    Climate change affects agricultural productivity worldwide. Increased prices of food commodities are the initial indication of drastic edible yield loss, which is expected to increase further due to global warming. This situation has compelled plant scientists to develop climate change-resilient crops, which can withstand broad-spectrum stresses such as drought, heat, cold, salinity, flood, submergence and pests, thus helping to deliver increased productivity. Genomics appears to be a promising tool for deciphering the stress responsiveness of crop species with adaptation traits or in wild relatives toward identifying underlying genes, alleles or quantitative trait loci. Molecular breeding approaches have proven helpful in enhancing the stress adaptation of crop plants, and recent advances in high-throughput sequencing and phenotyping platforms have transformed molecular breeding to genomics-assisted breeding (GAB). In view of this, the present review elaborates the progress and prospects of GAB for improving climate change resilience in crops, which is likely to play an ever increasing role in the effort to ensure global food security.

  12. Texas Field Experiment Results: Performance of the Weatherization Assistance Program in Hot-Climate, Low-Income Homes

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term.     The International Conference on Climate Change Adaptation Assessments was held in St. Petersburg, Russian Federation, from May 22--25, 1995. Sponsored by the Russian Federal Service for Hydrometeorology and Environmental Monitoring, the US Country Studies Program, and the directorate General for International Cooperation of the Netherlands Government, it was the first international conference focusing exclusively on adaptation to climate change. More than 100 people from 29 countries on five continents participated. The conference primarily addressed measures to anticipate the potential effects of climate change to minimize negative effects and take advantage of any positive effects. The focus was on what governments, institutions, and individuals can do to prepare for climate change. The conference dealt with two major topics: What adaptation options are most effective and efficient in anticipating climate change and what methods should be used to assess the effectiveness and efficiency of adaptation options. Brief summaries are given from the following sessions on agriculture; Water resources; coastal resources; ecosystems and forests; fisheries; human settlements; water and agriculture; and the panel session on international adaptation in national communications and other development plans and needs for technical assistance.

    Highlights: • ‘Zero waste’ initiatives never consider risks, side effects or experience of achieved low levels of landfill. • This paper provides insight into what works and what not. • Where strong gradients in regulations and tax occur between countries, waste will find its way to landfills across borders. • Strong landfill reduction can create a fierce competition over the remaining waste to be landfilled resulting in losses. • At some point a public organisation should take responsibility for the operation of a ‘safety net’ in waste management. - Abstract: Modern waste legislation aims at resource efficiency and landfill reduction. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     A climate analysis procedure for selecting climate locations which would represent the variation in climate conditions throughout the United States is documented. Separate energy analysis projects for three building categories were to use the results of the climate location project. The categories are: commercial buildings (including multifamily residences), single family residences, and mobile homes. The overall objectives, approach, and method used for all three categories are presented, then the specific application of the general method to each building category is discussed.     This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    Our purpose is to develop a methodology to quantify the impact of climate change on electric loads in the United States. We perform simple linear regression, assisted by geospatial smoothing, on paired temperature and load time-series to estimate the heating- and coolinginduced sensitivity to temperature across 300 transmission zones and 16 seasonal and diurnal time periods. The estimated load sensitivities can be coupled with climate scenarios to quantify the potential impact of climate change on load, with a primary application being long-term electricity scenarios. The method allows regional and seasonal differences in climate and load response to be reflected in the electricity scenarios. While the immediate product of this analysis was designed to mesh with the spatial and temporal resolution of a specific electricity model to enable climate change scenarios and analysis with that model, we also propose that the process could be applied for other models and purposes.

    An impact assisted segmented cutterhead device is provided for cutting various surfaces from coal to granite. The device comprises a plurality of cutting bit segments deployed in side by side relationship to form a continuous cutting face and a plurality of impactors individually associated with respective cutting bit segments. An impactor rod of each impactor connects that impactor to the corresponding cutting bit segment. A plurality of shock mounts dampening the vibration from the associated impactor. Mounting brackets are used in mounting the cutterhead to a base machine.

    Geological studies in the fringe area of the southern Permian basin led to new insights in the distribution and development of the Permian-Triassic sequence. During the Permian, the fringe area formed a platform, attached to the London-Brabant Massif, while during the Triassic it is characterized by strongly subsiding half grabens. In the southern Netherlands, Rotliegende sandstones and conglomerates have a much wider distribution than previously recognized. The Rotliegende deposits are capped by claystones and carbonates of the Upper Permian Zechstein. In the offshore, an important feeder system of clastics from the London-Brabant Massif was active during deposition of the Rotliegende and the Zechstein. In course of time, the location of major sandstone deposition shifted westward. Deposition of the Triassic Buntsandstein was controlled by the development of a large feeder system, which transported clastics from the Vosges northward, through the Roer Valley Graben and West netherlands Basin into the Off Holland Low. This system was responsible for the deposition of the economically important sheet sandstones of the Volpriehausen, Detfurth, Hardegsen, and Solling formations. A regional unconformity occurs below the Solling Formation. The sandstones are capped by claystones, evaporites, and sandstones of the Rot Formation. During deposition of the Muschelkalk, the differences in subsidence decreased and shallow marine sediments are interbedded with evaporites. Several unconformities occur within the Keuper. In the previous half grabens in the southern Netherlands, the Keuper is incomplete, which may be indicative for a possible reversal of the tectonic movements during this period.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

    Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

    The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshop’s agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology

    Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}. The Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1990 and gives a brief overview of objectives, organization, and accomplishments.

    The Characterization of the Weatherization Assistance Program (WAP) Network was designed to describe the national network of State and local agencies that provide WAP services to qualifying low-income households. The objective of this study was to profile the current WAP network. To achieve the objective, two national surveys were conducted: one survey collected data from 49 State WAP agencies (including the coterminous 48 States and the District of Columbia), and the second survey collected data from 920 (or 81 percent) of the local WAP agencies.

    The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

    Biomass and waste, which are the focus of the activities at the Thermal Power Engineering section of the TU Delft, are the most important renewable energies today. They will maintain their role in the future. There are different ways to convert biomass and waste to power and heat. The combustion of biomass can be considered state-of-the-art technology and plants ranging in capacity from a few kW up to several MW are available on the market. The selection of the combustion technology is dependent on the scale and the kind of biomass. Power can be produced by means of a steam turbine, which is attractive in units above 1 MW. Gasification, in contrast, is a technology that has yet to find a wide use. But, in combination with gas engines, gas turbines or fuel cells, gasification has the advantage of a high electrical efficiency. Direct co-combustion of biomass in coal-fired steam power plants is the most economic choice and it is widely applied in the Netherlands. By an additional pyrolysis or gasification step, it is possible to separately remove and utilize the ashes of coal and biomass, and expected operational problems, such as corrosion, can possibly be avoided. 3 refs., 4 figs., 2 tabs.

The structure of the files created by CMOR and the metadata they contain fulfill the requirements of many of the climate community’s standard model experiments (which are referred to here as "MIPS", which stands for "model intercomparison project", including, for example, AMIP, CMIP, CFMIP, PMIP, APE, and IPCC scenario runs), CMOR was not designed to serve as anmore » all-purpose wfiter of CF-compliant netCDF files, but simply to reduce the effort required to prepare and manage MIP data. Although MIPs encourage systematic analysis of results across models, this is only easy to do if the model output is written in a common format with files structured similarly and with sufficient metadata uniformly stored according to a common standard.     EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. However, the heating and A/C systems of electrically operated vehicles may have marginal performance at extreme outside temperatures.

    There is evidence that atmospheric concentrations Of C0{sub 2}, tropospheric 0{sub 3}, and CH{sub 4}, among other gases that contribute to the greenhouse effect, have increased in recent decades, and that these changes may induce changes in global air temperatures and regional climate features in coming years. A literature review was conducted to sample the literature base on which our understanding of the water resource impacts of climate change rests. Water resource issues likely to be important include hydrologic response to climate change, the resilience of water supply systems to changing climatic and hydrologic conditions, and the effects of climate change on water quality and water uses (such as navigation and energy generation). A computer-assisted search of literature on the effects of climate change on these subjects was conducted. All studies were classified by type of paper (e.g., review, discussion, case study), region, water resource variable studied, and source of climate scenario. The resulting bibliography containing more than 200 references was largely annotated. Case studies of potential hydrologic impacts have been more common than studies of impacts on water management or water use, but this apparent research gap is decreasing. Case studies demonstrating methods of incorporating potential risks of climate change into water project planning and management have been performed. Considerable variability in regional coverage exists; the Great Lakes basin and California receive relatively more attention than such regions as New England and the Missouri River basin. General circulation model-based and hypothetical climate scenarios have been the dominant sources of climate scenarios used in case studies, although a variety of other methods for developing climate scenarios have been developed.

    Climate change is increasingly recognized as having national security implications, which has prompted dialogue between the climate change and national security communities – with resultant advantages and differences. Climate change research has proven useful to the national security community sponsors in several ways. It has opened security discussions to consider climate as well as political factors in studies of the future. It has encouraged factoring in the stresses placed on societies by climate changes (of any kind) to help assess the potential for state stability. And it has shown that, changes such as increased heat, more intense storms, longer periods without rain, and earlier spring onset call for building climate resilience as part of building stability. For the climate change research community, studies from a national security point of view have revealed research lacunae, for example, such as the lack of usable migration studies. This has also pushed the research community to consider second- and third-order impacts of climate change, such as migration and state stability, which broadens discussion of future impacts beyond temperature increases, severe storms, and sea level rise; and affirms the importance of governance in responding to these changes. The increasing emphasis in climate change science toward research in vulnerability, resilience, and adaptation also frames what the intelligence and defense communities need to know, including where there are dependencies and weaknesses that may allow climate change impacts to result in security threats and where social and economic interventions can prevent climate change impacts and other stressors from resulting in social and political instability or collapse.

    Calling the numerical models that we use for simulations of climate change 'climate models' is a bit of a misnomer. These 'general circulation models' (GCMs, AKA global climate models) and their cousins the 'regional climate models' (RCMs) are actually physically-based weather simulators. That is, these models simulate, either globally or locally, daily weather patterns in response to some change in forcing or boundary condition. These simulated weather patterns are then aggregated into climate statistics, very much as we aggregate observations into 'real climate statistics'. Traditionally, the output of GCMs has been evaluated using climate statistics, as opposed to their ability to simulate realistic daily weather observations. At the coarse global scale this may be a reasonable approach, however, as RCM's downscale to increasingly higher resolutions, the conjunction between weather and climate becomes more problematic. We present results from a series of present-day climate simulations using the WRF ARW for domains that cover North America, much of Latin America, and South Asia. The basic domains are at a 12 km resolution, but several inner domains at 4 km have also been simulated. These include regions of complex topography in Mexico, Colombia, Peru, and Sri Lanka, as well as a region of low topography and fairly homogeneous land surface type (the U.S. Great Plains). Model evaluations are performed using standard climate analyses (e.g., reanalyses; NCDC data) but also using time series of daily station observations. Preliminary results suggest little difference in the assessment of long-term mean quantities, but the variability on seasonal and interannual timescales is better described. Furthermore, the value-added by using daily weather observations as an evaluation tool increases with the model resolution.

    The GEWEX Continental International Project (GCIP), which started in 1995 and completed in 2001, held its grand finale conference in New Orleans, LA in May 2002. Participants at this conference along with the scientists funded through the GCIP program are invited to contribute a paper to a special issue of Journal of Geophysical Research (JGR). This special JGR issue (called GCIP3) will serve as the final report on scientific research conducted by GCIP investigators.     Representatives from fifteen countries met in Prague, Czech Republic, on September 11-15, 1995, to share results from the analysis of vulnerability and adaptation to global climate change. The workshop focused on the issues of global climate change and its impacts on various sectors of a national economy. The U.N. Framework Convention on Climate Change (FCCC), which has been signed by more than 150 governments worldwide, calls on signatory parties to develop and communicate measures they are implementing to respond to global climate change. An analysis of a country`s vulnerability to changes in the climate helps it identify suitable adaptation measures. These analyses are designed to determine the extent of the impacts of global climate change on sensitive sectors such as agricultural crops, forests, grasslands and livestock, water resources, and coastal areas. Once it is determined how vulnerable a country may be to climate change, it is possible to identify adaptation measures for ameliorating some or all of the effects.The objectives of the vulnerability and adaptation workshop were to: The objectives of the vulnerability and adaptation workshop were to: Provide an opportunity for countries to describe their study results; Encourage countries to learn from the experience of the more complete assessments and adjust their studies accordingly; Identify issues and analyses that require further investigation; and Summarize results and experiences for governmental and intergovernmental organizations.

  18. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate. In addition to conventional gas, this paper has wider relevance for unconventional gas developments, for example shale gas extraction by hydraulic fracturing methods (fracking). - Highlights: • Gas production in Groningen has caused over 1000 earthquakes. • The induced seismicity has caused many social impacts. • Impacts include building damage, reduced house prices, fear and health issues. • Mitigation measures attempted to date are inadequate. • Distrust towards the national government and operator hinders mitigation efforts. • Gas production in Groningen has lost its social licence to operate.

  19. Permian-triassic paleogeography and stratigraphy of the west Netherlands basin

    During the Permian, the present West Netherlands basin (WNB) was situated at the southernmost margin of the southern Permian basin (SPB). The thickness of Rotilegende sandstones therefore is very much reduced in the WNB. The relatively thin deposits of the Fringe Zechstein in the WNB, however, also contrast strongly in sedimentary facies with thick evaporite/carbonate alternations in the main SPB to the north, although the classic cyclicity of Zechstein deposition still can be recognized. The Fringe Zechstein sediments are mainly siliciclastic and interfinger with both carbonates and anhydrites toward the evaporite basin. End members are thin clay layers that constitute potential seals to underlying Rotliegende reservoirs and relatively thick sandstones (over 100 m net sand) in the western part of the WNB. Nevertheless, favorable reservoir/seal configurations in the Fringe Zechstein seem to be sparse because only minor hydrocarbon occurrences have been proven in the area to date. The situation is dramatically different for the Triassic in the WNB. The [open quotes]Bunter[close quotes] gas play comprises thick Fringe Buntsandstein sandstones (up to 250 m), vertically sealed by carbonates and anhydritic clays of the Muschelkalk and Keuper formations. The Bunter sandstones are largely of the same age as the classic Volpriehausen, Detfurth, and Hardegsen alluvial sand/shale alternations recognized elsewhere, but the upper onlapping transgressive sands and silts correlate with evaporitic clays of the Roet basin to the north. A total volume of 65 x 10[sup 9]m[sup 3] of gas has so far been found in the Triassic Bunter sandstones of the WNB.

    Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    Equilibrium climate sensitivity of the Community Climate System Model Version 4 (CCSM4) is 3.20°C for 1° horizontal resolution in each component. This is about a half degree Celsius higher than in the previous version (CCSM3). The transient climate sensitivity of CCSM4 at 1° resolution is 1.72°C, which is about 0.2°C higher than in CCSM3. These higher climate sensitivities in CCSM4 cannot be explained by the change to a preindustrial baseline climate. We use the radiative kernel technique to show that from CCSM3 to CCSM4, the global mean lapse-rate feedback declines in magnitude, and the shortwave cloud feedback increases. These two warming effects are partially canceled by cooling due to slight decreases in the global mean water-vapor feedback and longwave cloud feedback from CCSM3 to CCSM4. A new formulation of the mixed-layer, slab ocean model in CCSM4 attempts to reproduce the SST and sea ice climatology from an integration with a full-depth ocean, and it is integrated with a dynamic sea ice model. These new features allow an isolation of the influence of ocean dynamical changes on the climate response when comparing integrations with the slab ocean and full-depth ocean. The transient climate response of the full-depth ocean version is 0.54 of the equilibrium climate sensitivity when estimated with the new slab ocean model version for both CCSM3 and CCSM4. We argue the ratio is the same in both versions because they have about the same zonal mean pattern of change in ocean surface heat flux, which broadly resembles the zonal mean pattern of net feedback strength.

    This study began with a challenge from program area managers at Sandia National Laboratories to technical staff in the energy, climate, and infrastructure security areas: apply a systems-level perspective to existing science and technology program areas in order to determine technology gaps, identify new technical capabilities at Sandia that could be applied to these areas, and identify opportunities for innovation. The Arctic was selected as one of these areas for systems level analyses, and this report documents the results. In this study, an emphasis was placed on the arctic atmosphere since Sandia has been active in atmospheric research in the Arctic since 1997. This study begins with a discussion of the challenges and benefits of analyzing the Arctic as a system. It goes on to discuss current and future needs of the defense, scientific, energy, and intelligence communities for more comprehensive data products related to the Arctic; assess the current state of atmospheric measurement resources available for the Arctic; and explain how the capabilities at Sandia National Laboratories can be used to address the identified technological, data, and modeling needs of the defense, scientific, energy, and intelligence communities for Arctic support.

    The important physical, chemical, and biological events that affect global climate change occur on a mesoscale -- requiring high spatial resolution for their analysis. The Department of Energy has formulated two major initiatives under the US Global Change Program: ARM (Atmospheric Radiation Measurements), and CHAMMP (Computer Hardware Advanced Mathematics and Model Physics). ARM is designed to use ground and air-craft based observations to document profiles of atmospheric composition, clouds, and radiative fluxes. With research and models of important physical processes, ARM will delineate the relationships between trace gases, aerosol and cloud structure, and radiative transfer in the atmosphere, and will improve the parameterization of global circulation models. The present GCMs do not model important feedbacks, including those from clouds, oceans, and land processes. The purpose of this workshop is to identify such potential feedbacks, to evaluate the uncertainties in the feedback processes (and, if possible, to parameterize the feedback processes so that they can be treated in a GCM), and to recommend research programs that will reduce the uncertainties in important feedback processes. Individual reports are processed separately for the data bases.

    Molecular spintronics, a field that utilizes the spin state of organic molecules to develop magneto-electronic devices, has shown an enormous scientific activity for more than a decade. But, in the last couple of years, new insights in understanding the fundamental phenomena of molecular interaction on magnetic surfaces, forming a hybrid interface, are presenting a new pathway for developing the subfield of interface-assisted molecular spintronics. The recent exploration of such hybrid interfaces involving carbon based aromatic molecules shows a significant excitement and promise over the previously studied single molecular magnets. In the above new scenario, hybridization of the molecular orbitals with the spin-polarized bands of the surface creates new interface states with unique electronic and magnetic character. This study opens up a molecular-genome initiative in designing new handles to functionalize the spin dependent electronic properties of the hybrid interface to construct spin-functional tailor-made devices. Through this article, we review this subject by presenting a fundamental understanding of the interface spin-chemistry and spin-physics by taking support of advanced computational and spectroscopy tools to investigate molecular spin responses with demonstration of new interface phenomena. Spin-polarized scanning tunneling spectroscopy is favorably considered to be an important tool to investigate these hybrid interfaces with intra-molecular spatial resolution. Finally, by addressing some of the recent findings, we propose novel device schemes towards building interface tailored molecular spintronic devices for applications in sensor, memory, and quantum computing.

  15. Lignin-assisted coal depolymerization

    Previous research has shown that addition of lignin-derived liquids to coal stirred in tetralin under mild reaction conditions (375{degree}C and 300--500 psig) results in a marked enhancement in the rate of coal depolymerization. A mathematical model was developed to study the kinetics of coal depolymerization in the presence of liquid-derived liquids. In the present study, a reaction pathway was formulated to explain the enhancement in coal depolymerization due to lignin (solid) addition. The model postulated assumes that the products of lignin obtained during thermolysis interact with the reactive moieties present in coal while simultaneous depolymerization of coal occurs. A good fit between the experimental data and the kinetic model was found. The results show that in addition to the enhancement in the rate of coal depolymerization, lignin also reacts (and enhances the extent of depolymerization of coal) with those reaction sites in coal that are not susceptible to depolymerization when coal alone is reacted in tetralin under identical reaction conditions. Additional work is being carried out to determine a thorough materials balance on the lignin-assisted coal depolymerization process. A number of liquid samples have been obtained which are being studied for their stability in various environments. 5 refs., 4 figs., 1 tab.

    Are climate finance contributor countries, multilateral aid agencies and specialized funds using widely accepted best practices in foreign assistance? How is it possible to measure and compare international climate finance contributions when there are as yet no established metrics or agreed definitions of the quality of climate finance? As a subjective metric, quality can mean different things to different stakeholders, while of donor countries, recipients and institutional actors may place quality across a broad spectrum of objectives. This subjectivity makes the assessment of the quality of climate finance contributions a useful and necessary exercise, but one that has many challenges. This work seeks to enhance the development of common definitions and metrics of the quality of climate finance, to understand what we can about those areas where climate finance information is available and shine a light on the areas where there is a severe dearth of data. Allowing for comparisons of the use of best practices across funding institutions in the climate sector could begin a process of benchmarking performance, fostering learning across institutions and driving improvements when incorporated in internal evaluation protocols of those institutions. In the medium term, this kind of benchmarking and transparency could support fundraising in contributor countries and help build trust with recipient countries. As a feasibility study, this paper attempts to outline the importance of assessing international climate finance contributions while describing the difficulties in arriving at universally agreed measurements and indicators for assessment. In many cases, data are neither readily available nor complete, and there is no consensus on what should be included. A number of indicators are proposed in this study as a starting point with which to analyze voluntary contributions, but in some cases their methodologies are not complete, and further research is required for a

    Climate change adaptation is increasingly being framed in the context of climate risk management. This has contributed to the proliferation of climate change vulnerability and/or risk assessments as means of supporting institutional decision-making regarding adaptation policies and measures. To date, however, little consideration has been given to how such assessment projects and programs interact with governance systems to facilitate or hinder the implementation of adaptive responses. An examination of recent case studies involving Australian local governments reveals two key linkages between risk assessment and the governance of adaptation. First, governance systems influence how risk assessment processes are conducted, by whom they are conducted, and whom they are meant to inform. Australia s governance system emphasizes evidence-based decision-making that reinforces a knowledge deficit model of decision support. Assessments are often carried out by external experts on behalf of local government, with limited participation by relevant stakeholders and/or civil society. Second, governance systems influence the extent to which the outputs from risk assessment activities are translated into adaptive responses and outcomes. Technical information regarding risk is often stranded by institutional barriers to adaptation including poor uptake of information, competition on the policy agenda, and lack of sufficient entitlements. Yet, risk assessments can assist in bringing such barriers to the surface, where they can be debated and resolved. In fact, well-designed risk assessments can contribute to multi-loop learning by institutions, and that reflexive problem orientation may be one of the more valuable benefits of assessment.

    An outline of possibilities for effective use of PV/T collectors with a Solar Assisted Heat Pump is given. A quantitative analysis of the performance and cost of the various configurations as a function of regional climates, using up-to-date results from solar heat pump and PV/T collector studies, will be required for more definitive assessment; and it is recommended that these be undertaken in the PV/T Program. Particular attention should be paid to development of high performance PV/T collectors, matching of heat pump electrical system to PV array and power conditioning characteristics, and optimization of storage options for cost effectiveness and utility impact.

    In the United National Framework Convention on Climate Change (FCCC) it is recognised that developed countries have a responsibility in assisting developing countries and countries in economic transition in building a national capacity for the development, acquisition and transfer of Climate-related Technologies (CTs). Such assistance is most likely to be successful once it is tailored to the results of a sound assessment of the country`s development needs and once the results of this assessment have been endorsed by the most important stakeholders in the country. Recent insight in the opportunities and constraints for National (technology) Needs Assessments (NNAs) as planning tool for both capacity building and technology transfer regarding Environmentally Sound Technologies (ESTs) is applied here to propose a participatory Climate Change Action Planning (CCAP) process. This participatory planning process is thought to serve the dual objective of defining a national Climate Change Action Plan (CCAP) while at the same time contributing to the creation of a broad supportive basis for its acceptance and implementation among stakeholders in the developing country.

    Neon, Inc. is proposing to establish a Global Change Experiment (GCE) Facility to increase our understanding of how ecological systems differ in their vulnerability to changes in climate and other relevant global change drivers, as well as provide the mechanistic basis for forecasting ecological change in the future. The experimental design was initially envisioned to consist of two complementary components; (A) a multi-factor experiment manipulating CO{sub 2}, temperature and water availability and (B) a water balance experiment. As the design analysis and cost estimates progressed, it became clear that (1) the technical difficulties of obtaining tight temperature control and maintaining elevated atmospheric carbon dioxide levels within an enclosure were greater than had been expected and (2) the envisioned study would not fit into the expected budget envelope if this was done in a partially or completely enclosed structure. After discussions between NEON management, the GCE science team, and Keith Lewin, NEON, Inc. requested Keith Lewin to expand the scope of this design study to include open-field exposure systems. In order to develop the GCE design to the point where it can be presented within a proposal for funding, a feasibility study of climate manipulation structures must be conducted to determine design approaches and rough cost estimates, and to identify advantages and disadvantages of these approaches including the associated experimental artifacts. NEON, Inc requested this design study in order to develop concepts for the climate manipulation structures to support the NEON Global Climate Experiment. This study summarizes the design concepts considered for constructing and operating the GCE Facility and their associated construction, maintenance and operations costs. Comparisons and comments about experimental artifacts, construction challenges and operational uncertainties are provided to assist in selecting the final facility design. The overall goal

    Regional climate modeling with regional climate models (RCMs) has matured over the past decade and allows for meaningful utilization in a broad spectrum of applications. In this paper, latest progresses in regional climate modeling studies are reviewed, including RCM development, applications of RCMs to dynamical downscaling for climate change assessment, seasonal climate predictions and climate process studies, and the study of regional climate predictability. Challenges and potential directions of future research in this important area are discussed, with the focus on those to which less attention has been given previously, such as the importance of ensemble simulations, further development and improvement of regional climate modeling approach, modeling extreme climate events and sub-daily variation of clouds and precipitation, model evaluation and diagnostics, applications of RCMs to climate process studies and seasonal predictions, and development of regional earth system models. It is believed that with both the demonstrated credibility of RCMs capability in reproducing not only monthly to seasonal mean climate and interannual variability but also the extreme climate events when driven by good quality reanalysis and the continuous improvements in the skill of global general circulation models (GCMs) in simulating large-scale atmospheric circulation, regional climate modeling will remain an important dynamical downscaling tool for providing the needed information for assessing climate change impacts and seasonal climate predictions, and a powerful tool for improving our understanding of regional climate processes. An internationally coordinated effort can be developed with different focuses by different groups to advance regional climate modeling studies. This study developed a holistic strategy for improving the nation's capability to accurately simulate climate and related Earth system changes on decadal to centennial timescales. The committee's report is a high level analysis, providing a strategic framework to guide progress in the nation's climate modeling enterprise over the next 10-20 years. This study was supported by DOE, NSF, NASA, NOAA, and the intelligence community.

    Nederlandse Aardolie Maatschappij has been actively involved in the exploration of the Zechstein 2 carbonate play for over 40 yr. This exploration effort, concentrated mainly in the Drenthe and Schoonebeek area of northeast Netherlands, has resulted in the discovery of 20 gas fields with cumulative reserves of more than 40 x 10[sup 9] m[sup 3] of gas. The wealth of subsurface data collected in the exploration and development of these fields has lead to the establishment of detailed depositional and diagenetic models of the Zechstein 2 carbonates. More recently, extensive three-dimensional seismic coverage, the integration of lateral prediction techniques, and detailed fracture studies in cores have provided powerful predicting tools in the comprehension and exploitation of the play. Successful integration of the various disciplines now allows exploration of subtle low-relief structures in the mature Zechstein hydrocarbon province and helps target directional exploration and development wells.
