    The U.S. Department of Energy (DOE) Hanford Site in south central Washington State lies along the Columbia River and is one of DOE's largest legacy waste management sites. Enormous radionuclide and chemical inventories exist below-ground. These include Resource Conservation and Recovery Act (RCRA) storage facilities where hazardous and radioactive contaminants were discharged and leaked to the soil surface and to the deep vadose zone and groundwater. The vadose zone is also contaminated from facilities regulated by the RCRA and Comprehensive Environmental Response Compensation and Liability Act (CERCLA) Act. Hanford now contains as much as 28,300 cubic meters of soil contaminated with radionuclides from liquid wastes released near processing facilities. The Hanford Federal Facility Agreement and Consent Order, Tri-Party Agreement (TPA) has set the completion of the cleanup of these sites by 2024. There are numerous technical and regulatory challenges to cleanup of the vadose zone at the Hanford site. This paper attempts to identify the categories of deep vadose zone problem and identifies a few possible regulatory options to clean up the site under the mix of state and federal regulatory authorities. There are four major categories of vadose contamination areas at the Hanford Site. The first is laterally extensive with intermediate depth (ground surface to about 45 meters depth) mostly related to high volume effluent discharge into cribs, ponds and ditches of designated CERCLA facilities. The second is dominated by laterally less extensive mostly related to leaks from RCRA tank farms. The later contamination is often commingled at depth with wastes from adjacent CERCLA facilities. The third category is from the high volume CERCLA facilities extending from the surface to more than 60 meters below ground. Contamination from the later category crosses the entire thickness of the vadose zone and reached groundwater. The fourth category is the lower volume waste sites

  6. (The 1990 run of the WA80 experiment)

    The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

    A quasiparticle model has been employed to describe the (2+1)-flavor lattice QCD equation of state with physical quark masses. The interaction part of the equation of state has been mapped to the effective fugacities of otherwise noninteracting quasigluons and quasiquarks. The mapping is found to be exact for the equation of state. The model leads to nontrivial dispersion relations for quasipartons. The dispersion relations, effective quasiparticle number densities, and trace anomaly have been investigated employing the model. A virial expansion for the equation of state has further been obtained to investigate the role of interactions in quark-gluon plasma. Finally, Debye screening in quark-gluon plasma has been studied employing the model.

  5. Measurements of Turbulence at Two Tidal Energy Sites in Puget Sound, WA

    Field measurements of turbulence are pre- sented from two sites in Puget Sound, WA (USA) that are proposed for electrical power generation using tidal current turbines. Rapidly sampled data from multiple acoustic Doppler instruments are analyzed to obtain statistical mea- sures of fluctuations in both the magnitude and direction of the tidal currents. The resulting turbulence intensities (i.e., the turbulent velocity fluctuations normalized by the harmonic tidal currents) are typically 10% at the hub- heights (i.e., the relevant depth bin) of the proposed turbines. Length and time scales of the turbulence are also analyzed. Large-scale, anisotropic eddies dominate the energy spectra, which may be the result of proximity to headlands at each site. At small scales, an isotropic turbulent cascade is observed and used to estimate the dissipation rate of turbulent kinetic energy. Data quality and sampling parameters are discussed, with an emphasis on the removal of Doppler noise from turbulence statistics.

NRG would design, construct and operate a commercial-scale carbon dioxide (CO2) capture facility at its existing W.A. Parish Generating Station in Fort Bend County, Texas; deliver the CO2 via a new pipeline to the existing West Ranch oil field in Jackson County, Texas, for use in enhanced oil recovery operations; and demonstrate monitoring techniques to verify the permanence of geologic CO2 storage.

Here we investigate, using photoemission, X-ray scattering and scanning tunnelling microscopy, the canonical CDW compound 2H-NbSe2 intercalated with Mn and Co, and show that the conventional view is untenable.     Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    A Benthic Flux Sampling Device (BFSD) was demonstrated on site to determine the mobility of contaminants in sediments off the Puget Sound Naval Shipyard (PSNS) in Sinclair Inlet, WA. Quantification of toxicant flux from the sediments will support ongoing assessment studies and facilitate the design of appropriate remediation strategies, if required. In general, where release of contaminants was found, the measured rates do not represent a significant source relative to other major inputs such as sewer discharges, nonpoint source runoff, and marinas.     Recent theoretical studies of 2,6-diamino-3,5-dinitropyrazine-1-oxide (C4H4N6O5 Lawrence Livermore Molecule No. 105, LLM-105) report unreacted high pressure equations of state that include several structural phase transitions, between 8 and 50 GPa, while one published experimental study reports equation of state (EOS) data up to a pressure of 6 GPa with no observed transition. Here we report the results of a synchrotron-based X-ray diffraction study and also ambient temperature isobaric-isothermal atomistic molecular dynamics simulations of LLM-105 up to 20 GPa. We find that the ambient pressure phase remains stable up to 20 GPa; there is no indication of a pressure induced phasemore » transition. We do find a prominent decrease in b-axis compressibility starting at approximately 13 GPa and attribute the stiffening to a critical length where inter-sheet distance becomes similar to the intermolecular distance within individual sheets. The ambient temperature isothermal equation of state was determined through refinements of measured X-ray diffraction patterns. The pressure-volume data were fit using various EOS models to yield bulk moduli with corresponding pressure derivatives. As a result, we find very good agreement between the experimental and theoretically derived EOS.« less

    Strontium isotope compositions (87Sr/86Sr) measured in groundwater samples from 273 wells in the Pasco Basin unconfined aquifer below the Hanford Site show large and systematic variations that provide constraints on groundwater recharge, weathering rates of the aquifer host rocks, communication between unconfined and deeper confined aquifers, and vadose zone-groundwater interaction. The impact of millions of cubic meters of wastewater discharged to the vadose zone (103-105 times higher than ambient drainage) shows up strikingly on maps of groundwater 87Sr/86Sr. Extensive access through the many groundwater monitoring wells at the site allows for an unprecedented opportunity to evaluate the strontium geochemistry of a major aquifer, hosted primarily in unconsolidated sediments, and relate it to both long term properties and recent disturbances. Groundwater 87Sr/86Sr increases systematically from 0.707 to 0.712 from west to east across the Hanford Site, in the general direction of groundwater flow, as a result of addition of Sr from the weathering of aquifer sediments and from diffuse drainage through the vadose zone. The lower 87Sr/86Sr groundwater reflects recharge waters that have acquired Sr from Columbia River Basalts. Based on a steady-state model of Sr reactive transport and drainage, there is an average natural drainage flux of 0-1.4 mm/yr near the western margin of the Hanford Site, and ambient drainage may be up to 30 mm/yr in the center of the site assuming an average bulk rock weathering rate of 10-7.5 g/g/yr.

    For a secure and sustainable energy future, the United States (U.S.) must reduce its dependence on imported oil and reduce its emissions of carbon dioxide (CO{sub 2}) and other greenhouse gases (GHGs). To meet these strategic challenges, the U.S. wiU have to create fundamentally new technologies with performance levels far beyond what is now possible. Developing advanced post-combustion clean coal technologies for capturing CO{sub 2} from existing coal-fired power plants can play a major role in the country's transition to a sustainable energy future, especially when coupled with CO{sub 2}-enhanced oil recovery (CO{sub 2}-EOR). Pursuant to these goals, NRG Energy, Inc. (NRG) submitted an application and entered into a cost-shared collaboration with the U.S. Department of Energy (DOE) under Round 3 of the Clean Coal Power Initiative (CCPI) to advance low-emission coal technologies. The objective of the NRG W A Parish Post-Combustion CO{sub 2} Capture and Sequestration Demonstration Project is to establish the technical feasibility and economic viability of post-combustion CO{sub 2} capture using flue gas from an existing pulverized coal-fired boiler integrated with geologic sequestration via an enhanced oil recovery (EOR) process.     This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000.     The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project.     We introduce the distribution of a secret multipartite entangled state in a real-world scenario as a quantum primitive. We show that in the presence of noisy quantum channels (and noisy control operations), any state chosen from the set of two-colorable graph states (Calderbank-Shor-Steane codewords) can be created with high fidelity while it remains unknown to all parties. This is accomplished by either blind multipartite entanglement purification, which we introduce in this paper, or by multipartite entanglement purification of enlarged states, which offers advantages over an alternative scheme based on standard channel purification and teleportation. The parties are thus provided with a secret resource of their choice for distributed secure applications.

Two major features provided by NetState are version and port tracking. Version tracking maintains information about software and operating systems versions. Port tracking identifies information about active TOP and UDP ports. Multiple NetState sniffers can be deployed, one at each entry point of the target network. The sniffers monitor network traffic, then send the information to the NetState server.     The combination of 2D Navier-Stokes and state-to-state approaches has been used to describe the air plasma flow in an arc-jet. The gas dynamic parameters were calculated in Navier-Stokes approximation in a steady state description without chemical reaction and vibrational exchanges. And then, the set of equations of vibrational level densities and atomic species densities was locally solved. Experimental validations have been performed.

    The JWL equation of state (EOS) is frequently used for the products (and sometimes reactants) of a high explosive (HE). Here we review and systematically derive important properties. The JWL EOS is of the Mie-Grueneisen form with a constant Grueneisen coefficient and a constants specific heat. It is thermodynamically consistent to specify the temperature at a reference state. However, increasing the reference state temperature restricts the EOS domain in the (V, e)-plane of phase space. The restrictions are due to the conditions that P ≥ 0, T ≥ 0, and the isothermal bulk modulus is positive. Typically, this limits the low temperature regime in expansion. The domain restrictions can result in the P-T equilibrium EOS of a partly burned HE failing to have a solution in some cases. For application to HE, the heat of detonation is discussed. Example JWL parameters for an HE, both products and reactions, are used to illustrate the restrictions on the domain of the EOS.

    A complete classification of qqqq tetraquark states in terms of the spin-flavor, color, and spatial degrees of freedom was constructed. The permutation symmetry properties of both the spin-flavor and orbital parts of the qq and qq subsystems are discussed. This complete classification is general and model independent and it is useful both for model builders and experimentalists. The total wave functions are also explicitly constructed in the hypothesis of ideal mixing; this basis for tetraquark states will enable the eigenvalue problem to be solved for a definite dynamical model. An evaluation of the tetraquark spectrum was obtained from the Iachello mass formula for normal mesons, here generalized to tetraquark systems. This mass formula is a generalization of the Gell-Mann Okubo mass formula, whose coefficients have been upgraded by a study of the latest PDG data. The ground-state tetraquark nonet was identified with f{sub 0}(600),{kappa}(800),f{sub 0}(980),a{sub 0}(980). The diquark-antidiquark limit was also studied.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.
