It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data.     This final report describes the activities of the Iowa State Mining and Mineral Resources Research Institute (ISMMRRI) at Iowa State University for the period July 1, 1989, to June 30, 1990. Activities include research in mining- and mineral-related areas, education and training of scientists and engineers in these fields, administration of the Institute, and cooperative interactions with industry, government agencies, and other research centers. During this period, ISMMRRI has supported research efforts to: (1) Investigate methods of leaching zinc from sphalerite-containing ores. (2) Study the geochemistry and geology of an Archean gold deposit and of a gold-telluride deposit. (3) Enchance how-quality aggregates for use in construction. (4) Pre-clean coal by triboelectric charging in a fluidized-bed. (5) Characterize the crystal/grain alignment during processing of yttrium-barium-copper-perovskite (1-2-3) superconductors. (5) Study the fluid inclusion properties of a fluorite district. (6) Study the impacts of surface mining on community planning. (7) Assess the hydrophobicity of coal and pyrite for beneficiation. (8) Investigate the use of photoacoustic absorption spectroscopy for monitoring unburnt carbon in the exhaust gas from coal-fired boilers. The education and training program continued within the interdepartmental graduate minor in mineral resources includes courses in such areas as mining methods, mineral processing, industrial minerals, extractive metallurgy, coal science and technology, and reclamation of mined land. In addition, ISMMRRI hosted the 3rd International Conference on Processing and Utilization of High-Sulfur Coals in Ames, Iowa. The Institute continues to interact with industry in order to foster increased cooperation between academia and the mining and mineral community.

    State energy research and technology transfer institutions (SERTTI) are state and regional organizations that have historically filled in gaps when a state need was not met. SERTTI build on research of the federal government and universities and focus on technologies with potential for timely commercialization. They have made valuable contributions to the energy balance, economic development, and environment of their states and the nation. SERTTI prospects are uncertain given their dependency on funding from oil-overcharges and utilities in an era of utility restructuring, oil-overcharge fund depletion, and general declines in energy research and development (R and D). SERTTI are likely to continue following restructuring, with funding from traditional sources or systems benefits charges, however, the R{ampersand}D mix and SERTTI activities will probably change. Unless provisions are made, utility investments in public-benefit R and D are likely to fall precipitously, reducing benefits and diminishing state-level R and D efforts because there will be less utility funding for SERTTI to leverage. Many R and D issues emerge that all states will need to address as they make restructuring decisions: What is public-benefit R and D, how can it be more effective, how much funding should be provided, who should administer funds, how should funds be allocated? Is a dedicated R and D fund needed? Is there a role for SERTTI to be involved in technology transfer? This paper looks at the current situation of state-level R and D in regard to restructuring and suggests answers to these questions.

  15. Review and analysis of the adequacy of the legal and institutional framework for geothermal development in Washington State

    The legal and institutional framework within which geothermal energy must develop has its origin in the early 1970s. In 1970, the Federal Geothermal Steam Act was passed into law and in 1974 the Washington State Geothermal Act was passed. The legal and institutional framework thus established by the state and federal governments differed substantially in format, content, and direction. In many instances, the legal and institutional framework established left as many questions unanswered as answered, and in some cases, the framework has proven to be more of an obstacle to development than an aid. From an examination of how the state and federal governments have addressed the varying needs of geothermal development and how the courts have interpreted some of their decisions, it is clear that in order to ensure that the legal and institutional framework is adequate to serve the needs of geothermal development, it must address, at a minimum, the following topics: (1) providing developers with access and a priority right to carry out exploration and development activities; (2) characterization of the resource so as to minimize conflicts with other natural resources; (3) establishing ownership; and (4) giving careful consideration to such lease terms as rentals and royalties, lease renewals, and diligence requirements. In addition, the framework must address groundwater law and its implications for geothermal development and how geothermal development will be considered in terms of establishing utility law. At the local level, it is imperative that geothermal be given careful consideration when decisions on resource management, zoning, and regulation are made. Local governments also have the power to establish programs which can provide substantial incentives for geothermal development and, by so doing, ensure that geothermal energy contributes to economic stability and growth.

    This project funded the procurement of state-of-the-art research equipment to support world class faculty members within the RNAi Therapeutics Institute, a central program of the Advanced Therapeutics Cluster (ATC) project. The equipment purchased under this grant supports the RNA Therapeutics Institute (RTI) at the University of Massachusetts Medical School which seeks to build a community of scientists passionate about RNA. By uniting researchers studying the fundamental biology and mechanisms of cellular RNAs with those working to devise human therapies using or targeting nucleic acids, the RTI represents a new model for scientific exploration. By interweaving basic and applied nucleic acid scientists with clinicians dedicated to finding new cures, our goal is to create a new paradigm for organizing molecular research that enables the rapid application of new biological discoveries to solutions for unmet challenges in human health.

  17. Quality Assurance Peer Review Chart Rounds in 2011: A Survey of Academic Institutions in the United States

    Purpose: In light of concerns regarding the quality of radiation treatment delivery, we surveyed the practice of quality assurance peer review chart rounds at American academic institutions. Methods and Materials: An anonymous web-based survey was sent to the chief resident of each institution across the United States. Results: The response rate was 80% (57/71). The median amount of time spent per patient was 2.7 minutes (range, 0.6-14.4). The mean attendance by senior physicians and residents was 73% and 93%, respectively. A physicist was consistently present at peer review rounds in 66% of departments. There was a close association between attendance by senior physicians and departmental organization: in departments with protected time policies, good attendance was 81% vs. 31% without protected time (p = 0.001), and in departments that documented attendance, attending presence was 69% vs. 29% in departments without documentation (p < 0.05). More than 80% of institutions peer review all external beam therapy courses; however, rates were much lower for other modalities (radiosurgery 58%, brachytherapy 40%-47%). Patient history, chart documentation, and dose prescription were always peer reviewed in >75% of institutions, whereas dosimetric details (beams, wedges), isodose coverage, intensity-modulated radiation therapy constraints, and dose-volume histograms were always peer reviewed in 63%, 59%, 42%, and 50% of cases, respectively. Chart rounds led to both minor (defined as a small multileaf collimator change/repeated port film) and major (change to dose prescription or replan with dosimetry) treatment changes. Whereas at the majority of institutions changes were rare (<10% of cases), 39% and 11% of institutions reported that minor and major changes, respectively, were made to more than 10% of cases.   18. National laboratory technical exchanges with institutions and laboratories in the newly independent states of the former Soviet Union

    In March, 1992, the Department of Energy and the State Department established guidelines to encourage and direct laboratory-to-laboratory (lab-to-lab) cooperation with institutes in the newly independent states (NIS) of the former Soviet Union. As a nonproliferation effort, the cooperative activities focus on the need to prevent emigration of weapons scientists to potentially proliferant states and organizations. The objective is to encourage joint projects/contracts in non-weapons-related areas in order to provide meaningful work, commensurate with scientific capabilities, that will reduce economic pressures for emigration and assist in the development of a market economy. In addition, by encouraging Western science's philosophy of openness, peer reviews and publishing, the cooperative projects improve the transparency of weapons laboratories in the former Soviet Union. Technical collaborations are rapidly increasing in number and are fostering US industrial participation. Since the initial technical exchanges in October of 1992, lab-to-lab interactions resulted in more than 200 contracts, totaling more than $5 million, and involving more than 40 institutes in Russia, Ukraine, Kazakhstan and Belarus.

  19. Reducing energy costs at state agencies and institutions in Texas through the Governor's energy management center

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    This presentation is a summary of the current research activities on fuels and lubricants in the Multi-discipline Tribology group and the engine test group in the Combustion Laboratory of the Pennsylvania State University. The progress areas discussed in this summary include those found in Table 1. Table 1. RESEARCH AREAS: Diesel Engine Emission Reduction; Oxygenated Fuels; Improved Friction Fuels; Vegetable Oil Lubricants; Extended Drain Lubricants; Effect of Chemical Structure on Friction and Wear. The research is of interest either directly or indirectly to the goal of this workshop, diesel engine emissions reduction. The current projects at Penn State in the areas listed above will be discussed.

Feedback was uniformly positive and we plan to continue the workshops for the foreseeable future. Educational signage has been installed at four locations on campus to explain campus infrastructure related to storm water (rain gardens, vegetative roof and green facades), as well as detailed signage installed on the Science Center roof for the vegetative roof system. More than 100 people (from in and outside of SJU) have thus far participated in tours of the roof system. A digital signage system has been installed in the adjacent library and this system provides information about the vegetative roof project and other efforts. A web camera system for the roof has also been installed and the video will be simulcast to the digital signage and with web site (www.sju.edu/ies) in the near future.

The Institute for Environmental Stewardship hosted three storm water management workshops on the SJU campus in Philadelphia, in collaboration with the Lower Merion Conservancy, a not-for-profit organization located in Montgomery County, PA. These workshops were free and open to the public. The three workshops (held each year in March) drew more than 200 participants total. The presenters included local and state government agencies, not for profit organizations involved in storm water and open space preservation, designers, engineers, planners and others. The content originally referenced is still available. It includes geothermal maps of seven southeastern states with accompanying data tables. The seven states are: New Jersey, Maryland, Delaware, Virginia, North Carolina, South Caroline, and Georgia. Data types include geothermal data, seismic data, and magnetic and gravity data. Typical geothermal data may include tables of temperature versus depth data, plots of temperature/gradient versus depth, tables of thermal conductivity data, and tables of gamma log data. Other resources available from the RGL provide information about hot springs in the southeastern U.S., temperatures for Atlantic Coastal Plain sediments, and deep fracture permeability in crystalline rocks in the eastern and southeastern U.S. Recently, this website and its collection of geothermal data has been renamed and reorganized as a portal into the National Geothermal Data System, a move that makes far more data both available and integrated.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information.     As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission.     The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of

    The Joint Institute for Nanoscience (JIN) is a cooperative venture of the University of Washington and Pacific Northwest National Laboratory to encourage and enhance high-impact and high-quality nanoscience and nanotechnology of all types. This first annual report for the JIN summarizes activities beginning in 2001 and ending at the close of fiscal year 2003 and therefore represents somewhat less than two years of activities. Major portions of the JIN resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by Pacific Northwest National Laboratory (PNNL) staff scientists and University of Washington (UW) professors. These fellowships were awarded on the basis of applications that included research proposals. JIN co-sponsors an annual Nanoscale Science and Technology Workshop held in Seattle. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The initial JIN agreement recognized that expansion of cooperation beyond UW and PNNL would be highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N₄). In concept, N₄ is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    In late 1988, the US Department of Energy (DOE) expects to begin emplacing transuranic waste materials in the Waste Isolation Pilot Plant (WIPP), an R and D facility to demonstrate the safe disposal of radioactive wastes resulting from defense program activities. Transuranic wastes are production-related materials, e.g., clothes, rags, tools, and similar items. These materials are contaminated with alpha-emitting transuranium radionuclides with half-lives of > 20 yr and concentrations > 100 nCi/g. Much of the institutional groundwork has been done with local communities and the State of New Mexico on the siting and construction of the facility. A key to the success of the emplacement demonstration, however, will be a qualified transportation system together with institutional acceptance of the proposed shipments. The DOE's Defense Transuranic Waste Program, and its contractors, has lead responsibility for achieving this goal. The Joint Integration Office (JIO) of the DOE, located in Albuquerque, New Mexico, is taking the lead in implementing an integrated strategy for assessing nationwide institutional concerns over transportation of defense transuranic wastes and in developing ways to resolve or mitigate these concerns. Parallel prototype programs are under way to introduce both the new packaging systems and the institutional strategy to interested publics and organizations.

    While initially a virtual institute, the driving force behind the creation of the DOE Joint Genome Institute in Walnut Creek, California in the Fall of 1999 was the Department of Energy's commitment to sequencing the human genome. With the publication in 2004 of a trio of manuscripts describing the finished 'DOE Human Chromosomes', the Institute successfully completed its human genome mission. In the time between the creation of the Department of Energy Joint Genome Institute (DOE JGI) and completion of the Human Genome Project, sequencing and its role in biology spread to fields extending far beyond what could be imagined when the Human Genome Project first began. Accordingly, the targets of the DOE JGI's sequencing activities changed, moving from a single human genome to the genomes of large numbers of microbes, plants, and other organisms, and the community of users of DOE JGI data similarly expanded and diversified. Transitioning into operating as a user facility, the DOE JGI modeled itself after other DOE user facilities, such as synchrotron light sources and supercomputer facilities, empowering the science of large numbers of investigators working in areas of relevance to energy and the environment. The JGI's approach to being a user facility is based on the concept that by focusing state-of-the-art sequencing and analysis capabilities on the best peer-reviewed ideas drawn from a broad community of scientists, the DOE JGI will effectively encourage creative approaches to DOE mission areas and produce important science. This clearly has occurred, only partially reflected in the fact that the DOE JGI has played a major role in more than 45 papers published in just the past three years alone in Nature and Science. The involvement of a large and engaged community of users working on important problems has helped maximize the impact of JGI science. A seismic technological change is presently underway at the JGI.     The nuclear nonproliferation regime is facing a crisis of effectiveness. During the Cold War, the regime was relatively effective in stemming the proliferation of nuclear weapons and building an institutional structure that could, under certain conditions, ensure continued success. However, in the evolving global context, the traditional approaches are becoming less appropriate. Globalization has introduced new sets of stresses on the nonproliferation regime, such as the rise of non-state actors, broadening extensity and intensity of supply chains, and the multipolarization of power. This evolving global context demands an analytical and political flexibility in order to meet future threats. Current institutional capabilities established during the Cold War are now insufficient to meet the nonproliferation regime’s current and future needs. The research was based on information gathered through interviews and reviews of the relevant literature, and two dominant themes emerged. First, that human security should be integrated into the regime to account for the rise of non-state actors and networked violence. Second, confidence in the regime’s overall effectiveness has eroded at a time where verification-based confidence is becoming more essential. The research postulates that a critical analysis of the regime that fully utilizes institutional theory, with its focus on rules, normative structures, and procedures will be essential to adapting the regime to the current global context, building mechanisms for generating trust, creating better enforcement, and providing flexibility for the future.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5

    In this project, a university-wide, academic center has been established entitled ?Institute for Advanced Materials and Renewable Energy?. In this institute, a comprehensive materials characterization facility has been established by co-locating several existing characterization equipment and acquiring several state of the art instrumentation such as field emission transmission electron microscope, scanning electron microscope, high resolution X-ray diffractometer, Particle Size Distribution/Zeta Potential measurement system, and Ultra-microtome for TEM specimen. In addition, a renewable energy conversion and storage research facility was also established by acquiring instrumentation such as UV-Vis absorption spectroscopy, Atomic Layer Deposition reactor, Solar light simulator, oxygen-free glove box, potentiostat/galvanostats and other miscellaneous items. The institute is staffed with three full-time staff members (one senior research technologist, a senior PhD level research scientist and a junior research scientist) to enable proper use of the techniques. About thirty faculty, fifty graduate students and several researchers access the facilities on a routine basis. Several industry R&D organizations (SudChemie, Optical Dynamics and Hexion) utilize the facility. The established ?Institute for Advanced Materials? at UofL has three main objectives: (a) enable a focused research effort leading to the rapid discovery of new materials and processes for advancing alternate energy conversion and storage technologies; (b) enable offering of several laboratory courses on advanced materials science and engineering; and (c) develop university-industry partnerships based on the advanced materials research. The Institute?s efforts were guided by an advisory board comprising eminent researchers from outside KY.     In 1988, a statewide partnership of California`s six largest electric and gas utilities, the California Public Utilities Commission, the California Energy Commission, the University of California, and Lawrence Berkeley Laboratory (LBL) led to the creation of the California Institute for energy Efficiency. CIEE was specifically established to respond to California`s energy and environmental needs by developing new, energy-efficient technologies for buildings, industry, and transportation using the scientific and technological capabilities of the state`s universities, colleges, and university-affiliated laboratories. This 1993 Annual Report highlights the accomplishments of CIEE`s research and development program, which includes 11 major multiyear projects in the fields of Building Energy Efficiency and Air Quality Impacts of Energy Efficiency as well as 21 ongoing exploratory projects. This report contains research highlights from seven of these programs.

    PNNL is a large economic entity with a total of 4,308 employees, $939 million (M) in total funding, and $1.02 billion (B) in total spending during FY 2014. The number of employees that live in Washington State is 4,026 or 93 percent of the Laboratory staff. he Laboratory directly and indirectly supported $1.45 billion in economic output, 6,832 jobs, and $517 million in Washington State wage income from current operations. The state also gained more than $1.19 billion in output, over 6,200 jobs, and $444 million in income through closely related economic activities such as visitors, health care spending, spending by resident retirees, and spinoff companies. PNNL affects Washington’s economy through commonly recognized economic channels, including spending on payrolls and other goods and services that support Laboratory operations. Less commonly recognized channels also have their own impacts and include company-supported spending on health care for its staff members and retirees, spending of its resident retirees, Laboratory visitor spending, and the economic activities in a growing constellation of “spinoff” companies founded on PNNL research, technology, and managerial expertise. PNNL also has a significant impact on science and technology education and community not-for-profit organizations. PNNL is an active participant in the future scientific enterprise in Washington with the state’s K-12 schools, colleges, and universities. The Laboratory sends staff members to the classroom and brings hundreds of students to the PNNL campus to help train the next generation of scientists, engineers, mathematicians, and technicians. This investment in human capital, though difficult to measure in terms of current dollars of economic output, is among the important lasting legacies of the Laboratory. The Interdisciplinary Waste Management Institute (WMI) was approved in June, 1994 by the General Administration of the University of North Carolina as an academic support unit with research and public service functions. The mission of the WMI is to enhance awareness and understanding of waste management issues and to provide instructional support including research and outreach. The goals of WMI are as follows: increase the number of minority professionals who will work in waste management fields; develop cooperative and exchange programs involving faculty, students, government, and industry; serve as institutional sponsor of public awareness workshops and lecture series; and support interdisciplinary research programs.     The government of Ukraine, through the State Committee of Energy Conservation (State Committee), is considering the implementation of energy efficiency measures in state and municipal institutional buildings in the city of Kyiv. The State Committee entered into a Memorandum of Cooperation with the US Department of Energy (DOE) to conduct an assessment of the institutional buildings sector efficiency potential. This assessment will be used to support a potential loan by the World Bank for implementing a buildings efficiency improvement program in Kyiv. This report provides an assessment of the options for structuring the lending scenarios and the implementation of the program. Components to the lending structure are options for the disbursement of funds, options for the loan service, and other financial options and considerations. Program implementation includes management structures, reporting, installation activities, and post-installation activities such as training and verification.

    In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    The SciDAC Institute for Ultrascale Visualization brought together leading experts from visualization, high-performance computing, and science application areas to make advanced visualization solutions for SciDAC scientists and the broader community. Over the five-year project, the Institute introduced many new enabling visualization techniques, which have significantly enhanced scientists’ ability to validate their simulations, interpret their data, and communicate with others about their work and findings. This Institute project involved a large number of junior and student researchers, who received the opportunities to work on some of the most challenging science applications and gain access to the most powerful high-performance computing facilities in the world. They were readily trained and prepared for facing the greater challenges presented by extreme-scale computing. The Institute’s outreach efforts, through publications, workshops and tutorials, successfully disseminated the new knowledge and technologies to the SciDAC and the broader scientific communities. The scientific findings and experience of the Institute team helped plan the SciDAC3 program.

    Since the 1950s, the Institute of Atomic Energy (now the Russian Research Center Kurchatov Institute) has investigated nuclear reactors intended for various purposes. A summary of the present state of these assemblies is given in an attachment to the paper. A second attachment provides a brief description of critical experiments for small nuclear power systems intended for decentralized power generation. The critical assemblies for these experiments were moderated by water and zirconium hydride, and fuel elements ranged in enrichment from 5% to 95% uranium 235. 7 refs.

    Administration of the NERC of NICCR began at Penn State in December of 2005 and ended in December of 2011. During that time, five requests for proposals were released and five rounds of proposals were reviewed, awarded and administered. Throughout this award, 203 pre-proposals have been received by the NERC in five RFPS and 110 full proposals invited. Of the 110 full proposals reviewed, 53 were funded (most in full, some partially) resulting in 51 subcontracts. These awards were distributed among 17 universities and 3 non-governmental research institutes. Full proposals have been received from 29 universities and 5 non-governmental research institutes.     Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance—and limitations—of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight “evidence-based” principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.

    Policy makers should seek to get the structure right ex ante as antitrust may not be effective ex post. It will be important to deal effectively with information asymmetries and to minimize transaction costs. The electric services industry is experiencing a period of rapid change, entrepreneurship, innovation and increased competition. The introduction of direct-access retail competition, for example, is becoming increasingly feasible because of the path-breaking activities of England, Norway, Chile and California. While the basic model of a reformed electric services industry has begun to come into a sharper focus, the techniques and methods that policy makers and regulators will need to use in evaluating electric restructuring plans are less well understood. If regulators and their staffs only use the traditional analytical tools, they could fail to analyze fully the transaction cost implications of alternative market, industry and corporate structures. An appreciation of the implications of the new institutional economics (NIE), of which transaction cost economics (TCE) is an important subset, can provide valuable insights. The new institutional economics: (1) holds that institutions matter and are susceptible to analysis..., (2) is different from but not hostile to orthodoxy, and (3) is an interdisciplinary combination of law, economics, and organization in which economics is the first among equals. This paper surveys several of the analytical tools of the new institutional economics, with an emphasis on the tools that are most relevant to the design of the market, industry and corporate structure of a restructured electric services industry. This article applies ME and TCE tools but does not attempt to provide a comprehensive survey of the issues involved in electric restructuring. Rather, it illustrates how regulators can use the tools of NIE/TCE to evaluate and solve the difficult practical problems that electric restructuring presents.

    The FY 2001-2005 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California.     In this first Institutional Plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus it's efforts on three strategic thrusts; (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R&D, demonstration, and deployment (initial focus on biofuels and chemical from biomass). The first strategic thrust focuses on meeting DOE-EM's environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex - the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NE's needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this Institutional Plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this Institutional Plan will offer additional content and resource refinements.

    These talks will give an overview of physics research at the University of Chicago centered in two research institutes. The Enrico Fermi Institute pursues research in some core areas of the physical sciences. These include cosmology, particle physics, theoretical physics, particle astrophysics, and cosmochemistry. The EFI talk will focus on some examples of these activities which together will provide a broad overview of EFI science. Research at the James Franck Institute centers on the intersection between physics, chemistry and materials science, with the aim to unravel the complex connections between structure and dynamics in condensed matter systems. The JFI is also home to the Chicago Materials Research Science and Engineering Center. The JFI talk will provide highlights of current projects by JFI members.

    The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.
