    commerically used thermal fluids. Also within the past decade nanofluids have gained attention for thermal conductivity enhancment of fluids, but little analysis has been completed on the heat capacity effects of the nanoparticle addition. The idea of ILs or nanofluids as a HTF is not new, as there are several references that have proposed the idea. However, the use of ionic liquid nanofluids containing nanomaterials other than carbon nanotubes has never before been studied. Here, for the first time, nano-particle enhanced ILs (NEILs) have been shown to increase the heat capacity of the IL with no adverse side effects to the ILs thermal stability and, only at high nanoparticle loading, are the IL physical properties affected. An increase of volumetric heat capacity translates into a better heat transfer fluid as more energy is stored per volumetric unit in the solar concentrating section, thus more efficency in increased steam pressure. Results show that the properties of the NEIL are highly dependant on the suspended nanomaterial and careful materials selection is required to fully optimize the nanofluid properties.

    The Wigwam River is an important fisheries stream in the East Kootenay region of British Columbia that supports healthy populations of both bull trout (Salvelinus confluentus) and Westslope cutthroat trout (Oncorhynchus clarki lewisi). The river has been characterized as the single most important bull trout spawning steam in the Kootenay Region (Baxter and Westover 2000), and thus has been the focus of numerous studies in the last ten years (Cope 1998; Cope and Morris 2001; Cope, Morris and Bisset 2002; Kohn Crippen Consultants Ltd. 1998; Westover 1999a; Westover 1999b; Westover and Conroy 1997). Although bull trout populations in the East Kootenay region remain healthy, bull trout populations in other parts of British Columbia and within their traditional range in northwestern United States have declined. Thus, bull trout were blue listed as vulnerable in British Columbia by the B.C. Conservation Data Centre (Cannings 1993) and remain a species of special concern. Bull trout in the north-western United States, within the Columbia River watershed, were listed as threatened in 1998 under the Endangered Species Act by the U.S. Fish and Wildlife Service. In 1999, the Ministry of Water, Land and Air Protection applied and received funding from the Bonneville Power Administration (BPA) to assess and monitor the status of wild, native stocks of bull trout in tributaries to Lake Koocanusa (Libby Reservoir) and the upper Kootenay River. The purpose of this report is to summarize one of the many studies undertaken to ''Monitor and Protect Bull Trout for Koocanusa Reservoir'' (BPA Project Number 2000-04-00). Three permanent sampling sites were established on the Wigwam River in April 1998. At each site, substrate samples were obtained using a McNeil Core sampler in April of each year from 1998 to 2002.     An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

    When Enron Power Corp. took over a 28 MW power facility at the former US Naval base in Subic Bay, the Philippines, the company was required to employ 139 people to run the plant. This large labor force was necessary not because of the plant's operational needs, but because of local labor practices and unemployment pressures. Independent power companies have become all too familiar with the high cost and complexity of developing projects in emerging international markets. Some of the most significant issues involve taxation, unfamiliar legal systems, changing regulations, and foreign investment restrictions. In addition, questions about currency exchange, national credit worthiness, and political stability add to the difficulty of international development. However, one of the most daunting challenges centers not on development, but on long-term operations and maintenance (O M). A key concern is finding qualified labor. Most developers and O M companies agree that local people should run the plant, with the top person, or persons, thoroughly trained in the developer's company philosophy.

    The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

This report is published to keep the public and other interested parties fully informed of primary energy supplies on a global basis. The data presented have been largely derived from published sources.     The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.

    This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade. As noted above, foreign projections of electricity demand are now projected as part of the WEPS. 64 figs., 62 tabs.

The latter feature enables use of a "fixed" outer core boundary, and thus eliminates the uncertainty in gross core dimensions, and potential for rapid core reactivity changes as a result of core dimensional change.

    The two broad categories of deposited weld metal repair and fiber-reinforced composite liner repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repair and for fiber-reinforced composite liner repair. Evaluation trials have been conducted using a modified fiber-reinforced composite liner provided by RolaTube and pipe sections without liners. All pipe section specimens failed in areas of simulated damage. Pipe sections containing fiber-reinforced composite liners failed at pressures marginally greater than the pipe sections without liners. The next step is to evaluate a liner material with a modulus of elasticity approximately 95% of the modulus of elasticity for steel. Preliminary welding parameters were developed for deposited weld metal repair in preparation of the receipt of Pacific Gas & Electric's internal pipeline welding repair system (that was designed specifically for 559 mm (22 in.) diameter pipe) and the receipt of 559 mm (22 in.) pipe sections from Panhandle Eastern. The next steps are to transfer welding parameters to the PG&E system and to pressure test repaired pipe sections to failure. A survey of pipeline operators was conducted to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. Completed surveys contained the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling (HDD) when a new bore must be created to

    Thin solar collecting panels are described made from arrays of small rod collectors consisting of a refracting dielectric rod lens with an absorber imbedded within it and a reflecting mirror coated on the back side of the dielectric rod. Non-tracking collector panels on vertical walls or roof tops receive approximately 90% of solar radiation within an acceptance zone 60/sup 0/ in elevation angle by 120/sup 0/ or more in the azimuth secto with a collector concentration ratio of approximately 3.0. Miniaturized construction of the circular dielectric rods with internal absorbers reduces the weight per area of glass, plastic and metal used in the collector panels. No external parts or insulation are needed as heat losses are low due to partial vacuum or low conductivity gas surrounding heated portions of the collector. The miniature internal absorbers are generally made of solid copper with black selective surface and the collected solar heat is extracted at the collector ends by thermal conductivity along the absorber rods. Heat is removed from end fittings by use of liquid circulants. Several alternate constructions are provided for simplifying collector panel fabrication and for preventing the thermal expansion and contraction of the heated absorber or circulant tubes from damaging vacuum seals. In a modified version of the internal absorber collector, oil with temperature dependent viscosity is pumped through a segmented absorber which is now composed of closely spaced insulated metal tubes. In this way the circulant is automatically diverted through heated portions of the absorber giving higher collector concentration ratios than theoretically possible for an unsegmented absorber.

    In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

Legal issues are analyzed in Chapter 2 which provides an excellent discussion of sovereign immunity and the act of state doctrine. Also, this chapter includes model clauses which are helpful even to a seasoned practitioner. Given that security of investment is critical to an international transaction, the book concludes its opening section with a discussion of expropriation issues. Part II is entitled Exploration, development and Production and is divided into four chapters. Using both cases and source materials, a comprehensive survey of ownership of mineral rights and concessions is presented. From a practitioner`s standpoint, Chapters 5 and 6 are important because of the inclusion of model clauses and contracts for production sharing arrangements, licenses, participation agreements, service contracts, and technology transfers. Chapter 8 deals with joint development and operations. The book concludes with three chapters on the history of the markets and international transactions involving oil and natural gas.

In order to enable the achievement of good combustion, increased overall engine performance, and the minimum amount of harmful components in the exhaust gases from the engine when different types of fuel are used, predetermined constructional parameters are selected with respect to the combustion chamber and recess or depression disposed above the combustion chamber as well as the disposition of the combustion chamber with respect to a longitudinal center axis of the cylinder.

Principal conclusions from a survey of natural gas transmission industry pipeline operators can be summarized in terms of the following performance requirements for internal repair: (1) Use of internal repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling when a new bore must be created to solve a leak or other problem. (3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) The most common size range for 80% to 90% of operators surveyed is 508 mm (20 in.) to 762 mm (30 in.), with 95% using 558.8 mm (22 in.) pipe. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without

(3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) The most common size range for 80% to 90% of operators surveyed is 508 mm (20 in.) to 762 mm (30 in.), with 95% using 558.8 mm (22 in.) pipe. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without liners

    Polish graded coal can be burned in existing stoker boilers and meet the 1998 Air Quality standard. This is accomplished with the Control Techtronics microprocessor-based combustion controller accurately and repeatedly: (a) matching the combustion air to the coal firing rate, with continuous stack sensor feedback; (b) continuously varying the boiler`s firing rate based on output water temperature or steam pressure; (c) continuously varying the exhaust fan`s speed to maintain minimum negative pressure in the boiler`s combustion chamber; and recirculating a portion of the flue gas, at varying amounts throughout the boiler`s firing rate. Systems for five boilers have been installed and are operating on MPEC`s Balicka plant in Krakow.     The proposed internationally monitored retrievable storage system (IMRSS) is intended to provide an orderly and secure alternative to continuation of the current individualistic spent-fuel management trends in nuclear-power countries. The IMRSS concept, in its broadest terms, proposes that an international entity undertake the management responsibility for spent fuel after its discharge from power plant cooling ponds. The IMRSS envisages international management of a small number of surface (or near-surface) storage facilities distributed globally (in major nuclear countries and elsewhere) and a transportation system between nuclear plants and the storage facilities. The International Atomic Energy Agency (IAEA) would maintain responsibility for adherence to safeguards criteria. The IMRSS operation would be similar to that of an international bank, with each nation maintaining title to its spent fuel and able to withdraw it for peaceful purposes. The system would provide transparency, accountability, and security. The IMRSS would be a step to establishing an inter- national regime for the prudent management of spent fuel and excess civilian plutonium. The IMRSS concept has been studied in three international workshops. Among the major issues that have been addressed are the global distribution of spent fuel if current trends continue, the need for international criteria and management to ensure public health and nonproliferation, the value of spent-fuel retrievability, the future role of a plutonium resource in the fuel cycle, the operating format of a practical IMRSS, and the integration of an IMRSS with existing geopolitical agreements and arrangements.

    The internal dosimetry program at the Savannah River Site (SRS) consists of radiation protection programs and activities used to detect and evaluate intakes of radioactive material by radiation workers.     A device is described to supplement the power produced by burning fuel in an internal combustion engine with steam, the device comprising: a means for producing a constant flow of water past a boiler means; a means for allowing the water to flow in the direction of the boiler; a boiler means external to the internal combustion engine to convert the water into superheated steam; a means for controlling the pressure of the water such that the water pressure is greater than the pressure of the steam produced by the boiler; and a means for injection of the superheated steam directly into a cylinder of the internal combustion engine, a means for producing a constant flow of water at a pressure greater than the pressure of the superheated steam, wherein the constant flow means at greater pressure comprises a chamber with a gaseous component, with the gaseous component being of constant volume and exerting constant pressure upon water within the chamber.

    This year, Sweden is hosting the International Energy Agency Bioenergy Task 38 conference on climate change effects of biomass and bioenergy systems, bringing together several international experts with an interest in bioenergy for the two-day program. The aim of the conference is to provide cutting-edge knowledge about the climate effects of converting wood products into bioenergy , as well as methods to analyze these effects. It covers the many types of internal combustion engines, including spark ignition, compression ignition, and stratified charge engines, and examines processes, keeping equations of state simple by assuming constant specific heats. Equations are limited to heat engines and later applied to combustion engines.     During international peace-keeping missions, a diverse number of non-battle hazards may be encountered, which range from heavily polluted areas, endemic disease, toxic industrial materials, local violence, traffic, and even psychological factors. Hence, elevated risk levels from a variety of sources are encountered during deployments. With the emphasis within the Swedish military moving from national defense towards prioritization of international missions in atypical environments, the risk of health consequences, including long term health effects, has received greater consideration. The Swedish military is interested in designing an optimal approach for assessment of health threats during deployments. The Medical Intelligence group at FOI CBRN Security and Defence in Umea has, on request from and in collaboration with the Swedish Armed Forces, reviewed a variety of international health threat and risk assessment models for military operations. Application of risk assessment methods used in different phases of military operations will be reviewed. An overview of different international approaches used in operational risk management (ORM) will be presented as well as a discussion of the specific needs and constraints for health risk assessment in military operations. This work highlights the specific challenges of risk assessment that are unique to the deployment setting such as the assessment of exposures to a variety of diverse hazards concurrently.

    An alignment system that employs jacking block assemblies and alignment posts around the periphery of the top plate of a nuclear reactor lower internals core shroud to align an upper core plate with the lower internals and the core shroud with the core barrel. The distal ends of the alignment posts are chamfered and are closely received within notches machined in the upper core plate at spaced locations around the outer circumference of the upper core plate. The jacking block assemblies are used to center the core shroud in the core barrel and the alignment posts assure the proper orientation of the upper core plate. The alignment posts may alternately be formed in the upper core plate and the notches may be formed in top plate.

The United States Nuclear Regulatory Commission has followed the problem, and as part of its investigations, contracted with the Idaho National Engineering and Environmental Laboratory to conduct a risk assessment. The overall project objective is to assess the potential consequences and risks associated with the failure of IGSCC-susceptible BWR vessel internals, with specific consideration given to potential cascading and common mode effects. An initial phase has been completed in which background material was gathered and evaluated, and potential accident sequences were identified. A second phase is underway to perform a simplified, quantitative probabilistic risk assessment on a representative high-power BWR/4. Results of the initial study conducted on the jet pumps show that any cascading failures would not result in a significant increase in the core damage frequency. The methodology is currently being extended to other major reactor internals components.

    These meetings provide an important opportunity for the nuclear community to assess the scope and direction of its wide-ranging activities. Nuclear technology has given us the tools to understand and shape our physical environment in ways which can solve ancient problems of health, food supply, energy, and many others which affect the quality of our lives. International cooperation is necessary to secure the peaceful benefits of nuclear technology. Meeting global energy needs must be high on any priority list of issues for the coming decade and the 21st century. The satisfaction of energy needs is today and will increasingly be a crucial factor in international stability. Hand in hand with the need to assure energy sufficiency is the need to assure the long-term protection of the environment. Three key elements that give a useful framework for approaching the future of nuclear cooperation are technological factors, economic issues, and political acceptability. Technological avenues to greater safety must be vigorously pursued. Economic alternatives must be identified and objectively weighed. Most important of all, the framework of public confidence must be strengthened.

    This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

    A major international RBMK safety review project managed by AEA Technology and funded by the CEC TACIS Programme, and the governments of Canada, Sweden and Finland is assessing the safety of RBMK Reactors as operated in Russia, Lithuania and Ukraine. RBMK reactors have been the subject of numerous safety studies by other Eastern and Western European organizations and Canada. Their objectives were, by necessity, not consistent (for example, identifying the deficiencies, reviewing and assessing the safety, checking the existing safety reports, establishing western style safety justifications). However, they share a common technical content in many areas. As a result a considerable number of Safety Recommendations have already been published. The current problem is to categorize and evaluate these recommendations.

    An energy flow chart or 'atlas' for 136 countries has been constructed from data maintained by the International Energy Agency (IEA) and estimates of energy use patterns for the year 2007. Approximately 490 exajoules (460 quadrillion BTU) of primary energy are used in aggregate by these countries each year. While the basic structure of the energy system is consistent from country to country, patterns of resource use and consumption vary. Energy can be visualized as it flows from resources (i.e. coal, petroleum, natural gas) through transformations such as electricity generation to end uses (i.e. residential, commercial, industrial, transportation). These flow patterns are visualized in this atlas of 136 country-level energy flow charts.

    In a method and apparatus for controlling the fuel feed to a stratified-charge internal combustion engine, from idle up to the position corresponding with the maximum flow of air, the overall richness (Rg) of the combustible mixture is reduced by acting simultaneously upon the flow of fuel feeding the main chamber and upon the flow of fuel injected into the auxiliary chamber. For higher loads the maximum flow of air is kept constant and rg is increased by continuing to act upon both fuel flows. By keeping the richness of the mixture in the auxiliary chamber substantially constant, it is possible to obtain the best compromise between the performance of the engine and the emission of pollutant gases.

    A carburetor for internal combustion engines having a housing including a generally discoidal wall and a hub extending axially from the central portion thereof, an air valve having a relatively flat radially extending surface directed toward and concentric with said discoidal wall and with a central conoidal portion having its apex directed toward the interior of said hub portion. The housing wall and the radially extending surface of the valve define an air passage converging radially inwardly to form an annular valving construction and thence diverge into the interior of said hub. The hub includes an annular fuel passage terminating at its upper end in a circumferential series of micro-passages for directing liquid fuel uniformly distributed into said air passage substantially at said valving constriction at right angles to the direction of air flow. The air valve is adjustable axially toward and away from the discoidal wall of the carburetor housing to regulate the volume of air drawn into the engine with which said carburetor is associated. Fuel is delivered under pressure to the fuel metering valve and from there through said micro-passages and controlled cams simultaneously regulate the axial adjustment of said air valve and the rate of delivery of fuel through said micro-passages according to a predetermined ratio pattern. A third jointly controlled cam simultaneously regulates the ignition timing in accordance with various air and fuel supply settings. The air valve, fuel supply and ignition timing settings are all independent of the existing degree of engine vacuum.

    The invention is a remotely controlled internal pipe cutting device primarily used for cutting pipes where the outside of the pipe is inaccessible at the line where the cut is to be made. The device includes an axial ram within a rotational cylinder which is enclosed in a housing. The housing is adapted for attachment to an open end of the pipe and for supporting the ram and cylinder in cantilever fashion within the pipe. A radially movable cutter, preferably a plasma arc torch, is attached to the distal end of the ram. A drive mechanism, containing motors and mechanical hardware for operating the ram and cylinder, is attached to the proximal end of the housing. The ram and cylinder provide for moving the cutter axially and circumferentially, and a cable assembly attached to a remote motor provide for the movement of the cutter radially, within the pipe. The control system can be adjusted and operated remotely to control the position and movement of the cutter to obtain the desired cut. The control system can also provide automatic standoff control for a plasma arc torch.

    A rotary valve internal combustion engine is described, comprising: an engine block; at least one cylinder in the engine block; at least one cylinder having a top end; cylinder head means located adjacent the top end of at least one cylinder, the cylinder head means having a cylindrically shaped cavity therein, the cylindrically shaped cavity being oriented in perpendicular relation to at least one cylinder; a piston sealingly mounted in at least one cylinder for reciprocable movement therein, the reciprocable movement including an intake stroke and an exhaust stroke; engine shaft means rotatably mounted to the engine block; means within the engine block for converting the reciprocable movement of the piston into rotary motion of the engine shaft means; a cylinder port located at the top end of at least one cylinder; a rotary valve rotatably mounted in the cylindrically shaped cavity; means connected with the engine shaft means for rotating the rotary valve in a predetermined synchronization with the reciprocable movement of the piston; aspiration means in the rotary valve for selectively aspirating at least one cylinder during the intake an exhaust strokes; and a spark plug removably mounted within the rotary valve and rotatable therewith.

    In one exemplary embodiment of the invention an internal combustion engine includes a piston disposed in a cylinder, a valve configured to control flow of air into the cylinder and an actuator coupled to the valve to control a position of the valve. The internal combustion engine also includes a controller coupled to the actuator, wherein the controller is configured to close the valve when an uncontrolled condition for the internal engine is determined.

    The Office of Technology Development (OTD) was established to ensure that reliable and acceptable technologies are available for implementation at DOE sites and that a technically trained work force is available to complete the EM mission by 2019. OTD established the International Technology Exchange Staff (ITES) to identify, evaluate, and acquire international technologies which can accelerate US DOE cleanup operations. ITES`s goal is to pursue international collaboration among government organizations, educational institutions, and private industry to identify world-wide needs and available technologies that will meet US environmental needs in general, and EM cleanup needs in particular; and establish mechanisms by which US government ER/WM technologies will be transferred to the US private sector for commercialization and export to international markets. ITES has developed the following strategic objectives to implement its international goals: develop and implement EM`s policy for international programs in accordance with DOE and US Government policies and regulations; establish efficient and predictable international technology transfer mechanisms; assist the US private sector in the commercialization and deployment of federally funded EM technologies and related knowledge in international markets; leverage US and non-US resources to accelerate international development and regulatory acceptance of EM technologies; contribute to the improvement of EM`s training of US students, scientists, and managers on international environmental issues. A summary and descriptions of program activities and accomplishments are given for 17 programs which comprise the four main areas of the ITES program: Activities with the Former Soviet Union, International Technology Transfer, International Cooperation, and Information Systems and Publications. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

    The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter. It is also the thesaurus for the Integrated Technical Information System (ITIS) online databases of the US Department of Energy.

    During the past several years, an International Scoping Study (ISS) of a Neutrino Factory was carried out, with the aim of developing an internationally accepted baseline facility design. Progress toward that goal will be described. Many of the key technical aspects of a Neutrino Factory facility design are presently being investigated experimentally, and the status of these investigations will be mentioned. Plans for the recently launched International Design Study (IDS), which serves as a follow-on to the ISS, will be briefly described.

    The rationale for locating a filter assembly inside each Multi-Canister Overpack (MCO) rather than include the filter in the Cold Vacuum Drying (CVD) process piping system was to eliminate the potential for contamination to the operators, processing equipment, and the MCO. The internal HEPA filters provide essential protection to facility workers from alpha contamination, both external skin contamination and potential internal depositions. Filters installed in the CVD process piping cannot mitigate potential contamination when breaking the process piping connections. Experience with K-Basin material has shown that even an extremely small release can result in personnel contamination and costly schedule disruptions to perform equipment and facility decontamination. Incorporating the filter function internal to the MCO rather than external is consistent with ALARA requirements of 10 CFR 835. Based on the above, the SNF Project position is to retain the internal HEPA filters in the MCO design.

    The International Petroleum Statistics Report presents data on international oil production, demand, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1980, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1992; OECD stocks from 1973 through 1992; and OECD trade from 1982 through 1992. Data for the United States are developed by the Energy Information Administration (EIA) Office of Oil and Gas. Data for other countries are derived largely from published sources including International Energy Agency publications, the EIA International Energy Annual, and the trade press. (See sources after each section). All data are reviewed by the International Statistics Branch of EIA. All data have been converted to units of measurement familiar to the American public. Definitions of oil production and consumption are consistent with other EIA publications.
