    This paper presents the preliminary results from a wind resource assessment program in Nebraska sponsored by the Nebraska Power Association. During the first year the measured annual wind speed at 40 meters ranged from 6.5 - 7.5 m/s (14.6 - 16.8 mph) at eight stations across the state. The site selection process is discussed as well as an overview of the site characteristics at the monitoring locations. Results from the first year monitoring period including data recovery rate, directionality, average wind speeds, wind shear, and turbulence intensity are presented. Results from the eight sites are qualitatively compared with other midwest and west coast locations. 5 figs., 2 tabs.

    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    Fuel use data relating to agricultural field operations were collected and analyzed during the Nebraska fuel use survey. The farms surveyed had a mean size of 598 ha and a mean total tractor power rating of 221 kW. Mean operating depth, field speed, and tractor power rating were determined for the major field operations. Mean field speeds were generally in agreement with commonly accepted values. Total annual fuel energy use increased with increasing farm size. Over 87 percent of this energy was used from April through October. Even though total fuel energy was increased, specific fuel energy use decreased with increasing farm size. Specific fuel use for field operations was influenced by the size of area worked, operation depth, field speed, and tractor power rating.

    Kleinholz Field is located in Kimball County of western Nebraska, approximately 250 km northeast of Denver, Colorado. The Paleozoic production from the field is primarily from the Wykert sandstone of the Permian Council Grove Group. Several carbonate zones in the Permian Admire Group also are productive. The field has produced 1,412,449 BO (August 1992) from 26 wells completed in the Permian with a daily production rate of nearly 1,300 BOPD. The Wykert sandstone oil accumulation is in a stratigraphic trap. Ultimate recovery is expected to be approximately 4.5 MMBO which includes waterflood reserves in the Wykert and production from other zones. The discovery well was the Exxon Koenig No. 1 on the western edge of the field in the NW Sec. 17, T14N, R56W. It was drilled on a seismic anomaly targeting Wolfcamp and Pennsylvanian carbonates. It was completed in April 1986 for an initial potential of 35 BO and 11 BWPD from Admire perforations. Wykert sandstone production was first established a year and a half later at the Koenig No. 2. However, it was not recognized as the major field pay until January 1989 with completion of the Exxon P.V. Wykert No. 1 for an initial potential of 340 BOPD. 3 refs., 13 figs.

    The purpose of this study of the hearing records is to identify factors that are likely to impact the performance of a waterflood in the Nebraska panhandle. The records consisted of 140 cases. Most of the hearings were held prior to 1980. Many of the records were incomplete, and data believed to be key to estimating waterflood performance such as Dykstra-Parson permeability distribution or relative permeability were absent. New techniques were applied to analyze the sparse, incomplete dataset. When information is available, but not clearly understood, new computational intelligence tools can decipher correlations in the dataset. Fuzzy ranking and neural networks were the tools used to estimate secondary recovery from the Cliff Farms Unit. The hearing records include 30 descriptive entries that could influence the success or failure of a waterflood. Success or failure is defined by the ratio of secondary to primary oil recovery (S/P). Primary recovery is defined as cumulative oil produced at the time of the hearing and secondary recovery is defined as the oil produced since the hearing date. Fuzzy ranking was used to prioritize the relevance of 6 parameters on the outcome of the proposed waterflood. The 6 parameters were universally available in 44 of the case hearings. These 44 cases serve as the database used to correlate the following 6 inputs with the respective S/P. (1) Cumulative Water oil ratio, bbl/bbl; (2) Cumulative Gas oil ratio, mcf/bbl; (3) Unit area, acres; (4) Average Porosity, %; (5) Average Permeability, md; (6) Initial bottom hole pressure, psi. A 6-3-1 architecture describes the neural network used to develop a correlation between the 6 input parameters and their respective S/P. The network trained to a 85% correlation coefficient. The predicted Cliff Farms Unit S/P is 0.315 or secondary recovery is expected to be 102,700 bbl.

    Global Energy Concepts (GEC) has been retained by utilities in Colorado, Nebraska, and Arizona to site, install, and operate 21 wind monitoring stations as part of the Utility Wind Resource Assessment Program (U*WRAP). Preliminary results indicate wind speed averages at 40 meters (132 ft) of 6.5 - 7.4 m/s (14.5-16.5 mph) in Nebraska and 7.6 - 8.9 m/s (17.0-19.9 mph) in Colorado. The Arizona stations are not yet operational. This paper presents the history and current status of the 21 monitoring stations as well as preliminary data results. Information on wind speeds, wind direction, turbulence intensity, wind shear, frequency distribution, and data recovery rates are provided.

    Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

    This EIS analyzes the potential environmental impacts of a revised proposal for the Keystone XL pipeline and related facilities. The proposed facilities would transport crude oil from the Western Canadian Sedimentary Basin and the Williston Basin to existing pipeline facilities near Steele City, Nebraska, for onward transport to markets in the Texas Gulf Coast area. DOE is a cooperating agency.     The recent work in the Nebraska Sand Hills, just north of the North Platte Valley, has revealed the presence of numerous dune dams--sites where eolian sand has filled Pleistocene paleovalleys and caused the formation of lake basins containing abundant small, interdunal lakes. Although the Platte River is considered the southern margin of the Sand Hills, there is a 1,200 sq km triangular area of large dunes in Lincoln County just south of the South Platte. The authors hypothesize that large dunes migrated southward to fill the North Platte Valley during glacial maximum when both the North and South Platte were dry. As Rocky Mountain snowmelt and Great Plains precipitation increased during deglaciation, a single 65 km-long, 15 km-wide, 50 m-deep lake formed behind the massive dune dam. The tentative chronology suggests that the lake was in existence for at least several thousand years. They have not yet found compelling evidence of catastrophic flooding downstream of the former lake. Evidence of two large Quaternary lakes on the White Nile between Khartoum and Malakal (Sudan) was discovered in the 1960's. Shoreline deposits indicate the lakes were 400--600 km long and up to 50 km wide. Although the lakes have been attributed to repeated blockage of the White Nile by clay-rich Blue Nile deposits, the distribution and age of dune sand near the confluence of these rivers suggest that, as in the Nebraska example, the course of the White Nile was blocked by dunes when the region was desiccated in the Late Pleistocene. Lakes behind permeable dams rise to a level where input equals output. Earthen dams are vulnerable to overtopping and piping. The relatively high permeability of dune sand prevents or delays overtopping, and piping is prevented by the extremely high low hydraulic gradients that typify extant sand dams.

    From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

  6. Environmental Assessment of the Gering-Stegall 115-kV Transmission Line Consolidation Project, Scotts Bluff County, Nebraska

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    Location and trap type of Cretaceous oil and gas fields in the D-J Fairway of Nebraska are related to the occurrence of 12 Permian salt zones. Salt distribution is controlled by the configuration of evaporate basins, truncation at a sub-Jurassic unconformity, and post-Jurassic subsurface dissolution. The Sidney Trough, which marks the eastern (regionally updip) limit of Cretaceous oil production in western Nebraska, is a rootless salt-dissolution collapse feature, whose location and origin is controlled by an abrupt linear facies change from thick, porous Lyons Sandstone to Leonardian salt. Eastward gravity-driven groundwater flow within the Lyons occurred in response to hydraulic gradient and recharge along the Front Range Uplift following Laramide orogeny. Dissolution of salt at the facies change caused collapse of overlying strata, producing fractures through which cross-formational flow occurred. Younger salts were dissolved, enhancing relief across the regional depression and subsidiary synclines. Timing of post-Jurassic dissolution influenced entrapment within D and J sandstone reservoirs. Where Early Cretaceous (pre-reservoir) dissolution occurred, structure at the D and J sandstone level is relatively simple, and stratigraphic traps predominate. Where Late Cretaceous - Tertiary (post-reservoir) dissolution occurred, structure is more complex, formation waters are more saline, oil and gas are localized on dissolution-induced anticlines, and per-well reserves are significantly higher.

    The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999).     The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms. The Conference will feature a wide range of topics such as single cell techniques (including genomics, imaging, and NanoSIMS), microbial diversity at scales ranging from clonal to global, environmental 'meta-omics', biodegradation and bioremediation, metal - microbe interactions, animal microbiomes and symbioses. The Conference will bring together investigators who are at the forefront of their field, and will provide opportunities for junior scientists and graduate students to present their work in poster format and exchange ideas with leaders in the field. Some poster presenters will be selected for short talks. The collegial atmosphere of this Conference, with extensive discussion sessions as well as opportunities for informal gatherings in the afternoons and evenings, provides an ideal setting for scientists from different disciplines to exchange ideas, brainstorm and discuss cross-disciplinary collaborations.

    The US Army Training and Doctrine Command is currently developing, in cooperation with Los Alamos National Laboratory, a Corps level combat simulation to support military analytical studies. This model emphasizes high resolution modeling of the command and control processes, with particular attention to architectural considerations that enable extension of the model. A planned future extension is the inclusion of an computer based planning capability for command echelons that can be dynamical invoked during the execution of then model. Command and control is the process through which the activities of military forces are directed, coordinated, and controlled to achieve the stated mission. To perform command and control the commander must understand the mission, perform terrain analysis, understand his own situation and capabilities as well as the enemy situation and his probable actions. To support computer based planning, data structures must be available to support the computer's ability to understand'' the mission, terrain, own capabilities, and enemy situation. The availability of digitized terrain makes it feasible to apply artificial intelligence technologies to emulate the terrain analysis process, producing data structures for uses in planning. The work derived thus for to support the understanding of terrain is the topic of this paper. 13 refs., 5 figs., 6 tabs.

    The laser cladding process, which consists of adding a melt powder to a substrate in order to improve or change the behavior of the material against corrosion, fatigue and so on, involves a lot of parameters. In order to perform good tracks some parameters need to be controlled during the process. The authors present here a low cost performance system using two CCD matrix cameras. One camera provides surface temperature measurements while the other gives information relative to the powder distribution or geometric characteristics of the tracks. The surface temperature (thanks to Beer Lambert`s law) enables one to detect variations in the mass feed rate. Using such a system the authors are able to detect fluctuation of 2 to 3g/min in the mass flow rate. The other camera gives them information related to the powder distribution, a simple algorithm applied to the data acquired from the CCD matrix camera allows them to see very weak fluctuations within both gaz flux (carriage or protection gaz). During the process, this camera is also used to perform geometric measurements. The height and the width of the track are obtained in real time and enable the operator to find information related to the process parameters such as the speed processing, the mass flow rate. The authors display the result provided by their system in order to enhance the efficiency of the laser cladding process. The conclusion is dedicated to a summary of the presented works and the expectations for the future.

    This Applied Technology Plan describes the process development, verification testing, equipment adaptation, and waste form qualification technical issues and plans for resolution to support the design, permitting, and operation of the Hanford Waste Vitrification Plant. The scope of this Plan includes work to be performed by the research and development contractor, Pacific Northwest Laboratory, other organizations within Westinghouse Hanford Company, universities and companies with glass technology expertise, and other US Department of Energy sites. All work described in this Plan is funded by the Hanford Waste Vitrification Plant Project and the relationship of this Plan to other waste management documents and issues is provided for background information. Work to performed under this Plan is divided into major areas that establish a reference process, develop an acceptable glass composition envelope, and demonstrate feed processing and glass production for the range of Hanford Waste Vitrification Plant feeds. Included in this work is the evaluation and verification testing of equipment and technology obtained from the Defense Waste Processing Facility, the West Valley Demonstration Project, foreign countries, and the Hanford Site. Development and verification of product and process models and other data needed for waste form qualification documentation are also included in this Plan. 21 refs., 4 figs., 33 tabs.

  2. Patterns and perspectives in applied fracture mechanics

    This lecture begins with a overview of applied fracture mechanics pertinent to safety of pressure vessels. It then progresses to a chronological panorama of experimental and analytical results. To be useful and dependable in safety analysis of real structures, new analysis developments must be physically realistic, which means that they must accurately describe physical cause and effect. Consequently, before mathematical modeling can begin, cause and effect must be established from experimental data. This can be difficult and time consuming, but worth the effort. Accordingly, the theme of this paper is that the search for patterns is constant and vital. This theme is illustrated by the development of small, single-specimen, fracture toughness testing techniques. It is also illustrated by the development, based on two different published large-strain, elastic-plastic, three-dimensional finite-element analyses, of a hypothesis concerning three-dimensional loss of constraint. When a generalization of Irwin`s thickness-normalized plastic-zone parameter, reaches a value close to 2{pi}, the through-thickness contraction strain at the apex of the near-tip logarithmic-spiral slip-line region becomes the dominant negative strain accommodating crack opening. Because slip lines passing from the midplane to the stress-free side surfaces do not have to curve, once these slip lines are established, stresses near the crack tip are only elevated by strain hardening and constraint becomes significantly relaxed. This hypothesis, based on published three-dimensional elastic-plastic analyses, provides a potentially valuable means for gaining additional insight into constraint effects on fracture toughness by considering the roles played by the plastic strains as well as the stresses that develop near a crack tip.

    The purpose of this document is to present design specifications and an implementation schedule for the development and implementation of Risk Based Data Management Systems (RBDMS`s) in the states of Alaska, Mississippi, Montana, and Nebraska. The document presents detailed design information including a description of the system database structure, data dictionary, data entry and inquiry screen layouts, specifications for standard reports that will be produced by the system, functions and capabilities (including environmental risk analyses), And table relationships for each database table within the system. This design information provides a comprehensive blueprint of the system to be developed and presents the necessary detailed information for system development and implementation. A proposed schedule for development and implementation also is presented. The schedule presents timeframes for the development of system modules, training, implementation, and providing assistance to the states with data conversion from existing systems. However, the schedule will vary depending upon the timing of funding allocations from the United States Department of Energy (DOE) for the development and implementation phase of the project. For planning purposes, the schedule assumes that initiation of the development and implementation phase will commence November 1, 1993, somewhat later than originally anticipated.
