    India plans to construct numerous nuclear plants and uranium mines across the country, which could have significant environmental, health, and social impacts. The national Environmental Impact Assessment process is supposed to regulate these impacts. This paper examines how effective this process has been, and the extent to which public inputs have been taken into account. In addition to generic problems associated with the EIA process for all kinds of projects in India, there are concerns that are specific to nuclear facilities. One is that some nuclear facilities are exempt from the environmental clearance process. The second is that data regarding radiation baseline levels and future releases, which is the principle environmental concern with respect to nuclear facilities, is controlled entirely by the nuclear establishment. The third is that members of the nuclear establishment take part in almost every level of the environmental clearance procedure. For these reasons and others, the EIA process with regard to nuclear projects in India is of dubious quality. We make a number of recommendations that could address these lacunae, and more generally the imbalance of power between the nuclear establishment on the one hand, and civil society and the regulatory agencies on the other.

    On August 24, 1992, Hurricane Andrew, a Category 4 hurricane, struck the Turkey Point Electrical Generating Station with sustained winds of 145 mph (233 km/h). This is the report of the team that the US Nuclear Regulatory Commission (NRC) and the Institute of Nuclear Power Operations (INPO) jointly sponsored (1) to review the damage that the hurricane caused the nuclear units and the utility`s actions to prepare for the storm and recover from it, and (2) to compile lessons that might benefit other nuclear reactor facilities.

    The U.S. Department of Energy Office of Nuclear Energy (DOE NE) established the Light Water Reactor Sustainability (LWRS) program to develop technologies and other solutions to improve the reliability, sustain the safety, and extend the life of current reactors. The Advanced LWR Nuclear Fuel Development Pathway in the LWRS program encompasses strategic research focused on improving reactor core economics and safety margins through the development of an advanced fuel cladding system. Recent investigations of potential options for “accident tolerant” nuclear fuel systems point to the potential benefits of silicon carbide (SiC) cladding. One of the proposed SiC-based fuel cladding designs being investigated incorporates a SiC ceramic matrix composite (CMC) as a structural material supplementing an internal Zircaloy-4 (Zr-4) liner tube, referred to as the hybrid clad design. Characterization of the advanced cladding designs will include a number of out-of-pile (nonnuclear) tests, followed by in-pile irradiation testing of the most promising designs. One of the out-of-pile characterization tests provides measurement of the mechanical properties of the cladding tube using four point bend testing. Although the material properties of the different subsystems (materials) will be determined separately, in this paper we present results of 4-point bending tests performed on fully assembled hybrid cladding tube mock-ups, an assembled Zr-4 cladding tube mock-up as a standard and initial testing results on bare SiC-CMC sleeves to assist in defining design parameters. The hybrid mock-up samples incorporated SiC-CMC sleeves fabricated with 7 polymer impregnation and pyrolysis (PIP) cycles. To provide comparative information; both 1- and 2-ply braided SiC-CMC sleeves were used in this development study. Preliminary stress simulations were performed using the BISON nuclear fuel performance code to show the stress distribution differences for varying lengths between loading points

  19. Auxiliary feedwater system risk-based inspection guide for the Point Beach nuclear power plant

    In a study sponsored by the US Nuclear Regulatory Commission (NRC), Pacific Northwest Laboratory has developed and applied a methodology for deriving plant-specific risk-based inspection guidance for the auxiliary feedwater (AFW) system at pressurized water reactors that have not undergone probabilistic risk assessment (PRA). This methodology uses existing PRA results and plant operating experience information. Existing PRA-based inspection guidance information recently developed for the NRC for various plants was used to identify generic component failure modes. This information was then combined with plant-specific and industry-wide component information and failure data to identify failure modes and failure mechanisms for the AFW system at the selected plants. Point Beach was selected as one of a series of plants for study. The product of this effort is a prioritized listing of AFW failures which have occurred at the plant and at other PWRS. This listing is intended for use by NRC inspectors in the preparation of inspection plans addressing AFW risk-important components at the Point Beach plant.

    This document provides a base case description of the rural Clark County community of Indian Springs in anticipation of change associated with the proposed high-level nuclear waste repository at Yucca Mountain. As the community closest to the proposed site, Indian Springs may be seen by site characterization workers, as well as workers associated with later repository phases, as a logical place to live. This report develops and updates information relating to a broad spectrum of socioeconomic variables, thereby providing a `snapshot` or `base case` look at Indian Springs in early 1992. With this as a background, future repository-related developments may be analytically separated from changes brought about by other factors, thus allowing for the assessment of the magnitude of local changes associated with the proposed repository. Given the size of the community, changes that may be considered small in an absolute sense may have relatively large impacts at the local level. Indian Springs is, in many respects, a unique community and a community of contrasts. An unincorporated town, it is a small yet important enclave of workers on large federal projects and home to employees of small- scale businesses and services. It is a rural community, but it is also close to the urbanized Las Vega Valley. It is a desert community, but has good water resources. It is on flat terrain, but it is located within 20 miles of the tallest mountains in Nevada. It is a town in which various interest groups diverge on issues of local importance, but in a sense of community remains an important feature of life. Finally, it has a sociodemographic history of both surface transience and underlying stability. If local land becomes available, Indian Springs has some room for growth but must first consider the historical effects of growth on the town and its desired direction for the future.

    This paper provides the results of an assessment of two possible versions of the Next Generation Nuclear Plant (NGNP), a prismatic fuel type helium gas-cooled reactor and a pebble-bed fuel helium gas reactor. Insights gained regarding the strengths and weaknesses of the two designs are also discussed. Both designs will meet the three basic requirements that have been set for the NGNP: a coolant outlet temperature of 1000 C, passive safety, and a total power output consistent with that expected for commercial high-temperature gas-cooled reactors. Two major modifications of the current Gas Turbine- Modular Helium Reactor (GT-MHR) design were needed to obtain a prismatic block design with a 1000 C outlet temperature: reducing the bypass flow and better controlling the inlet coolant flow distribution to the core. The total power that could be obtained for different core heights without exceeding a peak transient fuel temperature of 1600 C during a high or low-pressure conduction cooldown event was calculated. With a coolant inlet temperature of 490 C and 10% nominal core bypass flow, it is estimated that the peak power for a 10-block high core is 686 MWt, for a 12-block high core is 786 MWt, and for a 14-block core is about 889 MWt. The core neutronics calculations showed that the NGNP will exhibit strongly negative Doppler and isothermal temperature coefficients of reactivity over the burnup cycle. In the event of rapid loss of the helium gas, there is negligible core reactivity change. However, water or steam ingress into the core coolant channels can produce a relatively large reactivity effect. Two versions of an annular pebble-bed NGNP have also been developed, a 300 and a 600 MWt module. From this work we learned how to design passively safe pebble bed reactors that produce more than 600 MWt. We also found a way to improve both the fuel utilization and safety by modifying the pebble design (by adjusting the fuel zone radius in the pebble to optimize the fuel

    Whether a tribe can tax is now but old rhetoric. How to tax has become the more crucial question. Tribes must develop taxing schemes that are reasonable and competitive. How public services are linked to taxation, as well as who are the recipients of those services, is weighed heavily in considering whether other taxing entities interfere with tribal governments. The Merrion Decision, which upheld the authority of a tribe to impose taxes on minerals extracted from tribal lands, serves as a milestone in Indian taxation; however, the decision itself pointed to possible pitfalls unless tribes judiciously exercise judgement in their use of the power to tax. 39 references.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    Nuclear power has a key role in meeting the energy demands of India. This can be sustained by ensuring robust technology for the back end of the fuel cycle. Considering the modest indigenous resources of U and a huge Th reserve, India has adopted a three stage Nuclear Power Programme (NPP) based on 'closed fuel cycle' approach. This option on 'Recovery and Recycle' serves twin objectives of ensuring adequate supply of nuclear fuel and also reducing the long term radio-toxicity of the wastes. Reprocessing of the spent fuel by Purex process is currently employed. High Level Liquid Waste (HLW) generated during reprocessing is vitrified and undergoes interim storage. Back-end technologies are constantly modified to address waste volume minimization and radio-toxicity reduction. Long-term management of HLW in Indian context would involve partitioning of long lived minor actinides and recovery of valuable fission products specifically cesium. Recovery of minor actinides from HLW and its recycle is highly desirable for the sustained growth of India's NPPs. In this context, programme for developing and deploying partitioning technologies on industrial scale is pursued. The partitioned elements could be either transmuted in Fast Reactors (FRs)/Accelerated Driven Systems (ADS) as an integral part of sustainable Indian NPP. (authors)

    Did India and Pakistan nearly fight a nuclear war in 1990? In a provocative 1993 article, Seymour M. Hersh claims that they did. During a crisis with India over the rapidly escalating insurgency in Kashmir, Pakistan openly deployed its main armored tank units along the Indian border and, in secret, placed its nuclear-weapons arsenal on alert. As a result, the Bush Administration became convinced that the world was on the edge of a nuclear exchange between Pakistan and India. Universe of cases is admittedly small, but my argument is supported by recent research indicating that preemptive attacks of any kind have been historically rarer than conventionally believed. The nuclear era has seen two instances of preventive attacks against nuclear facilities-the 1981 Israeli bombing of Iraq`s Osirak nuclear facility and the allied coalition`s 1991 air war against Iraq-but both of these actions were taken without fear of nuclear reprisal. In situations where nuclear retaliation has been a possibility, no leader of nuclear weapon state has chosen to launch a preemptive first strike. 97 refs.

    This report summarizes the activities undertaken by EWI while under contract from the Department of Energy (DOE) Office of Nuclear Energy (NE) for the management and operation of the Nuclear Fabrication Consortium (NFC). The NFC was established by EWI to independently develop, evaluate, and deploy fabrication approaches and data that support the re-establishment of the U.S. nuclear industry: ensuring that the supply chain will be competitive on a global stage, enabling more cost-effective and reliable nuclear power in a carbon constrained environment. The NFC provided a forum for member original equipment manufactures (OEM), fabricators, manufacturers, and materials suppliers to effectively engage with each other and rebuild the capacity of this supply chain by : Identifying and removing impediments to the implementation of new construction and fabrication techniques and approaches for nuclear equipment, including system components and nuclear plants. Providing and facilitating detailed scientific-based studies on new approaches and technologies that will have positive impacts on the cost of building of nuclear plants. Analyzing and disseminating information about future nuclear fabrication technologies and how they could impact the North American and the International Nuclear Marketplace. Facilitating dialog and initiate alignment among fabricators, owners, trade associations, and government agencies. Supporting industry in helping to create a larger qualified nuclear supplier network. Acting as an unbiased technology resource to evaluate, develop, and demonstrate new manufacturing technologies. Creating welder and inspector training programs to help enable the necessary workforce for the upcoming construction work. Serving as a focal point for technology, policy, and politically interested parties to share ideas and concepts associated with fabrication across the nuclear industry.     U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are

    The point kinetics model has been widely used in the analysis of the transient behavior of a nuclear reactor. In the traditional nuclear reactor system safety analysis codes such as RELAP5, the reactivity feedback effects are calculated in a loosely coupled fashion through operator splitting approach. This paper discusses the point kinetics calculations with the fully coupled thermal fluids and fuel temperature feedback implemented into the RELAP-7 code currently being developed with the MOOSE framework.     This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    Nuclear science is at the very heart of the NNSA program. The energy produced by nuclear processes is central to the NNSA mission, and nuclear reactions are critical in many applications, including National Ignition Facility (NIF) capsules, energy production, weapons, and in global threat reduction. Nuclear reactions are the source of energy in all these applications, and they can also be crucial in understanding and diagnosing the complex high-energy environments integral to the work of the NNSA. Nuclear processes are complex quantum many-body problems. Modeling and simulation of nuclear reactions and their role in applications, coupled tightly with experiments, have played a key role in NNSA's mission. The science input to NNSA program applications has been heavily reliant on experiment combined with extrapolations and physical models 'just good enough' to provide a starting point to extensive engineering that generated a body of empirical information. This body of information lacks the basic science underpinnings necessary to provide reliable extrapolations beyond the domain in which it was produced and for providing quantifiable error bars. Further, the ability to perform additional engineering tests is no longer possible, especially those tests that produce data in the extreme environments that uniquely characterize these applications. The end of testing has required improvements to the predictive capabilities of codes simulating the reactions and associated applications for both well known and well characterized cases as well as incompletely known cases. Developments in high performance computing, computational physics, applied mathematics and nuclear theory have combined to make spectacular advances in the theory of fission, fusion and nuclear reactions. Current research exploits these developments in a number of Office of Science and NNSA programs, and in joint programs such as the SciDAC (Science Discovery through Advanced Computing) that supports the

    The monsoon climate is traditionally characterized by large seasonal rainfall and reversal of wind direction (e.g., Krishnamurti 1979). Most importantly this rainfall is the major source of fresh water to various human activities such as agriculture. The Indian subcontinent resides at the core of the Southeast Asian summer monsoon system, with the monsoon trough extended from northern India across Indochina to the Western Tropical Pacific (WTP). Large fraction of annual rainfall occurs during the summer monsoon season, i.e., June - August with two distinct maxima. One is located over the Bay of Bengal with rainfall extending northwestward into eastern and central India, and the other along the west coast of India where the lower level moist wind meets the Western Ghat Mountains (Saha and Bavardeckar 1976). The rest of the Indian subcontinent receives relatively less rainfall. Various weather systems such as tropical cyclones and weak disturbances contribute to monsoon rainfall (Ramage 1971). Among these systems, the most efficient rain-producing system is known as the Indian monsoon depression (hereafter MD). This MD is critical for monsoon rainfall because: (i) it occurs about six times during each summer monsoon season, (ii) it propagates deeply into the continent and produces large amounts of rainfall along its track, and (iii) about half of the monsoon rainfall is contributed to by the MDs (e.g., Krishnamurti 1979). Therefore, understanding various properties of the MD is a key towards comprehending the veracity of the Indian summer monsoon and especially its hydrological process.

    While black carbon aerosols (BC) are believed to modulate the Indian monsoons, the radiative forcing estimate of BC suffers from large uncertainties globally. In this paper, we analyze a suite of idealized experiments forced with a range of BC concentrations that span a large swath of the latest estimates of its global radiative forcing. Within those bounds of uncertainty, summer precipitation over the Indian region increases nearly linearly with the increase in BC burden. The linearity holds even as the BC concentration is increased to levels resembling those hypothesized in nuclear winter scenarios, despite large surface cooling over India andmore » adjoining regions. The enhanced monsoonal circulation is associated with a linear increase in the large-scale meridional tropospheric temperature gradient. The precipitable water over the region also increases linearly with an increase in BC burden, due to increased moisture transport from the Arabian sea to the land areas. The wide range of Indian monsoon response elicited in these experiments emphasizes the need to reduce the uncertainty in BC estimates to accurately quantify their role in modulating the Indian monsoons. Finally, the increase in monsoonal circulation in response to large BC concentrations contrasts earlier findings that the Indian summer monsoon may break down following a nuclear war.« less

    The energy demand complexion of this country is always changing and promises to change in the future. The nuclear industry is responding to changing energy demands through standards writing activities. Since the oil embargo of 1973, there has been a change in the mix of fuels contributing to energy growth in this country; virtually all of the energy growth has come from coal and nuclear power. The predicted expansion of coal use by 1985, over 1977 level, is 37%, while the use of oil is expected to decline by 17%. Use of nuclear power is expected to increase 62% from the 1977 level. The feasibility of using nuclear energy to meet the needs of the USA for electric power is discussed.

    With an explosion equivalent of about 20kT of TNT, the Trinity test was the first demonstration of a nuclear weapon. Conducted on July 16, 1945 in Alamogordo, NM this site is now a Registered National Historic Landmark. The concept and applicability of nuclear power was demonstrated on December 20, 1951 with the Experimental Breeder Reactor Number One (EBR-1) lit four light bulbs. This reactor is now a Registered National Historic Landmark, located near Arco, ID. From that moment forward it had been clearly demonstrated that nuclear energy has both peaceful and military applications and that the civilian and military fuel cycles can overlap. For the more than fifty years since the Atoms for Peace program, a key objective of nuclear policy has been to enable the wider peaceful use of nuclear energy while preventing the spread of nuclear weapons. Volumes have been written on the impact of these two actions on the world by advocates and critics; pundits and practioners; politicians and technologists. The nations of the world have woven together a delicate balance of treaties, agreements, frameworks and handshakes that are representative of the timeframe in which they were constructed and how they have evolved in time. Collectively these vehicles attempt to keep political will, nuclear materials and technology in check. This paper captures only the briefest abstract of the more significant aspects on the Nonproliferation Regime. Of particular relevance to this discussion is the special nonproliferation sensitivity associated with the uranium isotope separation and spent fuel reprocessing aspects of the nuclear fuel cycle.

    Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas.     The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production

    The atomic nucleus is a typical example of a many-body problem. On the one hand, the number of nucleons (protons and neutrons) that constitute the nucleus is too large to allow for exact calculations. On the other hand, the number of constituent particles is too small for the individual nuclear excitation states to be explained by statistical methods. Another problem, particular for the atomic nucleus, is that the nucleon-nucleon (n-n) interaction is not one of the fundamental forces of Nature, and is hard to put in a single closed equation. The nucleon-nucleon interaction also behaves differently between two free nucleons (bare interaction) and between two nucleons in the nuclear medium (dressed interaction).Because of the above reasons, specific nuclear many-body models have been devised of which each one sheds light on some selected aspects of nuclear structure. Only combining the viewpoints of different models, a global insight of the atomic nucleus can be gained. In this chapter, we revise the the Nuclear Shell Model as an example of the microscopic approach, and the Collective Model as an example of the geometric approach. Finally, we study the statistical properties of nuclear spectra, basing on symmetry principles, to find out whether there is quantum chaos in the atomic nucleus. All three major approaches have been rewarded with the Nobel Prize of Physics. In the text, we will stress how each approach introduces its own series of approximations to reduce the prohibitingly large number of degrees of freedom of the full many-body problem to a smaller manageable number of effective degrees of freedom.

    Problems are discussed with regard to nuclear fuel cycle resistance in fast reactors to nuclear proliferation risk due to the potential for use in military programs of the knowledge, technologies and materials gained from peaceful nuclear power applications. Advantages are addressed for fast reactors in the creation of a more reliable mode of nonproliferation in the closed nuclear fuel cycle in comparison with the existing fully open and partially closed fuel cycles of thermal reactors. Advantages and shortcomings are also discussed from the point of view of nonproliferation from the start with fast reactors using plutonium of thermal reactor spent fuel and enriched uranium fuel to the gradual transition using their own plutonium as fuel.     The overflow line for the reactor vessel of a liquid-metal-cooled nuclear reactor includes means for establishing and maintaining a continuous bleed flow of coolant amounting to 5 to 10% of the total coolant flow through the overflow line to prevent thermal shock to the overflow line when the reactor is restarted following a trip. Preferably a tube is disposed concentrically just inside the overflow line extending from a point just inside the reactor vessel to an overflow tank and a suction line is provided opening into the body of liquid metal in the reactor vessel and into the annulus between the overflow line and the inner tube.

    High temperature reactors which are uniquely adapted to serve as the heat source for nuclear pcwered rockets are described. The reactor is comprised essentially of an outer tubular heat resistant casing which provides the main coolant passageway to and away from the reactor core within the casing and in which the working fluid is preferably hydrogen or helium gas which is permitted to vaporize from a liquid storage tank. The reactor core has a generally spherical shape formed entirely of an active material comprised of fissile material and a moderator material which serves as a diluent. The active material is fabricated as a gas permeable porous material and is interlaced in a random manner with very small inter-connecting bores or capillary tubes through which the coolant gas may flow. The entire reactor is divided into successive sections along the direction of the temperature gradient or coolant flow, each section utilizing materials of construction which are most advantageous from a nuclear standpoint and which at the same time can withstand the operating temperature of that particular zone. This design results in a nuclear reactor characterized simultaneously by a minimum critiral size and mass and by the ability to heat a working fluid to an extremely high temperature.

    Iran's nuclear program poses immense challenges to international security. Its gas centrifuge program has grown dramatically in the last several years, bringing Iran close to a point where it could produce highly enriched uranium in secret or declared gas centrifuge plants before its breakout would be discovered and stopped. To reduce the risk posed by Iran's nuclear program, the P5+1 have negotiated with Iran short term limits on the most dangerous aspects of its nuclear programs and is negotiating long-term arrangements that can provide assurance that Iran will not build nuclear weapons. These long-term arrangements need to include a far more limited and transparent Iranian nuclear program. In advance of arriving at a long-term arrangement, the IAEA will need to resolve its concerns about the alleged past and possibly on-going military dimensions of Iran's nuclear program.

    Evidence for the applicability of random-matrix theory to nuclear spectra is reviewed. In analogy to systems with few degrees of freedom, one speaks of chaos (more accurately, quantum chaos) in nuclei whenever random-matrix predictions are fulfilled. An introduction into the basic concepts of random-matrix theory is followed by a survey over the extant experimental information on spectral fluctuations, including a discussion of the violation of a symmetry or invariance property. Chaos in nuclear models is discussed for the spherical shell model, for the deformed shell model, and for the interacting boson model. Evidence for chaos also comes from random-matrix ensembles patterned after the shell model such as the embedded two-body ensemble, the two-body random ensemble, and the constrained ensembles. All this evidence points to the fact that chaos is a generic property of nuclear spectra, except for the ground-state regions of strongly deformed nuclei.

    Successful engineering of low-energy nuclear systems requires control of noise, loading, and optimum operating point (OOP) manifolds. The latter result from the biphasic system response of low-energy nuclear reaction (LENR)/cold fusion systems, and their ash production rate, to input electrical power. Knowledge of the optimal operating point manifold can improve the reproducibility and efficacy of these systems in several ways. Improved control of noise, loading, and peak production rates is available through the study, and use, of OOP manifolds. Engineering of systems toward the OOP-manifold drive-point peak may, with inclusion of geometric factors, permit more accurate uniform determinations of the calibrated activity of these materials/systems.

    One of the principal characteristics of nuclear multifragmentation is the emission of complex fragments of intermediate mass. An extension of the statistical multifragmentation model has been developed, in which the process can be interpreted as the near simultaneous limit of a series of sequential binary decays. In this extension, intermediate mass fragment emissions are described by expressions almost identical to those of light particle emission. At lower temperatures, similar expressions have been shown to furnish a good description of very light intermediate mass fragment emission but not of the emission of heavier fragments, which seems to be determined by the transition density at the saddle-point rather than at the scission point. Here, we wish to compare these different formulations of intermediate fragmment emission and analyze the extent to which they remain distinguishable at high excitation energy.

The small core cover, and the upper internals associated therewith, are attached to the small rotating plug, and the large core cover, with its associated upper internals, is attached to the large rotating plug. By so splitting the core holddown structures, under-the-plug refueling is accomplished without the necessity of enlarging the reactor pressure vessel to provide a storage space for the core holddown structure during refueling. Additionally, the small and large rotating plugs, and their associated core covers, are arranged such that the separation of the two core covers to permit rotation is accomplished without the installation of complex lifting mechanisms.

The core of this reactor consists of a porous refractory modera;or body which is impregnated with fissionable nuclei. The core is designed so that its surface forms tapered inlet and outlet ducts which are separated by the porous moderator body. In operation a gaseous working fluid is circulated through the inlet ducts to the surface of the moderator, enters and passes through the porous body, and is heated therein. The hot gas emerges into the outlet ducts and is available to provide thrust. The principle advantage is that tremendous quantities of gas can be quickly heated without suffering an excessive pressure drop.

    This patent relates to nuclear reactors of the type which use a liquid fuel, such as a solution of uranyl sulfate in ordinary water which acts as the moderator. The reactor is comprised of a spherical vessel having a diameter of about 12 inches substantially surrounded by a reflector of beryllium oxide. Conventionnl control rods and safety rods are operated in slots in the reflector outside the vessel to control the operation of the reactor. An additional means for increasing the safety factor of the reactor by raising the ratio of delayed neutrons to prompt neutrons, is provided and consists of a soluble sulfate salt of beryllium dissolved in the liquid fuel in the proper proportion to obtain the result desired.

This issue is particularly evident due to the highly dangerous consequences of the risks involved, the known interest of terrorist groups in acquiring such materials and the vulnerability of theft and diversion of such materials. Yet the phenomenon of nuclear trafficking remains a subject where the unknown dominates what is known on the subject. The trafficking panel at the Institute for Nuclear Materials Management (INMM) Workshop on Reducing the Risk of Radioactive and Nuclear Materials that took place in Albuquerque, New Mexico, March 10-11, 2009, dealt with some of the issues associated with nuclear trafficking. Different points of view on how to better address trafficking and thwart perpetrator efforts were discussed. This paper presents some of these views and addresses practical measures that should be considered to improve the situation.

    Nuclear data required for transmutation problem include many actinide nuclei. In present paper the analysis of neutron fission, capture, (n,2n) and (n,3n) reaction cross sections at energy region from thermal point to 14 MeV was carried out for Th, Pa, U, Np, Pu, Am and Cm isotops using modern evaluated nuclear data libraries and handbooks of recommended nuclear data. Comparison of these data indicates on substantial discrepancies in different versions of files, that connect with quality and completeness of original experimental data.
