    The Lawrence Livermore National Laboratory (LLNL) 'Draft Programmatic Agreement among the Department of Energy and the California State Historic Preservation Officer Regarding Operation of Lawrence Livermore National Laboratory' requires a review and re-evaluation of the eligibility of laboratory properties for the National Register of Historic Places (NRHP) every five years. The original evaluation was published in 2005; this report serves as the first five-year re-evaluation. This re-evaluation includes consideration of changes within LLNL to management, to mission, and to the built environment. it also determines the status of those buildings, objects, and districts that were recommended as NRHP-eligible in the 2005 report. Buildings that were omitted from the earlier building list, those that have reached 50 years of age since the original assessment, and new buildings are also addressed in the re-evaluation.

    Lawrence Livermore National Laboratory (LLNL) proposes to demolish the original sections of Building 431 at its main site in Livermore, California. As this action will constitute an undertaking within the regulatory constraints of the National Historic Preservation Act, LLNL arranged for an assessment of the building's historic significance. This report provides a brief history of the magnetic fusion energy research activities housed in Building 431 and a historic assessment of the building. The final recommendation of the report is that, although Building 431 housed some significant breakthroughs in accelerator technology and magnetic mirror plasma confinement, it lacks integrity for the periods of significance of those developments. It is, therefore, not eligible to the National Register of Historic Places.

    The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future

The system also includes an arithmetic pipeline for receiving data read from the first register file, and error detection circuitry to detect whether the data read from the first register file includes corrupted data. The system further includes error recovery circuitry to insert an error recovery instruction into the arithmetic pipeline in response to detecting the corrupted data. The inserted error recovery instruction replaces the corrupted data in the first register file with a copy of the data from the second register file.

    This report presents the results of a National Historic Preservation Act Section 106 cultural resources inventory and historical evaluation of the 1957 Smoky atmospheric test location on the Nevada National Security Site (NNSS). The Desert Research Institute (DRI) was tasked to conduct a cultural resources study of the Smoky test area as a result of a proposed undertaking by the Department of Energy Environmental Management. This undertaking involves investigating Corrective Action Unit (CAU) 550 for potential contaminants of concern as delineated in a Corrective Action Investigation Plan. CAU 550 is an area that spatially overlaps portions of the Smoky test location. Smoky, T-2c, was a 44 kt atmospheric nuclear test detonated at 5:30 am on August 31, 1957, on top of a 213.4 m (700 ft) 200 ton tower (T-2c) in Area 8 of the NNSS. Smoky was a weapons related test of the Plumbbob series (number 19) and part of the Department of Defense Exercise Desert Rock VII and VIII. The cultural resources effort involved the development of a historic context based on archival documents and engineering records, the inventory of the cultural resources in the Smoky test area and an associated military trench location in Areas 9 and 10, and an evaluation of the National Register eligibility of the cultural resources. The inventory of the Smoky test area resulted in the identification of structures, features, and artifacts related to the physical development of the test location and the post-test remains. The Smoky test area was designated historic district D104 and coincides with a historic archaeological site recorded as 26NY14794 and the military trenches designed for troop observation, site 26NY14795. Sites 26NY14794 and 26NY14795 are spatially discrete with the trenches located 4.3 km (2.7 mi) southeast of the Smoky ground zero. As a result, historic district D104 is discontiguous and in total it covers 151.4 hectares (374 acres). The Smoky test location, recorded as historic

    The project area for the proposed Central Sanitary Wastewater Treatment Facility on the Savannah River Site includes a six-acre tract along Fourmile Branch and 18 mi of trunk line corridors. Archaeological investigations of the six-acre parcel resulted in the discovery of one small prehistoric site designated 38AK465. This cultural resource does not have the potential to add significantly to archaeological knowledge of human occupation in the region. The Savannah River Archaeological Research Program (SRARP) therefore recommends that 38AK465 is not eligible for nomination to the National Register of Historic Places (NRHP) and further recommends a determination of no effect. Archaeological survey along the trunk line corridors implicated previously recorded sites 38AK92, 38AK145, 38AK415, 38AK417, 38AK419, and 38AK436. Past disturbance from construction had severely disturbed 38AK92 and no archaeological evidence of 38AK145, 38AK419, and 38AK436 was recovered during survey. Lacking further evidence for the existence of these sites, the SRARP recommends that 38AK92, 38AK145, 38AK419, and 38AK436 are not eligible for nomination to the NRHP and thus warrant a determination of no effect. Two of these sites, 38Ak415 and 38AK417, required further investigation to evaluate their archaeological significance. Both of the sites have the potential to yield significant data on the prehistoric period occupation of the Aiken Plateau and the SRARP recommends that they are eligible for nomination to the NRHP. The Savannah River Archaeological Research Program recommends that adverse effects to sites 38AK415 and 38AK417 from proposed construction can be mitigated through avoidance.

    This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

    On February 3, 1993, the US Department of Energy, Richland Operations Office received a Compliance Order and Information Request from the Director of the Air and Toxics Division of the US Environmental Protection Agency,, Region 10. The Compliance Order requires the Richland Operations Office to evaluate all radionuclide emission points at the Hanford Site . The evaluation also determined if the effective dose equivalent from any of these stack emissions exceeded 0.1 mrem/yr, which will require the stack to have continuous monitoring. The result of this assessment identified a total of 16 stacks as having potential emissions that,would cause an effective dose equivalent greater than 0.1 mrem/yr.

    The following report identifies and quantifies the timing differences between the older slower Shift Register Coincidence/Multiplicity modules and today’s modern higher speed devices. Modern high speed Shift Register Coincidence/Multiplicity instruments employ high speed internal clocks that run at frequencies more than ten times the older units, typically 50MHz. These higher speed clocks allow for a finer time resolution when recording input pulses.

    Locke Island is located in the Columbia River in south-central Washington. The US Department of Energy (DOE) owns Locke Island as part of its Hanford Site. In the 1960s and 1970s, as a result of intensive irrigation developments on the inland shoreline to the east of the island, the White Bluffs, which form the eastern boundary of the Columbia River channel in this area, began to show geological failures as excess irrigation water seeped out along the bluffs. One of the largest such failures, known as the Locke Island Landslide, is located just east of Locke Island. By the early 1980s, this landslide mass had moved westward into the river channel toward the island and was diverting the current at the island`s eastern perimeter. Erosion of the bank in the center of the island accelerated, threatening the cultural resources. By the early 1990s, the erosion had exposed cultural features and artifacts along the bank, leading to the beginning of intermittent monitoring of the cutbank. In 1994, DOE initiated more scheduled, systematic monitoring of island erosion to better understand the physical processes involved as well as mitigate ongoing loss of the archaeological record.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    Forced air heating and cooling systems and whole house ventilation systems deliver air to individual rooms in a house via supply registers located on walls ceilings or floors; and occasionally less straightforward locations like toe-kicks below cabinets. Ideally, the air velocity out of the registers combined with the turbulence of the flow, vectoring of air by register vanes and geometry of register placement combine to mix the supply air within the room. A particular issue that has been raised recently is the performance of multiple capacity and air flow HVAC systems. These systems vary the air flow rate through the distribution system depending on the system load, or if operating in a ventilation rather than a space conditioning mode. These systems have been developed to maximize equipment efficiency, however, the high efficiency ratings do not include any room mixing effects. At lower air flow rates, there is the possibility that room air will be poorly mixed, leading to thermal stratification and reduced comfort for occupants. This can lead to increased energy use as the occupants adjust the thermostat settings to compensate and parts of the conditioned space have higher envelope temperature differences than for the well mixed case. In addition, lack of comfort can be a barrier to market acceptance of these higher efficiency systems To investigate the effect on room mixing of reduced air flow rates requires the measurement of mixing of supply air with room air throughout the space to be conditioned. This is a particularly difficult exercise if we want to determine the transient performance of the space conditioning system. Full scale experiments can be done in special test chambers, but the spatial resolution required to fully examine the mixing problem is usually limited by the sheer number of thermal sensors required. Current full-scale laboratory testing is therefore severely limited in its resolution. As an alternative, we used a water-filled scale model

    Silicate-based glasses with thermal expansion coefficients that match those of Ti6Al4V were prepared and used to coat Ti6Al4V by a simple enameling technique. Bioglass (BG) (registered) or hydroxyapatite (HA) particles were embedded on the coatings in order to enhance their bioactivity. HA particles were partially embedded during heating and remained firmly embedded on the coating after cooling. There was no apparent reaction at the glass/HA interface at the temperatures used in this work (800-840 degrees C). In contrast, BG particles softened and some infiltration into the glass coating took place during heat treatment. In this case, particles with sizes over 45 (mu)m were required, otherwise the particles became hollow due to the infiltration and crystallization of the glass surface. The concentration of the particles on the coating was limited to 20% of surface coverage. Concentrations above this value resulted in cracked coatings due to excessive induced stress. Cracks did not prop agate along the interfaces when coatings were subjected to Vickers indentation tests, indicating that the particle/glass and glass/metal interfaces exhibited strong bonds. Enameling, producing excellent glass/metal adhesion with well-attached bioactive particles on the surface, is a promising method of forming reliable and lasting implants which can endure substantial chemical and mechanical stresses.

    This report documents the history of Building 828 in Sandia National Laboratories' Technical Area I. Building 828 was constructed in 1946 as a mechanical test laboratory for Los Alamos' Z-Division (later Sandia) as it moved to Sandia Base. The building has undergone significant remodeling over the years and has had a variety of occupants. The building was evaluated in compliance with the National Historic Preservation Act, but was not eligible for the National Register of Historic Places. Nevertheless, for many Labs employees, it was a symbol of Sandia's roots in World War II and the Manhattan Project.

    Purpose: To devise and implement a new system to measure and register the patient motion during radiotherapy treatments. Methods: The system can obtain the position of several points in the 3D-space, through their projections in the 2D-images recorded by two cameras. The algorithm needs a series of constants, that are obtained using the images of a calibrated phantom.To test the system, some adhesive labels were placed on the surface of an object. Two cameras recorded the moving object over time. An in-house developed software localized the labels in each image. In the first pair of images, the program used a first approximation given by the user. In the subsequent images, it used the last position as an approximate location. The final exact coordinates of the point were obtained in a two-step process using the contrast of the images. From the 2D-positions of the point in each frame, the 3D-trajectories of each of these marks were obtained.The system was tested with linear displacements, oscillations of a mechanical oscillator, circular trajectories of a rotating disk, and with respiratory motion of a volunteer. Results: Trajectories of several points were reproduced with sub-millimeter accuracy in the three directions of the space. The system was able to follow periodic motion with amplitudes lower than 0.5mm; and trajectories of rotating points at speeds up to 200mm/s. The software could also track accurately the respiration motion of a person. Conclusion: A new, inexpensive optical tracking system for patient motion has been demonstrated. The system detects motion with high accuracy. Installation and calibration of the system is simple and quick. Data collection is not expected to involve any discomfort for the patient, nor any delay for the treatment. The system could be also used as a method of warning for patient movements, and for gating.     Purpose: Radiosurgery uses small fields and high-radiation doses to treat intra- and extracranial lesions in a single session. The lack of a lateral electronic equilibrium and the presence of high-dose gradients in these fields are challenges for adequate measurements. The availability of radiation detectors with the high spatial resolution required is restricted to only a few. Stereotactic diodes and EBT radiochromic films have been demonstrated to be good detectors for small-beam dosimetry. Because the stereotactic diode is the standard measurement for the dosimetry of radiosurgical beams, the goal of this work was to perform measurements with the radiochromic film Gafchromic{sup Registered-Sign} EBT2 and compare its results with a stereotactic diode. Methods: Total scatter factors, tissue maximum, and off-axis ratios from a 6 MV small photon beams were measured using EBT2 radiochromic film in a water phantom. The film-measured data were evaluated by comparing it with the data measured with a stereotactic field diode (IBA-Dosimetry). Results: The film and diode measurements had excellent agreement. The differences between the detectors were less than or equal to 2.0% for the tissue maximum and the off-axis ratios. However, for the total scatter factors, there were significant differences, up to 4.9% (relative to the reference field), for field sizes less than 1.0 cm. Conclusions: This work found that the Gafchromic{sup Registered-Sign} EBT2 film is adequate for small photon beam measurements, particularly for tissue maximum and off-axis ratios. However, careful attention must be taken when measuring output factors of small beams below 1.0 cm due to the film's energy dependence. The measurement differences may be attributable to the film's active layer composition because EBT2 incorporates higher Z elements (i.e., bromide and potassium), hence revealing a potential energy dependence for the dosimetry of small photon beams.

Although impacts were documented at a few locations and one trespassing incident (albeit sans formal charges) was discovered, no significant adverse effects that would threaten the National Register eligibility of any resources were observed. Monitoring also demonstrated that several INL projects generally remain in compliance with recommendations to protect cultural resources.

    In the early 1940s, a remote area of northern New Mexico was selected to be the site of a secret laboratory, a scientific facility whose only goal was the development of the first atomic bomb. The National Historic Preservation Act (NHPA) of 1966 requires that US federal agencies address this area. Properties, both buildings and structures, older than fifty years, or if more recent, of exceptional historical importance, are to be evaluated for eligibility to the National Register of Historic Places. In compliance with this regulation, LANL has begun to identify and inventory historic properties eligible for the register. This paper will provide an overview of LANL`s WWII and postwar history and will describe recently identified LANL property types and significant historic themes associated with the years 1943--1956. Past NHPA ``Section 106`` documentation efforts will also be summarized.

    The Materials and Fuels Complex (MFC) located in Bingham County at the Idaho National Laboratory (INL) in southeastern Idaho is considering several alternatives to upgrade wastewater systems to meet future needs at the facility. In April and May of 2010, the INL Cultural Resource Management Office conducted archival searches, archaeological field surveys, and coordination with the Shoshone-Bannock Tribes to identify cultural resources that may be adversely affected by the proposed construction and to provide recommendations to protect any resources listed or eligible for listing on the National Register of Historic Places. These investigations showed that one National Register-eligible archaeological site is located on the boundary of the area of potential effects for the wastewater upgrade. This report outlines protective measures to help ensure that this resource is not adversely affected by construction.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during 2013. Throughout the year, thirty-eight cultural resource localities were revisited including: two locations with Native American human remains, one of which is also a cave; fourteen additional caves; seven prehistoric archaeological sites ; four historic archaeological sites; one historic trail; one nuclear resource (Experimental Breeder Reactor-I, a designated National Historic Landmark); and nine historic structures located at the Central Facilities Area. Of the monitored resources, thirty-three were routinely monitored, and five were monitored to assess project compliance with cultural resource recommendations along with the effects of ongoing project activities. On six occasions, ground disturbing activities within the boundaries of the Power Burst Facility/Critical Infrastructure Test Range Complex (PBF/CITRC) were observed by INL CRM staff prepared to respond to any additional finds of Native American human remains. In addition, two resources were visited more than once as part of the routine monitoring schedule or to monitor for additional damage. Throughout the year, most of the cultural resources monitored had no visual adverse changes resulting in Type 1determinations. However, Type 2 impacts were noted at eight sites, indicating that although impacts were noted or that a project was operating outside of culturally cleared limitations, cultural resources retained integrity and noted impacts did not threaten National Register eligibility. No new Type 3 or any Type 4 impacts that adversely impacted cultural resources and threatened National Register eligibility were observed at cultural resources monitored in 2013.
