    Three sets of interim operating criteria for Glen Canyon Dam on the Colorado River have been proposed for the period of November 1991, to the completion of the record of decision for the Glen Canyon Dam environmental impact statement (about 1993). These criteria set specific limits on dam releases, including maximum and minimum flows, up-ramp and down-ramp rates, and maximum daily fluctuation. Under the proposed interim criteria, all of these parameters would be reduced relative to historical operating criteria to protect downstream natural resources, including sediment deposits, threatened and endangered fishes, trout, the aquatic food base, and riparian plant communities. The scientific bases of the three sets of proposed operating criteria are evaluated in the present report:(1) criteria proposed by the Research/Scientific Group, associated with the Glen Canyon Environmental Studies (GCES); (2) criteria proposed state and federal officials charged with managing downstream resources; and (3) test criteria imposed from July 1991, to November 1991. Data from Phase 1 of the GCES and other sources established that the targeted natural resources are affected by dam operations, but the specific interim criteria chosen were not supported by any existing studies. It is unlikely that irreversible changes to any of the resources would occur over the interim period if historical operating criteria remained in place. It is likely that adoption of any of the sets of proposed interim operating criteria would reduce the levels of sediment transport and erosion below Glen Canyon Dam; however, these interim criteria could result in some adverse effects, including the accumulation of debris at tributary mouths, a shift of new high-water-zone vegetation into more flood-prone areas, and further declines in vegetation in the old high water zone.

    Natural resource economists have estimated the nonmarket benefits provided by streamflows in several recent research papers. The current paper also examines the economic implications of water based recreational activities. The analysis uses a software package and database called IMPLAN to estimate the jobs impacts of expenditures for recreation trips to the Lee`s Ferry reach on the Colorado River. The discussion describes the basic input-output model and water based recreation activities at the Lee`s Ferry reach. Non-resident river recreation trip expenditures to the Glen Canyon Dam region generate 585 jobs. The estimates presented here add further credence and policy weight to the premise that the outdoor recreation sector of the economy is relatively labor intensive.

    The management of hydroelectric resources in the Colorado River requires a balancing of hydrologic, social, natural and cultural resources. The resulting management often has to deal with inherently conflicting objectives, short and long-term goals, time frames and operational flexibility. Glen Canyon Dam, AZ, on the Colorado River, controls the release of water into the Grand Canyon. The dam has been under intense public scrutiny since it was completed in 1963. An Environmental Impact Statement evaluating the future operations and options for Glen Canyon Dam was initiated by the Department of the Interior in 1989 and completed in 1995. An Adaptive Management approach to future operational management has been developed as part of the Glen Canyon Dam Environmental Impact Statement process. Future operations at Glen Canyon Dam will take into consideration the need to balance water movement and hydroelectricity development with natural, recreation, Native American and cultural needs. Future management of rivers requires acknowledgement of the dynamic nature of ecosystems and the need to link scientific information into the decision-making process. Lessons learned and programs developed at Glen Canyon Dam may be applied to other river systems.

    The Glen Canyon Dam EIS has developed a substantial body of research on the economic consequences of altering the dam and plant operation. The following comments deals only with the electric power planning aspects of the study in general and the demand-side management estimates in particular. Most of the material in the report Power System Impacts of Potential Changes in Glen Canyon Power Plant Operations'' is outside the area of DSM/C RE, but appears reasonable. In particular, the input assumptions relating to the potential costs of power plants for capacity expansion planning are not unlike the costs Argonne is using in its studies and those which are used by others when comparison are made to DSM program choices. Statement of Major Concerns. The central concerns of the DSM/C RE results shown in the Glen Canyon study are as follows: (1) The assumption that DSM will penetrate the systems of Western's customers to a level which would reduce peak demand by 10 percent in the baseline alternative is overly optimistic given (a) the current reductions from the C RE programs, (b) the economic incentives faced by Western's customers, and (c) the current manner in which Western's power is used by its customers. (2) The result that DSM will reduce load by the same amount in each alternative is suspicious and unlikely.

Most of the material in the report ``Power System Impacts of Potential Changes in Glen Canyon Power Plant Operations`` is outside the area of DSM/C&RE, but appears reasonable. In particular, the input assumptions relating to the potential costs of power plants for capacity expansion planning are not unlike the costs Argonne is using in its studies and those which are used by others when comparison are made to DSM program choices. Statement of Major Concerns. The central concerns of the DSM/C&RE results shown in the Glen Canyon study are as follows: (1) The assumption that DSM will penetrate the systems of Western`s customers to a level which would reduce peak demand by 10 percent in the baseline alternative is overly optimistic given (a) the current reductions from the C&RE programs, (b) the economic incentives faced by Western`s customers, and (c) the current manner in which Western`s power is used by its customers. (2) The result that DSM will reduce load by the same amount in each alternative is suspicious and unlikely.

    The Stringfellow Hazardous Waste site lies at the head of the Pyrite Canyon in Riverside County less than a mile north of the community of Glen Avon. The principal contaminants of concern in the ground water include trichloroethene (TCE), chloroform, chlorobenzene, dichlorobenzene, nitrate, sodium, sulfate, para-chlorobenzene sulfonic acid (p-CBSA), chromium, and cadmium. The principal environmental pathways for contaminant transport include ground water, surface water, soil, sediment, and air. The Pyrite Canyon portion of the site is of public health concern because of the risk to human health resulting from probable past and present exposure to hazardous substances that may result in adverse human health effects.

    On October 9, 1996, Bruce Babbitt, then-Secretary of the U.S. Department of the Interior signed the Record of Decision (ROD) on operating criteria for the Glen Canyon Dam (GCD). Criteria selected were based on the Modified Low Fluctuating Flow (MLFF) Alternative as described in the Operation of Glen Canyon Dam, Colorado River Storage Project, Arizona, Final Environmental Impact Statement (EIS) (Reclamation 1995). These restrictions reduced the operating flexibility of the hydroelectric power plant and therefore its economic value. The EIS provided impact information to support the ROD, including an analysis of operating criteria alternatives on power system economics. This ex post study reevaluates ROD power economic impacts and compares these results to the economic analysis performed prior (ex ante) to the ROD for the MLFF Alternative. On the basis of the methodology used in the ex ante analysis, anticipated annual economic impacts of the ROD were estimated to range from approximately $15.1 million to $44.2 million in terms of 1991 dollars ($1991). This ex post analysis incorporates historical events that took place between 1997 and 2005, including the evolution of power markets in the Western Electricity Coordinating Council as reflected in market prices for capacity and energy. Prompted by ROD operational restrictions, this analysis also incorporates a decision made by the Western Area Power Administration to modify commitments that it made to its customers. Simulated operations of GCD were based on the premise that hourly production patterns would maximize the economic value of the hydropower resource. On the basis of this assumption, it was estimated that economic impacts were on average $26.3 million in $1991, or $39 million in $2009.

    The Forest Glen Subdivision site consists of 21 acres of developed residential properties and undeveloped land in Niagara Fall, Niagara County, New York. Land in the area surrounding the Forest Glen subdivision is used for residential and industrial purposes, including a mobile home park, small shopping mall, and the CECOS Landfill. Chemical companies reportedly disposed of wastes onsite from the early 1950s to the early 1970s. Sampling by EPA's Field Investigation Team revealed the presence of high concentrations of unknown and tentatively identified compounds (TICs) in August 1987, and further soil sampling was conducted to identify the TICs. EPA has executed interim measures to stabilize site conditions including collecting, staging, and securing drums in areas north and east of the subdivision and temporarily covering visibily contaminated soil with concrete. The remedial activity is the first of two planned operable units and addresses resident relocation only. A subsequent operable unit will address the remediation of site contamination once the relocation is complete.

    This report examines the financial implications of experimental flows conducted at the Glen Canyon Dam (GCD) in water year 2011. It is the third report in a series examining financial implications of experimental flows conducted since the Record of Decision (ROD) was adopted in February 1997 (Reclamation 1996). A report released in January 2011 examined water years 1997 to 2005 (Veselka et al. 2011), and a report released in August 2011 examined water years 2006 to 2010 (Poch et al. 2011). An experimental release may have either a positive or negative impact on the financial value of energy production. This study estimates the financial costs of experimental releases, identifies the main factors that contribute to these costs, and compares the interdependencies among these factors. An integrated set of tools was used to compute the financial impacts of the experimental releases by simulating the operation of the GCD under two scenarios, namely, (1) a baseline scenario that assumes both that operations comply with the ROD operating criteria and the experimental releases that actually took place during the study period, and (2) a 'without experiments' scenario that is identical to the baseline scenario of operations that comply with the GCD ROD, except it assumes that experimental releases did not occur. The Generation and Transmission Maximization (GTMax) model was the main simulation tool used to dispatch GCD and other hydropower plants that comprise the Salt Lake City Area Integrated Projects (SLCA/IP). Extensive data sets and historical information on SLCA/IP powerplant characteristics, hydrologic conditions, and Western Area Power Administration's (Western's) power purchase prices were used for the simulation. In addition to estimating the financial impact of experimental releases, the GTMax model was also used to gain insights into the interplay among ROD operating criteria, exceptions that were made to criteria to accommodate the experimental releases, and

    This is the AmeriFlux version of the carbon flux data for the site US-SO4 Sky Oaks- New Stand. Site Description - The Sky Oaks New site is located near the Sky Oaks Field station, owned and operated by San Diego State University. Chaparral vegetation, associated with a Mediterranean climate, covers nearly half of the rough and rocky terrain. Precipitation is almost exclusively confined to the winter months. During the summer and early fall, hot and dry Santa Ana winds from the northeast bring desert heat to the site. A high intensity natural wildfire occurred in approximately 1905. Physical characteristics prior to the 1905 burn are unknown, including stand age and canopy height. Currently, the Sky Oaks New site is an excellent representation of an old-growth chaparral ecosystem, with a canopy height of 2.3 m and chamise-dominated overstory.

    Increases in streamflows are generally positively related to the use values of angling and white-water boating, and constant flows tend to increase the use values more than fluctuating flows. In most instances, however, increases in streamflows beyond some threshold level cause the use values to decrease. Expenditures related to angling and white-water boating account for about $24 million of activity in the local economy around Glen Canyon Dam and $24.8 million in the local economy around flaming Gorge Dam. The range of operational scenarios being considered in the Western Area Power Administration`s Electric Power Marketing Environmental Impact Statement, when use rates are held constant, could change the combined use value of angling and white-water boating below Glen Canyon Dam, increasing it by as much as 50%, depending on prevailing hydrological conditions. Changes in the combined use value below Flaming Gorge Dam could range from a decrease of 9% to an increase of 26%. Nonuse values, such as existence and bequest values, could also make a significant contribution to the total value of each site included in this study; however, methodological and data limitations prevented estimating how each operational scenario could change nonuse values.

    Because of concerns about the impact that Glen Canyon Dam (GCD) operations were having on downstream ecosystems and endangered species, the Bureau of Reclamation (Reclamation) conducted an Environmental Impact Statement (EIS) on dam operations (DOE 1996). New operating rules and management goals for GCD that had been specified in the Record of Decision (ROD) (Reclamation 1996) were adopted in February 1997. In addition to issuing new operating criteria, the ROD mandated experimental releases for the purpose of conducting scientific studies. This paper examines the financial implications of the experimental flows that were conducted at the GCD from 1997 to 2005. An experimental release may have either a positive or negative impact on the financial value of energy production. This study estimates the financial costs of experimental releases, identifies the main factors that contribute to these costs, and compares the interdependencies among these factors. An integrated set of tools was used to compute the financial impacts of the experimental releases by simulating the operation of the GCD under two scenarios, namely, (1) a baseline scenario that assumes operations comply with the ROD operating criteria and experimental releases that actually took place during the study period, and (2) a ''without experiments'' scenario that is identical to the baseline scenario of operations that comply with the GCD ROD, except it assumes that experimental releases did not occur. The Generation and Transmission Maximization (GTMax) model was the main simulation tool used to dispatch GCD and other hydropower plants that comprise the Salt Lake City Area Integrated Projects (SLCA/IP). The stand age at the time of the wildfire was 80 years old, following an early wildfire poorly characterized. Following the 2003 wildfire, most native chaparral began to regrow from root stocks reaching a height of 1.0 m in 2008.

    This two-volume report, the Oak Ridge Reservation Environmental Report for 1989, is the nineteenth in an annual series that began in 1971. It reports the results of a comprehensive, year-round program to monitor the impact of operations at the three major US Department of Energy (DOE) production and research installations in Oak Ridge on the immediate areas' and surrounding region's groundwater and surface waters, soil, air quality, vegetation and wildlife, and through these multiple and varied pathways, the resident human population. Information is presented for the environmental monitoring Quality Assurance (QA) Program, audits and reviews, waste management activities, land special environmental studies. Data are included for the Oak Ridge Y-12 Plant, Oak Ridge National Laboratory (ORNL), and Oak Ridge Gaseous Diffusion Plant (ORGDP). Volume 1 presents narratives, summaries, and conclusions based on environmental monitoring at the three DOE installations and in the surrounding environs during calendar year (CY) 1989.     Discharges from Glen Canyon Dam (GCD) affect the geomorphology and stability of downstream alluvial sediment deposits. To protect downstream resources, the US DOI mandated interim flow criteria (IFC) on 1 August, 1991. The IFC consist of reduced daily fluctuations (226--566 m[sup 3]/s) and reduced ramping rates (42.5--57 m[sup 3]/s/hr), the primary objective of which is to maintain sediment storage in the river system by minimizing sediment transport. This study was initiated to determine the effectiveness of the IFC in achieving this objective. The authors examined whether reduced daily fluctuations lead to subaerial sand bar erosion and increased subaqueous sediment storage. They collected and analyzed topographic and bathymetric survey data from sand bars throughout the Colorado River corridor in Sept/Oct, 1991 and in Oct/Nov, 1992 to compare changes in sand bar morphology. They examined changing topography due to GCD operation in what they termed the hydrologically active zone (HAZ), that portion of the sand bar exposed to daily dam operations (142--900 m[sup 3]/s stage elevations). Volumes within the HAZ and profiles across this zone were generated from these sediment deposits. Their preliminary results show that, in general, erosion of sediment at higher bar elevations was coincident with deposition along lower parts of the bar platform. The observed response to IFC elevation in order to maintain sediment deposits for Colorado River corridor bio-diversity (e.g., fisheries habitats). 88% of sand bars that showed significant volume gain were preceded by significant volume loss, implying that antecedent conditions are an important factor in sand bar response to GCD operations. Sediment transport capacity was reduced as evidenced by increased sediment storage in recirculation zones and sediment infilling of eddy return channels. The authors conclude that IFC are achieving their primary objective of maintaining sediment storage within the river corridor.

An accidental spill into the White Oak Creek watershed could contaminate downstream water supplies if insufficient dilution did not occur. White Oak Creek empties into the Clinch River, which flows into the Tennessee River. Both rivers serve as municipal water supplies. The aquatic spill model provides estimates of the dilution at sequential downstream locations along White Oak creek and the Clinch River after an accidental spill of a liquid containing a radioactively decaying constituent. The location of the spill on the laboratory is arbitrary, while hydrologic conditions range from drought to extreme flood are simulated. The aquatic spill model provides quantitative estimates with which to assess water quality downstream from the site of the accidental spill, allowing an informed decision to be made whether to perform mitigating measures so that the integrity of affected water supplies is not jeopardized.

    This is the AmeriFlux version of the carbon flux data for the site US-KS2 Kennedy Space Center (scrub oak). Site Description - The Kennedy Space Center Scrub Oak site is located within the Merritt Island National Wildlife Refuge at the Kennedy Space Center (KSC) on the east coast of central Florida. Situated in a 10 ha scrub oak ecosystem, the surrounding stand was completely burned by a prescribed fire in 1996. The purpose of the burn was to control understory fuel load, which has been a common practice since 1969. Within a few weeks of the 1996 burn, the stand began to naturally regenerate from roots and rhizomes. Most scrub oak stands in the region undergo a 7 to 10 year disturbance cycle, mostly related to fire or hurricane activity. A severe drought gripped most of Florida beginning in 1998 until the later half of 2001 resulting in four years of relatively low amount of annual rainfall. Exceptionally high annual rainfall amount in 2004 was the result of a pair of hurricanes that hit the area in August and September of 2004. Prevaling wind directions for the site are as follows: W to NW in the winter, afternoon E sea breeze in the summer.

    Because of concerns about the impact that Glen Canyon Dam (GCD) operations were having on downstream ecosystems and endangered species, the Bureau of Reclamation (Reclamation) conducted an Environmental Impact Statement (EIS) on dam operations (DOE 1996). New operating rules and management goals for GCD that had been specified in the Record of Decision (ROD) (Reclamation 1996) were adopted in February 1997. In addition to issuing new operating criteria, the ROD mandated experimental releases for the purpose of conducting scientific studies. This paper examines the financial implications of the experimental flows that were conducted at the GCD from 1997 to 2005. An experimental release may have either a positive or negative impact on the financial value of energy production. This study estimates the financial costs of experimental releases, identifies the main factors that contribute to these costs, and compares the interdependencies among these factors. An integrated set of tools was used to compute the financial impacts of the experimental releases by simulating the operation of the GCD under two scenarios, namely, (1) a baseline scenario that assumes operations comply with the ROD operating criteria and experimental releases that actually took place during the study period, and (2) a 'without experiments' scenario that is identical to the baseline scenario of operations that comply with the GCD ROD, except it assumes that experimental releases did not occur. The Generation and Transmission Maximization (GTMax) model was the main simulation tool used to dispatch GCD and other hydropower plants that comprise the Salt Lake City Area Integrated Projects (SLCA/IP). Extensive data sets and historical information on SLCA/IP power plant characteristics, hydrologic conditions, and Western Area Power Administration's (Western's) power purchase prices were used for the simulation.     This study establishes a basis for long-range land-use planning to accommodate both present and projected DOE program requirements in Oak Ridge. In addition to technological requirements, this land-use plan incorporates in-depth ecological concepts that recognize multiple uses of land as a viable option. Neither environmental research nor technological operations need to be mutually exclusive in all instances. Unique biological areas, as well as rare and endangered species, need to be protected, and human and environmental health and safety must be maintained. The plan is based on the concept that the primary use of DOE land resources must be to implement the overall DOE mission in Oak Ridge. This document, along with the base map and overlay maps, provides a reasonably detailed description of the DOE Oak Ridge land resources and of the current and potential uses of the land. A description of the land characteristics, including geomorphology, agricultural productivity and soils, water courses, vegetation, and terrestrial and aquatic animal habitats, is presented to serve as a resource document. Essentially all DOE land in the Oak Ridge area is being fully used for ongoing DOE programs or has been set aside as protected areas.

Credit trading can be applied to a wide variety of policies, programs and private market activities and represents a means of tapping into revenue streams that heretofore have largely excluded wind and other renewables.     This report summarizes for the 15-month period of October 1990-- December 1991 the available dynamic hydrologic data collected, primarily on the White Oak Creek (WOC) watershed, along with information collected on the surface flow systems that affect the quality or quantity of surface water. The collection of hydrologic data is one component of numerous, ongoing Oak Ridge National Laboratory (ORNL) environmental studies and monitoring programs and is intended to: (1) characterize the quantity and quality of water in the flow systems; (2) assist with the planning and assessment of remedial action activities; and, (3) provide long-term availability of data and quality assurance. Characterization of the hydrology of the WOC watershed is critical for understanding the processes that drive contaminant transport in the watershed. Identification of spatial and temporal trends in hydrologic parameters and mechanisms that affect the movement of contaminants supports the development of interim corrective measures and remedial restoration alternatives. In addition, hydrologic monitoring supports long-term assessment of the effectiveness of remedial actions in limiting the transport of contaminants across Waste Area Grouping (WAG) boundaries and ultimately to the off-site environment. For these reasons, it is of paramount importance to the Environmental Restoration Program (ERP) to collect and report hydrologic data activities that contribute to the Site Investigations component of the ERP. (White Oak Creek is also referred to as ``Whiteoak`` Creek).

    This is the AmeriFlux version of the carbon flux data for the site US-Oho Oak Openings. Site Description - The Ohio Oak Openings site is located within the Oak Openings Preserve Metropark of northwest Ohio, one of the few remaining oak woodlands/savanna/prairie complexes in the Midwest. Declared one of the "One of America's Last Great Places" by the Nature Conservancy the area consists of four main vegetation types: Oak Woodlands, Oak Savanna, Floodplain Forests and Wet Prairies. The stand surrounding the tower is mainly Oak Woodlands dominated by red, white and black oaks with a relatively abundant population of red maples indicating high soil moisture retention and a history of limited fire disturbances. Most of the area was cleared for agriculture at the time of Euro-American settlements in the mid to late-19th century. A large fraction of the cleared land was later abandoned due to the poor sandy soils. These areas reverted to Oak Savannas and in cases where fire was limited progressively made the transition to Oak Woodlands. Today patches of the forest are burned every few years as part of prescribed burning cycle to control stand density.

    The Oak Ridge Site Treatment Plan (STP) issued under a Tennessee Commissioner's Order includes a compliance milestone related to treatment of mixed waste labpacks on the Oak Ridge sites. The treatment plan was written and approved in Fiscal Year 1997. The plan involved approximately 1,100 labpacks and 7,400 on-the-shelf labpackable items stored at three Department of Energy (DOE) sites on the Oak Ridge Reservation (ORR). The labpacks and labpack items consist of liquids and solids with various chemical constituents and radiological concerns. The waste must be processed for shipment to a commercial hazardous waste treatment facility or treatment utilizing a Broad Spectrum mixed waste treatment contract. This paper will describe the labpack treatment plan that was developed as required by the Site Treatment Plan and the operations implemented to process the labpack waste. The paper will discuss the labpack inventory in the treatment plan, treatment and disposal options, processing strategies, project risk assessment, and current project status.

    The Nuclear Materials Identification System (NMIS), developed by the Oak Ridge National Laboratory and Oak Ridge Y-12 Plant (Y-12), has been successfully used at Y-12 for nuclear material control and accountability (NMC&A). It is particularly useful in the high gamma-ray background of storage arrays and for shielded HEU. With three systems in use at Y-12, NMIS has enhanced the NMC&A capability for verification and for confirmation of materials in storage and for HEU receipts by providing capability not available or practical by other NDA methods for safeguards. It has recently cost-effectively quantified the HEU mass and enrichment of hundreds of HEU metal items to within a total spread of {+-} 5% (3 sigma) with and mean deviations for all HEU verified of + 0.2% for mass and {minus}0.2% for enrichment. Three cart portable systems are easily moved around with minimal impact on facility operations since no permanent dedicated floor space is required. The positive impact of NMIS at the Oak Ridge Y-12 Plant is improved and more cost effective NMC&A as well as the resolution of NMC&A findings. Its operation at the Y-12 Plant is essential for compliance with the NMC&A requirements of the US Department of Energy. NMIS portability has allowed one system to be moved temporarily to the former K-25 Gaseous Diffusion Plant for characterization of a large deposit of hydrated uranyl fluoride. The impact of this NMIS application was enhanced and verified nuclear criticality safety that led to the safe removal of a large deposit originally estimated by gamma-ray spectrometry and neutron counting to contain 1300 kg of 3.3 wt% {sup 235}U material. NMIS has also been operational at Los Alamos National Laboratory and Pantex.

    The Oak Ridge Comprehensive Integrated Plan is intended to assist the US Department of Energy (DOE) and contractor personnel in implementing a comprehensive integrated planning process consistent with DOE Order 430.1, Life Cycle Asset Management and Oak Ridge Operations Order 430. DOE contractors are charged with developing and producing the Comprehensive Integrated Plan, which serves as a summary document, providing information from other planning efforts regarding vision statements, missions, contextual conditions, resources and facilities, decision processes, and stakeholder involvement. The Comprehensive Integrated Plan is a planning reference that identifies primary issues regarding major changes in land and facility use and serves all programs and functions on-site as well as the Oak Ridge Operations Office and DOE Headquarters. The Oak Ridge Reservation is a valuable national resource and is managed on the basis of the principles of ecosystem management and sustainable development and how mission, economic, ecological, social, and cultural factors are used to guide land- and facility-use decisions. The long-term goals of the comprehensive integrated planning process, in priority order, are to support DOE critical missions and to stimulate the economy while maintaining a quality environment.

The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures

    This Sampling and Analysis Plan addresses meteorological monitoring activities that wall be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Lockheed Martin Energy Systems, Inc. Meteorological monitoring of various climatological parameters (e.g., temperature, wind speed, humidity) will be collected by instruments installed at WAG 6. Data will be recorded electronically at frequencies varying from 5-min intervals to 1-h intervals, dependent upon parameter. The data will be downloaded every 2 weeks, evaluated, compressed, and uploaded into a WAG 6 data base for subsequent use. The meteorological data will be used in water balance calculations in support of the WAG 6 hydrogeological model.

A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order.     A parametric study was conducted to evaluate the stability of the White Oak Dam (WOD) embankment and foundation. Slope stability analyses were performed for the upper and lower bound soil properties at three sections of the dam using the PCSTABL4 computer program. Minimum safety factors were calculated for the applicable seismic and static loading conditions. Liquefaction potential of the dam embankment and foundation solid during the seismic event was assessed by using simplified procedures. The WOD is classified as a low hazard facility and the Evaluation Basis Earthquake (EBE) is defined as an earthquake with a magnitude of m{sub b} = 5.6 and a Peak Ground Accelerator (PGA) of 0.13 g. This event is approximately equivalent to a Modified Mercalli Intensity of VI-VIII. The EBE is used to perform the seismic evaluation for slope stability and liquefaction potential. Results of the stability analyses and the liquefaction assessment lead to the conclusion that the White Oak Dam is safe and stable for the static and the seismic events defined in this study. Ogden Environmental, at the request of MMES, has checked and verified the calculations for the critical loading conditions and performed a peer review of this report. Ogden has determined that the WOD is stable under the defined static and seismic loading conditions and the embankment materials are in general not susceptible to liquefaction.

    A numerical radiation model was utilized to investigate the diurnal and seasonal variability of solar input at four sites along the Colorado River below Glen Canyon Dam: river miles -14.5, 43, 55, and 194. These simulations were compared to observations made during the spring growing season (April, 1994), the pre-monsoon dry season (June-July, 1994), the monsoon season (August, 1994), and winter (January 1995). At each river mile above, a main station was established for a 24-36 hour period observing radiation components. This station serves as a reference point to compare with simulations. The model requires specifications of sky horizon effects, albedo, atmospheric attentuation, and nearby terrain emissivity and reflectivity. A combination of field data, surveying information, and radiation theory provides an adequate methodology to yield close agreement between observations and simulations in the canyon environment. Solar shading by canyon topography can be responsible for as much 40% loss of potential photosynthetic radiation in summer months, even more at the equinoxes, and a near total reduction at some sites in winter.

    In October of 1995, the Secretary of the Interior announced that Glen Canyon Dam would be operated under the Modified Low Fluctuating Flow (MLFF) criteria to protect downstream archeological, cultural, aquatic and riparian resources. Although the annual and monthly amounts of water released downstream remain the same, MLFF imposes a unique and complex set of constraints on hourly and daily hydropower operations. These constraints include restrictions on ramp rates (hourly rate of change in release), minimum flows, maximum flows, and the daily change in flow. In addition, a key component of MLFF operations is adaptive management which establishes a framework of research and monitoring on which future changes in operation will be based. Consequently, MLFF operations are not static and variants of these hourly constraints may be contemplated in the future. This paper summarizes the environmental concerns which led to MLFF, reviews some pertinent electric power concepts, and describes current institutional and market conditions. A generalized method for simulating and valuing hourly hydroelectric generation under various operational constraints is then introduced.

    This report provides summary information on Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) sites as listed in the Oak Ridge Reservation Federal Facility Agreement (FFA), dated January 1, 1992, Appendix C. The Oak Ridge National Laboratory was built in 1943 as part of the World War II Manhattan Project. The original mission of ORNL was to produce and chemically separate the first gram-quantities of plutonium as part of the national effort to produce the atomic bomb. The current mission of ORNL is to provide applied research and development in support of the U.S. Department of Energy (DOE) programs in nuclear fusion and fission, energy conservation, fossil fuels, and other energy technologies and to perform basic scientific research in selected areas of the physical, life, and environmental sciences. ER is also tasked with clean up or mitigation of environmental impacts resulting from past waste management practices on portions of the approximately 37,000 acres within the Oak Ridge Reservation (ORR). Other installations located within the ORR are the Gaseous Diffusion Plant (K-25) and the Y-12 plant. The remedial action strategy currently integrates state and federal regulations for efficient compliance and approaches for both investigations and remediation efforts on a Waste Area Grouping (WAG) basis. As defined in the ORR FFA Quarterly Report July - September 1995, a WAG is a grouping of potentially contaminated sites based on drainage area and similar waste characteristics. These contaminated sites are further divided into four categories based on existing information concerning whether the data are generated for scoping or remedial investigation (RI) purposes. These areas are as follows: (1) Operable Units (OU); (2) Characterization Areas (CA); (3) Remedial Site Evaluation (RSE) Areas; and (4) Removal Site Evaluation (RmSE) Areas.

    This paper describes dynamic experiments for 3 pulsed reactors. 1st reactor was pulsed from some average power by rotating a partial Be reflector past an unreflected core face; the other 2 reactors were pulsed by rapid insertion of a fuel rod into the unmoderated and unreflected reactor at essentially zero neutron level with no significant neutron source present. The first reactor was a mockup of an EURATOM design (never constructed) of the proposed SORA Reactor, and the other two were the Health Physics Research Reactor and the Army Pulse Radiation Facility Reactor (APRFR). This paper describes the experiments performed in initial testing of these systems, including destructive tests of APRFR, to set operating limits for this type of reactor in pulsed operation. All the experiments described were performed at the Oak Ridge Critical Experiments Facility.

Students learn about and examine the overall design of a wind turbine and then move forward with an assessment of the energy output as factors involving wind speed, direction and blade design are altered.     The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using funds provided by the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested ORAU to plan and implement a survey approach, focused on characterizing the Isotope Row Facilities located at the Oak Ridge National Laboratory (ORNL) for future determination of an appropriate disposition pathway for building debris and systems, should the buildings be demolished. The characterization effort was designed to identify and quantify radiological and chemical contamination associated with building structures and process systems. The Isotope Row Facilities discussed in this report include Bldgs. 3030, 3031, 3032, 3033, 3033A, 3034, 3036, 3093, and 3118, and are located in the northeast quadrant of the main ORNL campus area, between Hillside and Central Avenues. Construction of the isotope production facilities was initiated in the late 1940s, with the exception of Bldgs. 3033A and 3118, which were enclosed in the early 1960s. The Isotope Row facilities were intended for the purpose of light industrial use for the processing, assemblage, and storage of radionuclides used for a variety of applications (ORNL 1952 and ORAU 2013). The Isotope Row Facilities provided laboratory and support services as part of the Isotopes Production and Distribution Program until 1989 when DOE mandated their shutdown (ORNL 1990). These facilities performed diverse research and developmental experiments in support of isotopes production. As a result of the many years of operations, various projects, and final cessation of operations, production was followed by inclusion into the surveillance and maintenance (S&M) project for eventual decontamination and decommissioning (D&D).     The Oak Ridge Institute for Science and Education (ORISE) has completed the independent verification survey of the Building 3550 Slab. The results of this effort are provided. The objective of this verification survey is to provide independent review and field assessment of remediation actions conducted by Safety and Ecology Corporation (SEC) to document that the final radiological condition of the slab meets the release guidelines. Verification survey activities on the Building 3550 Slab that included scans, measurements, and the collection of smears. Scans for alpha, alpha plus beta, and gamma activity identified several areas that were investigated.

    The purpose of this report is to provide information to the public about the impact of the US Department of Energy's (DOE's) facilities located on the Oak Ridge Reservation (ORR) on the public and the environment. It describes the environmental surveillance and monitoring activities conducted at and around the DOE facilities operated by Martin Marietta Energy Systems, Inc. Preparation and publication of this report is in accordance with DOE Order 5400.1. The order specifies a publication deadline of June of the following year for each calendar year of data. The primary objective of this report is to summarize all information collected for the previous calendar year regarding effluent monitoring, environmental surveillance, and estimates of radiation and chemical dose to the surrounding population. When multiple years of information are available for a program, trends are also evaluated. The first seven sections of Volume 1 of this report address this objective. The last three sections of Volume 1 provide information on solid waste management, special environmental studies, and quality assurance programs.
