    Working and Net Available Shell Storage Capacity is the U.S. Energy Information Administration’s (EIA) report containing storage capacity data for crude oil, petroleum products, and selected biofuels. The report includes tables detailing working and net available shell storage capacity by type of facility, product, and Petroleum Administration for Defense District (PAD District). Net available shell storage capacity is broken down further to show the percent for exclusive use by facility operators and the percent leased to others. Crude oil storage capacity data are also provided for Cushing, Oklahoma, an important crude oil market center. Data are released twice each year near the end of May (data for March 31) and near the end of November (data for September 30).

    Warmer temperatures and elevated atmospheric CO2 concentrations over the last several decades have been credited with increasing vegetation activity and photosynthetic uptake of CO2 from the atmosphere in the high northern latitude ecosystems: the boreal forest and arctic tundra. At the same time, soils in the region have been warming, permafrost is melting, fire frequency and severity are increasing, and some regions of the boreal forest are showing signs of stress due to drought or insect disturbance. The recent trends in net carbon balance of these ecosystems, across heterogeneous disturbance patterns, and the future implications of these changes are unclear.more » Here, we examine CO2 fluxes from northern boreal and tundra regions from 1985 to 2012, estimated from two atmospheric inversions (RIGC and Jena). Both used measured atmospheric CO2 concentrations and wind fields from interannually variable climate reanalysis. In the arctic zone, the latitude region above 60° N excluding Europe (10° W–63° E), neither inversion finds a significant long-term trend in annual CO2 balance. The boreal zone, the latitude region from approximately 50–60° N, again excluding Europe, showed a trend of 8–11 Tg C yr−2 over the common period of validity from 1986 to 2006, resulting in an annual CO2 sink in 2006 that was 170–230 Tg C yr−1 larger than in 1986. This trend appears to continue through 2012 in the Jena inversion as well. In both latitudinal zones, the seasonal amplitude of monthly CO2 fluxes increased due to increased uptake in summer, and in the arctic zone also due to increased fall CO2 release. These findings suggest that the boreal zone has been maintaining and likely increasing CO2 sink strength over this period, despite browning trends in some regions and changes in fire frequency and land use. Meanwhile, the arctic zone shows that increased summer CO2 uptake, consistent with strong greening trends, is offset by increased fall

    Data series include fuel, electricity, and steam purchased for consumption at the refinery; refinery receipts of crude oil by method of transportation; and current and projected atmospheric crude oil distillation, downstream charge, and production capacities. Respondents are operators of all operating and idle petroleum refineries (including new refineries under construction) and refineries shut down during the previous year, located in the 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, and other U.S. possessions. The Refinery Capacity Report does not contain working and shell storage capacity data. This data is now being collected twice a year as of March 31 and September 30 on the Form EIA-810, "Monthly Refinery Report", and is now released as a separate report Working and Net Available Shell Storage Capacity.

    WhaleNet has established a network where students, educators, and scientists can interact and share data for use in interdisciplinary curricular and student research activities in classrooms around the world by utilizing telecommunication. This program enables students to participate in marine/whale research programs in real-time with WhaleNet data and supplementary curriculum materials regardless of their geographic location. Systems have been established with research organizations and whale watch companies whereby research data is posted by scientists and students participating in whale watches on the WhaleNet bulletin board and shared with participating classrooms. WhaleNet presently has contacts with classrooms across the nation, and with research groups, whale watch organizations, science museums, and universities from Alaska to North Carolina, Hawaii to Maine, and Belize to Norway. WhaleNet has plans to make existing whale and fisheries research databases available for classroom use and to have research data from satellite tagging programs on various species of whales available for classroom access in real-time.

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    Although temperature is an important driver of seasonal changes in photosynthetic physiology, photoperiod also regulates leaf activity. Climate change will extend growing seasons if temperature cues predominate, but photoperiod-controlled species will show limited responsiveness to warming. We show that photoperiod explains more seasonal variation in photosynthetic activity across 23 tree species than temperature. Although leaves remain green, photosynthetic capacity peaks just after summer solstice and declines with decreasing photoperiod, before air temperatures peak. In support of these findings, saplings grown at constant temperature but exposed to an extended photoperiod maintained high photosynthetic capacity, but photosynthetic activity declined in saplings experiencing a naturally shortening photoperiod; leaves remained equally green in both treatments. Incorporating a photoperiodic correction of photosynthetic physiology into a global-scale terrestrial carbon-cycle model significantly improves predictions of seasonal atmospheric CO{sub 2} cycling, demonstrating the benefit of such a function in coupled climate system models. Accounting for photoperiod-induced seasonality in photosynthetic parameters reduces modeled global gross primary production 2.5% ({approx}4 PgC y{sup -1}), resulting in a >3% ({approx}2 PgC y{sup -1}) decrease of net primary production. Such a correction is also needed in models estimating current carbon uptake based on remotely sensed greenness. Photoperiod-associated declines in photosynthetic capacity could limit autumn carbon gain in forests, even if warming delays leaf senescence.

The TacNet software design uses uni-cast transmission techniques because earlier mesh network software releases did not provide for the ability to utilize multi-cast data movement. The TacNet design employs a list of addresses to move information within the TacNet infrastructure.     An important issue for electricity system operators is the estimation of renewables' capacity contributions to reliably meeting system demand, or their capacity value. While the capacity value of thermal generation can be estimated easily, assessment of wind and solar requires a more nuanced approach due to the resource variability. Reliability-based methods, particularly assessment of the Effective Load-Carrying Capacity, are considered to be the most robust and widely-accepted techniques for addressing this resource variability. This report compares estimates of solar PV capacity value by the Regional Energy Deployment System (ReEDS) capacity expansion model against two sources. The first comparison is against values published by utilities or other entities for known electrical systems at existing solar penetration levels. The second comparison is against a time-series ELCC simulation tool for high renewable penetration scenarios in the Western Interconnection. Results from the ReEDS model are found to compare well with both comparisons, despite being resolved at a super-hourly temporal resolution. Two results are relevant for other capacity-based models that use a super-hourly resolution to model solar capacity value. First, solar capacity value should not be parameterized as a static value, but must decay with increasing penetration. This is because -- for an afternoon-peaking system -- as solar penetration increases, the system's peak net load shifts to later in the day -- when solar output is lower. Second, long-term planning models should determine system adequacy requirements in each time period in order to approximate LOLP calculations. Within the ReEDS model we resolve these issues by using a capacity value estimate that varies by time-slice. Within each time period the net load and shadow price on ReEDS's planning reserve constraint signals the relative importance of additional firm capacity.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grasses (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.

    We present a Knudsen heat capacity as a more appropriate and useful fluid property in micro/nanoscale gas systems than the constant pressure heat capacity. At these scales, different fluid processes come to the fore that are not normally observed at the macroscale. For thermodynamic analyses that include these Knudsen processes, using the Knudsen heat capacity can be more effective and physical. We calculate this heat capacity theoretically for non-ideal monatomic and diatomic gases, in particular, helium, nitrogen, and hydrogen. The quantum modification for para and ortho hydrogen is also considered. We numerically model the Knudsen heat capacity using molecular dynamics simulations for the considered gases, and compare these results with the theoretical ones.

    This study analyzes a suite of global climate models from phase 5 of the Coupled Model Intercomparison Project (CMIP5) archives to understand the mechanisms behind a net increase in the South Asian summer monsoon precipitation in response to enhanced radiative forcing during the twenty-first century. An increase in radiative forcing fuels an increase in the atmospheric moisture content through warmer temperatures, which overwhelms the weakening of monsoon circulation and results in an increase of moisture convergence and therefore summer monsoon precipitation over South Asia. Moisture source analysis suggests that both regional (local recycling, the Arabian Sea, the Bay of Bengal) and remote (including the south Indian Ocean) sources contribute to the moisture supply for precipitation over South Asia during the summer season that is facilitated by the monsoon dynamics. For regional moisture sources, the effect of excessive atmospheric moisture is offset by weaker monsoon circulation and uncertainty in the response of the evapotranspiration over land, so anomalies in their contribution to the total moisture supply are either mixed or muted. In contrast, weakening of the monsoon dynamics has less influence on the moisture supply from remote sources that not only is a dominant moisture contributor in the historical period but is also the net driver of the positive summer monsoon precipitation response in the twenty-first century. Finally, the results also indicate that historic measures of the monsoon dynamics may not be well suited to predict the nonstationary moisture-driven South Asian summer monsoon precipitation response in the twenty-first century.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grassesmore » (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.« less

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    The capacity factors recently provided by the Energy Information Administration (EIA) indicated this plant performance metric had declined for geothermal power plants since 2008. Though capacity factor is a term commonly used by geothermal stakeholders to express the ability of a plant to produce power, it is a term frequently misunderstood and in some instances incorrectly used. In this paper we discuss how this capacity factor is defined and utilized by the EIA, including discussion on the information that the EIA requests from operations in their 923 and 860 forms that are submitted both monthly and annually by geothermal operators. A discussion is also provided regarding the entities utilizing the information in the EIA reports, and how those entities can misinterpret the data being supplied by the operators. The intent of the paper is to inform the facility operators as the importance of the accuracy of the data that they provide, and the implications of not providing the correct information.

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    The present invention relates to a high capacity oil burner comprising a cylindrical atomizer completely surrounded by a protective cylindrical housing having a diameter from 2 to 3 times greater than the diameter of said atomizer; liquid fuels being injected under pressure into said atomizer and accumulating within said atomizer in a chamber for the accumulation of liquid fuels, and compressed air being injected into a chamber for the accumulation of air; cylindrical holes communicating said chamber for the accumulation of liquid fuels with the outside and cylindrical holes communicating said chamber for the accumulation of air with said cylindrical holes communicating the chamber for the accumulation of liquids with the outside so that the injection of compressed air into said liquid fuel discharge holes atomizes said fuel which is expelled to the outside through the end portions of said discharge holes which are circumferentially positioned to be burnt by a pilot flame; said protecting cylindrical housing having at its ends perforated circular rings into which water is injected under pressure to form a protecting fan-like water curtain at the rear end of the housing and a fan-like water curtain at the flame to reduce the formation of soot; the burning efficiency of said burner being superior to 30 barrels of liquid fuel per day/kg of the apparatus.

    The purpose of the summer undergraduate internship program for research in environmental studies is to provide an opportunity for well-qualified students to undertake an original research project as an apprentice to an active research scientist in basic environmental research. The students are offered research topics at the Medical University in the scientific areas of pharmacology and toxicology, epidemiology and risk assessment, environmental microbiology, and marine sciences.     This paper reviews the concept of adaptive capacity and various approaches to assessing it, particularly with respect to climate variability and change. I find that adaptive capacity is a relatively under-researched topic within the sustainability science and global change communities, particularly since it is uniquely positioned to improve linkages between vulnerability and resilience research. I identify opportunities for advancing the measurement and characterization of adaptive capacity by combining insights from both vulnerability and resilience frameworks, and I suggest several assessment approaches for possible future development that draw from both frameworks and focus on analyzing the governance, institutions, and management that have helped foster adaptive capacity in light of recent climatic events.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.
