    Waste Technologies Industries (WTI; East Liverpool, Ohio) is trying to wing what it hopes will be its final battle in a 13-year, $160 million war with the government, and community and environmental groups. The company since 1980 has sought EPA approval to operate a hazardous waste incinerator in East Liverpool, Ohio. WTI late last year conducted a pre-test burn, or shakedown, during which the incinerator burned certain types of hazardous waste. The test demonstrates the incinerator's performance under normal operating conditions, Regulatory authorities, including EPA and the Ohio Environmental Protection Agency (OEPA), monitored activity during the shakedown, which was limited to 720 hours of operation. In accordance with RCRA requirements, the company in March conducted a trial burn to demonstrate that the incinerator meets permit standards. WTI's permit specifies three performance parameters the incinerator must meet -- particulate and hydrogen chloride emissions limits, and destruction removal efficiencies (DREs).

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings.     The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack

    The U.S. Environmental Protection Agency (EPA), Region 5, in accordance with the RE-Powering America's Land initiative, selected the Kolthoff Landfill site in Cleveland, Ohio, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually.   14. Capturing the emerging market for climate-friendly technologies: opportunities for Ohio

    This paper briefly describes the factors driving the growing demand for climate-friendly technologies, some of the key existing companies, organizations, and resources in Ohio, and the potential for Ohio to become a leading supplier of climate solutions. These solutions include a new generation of lower-emitting coal technologies, components for wind turbines, and the feedstocks and facilities to produce biofuels. Several public-private partnerships and initiatives have been established in Ohio. These efforts have encouraged the development of numerous federal- and state-funded projects and attracted major private investments in two increasingly strategic sectors of the Ohio economy: clean-coal technology and alternative energy technology, with a focus on fuel cells. Several major clean-coal projects have been recently initiated in Ohio. In April 2006, the Public Utilities Commission of Ohio approved American Electric Power's (AEP) plan to build a 600 MW clean-coal plant along the Ohio River in Meigs County. The plant will use Integrated Gasification Combined Cycle (IGCC) technology which makes it easier to capture carbon dioxide for sequestration. Three other potential coal gasification facilities are being considered in Ohio: a combination IGCC and synthetic natural gas plant in Allen County by Global Energy/Lima Energy; a coal-to-fuels facility in Lawrence County by Baard Energy, and a coal-to-fuels facility in Scioto County by CME North American Merchant Energy. The paper concludes with recommendations for how Ohio can capitalize on these emerging opportunities. These recommendations include focusing and coordinating state funding of climate technology programs, promoting the development of climate-related industry clusters, and exploring export opportunities to states and countries with existing carbon constraints.

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described. This rare strike suggested the need for increased protection and more voltage-transient suppressors were added to those already in place as a preventive measure in the event that such a phenomenon reoccurs.

    Water-resources data for the 1992 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 121 gaging stations, 336 wells, and 72 partial-record sites; and water levels at 312 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio. The result of this file research is a list of 997 dams contained herein that tabulates information on hydraulic head, stream flow, drainage area, and usage. This listing indicated that all but 137 of the 997 dams can be eliminated from consideration for Phase II research.     Paleozoic sediments of the central Appalachian lie upon a complexly deformed basement that continued to deform during the Paleozoic. In West Virginia basement is cut by an aulocogen known as the Rome trough. Seismic data reveal that the Rome Trough is an asymmetrical graben with a faulted eastern margin, and generally rotational western margin. Differential subsidence across the western margin decreases exponentially following the early Cambrian inception of the Trough. Displacement of the East Margin fault appears coupled to west-flank rotation. Minor inversion of Trough structure is also observed following the initial phase of rapid subsidence. Inversion influences local sedimentation patterns and results in minor structures that may influence hydrocarbon distribution. Regional seismic evaluation has been extended further west into Ohio to define regional scale subsidence history and local structural reactivation. Three seismic lines have been analyzed in Ohio that extend northwest from West Virginia to the Ohio COCORP line. Seismic expressions of the basement is marked by a relatively coherent reflection event. The basement faults in the distal part have similar offsets and therefore less influence on the sedimentary features. This analysis evaluates the structural affects of Coshocton zone, Cambridge Arch and Burning Spring anticline on the depositional history of Paleozoic sedimentation in Ohio.

    Although antinuclear campaigns seem to be effective, public communication and education efforts on low-level radioactive waste have mixed results. Attempts at public information programs on low-level radioactive waste still focus on influencing public opinion. A question then is: {open_quotes}Is it preferable to have a program focus on public education that will empower individuals to make informed decisions rather than trying to influence them in their decisions?{close_quotes} To address this question, a case study with both quantitative and qualitative data will be used. The Ohio Low-Level Radioactive Waste Education Program has a goal to provide people with information they want/need to make their own decisions. The program initiated its efforts by conducting a statewide survey to determine information needed by people and where they turned for that information. This presentation reports data from the survey and then explores the program development process in which programs were designed and presented using the information. Pre and post data from the programs reveal attitude and knowledge shifts.

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties. For the depleted counties, only estimated economic resources were required or possible with the data available. 24 refs., 9 figs., 3 tabs.

    This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report. It delves into three main areas: impacts on system operations, impacts on households, and observations about the sensitivity of load to price changes.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    Water-resources data for the 1991 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 131 gaging stations, 378 wells, and 74 partial-record sites; and water levels at 431 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    The disposal of flue gas desulfurization (FGD) by-products has become a major concern as issues of emission cleansing and landfill costs continue to rise. Laboratory tests conducted at the Ohio State University have shown that dry FGD by-products possess certain engineering properties that have proven desirable in a number of construction uses. As a follow on to the laboratory program, a field investigation into engineering uses of dry FGD wastes was initiated. In the present work, an FGD by-product was used to reconstruct the failed portion of a highway embankment. The construction process and the stability of the repaired embankment are examined.

    Several fundamental questions about multiple output firms and industrial structure are addressed. What factors might motivate multiproduct operations. Into what product lines is a firm likely to expand. What relationships emerge between multiple-product operations and firm costs. What are the likely impacts of multiproduct operations on firm prices. A framework relating firm motives, action, and performance is posited in which these questions are addressed, both in general and in the specific case of multiproduct energy firms. Next, the multiproduct characteristics of major energy producers are examined and provide a basis for empirical analysis of these firms. Potential motives for energy-firm diversification and the subsequent impact on performance of the firm are e investigated. Four potential motives are identified: technical economies, market power, financial economies, and government regulation and taxation. In order to examine the possibility that technical economies motivated petroleum-firm diversification, the theory of the multiproduct firm is drawn upon and extended empirically. The general conditions under which firm diversification for the attainment of financial economies are identified and are examined for petroleum-firm diversification into coal. Finally, several ways that government regulation or taxation may motivate petroleum-firm diversification are identified.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study (see Figure 1). In the federal fiscal year (IV) 1998 (October 1, 1997 through September 30, 1998), the total impact of DOEs local $1.6 billion budget was felt through payrolls of $519 million and local purchases of goods and services of $246 million. The total local spending of $765 million was down slightly from the FY 1997 total of $774 million. Taking into account the slightly greater multiplier effects of this spending due to changes in its mix, the DOE/RL budget sustained an estimated 36% of all local employment (31,200 out of 86,000 jobs) and up to 64% of local wage income ($1.55 billion out of $2.40 billion). This was up slightly from the year before (29,500 jobs, $1.49 billion income). DOE budget increases in FY 1999 are expected to result in a net increase of about 200 local DOE contractor jobs over the September 30, 1998 level, or about equal to the FY 1998 average. In addition, economic diversification more than offset the impact of the local DOE losses in FY 1998 and, together with an initial economic boost from privatization of Hanford's tank waste cleanup, is expected to play a significant expansive role in FY 1999

    This document is the Final Report of the Solar Energy System located at Troy-Miami County Public Library, Troy, Ohio. The completed system is composed of tree basic subsystems: the collector system consisting of 3264 square feet of Owens Illinois evacuated glass tube collectors; the storage system which includes a 5000-gallon insulated steel tank; and the distribution and control system which includes piping, pumping and control logic for the efficient and safe operation of the entire system. This solar heating system was installed in an existing facility and is, therefore, a retrofit system. This report includes extracts from the site files, specifications, drawings, installation, operation and maintenance instructions.

    The Department of Energy Portsmouth Paducah Project Office requested assistance from Department of Energy Office of Environmental Management (EM-22) to provide independent technical experts to evaluate past and ongoing remedial activities at the Portsmouth facility that were completed to address TCE contamination associated with the X-701B groundwater plume and to make recommendations for future efforts. The Independent Technical Review team was provided with a detailed and specific charter. The charter requested that the technical team first review the past and current activities completed for the X-701B groundwater remedy for trichloroethene (TCE) in accordance with a Decision Document that was issued by Ohio EPA on December 8, 2003 and a Work Plan that was approved by Ohio EPA on September 22, 2006. The remedy for X-701B divides the activities into four phases: Phase I - Initial Source Area Treatment, Phase II - Expanded Source Area Treatment, Phase III - Evaluation and Reporting, and Phase IV - Downgradient Remediation and Confirmation of Source Area Treatment. Phase I of the remedy was completed during FY2006, and DOE has now completed six oxidant injection events within Phase II. The Independent Technical Review team was asked to evaluate Phase II activities, including soil and groundwater results, and to determine whether or not the criteria that were defined in the Work Plan for the Phase II end point had been met. The following criteria are defined in the Work Plan as an acceptable Phase II end point: (1) Groundwater samples from the identified source area monitoring wells have concentrations below the Preliminary Remediation Goal (PRG) for TCE in groundwater, or (2) The remedy is no longer effective in removing TCE mass from the source area.     The purpose of this study was to quantitatively describe the various aspects of regional distribution patterns of forest islands and relate those patterns to other landscape features. Several maps showing the forest cover of various counties in Ohio were selected as representative examples of forest patterns to be quantified. Ten thousand hectare study areas (landscapes) were delineated on each map. A total of 15 landscapes representing a wide variety of forest island patterns was chosen. Data were converted into a series of continuous variables which contained information pertinent to the sizes, shape, numbers, and spacing of woodlots within a landscape. The continuous variables were used in a factor analysis to describe the variation among landscapes in terms of forest island pattern. The results showed that forest island patterns are related to topography and other environmental features correlated with topography.

    This research project was aimed at assessing the soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS). The experimental sites were characterized by distinct age chronosequences of RMS and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. Restoration of disturbed land is followed by the application of nutrients to the soil to promote the vegetation development. Reclamation is important both for preserving the environmental quality and increasing agronomic yields. Since reclamation treatments have significant influence on the rate of soil development, a study on subplots was designed with the objectives of assessing the potential of different biosolids on soil organic C (SOC) sequestration rate, soil development, and changes in soil physical and water transmission properties. All sites are owned and maintained by American Electric Power (AEP). These sites were reclaimed by two techniques: (1) with topsoil application, and (2) without topsoil application, and were under continuous grass or forest cover.

    In April 1990 Wright-Patterson Air Force Base (WPAFB) initiated an investigation to evaluate a potential CERCLA removal action to prevent, to the extent practicable, the migration of ground-water contamination in the Mad River Valley Aquifer within and across WPAFB boundaries. The action will be based on a Focused Feasibility Study with an Action Memorandum serving as a decision document that is subject to approval by the Ohio Environmental Protection Agency. The first phase (Phase 1) of this effort involves an investigation of ground-water contamination migrating across the southwest boundary of Area C and across Springfield Pike adjacent to Area B. Task 4 of Phase 1 is a field investigation to collect sufficient additional information to evaluate removal alternatives. The field investigation will provide information in the following specific areas of study: water-level data which will be used to permit calibration of the ground-water flow model to a unique time in history; and ground-water quality data which will be used to characterize the current chemical conditions of ground water.

    Sequencing cancer genomes may enable tailoring of therapeutics to the underlying biological abnormalities driving a particular patient's tumor. However, sequencing-based strategies rely heavily on representative sampling of tumors. To understand the subclonal structure of primary breast cancer, we applied whole-genome and targeted sequencing to multiple samples from each of 50 patients' tumors (303 samples in total). The extent of subclonal diversification varied among cases and followed spatial patterns. No strict temporal order was evident, with point mutations and rearrangements affecting the most common breast cancer genes, including PIK3CA, TP53, PTEN, BRCA2 and MYC, occurring early in some tumors and late in others. In 13 out of 50 cancers, potentially targetable mutations were subclonal. Landmarks of disease progression, such as resistance to chemotherapy and the acquisition of invasive or metastatic potential, arose within detectable subclones of antecedent lesions. These findings highlight the importance of including analyses of subclonal structure and tumor evolution in clinical trials of primary breast cancer.

The report contains a profile of low-level radioactive waste generators in Ohio. The profile is the result of a survey of NRC licensees in Ohio. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources.     hydrologic regime because of the proximity of construction, possibly resulting in a decreased frequency or duration of inundation or soil saturation, and potential loss of hydrology necessary to sustain wetland conditions. Construction at Locations B or C would not result in direct impacts to wetlands. However, the hydrologic characteristics of nearby wetlands could be indirectly affected by adjacent construction. Executive Order 11990, ''Protection of Wetlands'', requires federal agencies to minimize the destruction, loss, or degradation of wetlands, and to preserve and enhance the natural and beneficial uses of wetlands. DOE regulations for implementing Executive Order 11990 are set forth in 10 CFR Part 1022. The impacts at Location A may potentially be avoided by an alternative routing of the entrance road, or mitigation may be developed in coordination with the appropriate regulatory agencies. Unavoidable impacts to wetlands that are within the jurisdiction of the USACE may require a CWA Section 404 Permit, which would trigger the requirement for a CWA Section 401 Water Quality Certification from the State of Ohio. Unavoidable impacts to isolated wetlands may require an Isolated Wetlands Permit from the Ohio Environmental Protection Agency. A mitigation plan may be required prior to the initiation of construction. Cumulative impacts to wetlands are anticipated to be negligible to minor for the proposed action, in conjunction with the effects of existing conditions and other activities. Habitat disturbance would involve settings commonly found in this part of Ohio, which in many cases involve previously disturbed habitats.

    As part of the Department of Energy's (DOE) initiation on developing new technologies for storage of carbon dioxide in geologic reservoir, Battelle has been awarded a project to investigate the feasibility of CO{sub 2} sequestration in the deep saline reservoirs in the Ohio River Valley region. This project is the Phase III of Battelle's work under the Novel Concepts in Greenhouse Gas Management grant. The main objective of the project is to demonstrate that CO{sub 2} sequestration in deep formations is feasible from engineering and economic perspectives, as well as being an inherently safe practice and one that will be acceptable to the public. In addition, the project is designed to evaluate the geology of deep formations in the Ohio River Valley region in general and in the vicinity of AEP's Mountaineer Power Plant in particular, in order to determine their potential use for conducting a long-term test of CO{sub 2} disposal in deep saline formations and potentially in nearby deep coal seams. The current technical progress report summarizes activities completed for the January through March 2005 period of the project. As discussed in the report, the technical activities focused on development of injection well design, preparing a Class V Underground Injection Control permit, assessment of monitoring technologies, analysis of coal samples for testing the capture system by Mitsubishi Heavy Industry, and presentation of project progress at several venues. In addition, related work has progressed on a collaborative risk assessment project with Japan research institute CREIPI and technical application for the Midwest Regional Carbon Sequestration Partnership.

    The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Master's program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU and the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Master's Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Master's Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. Because of this development, enrollment at WSU has increased from 4 students to 23. Secondly, the grant has helped to support student research aimed in the renewable and clean energy program.   20. Carbon Sequestration in Reclaimed Mined Soils of Ohio

    Assessment of soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS) is important for preserving environmental quality and increasing agronomic yields. The mechanism of physical SOC sequestration is achieved by encapsulation of SOC in spaces within macro and microaggregates. The experimental sites, owned and maintained by American Electrical Power, were characterized by distinct age chronosequences of reclaimed minesoils and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. These sites were reclaimed both with and without topsoil application, and were under continuous grass or forest cover. In this report results are presented from the sites reclaimed in 1994 (R94-F), in 1987 (R87-G), in 1982 (R82-F), in 1978 (R78-G), in 1969 (R69-F), in1956 (R56-G), and from the unmined control (UMS-G). Three sites are under continuous grass cover and three under forest cover since reclamation. The samples were air dried and fractionated using a wet sieving technique into macro (> 2.0 mm), meso (0.25-2.0 mm) and microaggregates (0.053-0.25 mm). The soil C and N concentrations were determined by the dry combustion method on these aggregate fractions. Soil C and N concentrations were higher at the forest sites compared to the grass sites in each aggregate fraction for both depths. Statistical analyses indicated that the number of random samples taken was probably not sufficient to properly consider distribution of SOC and TN concentrations in aggregate size fractions for both depths at each site. Erosional effects on SOC and TN concentrations were, however, small. With increasing time since reclamation, SOC and total nitrogen (TN) concentrations also increased. The higher C and N concentrations in each aggregate size fraction in older than the newly reclaimed sites demonstrated the C sink capacity of newer sites.
