    strategic framework for realizing practical fusion energy. The portfolio is the product of ten months of fusion-community study and discussion, culminating in a Workshop held in Bethesda, Maryland, from June 8 to June 12, 2009. The Workshop involved some 200 scientists from Universities, National Laboratories and private industry, including several scientists from outside the US. Largely following the Basic Research Needs model established by the Office of Basic Energy Sciences (BES ), the Report presents a collection of discrete research activities, here called 'thrusts.' Each thrust is based on an explicitly identified question, or coherent set of questions, on the frontier of fusion science. It presents a strategy to find the needed answers, combining the necessary intellectual and hardware tools, experimental facilities, and computational resources into an integrated, focused program. The thrusts should be viewed as building blocks for a fusion program plan whose overall structure will be developed by OFES , using whatever additional community input it requests. Part I of the Report reviews the issues identified in previous fusion-community studies, which systematically identified the key research issues and described them in considerable detail. It then considers in some detail the scientific and technical means that can be used to address these is sues. It ends by showing how these various research requirements are organized into a set of eighteen thrusts. Part II presents a detailed and self-contained discussion of each thrust, including the goals, required facilities and tools for each. This Executive Summary focuses on a survey of the ReNeW thrusts. The following brief review of fusion science is intended to provide context for that survey. A more detailed discussion of fusion science can be found in an Appendix to this Summary, entitled 'A Fusion Primer.'

    Largely in anticipation of a possible nuclear renaissance, there has been an enthusiastic renewal of interest in the fusion-fission hybrid concept, driven primarily by some members of the fusion community. A fusion-fission hybrid consists of a neutron-producing fusion core surrounded by a fission blanket. Hybrids are of interest because of their potential to address the main long-term sustainability issues related to nuclear power: fuel supply, energy production, and waste management. As a result of this renewed interest, the U.S. Department of Energy (DOE), with the participation of the Office of Fusion Energy Sciences (OFES), Office of Nuclear Energy (NE), and National Nuclear Security Administration (NNSA), organized a three-day workshop in Gaithersburg, Maryland, from September 30 through October 2, 2009. Participants identified several goals. At the highest level, it was recognized that DOE does not currently support any R&D in the area of fusion-fission hybrids. The question to be addressed was whether or not hybrids offer sufficient promise to motivate DOE to initiate an R&D program in this area. At the next level, the workshop participants were asked to define the research needs and resources required to move the fusion-fission concept forward. The answer to the high-level question was given in two ways. On the one hand, when viewed as a standalone concept, the fusion-fission hybrid does indeed offer the promise of being able to address the sustainability issues associated with conventional nuclear power. On the other hand, when participants were asked whether these hybrid solutions are potentially more attractive than contemplated pure fission solutions (that is, fast burners and fast breeders), there was general consensus that this question could not be quantitatively answered based on the known technical information. Pure fission solutions are based largely on existing both fusion and nuclear technology, thereby prohibiting a fair side-by-side comparison

    This paper presents the preliminary results from a wind resource assessment program in Nebraska sponsored by the Nebraska Power Association. During the first year the measured annual wind speed at 40 meters ranged from 6.5 - 7.5 m/s (14.6 - 16.8 mph) at eight stations across the state. The site selection process is discussed as well as an overview of the site characteristics at the monitoring locations. Results from the first year monitoring period including data recovery rate, directionality, average wind speeds, wind shear, and turbulence intensity are presented. Results from the eight sites are qualitatively compared with other midwest and west coast locations. 5 figs., 2 tabs.

    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    MiniBooNE is a short baseline neutrino experiment designed to confirm or refute the LSND observed excess of electron anti neutrinos in a muon anti neutrino beam. The experimental setup, data samples, and oscillation fit method are discussed. Although the result was not public at the time of the talk, MiniBooNE has since published results, which are discussed briefly as well.

    Cogeneration is a name given to energy systems that produce both electric power and useful thermal energy such as steam. While cogeneration markets have flourished in California, Texas, and some states, those in Maryland have not. A primary reason is that the industries that have been targeted in other states--e.g., oil refining, pulp and paper, chemicals, food processing--are not major elements of Maryland's industrial base. The study estimates the potential for future cogeneration in Maryland, both large units and small packaged systems, and assesses the potential impact of cogeneration systems on Maryland's energy needs between now and 2005. The study is presented in three volumes. Because of significant differences between large- and small-scale cogeneration, the analysis of these two systems was performed separately. This volume is a summary document presenting the findings from both studies.

While the other two sites are equipped with irrigation systems, this site relies on rainfall. A tillage operation (disking) was done just prior to the 2001 planting to homogenize the top 0.1 m of soil, incorporate P and K fertilizers, as well as previously accumulated surface residues. Since initiation of the study in 2001, this site has been under no-till management.

    Fuel use data relating to agricultural field operations were collected and analyzed during the Nebraska fuel use survey. The farms surveyed had a mean size of 598 ha and a mean total tractor power rating of 221 kW. Mean operating depth, field speed, and tractor power rating were determined for the major field operations. Mean field speeds were generally in agreement with commonly accepted values. Total annual fuel energy use increased with increasing farm size. Over 87 percent of this energy was used from April through October. Even though total fuel energy was increased, specific fuel energy use decreased with increasing farm size. Specific fuel use for field operations was influenced by the size of area worked, operation depth, field speed, and tractor power rating.

    The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.

    Kleinholz Field is located in Kimball County of western Nebraska, approximately 250 km northeast of Denver, Colorado. The Paleozoic production from the field is primarily from the Wykert sandstone of the Permian Council Grove Group. Several carbonate zones in the Permian Admire Group also are productive. The field has produced 1,412,449 BO (August 1992) from 26 wells completed in the Permian with a daily production rate of nearly 1,300 BOPD. The Wykert sandstone oil accumulation is in a stratigraphic trap. Ultimate recovery is expected to be approximately 4.5 MMBO which includes waterflood reserves in the Wykert and production from other zones. The discovery well was the Exxon Koenig No. 1 on the western edge of the field in the NW Sec. 17, T14N, R56W. It was drilled on a seismic anomaly targeting Wolfcamp and Pennsylvanian carbonates. It was completed in April 1986 for an initial potential of 35 BO and 11 BWPD from Admire perforations. Wykert sandstone production was first established a year and a half later at the Koenig No. 2. However, it was not recognized as the major field pay until January 1989 with completion of the Exxon P.V. Wykert No. 1 for an initial potential of 340 BOPD. 3 refs., 13 figs.

This site is irrigated with a center pivot system. Prior to the initiation of the study, the irrigated site had a 10-yr history of maize-soybean rotation under no-till. A tillage operation (disking) was done just prior to the 2001 planting to homogenize the top 0.1 m of soil, incorporate P and K fertilizers, as well as previously accumulated surface residues. Since the tillage operation, the site has been under no-till management until the harvest of 2005. Following harvest, a conservation-plow tillage operation was initiated where a small amount of N fertilizer is sprayed on the residue immediately prior to the plow operation. Approximately 1/3 of the crop residue is left on the surface. The post-harvest conservation-plow operation continues as the current practice.

    A gas distribution looping project, in three segments that traversed a complete range of installation and alignment issues, recently was completed by Baltimore Gas and Electric Co. (BG and E) in northern Maryland. The major projects unit in the company`s gas system engineering and design section was responsible for total oversight of the three projects. This included design, engineering, permitting, right-of-way acquisition, construction, testing and restoration, as well as liaison with other company divisions. A specially selected subcontractor team was organized to provide the latest technology. A project management system, comprised mainly of personal computer applications, was implemented to provide: engineering and design coordination; accurate interface among easement, real estate acquisition data, plats, surveys, permitting and design documents; accurate right-of-way identification; data storage and accessibility of all real estate information for use in design and budgeting; an interface of environmental conditions with topography and design; a computer database that is compatible with existing computer libraries and industry-available software, for producing drawings. Controls for projects costs, budget and schedule were provided by the project management system. This was accomplished by interaction of four data systems: real estate, accounting/budget, geographical information system (GIS), global positioning system (GPS). Construction progress was monitored with a scheduling application that ultimately provided justification for contractor progress payments. The amount of pipe laid in any given time span, as documented by field inspector reports, was entered into the scheduling application. The scheduling software calculated the percent completed and provided information for monitoring progress.

    The purpose of this study of the hearing records is to identify factors that are likely to impact the performance of a waterflood in the Nebraska panhandle. The records consisted of 140 cases. Most of the hearings were held prior to 1980. Many of the records were incomplete, and data believed to be key to estimating waterflood performance such as Dykstra-Parson permeability distribution or relative permeability were absent. New techniques were applied to analyze the sparse, incomplete dataset. When information is available, but not clearly understood, new computational intelligence tools can decipher correlations in the dataset. Fuzzy ranking and neural networks were the tools used to estimate secondary recovery from the Cliff Farms Unit. The hearing records include 30 descriptive entries that could influence the success or failure of a waterflood. Success or failure is defined by the ratio of secondary to primary oil recovery (S/P). Primary recovery is defined as cumulative oil produced at the time of the hearing and secondary recovery is defined as the oil produced since the hearing date. Fuzzy ranking was used to prioritize the relevance of 6 parameters on the outcome of the proposed waterflood. The 6 parameters were universally available in 44 of the case hearings. These 44 cases serve as the database used to correlate the following 6 inputs with the respective S/P. (1) Cumulative Water oil ratio, bbl/bbl; (2) Cumulative Gas oil ratio, mcf/bbl; (3) Unit area, acres; (4) Average Porosity, %; (5) Average Permeability, md; (6) Initial bottom hole pressure, psi. A 6-3-1 architecture describes the neural network used to develop a correlation between the 6 input parameters and their respective S/P. The network trained to a 85% correlation coefficient. The predicted Cliff Farms Unit S/P is 0.315 or secondary recovery is expected to be 102,700 bbl.

    The purpose of this manual is to provide users of UCB-NE-107 with the information necessary to use UCB-NE-107 effectively. UCB-NE-107 is a computer code for calculating the fractional rate of readily soluble radionuclides that are released from nuclear waste emplaced in water-saturated porous media. Waste placed in such environments will gradually dissolve. For many species such as actinides and rare earths, the process of dissolution is governed by the exterior flow field, and the chemical reaction rate or leaching rate. However, for readily soluble species such as /sup 135/Cs, /sup 137/Cs, and /sup 129/I, it has been observed that their dissolution rates are rapid. UCB-NE-107 is a code for calculating the release rate at the waste/rock interface, to check compliance with the US Nuclear Regulatory Commission's (USNRC) subsystem performance objective. It is an implementation of the analytic solution given below. 5 refs., 2 figs.
