    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    The goal of this project is to apply the WPA’s proactive outreach strategy to the problem of educating the public about the likely transmission infrastructure developments concomitant to the significant development of wind energy resources in North Carolina. Given the lead time to develop significant new transmission infrastructure (5-10 years), it is critical to begin this outreach work today, so that wind resources can be developed to adequately meet the 20% by 2030 goal in the mid- to long-term (10-20 years). The project team planned to develop a transmission infrastructure outreach campaign for North Carolina by: (1) convening a utility interest group (UIG) of the North Carolina Wind Working Group (NC WWG) consisting of electric utilities in the state and the Southeast; and (2) expanding outreach to local and state government officials in North Carolina.

    Seismic profiles have indicated to the US Geological Survey that an unconventional seal, created by gas hydrates that form in near-bottom sediments, may provide gas traps in continental slopes and rises offshore North and South Carolina. The most frequently cited evidence for the presence of gas hydrate in ocean sediments is the observation of a seismic reflection event that occurs about 1/2 s below and parallel with the seafloor. If gas-hydrate traps do exist, they will occur at very shallow sub-bottom depths of about 1600 ft (500m). Exploration of such traps will probably take place in the federally controlled Blake Ridge area off the coast of South Carolina where seismic data suggest a high incidence of gas hydrates. However, drilling through the gas-hydrate-cemented layer may require new engineering techniques for sealing the casing.

    Spurred by continuing urban growth and new federal mandates for control of nonpoint source pollution, local governments are increasingly concerned about the need to improve stormwater management. Long-term maintenance is a critical aspect of stormwater management if both water quality and water quantity benefits are to be realized in practice. The report examines what is actually being done in North Carolina cities to maintain stormwater systems and what selected stormwater experts feel should be done. Several actions are needed. First, local governments are recommended to pay greater attention to system planning, apply more stringent design standards, and monitor the effectiveness of structures protecting water quality as the most critical basis for successful long-term maintenance. Second, policy makers at all levels of government and researchers need to determine appropriate strategies for the treatment and disposal of accumulated sediments. Finally, further research about the best maintenance practices and financing arrangements may be needed.

    In preparation for oil and gas lease sales on the outer continental shelf offshore of North Carolina, the Minerals Management Service was requested to investigate the potential transport and impacts of oil spilled offshore. The Gulf Stream and associated eddies are an important aspect of the transport. Although the speed and location of the Gulf Stream are reasonably well known, knowledge of the meanders of the Gulf Stream is limited. How the circulatory structure and movement of associated frontal eddies and filaments affect the North Carolina coastal waters is not clear. This study investigates the interactions of these circulatory elements and follows the evolution of frontal eddies as they migrate along the North Carolina coast.

    The Southeast Compact is a sited region for low-level radioactive waste because of the current facility at Barnwell, South Carolina. North Carolina has been designated as the next host state for the compact, and the North Carolina Low-Level Radioactive Waste Management Authority is the agency charged with developing the new facility. Chem-Nuclear Systems, Inc., has been selected by the Authority as its primary site development and operations contractor. This paper will describe the progress currently being made toward the successful opening of the facility in January 1996. The areas to be addressed include site characterization, performance assessment, facility design, public outreach, litigation, finances, and the continued operation of the Barnwell facility.

    A number of blocks off Cape Hatteras have been leased by Mobil Oil, which has requested permission to drill an exploratory well, at 820-m depth, in a block identified as Manteo 467. The proposed well location is 39 miles from the coast of North Carolina. The possibility of extracting gas from the continental slope off the coast of North Carolina, particularly at slope depths, has raised a number of environmental concerns that cannot be addressed from existing data. The present study was developed by the Minerals Management Service to better define the nature of the continental slope benthic communities off Cape Hatteras and to delineate their areal extent. Emphasis was placed on the area around the proposed drill site in the Manteo 467 lease block.

  5. Variations of Stream and Groundwater Uranium Concentrations with Rainfall in the North Carolina Piedmont

    This paper discusses how uranium contents of stream and groundwater samples from the North Carolina Piedmont vary systematically with rainfall. Data for three well-stream pairs sampled at three-week intervals for one year shows that uranium content of streams and groundwater correlates with the amount of local precipitation. The phenomenon is believed to be caused by oxidizing rainfall flushing uranium from the vadose zone.

  6. Model Solar Guidelines: A Resource for North Carolina Homeowners Associations to Facilitate Solar Projects

    As North Carolina's residential solar market grows, more homeowners associations are facing uncertainties about how to deal with solar installations in their communities. As part of an effort between the State Energy Program, NC Department of Environment and Natural Resources, and members of the U.S. Department of Energy's SunShot Solar Outreach Partnership (The Solar Foundation and the NC Clean Energy Technology Center), two new resources have been developed to help North Carolina homeowners associations (HOAs) and their architectural review committees work through these issues. The first is a short brochure detailing the benefits of solar energy, with particular emphasis on benefits to HOAs and homeowners, as well as the role that HOAs can play in facilities solar installations in their communities. The second is Model HOA solar design guidelines, developed specifically for North Carolina communities, which allow for solar installations to occur in a way that balances a homeowner's ability to install a solar energy system and legitimate community concerns about these systems.

    The State of North Carolina is developing a multipurpose geographic information systems (GIS) database for widespread use. The database currently consists of more than fifty categories of information state wide. In addition to basic planimetric information, the data include many categories of environmental significance. Much of the database has proven useful to planners, managers, and consultants involved with environmental policy-making and protection. The database is being used to augment activities in regulatory programs, research programs and in a variety of siting applications. The North Carolina Center for Geographic Information and Analysis (NCCGIA) has operated the State's GIS since 1977 and is the lead coordinating agency for geographic information in the state. NCCGIA is able to develop and maintain the corporate database through partnerships with other state, federal, regional, and local government agencies and private organizations. Users access the database at NCCGIA for the production of maps and statistics, to spontaneously generate displays of a project area, to acquire data, and to conduct special studies. This paper describes some of the activities associated with environmental planning and management applications at the North Carolina Center for Geographic Information and Analysis. Specifically, it illustrates the following: the conceptual framework for development and maintenance of the corporate database; the contents of the database; several environmental planning documents and applications developed at NCCGIA; and methods of data access.

  8. Plasma destruction of North Carolina`s hazardous waste based on hazardous waste generated between the years of 1989 and 1992

    The purpose of this research is to analyze the applicability of the plasma waste destruction technology to North Carolina hazardous waste streams. This study outlines the current regulations, existing technologies, and innovative technologies being considered as hazardous waste treatment alternatives. From this foundation, the study proceeds to identify the superiority of the plasma waste destruction technology. Specific areas of discussion include: temperature capabilities, waste residence time requirements, destruction removal efficiencies, operational efficiencies, economic issues, safety, and maintenance. This study finds the plasma destruction technology to be fully effective and superior to conventional facilities. The technology completely destroys hydrocarbons and can reduce the volume of many other hazardous wastes on the order of one part per million. The required residence time of waste in a plasma facility for effective destruction is a fraction of a second, while the rotary kiln incinerator maintains an average residence time of approximately 5 seconds. Also mass and heat balance calculations are performed to quantify the effectiveness and efficiency of this technology. It is found that one day`s average amount of hazardous waste generated in the state of North Carolina can be destroyed in approximately thirty seconds using a standard one megawatt power source. Yet, before this technology is adopted as North Carolina`s primary hazardous waste destruction technology, further study is needed so that all issues considered in this research can be conducted in great detail.

    Because of the potential impact on the environment associated with development and production activities, the Oil Pollution Act of 1990 mandated that a panel of experts, the North Carolina Environmental Sciences Review Panel (NCESRP), be convened. Their purpose was to consider whether the availability of scientific information was adequate for making decisions about oil and gas leasing, exploration, and development off North Carolina. The present study was developed by the Minerals Management Service because of concern raised by the NCESRP (1992) that not more than 5 percent of the unusual benthic community be covered by drill muds and cuttings. The principal task of the study was to determine if the communities extended over an area of the sea floor that was 20 time larger then the area estimated to be covered by drill muds and cuttings. If more than 5 percent of the unusual benthic community were covered by drill muds and cuttings, the NCESRP recommended that a study be carried out to determine the recovery rate of this community.

  6. Long-term variation of fiddler crab populations in North Carolina salt marshes

    As part of the environmental monitoring of possible effects of the Brunswick nuclear power plant fiddle crab populations were sampled in several salt marshes in the lower Cape Fear River estuary, North Carolina for five years. Total biomass of the fiddler crabs Uca Pugnax and U. minax in four Spartina marshes declined by 65 to 70% between the summers of 1974-1975 and 1976-1977 with no significant decrease in population density; there was evidence of a recovery in summer of 1978 to the 1974-1975 levels. The cause of these fluctuations is unknown, but such a degree of variability in intertidal populations emphasizes the need for caution in using one or two-year baseline studies to evalute potential environmental impacts. 1 figure, 2 table.

    The vacuum cleaner bag (VCB) dust from the homes of 19 asthmatic children in North Carolina (NC) was analyzed by mold specific quantitative PCR. These results were compared to the analysis of the VCB dust from 157 homes in the HUD American Healthy Home Survey of homes in the US. The American Relative Moldiness Index (ARMI) was calculated for each of the homes. The mean and standard deviation (SD) of the ARMI values in the homes of the NC asthmatic children was 11.0 (5.3), compared to the HUD survey VCB ARMI value mean and SD of 6.6 (4.4). The median ARMI value was significantly higher(p < 0.001) in the asthmatic childrenss homes. The molds Chaetomium globosum and Eurotium amsterdameli were the primary species in the NC homes making the ARMI values higher. Vacuum cleaner bag dust samples may be a less expensive but still useful method of home mold analysis.

    Increasing development along the North Carolina coast has been linked to the deterioration of water quality in adjacent sounds and estuaries. Degradation of water quality in sounds and estuaries threatens the coastal ecology which provides resources for the area's fishing and tourism industries. The state of N.C. adopted the current Stormwater Runoff Disposal Rules in 1988 requiring stormwater management plans for new development in 20 coastal counties. Stormwater infiltration pond systems are approved by the State as an option for retaining stormwater on the developed site; however, the long-term performance of these systems has not been measured or determined. The study was conducted to monitor the hydrology of stormwater infiltration ponds on the North Carolina barrier islands and to develop a model that continuously simulates the performance of these ponds. The hydrology of two operating infiltration ponds systems was evaluated in an 18-month field study. Rainfall, pond stage, and water table elevations at selected locations were monitored continuously. Water table elevations at additional locations were monitored on a biweekly basis. Soil hydraulic conductivities and soil water characteristic relationships were determined at both field sites. The subsurface geology was described at one site and an aquifer pump test was performed to determine aquifer transmissivity and specific yield. Both of the infiltration ponds in the field studies effectively served their primary purpose of retaining on site the stormwater runoff from the first 38 mm (1.5 in) of rainfall. In nearly every case, the pond seepage rate was sufficient to completely draw down the pond within 5 days. The hydrology of the infiltration ponds at the two research sites was very different.

  10. Importance of Carolina Bays to the Avifauna of Pinelands in the Southeastern United States.

    Abstract - Past anthropogenic activity has led to the destruction or alteration of Carolina bay wetlands throughout the southeastern United States. Presently, urban development, combined with a 2001 ruling by the US Supreme Court relaxing protection of isolated wetlands, poses an increasing threat to these and other isolated wetland systems; however, little information exists on the importance of these wetland systems to birds. We compared breeding and wintering bird communities of upland pine (Pinus spp.) forests with and without Carolina bays. Estimated species richness was greater in pine forests with Carolina bays than without during the winter (31.7 ± 1.3 [mean ± SE] vs. 26.9 ± 1.2; P = 0.027), but not in the breeding season (27.9 ± 2.2 vs. 26.3 ± 2.2; P = 0.644). Total relative abundance did not differ between pine forests with Carolina bays and those without in either the breeding (148.0 ± 16.0 vs. 129.4 ± 10.4 birds/40 ha; P = 0.675) or winter (253.0 ± 36.4 vs. 148.8 ± 15.1 birds/40 ha; P = 0.100) seasons. However, 23 species, 43% of which were wetland-dependent, were observed only in pine forests with bays during the breeding season, and 20 species, 30% of which were wetland-dependent, were observed only in such sites during winter. In contrast, only 6 and 1 species were observed only in pine forests without bays during the breeding and winter seasons, respectively, indicating that few species were negatively affected by the presence of bays. Thus, Carolina bays appear to enrich the avifauna of pine forests in the southeastern United States.

    As many states have restructured their electric power industry, they have established a ''systems benefit charge'' to help fund those activities that will no longer be funded by utilities in the new structure. Examples include weatherization of low-income housing, efficiency programs, and renewable energy development. Varying amounts have been collected and allocated depending on state needs and abilities. One question that arises is what are the potential results of funding the different types of programs. What is the potential for energy efficiency or for renewable power, and what would be accomplished given the amount of funding that the system benefit charge may provide? The purpose of this project is to provide an initial estimate of the potential for energy efficiency and renewable energy in North Carolina. This potential could be funded by a public benefits fund resulting from a green power program being considered in the state. It concentrates on electric energy savings and production. Savings in buildings can include improvements to space conditioning as well as improvements to lighting or other appliances. Distributed power potential, through use of combined heat and power and renewables such as photovoltaic, wind, and biomass were examined. The goal is to provide information to decision makers who are developing a green power program in North Carolina. It will not be a complete and detailed study of all efficiency potentials but is more of a scoping exercise to determine the relative impacts and begin the process for a more definitive study at a later date. Statewide energy savings potential cannot be directly measured but must be calculated. First, the word ''potential'' means that the savings have not occurred yet. Second, the savings are often only indirectly measured by estimating what energy use there would have been without the changes in technology or behavior.     The North Carolina Mathematics and Science Education Network, a state-wide effort funded through an act of the state legislature, links ten universities with local teachers and students in order to improve content knowledge, pedagogy, and instructional technology. The Network Centers assess the needs of K-12 teachers in their service regions and design relevant short term and long term programs to address these needs. A major advantage of locating these Centers at our state universities is the availability of university faculty as consultants and instructors. Through the coordinated efforts of the Centers at the state level, national funding has been obtained for several major curriculum projects. Statewide network initiatives include TEACH-STAT, a professional development program for elementary teachers focusing on data analysis and statistics in elementary mathematics education, and FIRST (Fund for the Improvement and Reform of Schools and Teaching), a project to improve elementary science and mathematics instruction through peer teacher training. Short courses planned for the UNCW region include animal development, computerized data acquisition, paleontology and mineralogy, DNA biotechnology, and multimedia instruction.

    The State of North Carolina has been designated to host the second commercial low level radioactive waste disposal facility for the Southeast Compact. The North Carolina facility is to be operational on January 1, 1993, concurrent with the closing of the present facility in Barnwell, South Carolina. The NC Low Level Radioactive Waste Management Authority and its contractor, Ebasco Services Incorporated, initiated the site selection process in July of 1988. The present schedule calls for the identification of two or more sites for detailed characterization in the latter half of 1989. The site selection process is following two concurrent and parallel paths. The first is the technical site screening process, which is focusing the search for a suitable site by the systematic application of state and federal laws and regulations regarding exclusion and suitability factors. In a parallel effort, the NCLL Radioactive Waste Management Authority has embarked on an extensive public information program. In addition to newsletters, fact sheets, brochures, video tapes, and news releases, a total of six regional meetings and 26 public forums have been held across the state. A total of 4,764 people attended the forums, 1,241 questions were asked, and 243 public statements were made. The combination of a systematic, defensible technical siting process and the concurrent release of information and numerous statewide public meetings and forums is proving to be an effective strategy for the eventual identification of sites that are both technically suitable and publicly acceptable.

    This final report summarizes activities and results at the University of North Carolina as part of the the SciDAC-2 Project The Secret Life of Quarks: National Computational Infrastructure for Lattice Quantum Chromodynamics. The overall objective of the project is to construct the software needed to study quantum chromo- dynamics (QCD), the theory of the strong interactions of subatomic physics, and similar strongly coupled gauge theories anticipated to be of importance in the LHC era. It built upon the successful efforts of the SciDAC-1 project National Computational Infrastructure for Lattice Gauge Theory, in which a QCD Applications Programming Interface (QCD API) was developed that enables lat- tice gauge theorists to make effective use of a wide variety of massively parallel computers. In the SciDAC-2 project, optimized versions of the QCD API were being created for the IBM Blue- Gene/L (BG/L) and BlueGene/P (BG/P), the Cray XT3/XT4 and its successors, and clusters based on multi-core processors and Infiniband communications networks. The QCD API is being used to enhance the performance of the major QCD community codes and to create new applications. Software libraries of physics tools have been expanded to contain sharable building blocks for inclusion in application codes, performance analysis and visualization tools, and software for au- tomation of physics work flow. New software tools were designed for managing the large data sets generated in lattice QCD simulations, and for sharing them through the International Lattice Data Grid consortium. As part of the overall project, researchers at UNC were funded through ASCR to work in three general areas. The main thrust has been performance instrumentation and analysis in support of the SciDAC QCD code base as it evolved and as it moved to new computation platforms. This report includes analyses of the energy patterns at the facility, and the identification and evaluation of energy conservation opportunities. The results obtained indicate that energy use at Fort Bragg will remain constant through FY 1985, compared to FY 1975 energy use.     Various government entities in North Carolina have seen the need to implement specific policy which requires organizations responsible for certain development activities to perform a detailed assessment of comprehensive environmental impacts. Some governments have enacted policy, and a number of others are evaluating the need for policy implementation. The consideration of environmental effects of the development action early in the project planning process is, in many cases, an effect of the implementation of such policies, rather than a purpose. This study evaluates the varying ideals and rationale upon which local leaders have based environmental policies. Also, this study assesses the effectiveness of a variety of policies currently enacted and compares the final results of projects which have had to comply with the policies. Through the use of a survey distributed to officials responsible for policy enactment, local government personnel responsible for implementation and others involved in both public and private development, a relative assessment of effectiveness of different policies is postulated.

    The U.S. Department of Energy?s Wind Powering America Program is committed to educating state-level policymakers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in North Carolina. Although construction and operation of 1000 MW of wind power is a significant effort, seven states have already reached the 1000-MW mark. We forecast the cumulative economic benefits from 1000 MW of development in North Carolina to be $1.1 billion, annual CO2 reductions are estimated at 2.9 million tons, and annual water savings are 1,558 million gallons.

    In multifamily and attached buildings, traditional duct sealing methods are often impractical or costly and disruptive because of the difficulty in accessing leakage sites. In this project, two retrofit duct sealing techniques - manually-applied sealants and injecting a spray sealant, were implemented in several low-rise multi-unit buildings. An analysis on the cost and performance of the two methods are presented. Each method was used in twenty housing units: approximately half of each group of units are single story and the remainder two-story. Results show that duct leakage to the outside was reduced by an average of 59% through the use of manual methods, and by 90% in the units where the injected spray sealant was used. It was found that 73% of the leakage reduction in homes that were treated with injected spray sealant was attributable to the manual sealing done at boots, returns and the air handler. The cost of manually-applying sealant ranged from $275 to $511 per unit and for the injected spray sealant the cost was $700 per unit. Modeling suggests a simple payback of 2.2 years for manual sealing and 4.7 years for the injected spray sealant system. Utility bills were collected for one year before and after the retrofits. Utility bill analysis shows 14% and 16% energy savings using injected spray sealant system and hand sealing procedure respectively in heating season whereas in cooling season, energy savings using injected spray sealant system and hand sealing were both 16%.

    The Point is an area that supports a most productive pelagic fishery, including tuna, swordfish, marlin, and more. The objective of the study is to analyze video tapes from near the Point, in order to provide data on epibenthic, megafaunal invertebrates including species composition, relative abundances, and large scale (1 km) distribution. The Point is not a defined spot on a chart. Although fishermen do use the steep shelf break for location, they generally look for the west wall of the Gulf Stream. The Point and the oil lease site coincidentally occur where the Gulf Stream parts the continental slope, just north of the eastern-most tip of Cape Hatteras.

The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina`s current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68{degrees}F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups.

    A geologic corridor from the Blue Ridge to the eastern Piedmont of Virginia is integrated into a tectonic model and extrapolated downward 10-15 km by means of seismic reflection and gravity studies. The Blue Ridge appears to be a hinge zone that faced a rift-generated Iapetus Ocean. An eastern continent with an Eocambrian and Cambrian magmatic arc and sediments of the same age, collided with the North American continental margin in the middle and late Ordovician. Subsequent Devono-Mississippian and Mississippian-Permian orogenesis continued to drive thin thrust nappes onto North America. Early Mesozoic rift basins record the beginning of the Atlantic basin and, from Middle Jurassic to Present, the margin of North America was covered by Coastal Plain sediments. Several constrained hypocenters of the central Virginia seismic zone, adjacent to a reflection profile, show an apparent relation to structure. We tentatively conclude that flat and ramp faults formed during Paleozoic nappe emplacement are currently being reactivated. The reactivation may be largely aseismic on the old thrust faults, but seismicity appears to be related to high angle transcurrent faults where new rock breakage may be occurring. 125 refs., 28 figs., 2 tabs.

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: • Development and Pilot of a New Advanced Welding Curriculum, • Program Enhancement of Non-Destructive Examination (NDE) Technology, • Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, • Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: • Increased capacity to serve and train students in emerging energy industry careers; • Developed new courses and curricula to support emerging energy industry careers; • Established new training/laboratory resources; • Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

    Omaha Public Power District used EPRI's Heat-Rate Improvement Guidelines for Existing Fossil Plants to evaluate thermal performance, determine magnitude and causes of heat-rate degradation, and recommend corrective actions at its North Omaha unit 5. The project showed that cost-effective heat-rate improvements ranging between 250 Btu/kWh at full load and 1000 Btu/kWh at part load are possible. Utilities can use the methods in this report to adapt EPRI guidelines to their own needs. The project team developed a plan for using the guidelines, including schedules, communication channels, and responsibilities of key individuals. The team determined the best achievable heat rate for the unit by evaluating design information, acceptance test.data, and plant changes. By comparing these data with current unit performance, investigators were able to determine the potential for heat-rate improvement. They also modified a set of heat-rate logic trees, originally presented in EPRI report CS-4554. These modifications helped them diagnose causes of heat-rate losses at North Omaha unit 5. They then determined the potential performance improvement of the corrective measures identified in the root-cause evaluation. Using economic studies, researchers identified and ranked cost-effective methods for improving heat rate. Plant improvements with recovery periods of five years or less may yield large heat-rate gains. Investigators identified the following plant improvements, resulting in heat-rate gains of 250 Btu/kWh: High-pressure turbine seal replacement; Air heater seal replacement; Improved feedwater heater level monitoring.

    This technical note describes a database of tidal elevation boundary condition information generated in support of the `Long-Term Fate of Dredged Material Disposed in Open Water` research of the Dredging Research Program (DRP), being conducted at the U.S. Army Engineer Waterways Experiment Station. The database, described in detail by Hench and others (1994), allows the user to manually generate time series of tidal elevations or to use a program to access the full database to generate time series of both tidal elevations and currents for any location along the West Coast of the United States and Eastern North Pacific Ocean, extending from Seal Cape on Unimak Island, Alaska, in the North to Punta Parada, Peru, in the South. The land boundary includes the Pacific shorelines of Alaska, Canada, mainland United States, Mexico, Guatemala, El Salvador, Nicaragua, Costa Rica, Panama, Columbia, and Northern Peru. Although the capability to generate these time series was developed to provide input to the Long-Term Fate and Stability Model (LTFATE), the generated time series can be used for any application requiring tidal forcing data.

    Under the Public Utilities Act of 1965, utilities in North Carolina are regulated by the State's Utility Commission. The Commission consists of seven members who are appointed by the governor, subject to confirmation by the General Assembly sitting in joint session. The Commissioners serve eight year terms and the governor designates one of the commissioners as chairman. The Commission has an office of the executive director, who is appointed to a six year term by the governor subject to confirmaion by the General Assembly. The executive director heads the Commission's public staff. The public staff's duties include reviewing, investigating, and making recommendations on utility rates and services and intervention on behalf of the public in proceedings affecting consumer rates and generating plant certification. The Commission has the same power to regulate the operation of privately-owned public utilities within municipalities as it has to control those ouside. The only power over privately-owned utilities reserved to the municipalities is the power to grant franchises. A municipality may maintain its own utility systems, and such systems are not subject to the control and jurisdiction of the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The Ravenspurn area is divided into two main northwest-southeast-trending fault blocks which are markedly different in terms of their diagenetic evolution and reservoir performance. The northeasterly B structure contained gas earlier and was unaffected by Middle to Late Jurassic illitization. The southwesterly A structure was uplifted later and received accumulated gas after reservoir quality was reduced by pervasive illitization. The deposition of allogenic clay and the formation of early quartz, nonferroan dolomite, and anhydrite reduced the reservoir quality of fluvial sheetflood. Burial diagenesis resulted initially in ferroan dolomite, kaolinite, and later quartz precipitation in available primary and secondary porosity. Stable-isotope and fluid-inclusion studies indicate that Ferroan dolomite and later quartz precipitated at about 100[degrees]C in the Triassic-Early Jurassic from reduced fluids derived partly from the Carboniferous basement. Gas accumulation took place first in the northeasterly B structure, which had early closure. Elsewhere diagenetic fluids evolved to a more alkaline state, and widespread illitization took place which particularly affected more permeable eolian facies. The illitization reduced the reservoir quality of the lower Leman Sandstone and contributed to diagenetic sealing (to the northwest) of the field. K-Ar dating indicates that peak illitization took place between 150 and 170 Ma (Middle-Late Jurassic). Subsequent periods of uplift in the late Cimmerian and particularly during the early Tertiary-Miocene produced the final structure of Ravenspurn North and the spillage of gas into this structure. The combination of structural and diagenetic events explains the differences in reservoir quality and well performance of the two structural blocks in the field.

    This report presents the results of a baseline mapping project conducted for the Environmental Restoration Department at Savannah River Site. The purpose of this report is to map the distribution of mud (clay and silt-sized material) within each hydrogeologic unit from the surface down to the top of the Crouch Branch aquifer beneath the A/M Area. The distribution of mud layers and variations in the percentage of clay and silt within the strata is extremely important in order to fully characterize the extent of DNAPL beneath the A/M Area and determine the geometry of the contaminant plumes emanating from them. Precision mapping of these layers can aid in locating areas where contamination is most likely to have migrated into the saturated zone. In addition, this information can be used to refine the current remediation systems or assist in designing new remedial systems.

    This Annual Report presents the data and evaluates the progress of the three-component remedy implemented for remediation of groundwater contamination at Test Area North, Operable Unit 1-07B, at the Idaho National Laboratory Site. Overall, each component is achieving progress toward the goal of total plume remediation. In situ bioremediation operations in the hot spot continue to operate as planned. Progress toward the remedy objectives is being made, as evidenced by continued reduction in the amount of accessible residual source and decreases in downgradient contaminant flux, with the exception of TAN-28. The injection strategy is maintaining effective anaerobic reductive dechlorination conditions, as evidenced by complete degradation of trichloroethene and ethene production in the biologically active wells. In the medial zone, the New Pump and Treat Facility operated in standby mode. Trichloroethene concentrations in the medial zone wells are significantly lower than the historically defined concentration range of 1,000 to 20,000 μg/L. The trichloroethene concentrations in TAN-33, TAN-36, and TAN-44 continue to be below 200 μg/L. Monitoring in the distal zone wells outside and downgradient of the plume boundary demonstrate that some plume expansion has occurred, but less than the amount allowed in the Record of Decision Amendment. Additional data need to be collected for wells in the monitored natural attenuation part of the plume to confirm that the monitored natural attenuation part of the remedy is proceeding as predicted in the modeling.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). The ultimate objective of this research project is to make understanding and predicting regional climate easier. The long-term goals of this project are (1) to construct a coupled ocean-atmosphere model (COAM) system, (2) use it to explore the interannual-to-decadal climate variability over the North Pacific Basin, and (3) determine climate effects on the precipitation over the Southwestern United States. During this project life, three major tasks were completed: (1) Mesoscale ocean and atmospheric model; (2) global-coupled ocean and atmospheric modeling: completed the coupling of LANL POP global ocean model with NCAR CCM2+ global atmospheric model; and (3) global nested-grid ocean modeling: designed the boundary interface for the nested-grid ocean models.

    The South Carolina Bio-Energy Research Collaborative is working together on the development and demonstration of technology options for the production of bio-fuels using renewable non-food crops and biomass resources that are available or could be made available in abundance in the southeastern United States. This collaboration consists of Arborgen LLC, Clemson University, Savannah River National Laboratory, and South Carolina State University, with support from Dyadic, Fagen Engineering, Renewed World Energies, and Spinx. Thus far, most work has centered on development of a fermentation-based process to convert switchgrass into ethanol, with the concomitant generation of a purified lignin stream. The process is not feed-specific, and the work scope has recently expanded to include sweet sorghum and wood. In parallel, the Collaborative is also working on developing an economical path to produce oils and fuels from algae. The Collaborative envisions an integrated bio-fuels process that can accept multiple feedstocks, shares common equipment, and that produces multiple product streams. The Collaborative is not the only group working on bio-energy in South Carolina, and other companies are involved in producing biomass derived energy products at an industrial scale.
