    RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs. RePower was funded through a $4.8 million grant from the US Department of Energy, Better Buildings Program. The grant’s performance period was August 1, 2010 through March 30, 2014.

    The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi-stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi-family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings. Our program was very successful in working with the local

    The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Wyandotte is part of a Michigan State Housing Development Authority-led consortium that is funded by HUD under the NSP2 program. The City of Wyandotte has also been awarded DOE EE&CBG funds that are being used to develop a district ground source heat pump (GSHP) system to service the project. This report details the retrofit of two existing houses in the program, and examines the energy efficiency recommendations for the homes. The report will be of interest to anyone planning an affordable, high performance retrofit of an existing home in a cold climate zone. Information from this report will also be useful to retrofit or weatherization program staff as some of the proposed retrofit solutions will apply to a wide range of projects. Preliminary results from the first complete house suggest that the technology package employed (which includes spray foam insulation and insulating sheathing) does meet the specific whole house water, air, and thermal control requirements, as well as, the projects affordability goals. Monitoring of the GSHP system has been recommended and analysis of this information is not yet available.

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact.     The first challenge faced in investigating the strong interaction from partially explored, where meson-cloud degrees of freedom dominate, to still unexplored distance scales, where the dressed-quark contributions are the dominating degrees of freedom, is to find an experiment that allows to measure observables that are probing this evolving nonperturbative QCD regime over the full range. Baryon spectroscopy can establish more sensitively, and in an almost model-independent way, nucleon excitation and non-resonant reaction amplitudes by complete measurements of pseudo-scalar meson photoproduction off nucleons. Elastic and transition form factors can then trace this evolution by measurements of elastic electron scattering and exclusive single-meson and double-pion electroproduction cross sections off the nucleon that will be extended to higher momentum transfers with the energy-upgraded CEBAF beam at JLab to study the dressed quark degrees of freedom, where their strong interaction is responsible for the ground and excited nucleon state formations. After establishing unprecedented high-precision data, the immanent next challenge is a high-quality analysis to extract these relevant electrocoupling parameters for various resonances that then can be compared to state of the art models and QCD-based calculations. Recent results demonstrate the status of the analysis and pinpoint further challenges, including those to establish QCD-based results directly from the experimental data.

    Energy costs impact low income communities more than anyone else. Low income residents pay a larger percentage of their incomes for energy costs. In addition, they generally have far less discretionary energy use to eliminate in response to increasing energy prices. Furthermore, with less discretionary income, home energy efficiency improvements are often too expensive. Small neighborhood businesses are in the same situation. Improved efficiency in the use of energy can improve this situation by reducing energy costs for residents and local businesses. More importantly, energy management programs can increase the demand for local goods and services and lead to the creation of new job training and employment opportunities. In this way, neighborhood based energy efficiency programs can support community economic development. The present project, undertaken with the support of the Urban Consortium Energy Task Force, was intended to serve as a demonstration of energy/economic programming at the neighborhood level. The San Francisco Neighborhood Energy/Economic Development (NEED) project was designed to be a visible demonstration of bringing the economic development benefits of energy management home to low-income community members who need it most. To begin, a Community Advisory Committee was established to guide the design of the programs to best meet needs of the community. Subsequently three neighborhood energy/economic development programs were developed: The small business energy assistance program; The youth training and weatherization program; and, The energy review of proposed housing development projects.

Called a “neighborhood within a park,” the diverse, middle-class enclave borders on four parks, including the city’s 759-acre flagship Theodore Wirth Park. Over the summer, however, the Bryn Mawr Neighborhood Association (BMNA) launched a program intended to add more metaphorical greenness.     The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained.     This paper highlights the scientific and computational challenges facing the Fusion Simulation Program (FSP) a major national initiative in the United States with the primary objective being to enable scientific discovery of important new plasma phenomena with associated understanding that emerges only upon integration. This requires developing a predictive integrated simulation capability for magnetically-confined fusion plasmas that are properly validated against experiments in regimes relevant for producing practical fusion energy. It is expected to provide a suite of advanced modeling tools for reliably predicting fusion device behavior with comprehensive and targeted science-based simulations of nonlinearly-coupled phenomena in the core plasma, edge plasma, and wall region on time and space scales required for fusion energy production. As such, it will strive to embody the most current theoretical and experimental understanding of magnetic fusion plasmas and to provide a living framework for the simulation of such plasmas as the associated physics understanding continues to advance over the next several decades. Substantive progress on answering the outstanding scientific questions in the field will drive the FSP toward its ultimate goal of developing the ability to predict the behavior of plasma discharges in toroidal magnetic fusion devices with high physics fidelity on all relevant time and space scales. From a computational perspective, this will demand computing resources in the petascale range and beyond together with the associated multi-core algorithmic formulation needed to address burning plasma issues relevant to ITER - a multibillion dollar collaborative experiment involving seven international partners representing over half the world's population.     The so-called protein folding problem has numerous aspects, however it is principally concerned with the {ital de novo} prediction of three-dimensional (3D) structure from the protein primary amino acid sequence, and with the kinetics of the protein folding process. Our current project focuses on the 3D structure prediction problem which has proved to be an elusive goal of molecular biology and biochemistry. The number of local energy minima is exponential in the number of amino acids in the protein. All current methods of 3D structure prediction attempt to alleviate this problem by imposing various constraints that effectively limit the volume of conformational space which must be searched. Our Grand Challenge project consists of two elements: (1) a hierarchical methodology for 3D protein structure prediction; and (2) development of a parallel computing environment, the Protein Folding Workbench, for carrying out a variety of protein structure prediction/modeling computations. During the first three years of this project, we are focusing on the use of two proteins selected from the Brookhaven Protein Data Base (PDB) of known structure to provide validation of our prediction algorithms and their software implementation, both serial and parallel. Both proteins, protein L from {ital peptostreptococcus magnus}, and {ital streptococcal} protein G, are known to bind to IgG, and both have an {alpha} {plus} {beta} sandwich conformation. Although both proteins bind to IgG, they do so at different sites on the immunoglobin and it is of considerable biological interest to understand structurally why this is so. 12 refs., 1 fig.

    Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets. This fact sheet reviews the benefits and potential challenges of including PV in PACE programs.

    Integrating title IV acid rain and title V operating permits in an efficient manner poses numerous challenges. Federal rules and policy memos about these programs often conflict or lead to actions that are difficult to implement at best. Both permitting programs are complex and controversial, but the title IV permitting rules are particularly difficult to use and understand. Clear lines of jurisdiction for various aspects of the acid rain program are lacking in some cases, and regulators have been slow to recognize and solve these problems. There are numerous issues that have arisen during the initial stages of developing permits for title IV affected sources. Some have or are being resolved; others remain as potential impediments to efficient permitting. Utah and other western states have been working with the utility industry and US Environmental Protection Agency (EPA) to resolve these and other issues and some problems have been resolved. However, some state and industry officials feel that EPA should take the lead to conduct a series title IV implementation workshops in partnership with states and the utilities. This paper describes solutions to some common implementation problems and identifies challenges that remain to be solved.

    As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders.     The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three cold climate production builders in three U.S. cities and worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Also, BSC provided support through performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; and increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense® Efficient Hot Water Distribution requirement.

    Fuel cell power generation promises to be an efficient, pollution-free, reliable power source in both large scale and small scale, remote applications. DOE formed the Solid State Energy Conversion Alliance with the intention of breaking one of the last barriers remaining for cost effective fuel cell power generation. The Alliance’s goal is to produce a core solid-state fuel cell module at a cost of no more than $400 per kilowatt and ready for commercial application by 2010. With their inherently high, 60-70% conversion efficiencies, significantly reduced carbon dioxide emissions, and negligible emissions of other pollutants, fuel cells will be the obvious choice for a broad variety of commercial and residential applications when their cost effectiveness is improved. In a research program funded by the Department of Energy, the research team has been investigating smart fuel cell-operated residential micro-grid communities. This research has focused on using smart control systems in conjunction with fuel cell power plants, with the goal to reduce energy consumption, reduce demand peaks and still meet the energy requirements of any household in a micro-grid community environment. In Phases I and II, a SEMaC was developed and extended to a micro-grid community. In addition, an optimal configuration was determined for a single fuel cell power plant supplying power to a ten-home micro-grid community. In Phase III, the plan is to expand this work to fuel cell based micro-grid connected neighborhoods (mini-grid). The economic implications of hydrogen cogeneration will be investigated. These efforts are consistent with DOE’s mission to decentralize domestic electric power generation and to accelerate the onset of the hydrogen economy. A major challenge facing the routine implementation and use of a fuel cell based mini-grid is the varying electrical demand of the individual micro-grids, and, therefore, analyzing these issues is vital.     DOE Partnerships with States, Tribes and Other Federal Programs Help Responders Prepare for Challenges Involving Transport of Radioactive Materials Implementing adequate institutional programs and validating preparedness for emergency response to radiological transportation incidents along or near U.S. Department of Energy (DOE) shipping corridors poses unique challenges to transportation operations management. Delayed or insufficient attention to State and Tribal preparedness needs may significantly impact the transportation operations schedule and budget. The DOE Transportation Emergency Preparedness Program (TEPP) has successfully used a cooperative planning process to develop strong partnerships with States, Tribes, Federal agencies and other national programs to support responder preparedness across the United States. DOE TEPP has found that building solid partnerships with key emergency response agencies ensures responders have access to the planning, training, technical expertise and assistance necessary to safely, efficiently and effectively respond to a radiological transportation accident. Through the efforts of TEPP over the past fifteen years, partnerships have resulted in States and Tribal Nations either using significant portions of the TEPP planning resources in their programs and/or adopting the Modular Emergency Response Radiological Transportation Training (MERRTT) program into their hazardous material training curriculums to prepare their fire departments, law enforcement, hazardous materials response teams, emergency management officials, public information officers and emergency medical technicians for responding to transportation incidents involving radioactive materials.     A comprehensive settlement of the North Korean nuclear issue may involve military, economic, political, and diplomatic components, many of which will require verification to ensure reciprocal implementation. This paper sets out potential verification methodologies that might address a wide range of objectives. The inspection requirements set by the International Atomic Energy Agency form the foundation, first as defined at the time of the Agreed Framework in 1994, and now as modified by the events since revelation of the North Korean uranium enrichment program in October 2002. In addition, refreezing the reprocessing facility and 5 MWe reactor, taking possession of possible weapons components and destroying weaponization capabilities add many new verification tasks. The paper also considers several measures for the short-term freezing of the North's nuclear weapon program during the process of negotiations, should that process be protracted. New inspection technologies and monitoring tools are applicable to North Korean facilities and may offer improved approaches over those envisioned just a few years ago. These are noted, and potential bilateral and regional verification regimes are examined.

    The Solar Urban Neighborhood (SUN) project was conceived to demonstrate a widely applicable cooperative procedure for low and moderate income urban residents to conserve energy and promote neighborhood revitalization through installing affordable energy conservation and solar retrofit measures on their homes. The self-help retrofit systems demonstrated fan-assisted air panels for walls and a mansard roof as well as vented Trombe wall and a sunspace. Building upon a strong tradition of cooperation within their neighborhood (security watches, community gardening, bartering of skills for do-it-yourself projects), these Roxbury neighbors were able to use the DOE grant as a catalyst for doing a far more ambitious undertaking. Additionally, the project used elements of a private-public partnership since the project director was also an energy retrofit contractor with specialized equipment and skills to share, wholesale purchase access, etc. Countervailing negative forces which impeded the progress of the project were the very ambitiousness of the solar retrofit itself, the delays in receiving the initial start up grant advance and in overcoming zoning restrictions which required design modifications; and discovery of building defects (dry rot, carpenter ants) within the structures at the time of retrofit. Nevertheless, the SUN project did have a wide impact through formal and informal outreach; through an associated project, SUN-TECH, which promoted solar retrofit awareness and involvement of City of Boston building, energy, and housing officials; and through evolvement of a grass roots level public-private partnership.

  14. Challenges associated with final status survey implementation at a Formerly Utilized Sites Remedial Action Program (Fusrap) Site's adjacent properties

    Several properties located adjacent to the Linde Formerly Utilized Sites Remedial Action Program (FUSRAP) site in Tonawanda, New York were radiologically contaminated during Manhattan Engineer District (MED) era activities. These properties exhibited a combination of unique characteristics not previously encountered at the Linde Site. This included the properties being littered with building debris, a combination of metals and cesium-137 (Cs-137) commingled in the soil, thorium-230 (Th-230) being the dominant radioactive MED contaminant, and the radioactive contamination consisting of a five to seventy six centimeter thick black colored lens located at various depths below the ground surface. Because of the unique characteristics, several challenges were encountered with the characterization, implementation of the final status survey process to demonstrate compliance with the Record of Decision (ROD) [1], and subsequent remediation of these properties. Overcoming these challenges required a reevaluation of the previously developed gross gamma screening and soil core screening correlation values that ensured both the primary ROD requirements and expected residual concentrations would be met. Furthermore, modifications to the sampling, field implementation, and documentation process necessitated a revision to the Final Status Survey Plan (FSSP) to accommodate the unique conditions present at the adjacent properties.     both surface and subsurface soils. A sum of the ratios calculation (also called the unity rule) will be utilized (with the DCGLs) to assure compliance with the benchmark doses associated with the radium standards. Six alternatives (including no action) were considered in the FS and included the following technologies: soil washing, segregation, capping/covering, excavation/disposal, and site restrictions. A bench scale study was conducted by USACE to assess the efficacy of soil washing at the site. Results of the study showed reduction of radiological activity in soil. Segregation can be implemented using traditional sampling/analytical routines or automated (gate) segregation and it is likely to reduce the waste stream by at least 30%, while providing a more complete characterization of the soil with a particularly high level of confidence. Challenges for the FS phase of the project included: managing stakeholder input and expectations, defining separate and distinct alternatives for the FS in accordance with the CERCLA process, and selecting the most appropriate ARARs. The challenges were handled successfully, and USACE is finalizing a robust document acceptable to the stakeholders, which will allow USACE to meet the program milestone. In summary: Conducting the W.R. Grace FUSRAP site FUSRAP process has been challenging from a project management perspective, due in part to the nature and extent of impact at the site (residual radioactivity; active processing building and disposal area) and incorporating site owner involvement in the process. Through the use of mediation and mutual commitment to the project by both parties, USACE and the site owner were able to find agreement on fundamental issues and set a firm foundation for achieving successful remedial action and site closure using a 'forward thinking' approach. Currently, USACE is finalizing the RWDA FS to address contamination in soils at the RWDA. ARARs have been identified and selected as per CERCLA guidance

    Each year the Geothermal Division of the US Department of Energy conducts an in-depth review of its entire geothermal R&D program. The conference serves several purposes: a status report on current R&D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal city. This year`s conference, Program Review X, was held in San Francisco on March 24--26, 1992. The theme of the review, ``Geothermal Energy and the Utility Market -- The Opportunities and Challenges for Expanding Geothermal Energy in a Competitive Supply Market,`` focused on the needs of the electric utility sector. Geothermal energy, with its power capacity potential of 10 GWe by the year 2010, can provide reliable, enviromentally clean electricity which can help offset the projected increase in demand. Program Review X consisted of seven sessions including an opening session with presentations by Mr. Vikram Budhraja, Vice President of System Planning and Operations, Southern California Edison Company, and Mr. Richard Jaros, President and Chief Operating Officer, California Energy Company. The six technical sessions included presentations by the relevant field researchers covering DOE-sponsored R&D in hydrothermal, hot dry rock, and geopressured energy. Individual projects are processed separately for the data bases.

    We compile spectroscopic abundance data from 84 literature sources for 50 elements across 3058 stars in the solar neighborhood, within 150 pc of the Sun, to produce the Hypatia Catalog. We evaluate the variability of the spread in abundance measurements reported for the same star by different surveys. We also explore the likely association of the star within the Galactic disk, the corresponding observation and abundance determination methods for all catalogs in Hypatia, the influence of specific catalogs on the overall abundance trends, and the effect of normalizing all abundances to the same solar scale. The resulting stellar abundance determinations in the Hypatia Catalog are analyzed only for thin-disk stars with observations that are consistent between literature sources. As a result of our large data set, we find that the stars in the solar neighborhood may reveal an asymmetric abundance distribution, such that a [Fe/H]-rich group near the midplane is deficient in Mg, Si, S, Ca, Sc II, Cr II, and Ni as compared to stars farther from the plane. The Hypatia Catalog has a wide number of applications, including exoplanet hosts, thick- and thin-disk stars, and stars with different kinematic properties.

    Neighborhood sustainability assessment tools have become widespread since the turn of 21st century and many communities, mainly in the developed world, are utilizing these tools to measure their success in approaching sustainable development goals. In this study, seven tools from Australia, Europe, Japan, and the United States are selected and analyzed with the aim of providing insights into the current situations; highlighting the strengths, weaknesses, successes, and failures; and making recommendations for future improvements. Using a content analysis, the issues of sustainability coverage, pre-requisites, local adaptability, scoring and weighting, participation, reporting, and applicability are discussed in this paper. The results of this study indicate that most of the tools are not doing well regarding the coverage of social, economic, and institutional aspects of sustainability; there are ambiguities and shortcomings in the weighting, scoring, and rating; in most cases, there is no mechanism for local adaptability and participation; and, only those tools which are embedded within the broader planning framework are doing well with regard to applicability. - Highlights: Black-Right-Pointing-Pointer Seven widely used assessment tools were analyzed. Black-Right-Pointing-Pointer There is a lack of balanced assessment of sustainability dimensions. Black-Right-Pointing-Pointer Tools are not doing well regarding the applicability. Black-Right-Pointing-Pointer Refinements are needed to make the tools more effective. Black-Right-Pointing-Pointer Assessment tools must be integrated into the planning process.

    Many papers have dealt with the political difficulties and ramifications of deep nuclear arms reductions, and the issues of “Going to Zero”. Political issues include extended deterrence, conventional weapons, ballistic missile defense, and regional and geo-political security issues. At each step on the road to low numbers, the verification required to ensure compliance of all parties will increase significantly. Looking post New START, the next step will likely include warhead limits in the neighborhood of 1000 . Further reductions will include stepping stones at1000 warheads, 100’s of warheads, and then 10’s of warheads before final elimination could be considered of the last few remaining warheads and weapons. This paper will focus on these three threshold reduction levels, 1000, 100’s, 10’s. For each, the issues and challenges will be discussed, potential solutions will be identified, and the verification technologies and chain of custody measures that address these solutions will be surveyed. It is important to note that many of the issues that need to be addressed have no current solution. In these cases, the paper will explore new or novel technologies that could be applied. These technologies will draw from the research and development that is ongoing throughout the national laboratory complex, and will look at technologies utilized in other areas of industry for their application to arms control verification.

    The high rate of global urbanization has resulted in a rapid increase in informal settlements, which can be de ned as unplanned, unauthorized, and/or unstructured housing. Techniques for ef ciently mapping these settlement boundaries can bene t various decision making bodies. From a remote sensing perspective, informal settlements share unique spatial characteristics that distinguish them from other types of structures (e.g., industrial, commercial, and formal residential). These spatial characteristics are often captured in high spatial resolution satellite imagery. We analyzed the role of spatial, structural, and contextual features (e.g., GLCM, Histogram of Oriented Gradients, Line Support Regions, Lacunarity) for urban neighborhood mapping, and computed several low-level image features at multiple scales to characterize local neighborhoods. The decision parameters to classify formal-, informal-, and non-settlement classes were learned under Decision Trees and a supervised classi cation framework. Experiments were conducted on high-resolution satellite imagery from the CitySphere collection, and four different cities (i.e., Caracas, Kabul, Kandahar, and La Paz) with varying spatial characteristics were represented. Overall accuracy ranged from 85% in La Paz, Bolivia, to 92% in Kandahar, Afghanistan. While the disparities between formal and informal neighborhoods varied greatly, many of the image statistics tested proved robust.

    The origin of ''cosmic'' fluorine is uncertain, but there are three proposed production sites/mechanisms for the origin: asymptotic giant branch (AGB) stars, ν nucleosynthesis in Type II supernovae, and/or the winds of Wolf-Rayet stars. The relative importance of these production sites has not been established even for the solar neighborhood, leading to uncertainties in stellar evolution models of these stars as well as uncertainties in the chemical evolution models of stellar populations. We determine the fluorine and oxygen abundances in seven bright, nearby giants with well determined stellar parameters. We use the 2.3 μm vibrational-rotational HF line and explore a pure rotational HF line at 12.2 μm. The latter has never been used before for an abundance analysis. To be able to do this, we have calculated a line list for pure rotational HF lines. We find that the abundances derived from the two diagnostics agree. Our derived abundances are well reproduced by chemical evolution models including only fluorine production in AGB stars and, therefore, we draw the conclusion that this might be the main production site of fluorine in the solar neighborhood. Furthermore, we highlight the advantages of using the 12 μm HF lines to determine the possible contribution of the ν process to the fluorine budget at low metallicities where the difference between models including and excluding this process is dramatic.

    This paper considers a complex real-life short-haul/long haul pickup and delivery application. The problem can be modeled as double traveling salesman problem (TSP) in which the pickups and the deliveries happen in the first and second TSPs respectively. Moreover, the application features multiple stacks in which the items must be stored and the pickups and deliveries must take place in reserve (LIFO) order for each stack. The goal is to minimize the total travel time satisfying these constraints. This paper presents a large neighborhood search (LNS) algorithm which improves the best-known results on 65% of the available instances and is always within 2% of the best-known solutions.

Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs.     The threat of nuclear terrorism is real and poses a significant challenge to both U.S. and global security. For terrorists, the challenge is not so much the actual design of an improvised nuclear device (IND) but more the acquisition of the special nuclear material (SNM), either highly enriched uranium (HEU) or plutonium, to make the fission weapon. This paper provides two examples of technical solutions that were developed in support of the nonproliferation objective of reducing the opportunity for acquisition of HEU. The first example reviews technologies used to monitor centrifuge enrichment plants to determine if there is any diversion of uranium materials or misuse of facilities to produce undeclared product. The discussion begins with a brief overview of the basics of uranium processing and enrichment. The role of the International Atomic Energy Agency (IAEA), its safeguard objectives and how the technology evolved to meet those objectives will be described. The second example focuses on technologies developed and deployed to monitor the blend down of 500 metric tons of HEU from Russia's dismantled nuclear weapons to reactor fuel or low enriched uranium (LEU) under the U.S.-Russia HEU Purchase Agreement. This reactor fuel was then purchased by U.S. fuel fabricators and provided about half the fuel for the domestic power reactors. The Department of Energy established the HEU Transparency Program to provide confidence that weapons usable HEU was being blended down and thus removed from any potential theft scenario. Two measurement technologies, an enrichment meter and a flow monitor, were combined into an automated blend down monitoring system (BDMS) and were deployed to four sites in Russia to provide 24/7 monitoring of the blend down. Data was downloaded and analyzed periodically by inspectors to provide the assurances required.

    The HPC Challenge benchmark suite has been released by the DARPA HPCS program to help define the performance boundaries of future Petascale computing systems. HPC Challenge is a suite of tests that examine the performance of HPC architectures using kernels with memory access patterns more challenging than those of the High Performance Linpack (HPL) benchmark used in the Top500 list. Thus, the suite is designed to augment the Top500 list, providing benchmarks that bound the performance of many real applications as a function of memory access characteristics e.g., spatial and temporal locality, and providing a framework for including additional tests. In particular, the suite is composed of several well known computational kernels (STREAM, HPL, matrix multiply--DGEMM, parallel matrix transpose--PTRANS, FFT, RandomAccess, and bandwidth/latency tests--b{sub eff}) that attempt to span high and low spatial and temporal locality space. By design, the HPC Challenge tests are scalable with the size of data sets being a function of the largest HPL matrix for the tested system.

    Science--like business, national security, and even everyday life--is becoming more and more data intensive. In some sciences the data-management challenge already exceeds the compute-power challenge in its needed resources. Leadership in applying computing to science will necessarily require both world-class computing and world-class data management. The Office of Science program needs a leadership-class capability in scientific data management. Currently two-thirds of Office of Science research and development in data management is left to the individual scientific programs. About $18M/year is spent by the programs on data-management research and development targeted at their most urgent needs. This is to be compared with the $9M/year spent on data management by DOE computer science. This highly mission-directed approach has been effective, but only in meeting just the highest-priority needs of individual programs. A coherent, leadership-class, program of data management is clearly warranted by the scale and nature of the Office of Science programs. More directly, much of the Office of Science portfolio is in desperate need of such a program; without it, data management could easily become the primary bottleneck to scientific progress within the next five years. When grouped into simulation-intensive science, experiment/observation-intensive science, and information-intensive science, the Office of Science programs show striking commonalities in their data-management needs. Not just research and development but also packaging and hardening as well as maintenance and support are required. Meeting these needs is a medium- to long-term effort requiring a well-planned program of evolving investment. We propose an Office of Science Data-Management Program at an initial scale of $32M/year of new funding. The program should be managed by a Director charged with creating and maintaining a forward-looking approach to multiscience data-management challenges. The program

    There is growing interest in, and hopes for, nuclear disarmament in governments and nongovernmental organizations (NGOs) around the world. If a nuclear-weapon-free world is to be achievable, verification and compliance will be critical. VerifYing disarmament would have unprecedented scientific, technological and political challenges. Verification would have to address warheads, components, materials, testing, facilities, delivery capabilities, virtual capabilities from existing or shutdown nuclear weapon and existing nuclear energy programs and material and weapon production and related capabilities. Moreover, it would likely have far more stringent requirements. The verification of dismantlement or elimination of nuclear warheads and components is widely recognized as the most pressing problem. There has been considerable research and development done in the United States and elsewhere on warhead and dismantlement transparency and verification since the early 1990s. However, we do not today know how to verifY low numbers or zero. We need to develop the needed verification tools and systems approaches that would allow us to meet this complex set of challenges. There is a real opportunity to explore verification options and, given any realistic time frame for disarmament, there is considerable scope to invest resources at the national and international levels to undertake research, development and demonstrations in an effort to address the anticipated and perhaps unanticipated verification challenges of disarmament now andfor the next decades. Cooperative approaches have the greatest possibility for success.
