    A conceptual management framework is developed and applied in a science and engineering organization located within a non-profit, public institution. The goal of this research is to select a set of projects whose combined contributions to the organization`s strategic interests satisfy sponsor desires and can be completed within existing time and resource constraints. The development of the rationale for project selection and implementation within the plutonium facility at Los Alamos National Laboratory is studied. This includes the integration of prioritization decision tools, optimization techniques, and advanced planning and scheduling tools. The Nuclear Materials Technology Division is the custodian of the plutonium facility, whose mission is to develop, demonstrate, and deploy technologies necessary to address the nation`s and world`s plutonium problems. This includes management of nuclear weapon stockpile components, stabilization of plutonium residues, clean-up of contaminated soils and facilities, support to non-proliferation and arms control initiatives, and the eventual disposition of surplus plutonium. In this study, projects are evaluated against selection criteria deemed to be of critical program importance. The Analytic Hierarchy Process is used to evaluate and rank the importance of the suite of candidate projects. Because individual projects may be of interest to a number of business sectors and sponsors, the approach must be capable of using funding sources in an integrated manner in order to meet overall facility and program strategies. Finally, project planning and scheduling tools are integrated into the decision network in order to ensure that appropriate resource leveling occurs and that the actual project selection takes into account the temporal relationships among available resources.

    This study investigates the feasibility of establishing and maintaining a system of compact IP behavioral profiles as a robust means of computer anomaly definition and detection. These profiles are based upon the degree to which a system's (IP's) network traffic is distributed among stable characteristic clusters derived of the aggregate session traffic generated by each of the major network services. In short, an IP's profile represents its degree of membership in these derived service clusters. The goal is to quantify and rank behaviors that are outside of the statistical norm for the services in question, or present significant deviation from profile for individual client IPs. Herein, we establish stable clusters for accessible features of common session traffic, migrate these clusters over time, define IP behavior profiles with respect to these clusters, migrate individual IP profiles over time, and demonstrate the detection of IP behavioral changes in terms of deviation from profile.

    The RNS (Research Notes System) is a set of programs and databases designed to aid the research worker in gathering, maintaining, and using notes taken from the literature. The sources for the notes can be books, journal articles, reports, private conversations, conference papers, audiovisuals, etc. The system ties the databases together in a relational structure, thus eliminating data redundancy while providing full access to all the information. Included are the text of the note, the subject classification (for retrieval), and the reference identification data.     These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

    We present proper motions and astrometric membership analysis for 15,750 stars around the intermediate-age open cluster NGC 6819. The accuracy of relative proper motions for well-measured stars ranges from {approx}0.2 mas yr{sup -1} within 10' of the cluster center to 1.1 mas yr{sup -1} outside this radius. In the proper motion vector-point diagram, the separation between the cluster members and field stars is convincing down to V {approx} 18 and within 10' from the cluster center. The formal sum of membership probabilities indicates a total of {approx}2500 cluster members down to V {approx} 22. We confirm the cluster membership of several variable stars, including some eclipsing binaries. The estimated absolute proper motion of NGC 6819 is {mu}{sub x}{sup abs}=-2.6{+-}0.5 and {mu}{sub y}{sup abs}=-4.2{+-}0.5 mas yr{sup -1}. A cross-identification between the proper motion catalog and a list of X-ray sources in the field of NGC 6819 resulted in a number of new likely optical counterparts, including a candidate CV. For the first time we show that there is significant differential reddening toward NGC 6819.

    Given a large time-evolving network, how can we model and characterize the temporal behaviors of individual nodes (and network states)? How can we model the behavioral transition patterns of nodes? We propose a temporal behavior model that captures the 'roles' of nodes in the graph and how they evolve over time. The proposed dynamic behavioral mixed-membership model (DBMM) is scalable, fully automatic (no user-defined parameters), non-parametric/data-driven (no specific functional form or parameterization), interpretable (identifies explainable patterns), and flexible (applicable to dynamic and streaming networks). Moreover, the interpretable behavioral roles are generalizable, computationally efficient, and natively supports attributes. We applied our model for (a) identifying patterns and trends of nodes and network states based on the temporal behavior, (b) predicting future structural changes, and (c) detecting unusual temporal behavior transitions. We use eight large real-world datasets from different time-evolving settings (dynamic and streaming). In particular, we model the evolving mixed-memberships and the corresponding behavioral transitions of Twitter, Facebook, IP-Traces, Email (University), Internet AS, Enron, Reality, and IMDB. The experiments demonstrate the scalability, flexibility, and effectiveness of our model for identifying interesting patterns, detecting unusual structural transitions, and predicting the future structural changes of the network and individual nodes.

    The open cluster NGC 6791 has been the focus of much recent study due to its intriguing combination of old age and high metallicity (?8 Gyr, [Fe/H] = +0.30), as well as its location within the Kepler field. As part of the WIYN Open Cluster Study, we present precise (? = 0.38 km s{sup –1}) radial velocities for proper motion candidate members of NGC 6791 from Platais et al. Our survey, extending down to g' ? 16.8, is comprised of the evolved cluster population, including blue stragglers, giants, and horizontal branch stars. Of the 280 proper-motion-selected stars above our magnitude limit, 93% have at least one radial velocity measurement and 79% have three measurements over the course of at least 200 days, sufficient for secure radial-velocity-determined membership of non-velocity-variable stars. The Platais et al. proper motion catalog includes 12 anomalous horizontal branch candidates blueward of the red clump, of which we find only 4 to be cluster members. Three fall slightly blueward of the red clump and the fourth is consistent with being a blue straggler. The cleaned color-magnitude diagram shows a richly populated red giant branch and a blue straggler population. Half of the blue stragglers are in binaries. From our radial velocity measurement distribution, we find the cluster's radial velocity dispersion to be ? {sub c} = 0.62 ± 0.10 km s{sup –1}. This corresponds to a dynamical mass of ?4600 M {sub ?}.

    CR-39 samples are commonly employed for fast neutron detection in fusion reactors and in inertial confinement fusion experiments. The literature reported efficiencies are strongly depending on experimental conditions and, in some cases, highly dispersed. The present note analyses the dependence of efficiency as a function of various parameters and experimental conditions in both the radiator-assisted and the stand-alone CR-39 configurations. Comparisons of literature experimental data with Monte Carlo calculations and optimized efficiency values are shown and discussed.

    The Nuclear Regulatory Commission (NRC) on December 29, 1993, promulgated self-guarantee requirements that materials licensees may use to demonstrate financial assurance for decommissioning costs. However, nonprofit colleges and universities, nonprofit hospitals, and for-profit firms that do not issue bonds are currently precluded, by their unique accounting and financial reporting systems, or by other features of their business practices, from using the financial tests for self-guarantors adopted by the NRC. This Report evaluates several alternative financial tests that might serve as the basis for self-guarantee by these three categories of licensees.

    This volume contains a compilation of 57 notes written by Dr. Klaus Halbach selected from his collection of over 1650 such documents. It provides an historic snapshot of the evolution of magnet technology and related fields as the notes range from as early as 1965 to the present, and is intended to show the breadth of Dr. Halbach`s interest and ability that have long been an inspiration to his many friends and colleagues. As Halbach is an experimental physicist whose scientific interests span many areas, and who does his most innovative work with pencil and paper rather than at the workbench or with a computer, the vast majority of the notes in this volume were handwritten and their content varies greatly--some reflect original work or work for a specific project, while others are mere clarifications of mathematical calculations or design specifications. As the authors converted the notes to electronic form, some were superficially edited and corrected, while others were extensively re-written to reflect current knowledge and notation. The notes are organized under five categories which reflect their primary content: Beam Position Monitors, (bpm), Current Sheet Electron Magnets (csem), Magnet Theory, (thry), Undulators and Wigglers (u-w), and Miscellaneous (misc). Within the category, they are presented chronologically starting from the most recent note and working backwards in time.

    This note reports on a novel method for the rapid reduction of graphene oxide (GO) paper using a glow discharge plasma reactor. Glow discharge is produced and sustained between two parallel-plate graphite electrodes at a pressure of 240 mTorr. By exposing GO paper at the junction of negative-glow and Faraday-dark area for 4 min, the oxygen-containing groups can be effectively removed (C/O ratio increases from 2.6 to 7.9), while the material integrality and flexibility are kept well. Electrochemical measurements demonstrate that the as-obtained reduced GO paper can be potentially used for supercapacitor application.

    Atomic beams can easily be produced by allowing atoms to effuse through a channel. In an earlier investigation [A. Majumder et al., Vacuum 83, 989 (2009)], we had designed, fabricated, and characterized an effusive metal-vapor source using collinear-array of multi-channel. In this note, we describe the theoretical basis of designing the source. Atom density in atomic beam has been estimated using a set of analytical expressions for long-channel operated in transparent mode. Parametric studies on aspect ratio of channel, inter-channel separation, beam width, and vertical distance from the source are carried out. They are useful in providing physical picture and optimizing design parameters.

    Three models for scalar diffusion in turbulent flow (eddy diffusivity, random displacement, and on the Langevin equation) are briefly described. These models random velocity increment based Fokker-Planck equation is introduced as are then examined in more detail in the reverse order. The Fokker-Planck equation is the Eulerian equivalent of the Lagrangian Langevin equation, and the derivation of e outlined. The procedure for obtaining the deterministic and stochastic components of the Langevin equation from Kolmogorov`s 1941 inertial range theory and the Fokker-Planck equation is described. it is noted that a unique form of the Langevin equation can be determined for diffusion in one dimension but not in two or three. The Langevin equation for vertical diffusion in the non-Gaussian convective boundary layer is presented and successively simplified for Gaussian inhomogeneous turbulence and Gaussian homogeneous turbulence in turn. The Langevin equation for Gaussian inhomogeneous turbulence is mathematically transformed into the random displacement model. It is shown how the Fokker-Planck equation for the random displacement model is identical in form to the partial differential equation for the eddy diffusivity model. It is noted that the Langevin model is applicable in two cases in which the other two are not valid: (1) very close in time and distance to the point of scalar release and (2) the non-Gaussian convective boundary layer. The two- and three-dimensional cases are considered in Part III.

    This note presents an improved high-resolution frequency measurement system dedicated for the inter-satellite range-rate monitoring that could be used in the future’s gravity recovery mission. We set up a simplified common signal test instead of the three frequencies test. The experimental results show that the dominant noises are the sampling time jitter and the thermal drift of electronic components, which can be reduced by using the pilot-tone correction and passive thermal control. The improved noise level is about 10{sup −8} Hz/Hz{sup 1/2}@0.01Hz, limited by the signal-to-noise ratio of the sampling circuit.

  13. Note on Dirac-Born-Infeld dynamics of the D-brane near NS5-branes

    In this note, we investigate the homogeneous radial dynamics of (Dp, NS5) systems without and with one compactified transverse direction, in the framework of Dirac-Born-Infeld effective action. During the homogeneous evolution, the electric field on the D-brane is always conserved and the radial motion could be reduced to a one-dimension dynamical system with an effective potential. When the Dp-brane energy is not high, the brane moves in a restricted region, with the orbits depending on the conserved energy, angular momentum through the form of the effective potential. When the Dp-brane energy is high enough, it can escape to infinity. It turns out that the conserved angular momentum plays an interesting role in the dynamics. Moreover, we discuss the gauge dynamics around the tachyon vacuum and find that the dynamics is very reminiscent of the string fluid in the rolling tachyon case.

A person who wants to set up a simplified application environment to boot an IOC and create databases using R3.11 should follow the directions in Appendix B, page 27, of the EPICS Source/Release Control Manual, Sept. 20, 1993. The R3.11 EPICS path at ANL/APS is /net/phebos/epics/R3.11 so the command to get the new release is /net/phebos/epics/R3.11/Unix/share/bin/getrel /net/phebos/epics/R3.11. An existing R3.8 short form report can be copied to this new directory and used to create a database. ANL/APS is currently testing an Application Developers Source/Release control system. It is not yet ready for general distribution. Attached are the EPICS R3.11 release notes.

    By direct appeal to the theory underlying price index numbers used by the energy decomposition literature, this note proposed the chain weighted Fisher Ideal Index as a formula that solves the ''residual problem;'' i.e., the decomposition is not complete in the sense that the components do not add to the whole. The connection to index number theory also allows us to illustrate that the measures of activity used to define energy intensity need not be additive across the sectors that are involved in the decomposition. We give an empirical example using recent U. S. manufacturing data of the Fisher Ideal Index, compared to the Tornquist Divisia Index, a popular index in the energy literature.

  17. D-Zero Central Calorimeter Pressure Vessel and Vacuum Vessel Safety Notes

    The relief valve and relief piping capacity was calculated to be 908 sefm air. This exceeds all relieving conditions. The vessel also has a rupture disc with a 2640 scfm air stamped capacity. In order to significantly decrease the amount of time required to fill the cryostats, it is desired to raise the setpoint of the 'operating' relief valve on the argon storage dewar to 20 psig from its existing 16 psig setting. This additional pressure increases the flow to the cryostats and will overwhelm the relief capacity if the temperature of the modules within these vessels is warm enough. Using some conservative assumptions and simple calculations within this note, the maximum average temperature that the modules within each cryostat can be at prior to filling from the storage dewar with liquid argon is at least 290 K. The average temperature of the module mass for any of the three cryostats can be as high as 290 K prior to filling that particular cryostat. This should not be confused with the average temperature of a single type or location which is useful in protecting the modules-not necessarily the vessel itself. A few modules of each type and at different elevations should be used in an average which would account for the different weights of each module. Note that at 290 K, the actual flow of argon through the relief valve and the rupture disk was under the maximum theoretical flows for each relief device. This means that the bulk temperature could actually have been raised to flow argon through the reliefs at their maximum capacity. Therefore, the temperature of 290 K is a conservative value for the calculated flow rate of 12.3 gpm. Safeguards in addition to and used in conjunction with operating procedures shall be implemented in such a way so that the above temperature limitation is not exceeded and such that it is exclusive of the programmable logic controller (PLC). One suggestion is using a toggle switch for each cryostat mounted in the PLC I/O box which

    This technical note describes a database of tidal elevation boundary condition information generated in support of the `Long-Term Fate of Dredged Material Disposed in Open Water` research of the Dredging Research Program (DRP), being conducted at the U.S. Army Engineer Waterways Experiment Station. The database, described in detail by Hench and others (1994), allows the user to manually generate time series of tidal elevations or to use a program to access the full database to generate time series of both tidal elevations and currents for any location along the West Coast of the United States and Eastern North Pacific Ocean, extending from Seal Cape on Unimak Island, Alaska, in the North to Punta Parada, Peru, in the South. The land boundary includes the Pacific shorelines of Alaska, Canada, mainland United States, Mexico, Guatemala, El Salvador, Nicaragua, Costa Rica, Panama, Columbia, and Northern Peru. Although the capability to generate these time series was developed to provide input to the Long-Term Fate and Stability Model (LTFATE), the generated time series can be used for any application requiring tidal forcing data.

    Purpose: The component modules in the standard BEAMnrc distribution may appear to be insufficient to model micro-multileaf collimators that have trifaceted leaf ends and complex leaf profiles. This note indicates, however, that accurate Monte Carlo simulations of radiotherapy beams defined by a complex collimation device can be completed using BEAMnrc's standard VARMLC component module. Methods: That this simple collimator model can produce spatially and dosimetrically accurate microcollimated fields is illustrated using comparisons with ion chamber and film measurements of the dose deposited by square and irregular fields incident on planar, homogeneous water phantoms. Results: Monte Carlo dose calculations for on-axis and off-axis fields are shown to produce good agreement with experimental values, even on close examination of the penumbrae. Conclusions: The use of a VARMLC model of the micro-multileaf collimator, along with a commissioned model of the associated linear accelerator, is therefore recommended as an alternative to the development or use of in-house or third-party component modules for simulating stereotactic radiotherapy and radiosurgery treatments. Simulation parameters for the VARMLC model are provided which should allow other researchers to adapt and use this model to study clinical stereotactic radiotherapy treatments.

    The young open cluster Collinder 419 surrounds the massive O star, HD 193322, that is itself a remarkable multiple star system containing at least four components. Here we present a discussion of the cluster distance based upon new spectral classifications of the brighter members, UBV photometry, and an analysis of astrometric and photometric data from the third U. S. Naval Observatory CCD Astrograph Catalog and Two Micron All Sky Survey Catalog. We determine an average cluster reddening of E(B - V) = 0.37 {+-} 0.05 mag and a cluster distance of 741 {+-} 36 pc. The cluster probably contains some very young stars that may include a reddened M3 III star, IRAS 20161+4035.

The task is accomplished by generalizing an approach adopted in a previous work where quantum rotation group and quantum Euclidean space structures have been investigated. The generalized method is based on a mapping relating the q-spinors (precisely the tensor product of dotted and undotted fondamental q-spinors) to Minkowski q-vectors. As a result of this mapping, the quantum analog of Minkowski space is constructed (with a definite metric).     Purpose: This technical note quantifies the dose and image quality performance of a clinically available organ-dose-based tube current modulation (ODM) technique, using experimental and simulation phantom studies. The investigated ODM implementation reduces the tube current for the anterior source positions, without increasing current for posterior positions, although such an approach was also evaluated for comparison. Methods: Axial CT scans at 120 kV were performed on head and chest phantoms on an ODM-equipped scanner (Optima CT660, GE Healthcare, Chalfont St. Giles, England). Dosimeters quantified dose to breast, lung, heart, spine, eye lens, and brain regions for ODM and 3D-modulation (SmartmA) settings. Monte Carlo simulations, validated with experimental data, were performed on 28 voxelized head phantoms and 10 chest phantoms to quantify organ dose and noise standard deviation. The dose and noise effects of increasing the posterior tube current were also investigated. Results: ODM reduced the dose for all experimental dosimeters with respect to SmartmA, with average dose reductions across dosimeters of 31% (breast), 21% (lung), 24% (heart), 6% (spine), 19% (eye lens), and 11% (brain), with similar results for the simulation validation study. In the phantom library study, the average dose reduction across all phantoms was 34% (breast), 20% (lung), 8% (spine), 20% (eye lens), and 8% (brain). ODM increased the noise standard deviation in reconstructed images by 6%–20%, with generally greater noise increases in anterior regions. Increasing the posterior tube current provided similar dose reduction as ODM for breast and eye lens, increased dose to the spine, with noise effects ranging from 2% noise reduction to 16% noise increase. At noise equal to SmartmA, ODM increased the estimated effective dose by 4% and 8% for chest and head scans, respectively.     PurposeThe aim of the present study was to investigate the technical feasibility of flat-panel cone-beam CT (CBCT)-guided radiofrequency ablation (RFA) of very small (<1.5 cm) liver tumors.Materials and MethodsPatients included were candidates for hepatic percutaneous RFA as they had single biopsy-proven hepatic tumors sized ≤1.5 cm and poorly defined on ultrasonography. Following apnea induction, unenhanced CBCT scans were acquired and used to deploy the RF electrode with the aid of a virtual navigation system. If the tumor was not clearly identified on the unenhanced CBCT scan, a right retrograde arterial femoral access was established to carry out hepatic angiography and localize the tumor. Patients’ lesions and procedural variables were recorded and analyzed.ResultsThree patients (2 male and 1 female), aged 68, 76, and 87 years were included; 3 lesions (2 hepato-cellular carcinoma and 1 metastasis from colorectal cancer) were treated. One patient required hepatic angiography. Cycles of apnea used to acquire CBCT images and to deploy the electrode lasted <120 s. Mean fluoroscopic time needed to deploy the electrode was 36.6 ± 5.7 min. Mean overall procedural time was 66.0 ± 22.9 min. No peri- or post-procedural complications were noted. No cases of incomplete ablation were noted at 1-month follow-up.ConclusionPercutaneous CBCT-guided liver RFA with or without arterial hepatic angiography is technically feasible.

    The extension of the passband of wideband amplifiers is a highly important problem to the designer of electronic circuits. Throughout the electronics industry and in many research programs in physics and allied fields where extensive use is made of video amplifiers, the foremost requirement is a passband of maximum width. This is necessary if it is desired to achieve a more faithful reproduction of transient wave forms, a better time resolution in physical measurements, or perhaps just a wider band gain-frequency response to sine wave signals. The art of electronics is continually faced with this omnipresent amplifier problem. In particular, the instrumentation techniques of nuclear physics require amplifiers with short rise times, a high degree of gain stability, and a linear response to high signal levels. While the distributed amplifier may solve the problems of those seeking only a wide passband, the requirements of stability and linearity necessitate using feedback circuits. This paper considers feedback amplifiers from the standpoint of high-frequency performance. The circuit conditions for optimum steady-state (sinusoidal) and transient response are derived and practical circuits (both interstage and output) are presented which fulfill these conditions. In general, the results obtained may be applied to the low-frequency end.

    The program InvMass has been developed to perform a general model-independent search for new particles using the ATLAS detector at the Large Hadron Collider (LHC), a proton-proton collider at CERN. The search is performed by examining statistically significant variations from the Standard Model predictions in exclusive event classes classified according to the number of identified objects. The program, called InvMass, finds all relevant particle groups identified with the ATLAS detector and analyzes their production rates, invariant masses and the total transverse momenta. The generic code of InvMass can easily be adapted for any particle types identified with the ATLAS detector. Several benchmark tests are presented.

    We have conducted a kinematic study of 165 young M dwarfs with ages of {approx}<300 Myr. Our sample is composed of stars and brown dwarfs with spectral types ranging from K7 to L0, detected by ROSAT and with photometric distances of {approx}<25 pc assuming that the stars are single and on the main sequence. In order to find stars kinematically linked to known young moving groups (YMGs), we measured radial velocities for the complete sample with Keck and CFHT optical spectroscopy and trigonometric parallaxes for 75 of the M dwarfs with the CAPSCam instrument on the du Pont 2.5 m Telescope. Due to their youthful overluminosity and unresolved binarity, the original photometric distances for our sample underestimated the distances by 70% on average, excluding two extremely young ({approx}<3 Myr) objects found to have distances beyond a few hundred parsecs. We searched for kinematic matches to 14 reported YMGs and identified 10 new members of the AB Dor YMG and 2 of the Ursa Majoris group. Additional possible candidates include six Castor, four Ursa Majoris, two AB Dor members, and one member each of the Her-Lyr and {beta} Pic groups. Our sample also contains 27 young low-mass stars and 4 brown dwarfs with ages {approx}<150 Myr that are not associated with any known YMG. We identified an additional 15 stars that are kinematic matches to one of the YMGs, but the ages from spectroscopic diagnostics and/or the positions on the sky do not match. These warn against grouping stars together based only on kinematics and that a confluence of evidence is required to claim that a group of stars originated from the same star-forming event.
