    Ormat Technologies, Inc. (Ormat) proposes to use DOE and cost share funding to study the Brady Hot Springs geothermal Field 15-12RD well. This is an EGS Demonstration project divided into three phases. During Phase 1, Ormat characterized the target well to prepare for stimulation activities in Phase 2, Phase 2: Well Stimulation and Collection/Analysis of Stimulation Monitoring Data and Phase 3: Long-term testing of the system. Phase 2 and 3 activities would occur at Ormat's Brady Hot Springs geothermal field in Churchill County, NV on public lands managed by the Bureau of Land Management (BLM) and Bureau of Reclamation (BOR). Since Phases 2 and 3 have the potential to impact subsurface resources, DOE must analyze the impacts associated with Phases 2 and 3. The BLM will be the lead agency for completion of the EA with BOR and DOE as cooperating agencies.

    This study examines how grid-level electricity storage may benefit the operations of NV Energy, and assesses whether those benefits are likely to justify the cost of the storage system. To determine the impact of grid-level storage, an hourly production cost model of the Nevada Balancing Authority ("BA") as projected for 2020 was created. Storage was found to add value primarily through the provision of regulating reserve. Certain storage resources were found likely to be cost-effective even without considering their capacity value, as long as their effectiveness in providing regulating reserve was taken into account. Giving fast resources credit for their ability to provide regulating reserve is reasonable, given the adoption of FERC Order 755 ("Pay-for-performance"). Using a traditional five-minute test to determine how much a resource can contribute to regulating reserve does not adequately value fast-ramping resources, as the regulating reserve these resources can provide is constrained by their installed capacity. While an approximation was made to consider the additional value provided by a fast-ramping resource, a more precise valuation requires an alternate regulating reserve methodology. Developing and modeling a new regulating reserve methodology for NV Energy was beyond the scope of this study, as was assessing the incremental value of distributed storage.

    This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

    The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. Since September 2004, ongoing experiments on these two reactions have been completed, with our group's participation in both: {sup 21}Na(p,{gamma}){sup 22}Mg at the TRIUMF-ISAC laboratory (DRAGON collaboration), and 18Ne({alpha},p){sup 21}Na at Argonne National Laboratory (collaboration with Ernst Rehm, Argonne). The data from the former was subsequently published and included in our evaluation. Publication from the latter still awaits independent confirmation of the experimental results. Year 2 (2004-05): The 25Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma})14O reactions - For Year 2, we worked on evaluations of the {sup 25}Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma}){sup 14}O reactions, in accordance with our proposed deliverables and following similar standard procedures to those used in Year 1.     The Nevada Test Site (NTS) and the adjacent Yucca Mountain Project (YMP) are located in Nye County, Nevada. The NTS has been the primary location for testing nuclear explosives in the continental US since 1951. Current activities include operating low-level radioactive and mixed waste disposal facilities for US defense-generated waste, assembly/disassembly of special experiments, surface cleanup and site characterization of contaminated land areas, and non-nuclear test operations such as controlled spills of hazardous materials at the hazardous Materials (HAZMAT) Spill Center (HSC). Currently, the major potential for occupational radiation exposure is associated with the burial of low-level nuclear waste and the handling of radioactive sources. Planned future remediation of contaminated land areas may also result in radiological exposures. The NV/YMP Radiological Control Manual, Revision 2, represents DOE-accepted guidelines and best practices for implementing Nevada Test Site and Yucca Mountain Project Radiation Protection Programs in accordance with the requirements of Title 10 Code of Federal Regulations Part 835, Occupational Radiation Protection. These programs provide protection for approximately 3,000 employees and visitors annually and include coverage for the on-site activities for both personnel and the environment. The personnel protection effort includes a DOE Laboratory Accreditation Program accredited dosimetry and personnel bioassay programs including in-vivo counting, routine workplace air sampling, personnel monitoring, and programmatic and job-specific As Low as Reasonably Achievable considerations.

    The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. This volume represents the total estimated costs for the W113 facility. Operating Contractor Management costs have been incorporated as received from WHC. The W113 Facility TEC is $19.7 million. This includes an overall project contingency of 14.4% and escalation of 17.4%. A January 2001 construction contract procurement start date is assumed.

    This project focused on defining geothermal play fairways and development of a detailed geothermal potential map of a large transect across the Great Basin region (96,000 km2), with the primary objective of facilitating discovery of commercial-grade, blind geothermal fields (i.e. systems with no surface hot springs or fumaroles) and thereby accelerating geothermal development in this promising region. Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.

    This report summarizes data collected in 1983 to evaluate habitat improvements in Deer, Camp, and Clear creeks, tributaries of the John Day River. The studies are designed to evaluate changes in abundance of spring chinook and summer steelhead due to habitat improvement projects and to contrast fishery benefits with costs of construction and maintenance of each project. Structure types being evaluated are: (1) log weirs, rock weirs, log deflectors, and in stream boulders in Deer Creek; (2) log weirs in Camp Creek; and (3) log weir-boulder combinations and introduced spawning gravel in Clear Creek. Abundance of juvenile steelhead ranged from 16% to 119% higher in the improved (treatment) area than in the unimproved (control) area of Deer Creek. However, abundance of steelhead in Camp Creek was not significantly different between treatment and control areas. Chinook and steelhead abundance in Clear Creek was 50% and 25% lower, respectively in 1983, than the mean abundance estimated in three previous years. The age structure of steelhead was similar between treatment and control areas in Deer and Clear creeks. The treatment area in Camp Creek, however, had a higher percentage of age 2 and older steelhead than the control. Steelhead redd counts in Camp Creek were 36% lower in 1983 than the previous five year average. Steelhead redd counts in Deer Creek were not made in 1983 because of high streamflows. Chinook redds counted in Clear Creek were 64% lower than the five year average. Surface area, volume, cover, and spawning gravel were the same or higher than the corresponding control in each stream except in Deer Creek where there was less available cover and spawning gravel in sections with rock weirs and in those with log deflectors, respectively. Pool:riffle ratios ranged from 57:43 in sections in upper Clear Creek with log weirs to 9:91 in sections in Deer Creek with rock weirs.     The overall objective of this research was to create new proton-conducting polymer electrolytes for use in energy conversion devices including hydrogen fuel cells that could operate at high temperatures (95-130 C) and under low relative humidity (< 50% RH) conditions. The new polymers were based on the fluoroalkylphosphonic and phosphinic acid (FPA) groups (see illustration below) which offer prospects for rapid proton transport by a proton-hopping mechanism similar to that which operates in phosphoric acid, a well-known proton-transporting electrolyte that is used in a class of hydrogen fuel cells that work well under the conditions noted above and are already commercially successful. The two specific project objectives were as follows: (1) synthesize and characterize new proton-conducting electrolytes based on the fluoroalkylphosphonic and phosphinic acid (FPA) functional groups; and (2) create and apply new computer models to study protonic conduction in FPA-based electrolytes. The project was successful in creating the desired polymer electrolytes and also a series of molecular model compounds which were used to study proton transport in FPA electrolytes in general. Computer models were created to study both structure and proton-transport dynamics in the electrolytes, particularly the molecular model compounds. Rapid proton transport by a hopping mechanism was found in many of the model compounds and correlations with transport rates with molecular structure were identified. Several polymeric analogs of FPA model compounds were prepared and studied, however FPA-based polymeric materials having very high protonic conductivities under either wet or dry conditions were not obtained. Several possible reasons for the failure of polymeric materials to exhibit the expected high protonic conductivities were identified, including a failure of the polymers to adopt the phase-separated secondary structure/morphology necessary for high proton conductivity, and an

    The objectives of this work were to ensure that Title X Active Solar Program reports complied with all guidance regarding length, format, coverage, tone, tables and schedules; provide necessary Conservation and Renewable Energy Office background and back-up material; follow this activity through to its completion in January 1982; assess information requirements associated with on-going documentation of Federal Buildings Program and its predecessors; establish a method for collecting, maintaining and utilizing appropriate program data specifically related to the preparation of report due in June 1982. Work on this project has generally remained on schedule and within budget. DOE-SAN has been instrumental in keeping us on track, by providing timely guidance as needed. Attached are recommendations and methods for documenting solar heat technologies research and the Title X sunset policy, planning, and evaluation long report for Active Solar Heating and Cooling Program.

    The objective of project was to develop MnBi based permanent magnet for high temperature application (~150°C). This objective is derived based on MnBi’s unique positive temperature dependence of coercivity, which is doubled from ~1 T at RT to ~2.5 T at 200°C. Because of its limited magnetization (<0.9 T at RT), the MnBi magnet is best suited to fill in the gap between rare earth based NdFeB-Dy or SmCo magnet (20 MGOe) and the AlNiCo magnet (10 MGOe) at 150°C. It is expected that if successfully developed, MnBi will effectively mitigate the world’s demand on Dy. Before this project, the highest LTP content in MnBi powder is about 90% if the quantity of the powder is less than 5 gram (using melt-spin method); or 80% if the quantity is greater than 100 gram (using conventional powder metallurgical method such as arc melting and annealing). After this project, large quantities (5kg/batch) with high LPT phase content (>92 wt%) can be routinely synthesized. This achievement is made possible by the newly developed synthesis method based on conventional metallurgical processing technique involving arc melting, two-stage ingot annealing, grinding, sieving, and vacuum annealing. Before this project, the finest powder particle size is about 35 μm with overall powder composition maintaining at about 85% LTP phase. The reason why LTP phase content is listed along with particle size is because LTP MnBi is easy to decompose when exposed to temperature higher than 350 °C. As result, only low energy ball milling can be used to refine the particle size; moreover, the ball milling time cannot exceed 4 hrs, or else the decomposed LTP MnBi phase will exceed 10%. After this project, the finest powder size is reduced to 1~5 μm while maintain the 90% LTP MnBi phase content. This achievement is made possible by a newly developed cryogenic ball milling system, which provides -70 °C ambient for the rolling container. Before this project, it is not clear if MnBi will

    The uncertainty and variability with photovoltaic (PV) generation make it very challenging to balance power system generation and load, especially under high penetration cases. Higher reserve requirements and more cycling of conventional generators are generally anticipated for large-scale PV integration. However, whether the existing generation fleet is flexible enough to handle the variations and how well the system can maintain its control performance are difficult to predict. The goal of this project is to develop a software program that can perform intra-hour dispatch and automatic generation control (AGC) simulation, by which the balancing operations of a system can be simulated to answer the questions posed above. The simulator, named Electric System Intra-Hour Operation Simulator (ESIOS), uses the NV Energy southern system as a study case, and models the system’s generator configurations, AGC functions, and operator actions to balance system generation and load. Actual dispatch of AGC generators and control performance under various PV penetration levels can be predicted by running ESIOS. With data about the load, generation, and generator characteristics, ESIOS can perform similar simulations and assess variable generation integration impacts for other systems as well. This report describes the design of the simulator and presents the study results showing the PV impacts on NV Energy real-time operations.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy

    Yucca Mountain, Nevada is being evaluated as a potential site for a geologic repository for high level radioactive waste. As part of the site characterization activities at Yucca Mountain, a field-scale ponded infiltration experiment was done to help characterize the hydraulic and infiltration properties of a layered dessert alluvium deposit. Calcium carbonate accumulation and cementation, heterogeneous layered profiles, high evapotranspiration, low precipitation, and rocky soil make the surface difficult to characterize.The effects of the strong morphological horizonation on the infiltration processes, the suitability of measured hydraulic properties, and the usefulness of ponded infiltration experiments in site characterization work were of interest. One-dimensional and two-dimensional radial flow numerical models were used to help interpret the results of the ponding experiment. The objective of this study was to evaluate the results of a ponded infiltration experiment done around borehole UE25 UZN {number_sign}85 (N85) at Yucca Mountain, NV. The effects of morphological horizons on the infiltration processes, lateral flow, and measured soil hydaulic properties were studied. The evaluation was done by numerically modeling the results of a field ponded infiltration experiment. A comparison the experimental results and the modeled results was used to qualitatively indicate the degree to which infiltration processes and the hydaulic properties are understood. Results of the field characterization, soil characterization, borehole geophysics, and the ponding experiment are presented in a companion paper.

    As the title of the grant clearly states, this project has explores a unique way that makes use of manmade proteins to turn solar energy into chemical fuels. A major impetus to the work is that there is growing support for the view that two related forces will impact on future livability of Earth. The first is the finite supply of fossil fuels to power the Earth making it prudent to save this resource for the creation of useful chemicals. The second is that burning fossil fuels to generate power releases “greenhouse” gases into the atmosphere. There is mounting evidence that this is a major contribution to the warming trend in the Earth’s atmosphere and biosphere.

In general, any plant that meets the definition of a major source must either obtain a Title V Operating permit, or take actions to ``act out`` of the Title V program. This Technical Paper describes the experience of the authors in designing and implementing a computer system for data management and reporting of Clean Air Act Title V Permit information. Recommendations are also provided to guide companies and industry groups who are planning to undertake similar automation projects.

    This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared. The co-venturers withdrew from the project for two reasons: federal financial assistance to the project was seen to be highly uncertain; and funds were being expended at an unacceptably high rate.

    This project aims to explore and develop enabling methodology and techniques for nano-scale characterization of microbe cell surface contact mechanics, interactions and adhesion quantities that allow for identification and quantification of indicative properties related to microorganism migration and transport behavior in porous media and in subsurface environments. Microbe transport has wide impact and therefore is of great interest in various environmental applications such as in situ or enhanced subsurface bioremediation,filtration processes for water and wastewater treatments and protection of drinking water supplies. Although great progress has been made towards understanding the identities and activities of these microorganisms in the subsurface, to date, little is known of the mechanisms that govern the mobility and transport of microorganisms in DOE’s contaminated sites, making the outcomes of in situ natural attenuation or contaminant stability enhancement unpredictable. Conventionally, movement of microorganisms was believed to follows the rules governing solute (particle) transport. However, recent studies revealed that cell surface properties, especially those pertaining to cell attachment/adhesion and aggregation behavior, can cause the microbe behavior to deviate from non-viable particles and hence greatly influence the mobility and distribution of microorganisms in porous media.This complexity highlights the need to obtain detailed information of cell-cell and cell-surface interactions in order to improve and refine the conceptual and quantitative model development for fate and transport of microorganisms and contaminant in subsurface. Traditional cell surface characterization methods are not sufficient to fully predict the deposition rates and transport behaviors of microorganism observed.     Abstract-- In this paper, the ability of the Nevada (NV) Energy generation fleet to meet its system balancing requirements under different solar energy penetration scenarios is studied. System balancing requirements include capacity, ramp rate, and ramp duration requirements for load following and regulation. If, during some operating hours, system capability is insufficient to meet these requirements, there is certain probability that the balancing authoritys control and reliability performance can be compromised. These operating hours are considered as challenging hours. Five different solar energy integration scenarios have been studied. Simulations have shown that the NV Energy system will be potentially able to accommodate up to 942 MW of solar photovoltaic (PV) generation. However, the existing generation scheduling procedure should be adjusted to make it happen. Fast-responsive peaker units need to be used more frequently to meet the increasing ramping requirements.     Created in 1989 to address over 50 years of environmental liabilities arising out of nuclear weapons production and testing in the United States since World War II, the U.S. Department of Energy's (DOE's) Environmental Management (EM) Programs decade-long effort to reduce the costs of those environmental liabilities, collectively known as DOE's ''environmental mortgage,'' includes past as well as future cleanup costs associated with environmental contamination, hazardous and radioactive materials and wastes, contaminated buildings and facilities, and their associated risks. Tasked with the bulk of these cleanup efforts, the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's), Nevada Environmental Restoration Project (NV ERP) is attempting to complete applicable corrective actions at inactive contaminated sites and facilities managed by DOE/NV, while at the same time protecting human health and the environment. Regulated under the Federal Facility Agreement and Consent Order, the objectives of the NV ERP are to identify the nature and extent of the contamination, determine its potential risk to the public and the environment, and to perform the necessary corrective actions in compliance with this and other state and federal regulations, guidelines, and requirements. Associated with this vast effort are approximately 2,000 sites both on and off of the Nevada Test Site (NTS) that were used primarily for nuclear testing and are addressed in the NV ERP. This includes sites that were underground areas where tests were actually conducted, contaminated surface soils resulting from aboveground testing activities, and sites that supported other related testing hardware paraphenalia and/or NTS real estate properties (e.g., underground storage tanks, leachfields, landfills, contaminated waste areas, injection wells, muckpiles, and ponds).     Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

    Calculation of photovoltaic (PV) and wind power capacity values is important for estimating additional load that can be served by new PV or wind installations in the electrical power system. It also is the basis for assigning capacity credit payments in systems with markets. Because of variability in solar and wind resources, PV and wind generation contribute to power system resource adequacy differently from conventional generation. Many different approaches to calculating PV and wind generation capacity values have been used by utilities and transmission operators. Using the NV Energy system as a study case, this report applies peak-period capacity factor (PPCF) and effective load carrying capability (ELCC) methods to calculate capacity values for renewable energy sources. We show the connection between the PPCF and ELCC methods in the process of deriving a simplified approach that approximates the ELCC method. This simplified approach does not require generation fleet data and provides the theoretical basis for a quick check on capacity value results of PV and wind generation. The diminishing return of capacity benefit as renewable generation increases is conveniently explained using the simplified capacity value approach.
