  1. Offshore refrigerated LPG loading/unloading terminal using a CALM buoy

    In existing Liquefied Petroleum Gases terminals, the transfer of liquefied gases to the tanker is performed via articulated loading arms or flexible hoses, working under quasistatic conditions. The tanker has to be firmly moored alongside a jetty or a process barge in a protected area (such as a harbour in most cases). This paper gives the main results of the development of an offshore refrigerated LPG (-48/sup 0/C) loading/unloading system, using a CALM buoy and LPG floating hoses working under dynamic conditions. The aim of this new concept is to replace the standard harbour structure for loading/unloading refrigerated LPG and to provide a considerable reduction in investments and a greater flexibility regarding the terminal location. The main components of that terminal have been designed so as to enable the loading of a 75 000 cubic meter LPG carrier in 15 hours. The results of static and dynamic low temperature tests on a LPG swivel joint for CALM buoy and LPG floating hoses show that such a SPM terminal is now a realistic solution.

  4. The economic impact of proposed regulations on the discharge of drilling muds and cuttings from the offshore facilities on US undiscovered crude oil reserves

    This paper presents the results of an assessment of the potential economic impact of proposed regulations. on the discharge of drilling fluids (muds) and cuttings on US offshore undiscovered crude oil resources. These regulations include proposed Best Available Technology economically achievable (BAT) and New Source Performance Standards (NSPS) effluent limitations under the Clean Water Act governing the discharge of drilling fluids and drill cuttings from offshore oil and gas drilling operations. The impact of the proposed RAT/NSPS regulations for the drilling fluids and drill cuttings disposal on the cost of funding, developing, and producing Lower-48 offshore undiscovered crude oil resources will depend significantly on operators perceptions on the chances of failing toxicity or static sheen tests. If operators, in economically justifying their projects, assume that the fluids fail one of these tests, thereby prohibiting them from being discharged, up to 11% of the economically recoverable offshore resource would be considered uneconomic to produce. This would amount to 845 million barrels of oil at an oil price around $25 per barrel. On the other hand, if operators are willing co take their chances and see if their fluids fail one of these tests, then, based on EPA`s assumptions concerning forecast fluid use and static sheen and toxicity test failure rates, up to 4% of the offshore undiscovered resource would be impacted, amounting to lost reserves of up to 270 million barrels.

    Differentiating erythroblasts execute a dynamic alternative splicing program shown here to include extensive and diverse intron retention (IR) events. Cluster analysis revealed hundreds of developmentallydynamic introns that exhibit increased IR in mature erythroblasts, and are enriched in functions related to RNA processing such as SF3B1 spliceosomal factor. Distinct, developmentally-stable IR clusters are enriched in metal-ion binding functions and include mitoferrin genes SLC25A37 and SLC25A28 that are critical for iron homeostasis. Some IR transcripts are abundant, e.g. comprising ~50% of highly-expressed SLC25A37 and SF3B1 transcripts in late erythroblasts, and thereby limiting functional mRNA levels. IR transcripts tested were predominantly nuclearlocalized. Splicemore » site strength correlated with IR among stable but not dynamic intron clusters, indicating distinct regulation of dynamically-increased IR in late erythroblasts. Retained introns were preferentially associated with alternative exons with premature termination codons (PTCs). High IR was observed in disease-causing genes including SF3B1 and the RNA binding protein FUS. Comparative studies demonstrated that the intron retention program in erythroblasts shares features with other tissues but ultimately is unique to erythropoiesis. Finally, we conclude that IR is a multi-dimensional set of processes that post-transcriptionally regulate diverse gene groups during normal erythropoiesis, misregulation of which could be responsible for human disease.« less

    This paper reports on the largest Taiwan single-point mooring (SPM) terminal. Chinese Petroleum Corp. (CPC) last year installed and commissioned Taiwan's SPM terminal. This, the third of four planned SPM terminals, is unloading 100,000-300,000 dwt crude-oil tankers 5 miles offshore Kaohsiung, Taiwan, on the southwest coast of the Republic of China. Construction on the fourth SPM terminal, for unloading naphtha and diesel gas oil from 20,000 -100,000 dwt tankers, began late last year. The third terminal consists of a catenary anchor leg mooring (CALM) system, a 56-in, (1,422 mm) OD crude-oil pipeline and a 16-in. (406 mm) OD fuel-oil pipeline. The subsea pipelines extend from the CALM installed in a water depth of 118 ft to an existing shore tank farm tie-in valve station.

    Mobil Technology Company and Mobil Shipping and Transportation Company have jointly developed a new combination of existing proven equipment to regasify LNG. Advantages of this Shipboard Regasification Terminal (SRT) include accelerated initial gas delivery schedule, low capital cost, delivery of smaller quantities of LNG at a competitive price and shorter term of LNG purchase and improved financing options. These advantages benefit both the supplier of LNG and the purchaser. SRT can be used as an interim supply to developing markets allowing the demand to grow while developing downstream infrastructure. This concept does not involve offshore transfer of cryogenic fluids while delivering near-ambient temperature pipeline quality gas at typical pipeline pressures. During times when gas is not required, the SRT ship can easily be returned to the trade of transporting and delivering LNG to conventional land based terminals. This paper will discuss the merits of Shipboard Regasification Terminals in general, cover the development of this concept and review the factors guiding the use of SRT vs. an onshore terminal.

The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

The combination of the deck and tower have a net negative buoyancy and are free from guyline support; and means for applying a vertical couple to the tower in response to pivoting of the tower. The couple is applied at a position on the tower intermediate the tower base and the bottom of the wave zone of the ocean environment in which the tower is situated. The vertical couple tends to resist sway of the tower away from the vertical.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    Two IRS designations determine the taxation status for non-U.S. projects. For developers, understanding these designations is an important business concern. A PFIC (passive foreign investment company) is something to avoid. A CFC (controlled foreign corporation) may be good or bad, depending on the circumstances. These are lables that the US tax authorities put on certain foreign corporations. Anyone working on projects in other countries should be able to recognize them, not only because they may defeat his objective of keeping money offshore, but also because there are additional consequences from operating through a foreign corporation that the Internal Revenue Service (IRS) has labeled a PFIC or CFC. Return on investment may be lower than expected, and the developer may need to be more careful than otherwise not to pledge the stock of the foreign corporation as security for borrowing by the parent company in the United States or take other actions that might be viewed as putting income or assets of the foreign corporation to use here.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    Petroleum products terminals, used in conjunction with transportation operations to accomplish the flow of products from their source in refineries down to the consumers, are relatively simple facilities comprising product storage, the means for connecting storage to transportation operations, and other operations to support those functions. Although wastewater generation at terminals is relatively minor, increasingly strict regulation of wastewater from even minor sources is making it more critical that terminal wastewater handling, treatment, and disposal be understood and optimized to ensure that effective wastewater treatment is accomplished at reasonable cost. Anticipating the increased demands on terminal wastewater handling, the API Marketing Terminal Effluent Task Force has sponsored a number of studies to characterize wastewater at terminals and to develop practical means for treating the water. In addition, the Task Force sponsored Texaco`s writing of the report on which this paper is based, API 4602, Minimization, Handling, Treatment, and Disposal of Petroleum Products Terminal Wastewaters. This paper highlights some of the key recommendations in the report, which are: (1) begin characterizing the terminal`s tank bottoms water flow and quality as soon as possible; (2) determine the optimum wastewater disposal option; (3) for most situations, segregate stormwater from contaminated water; (4) if wastewater is treated, use a collection tank to equalize the flow and concentration of tank bottoms water; (5) if wastewater is hauled off to a disposal company, consider removing benzene first; and (6) minimize the use of detergents in the terminal.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

    The design and construction of the Statfjord ''C'' drilling/production platform in the North Sea is a good example of the demands a megaproject like this can put on instrumentation activities. The huge platform is in production in the Norwegian sector of the North Sea. It is a result of modern construction techniques. Such techniques emphasize the fabrication of large modular subassemblies limited in size only by the ability to transport or lift them into position. These modules are constructed as complete as possible before being assembled and interconnected to become an integrated whole. The instrumentation distributed throughout the modules must eventually be operated and maintained as systems. Therefore, these systems should have the same types of hardware and be installed in a uniform way. This article describes the coordination of instrumentation activities required to achieve this objective in an offshore platform project that consisted of some 30 modules built at 11 construction sites in 4 countries.

    Disclosed is a termination that connects high temperature superconducting (HTS) cable immersed in pressurized liquid nitrogen to high voltage and neutral (shield) external bushings at ambient temperature and pressure. The termination consists of a splice between the HTS power (inner) and shield (outer) conductors and concentric copper pipes which are the conductors in the termination. There is also a transition from the dielectric tape insulator used in the HTS cable to the insulators used between and around the copper pipe conductors in the termination. At the warm end of the termination the copper pipes are connected via copper braided straps to the conventional warm external bushings which have low thermal stresses. This termination allows for a natural temperature gradient in the copper pipe conductors inside the termination which enables the controlled flashing of the pressurized liquid coolant (nitrogen) to the gaseous state. Thus the entire termination is near the coolant supply pressure and the high voltage and shield cold bushings, a highly stressed component used in most HTS cables, are eliminated. A sliding seal allows for cable contraction as it is cooled from room temperature to 72-82 K. Seals, static vacuum, and multi-layer superinsulation minimize radial heat leak to the environment.

    An innovative concept for refrigerated LPG offshore loading has been developed by TOTAL and Enterprise D'Equipments Mecaniques at Hydrauliques. Known as CHAGAL, the system integrates with the catenary anchor leg mooring offshore loading system commonly used for crude oil. CHAGAL provides a suitable answer to short-term development schemes of LPG trade. It can be adapted for possible extrapolation to cryogenic temperatures of LNG and it opens a new way to the development of offshore liquefaction projects for which the offloading of production is still an unsolved key problem.

    This paper describes a study of various termination constructions for medium voltage cross-linked polyethylene (XLPE) cables. A special device was used for electrical field measurements around the cable termination which made it possible to monitor how stress relief materials with different permittivity and placement of isolated or grounded embedded electrodes (EE) affected electrical stress grading. The results of measurements for each configuration were examined by mathematical modeling based on the finite element method (FEM). Finally, the selected constructions of cable termination have passed severe test conditions with load cycling.

    Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982.     A multipoint conventional buoy mooring, often called a Mediterranean moor, provides a low-cost solution for loading tankers from the new onshore Isla de Bioko terminal in Equatorial Guinea, West Africa. This paper reports on this mooring method which is a basic no frills terminal system, suitable for protected areas with moderate sea conditions. The system will be used for transporting condensate produced in the offshore Alba field. Walter International, a Houston-based independent producer, together with its partners, is developing this gas condensate field in about 250 ft of water, some 18 miles off the coast. The high gravity, 47-48{degrees} API, Alba field gas condensate is piped to a shore-based tank farm for processing and storage.

    A solution of the well response to a prematurely terminated slug test (PTST) is presented. The advantages of a PTST over conventional slug tests are discussed. A systematized procedure of a PTST is proposed, where a slug test is terminated in the midpoint of the flow point, and the subsequent shut-in data is recorded and analyzed. This method requires a downhole shut-in device and a pressure transducer, which is no more than the conventional deep-well slug testing. As opposed to slug tests, which are ineffective when a skin is present, more accurate estimate of formation permeability can be made using a PTST. Premature termination also shortens the test duration considerably. Because in most cases no more information is gained by completing a slug test to the end, the author recommends that conventional slug tests be replaced by the premature termination technique. This study is part of an investigation of the feasibility of geologic isolation of nuclear wastes being carried out by the US Department of Energy and the National Cooperative for the Storage of Radioactive Waste of Switzerland.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. The lower ceramic washer acts like a piston to compress the sealant when the nut on the central post is tightened. The Belleville washers serve to maintain a minimum tension on the central post. A top ceramic washer is held in place by the tension in the central bolt as long as the tension exceeds a minimum value.

    One of the greatest needs in offshore geotechnical engineering is for large scale test measurements on which to calibrate design procedures. The geotechnical centrifuge offers at least a partial remedy. Because it allows one to properly simulate stresses, it is a legitimate, relatively inexpensive option to full scale field testing. As such it is a valuable technique and can be an excellent complement to laboratory tests, 1-g model tests and numerical analyses. However, it has not been widely used by industry even though the capability has existed for almost thirty years. This paper argues that this technology should gain acceptance beyond the research community. The paper presents an overview of centrifuge principles, philosophies of use, and limitations of the technique. For illustration, several actual applications of centrifuge testing for complex offshore problems are described. Results are shown to provide important insights into prototype behavior and to agree well with full scale measurements where these are available.

  4. A Focus on Offshore Safety: Recent Reports by The Marine Board of the National Research Council

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities.     Seismic stresses in the offshore Guyed Tower assumes importance because of its flexural modes having smaller periods (in the range of 1 to 3 sec), which may attract considerable seismic forces. Since the displacement of the offshore Guyed Tower is generally guided by the rigid body mode corresponding to the fundamental period which lies between 20 to 40 sec., seismic excitation is relatively unimportant in relation to the towers` overall displacement behavior. The response of offshore Guyed Tower to ransom ground motion (E1 Centro earthquake, 1940) is investigated. The guyed tower is modeled as a uniform shear beam with a rotational spring at the base of the tower. The guylines are represented by a linearized spring whose force-excursion relationship is derived from a separate static analysis of the guylines. The dynamic equation of motion duly takes into account the pressure-drag effect produced due to fluid-structure interaction. The response is obtained in tim- domain using Newmark`s {beta} Time Integration Scheme.

    The potential operational impact of deploying 54 GW of offshore wind in the United States was examined. The capacity was not evenly distributed; instead, it was concentrated in regions with better wind quality and close to load centers (Table 1). A statistical analysis of offshore wind power time series was used to assess the effect on the power system. The behavior of offshore wind resembled that of onshore wind, despite the former presenting higher capacity factors, more consistent power output across seasons, and higher variability levels. Thus, methods developed to manage onshore wind variability can be extended and applied to offshore wind.

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

    During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

    This publication is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.

    The junction of the American and Caribbean plates in Belize has created a complex structural setting for oil and gas exploration. Recent seismic offshore Belize has been used to identify three structural provinces, from west to east: a shallow thrust zone, a narrow upthrown wrench faulted zone and a deeper extensional basin, named the Gladden Pull-Apart Basin. Hydrocarbon leakage from recent fault movement appears to have depleted the shallow structures to the west, but the pull-apart basin has a thick sequence of low-frequency clay-dominated sealing rocks with the potential to preserve hydrocarbon accumulations in Cretaceous carbonate banks. These buried carbonate are of the same age and depositional environment of Mexico's Golden Lane/Tabasco Reforma carbonate banks which are world class giant fields. The Belize and Mexican carbonate banks are within the same Cretaceous depositional basin, the Peten Basin. Seismic interpretations in offshore Belize have been integrated with gravity and magnetic surveys. This provides additional support for the deep extensional basin. The location of the thick Cretaceous carbonate banks is better interpreted with the integration of these three geophysical tools. Airborne geochemical surveys were used to detect the presence of oil seeps on the east and west basin margins.

    Statoil, the Norwegian state oil company, and Marine Consulting Group (MCG), with support from Norwegian research institutes, are jointly developing a new offshore shuttle tanker loading concept called the Submerged Turret Loading (STL) system. The STL comprises a spread-moored buoy and export line riser configured such that, when not in use, the buoy remains submerged. For shuttle tanker loading, the vessel moves over the buoy and pulls it into a compartment in the bottom of its hull. Mooring loads are then transferred into the vessel's hull; and the export riser is connected to the shuttle's tankage within the chamber, below waterline. Principal features of the innovative new system that allows operations in seastates well beyond present-system limits, increases safety and reduces pollution potential are outlined here.

    The results are presented of experimental research conducted during the past 3 year with the objective of understanding ductile fracture propagation in the offshore environment. Experiments have been conducted to examine decompression phenomenon inside the carrier pipe when the exhausting gas is in a simulated deep-water environment. Ductile fracture experiments of 12-inch pipe in a simulated deep offshore environment also have been examined. The most current research is designed to examine the pressure waves in the water surrounding the pipeline that are caused by the sudden release of gas from a rupture and the resulting lower differential pressure across the pipe wall thickness. The research to date suggests that long running ductile fracture propagation in an offshore pipline is less probable than in an onshore pipeline. Future research is planned with a full-scale experiment in a water-filled quarry and in the real offshore environment.

    In this report we describe the development of the Environmental Risk Evaluation System (ERES), a risk-informed analytical process for estimating the environmental risks associated with the construction and operation of offshore wind energy generation projects. The development of ERES for offshore wind is closely allied to a concurrent process undertaken to examine environmental effects of marine and hydrokinetic (MHK) energy generation, although specific risk-relevant attributes will differ between the MHK and offshore wind domains. During FY10, a conceptual design of ERES for offshore wind will be developed. The offshore wind ERES mockup described in this report will provide a preview of the functionality of a fully developed risk evaluation system that will use risk assessment techniques to determine priority stressors on aquatic organisms and environments from specific technology aspects, identify key uncertainties underlying high-risk issues, compile a wide-range of data types in an innovative and flexible data organizing scheme, and inform planning and decision processes with a transparent and technically robust decision-support tool. A fully functional version of ERES for offshore wind will be developed in a subsequent phase of the project.

  4. Gas lift systems make ideal offshore workers

    With a low initial installation cost and small footprint, gas lift systems are well suited for offshore installations where compressed gas is usually already available. These systems are used on multiple and slimhole completions and handle sandy conditions well. They are also used to kick off wells that will flow naturally once the heavier completion fluids leave the production string. Gas lift itself is a mature workaday technology. Measurement and control of gas flow is an area of intense development in gas lift technology. One new control method involves production of multiple completions through a single wellbore. Typically, gas lift valves are opened and closed through tubing pressure. But downhole measurement technology does not yet yield information good enough for stable gas lift control of multiple completions. Gas lift is proving to be a useful AL technique in conjunction with electric submersible pumps (ESP). Located above the ESP pump, the gas lift can reduce the head and allow greater flow. This is helpful when small casing restricts the size of the downhole ESP pump. Wells can usually be produced by the gas lift alone in case of ESP failure, or by replacing the ESP where schedules, high repair costs or low prices rule out repair.

Nevertheless, it is necessary to design structures to accommodate heat loads in order to meet safety requirements or functional specification. Elf, along with several operators and organizations, have sponsored a research project on this topic. The project, managed by SINTEF NBL (Norwegian Fire Research Laboratory), has delivered an integrated fire analysis software package which can be used to address design-to-fire-related issues in various contexts. The core modules of the integrated package are robust, well validated analysis tools. This paper describes some benefits (technical or cost related) of using an integrated approach to assess the response of a structure to thermal loads. Three examples are described: consequence of an accidental scenario on the living quarters in an offshore complex, necessity for the reinforcement of a flareboom following a change in process, evaluation of the amount of insulation needed for a topside process primary structure. The paper focuses on the importance for the operator to have a practical tool which can lead to substantial cost saving while reducing the uncertainty linked to safety issues.

    No matter the source, offshore wind energy plant cost estimates are significantly higher than for land-based projects. For instance, a National Renewable Energy Laboratory (NREL) review on the 2010 cost of wind energy found baseline cost estimates for onshore wind energy systems to be 71 dollars per megawatt-hour ($/MWh), versus 225 $/MWh for offshore systems. There are many ways that innovation can be used to reduce the high costs of offshore wind energy. However, the use of such innovation impacts the cost of energy because of the highly coupled nature of the system. For example, the deployment of multimegawatt turbines can reduce the number of turbines, thereby reducing the operation and maintenance (O&M) costs associated with vessel acquisition and use. On the other hand, larger turbines may require more specialized vessels and infrastructure to perform the same operations, which could result in higher costs. To better understand the full impact of a design decision on offshore wind energy system performance and cost, a system analysis approach is needed. In 2011-2012, NREL began development of a wind energy systems engineering software tool to support offshore wind energy system analysis. The tool combines engineering and cost models to represent an entire offshore wind energy plant and to perform system cost sensitivity analysis and optimization. Initial results were collected by applying the tool to conduct a sensitivity analysis on a baseline offshore wind energy system using 5-MW and 6-MW NREL reference turbines. Results included information on rotor diameter, hub height, power rating, and maximum allowable tip speeds.

    An apparatus is presented for use in a reactor of the heterogeneous, fluid cooled type for the purpose of quickly terminating the reaction, the coolant being circulated through coolant tubes extending through the reactor core. Several of the tubes in the critical region are connected through valves to a tank containing a poisoning fluid having a high neutron capture crosssection and to a reservoir. When it is desired to quickly terminate the reaction, the valves are operated to permit the flow of the poisoning fluid through these particular tubes and into the reservoir while normal coolant is being circulated through the remaining tubes. The apparatus is designed to prevent contamination of the primary coolant by the poisoning fluid.

    Volume 2: Improved Sensor and Control Designs Many residential clothes dryers on the market today provide automatic cycles that are intended to stop when the clothes are dry, as determined by the final remaining moisture content (RMC). However, testing of automatic termination cycles has shown that many dryers are susceptible to over-drying of loads, leading to excess energy consumption. In particular, tests performed using the DOE Test Procedure in Appendix D2 of 10 CFR 430 subpart B have shown that as much as 62% of the energy used in a cycle may be from over-drying. Volume 1 of this report shows an average of 20% excess energy from over-drying when running automatic cycles with various load compositions and dryer settings. Consequently, improving automatic termination sensors and algorithms has the potential for substantial energy savings in the U.S.

    The offshore renewable energy industry requires accurate meteorological and oceanographic (“metocean”) data for evaluating the energy potential, economic viability, and engineering requirements of offshore renewable energy projects. It is generally recognized that currently available metocean data, instrumentation, and models are not adequate to meet all of the stakeholder needs on a national scale. Conducting wind and wave resource assessments and establishing load design conditions requires both interagency collaboration as well as valuable input from experts in industry and academia. Under the Department of Energy and Department of Interior Memorandum of Understanding, the Resource Assessment and Design Condition initiative supports collaborative national efforts by adding to core atmospheric and marine science knowledge relevant to offshore energy development. Such efforts include a more thorough understanding and data collection of key metocean phenomena such as wind velocity and shear; low-level jets; ocean, tidal, and current velocities; wave characteristics; geotechnical data relating to surface and subsurface characteristics; seasonal and diurnal variations; and the interaction among these conditions. Figure 1 presents a graphical representation of some metocean phenomena that can impact offshore energy systems. This document outlines the metocean observations currently available; those that are not available; and those that require additional temporal-spatial coverage, resolution, or processing for offshore energy in an effort to gather agreed-upon, needed observations.

    This fact sheet describes the offshore renewable energy R&D efforts at NREL's NWTC. As the United States increases its efforts to tap the domestic energy sources needed to diversify its energy portfolio and secure its energy supply, more attention is being focused on the rich renewable resources located offshore. Offshore renewable energy sources include offshore wind, waves, tidal currents, ocean and river currents, and ocean thermal gradients. According to a report published by the National Renewable Energy Laboratory (NREL) in 2010,1 U.S. offshore wind resources have a gross potential generating capacity four times greater than the nation's present electric capacity, and the Electric Power Research Institute estimates that the nation's ocean energy resources could ultimately supply at least 10% of its electric supply. For more than 30 years, NREL has advanced the science of renewable energy while building the capabilities to guide rapid deployment of commercial applications. Since 1993, NREL's National Wind Technology Center (NWTC) has been the nation's premier wind energy research facility, specializing in the advancement of wind technologies that range in size from a kilowatt to several megawatts. For more than 8 years, the NWTC has been an international leader in the field of offshore floating wind system analysis. Today, researchers at the NWTC are taking their decades of experience and extensive capabilities and applying them to help industry develop cost-effective hydrokinetic systems that convert the kinetic energy in water to provide power for our nation's heavily populated coastal regions. The center's capabilities and experience cover a wide spectrum of wind and water energy engineering disciplines, including atmospheric and ocean fluid mechanics, aerodynamics; aeroacoustics, hydrodynamics, structural dynamics, control systems, electrical systems, and testing.

  5. Review of technology for Arctic offshore oil and gas recovery

    The technical background briefing report is the first step in the preparation of a plan for engineering research oriented toward Arctic offshore oil and gas recovery. A five-year leasing schedule for the ice-prone waters of the Arctic offshore is presented, which also shows the projected dates of the lease sale for each area. The estimated peak production rates for these areas are given. There is considerable uncertainty for all these production estimates, since no exploratory drilling has yet taken place. A flow chart is presented which relates the special Arctic factors, such as ice and permafrost, to the normal petroleum production sequence. Some highlights from the chart and from the technical review are: (1) in many Arctic offshore locations the movement of sea ice causes major lateral forces on offshore structures, which are much greater than wave forces; (2) spray ice buildup on structures, ships and aircraft will be considerable, and must be prevented or accommodated with special designs; (3) the time available for summer exploratory drilling, and for deployment of permanent production structures, is limited by the return of the pack ice. This time may be extended by ice-breaking vessels in some cases; (4) during production, icebreaking workboats will service the offshore platforms in most areas throughout the year; (5) transportation of petroleum by icebreaking tankers from offshore tanker loading points is a highly probable situation, except in the Alaskan Beaufort; and (6) Arctic pipelines must contend with permafrost, making instrumentation necessary to detect subtle changes of the pipe before rupture occurs.

    Pipeline systems in which conventional pigs cannot be run are common in such complex offshore installations as are found in Brazil`s Campos basin. These systems may contain changing pipe diameters or wet christmas trees and manifolds. A new concept for using low cost, low-density foam pigs for both liquid removal in wet-gas pipelines and paraffin removal in oil and multiphase pipelines has been successfully tested offshore Brazil.   16. A critique of the performance of EIA within the offshore oil and gas sector

    The oil and gas sector is a key driver of the offshore economy. Yet, it is also associated with a number of unwanted environmental impacts which potentially threaten the long term economic and environmental viability of marine ecosystems. Environmental Impact Assessment (EIA) can potentially make a significant contribution to the identification and management of adverse impacts through the promotion of evidence based decision making. However, the extent to which EIA has been embraced by key stakeholders is poorly understood. On this basis, this paper provides an initial evaluation of EIA performance within the oil and gas sector. The methodology adopted for the paper consisted of the structured review of 35 Environmental Statements (ESs) along with interviews with regulators, operators, consultants and advisory bodies. The findings reveal a mixed picture of EIA performance with a significant number of ESs falling short of satisfactory quality and a tendency for the process to be driven by compliance rather than best practice. -- Highlights: • Concerns identified relating to impacts of offshore oil and gas industry. • Research assesses performance of EIA in addressing impacts. • Findings highlight weak quality standards and procedural deficiencies. • Institutional reforms identified in order to improve practice.

    For all major rulemaking actions, Executive Order 12291 requires a Regulatory Impact Analysis (RIA), in which benefits of the regulation are compared to costs imposed by the regulation. The report presents the Environmental Protection Agency's (EPA, or the Agency) RIA of the final rule on the effluent limitations guidelines for the Offshore Subcategory of the Oil and Gas Extraction Industry. The principal requirement of the Executive Order is that the Agency perform an analysis comparing the benefits of the regulation to the costs that the regulation imposes.
