Cascades is basalt, with one or all of the following attributes of contemporaneous basalts of the Brothers Fault Zone-Basin and Range province: (1) anomalously high alkali and iron content relative to normal calc-alkaline rocks; (2) diktytaxitic texture with titaniferous groundmass clinopyroxene. This suggests a common petrogenesis for these basalts, perhaps from partial melting related to Basin and Range spreading. Potential operation of two partial melting mechanisms in the Oregon High Cascades may cause a high rate of magmatic heat transferral from mantle regions relative to transferral in the Basin and Range. This means that the High Cascades probably has the highest geothermal potential of any province in Oregon, especially where intercepted by youthful faults. North-south faults which bound a large area of Pliocene to Pleistocene subsidence along the High Cascade axis are good exploration targets. Silicic volcanism at the Brothers Fault zone intersection makes this the best exploration target in Oregon.
