In FY 2008, Southwestern delivered over 7.3 billion kilowatt-hours of energy to its wholesale customers – nearly 31% more than average due to numerous record rainfall amounts in the southwest region. These record amounts produced revenues which exceeded the average annual revenue requirement by nearly $20 million and resulted in over $200 million in economic benefits to the region. Yet even as Southwestern exceeded its goals of marketing and delivering Federal hydroelectric power to our customers, we stayed focused on safety, security, and reliability. For example, we maintained our nearly 1,400 miles of high-voltage transmission lines, substations, and communications sites while achieving a Recordable Accident Frequency Rate of 0.0, a record that reflects Southwestern’s safety achievement of no recordable injuries for every 200,000 hours worked. We kept our rights-of-way secure from vegetation and other obstacles, work that not only supports our mission but also promotes reliability of the regional and National grid. We exceeded all North American Electric Reliability Corporation (NERC) Control Performance Standards (CPS- 1 and CPS-2), and maintained regulation and reserve obligations and reactive reserve margins to ensure the reliability of the bulk electric system, even during extended periods of restricted hydro operations due to unusually high project inflows. Finally, we continued our partnerships with the Department of Energy, the U.S. Army Corps of Engineers, our customers, and other Federal power stakeholders, partnerships that are vital to our continued success in marketing and delivering carbon-free, renewable, and domestically produced energy to our customers and to the Nation.     “Renewable energy” isn’t just a catchphrase at Southwestern Power Administration (Southwestern). It describes the hydroelectric energy we market, and the energy that Southwestern’s employees bring to work every day, constantly challenging themselves to become more eff ective and effi cient in providing aff ordable, environmentally clean power to the American people. As Southwestern’s new Administrator, I have had the opportunity to view our operations from a fresh perspective, and I’m proud to share with you how a focus on continual improvement has been evident in accomplishments throughout the agency during fi scal year (FY) 2007. When the North American Electric Reliability Corporation (NERC) implemented new reliability standards, we met applicable implementation dates and exceeded NERC’s control performance standards throughout the year. When tasked with reducing the agency’s carbon footprint, we found ways to achieve an 8.7% reduction in energy intensity from last year without impacting our operational capabilities. And when faced with record-breaking infl ows into the reservoir projects from which we market power, we capitalized on the opportunity to provide customers with signifi cant quantities of supplemental energy. Our supplemental sales this year not only saved customers over $122 million, but increased Southwestern’s revenues -- a huge win-win for Southwestern’s ratepayers and the Nation’s taxpayers alike. Southwestern is proud of its role in protecting National and economic security by contributing to the diverse supply of domestically produced energy, operating and maintaining a safe and reliable transmission system, and ensuring good stewardship of our Nation’s water resources and environment. In FY 2007, Southwestern continued to repay all power costs to the American taxpayers by marketing and delivering approximately 5.6 billion kilowatthours of hydropower at cost-based rates to customers in our six-state region.     Southwestern Power Administration’s Annual Site Environmental Report (ASER) serves as the chief reporting mechanism for site environmental performance information within the Department of Energy and as a valuable resource for shared and collaborative environmental protection and performance information to Agency stakeholders and members of the public living near Southwestern Power Administration’s (Southwestern) facilities and transmission line rights-of-ways. This ASER meets the requirements of Department of Energy (DOE) Order 231.B. Southwestern’s key environmental involvement includes an emphasis on the protection of ecological resources which is effectively accomplished through environmental program elements such as protecting water resources, generation of clean hydropower energy, oil spill prevention practices, elimination of green-house gas emissions, and comprehensive project reviews to ensure the protection of living organisms, migratory birds, Federally threatened or endangered species, and historic or cultural resources. Southwestern continues to actively minimize effects to natural resources and strive for continual improvement in the area of environmental compliance and sustainability while achieving the agency mission to market and deliver Federal hydroelectric power.

    Confidence Commitment Cooperation These are words that spring to mind regarding Southwestern Power Administration’s performance during fiscal years (FY) 2004-2006 By offering innovative, customer-oriented service, working to improve system reliability and efficiency, and partnering with customers and other Federal power stakeholders, Southwestern has certainly exhibited all three of these qualities during these challenging yet productive years In fact, our cooperative working relationships were critical to our success during the severe and widespread drought conditions which prevailed throughout Southwestern’s marketing area for much of 2005-2006 When we proposed a temporary energy deferral program, our customers came on board by voluntarily taking less Federal hydropower than they were entitled to, enabling us to preserve system storage and fulfill our contract obligations during the crucial summer months of 2006 The U S Army Corps of Engineers (Corps) also helped improve our drought situation by allowing Southwestern more operational flexibility on a regional level Despite the challenges this critical drought period presented, Southwestern remained committed to fulfilling our mission and strategic goals From FY 2004 through FY 2006, we marketed and delivered all available Federal hydropower while meeting and even exceeding the reliability standards of the North American Electric Reliability Corporation (NERC) Our Power Operations Training Center in Springfield, Missouri, was cited as an “Example of Excellence” during a NERC readiness audit in October 2006; and as we have every year since NERC began measuring, Southwestern far exceeded the accepted NERC compliance ratings for power system operations reliability Our commitment to excellence and accountability has kept our repayment goals on target as well Revenues were sufficient to repay all annual expenses and the required principal investment in the Federal hydropower facilities Furthermore, the original

    We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Southwestern and the generating agency’s internal control over financial reporting. Accordingly, we express no such opinion.     Instrumental observations of the climate of southwestern Colorado date back to about 1880. Climatic conditions since the late 19th century will be described with emphasis on temperatures, temperature ranges and observed precipitation. Typical seasonal patterns of temperature and precipitation will be shown, and variations and apparent trends over time will be discussed. Drought characteristics will be described based on a standardized precipitation index developed for Colorado. Finally, brief comments on the challenge of collecting accurate and consistent long-term data will be given.

New results, reported in the journal Nature Climate Change, suggest that global models may underestimate predictions of forest death. McDowell and his large international team strove to provide the missing pieces of understanding tree death at three levels: plant, regional and global. The team rigorously developed and evaluated multiple process-based and empirical models against experimental results, and then compared these models to results from global vegetation models to examine independent simulations. They discovered that the global models simulated mortality throughout the Northern Hemisphere that was of similar magnitude, but much broader spatial scale, as the evaluated ecosystem models predicted for in the Southwest.

    As large utility-scale solar photovoltaic (PV) and concentrating solar power (CSP) facilities are currently being built and planned for locations in the U.S. with the greatest solar resource potential, an understanding of water use for construction and operations is needed as siting tends to target locations with low natural rainfall and where most existing freshwater is already appropriated. Using methods outlined by the Bureau of Land Management (BLM) to determine water used in designated solar energy zones (SEZs) for construction and operations & maintenance, an estimate of water used over the lifetime at the solar power plant is determined and applied to each watershed in six Southwestern states. Results indicate that that PV systems overall use little water, though construction usage is high compared to O&M water use over the lifetime of the facility. Also noted is a transition being made from wet cooled to dry cooled CSP facilities that will significantly reduce operational water use at these facilities. Using these water use factors, estimates of future water demand for current and planned solar development was made. In efforts to determine where water could be a limiting factor in solar energy development, water availability, cost, and projected future competing demands were mapped for the six Southwestern states. Ten watersheds, 9 in California, and one in New Mexico were identified as being of particular concern because of limited water availability.

    Desert algae are attractive biomass producers for capturing solar energy through photosynthesis of organic matter. They are probably capable of higher yields and efficiencies of light utilization than higher plants, and are already adapted to extremes of sunlight intensity, salinity and temperature such as are found in the desert. This report consists of an annotated bibliography of the literature on algae from the arid southwestern United States. It was prepared in anticipation of efforts to isolate desert algae and study their yields in the laboratory. These steps are necessary prior to setting up outdoor algal culture ponds. Desert areas are attractive for such applications because land, sunlight, and, to some extent, water resources are abundant there. References are sorted by state.

    The Bakken Formation has been documented as an excellent petroleum source rock within the Williston basin and has, in some localities, been established as a producing zone. Recent exploration in the Daly field of southwestern Manitoba has led to the discovery and subsequent development of several oil pools within the middle member of the Bakken. The 21 active wells within these pools have produced 20,773.8 m/sup 3/ (130,667.2 bbl) of oil (40.2/degrees/ API) as of December 31, 1987. Through much of the Williston basin, the Bakken typically consists of three members: a lower, highly radioactive, black shale member; a middle siltstone member; and an upper black shale member (identical to the lower member). In southwestern Manitoba, the lower member is absent in most areas due to nondeposition and overstep of the overlying middle member. In these areas, the middle member unconformably overlies eroded red dolomitic shales of the Devonian Lyleton (Three Forks) Formation. The middle member is a relatively uniform blanket deposit averaging 4 m (13 ft) thick. It consists of interbedded tan to greenish-gray, very fine to medium-grained, well-sorted dolomitic sandstone and siltstone with angular to subrounded grains. Oil accumulation in the middle member is largely the result of stratigraphic trapping and appears, in part, to be localized where a basal sandstone (associated with middle member thickening) is concentrated in minor erosional lows on the Lyleton surface. The black shales of the upper member form a thin (2 m or 6.6 ft average), uniform cap throughout the map area and are overlain by the carbonates of the Mississippian Lodgepole Formation (Souris Valley Beds). Maximum thickness of the Bakken reaches 32 m (105 ft) in the Waskada field area, where the lower shale member is locally present.

    The Wichita uplift in southwestern Oklahoma is one part of a record of Pennsylvania and early Permian deformation that affected the Southern Oklahoma aulacogen. As a result of a partial inversion, the Lower Paleozoic section of this aulacogen was sequentially stripped off an uplift between the Wichita uplift and the Anadarko basin, resulting in the exposure of ultrabasic rocks deep in the Cambrian igneous fill of the aulacogen. Following the late Paleozoic tectonism, the topography of the uplift was entombed beneath Permian sediments and remained essentially undisturbed until exhumation during the present erosional cycle. Modern erosion is gradually exposing this topography, permitting morphometric analysis of the Permian hill forms. Because of the variation of lithology in the uplift, it is possible to isolate the effects of weathering processes such as intense hydrolysis of the igneous rocks (producing, among other features, or topography) and limestone dissolution, in the form of a surface and subsurface karst imprint. The latter process resulted in a network of small caves that are essentially fissures eroded along tectonic fractures. These small caves can be found in all the exposed areas of limestone. They are particularly noteworthy for three reasons: in at least five examples they contain a complex fauna of Permian vertebrates (mostly fragmentary), speleothems in some examples contain hydrocarbon inclusions, derived from the underlying Anadarko basin, some of the caves yield evidence of post burial evolution in the form of clay infiltration from the surface and brine flushing from the underlying Anadarko basin.

    The first geothermal power-plant in Turkey, the Kizildere 20 MW geothermal power-plant, is being constructed near Denizli - Saraykoy by GIE, Italy. Start-up operations have already begun an it will be generating electricity by the beginning of 1984. The plant will supply part of the power demands of Southwestern Anatolia, especially in the city of Denizli. This power-plant will utilize the geothermal resources discovered by the MTA (Mineral Research Exploration Institute) near Kizildere - Saraykoy at the end of research conducted between 1968 and 1971. MTA has been conducting this research all over Turkey and recently a new geothermal system has bee found in Germencik - Aydin. In Kizildere there are 16 wells drilled by MTA.     In this project, Building America team IBACOS worked with a builder of single- and multifamily homes in southwestern Pennsylvania (climate zone 5) to understand its methods of successfully using polyethylene sheeting over aggregate as a capillary break beneath the slab in new construction. This builder’s homes vary in terms of whether they have crawlspaces or basements. However, in both cases, the strategy protects the home from water intrusion via capillary action (e.g., water wicking into cracks and spaces in the slab), thereby helping to preserve the durability of the home.

    A gravity survey covering an area of 6200 km/sup 2/ was made over the southwestern part of the southern Utah geothermal belt. The objective of the gravity survey is to delineate the geologic structures and assist in the understanding of the geothermal potential of the area. A total of 726 new gravity stations together with 205 existing gravity stations, are reduced to give: (1) a complete Bouguer gravity anomaly map, and (2) a fourth-order residual gravity anomaly map; both maps have a 2-mgal contour interval. The complete Bouguer gravity anomaly map shows an east-trending regional gravity belt with a total relief of about 70 mgal which crosses the central portion of the survey area. The gravity belt is attributed to a crustal lateral density variation of 0.1 gm/cc from a depth of 5 to 15 km.

    The Trap Fall Formation is a multiply deformed, amphibolite facies metasedimentary sequence in southwestern Connecticut. It contains interlayered pelitic schists and lesser quartzites, and may represent turbidites. The major element compositions of 3 schists are compatible with a shale protolith. Their aluminous nature (CIA = 68--70) suggests a weathering history in the source, but may in part be a result of metamorphic processes. High SiO[sub 2] (85--91%) and Zr (305--370 ppm) concentrations in the quartzites are consistent with a significant component of recycled sediment in the source. A single abraded detrital zircon from a quartzite gives a concordant U-Pb age of 1,009 [plus minus] 6 Ma and suggests a source in Grenville-aged crust. E[sub Nd] at 450 Ma of [minus] 9.2 for one schist sample is also consistent with older crust. REE patterns for 2 pelitic schists and a quartzite (Fig.) are parallel to PAAS (post-Archean average shale). Thus the authors suggest that recycled sediment derived from older cratonic sources dominates the source for the Trap Falls Formation. Models for the tectonic setting of deposition should be consistent with these observations.

  16. Overthrusting and petroleum potential of the southwestern part of the Albanides

    The Albanides are the southern continuation of the Dinarides fold belt and represent a sector of Alpine thrust belt. Onshore and offshore seismic and geologic data indicate that thrusting is well developed in the Ionian basin in the southwestern part of the Albanides. Overthrusting is due to the collision of the north African plate with the East European plate. Cross section balancing indicates considerable deformation and displacement of rock units in the Ionian basin, as a result of strike-slip faults, normal faulting, overthrusts and back-thrusts. Most of the deformation and displacement occurred between the western flank of the structures and belts. The petroleum potential of Mesozoic carbonate deposits in the Ionian basin is closely connected to the occurrence of organic-rich source rock of Triassic-Jurassic age. Oil generation initiated in Early Miocene and coincides with the first stage of structure formation. The late tectonic and folding phases of Triassic-Jurassic age made possible the oil migration out of old traps and accumulation in newly formed traps. New fields were formed in sandstones which are directly in contact with the carbonates. The main trapping is structural. Other traps are of stratigraphic or/and combination. The thrust belt of western Albanides has favourable geological conditions for oil generation and accumulation. This area has the best petroleum potential in Albania.

    Chemical analyses of water from 12 wells and 9 springs indicate that nonthermal waters are a calcium bicarbonate type; thermal waters are a sodium carbonate or bicarbonate type. Chemical geothermometers indicate probable maximum reservoir temperatures are near 100/sup 0/ Celsius. Concentration of tritium in the thermal water is near zero. Depletion of stable isotopes in the hot waters relative to present-day meteoric waters indicates recharge to the system probably occurred when the climate averaged 3/sup 0/ to 5/sup 0/ Celsius colder than at present. Temperatures about 3.5/sup 0/ Celsius colder than at present occurred during periods of recorded Holocene glacial advances and indicate a residence time of water in the system of at least several thousand years. Residence time calculated on the basis of reservoir volume and thermal-water discharge is 3400 to 6800 years for an effective reservoir porosity of 0.05 and 0.10, respectively. Preliminary analyses of carbon-14 determinations indicate an age of the hot waters of about 18,000 to 25,000 years. The proposed conceptual model for the area is one of an old system, where water has circulated for thousands, even tens of thousands, of years. Within constraints imposed by the model described, reservoir thermal energy for the geothermal system in southwestern Idaho and north-central Nevada is about 130 x 10/sup 18/ calories.

    A structurally complex terrane composed of grabens and horsts, low-angle faults, Tertiary thrust( ) faults, gravity-slide blocks, and debris deposits has been mapped along the western Markagunt Plateau, east of Parowan and Summit, southwestern Utah. This terrane, structurally situated within the transition between the Basin and Range and Colorado Plateau provinces, contains Tertiary volcanic and sedimentary and Cretaceous sedimentary rocks. The structures are mostly Miocene to Oligocene but some are Pleistocene. The oldest structure is the Red Hills low-angle shear zone, interpreted as a shallow structure that decoupled an upper plate composed of a Miocene-Oligocene volcanic ash-flow tuff and volcaniclastic succession from a lower plate of Tertiary sedimentary rocks. The period of deformation on the shear zone is bracketed from field relationships between 22.5 and 20 Ma. The graben-horst system trends northeast and formed after about 20 Ma (and probably much later) based on displacement of dated dikes and a laccolith. The central part of the system contains many grabens that merge toward its southerly end to become a single graben. Within these grabens, (1) older structures are preserved, (2) debris eroded from horst walls forms lobe-shaped deposits, (3) Pleistocene basaltic cinder cones have localized along graben-bounding faults, and (4) rock units are locally folded suggesting some component of lateral translation along graben-bounding faults. Megabreccia deposits and landslide debris are common. Megabreccia deposits are interpreted as gravity-slide blocks of Miocene-Oligocene( ) age resulting from formation of the Red Hills shear zone, although some may be related to volcanism, and still others to later deformation. The debris deposits are landslides of Pleistocene-Pliocene( ) age possibly caused by continued uplift of the Markagunt Plateau.

    The French Peak accommodation zone (FPAZ) forms an east-trending bedrock structural high in the Nevada Test Site region of southwestern Nevada that formed during Cenozoic Basin and Range extension. The zone separates areas of opposing directions of tilt and downthrow on faults in the Yucca Flat and Frenchman Flat areas. Paleomagnetic data show that rocks within the accommodation zone adjacent to Yucca Flat were not strongly affected by vertical-axis rotation and thus that the transverse strikes of fault and strata formed near their present orientation. Both normal- and oblique strike-slip faulting in the FPAZ largely occurred under a normal-fault stress regime, with least principal stress oriented west-northwest. The normal and sinistral faults in the Puddle Peka segment transfers extension between the Plutonium Valley normal fault zone and the Cane Spring sinistral fault. Recognition of sinistral shear across the Puddle Peak segment allows the Frenchman Flat basin to be interpreted as an asymmetric pull-apart basin developed between the FPAZ and a zone of east-northeast-striking faults to the south that include the Rock Valley fault. The FPAZ has the potential to influence ground-water flow in the region in several ways. Fracture density and thus probably fracture conductivity is high within the FPAZ due to the abundant fault splays present. Moreover,, fractures oriented transversely to the general southward flow of ground water through Yucca Flat area are significant and have potential to laterally divert ground water. Finally, the FPAZ forms a faulted structural high whose northern and southern flanks may permit intermixing of ground waters from different aquifer levels, namely the lower carbonate, welded tuff, and alluvial aquifers. 42 refs.

  3. Methane flux from mangrove sediments along the southwestern coast of Puerto Rico

    Although the sediments of coastal marine mangrove forests have been considered a minor source of atmospheric methane, these estimate have been based on sparse data from similar areas. We have gathered evidence that shows that external nutrient and freshwater loading in mangrove sediments may have a significant effect on methane flux. Experiments were performed to examine methane fluxes from anaerobic sediments in a mangrove forest subjected to secondary sewage effluents on the southwestern coast of Puerto Rico. Emission rates were measured in situ using a static chamber technique, and subsequent laboratory analysis of samples was by gas chromatography using a flame ionization detector. Results indicate that methane flux rates were lowest at the landward fringe nearest to the effluent discharge, higher in the seaward fringe occupied by red mangroves, and highest in the transition zone between black and red mangrove communities, with average values of 4 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], 42 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], and 82 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], respectively. Overall mean values show these sediments may emit as much as 40 times more methane than unimpacted pristine areas. Pneumatophores of Aviciennia germinans have been found to serve as conduits to the atmosphere for this gas. Fluctuating water level overlying the mangrove sediment is an important environmental factor controlling seasonal and interannual CH[sub 4] flux variations. Environmental controls such as freshwater inputs and increased nutrient loading influence in situ methane emissions from these environments. 34 refs., 3 figs., 3 tabs.

    This study assessed the association between cadmium exposure and neuropsychological development in children from a region with high industrial and mining activities in southwestern Spain. We conducted a cross-sectional study with 261 children aged 6–9 years between January and March 2012. Cadmium exposure was measured in urine and hair of children, and neuropsychological development was assessed with the Wechsler Intelligence Scale for Children-Fourth Edition (WISC-IV) and with three computerized tests from the Behavioral Assessment and Research System (BARS): Reaction Time Test (RTT), Continuous Performance Test (CPT) and Selective Attention Test (SAT). Multivariate linear regression models, adjusted for potential confounders, were used to estimate the association between neuropsychological development and cadmium exposure measured in urine and hair samples. Geometric means of urine and hair cadmium levels were 0.75 μg/g creatinine and 0.01 μg/g, respectively. We observed that doubling of levels of cadmium in urine was associated with a reduction of two points (95% CI: −3.8 to −0.4) in the Full-Scale intelligence quotient (IQ) in boys. By domains, association was statistically significant for Verbal Comprehension (β=−2.0; p=0.04) and close to the significance level for Perceptual Reasoning (β=−1.8; p=0.06). Among girls, only Verbal Comprehension showed suggestive associations with cadmium exposure (β=−1.7; p=0.06). Cadmium exposure is associated with cognitive delays in boys in our region. Our results provide additional evidence of the neurotoxic effect of low-level postnatal cadmium exposure among children, and support the hypothesis of differences between sexes in the neurotoxic effect of metals on children. - Highlights: • This study associates Cd exposure and neuropsychological development in children. • Cd exposure was associated with cognitive delay in boys, but not in girls. • Intellectual quotient of boys decreased two points for a

    Perchlorate (ClO4-) has been detected over an expansive area in groundwater and soils in the southwestern United States. Because of its wide distribution, much of the ClO4- is presumed to be from natural sources, primarily atmospheric deposition and accumulation. The objective of this study was to evaluate the range of the isotopic composition of natural ClO4- indigenous to the southwestern U.S. Stable isotope ratios of Cl and O were determined for ClO4- collected from numerous sources, including: groundwater from several locations in the southern high plains (SHP) of Texas and New Mexico and the middle Rio Grande Basin in New Mexico, vadose zone soil from the SHP, and surface NO3--rich caliches from four locations in Death Valley, CA. The data suggest that natural ClO4- in the southwestern U.S. has at least two distinctive isotope signatures that differ both from each other and from those previously reported for natural ClO4- from the Atacama Desert of Chile and all anthropogenic ClO4- sources tested to date. The ClO4- in four caliche samples collected in Death Valley has high 17O values (8.6 to 18.4 ), similar to those described for ClO4- from the Atacama, and suggesting atmospheric formation via reaction with ozone (O3). However, the Death Valley samples have 37Cl values (-3.1 to -0.8 ) and 18O values (+2.9 to +26.1 ), that are appreciably higher than Atacama perchlorate ( 37Cl; -14.3 to -10.2 and 18O; (-10.5 to -2.2 , respectively). In contrast, samples from 8 locations in West Texas and New Mexico were characterized by only a slight elevation in 17O (0.3 to 1.3 ), suggesting either that this material is not primarily generated with O3 as a reactant or that the ClO4- has been consistently altered post-deposition by one or more processes that caused isotopic exchange of O. The 37Cl values in the SHP perchlorate (+ 3.4 to + 5.1 ) were consistently higher than for the Atacama or Death Valley salts, while the 18O values (+ 0.5 to + 4.8 ) overlapped significantly

    This paper examines the value of concentrating solar power (CSP) and thermal energy storage (TES) in four regions in the southwestern United States. Our analysis shows that TES can increase the value of CSP by allowing more thermal energy from a CSP plant?s solar field to be used, by allowing a CSP plant to accommodate a larger solar field, and by allowing CSP generation to be shifted to hours with higher energy prices. We analyze the sensitivity of CSP value to a number of factors, including the optimization period, price and solar forecasting, ancillary service sales, capacity value and dry cooling of the CSP plant. We also discuss the value of CSP plants and TES net of capital costs.

    By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant. In the present review we discuss the dependences of the limiting laser intensities on the duration of a pulse or a pulse train, corresponding to the three stages of the state of the reflecting surface and leading to unacceptable elastic deformations of the surface, to the plastic yield of the material accompanied by the formation of residual stresses and to the melting of the surface layer. We also analyse the problem of heat exchange in the surface layer with a liquid metal coolant pumped through it. The

  19. Moisture Flux Convergence in Regional and Global Climate Models: Implications for Droughts in the Southwestern United States Under Climate Change

    The water cycle of the southwestern United States (SW) is dominated by winter storms that maintain a positive annual net precipitation. Analysis of the control and future climate from four pairs of regional and global climate models (RCMs and GCMs) shows that the RCMs simulate a higher fraction of transient eddy moisture fluxes because the hydrodynamic instabilities associated with flow over complex terrain are better resolved. Under global warming, this enables the RCMs to capture the response of transient eddies to increased atmospheric stability that allows more moisture to converge on the windward side of the mountains by blocking. As a result, RCMs simulate enhanced transient eddy moisture convergence in the SW compared to GCMs, although both robustly simulate drying due to enhanced moisture divergence by the divergent mean flow in a warmer climate. This enhanced convergence leads to reduced susceptibility to hydrological change in the RCMs compared to GCMs.

    A fast nuclear reactor system ls described for producing power and radioactive isotopes. The reactor core is of the heterogeneous, fluid sealed type comprised of vertically arranged elongated tubular fuel elements having vertical coolant passages. The active portion is surrounded by a neutron reflector and a shield. The system includes pumps and heat exchangers for the primary and secondary coolant circuits. The core, primary coolant pump and primary heat exchanger are disposed within an irapenforate tank which is filled with the primary coolant, in this case a liquid metal such as Na or NaK, to completely submerge these elements.     The Louisiana Geological Survey has an ongoing environmental monitoring program, sponsored by the US Department of Energy, at geopressured geothermal prospect well sites in southwestern Louisiana. This paper presents the results from monitoring subsidence at some of these reservoir sites. Over 1,000 km of first-order surveys and data from several NOAA and US Army Corps of Engineers tidal control stations were examined to determine regional trends. Tidal records were used to examine the history of sea level with respect to the land surface. Relative rates of land subsidence can be determined by comparing rates of water level rise over time with rates of rise from a stable craton. Regional subsidence ranges from 3 to 5 mm/year. First-order bench-mark networks established at Parcperdue, Sweet Lake, and Gladys McCall prospects were used to determine local trends of subsidence. Repeated leveling surveys before, during, and after fluid withdrawal from Parcperdue and Gladys McCall indicate that an increase in subsidence was observed during the drilling of the wells. Data suggest subsidence was possibly due to surface loading by heavy drilling equipment. Historical leveling in the Sweet Lake region indicates differential compaction between sediments as a possible cause for subsidence. However, in all cases, virtually no increase in subsidence was observed during and after times of fluid withdrawal.

    The Pennsylvanian-Wolfcamp section in the Palo Duro Basin includes brine aquifers that are considered to be the most important ground-water flow paths in the deep-basin system. This report is the fifth in a series providing summary documentation of studies that subdivide the section into hydrogeologic units based on their judged relative capacities for transmitting water. This report extends the hydrogeologic study area to the eastern Texas Panhandle, north-central Texas, and southwestern Oklahoma. It includes 37 counties in Texas and Oklahoma. Underground patterns of rock distribution are delineated from a hydrologic perspective and at a level of detail appropriate for numerical modeling of regional ground-water flow. Hydrogeologic units are defined and characterized so that appropriate porosity and permeability values can be assigned to each unit during construction of the numerical models (not part of this study), and so that modelers can combine units where necessary. In this study, hydrogeologic units have been defined as mappable, physically continuous rock bodies that function in bulk as water-transmitting or water-retarding units relative to adjacent rocks. Interpretations are made primarily from geophysical logs. Hydrologic characteristics are assessed on the basis of properties typically associated with certain lithologies (e.g., sandstones are more pervious than shales) and on the basis of gross variations in effective porosity (particularly in carbonate sequences). 44 refs., 32 figs., 1 tab.

    To understand whether human paraoxonase 1 (PON1) would modulate the risk for arsenic-related atherosclerosis, we studied 196 residents from an arseniasis-endemic area in Southwestern Taiwan and 291 age- and sex-matched residents from a nearby control area where arsenic exposure was found low. Carotid atherosclerosis was defined by a carotid artery intima-media wall thickness (IMT) of > 1.0 mm. Prevalence of carotid atherosclerosis was increased in the arseniasis-endemic area as compared to the control area after adjustment for conventional risk factors (OR = 2.20, p < 0.01). The prevalence was positively associated with cumulative arsenic exposure (mg/L-year) in a dose-dependent manner. Multiple logistic regression analysis showed that in the endemic group, low serum PON1 activity was an independent risk factor for atherosclerosis (OR = 4.18 low vs. high, p < 0.05). For those of low PON1 activity and high cumulative arsenic exposure, the odds ratio for the prevalence of atherosclerosis was further increased up to 5.68 (p < 0.05). No significant association was found between atherosclerosis and four polymorphisms of the PON gene cluster (PON1 - 108C/T, PON1 Q192R, PON2 A148G, PON2 C311S). However, genetic frequencies of certain alleles including PON1 Q192, PON2 G148 and PON2 C311 were found increased in the endemic group as compared to the controls and a general Chinese population, indicating a possible survival selection in the endemic group after a long arsenic exposure history. Our results showed a significant joint effect between arsenic exposure and serum PON1 activity on carotid atherosclerosis, suggesting that subjects of low PON1 activity may be more susceptible to arsenic-related cardiovascular disease.

    Arsenic ingestion has been linked to increasing global prevalence of and mortality from cardiovascular disease (CVD); arsenic can be removed from drinking water to reduce related health effects. Lactate dehydrogenase (LDH) is used for the evaluation of acute arsenic toxicity in vivo and in vitro, but it is not validated for the evaluation of long-term, chronic arsenic exposure. The present study examined the long-term effect of chronic arsenic exposure on CVD and serum LDH levels, after consideration of arsenic metabolism capacity. A total of 380 subjects from an arseniasis-endemic area and 303 from a non-endemic area of southwestern Taiwan were recruited in 2002. Various urinary arsenic species were analyzed using high-performance liquid chromatography (HPLC) and hydride generation systems. Fasting serum was used for quantitative determination of the total LDH activity. A significant dose–response relationship was observed between arsenic exposure and LDH elevation, independent of urinary arsenic profiles (P < 0.001). Furthermore, abnormal LDH elevation was associated with CVD mortality after adjustment for Framingham risk scores for 10-year CVD and arsenic exposure (hazard ratio, 3.98; 95% confidence interval, 1.07–14.81). LDH was elevated in subjects with arsenic exposure in a dose-dependent manner. LDH is a marker of arsenic toxicity associated with CVD mortality. Results of this study have important implications for use in ascertaining long-term arsenic exposure risk of CVD. -- Highlights: ► We showed that arsenic exposure was correlated with LDH elevation. ► LDH elevation was related to arsenic methylation capacity. ► Abnormal LDH elevation can be a marker of susceptibility to CVD mortality.

    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

    This report summarizes the accomplishments of a three-year program to investigate the geologic controls of hydrocarbon occurrence in the southern Appalachian basin in eastern Tennessee, southwestern Virginia, eastern Kentucky, and southern West Virginia. The project: (1) employed the petroleum system approach to understand the geologic controls of hydrocarbons; (2) attempted to characterize the P-T parameters driving petroleum evolution; (3) attempted to obtain more quantitative definitions of reservoir architecture and identify new traps; (4) is worked with USGS and industry partners to develop new play concepts and geophysical log standards for subsurface correlation; and (5) geochemically characterized the hydrocarbons (cooperatively with USGS). Third-year results include: All project milestones have been met and addressed. We also have disseminated this research and related information through presentations at professional meetings, convening a major workshop in August 2003, and the publication of results. Our work in geophysical log correlation in the Middle Ordovician units is bearing fruit in recognition that the criteria developed locally in Tennessee and southern Kentucky are more extendible than anticipated earlier. We have identified a major 60 mi-long structure in the western part of the Valley and Ridge thrust belt that has been successfully tested by a local independent and is now producing commercial amounts of hydrocarbons. If this structure is productive along strike, it will be one of the largest producing structures in the Appalachians. We are completing a more quantitative structural reconstruction of the Valley and Ridge and Cumberland Plateau than has been made before. This should yield major dividends in future exploration in the southern Appalachian basin. Our work in mapping, retrodeformation, and modeling of the Sevier basin is a major component of the understanding of the Ordovician petroleum system in this region. Prior to our

Voltage transients and frequency transients delivered to the load when switching between the generator and battery sources are minimized, thereby providing an uninterruptible power supply.     In the early years of the United States space program, lightweight batteries, fuel cells, and solar modules provided electric power for space missions. As missions became more ambitious and complex, power needs increased and scientists investigated various options to meet these challenging power requirements. One of the options was nuclear energy. By the mid-1950s, research had begun in earnest on ways to use nuclear power in space. These efforts resulted in the first radioisotope thermoelectric generators (RTGs), which are nuclear power generators build specifically for space and special terrestrial uses. These RTGs convert the heat generated from the natural decay of their radioactive fuel into electricity. RTGs have powered many spacecraft used for exploring the outer planets of the solar system and orbiting the sun and Earth. They have also landed on Mars and the moon. They provide the power that enables us to see and learn about even the farthermost objects in our solar system.

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

    The high-performance computing (HPC) community has been greatly concerned about energy efficiency. To address this concern, it is essential to understand and characterize the electrical loads of HPC applications. In this work, we study whether HPC applications can be distinguished by their power-consumption patterns using quantitative measures in an automatic manner. Using a collection of 88 power traces from 4 different systems, we find that basic statistical measures do a surprisingly good job of summarizing applications' distinctive power behavior. Moreover, this study opens up a new area of research in power-aware HPC that has a multitude of potential applications.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). The ultimate objective of this research project is to make understanding and predicting regional climate easier. The long-term goals of this project are (1) to construct a coupled ocean-atmosphere model (COAM) system, (2) use it to explore the interannual-to-decadal climate variability over the North Pacific Basin, and (3) determine climate effects on the precipitation over the Southwestern United States. During this project life, three major tasks were completed: (1) Mesoscale ocean and atmospheric model; (2) global-coupled ocean and atmospheric modeling: completed the coupling of LANL POP global ocean model with NCAR CCM2+ global atmospheric model; and (3) global nested-grid ocean modeling: designed the boundary interface for the nested-grid ocean models.

    Fifty aeromagnetic surveys in the southwestern part of Nevada and the southeastern part of California have been evaluated to assess the quality and coverage of aeromagnetic data within 140 kilometers (km) of a potential nuclear waste repository at Yucca Mountain, Nevada. The compilation shows that all the study area is covered by aeromagnetic surveys, but in some areas, particularly in the Death Valley region, new surveys flown with closer flight line spacing and lower elevations than the existing coverage are needed. In addition, the California part of the study area needs to be analytically continued downward to 305 meters (m) above ground level to provide a consistent data set for interpretation of subsurface geologic structures.

The software provides a cluster wide measurement capability enabled by the PowerInsight device. The software can be used by anyone who purchases a PowerInsight device. The software will allow the user to easily collect power and energy information of a node that is instrumented with PowerInsight. The software can also be used as an example prototype implementation of the High Performance Computing Power Application Programming Interface Specification.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    Traditional power generation systems using thermoelectric power generators are designed to operate most efficiently for a single operating condition. The present invention provides a power generation system in which the characteristics of the thermoelectrics, the flow of the thermal power, and the operational characteristics of the power generator are monitored and controlled such that higher operation efficiencies and/or higher output powers can be maintained with variably thermal power input. Such a system is particularly beneficial in variable thermal power source systems, such as recovering power from the waste heat generated in the exhaust of combustion engines.

    This note describes BLS power supplies lifting techniques and provides stress calculations for lifting plate and handles bolts. BLS power supply weight is about 120 Lbs, with the center of gravity shifted toward the right front side. A lifting plate is used to attach a power supply to a crane or a hoist. Stress calculations show that safety factors for lifting plate are 12.9 (vs. 5 required) for ultimate stress and 5.7 (vs. 3 required) for yield stress. Safety factor for shackle bolt thread shear load is 37, and safety factor for bolts that attach handles is 12.8.

    Previous investigations of structural power flow through beam-like structures resulted in some unexplained anomalies in the calculated data. In order to develop structural power flow measurement as a viable technique for machine tool design, the causes of these anomalies needed to be found. Once found, techniques for eliminating the errors could be developed. Error sources were found in the experimental apparatus itself as well as in the instrumentation. Although flexural waves are the carriers of power in the experimental apparatus, at some frequencies longitudinal waves were excited which were picked up by the accelerometers and altered power measurements. Errors were found in the phase and gain response of the sensors and amplifiers used for measurement. A transfer function correction technique was employed to compensate for these instrumentation errors.

    A system and method for determining and providing reactive power compensation for an inductive load. A reactive power compensator (50,50') monitors the voltage and current flowing through each of three distribution lines (52a, 52b, 52c), which are supplying three-phase power to one or more inductive loads. Using signals indicative of the current on each of these lines when the voltage waveform on the line crosses zero, the reactive power compensator determines a reactive power compensator capacitance that must be connected to the lines to maintain a desired VAR level, power factor, or line voltage. Alternatively, an operator can manually select a specific capacitance for connection to each line, or the capacitance can be selected based on a time schedule. The reactive power compensator produces control signals, which are coupled through optical fibers (102/106) to a switch driver (110, 110') to select specific compensation capacitors (112) for connections to each line. The switch driver develops triggering signals that are supplied to a plurality of series-connected solid state switches (350), which control charge current in one direction in respect to ground for each compensation capacitor. During each cycle, current flows from ground to charge the capacitors as the voltage on the line begins to go negative from its positive peak value. The triggering signals are applied to gate the solid state switches into a conducting state when the potential on the lines and on the capacitors reaches a negative peak value, thereby minimizing both the potential difference and across the charge current through the switches when they begin to conduct. Any harmonic distortion on the potential and current carried by the lines is filtered out from the current and potential signals used by the reactive power compensator so that it does not affect the determination of the required reactive compensation.

    The National Spherical Torus Experiment (NSTX) has been designed and installed in the existing facilities at Princeton Plasma Physic Laboratory (PPPL). Most of the hardware, plant facilities, auxiliary sub-systems, and power systems originally used for the Tokamak Fusion Test Reactor (TFTR) have been used with suitable modifications to reflect NSTX needs. The design of the NSTX electrical power system was tailored to suit the available infrastructure and electrical equipment on site. Components were analyzed to verify their suitability for use in NSTX. The total number of circuits and the location of the NSTX device drove the major changes in the Power system hardware. The NSTX has eleven (11) circuits to be fed as compared to the basic three power loops for TFTR. This required changes in cabling to insure that each cable tray system has the positive and negative leg of cables in the same tray. Also additional power cabling had to be installed to the new location. The hardware had to b e modified to address the need for eleven power loops. Power converters had to be reconnected and controlled in anti-parallel mode for the Ohmic heating and two of the Poloidal Field circuits. The circuit for the Coaxial Helicity Injection (CHI) System had to be carefully developed to meet this special application. Additional Protection devices were designed and installed for the magnet coils and the CHI. The thrust was to making the changes in the most cost-effective manner without compromising technical requirements. This paper describes the changes and addition to the Electrical Power System components for the NSTX magnet systems.

The paper discusses renewable energy projects which have been sited in the country, and examples of hybrid systems which have been retrofit into existing diesel generator systems. Photovoltaic and hydroelectric power projects are described. Dedicated systems have been installed for water pumping and battery charging applications.
