    Air quality is one of the basic factors determining the environmental quality and influencing the life conditions of people. There is a shortage of proper quality air in many regions of Poland. In consequence, and due to unhindered transport, air pollution is the direct cause of losses in the national economy (reduction of crops, losses in forestry, corrosion of buildings and constructions, worsening of people`s health). Poland is believed to be one of the most contaminated European countries. The reason for this, primarily, is the pollution concomitant with energy-generating fuel combustion; in our case it means the use of solid fuels: hard coal and lignite. This monocultural economy of energy generation is accompanied by low efficiency of energy use (high rates of energy loss from buildings, heat transmission pipelines, energy-consuming industrial processes). This inefficiency results in the unnecessary production of energy and pollution. Among other reasons, this results from the fact that in the past Poland did not sign any international agreements concerning the reduction of the emission of pollution. The activities aimes at air protection in Poland are conducted based on the Environmental Formation and Protection Act in effect since 1980 (with many further amendments) and the The Ecological Policy of the state (1991). The goals of the Polish air pollution reduction program for the period 1994-2000 are presented.

    Poland and Albania, respectively the first and last European countries to emerge from Communist rule, have unveiled bidding rounds for oil and gas projects. This paper reports that the goal is to encourage foreign investment in exploration and development. Poland's ministry of Environmental Protection, Natural Resources and Forestry, Warsaw, announced the schedule for its first bidding round for coalbed methane exploration licenses. Site is the Upper Silesian coal basin. Oil and gas companies were invited to submit proposals by Oct. 1 to develop what the ministry says is one of the world's most commercially viable coalbed methane resource. Five data packages are available covering 11 blocks. Packages cost $20,000 each or in combinations as much as $70,000 for all five. They include geological data, maps, gas transmission infrastructure details, drilling data, and results of coalbed methane studies. A bid is eligible only if the bidder has bought the relevant data package.

    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the

  9. Energy use in Poland, 1970--1991: Sectoral analysis and international comparison

    This report provides an analysis of how and why energy use has changed in Poland since the 1970s, with particular emphasis on changes since the country began its transition from a centrally planned to a market economy in 1989. The most important factors behind the large decline in Polish energy use in 1990 were a sharp fall in industrial output and a huge drop in residential coal use driven by higher prices. The structural shift away from heavy industry was slight. Key factors that worked to increase energy use were the rise in energy intensity in many heavy industries and the shift toward more energy intensive modes of transport. The growth in private activities in 1991 was nearly sufficient to balance out continued decline in industrial energy use in that year. We compared energy use in Poland and the factors that shape it with similar elements in the West. We made a number of modifications to the Polish energy data to bring it closer to a Western energy accounting framework, and augmented these with a variety of estimates in order to construct a sufficiently detailed portrait of Polish energy use to allow comparison with Western data. Per capita energy use in Poland was not much below W. European levels despite Poland`s much lower GDP per capita. Poland has comparatively high energy intensities in manufacturing and residential space heating, and a large share of heavy industries in manufacturing output, all factors that contribute to higher energy use per capita. The structure of passenger and freight transportation and the energy intensity of automobiles contribute to lower energy use per capita in Poland than in Western Europe, but the patterns in Poland are moving closer to those that prevail in the West.

  10. Economic consequences of the Chernobyl accident in Norway in 1986 and 1987

    In the accident consequence assessment (ACA) area there is extensive cooperation between the Nordic countries (Denmark, Finland, Norway, and Sweden), performed within the Nordic Safety Program, and partially funded by the Nordic Council of Ministers, via the Nordic Liaison Committee for Atomic Energy. One of the 17 projects in the ACA-related program area is concerned with the economic consequences of the Chernobyl accident in Finland, Norway, and Sweden. This paper is limited to describing conditions in Norway. There are areas in Norway where the Chernobyl fallout is >100 kBq/m{sup 2}, and the total amount of radiocesium deposited over Norway is estimated by the National Institute for Radiation Hygiene to be 6% of the radiocesium released from the reactor. The areas where ground concentrations are highest are mostly in sparsely populated mountain areas. These areas are, however, important in connection with several nutritional pathways, notably, sheep, goats, reindeer, and freshwater fish. The purpose of this paper is to summarize information on mitigating actions and economic consequences of the deposited radioactive materials to Norwegian agriculture in the 1986-87 and 1987-88 slaughtering periods.

    This collection of documents presents the results of assessments of the geothermal power potential in three countries: China, Poland, and Turkey. Also included is a Geothermal Financing Workbook, which is intended to provide a comprehensive package of information on financing, financing plans, financial analysis, and financial sources for smaller geothermal resource developers. All three countries are facing ever increasing demands for power in the coming decades, but each has some barriers to fully developing existing resources. For Poland and Turkey, it is important that legislation specific to geothermal resource development be enacted. For China, a crucial step is to develop more detailed and accurate estimates of resource potential. All three countries could benefit from the expertise of U.S. geothermal companies, and this collection of material provides crucial information for those interested companies.

  14. Implementing the Espoo Convention in transboundary EIA between Germany and Poland

    Poland and Germany have a long common border which leads to the necessity to cooperate and consult each other in the case of large-scale projects or infrastructure measures likely to cause negative transboundary effects on the environment. There are already binding provisions for transboundary EIA. In the area of the UN Economic Commission for Europe (UNECE), transboundary EIA is intended to be legally binding for the Member States by the Espoo Convention which was ratified by Germany 8.8.2002 and by Poland 12.6.1997. Due to corresponding directives, the same is applicable in the context of the European Union. In German legislation, this issue is regulated by Art. 8 of the Federal EIA Act in regard to transboundary participation of administration and by Art. 9a in respect of transboundary public participation. However, these EIA regulations on transboundary participation do not surpass a certain detail level, as they have to be applied between Germany and all neighbouring states. Therefore both countries decided to agree on more detailed provisions in particular regarding procedural questions. During the 12th German-Polish Environmental Council, Germany and Poland reached an agreement on 11.4.2006 in Neuhardenberg/Brandenburg an agreement upon the implementation of the Espoo Convention, the so called Neuhardenberg Agreement. This article assesses the agreement under consideration of already existing law and discusses major improvements and problems.

  16. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

    One of the prospective methods of coal utilization, especially in case of coal resources which are not mineable by means of conventional methods, is underground coal gasification (UCG). This technology allows recovery of coal energy 'in situ' and thus avoid the health and safety risks related to people which are inseparable from traditional coal extraction techniques.In Poland most mining areas are characterized by numerous coal beds where extraction was ceased on account of technical and economic reasons or safety issues. This article presents estimates of Polish hard coal resources, broken down into individual mines, that can constitute the basis of raw materials for the gasification process. Five mines, representing more than 4 thousand tons, appear to be UCG candidates.

  20. Radiocesium ([sup 137]Cs) from the Chernobyl reactor in Eurasian woodcock and earthworms in Norway

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

  1. Development of the Permian-Triassic sequence in the basin Fringe area, southern Netherlands

    Geological studies in the fringe area of the southern Permian basin led to new insights in the distribution and development of the Permian-Triassic sequence. During the Permian, the fringe area formed a platform, attached to the London-Brabant Massif, while during the Triassic it is characterized by strongly subsiding half grabens. In the southern Netherlands, Rotliegende sandstones and conglomerates have a much wider distribution than previously recognized. The Rotliegende deposits are capped by claystones and carbonates of the Upper Permian Zechstein. In the offshore, an important feeder system of clastics from the London-Brabant Massif was active during deposition of the Rotliegende and the Zechstein. In course of time, the location of major sandstone deposition shifted westward. Deposition of the Triassic Buntsandstein was controlled by the development of a large feeder system, which transported clastics from the Vosges northward, through the Roer Valley Graben and West netherlands Basin into the Off Holland Low. This system was responsible for the deposition of the economically important sheet sandstones of the Volpriehausen, Detfurth, Hardegsen, and Solling formations. A regional unconformity occurs below the Solling Formation. The sandstones are capped by claystones, evaporites, and sandstones of the Rot Formation. During deposition of the Muschelkalk, the differences in subsidence decreased and shallow marine sediments are interbedded with evaporites. Several unconformities occur within the Keuper. In the previous half grabens in the southern Netherlands, the Keuper is incomplete, which may be indicative for a possible reversal of the tectonic movements during this period.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans.   3. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

    Biomass and waste, which are the focus of the activities at the Thermal Power Engineering section of the TU Delft, are the most important renewable energies today. They will maintain their role in the future. There are different ways to convert biomass and waste to power and heat. The combustion of biomass can be considered state-of-the-art technology and plants ranging in capacity from a few kW up to several MW are available on the market. The selection of the combustion technology is dependent on the scale and the kind of biomass. Power can be produced by means of a steam turbine, which is attractive in units above 1 MW. Gasification, in contrast, is a technology that has yet to find a wide use. But, in combination with gas engines, gas turbines or fuel cells, gasification has the advantage of a high electrical efficiency. Direct co-combustion of biomass in coal-fired steam power plants is the most economic choice and it is widely applied in the Netherlands. By an additional pyrolysis or gasification step, it is possible to separately remove and utilize the ashes of coal and biomass, and expected operational problems, such as corrosion, can possibly be avoided. 3 refs., 4 figs., 2 tabs.

  2. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate. In addition to conventional gas, this paper has wider relevance for unconventional gas developments, for example shale gas extraction by hydraulic fracturing methods (fracking). - Highlights: • Gas production in Groningen has caused over 1000 earthquakes. • The induced seismicity has caused many social impacts. • Impacts include building damage, reduced house prices, fear and health issues. • Mitigation measures attempted to date are inadequate. • Distrust towards the national government and operator hinders mitigation efforts. • Gas production in Groningen has lost its social licence to operate.

    During the Permian, the present West Netherlands basin (WNB) was situated at the southernmost margin of the southern Permian basin (SPB). The thickness of Rotilegende sandstones therefore is very much reduced in the WNB. The relatively thin deposits of the Fringe Zechstein in the WNB, however, also contrast strongly in sedimentary facies with thick evaporite/carbonate alternations in the main SPB to the north, although the classic cyclicity of Zechstein deposition still can be recognized. The Fringe Zechstein sediments are mainly siliciclastic and interfinger with both carbonates and anhydrites toward the evaporite basin. End members are thin clay layers that constitute potential seals to underlying Rotliegende reservoirs and relatively thick sandstones (over 100 m net sand) in the western part of the WNB. Nevertheless, favorable reservoir/seal configurations in the Fringe Zechstein seem to be sparse because only minor hydrocarbon occurrences have been proven in the area to date. The situation is dramatically different for the Triassic in the WNB. The [open quotes]Bunter[close quotes] gas play comprises thick Fringe Buntsandstein sandstones (up to 250 m), vertically sealed by carbonates and anhydritic clays of the Muschelkalk and Keuper formations. The Bunter sandstones are largely of the same age as the classic Volpriehausen, Detfurth, and Hardegsen alluvial sand/shale alternations recognized elsewhere, but the upper onlapping transgressive sands and silts correlate with evaporitic clays of the Roet basin to the north. A total volume of 65 x 10[sup 9]m[sup 3] of gas has so far been found in the Triassic Bunter sandstones of the WNB.

    Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    A proposal to study the application of the principles of environmental impact assessment (EIA) to policy, plans, and programs was submitted by the US Environmental Protection Agency (EPA) to the Senior Advisors on Environmental and Water Problems of the United Nations Economic Commission. On approval, EPA asked Oak Ridge National Laboratory (ORNL) to support its efforts as lead participant on an international task force. ORNL is responsible for overall project management, including development of the report. At the first meeting in Geneva on June 18--19, there were representatives from Austria, Canada, Finland, Norway, Poland, Sweden, and the United Kingdom. The administrative/legal setting for EIA in each country was reviewed. The objectives of the task force were defined, and issues related to the application of EIA at the policy level were discussed. At the second meeting, in addition to those countries represented at the first meeting the Commission of Economic Communities, Czech and Slovak Federal Republic, Remark, Federal Republic of Germany, Hungary, and The Netherlands were represented. A brief review was given by the new participants of legal/administrative requirements for EIA in their countries. Case studies were presented by Canada, Finland, The Netherlands, Norway, Sweden, and the United States.

  8. Utilization of Radiation Therapy in Norway After the Implementation of The National Cancer Plan—A National, Population-Based Study

    Purpose: To estimate actual utilization rates of radiation therapy (RT) in Norway, describe time trends (1997-2010), and compare these estimates with corresponding optimal RT rates. Methods and Materials: Data from the population-based Cancer Registry of Norway was used to identify all patients diagnosed with cancer and/or treated by RT for cancer in 1997-2010. Radiation therapy utilization rates (RURs) were calculated as (1) the proportion of incident cancer cases who received RT at least once within 1 year of diagnosis (RUR{sub 1Y}); and (2) the proportion who received RT within 5 years of diagnosis (RUR{sub 5Y}). The number of RT treatment courses per incident cancer case (TCI) was also calculated for all cancer sites combined. The actual RURs were compared with corresponding Australian and Canadian epidemiologic- and evidence-based model estimates and criterion-based benchmark estimates of optimal RURs. The TCIs were compared with TCI estimates from the 1997 Norwegian/National Cancer Plan (NCP). Joinpoint regression was used to identify changes in trends and to estimate annual percentage change (APC) in actual RUR{sub 1Y} and actual TCI. Results: The actual RUR{sub 5Y} (all sites) increased significantly to 29% in 2005 but still differed markedly from the Australian epidemiologic- and evidence-based model estimate of 48%. With the exception of RUR{sub 5Y} for breast cancer and RUR{sub 1Y} for lung cancers, all actual RURs were markedly lower than optimal RUR estimates. The actual TCI increased significantly during the study period, reaching 42.5% in 2010, but was still lower than the 54% recommended in the NCP. The trend for RUR{sub 1Y} (all sites) and TCI changed significantly, with the annual percentage change being largest during the first part of the study period. Conclusions: Utilization rates of RT in Norway increased after the NCP was implemented and RT capacity was increased, but they still seem to be lower than optimal levels.

    Nederlandse Aardolie Maatschappij has been actively involved in the exploration of the Zechstein 2 carbonate play for over 40 yr. This exploration effort, concentrated mainly in the Drenthe and Schoonebeek area of northeast Netherlands, has resulted in the discovery of 20 gas fields with cumulative reserves of more than 40 x 10[sup 9] m[sup 3] of gas. The wealth of subsurface data collected in the exploration and development of these fields has lead to the establishment of detailed depositional and diagenetic models of the Zechstein 2 carbonates. More recently, extensive three-dimensional seismic coverage, the integration of lateral prediction techniques, and detailed fracture studies in cores have provided powerful predicting tools in the comprehension and exploitation of the play. Successful integration of the various disciplines now allows exploration of subtle low-relief structures in the mature Zechstein hydrocarbon province and helps target directional exploration and development wells.

    We report that Rhizobium leguminosarum bv. viciae GB30 is an aerobic, motile, Gram-negative, non-spore-forming rod that can exist as a soil saprophyte or as a legume microsymbiont of Pisum sativum. GB30 was isolated in Poland from a nodule recovered from the roots of Pisum sativum growing at Janow. GB30 is also an effective microsymbiont of the annual forage legumes vetch and pea. Here we describe the features of R. leguminosarum bv. viciae strain GB30, together with sequence and annotation. The 7,468,464 bp high-quality permanent draft genome is arranged in 78 scaffolds of 78 contigs containing 7,227 protein-coding genes and 75more » RNA-only encoding genes, and is part of the GEBA-RNB project proposal.« less

  11. Neutronics, steady-state, and transient analyses for the Poland MARIA reactor for irradiation testing of LEU lead test fuel assemblies from CERCA : ANL independent verification results.

    The MARIA reactor at the Institute of Atomic Energy (IAE) in Swierk (30 km SE of Warsaw) in the Republic of Poland is considering conversion from high-enriched uranium (HEU) to low-enriched uranium (LEU) fuel assemblies (FA). The FA design in MARIA is rather unique; a suitable LEU FA has never been designed or tested. IAE has contracted with CERCA (the fuel supply portion of AREVA in France) to supply 2 lead test assemblies (LTA). The LTAs will be irradiated in MARIA to burnup level of at least 40% for both LTAs and to 60% for one LTA. IAE may decide to purchase additional LEU FAs for a full core conversion after the test irradiation. The Reactor Safety Committee within IAE and the National Atomic Energy Agency in Poland (PAA) must approve the LTA irradiation process. The approval will be based, in part, on IAE submitting revisions to portions of the Safety Analysis Report (SAR) which are affected by the insertion of the LTAs. (A similar process will be required for the full core conversion to LEU fuel.) The analysis required was established during working meetings between Argonne National Laboratory (ANL) and IAE staff during August 2006, subsequent email correspondence, and subsequent staff visits. The analysis needs to consider the current high-enriched uranium (HEU) core and 4 core configurations containing 1 and 2 LEU LTAs in various core positions. Calculations have been performed at ANL in support of the LTA irradiation. These calculations are summarized in this report and include criticality, burn-up, neutronics parameters, steady-state thermal hydraulics, and postulated transients. These calculations have been performed at the request of the IAE staff, who are performing similar calculations to be used in their SAR amendment submittal to the PAA. The ANL analysis has been performed independently from that being performed by IAE and should only be used as one step in the verification process.

  12. Installation of a stoker-coal preparation plant in Krakow, Poland. Quarterly technical progress report No. 4, January--March, 1995

    This report describes the progress made during this reporting period of a two year project to demonstrate that the air pollution from a traveling-grate stoker being used to heat water at a central heating plant in Krakow, Poland can be reduced significantly by (1) substituting the unwashed, unsized coal currently being used with a mechanically cleaned, double-sized stoker fuel and by (2) optimizing the operating parameters of the stoker. It is anticipated that these improvements will prove to be cost-effective and hence will be adopted by the other central heating plants in Krakow and ideally, throughout Eastern European cities where coal continues to be the primary source of fuel. EFH Coal Company has formed a partnership with two Polish institutions -- MPEC, a central heating company in Krakow, and Naftokrak-Naftobudowa, preparation plant designers and fabricators-for the execution of this effort. Five potential candidate sources have been located and contracts for coal deliveries should be executed early next quarter. TInitial delays in formalizing the EFH/Polish Partners agreement delayed finalizing the coal supply contracts and hence, precluded collecting the Polish coal samples for characterization and combustion performance studies. Work on this Task will be initialed next quarter after the raw coal supply contracts are executed. A conceptual design for a plant to wash 25mm x 0 raw coal fines at a need rate of 300 mtph was completed. This plant will receive raw coals ranging in ash content from 20 to 30 percent and produce a compliance coal containing about 1 percent ash, 0.8 percent sulfur and 27, 840 KJ/kg (12,000 Btu/lb). A heavy-media cyclone will be used to wash the 20mm x 1mm stoker coal. Discussions with financial institutions regarding the cost of producing a quality stoker coal in Poland and A for identifying sources of private capital to help cost share the project continued.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

  14. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

  15. The effect of economical and technological measures to reduce CO{sub 2} emission from the offshore oil and gas industry in Norway

    As of January 1991 a carbon tax of US$40 per ton of CO{sub 2} was levied on a large part of Norwegian emissions. The purpose of introducing the carbon tax was to encourage operators to limit, by year 2000, the total emissions of CO{sub 2} (both onshore and offshore) to a level not exceeding the 1989 figure of some 35 million ton CO{sub 2}. Today`s tax is US$50 per ton CO{sub 2} However, four years of heavy CO{sub 2} taxation has proved to Norway that national CO{sub 2} emission targets have not been achieved through taxation. CO{sub 2} emissions have, in fact, increased by several percent since 1992. The increase may be in the order of 13% from 1989 to 2000 unless more efficient measures are brought into play The offshore oil and natural gas industry is responsible for approximately 23% of Norwegian CO{sub 2} emissions and for much of the increase experienced from 1989 to date. Consequently there is considerable pressure to reduce the emissions, or rather to curtail the increased emissions. Ministry of the Environment has been concerned about the influence of the carbon tax on emission from the petroleum production on the Norwegian Continental Shelf In 1994 the Norwegian Petroleum Directorate started a project to study this matter. The objective of this project was to analyses the possible short- and long-term effects of higher carbon taxes on the CO{sub 2} emission level, as well as on the production level, in the Norwegian petroleum sector.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: • We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity. • The allergic drugs did not induce skin rash, whereas D-penicillamine did so in the rats. • Some of allergic drugs increased

    The purpose here is to contribute to the discussion surrounding the use of community benefits (also known as added value) in radioactive waste facility siting programmes. These are becoming more widely used following a series of programme failures around the world, due in the main to a lack of local involvement. A number of different models for the use of community benefits and why they may or may not assist a siting process exist in the literature, based on either a voluntary market approach or one involving coercion by a state authority or developer. Review of real-life examples suggests that two main approaches to the use of benefits exist, a 'legally-mandated' approach where details are laid down in legislation, and a 'locally-negotiated' approach where the details are agreed by the parties through discussions. As part of the European Commission supported IPPA project (Implementing Public Participation Approaches in Radioactive Waste Disposal), stakeholder groups in three participant countries, the Czech Republic, Poland and Slovenia, all of which currently utilise the 'legally-mandated' approach to the provision of community benefits, were invited to respond to a series of questions designed to explore their attitudes and thoughts about the two approaches and related issues such as trust in the institutions and the legal framework. Some initial results and conclusions are presented, although this work is continuing and will be reported at the end of the IPPA project in 2013. (authors)

  18. Energy conservation and electricity sector liberalization: Case-studies on the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom

    In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    Large parts of the southern North Sea are underlain by Upper Permian Zechstein salt. A vast amount of this sequence, originally more than 1000 m thick, has migrated into salt structures. Many hydrocarbon accumulations are related to these structures. The formation of the salt structures may have created structural traps or (by influencing the sedimentation pattern) stratigraphic traps. Salt generally acts as a seal, but depletion of salt can create migration routes into higher strata for hydrocarbons originating from underlying source rocks. The thermal conductivity of the salt can influence the maturity of source rocks in its direct vicinity. Salt structures are formed almost exclusively by Zechstein salt. Minor movement occurred in Triassic evaporites. The development of salt structures is influenced strongly by regional tectonics. Basement faulting probably triggered the salt movement. The dominant structural grain is reflected in the orientation and location of the salt structures. Periods of increased growth rates coincide with tectonic phases. Long walls of salt formed in the northern area where the Triassic north-south orientated faults (which were rejuvenated in Late Jurassic) predominate. Toward the south, the northwest-southeast direction of the Late Jurassic interferes with the north-south trend and gradually becomes the dominant direction. This is reflected in the shortening of the north-south salt structures and eventually in the change in their orientation. Average vertical growth rates have been calculated to be around 0.005-0.035 mm/yr. When correction for suberosion and erosion processes could be quantified and applied to the growth rates, they were significantly higher.

  12. The impact of CO{sub 2} taxation on oil and gas production in Norway

    This paper analyses the effect of the CO{sub 2} tax which was imposed on the burning of gas in the Norwegian sector of the North Sea, effective in 1991. The introduction of the tax resulted in a number of technical improvements aimed at the reduction of flaring, and increased energy efficiency of the power generation and total production process. An economic analysis was done to establish the following: (1) How did the tax affect the profitability of the technical measures which were implemented did the tax make it profitable, or would it have been profitable without the tax; (2) can we expect improvements to continue in the coming years; and (3) what will be the impact on the development of new fields, on field abandonment and on measures to improve oil recovery how much more oil will be left in the reservoir because of the tax. The first task was analyzed by an empirical approach, the latter based on models. The reduction in CO{sub 2} discharge during 1990-1993 was in the order of 8%, the main contribution came from reduction in flaring. This rate of improvement is not expected to continue, since most processes have been brought up to {open_quotes}state-of-the-art{close_quotes} by during these initial years. However, continuous energy optimization is still expected to give some improvements The majority of the technical measures taken to reduce the CO{sub 2} discharge proved to be profitable without the tax, and no unprofitable measures were implemented. The effect of earlier abandonment of fields is smaller than expected, advancing the abandonment by a few weeks for a typical North Sea field. The same seems to be the case for development of new fields. The additional reserves needed to compensate for the tax is in the order of 3 - 4% for a medium GOR oil field, above 5% for a larger gas field.

The data from 10-year period, from 2001 to 2010 year, were taken into consideration. The following parameters of gender and age structure were analyzed: men and woman quantity, female to male ratio, number of working, pre-working and post-working age men/women, number of unemployed men/women. The results have showed a strong correlation of annual per capita waste generation rate with number of unemployed women (r = 0.70) and female to male ratio (r = 0.81). This indicates that waste generation rate is more depended on ratio of men and women that on quantitative size of each group. Using the regression analysis a model describing the dependence between female to male ratio, number of unemployed woman and waste quantity was determined. The model explains 70% of waste quantity variation. Obtained results can be used both to improve waste management and to a fuller understanding of gender behavior.

    The southern North Sea presents spectacular examples of basin inversion, which have been documented by numerous projects of the oil industry. Some basic inversion patterns identified through wells and seismic data were used to prepare a laboratory modeling investigation. Models are built with sand and silicone putty, respectively, which represent the frictional behavior of Mesozoic cover and Paleozoic basement and the viscous behavior of the decollement layer, mainly Permian salt, between them. They are scaled to fit natural configurations observed in the Broad Fourteens basin. All experiments are done in two steps: (1) graben formation with synkinematic sedimentation and (2) compression oblique to the graben. The experiments show that structures generated by or reactivated during inversion are strongly dependent on the strength of the decollement layer at the base of the sedimentary cover, which is itself dependent on the silicone viscosity, the layer thickness, and the displacement velocity applied at model boundaries; and the strength of the sedimentary cover, which is solely dependent on its thickness. This work is in progress. Preliminary results will be compared with examples from the Broad Fourteens basin on the basis of both seismic data and structural maps.

    The Platten has been examined from 31 released and nonreleased wells, dominantly from northern P and Q quadrants, Dutch North Sea, and including a limited number of adjacent onshore wells. Wireline log interpretations have been allied with available core log, sidewall core, and ditch sample data. This has allowed a division into four broad facies associations: lower ramp, shoal shoreface, lagoonal, and the dominantly siliciclastic peritidal. Primary porosity is concentrated in ooid grainstones of the shoal/shoreface facies association. Diagenesis has also been examined. While the Platten has been broadly affected by early dolomitization, which generally occluded porosity, later diagenesis was more selective and had a significant control on porosity creation more selective and has a significant control on porosity creation as well as occlusion. Location of Platten reservoir potential is shown by facies association, diagenetic texture, and percentage porosity maps. The best reservoir conditions in the Platten exist where the shoal/shoreface facies association coincides with faults and with diagenesis associated with fluid movements through fractures. Low-temperature hydrothermal fluids are shown in this study to be the most important control on the hydrocarbon potential of the Platten in much of the P and Q quadrants.

    Seismic imaging provides a powerful tool for a variety of development applications. While defining development locations in the L5-FA gas field, the project team was confronted with the question: do seismic images accurately reflect the quality of the reservoir Careful integration of the seismic data with the geological information supplied the answer to this problem. The L5-FA field is situated in the southwestern part of the Central Graben in the Dutch sector of the North Sea. The Volpriehausen reservoir consists of thin but widespread alluvial/aeolian sandsheets alternating with silty claystones. A geophysical modeling exercise, characterized by an iterative process of merging the geological data, reservoir geological models, and the three-dimensional seismic data set into one coherent picture was initiated. Synthetic reflectivity data were generated for gas-filled reservoirs with a varying average porosity, with different porosity profiles and thickness variations as well as varying overburden parameters. Correlations between different reservoir parameters and a variety of amplitude measurements were investigated. A strong linear relation between porosity and amplitude extremum for the porosity range 5-18% was one of the outcomes of the study. Amplitudes were measured on the top and base Volpriehausen reflections. After well calibration, an average porosity map was compiled. Based on this map, two development well locations were picked in the more prolific part of the reservoir. Although subsequent drilling proved the mapped porosities to be correct, there is still a major challenge to be met-a further integration of all available information, including, for instance, production data. Only then we will fully understand the reservoir architecture.

    CDIAC provides data management support for the Global Volunteer Observing Ship (VOS) Program. The VOS project is coordinated by the UNESCO International Ocean Carbon Coordination Project (IOCCP). The international groups from 14 countries have been outfitting research ships and commercial vessels with automated CO2 sampling equipment to analyze the carbon exchange between the ocean and atmosphere. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    This paper describes the diagenetic evolution of clay minerals in the Rotliegend sandstone reservoir under contrasting burial histories in the Broad Fourteens basin (Dutch sector, Southern North Sea). The diagenetic modifications affecting the crystal structure of clay minerals (both kaolin-group and illitic minerals) were studied using X-ray diffraction (XRD). The XRD study includes oriented and random mounts of various size fractions, numerical processing (decomposition) of XRD profiles, and simulation of one-dimensional and three-dimensional XRD patterns. Petrographic observations, differential thermal analysis, K/Ar geochronology, and geochemical considerations complement the XRD study and allow determination of the sequence of mineral crystallization and the morphological evolution of clay minerals and place further constraints on the absolute timing of diagenetic events and on the nature of the fluids responsible for clay-mineral crystallization.

    The apparent east-west extension of the southern Rotliegende basin, stretching from southern England via the Netherlands and north Germany to Poland, developed from several subbasins running in a northwest-southeast direction. The orientation of the subbasins and the graben systems have largely been caused by a regional stress field, which existed in the Late Paleozic of northern central Europe. The maximum extension was in an east-west direction. The graben systems of northern Germany and the southern part of the North Sea are running roughly north-south and are connected via a parallel set of wrench faults. The subbasin with the largest Rotliegende thickness lies in the German part of the North Sea. It subsided in the region where the rift axis of the north-south-running north German graben system experienced left lateral displacments by northwest-southeast-running wrench faults. The active graben zone extended into the Horn-Bamle-Oslo graben. The initial Dutch subbasin was connected with the early central graben and merged with the north German subbasin in the course of the progressive sedimentation of the basin. In contrast to the north German subbasin, where the initial sedimentation was mainly determined by the north-south-directed graben tectonics, intensive northwest-southeast-directed step faults developed in the Dutch subbasin. The initial subbasins were arranged in an en echelon pattern and merged during the main subsidence of the basin. The origin of the subbasins is linked to the Stephanian basins. Their development continued while several climate changes occurred up to the early Mesozoic. The development of the intracontinental sedimentation from the small initial subbasin to the widespread southern Rotliegende basin can therefore be divided into three main stages: initial stage-tectonics more effective than climate cycles, main stage-equal effect of tectonics and climate cycles, and late stage-climate cycles more effective than tectonics.

    Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A. Ten projects were analyzed and evaluated in detail as part of Subtask A, Case Studies. The projects and the project partners were: Solar Hydrogen Demonstration Project, Solar-Wasserstoff-Bayern, Bayernwerk, BMW, Linde, Siemens (Germany); Solar Hydrogen Plant on Residential House, M.     The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

    A survey of the unclassified literature was made to determine the location, technology, throughput, and environmental status of the uranium mines and mills that have historically made up uranium production capability in Eastern Europe. Included in that survey were the following countries: the former German Democratic Republic (GDR), now part of a reunited Germany, Czechoslovakia, Romania, Bulgaria, Hungary, and Poland. Until recently, uranium was being produced in five of these six countries (Poland stopped production 20 years ago). The production began directly after World War II in support of weapons production in the Soviet Union. Eastern Europe has produced about two-thirds of the total Soviet uranium inventory historically, or about 330,000 metric tonnes of uranium (NM) [730 million pounds of uranium (MlbU)l out of a total of about 490,000 MTU (1090 NlbU).

    The coal-fired tile stoves are still very popular in Poland. The estimated total number of such home stoves operated in Cracow reaches ca. 100 000. Operation of these stoves during the heating season belongs to the most significant sources of air pollution. Type and scale of emission of the most important pollutants, caused by coal combustion in home stoves in Cracow has been determined basing upon the investigations carried out at the laboratory of the Department of Power Engineering Machines and Devices, Academy of Mining and Metallurgy, Cracow, Poland within the American-Polish Program of Elimination of Low Emission Sources in Cracow. Further experiments included in this Program allowed to estimate the attainable efficiency of home tile stoves and possible reduction in pollutant emission resulting from their operation. A short discussion of these data and capacities is presented in this lecture.

    Acurex Environmental Corporation is conducting a cooperative agreement with the US Department of Energy (DOE) to establish a company that will ultimately supply energy to residences throughout Eastern Europe. Initially it will manufacture a new load priced, but environmentally friendly fuel (Clean Fuel) in Krakow, Poland. As acceptance and profitability is proven, manufacturing will be extended to other regions of Poland, the Czech Republic, Germany, and the Ukraine. Currently, apartments and individual homes are heated with expensive and polluting raw coal. Acurex Environmental Corporation has developed and patented a Clean Fuel that is manufactured from inexpensively raw material--coal fines, a waste byproduct of the coal mining industry. This material is readily available, inexpensive, and substantially polluting if used in its raw state. When mixed with the proprietary binder and pressed into fuel pellets, or briquettes, it has been proven to have substantially less pollutants than high grade coal (70% reduction). Acurex Environmental Corporation will be able to offer a home heating fuel that is similar in form and function to raw coal, but is environmentally friendly and lower in cost. The market for Clean Fuel is essentially limitless. The initial intent of this new company is to focus on the city of Krakow, Poland and its neighboring province of Katowice. This area consumes about 686,000 tons/yr in the fourth year of commercial operation. Price competitiveness will be met by pricing Clean Fuel below the price of chunk coal.

  12. Automated Boiler Combustion Controls for Emission Reduction and Efficiency Improvement

    In the late 1980s, then President Bush visited Krakow, Poland. The terrible air quality theremotivated him to initiate a USAID-funded program, managed by DOE, entitled "Krakow Clean Fossil Fuels and Energy Efficiency Program." The primary objective of this program was to encourage the formation of commercial ventures between U.S. and Polish firms to provide equipment and/or services to reduce pollution from low-emission sources in Krakow, Poland. This program led to the award of a number of cooperative agreements, including one to Control Techtronics International. The technical objective of CTI's cooperative agreement is to apply combustion controls to existing boiler plants in Krakow and transfer knowledge and technology through a joint U.S. and Polish commercial venture. CTI installed automatic combustion controls on five coal boilers for the district heating system in Krakow. Three of these were for domestic hot-water boilers, and two were for steam for industrial boilers. The following results have occurred due to the addition of CTI's combustion controls on these five existing boilers: ! 25% energy savings ! 85% reduction in particulate emissions The joint venture company CTI-Polska was then established. Eleven additional technical and costing proposals were initiated to upgrade other coal boilers in Krakow. To date, no co-financing has been made available on the Polish side. CTI-Polska continues in operation, serving customers in Russia and Ukraine. Should the market in Poland materialize, the joint venture company is established there to provide equipment and service.

  13. Micronized coal-fired retrofit system for SO{sub x} reduction Krakow clean fossil fuels and energy efficiency program. Final report

    This report describes results of a technical, financial and environmental assessment study for a project, which would have included a new TCS micronized coal-fired heating plant for the Produkcja I Hodowla Roslin Ogrodniczych (PHRO) Greenhouse Complex; Krzeszowice, Poland. Project site is about 20 miles west of Krakow, Poland. During the project study period, PHRO utilized 14 heavy oil-fired boilers to produce heat for its greenhouse facilities and also home heating to several adjacent apartment housing complexes. The boilers burn a high-sulfur content heavy crude oil, called mazute, The project study was conducted during a period extended from March 1996 through February 1997. For size orientation, the PHRO Greenhouse complex grows a variety of vegetables and flowers for the Southern Poland marketplace. The greenhouse area under glass is very large and equivalent to approximately 50 football fields, The new micronized coal fired boiler would have: (1) provided a significant portion of the heat for PHRO and a portion of the adjacent apartment housing complexes, (2) dramatically reduced sulfur dioxide air pollution emissions, while satisfying new Polish air regulations, and (3) provided attractive savings to PHRO, based on the quantity of displaced oil.

  14. Modern technical solutions of gas-fired heating devices of household and communal use and analysis of their testing

    A review of technical solutions for gas-fired heating devices for household and communal use in Poland is presented. Based upon the analysis it is stated that the power output of Polish and foreign boilers ranges between 9 and 35 kW. The carbon monoxide content in flue gases reaches (on average) 0.005 vol.%, i.e., it is much lower than the maximum permissible level. Temperature of flue gases (excluding condensation boilers and those with air-tight combustion chamber) ranges between 150 and 200{degrees}C and their heating efficiency reaches 87-93%. The best parameters are given for condensation boilers, however they are still not widespread in Poland for the high cost of the equipment and assembling works. Among the heaters, the most safe are convection devices with closed combustion chamber; their efficiency is also the highest. Thus, it is concluded that a wide spectrum of high efficiency heating devices with good combustion parameters are available. The range of output is sufficient to meet household and communal requirement. They are however - predominantly - units manufactured abroad. It is difficult to formulate the program aimed at the improvement of the technique of heating devices made in Poland, and its implementation is uncertain because the production process is broken up into small handicraft workshops.

    The Cracow Municipal Gas Distribution Enterprises is subordinated to the Carpathian Regional Gas Engineering Plant in Tarnow, which - in turn - is a part of Polish Oil Mining and Gas Engineering with its seat in Warsaw. The required quick development of power engineering in Poland needs harmonized development of all branches of power engineering, including the gas production and distribution industry which constitutes an element of technical infrastructure of Poland influencing the direction of development. After World War II, the gas engineering industry was transformed from a typical communal service to a big industrial structure which covers the entire territory of the state and has considerable technical and material measures at its disposal. Programming of the gas industry development ranges from development of installation of gas-supply arrangements for communal purposes including modification of local gas generators - to the development of gas transportation, storage and purification system. At present gas is taken from following sources: import, own natural gas deposits (high-methane content gas and high-nitrogen content gas within Polish Lowland); cokeries, and local gas generators. Gas sorts obtained in these sources have differentiated physico-chemical properties and they are distributed by three independent transmission systems assigned for high-methane natural gas, high-nitrogen natural gas, and coke-oven gas. Taking into consideration the forecast demand and potential capacity of natural gas production in Poland, the required import of natural gas is estimated.

  16. Particulate emission abatement for Krakow boiler houses

    Among the many strategies for improving air quality in Krakow, one possible method is to adapt new and improved emission control technology. This project focuses on such a strategy. In order to reduce dust emissions from coal-fueled boilers, a new device called a Core Separator has been introduced in several boiler house applications. This advanced technology has been successfully demonstrated in Poland and several commercial units are now in operation. Particulate emissions from the Core Separator are typically 3 to 5 times lower than those from the best cyclone collectors. It can easily meet the new standard for dust emissions which will be in effect in Poland after 1997. The Core Separator is a completely inertial collector and is based on a unique recirculation method. It can effectively remove dust particles below 10 microns in diameter, the so-called PM-10 emissions. Its performance approaches that of fabric filters, but without the attendant cost and maintenance. It is well-suited to the industrial size boilers located in Krakow. Core Separators are now being marketed and sold by EcoInstal, one of the leading environmental firms in Poland, through a cooperative agreement with LSR Technologies.
