    This Project Quality Assurance Plan (PQAP) sets forth the quality assurance (QA) requirements that are applied to those elements of the Westinghouse Materials Company of Ohio (WMCO) Operable Unit 1 support at Oak Ridge National Laboratory (ORNL) project that involve research and development (R D) performed at ORNL. This is in compliance with the applicable criteria of 10 CFR Part 50, Appendix B, ANSI/ASME NQA-1, as specified by Department of Energy (DOE) Oak Ridge Operations (ORO) Order 5700.6B. For this application, NQA-1 is the core QA Program requirements document. QA policy, normally found in the requirements document, is contained herein. The requirements of this PQAP apply to project activities that affect the quality and reliability/credibility of research, development, and investigative data and documentation. These activities include the functions of attaining quality objectives and assuring that an appropriate QA program scope is established. The scope of activities affecting quality includes organization; personnel training and qualifications; design control; procurement; material handling and storage; operating procedures; testing, surveillance, and auditing; R D investigative activities and documentation; deficiencies; corrective actions; and QA record keeping. 12 figs.

    This is the AmeriFlux version of the carbon flux data for the site US-Oho Oak Openings. Site Description - The Ohio Oak Openings site is located within the Oak Openings Preserve Metropark of northwest Ohio, one of the few remaining oak woodlands/savanna/prairie complexes in the Midwest. Declared one of the "One of America's Last Great Places" by the Nature Conservancy the area consists of four main vegetation types: Oak Woodlands, Oak Savanna, Floodplain Forests and Wet Prairies. The stand surrounding the tower is mainly Oak Woodlands dominated by red, white and black oaks with a relatively abundant population of red maples indicating high soil moisture retention and a history of limited fire disturbances. Most of the area was cleared for agriculture at the time of Euro-American settlements in the mid to late-19th century. A large fraction of the cleared land was later abandoned due to the poor sandy soils. These areas reverted to Oak Savannas and in cases where fire was limited progressively made the transition to Oak Woodlands. Today patches of the forest are burned every few years as part of prescribed burning cycle to control stand density.

    Waste Technologies Industries (WTI; East Liverpool, Ohio) is trying to wing what it hopes will be its final battle in a 13-year, $160 million war with the government, and community and environmental groups. The company since 1980 has sought EPA approval to operate a hazardous waste incinerator in East Liverpool, Ohio. WTI late last year conducted a pre-test burn, or shakedown, during which the incinerator burned certain types of hazardous waste. The test demonstrates the incinerator's performance under normal operating conditions, Regulatory authorities, including EPA and the Ohio Environmental Protection Agency (OEPA), monitored activity during the shakedown, which was limited to 720 hours of operation. In accordance with RCRA requirements, the company in March conducted a trial burn to demonstrate that the incinerator meets permit standards. WTI's permit specifies three performance parameters the incinerator must meet -- particulate and hydrogen chloride emissions limits, and destruction removal efficiencies (DREs).

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings. As was stated in the DOE Award Summary, the undertaking was focused as a commercial program delving into Alternative Energy Utility Districts; what are referred to in Ohio Statute as Energy Special

    The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described. This rare strike suggested the need for increased protection and more voltage-transient suppressors were added to those already in place as a preventive measure in the event that such a phenomenon reoccurs.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually.     The traditional method of burner balancing is first to determine the fuel distribution, then to measure the economizer outlet excess oxygen distribution and to adjust the burners accordingly. Fuel distribution is typically measured by clean and dirty air probing. Coal pipe flow can then be adjusted, if necessary, through the use of coal pipe orificing or by other means. Primary air flow must be adjusted to meet the design criteria of the burner. Once coal pipe flow is balanced to within the desired criteria, secondary air flow to individual burners can be changed by adjusting windbox dampers, burner registers, shrouds or other devices in the secondary air stream. This paper discusses problems encountered in measuring excess O{sub 2} at the economizer outlet. It is important to recognize that O{sub 2} measurements at the economizer outlet, by themselves, can be very misleading. If measurement problems are suspected or encountered, an alternate approach similar to that described should be considered. The alternate method is not only useful for burner balancing but also can be used to help in calibrating the plant excess O{sub 2} instruments and provide an on line means of cross-checking excess air measurements. Balanced burners operate closer to their design stoichiometry, providing better NO{sub x} reduction. For Salem Harbor Station, this means a significant saving in urea consumption.

    Water-resources data for the 1992 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 121 gaging stations, 336 wells, and 72 partial-record sites; and water levels at 312 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio. Volume 1 covers the central and southern parts of Ohio, emphasizing the Ohio River Basin. (See Order Number DE95010451 for Volume 2 covering the northern part of Ohio.)

    The dams researched in the Ohio Department of Natural Resources (ODNR) files were those contained in a list of Ohio dams provided by the ODNR. The result of this file research is a list of 997 dams contained herein that tabulates information on hydraulic head, stream flow, drainage area, and usage. This listing indicated that all but 137 of the 997 dams can be eliminated from consideration for Phase II research. The second phase would be required to further identify which of the 137 dams might have viable hydroelectric potential and define their basic hydroelectric parameters.

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties.     The deep hydrogeologic system underlying the Oak Ridge Reservation contains some areas contaminated with radionuclides, heavy metals, nitrates, and organic compounds. The groundwater at that depth is saline and has previously been considered stagnant. On the basis of existing and newly collected data, the nature of flow of the saline groundwater and its potential discharge into shallow, freshwater systems was assessed. Data used for this purpose included (1) spatial and temporal pressures and hydraulic heads measured in the deep system, (2) hydraulic parameters of the formations in question, (3) spatial temperature variations, and (4) spatial and temporal chemical and isotopic composition of the saline groundwater. In addition, chemical analyses of brine in adjacent areas in Tennessee, Kentucky, Ohio, Pennsylvania, and West Virginia were compared with the deep water underlying the reservation to help assess the origin of the brine. Preliminary conclusions suggest that the saline water contained at depth is old but not isolated (in terms of recharge and discharge) from the overlying active and freshwater-bearing units. The confined water (along with dissolved solutes) moves along open fractures (or man-made shortcuts) at relatively high velocity into adjacent, more permeable units. Groundwater volumes involved in this flow probably are small.

    Beryllium occurs naturally in minerals and oils. Other than the natural sources, considerable quantity of beryllium has been discharged from its smelting industry. Soil pollutants caused by beryllium in the circumference of its smelting industry on the banks of Nagoya harbor estuaries have been reported. Several methods for the spectroscopic determination of beryllium can not eliminate the interference caused by fluoride ion which remains in the digestion solution when hydrofluoric acid is used to degradate the silicate lattice. Accordingly, the authors attempted to improve the pretreatment in order to eliminate the effect of fluoride ion, and to make the procedure simpler and faster with high precision. A simple and sensitive method is presented for the determination of beryllium in sediments by atomic absorption spectroscopy using methylisobutylketone extraction with acetylacetone. They have carried out an extensive investigation on the pollution of sea water and sediments of Nagoya harbor estuaries, which is located in one of the most active industrial areas in Japan.

    This article describes an experimental model designed to forecast oil pollution in the newly constructed Shijiu Harbor, using a mixture of 30% used machine oil and 70% light diesel, in amounts of 200 kg per test. Plastic bags filled with the mixture are slit open and cast into the water generally along the axis of the major ocean current. Small boats are used to collect water specimens to trace the experimental pollutant. The density distribution and the horizontal diffusion coefficient are calculated to produce equations to study effects of the surface wind speed, the depth of the water, and the tidal waves on the oil drift. Each test is completed in about 2 hours. On the basis of statistical data of large Chinese harbors published by the ministry and related reports of foreign countries, the mean annual oil pollution load of Shijiu Harbor is computed in terms of the total estimated tonnage of cargo ships, tugboats, oil tankers, and fishing boats. The forecast model, the equations, and the computation processes are described in some detail.

    The grantee, Alaska Village Electric Cooperative (AVEC), is a non-profit member owned rural electric generation and distribution cooperative. The proposed Project is located near the community of Old Harbor, Alaska. Old Harbor is on the southeastern coast of Kodiak Island, approximately 70 miles southwest of the City of Kodiak and 320 miles southwest of Anchorage. In 1998 sufficient information had been developed to apply for a license to construct the project and the cost was estimated to be $2,445,000 for a 500 KW project on Lagoon Creek. Major features of the project included an eight-foot high diversion dam on Mountain Creek, a desander box, a 9,800-foot long penstock to the powerhouse on Lagoon Creek, and a 5,500-foot long access road. It was also anticipated that the project could provide an additional source of water to Old Harbor. The report details the history and lessons learned in designing and permiting the proposed hydroelectric facility.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    Water-resources data for the 1991 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 131 gaging stations, 378 wells, and 74 partial-record sites; and water levels at 431 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    This two-volume report, the Oak Ridge Reservation Environmental Report for 1989, is the nineteenth in an annual series that began in 1971. It reports the results of a comprehensive, year-round program to monitor the impact of operations at the three major US Department of Energy (DOE) production and research installations in Oak Ridge on the immediate areas' and surrounding region's groundwater and surface waters, soil, air quality, vegetation and wildlife, and through these multiple and varied pathways, the resident human population. Information is presented for the environmental monitoring Quality Assurance (QA) Program, audits and reviews, waste management activities, land special environmental studies. Data are included for the Oak Ridge Y-12 Plant, Oak Ridge National Laboratory (ORNL), and Oak Ridge Gaseous Diffusion Plant (ORGDP). Volume 1 presents narratives, summaries, and conclusions based on environmental monitoring at the three DOE installations and in the surrounding environs during calendar year (CY) 1989. Volume 1 is intended to be a stand-alone'' report about the Oak Ridge Reservation (ORR) for the reader who does not want an in-depth review of 1989 data. Volume 2 presents the detailed data from which these conclusions have been drawn and should be used in conjunction with Volume 1.

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.
