Sandia Corporation conducts operations at TTR in support of DOE/NNSA's Weapons Ordnance Program and has operated the site since 1957. Westinghouse Government Services subcontracts to Sandia Corporation in administering most of the environmental programs at TTR. Sandia Corporation operates KTF as a rocket preparation launching and tracking facility. This Annual Site Environmental Report (ASER) summarizes data and the compliance status of the environmental protection and monitoring program at TTR and KTF through Calendar Year (CY) 2004. The compliance status of environmental regulations applicable at these sites include state and federal regulations governing air emissions, wastewater effluent, waste management, terrestrial surveillance, and Environmental Restoration (ER) cleanup activities. Sandia Corporation is responsible only for those environmental program activities related to its operations. The DOE/NNSA, Nevada Site Office (NSO) retains responsibility for the cleanup and management of ER TTR sites. Currently, there are no ER Sites at KTF.     Overview of the solar resource assessment conducted by the National Renewable Energy Laboratory (NREL) in cooperation with Kauai Island Utility Cooperative (KIUC) in Hawaii to determine the technical feasibility of increasing the contribution of solar renewable energy generation on the island of Kauaii through the use of photovoltaic (PV) arrays. The analysis, which was performed using a custom version of NREL's In My Back Yard (IMBY) software tool, showed that there is potential to generate enough energy to cover the peak load as reported for Kauai in 2007.

    Installation of hydroelectric facilities on the South Fork Wailua River three and five miles upstream of Wailua Falls on the Island of Kauai, Hawaii is proposed. The hydroelectric facilities would provide an additional source of energy for the island, effectively utilizing available waters. Addition of hydropower to the island's power system, which is primarily reliant on fuel and diesel oils, would diversify the system's base. Hydropower diversion would reduce flows downstream of the structures, affecting fishery, recreational, and aesthetic resources. Construction activities would disturb approximately 2.7 acres of cropland and create temporary turbidity downstream of the sites.

    The Department of Energy Order 55003A requires facility-specific hazards assessment be prepared, maintained, and used for emergency planning purposes. This hazards assessment document describes the chemical and radiological hazards associated with the Kauai Test Facility, Barking Sands, Kauai, Hawaii. The Kauai Test Facility`s chemical and radiological inventories were screened according to potential airborne impact to onsite and offsite individuals. The air dispersion model, ALOHA, estimated pollutant concentrations downwind from the source of a release, taking into consideration the toxicological and physical characteristics of the release site, the atmospheric conditions, and the circumstances of the release. The greatest distance to the Early Severe Health Effects threshold is 4.2 kilometers. The highest emergency classification is a General Emergency at the {open_quotes}Main Complex{close_quotes} and a Site Area Emergency at the Kokole Point Launch Site.     The Hawaii Clean Energy Initiative (HCEI) is working with a team led by the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to assess the economic and technical feasibility of increasing the contribution of renewable energy in Hawaii. This part of the HCEI project focuses on working with Kaua'i Island Utility Cooperative (KIUC) to understand how to integrate higher levels of renewable energy into the electric power system of the island of Kaua'i. NREL partnered with KIUC to perform an economic and technical analysis and discussed how to model PV inverters in the electrical grid.

    A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region IX). The analysis for each state was performed by a different team, located in that state. For each state, the study team was asked to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Each of the four states of interest in this study is unique in its own way. Rather than impose the same assumptions as to growth rates, capture rates, etc. on all of the study teams, each team was asked to use the most appropriate set of assumptions for its state. The results, therefore, should reflect the currently accepted views within each state. The four state reports comprise the main portion of this document. A brief regional overview section was prepared by the Jet Propulsion Laboratory, following completion of the state reports.

    The Kauai Test Facility (KTF) is a Department of Energy rocket launch facility operated by Sandia National Laboratories. Originally it was constructed in support of the high altitude atmospheric nuclear test phase of operation Dominic in the early 1960's. Later, the facility went through extensive improvement and modernization to become an integral part of the Safeguard C readiness to resume nuclear testing program. Since its inception and build up, in the decade of the sixties and the subsequent upgrades of the seventies, range test activities have shifted from full scale test to emphasis on research and development of materials and components, and to making high altitude scientific measurements. Primarily, the facility is intended to be utilized in support of development programs at the DOE weapons laboratories, however, other organizations may make use of the facility on a non-interface basis.     The Kauai Test Facility (KTF) is a Department of Energy (DOE) owned facility located at Barking Sands, on the west coast of the island of Kauai, Hawaii. The KTF has a rocket preparation and launching capability for both rail-launched and vertical-launched capability for both rail-launched and vertical-launched rockets. Launches primarily support high altitude scientific research and re-entry vehicle systems and carry experimental non-nuclear payloads. This environmental assessment (EA) has been prepared for the Two Experiment Rocket Campaign, during which the STRYPI/LACE (STRYPI is not an acronym -- its the name of the rocket; LACE is the acronym for Low Altitude Compensation Experiment) and the RAP-501 (Rocket Accelerated Penetration) will be flown in conjunction from the KTF in February 1991 to reduce costs. There have been numerous rocket campaigns at the KTF in prior years that have used the same motors to be used in the current two experiment rocket campaign. The main difference noted in this environmental documentation is that the two rockets have not previously been flown in conjunction. Previous National Environmental Policy Act (NEPA) approvals of launches using these motors were limited to different and separate campaigns with diverse sources of funding. 2 figs., 5 tabs.

    A detailed description and analysis is presented of the Lagopedo II results. The rocket was launched on September 11, 1977. Prior to an explosive chemical release a rocket-borne ion mass spectrometer and dual-frequency beacon measured the ion composition and electron content of the undisturbed F region above Kauai, Hawaii. These results are compared to a detailed calculation of ionospheric ion denities. Considerable H/sub 2/O outgassing produced measurable 18/sup +/(H/sub 2/O/sup +/) and 19/sup +/(H/sub 3/O/sup +/) currents which together with O/sup +/ current were used to determine the H/sup 3/O/sup +//H/sub 2/O/sup +/ dissociative recombination rate ratio. The explosive event at 283 km swept clean a l-km-radius region. The boundary of the ionic void was characterized by a steep gradient in the ion density. Results for the first 60 s after the event are presented which show changes in ambient ion species 14/sup +/, 16/sup +/, 30/sup +/, new reactant species 15/sup +/, 17/sup +/, 18/sup +/, 19/sup +/, 27/sup +/, and 46/sup +/, and evidence of ionic depletion by sweeping.

    This report identifies ares on the five major islands (Oahu, Maui, Molakai, Hawaii, and Kauai) that have the potential for concentrating solar thermal applications. The locations are based on existing solar insolation (mostly global and some direct normal) data, other meteorological information, land use, potential end-use, and existing facilities. These areas are: - Western coast of Oahu, especially near Kahe Point - Maui plains area - South-Central Molokai - Kona coast of the Big Island, especially Natural Energy Laboratory of Hawaii - Western and southern areas of Kauai. Monitoring stations are recommended at some of these sites to obtain direct normal insolation data for future evaluation.

As anticipated, the island of Hawaii had the largest land potential with eucalyptus having the greatest potential land acreage.

    This paper demonstrates the application of a qualitative methodology for performing risk assessments using the consequence and probability binning criteria of DOE Order 5481.1B. The particular application that is the subject of this paper is a facility risk assessment conducted for Sandia National Laboratories` Kauai Test Facility (KTF). The KTF is a rocket preparation and launch facility operated by Sandia National Laboratories for the Department of Energy and is located on the US Navy`s Pacific Missile Range Facility (PMRF) at Barking Sands on the western side of the island of Kauai, Hawaii. The KTF consists of an administrative compound and main launch facility located on the north end of the PMRF, as well as the small Kokole Point launch facility located on the south end of the PMRF. It is classified as a moderate hazard facility in accordance with DOE Order 5481.1B. As such, its authorization basis for operations necessitates a safety/risk assessment. This paper briefly addresses the hazards associated with KTF operations and the accidents selected for evaluation, introduces the principal elements of the accident assessment methodology, presents analysis details for two of the selected accidents, and provides a summary of results for all of the accidents evaluated.

  10. High field strength following the Kauai R-N geomagnetic reversal

    The paleomagnetism of superposed lava flows on Kauai, Hawaii shows that the ancient geomagnetic field was unusually strong following a reverse-to-normal polarity transition that occurred about 4 million years ago. Paleointensities were determined by a standard experimental procedure (Thelliers' method) that recreates the process of remanence acquisition in volcanic rocks. This experiment makes it possible to infer the strength of the geomagnetic field present with each lava flow formed, thus producing an accurate picture of the ancient field's behavior after the reversal. Samples from 10 volcanic units yielded virtual dipole moments (VDMs) ranging from 7.4 [times] 10[sup 22] Am[sup 2] to 14.5 [times] 10[sup 22] Am[sup 2] with an average of 11.1[times]10[sup 22] Am[sup 2]. This value is high in comparisons to the average VDM for the past 5 m.y., approximately 8.7[times]10[sup 22] Am[sup 2]. In contrast to the highly variable dipole moment observed following a 15 m.y. old reversal at Steen s Mountain, Oregon, the field following the Kauai transition was relatively steady. Surprisingly, the maximum dipole moments following the two reversals were nearly equal. This similarity hints that high field strength may be a systematic feature of the geodynamo immediately following a polarity reversal.

    The Kauai Skin Cancer Study began as a modest effort in 1983 to look at this island's skin cancer incidence. David Elpern MD, Kauai's only dermatologist at the time, was interested in the large number of these tumors in his practice. He first enlisted his office staff to help keep track of the numbers and type of these skin cancers. Along with this information, the basic demographic data on each patient was collected. These records became the first entries into what has become a decade-long project.

    The major conclusion of this study is that hydropower resources in the State of Hawaii are substantial, and they offer the potential for major increases in hydropower generating capacity. Hydropower resources on all islands total about 50 megawatts of potential generating capacity. Combined with the 18 megawatts of existing hydropower capacity, hydropower resources potentially could generate about 307 million kilowatt-hours of electric energy annually. This represents about 28% of the present combined electricity needs of the Neighbor Islands - Kauai, Molokai, Maui, and the Big Island. Hydropower resources on Kauai equal 72% of that island's electricity needs; on Molokai, 40%; on the Big Island, 20%; and on Maui, 18%. The island of Oahu, however, has only small hydropower resources, and could only generate a negligible portion of its electricity needs from this energy source. Existing and future (potential) hydropower capacities are summarized, and annual outputs for each island are estimated. Future hydropower facilities are subdivided into two categories, which show how much of the potential capacity is being actively considered for development, and how much is only tentatively proposed at the time.

  15. Geothermal Resources Assessment in Hawaii

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

  16. Kauai Island Utility Cooperative energy storage study.

    Sandia National Laboratories performed an assessment of the benefits of energy storage for the Kauai Island Utility Cooperative. This report documents the methodology and results of this study from a generation and production-side benefits perspective only. The KIUC energy storage study focused on the economic impact of using energy storage to shave the system peak, which reduces generator run time and consequently reduces fuel and operation and maintenance (O&M) costs. It was determined that a 16-MWh energy storage system would suit KIUC's needs, taking into account the size of the 13 individual generation units in the KIUC system and a system peak of 78 MW. The analysis shows that an energy storage system substantially reduces the run time of Units D1, D2, D3, and D5 - the four smallest and oldest diesel generators at the Port Allen generating plant. The availability of stored energy also evens the diurnal variability of the remaining generation units during the off- and on-peak periods. However, the net economic benefit is insufficient to justify a load-leveling type of energy storage system at this time. While the presence of storage helps reduce the run time of the smaller and older units, the economic dispatch changes and the largest most efficient unit in the KIUC system, the 27.5-MW steam-injected combustion turbine at Kapaia, is run for extra hours to provide the recharge energy for the storage system. The economic benefits of the storage is significantly reduced because the charging energy for the storage is derived from the same fuel source as the peak generation source it displaces. This situation would be substantially different if there were a renewable energy source available to charge the storage. Especially, if there is a wind generation resource introduced in the KIUC system, there may be a potential of capturing the load-leveling benefits as well as using the storage to dampen the dynamic instability that the wind generation could introduce into

    Electricity produced from burning sugarcane bagasse has provided as much as 10 percent of Hawaii`s electricity supply in the past. As sugarcane production has ceased on the islands of Oahu and Hawaii and diminished on Maui and Kauai, the role of biomass energy will be reduced unless economically viable alternatives can be identified. An empirical biomass yield and cost system model linked to a geographical information system has been developed at the University of Hawaii. This short-rotation forestry decision support system was used to estimate dedicated biomass feedstock supplies and delivered costs of tropical hardwoods for ethanol, methanol, and electricity production. Output from the system model was incorporated in a linear programming optimization model to identify the mix of tree plantation practices, wood processing technologies, and end-products that results in the highest economic return on investment under given market situations. An application of these decision-support tools is presented for hypothetical integrated forest product systems established at two former sugarcane plantations in Hawaii. Results indicate that the optimal profit opportunity exists for the production of medium density fibreboard and plywood, with annual net return estimates of approximately $3.5 million at the Hamakua plantation on the island of Hawaii and $2.2 million at the Waialua plantation on Oahu. Sensitivity analyses of the effects of different milling capacities, end-product market prices, increased plantation areas, and forced saw milling were performed. Potential economic credits for carbon sequestration and wastewater effluent management were estimated. While biofuels are not identified as an economical viable component, energy co-products may help reduce market risk via product diversification in such forestry ventures.

    This report investigates the effects that increased distributed photovoltaic (PV) generation would have on the Kauai Island Utility Co-op (KIUC) system operating requirements. The study focused on determining reserve requirements needed to mitigate the impact of PV variability on system frequency, and the impact on operating costs. Scenarios of 5-MW, 10-MW, and 15-MW nameplate capacity of PV generation plants distributed across the Kauai Island were considered in this study. The analysis required synthesis of the PV solar resource data and modeling of the KIUC system inertia. Based on the results, some findings and conclusions could be drawn, including that the selection of units identified as marginal resources that are used for load following will change; PV penetration will displace energy generated by existing conventional units, thus reducing overall fuel consumption; PV penetration at any deployment level is not likely to reduce system peak load; and increasing PV penetration has little effect on load-following reserves. The study was performed by EnerNex under contract from Sandia National Laboratories with cooperation from KIUC.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. 10 figs., 55 tabs.

    Acurex Corporation has designed, constructed, and is now operating a 35-kWp concentrating photovoltaic solar system located at the G.N. Wilcox Memorial Hospital in Lihue, Kauai, Hawaii. The facility consists of 446 m/sup 2/ (4800 ft/sup 2/) of parabolic trough photovoltaic collectors, an electrical power generation system which converts the direct current field output into grid-compatible alternating current power, and a thermal power subsystem for heating the hospital potable water. This report summarizes the design, construction, startup, and performance of this solar facility.

    This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

    This report describes an evaluation of the 1992 USGS ground-water data-collection program in Hawaii. The occurrence of ground water in the Hawaiian islands is briefly described. Objectives for the data-collection program are identified followed by a description of well networks needed to prepare maps of water levels and chloride concentrations. For the islands of Oahu, Kauai, Maui, Molokai, and Hawaii, the wells in the 1992 ground-water data-collection program are described followed by maps showing the distribution and magnitude of pumpage, and the distribution of proposed pumped wells. Wells in the 1992 USGS ground-water data-collection program that provide useful data for mapping water levels and chloride concentrations are identified followed by locations where additional wells are needed for water-level and chloride-concentration data. In addition, a procedure to store and review data is described.

  19. Potential of Renewable Energy to Reduce the Dependence of the State of Hawaii on Oil

    Deriving nearly 90% of its primary energy resources from oil, the State of Hawaii is more dependent on oil than any other U.S. state. The price of electricity in Hawaii is also more than twice the U.S. average. The Energy Policy Act of 2005 directed assessment of the economic implications of Hawaii's oil dependence and the feasibility of using renewable energy to help meet the state's electrical generation and transportation fuel use. This paper is based on the assessments and report prepared in response to that directive.Current total installed electrical capacity for the State of Hawaii is 2,414 MWe, 83% of which is fuel-oil generated, but already including about 170 MWe of renewable capacity. The assessments identified about 2,133 MWe (plus another estimated 2,000 MWe of rooftop PV systems) of potential new renewable energy capacity. Most notable, in addition to the rooftop solar potential, is 750 MWe and 140 MWe of geothermal potential on Hawaii and Maui, respectively, 840 MWe of potential wind capacity, primarily on Lanai and Molokai, and one potential 285 MWe capacity specific solar project (PV or solar thermal) identified on Kauai. Important social, political, and electrical-grid infrastructure challenges would need to be overcome to realize this potential. Among multiple crop and acreage scenarios, biofuels assessment found 360,000 acres in Hawaii zoned for agriculture and appropriate for sugarcane, enough to produce 429 million gallons of ethanol-enough to meet about 64% of current 2005 Hawaiian gasoline use. Tropical oil seed crops-potentially grown on the same land-might meet a substantial portion of current diesel use, but there has been little experience growing such crops in Hawaii. The U.S. Department of Energy and the State of Hawaii initiated in January 2008 a program that seeks to reduce Hawaii's oil dependence and provide 70% of the state's primary energy from clean energy sources by 2030.     On July 2, 1976, an event took place in the desolate area of Puna, on the island of Hawaii, which showed great promise of reducing Hawaii's dependence on fuel oil. This great event was the flashing of Hawaii's first geothermal well which was named HGP-A. The discovery of geothermal energy was a blessing to Hawaii since the electric utilities are dependent upon fuel oil for its own electric generating units. Over 50% of their revenues pay for imported fuel oil. Last year (1979) about $167.1 million left the state to pay for this precious oil. The HGP-A well was drilled to a depth of 6450 feet and the temperature at the bottom of the hole was measured at 676 F, making it one of the hottest wells in the world.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

  10. Status report on a solar photovoltaic concentrating energy system for a hospital in Hawaii

    The largest parabolic concentrating photovoltaic/solar thermal system in the U.S. began producing electricity and hot water for a hospital on the island of Kauai, Hawaii in November 1981. Each of the 80 parabolic collectors is 6 feet by 10 feet and concentrates incident sunlight on photovoltaic cells mounted on two faces of the receiver at the focus. Although the 35 kilowatt system has been designed to produce 22,000 net kilowatt-hours per year of electricity and 620,000 gallons of 180 F water, electrical output (12 to 15 kilowatt-hours per day) is only 20 percent of that expected, primarily because insolation at the site has been only 40 percent of predicted values. A second problem with fungal attack on the receivers has been solved by better sealing. The system has also withstood a hurricane with negligible damage.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

    Volume 1 of this study presented background information concerning the environment, the economy, past trends in the use of energy, and potentially available natural energy resources of Kauai. In Section II of this volume, Vol. 2, present energy-use patterns are described, updating the data of Volume 1 through 1978. Based upon past trends, three plausible scenarios of future economic growth and the corresponding projections of future energy demand are developed in Section III. Potential sources of energy to meet projected demands are discussed in Section IV, including conservation and indigenous energy resources. The present state of energy technology and its implications for Kauai are reviewed, economic factors and environmental impact issues that will influence selection of sources are discussed, and current and planned RD and D programs are described. Section V presents an energy-supply projection to be used in subsequent analysis. It represents a reasonable growth pattern in which sources available immediately and in the near future, conservation, biomass, solar water heating, and wind, are utilized in earlier years, augmented by solar power generation and ocean energy conversion, as they might be expected to become available. The results of analysis of the impact of this supply projection on each projected demand are discussed, including some economic impacts and alternatives that might increase future supply when projected supplies fall short of demand. Some general conclusions are drawn in Section VI.

    This paper reports that in a forest on the island of Hawaii, legal and regulatory activity has postponed the start-up of a small new power plant and imperilled the design and construction of several facilities like it. The same old story Hardly. The power plants at stake are not nuclear or coal- or even oil-fired, but geothermal, widely considered one of the more environmentally benign ways of generating electricity. In a further twist, the opposition is coming not only from the usual citizens; and environmental groups, but also from worshippers of a native good and, it has been alleged, growers of marijuana, a lucrative local crop. The clash occurs just as geothermal power sources have finally proven commercially viable, experts say, adding that technological advances and industry trends in the United States and elsewhere seem to factor great expansion in its use.

    Ocean thermal energy conversion (OTEC) is a marine renewable energy technology with the potential to contribute significantly to the baseload power needs of tropical island communities and remote U.S. military installations. As with other renewable energy technologies, however, there are potential challenges to its commercialization: technological, financial, social, and environmental. Given the large volumes of seawater required to drive the electricity-producing cycle, there is potential for the intakes to negatively impact the marine resources of the source waterbody through the impingement and entrainment of marine organisms. The goal of this project was to identify feasible warm water intake designs for a land-based OTEC facility proposed for development in Port Allen, Kauai and to characterize the populations of ichthyoplankton near the proposed warm water intake location that could be at risk of entrainment. The specific objectives of this project were to: • Complete a site-specific assessment of available and feasible warm water intake technologies to determine the best intake designs for minimizing impacts to aquatic organisms at the proposed land-based OTEC site in Port Allen, Kauai. • Complete a field sampling program to collect biological data to characterize the baseline populations of ichthyoplankton near the sites being considered for the warm water intake at the proposed land-based OTEC site in Port Allen, Kauai. Various intake design options are presented with the focus on providing adequate environmental protection to the local ichthyoplankton population while providing an economically viable intake option to the OTEC developer. Further definition by NOAA and other environmental regulators is required to further refine the designs presented to meet all US regulations for future OTEC development.

    In 1999, 2002, and 2007, the Environmental Programs and Assurance Department of Sandia National Laboratories (SNL) at the Kauai Test Facility (KTF), HI, has collected soil samples at numerous locations on-site, on the perimeter, and off-site for determining potential impacts to the environs from operations at KTF. These samples were submitted to an analytical laboratory for metal-in-soil analyses. Intercomparisons of these results were then made to determine if there was any statistical difference between on-site, perimeter, and off-site samples, or if there were increasing or decreasing trends that indicated that further investigation might be warranted. This work provided the SNL Environmental Programs and Assurance Department with a sound baseline data reference against which to compare future operational impacts. In addition, it demonstrates the commitment that the Laboratories have to go beyond mere compliance to achieve excellence in its operations. This data is presented in graphical format with narrative commentaries on particular items of interest.

    In Task 2, the authors establish a baseline for evaluating energy use in Hawaii, and examine key energy and economic indicators. They provide a detailed look at fossil energy imports by type, current and possible sources of oil, gas and coal, quality considerations, and processing/transformation. They present time series data on petroleum product consumption by end-use sector, though they caution the reader that the data is imperfect. They discuss fuel substitutability to identify those end-use categories that are most easily switched to other fuels. They then define and analyze sequential scenarios of fuel substitution in Hawaii and their impacts on patterns of demand. They also discuss energy security--what it means to Hawaii, what it means to neighboring economies, whether it is possible to achieve energy security. 95 figs., 48 tabs.
