    It has come to my attention that the Shale Gas Tennessee Pipeline is proposed to pass through several different protected properties in Massachusetts. This is an outrage. Such a pipeline, I feel, is questionable in the best of circumstances, but to run the risk of passing it through several pristine properties is a risk that should not, in good conscience, be considered.     The Neal Hot Springs geothermal system lies in a left-step in a north-striking, west-dipping normal fault system, consisting of the Neal Fault to the south and the Sugarloaf Butte Fault to the north (Edwards, 2013). The Neal Hot Springs 3D geologic model consists of 104 faults and 13 stratigraphic units. The stratigraphy is sub-horizontal to dipping <10 degrees and there is no predominant dip-direction. Geothermal production is exclusively from the Neal Fault south of, and within the step-over, while geothermal injection is into both the Neal Fault to the south of the step-over and faults within the step-over.

    Please plan future needs for New England and National energy based upon renewable and non-green house gas emitting products. Natural gas is neither renewable nor 'clean', and expanding it into the northern parts of the region will require significant blasting which will likely damage aquifers, forests, wildlife/human balance and carbon sequestration. One tool toward sequestering carbon is to keep it in the ground, and locked up in green plants. Destroying farmlands, aquifers, forests and other plants does double the damage. It releases the carbon already in those areas, and diminishes the ability for nature to heal itself. New England has long been a leader in shaping the nation. Let's keep that role up by leading with renewable energy, energy conservation and reminding people that the nation and the planet are based upon shared use, not sequestering all the money or all the power.     This report documents the assessment of baseline energy use at Fort Stewart, a US Army Forces Command facility located near Savannah, Georgia. This is a companion report to Volume 1, Executive Summary, and Volume 3, Integrated Resource Assessment. The US Army Forces Command (FORSCOM) tasked Pacific Northwest Laboratory (PNL) to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. PNL, in support of the US Department of Energy (DOE) Federal Energy Management Program (FEMP), has designed a model program applicable to the federal sector for this purpose. The model program (1) identifies and evaluates all cost-effective energy projects; (2) develops a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) targets 100% of the financing required to implement energy efficiency projects. PNL applied this model program to Fort Stewart. The analysis examines the characteristics of electric, natural gas, oil, propane, and wood chip use for fiscal year (FY) 1990. The results include energy-use intensities for the facilities at Fort Stewart by building type, fuel type, and energy end use. A complete energy consumption reconciliation is presented that accounts for the distribution of all major energy uses and losses among buildings, utilities, and central systems.

    The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    The US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory (PNL), has developed a model program that provides a systematic approach to evaluating energy opportunities that (1) identifies the building groups and end uses that use the most energy (not just have the greatest energy-use intensity), and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. In essence, this model program provides the federal energy manager with a roadmap to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites. The results from this assessment process can easily be turned into a five- to ten-year energy management plan that identifies where to start and how to proceed in order to reach the mandated energy consumption targets. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the US Army US Forces Command (FORSCOM) Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 2, Baseline Detail, and Volume 3, Resource Assessment.

    Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson-Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005) as well as local stress information if applicable. For faults within these focus systems we applied either a normal faulting stress regime where the vertical stress (sv) is larger than the maximum horizontal stress (shmax) which is larger than the minimum horizontal stress (sv>shmax>shmin) or strike-slip faulting stress regime where the maximum horizontal stress (shmax) is larger than the vertical stress (sv) which is larger than the minimum horizontal stress (shmax >sv>shmin) depending on the general tectonic province of the system. Based on visual inspection of the limited stress magnitude data in the Great Basin we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46, which are consistent with complete and partial stress field determinations from Desert Peak, Coso, the Fallon area and Dixie valley (Hickman et al., 2000; Hickman et al., 1998 Robertson-Tait et al., 2004; Hickman and Davatzes, 2011; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012). Based on inversion of fault kinematic data, Edwards (2013) interpreted that two discrete stress orientations are preserved at Neal Hot Springs. An older episode of east-west directed extension and a younger episode of southwest-northeast directed sinistral, oblique -normal extension. This interpretation is consistent with the evolution of Cenozoic tectonics in the region (Edwards, 2013). As such we applied a southwest-northeast (060) directed normal faulting stress regime, consistent with the younger extensional episode, to the Neal Hot Springs faults.     Slip and Dilation Tendency in focus areas Critically stressed fault segments have a relatively high likelihood of acting as fluid flow conduits (Sibson, 1994). As such, the tendency of a fault segment to slip (slip tendency; Ts; Morris et al., 1996) or to dilate (dilation tendency; Td; Ferrill et al., 1999) provides an indication of which faults or fault segments within a geothermal system are critically stressed and therefore likely to transmit geothermal fluids. The slip tendency of a surface is defined by the ratio of shear stress to normal stress on that surface: Ts = τ / σn (Morris et al., 1996). Dilation tendency is defined by the stress acting normal to a given surface: Td = (σ1-σn) / (σ1-σ3) (Ferrill et al., 1999). Slip and dilation were calculated using 3DStress (Southwest Research Institute). Slip and dilation tendency are both unitless ratios of the resolved stresses applied to the fault plane by ambient stress conditions. Values range from a maximum of 1, a fault plane ideally oriented to slip or dilate under ambient stress conditions to zero, a fault plane with no potential to slip or dilate. Slip and dilation tendency values were calculated for each fault in the focus study areas at, McGinness Hills, Neal Hot Springs, Patua, Salt Wells, San Emidio, and Tuscarora on fault traces. As dip is not well constrained or unknown for many faults mapped in within these we made these calculations using the dip for each fault that would yield the maximum slip tendency or dilation tendency. As such, these results should be viewed as maximum tendency of each fault to slip or dilate. The resulting along-fault and fault-to-fault variation in slip or dilation potential is a proxy for along fault and fault-to-fault variation in fluid flow conduit potential.     Ft. Stewart, a United States Army Forces Command (FORSCOM) installation located near Hinesville, Georgia, is currently undergoing an evaluation of its energy usage, which is being performed by Pacific Northwest Laboratory. In order to examine the energy resource opportunities (EROs) at Ft. Stewart, marginal fuel costs must be calculated. The marginal, or avoided, cost of gas service is used in conjunction with the estimated energy savings of an ERO to calculate the dollar value of those savings. In the case of natural gas, the costing becomes more complicated due to the installation of a propane-air mixing station. The propane-air station is being built under a shared energy savings (SES) contract. The building of a propane-air station allows Ft. Stewart to purchase natural gas from their local utility at an interruptible rate, which is lower than the rate for contracting natural gas on a firm basis. The propane-air station will also provide Ft. Stewart with fuel in the event that the natural gas supply is curtailed. While the propane-air station does not affect the actual cost of natural gas, it does affect the cost of services provided by gas. Because the propane-air station and the SES contract affect the cost of gas service, they must be included in the analysis. Our analysis indicates a marginal cost of gas service of 30.0 cents per therm, assuming a total propane usage by the mixing station of 42,278 gallons (38,600 therms) annually. Because the amount of propane that may be required in the event of a curtailment is small relative to the total service requirement, variations in the actual amount should not significantly affect the cost per therm.

    the work in this report was conducted in support of the issues studied by the US Nuclear Regulatory Commission (NRC) J{sub D}/J{sub M} Workers Group during the period 1987--1989. The major issues studies were the J-R curve extrapolation techniques for using small-specimen test results to predict ductile instability in larger structures where the extent of crack extension from the small-specimen test was not sufficient. This included the choice of parameter in characterizing the J-R curve, deformation J, or modified J, J{sub M}. These issues are studied both by comparing small- and large-specimen J-R curves and by using J-R curves from smaller specimens to predict the behavior of larger specimens and pressure vessel models. An additional issue was raised during the course of this work by the testing a low-upper-shelf A 302 shelf. The results from these tests were not typical of ductile fracture in many steel and suggested that small-specimen J-R curves may not predict the behavior of large structures in some cases.     This investigation evaluates alternative displacement techniques with the single-specimen compliance (SSC) procedure which do not require the commonly used load-line displacement measurements in a compact toughness (CT) specimen to determine the J-R curve. The two techniques studied are a double-clip-gage technique involving both crack-mouth displacement and load-line displacement at the edges of the specimen and a technique which requires only crack-mouth displacement. R-curves developed using these techniques are compared to R-curves developed with the normal load-line based deflections. In addition, results of a round-robin program using the SSC procedure are discussed in terms of validating the double-clip-gage technique. R-curves developed from crack-mouth displacements on the J-integral specimen from ASTM E 813 suggest that the standard ASTM E 399 specimen design can be used for both linear-elastic (e.g., K/sub Ic/) and elastic-plastic (e.g., R-curve toughness assessments.

    It is necessary to estimate J-R data for aging and residual life studies, using data from surveillance capsule specimens that reflect the current state of the pressure vessel steel. An improved model is needed that will predict J-R data from Charpy data, tensile properties, material composition, temperature, and fluence. This report describes Phase I of a project to develop such a model, using innovative pattern recognition and surface-fitting codes to identify the key parameters and optimal modeling functions. In Phase I, a readily-available sample of data on reactor pressure vessel and piping steels was collected and analyzed by the pattern recognition code. A preliminary model was fitted to the data, producing a more convenient model that gives a better fit with fewer fitting constants, compared to earlier models. The results are sufficiently encouraging to justify a Phase II project which would produce a calibrated, validated model for J-R data, with significantly better predictive capability and less data scatter than any model now available. The data available for a Phase II effort are evaluated, and found to be adequate for weld metal modeling. A modest testing effort would make the data base adequate for calibrating separate weld and base metal models. 26 refs., 14 figs., 2 tabs.

  4. J-R curve characterization of irradiated low upper shelf welds

    This investigation provides a data base of J-R curve trends from irradiated A 508 and A 533-B weld metals exhibiting low upper shelf Charpy-V (C/sub v/) energy. These welds were made with Linde 80 flux of the same lots used for vessels currently in service. These materials exhibited postirradiation C/sub v/ upper shelf energies of 58 J to 80 J. Compact toughness (CT) specimens of four different sizes (0.5T- to 4T-CT) were characterized. These specimens were irradiated to a fluence of approx. 1 x 10/sup 19/ n/cm/sup 2/ > 1 MeV as part of the NRC-sponsored HSST program. The J-R curves exhibited a power-law behavior for small crack extensions (e.g., < 2 mm). Irradiation decreased the level of the R-curve significantly in most cases. The value of J-integral at the initiation of crack growth (J/sub Ic/) decreased on average by approx. 25% at 200/sup 0/C and by approx. 35% at 288/sup 0/C. The average value of tearing modulus (T/sub avg/) was a more discriminating indication of the degradation due to irradiation, as T/sub avg/ decreased on average by approx. 54% at 200/sup 0/C and by approx. 69% at 288/sup 0/C. A modest size effect associated with larger specimens was indicated for tests in the unirradiated condition, while no size effect was apparent for tests in the irradiated condition. These data comppare favorably with correlations between C/sub v/ upper shelf energy and J-R curve parameters observed from prior studies with 1T-CT specimens. These correlations could enhance the significance of C/sub v/ reactor surveillance data with respect to structural integrity.

    Material ductile fracture toughness can be described by J-integral versus crack extension relationship (J-R curve). As a conventional J-R curve measurement method, unloading compliance (UC) becomes impractical in elevated temperature testing due to relaxation of the material and a friction induced back-up shape of the J-R curve. In addition, the UC method may underpredict the crack extension for standard disk-shaped compact (DC(T)) specimens. In order to address these issues, the normalization method and direct current potential drop (DCPD) technique were applied for determining J-R curves at 24 C and 500 C for 0.18T DC(T) specimens made from type 316L stainless steel. For comparison purchase, the UC method was also applied in 24 C tests. The normalization method was able to yield valid J-R curves in all tests. The J-R curves from the DCPD technique need adjustment to account for the potential drop induced by plastic deformation, crack blunting, etc. and after applying a newly-developed DCPD adjustment procedure, the post-adjusted DCPD J-R curves essentially matched J-R curves from the normalization method. In contrast, the UC method underpredicted the crack extension in all tests resulting in substantial deviation in the derived J-R curves manifested by high Jq values than the normalization or DCPD method. Only for tests where the UC method underpredicted the crack extension by a very small value, J-R curves determined by the UC method were similar to those determined by the normalization or DCPD method.

    This year the Manuel Lujan Jr. Neutron Scattering Center (LANSCE) ran an informal user program because the US Department of Energy planned to close LANSCE in FY1994. As a result, an advisory committee recommended that LANSCE scientists and their collaborators complete work in progress. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and a associated Proton Storage Ring (PSR), which can Iter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory (LANL) may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. This year, a total of 127 proposals were submitted. The proposed experiments involved 229 scientists, 57 of whom visited LANSCE to participate in measurements. In addition, 3 (nuclear physics) participating research teams, comprising 44 scientists, carried out experiments at LANSCE. Instrument beam time was again oversubscribed, with 552 total days requested an 473 available for allocation.

    This instrumentation grant funded the development and installation of a state-of-the-art laser system to be used for the DOE funded research at the J.R. Macdonald Laboratory at Kansas State University. Specifically, we purchased a laser based on the KMLABs Red-Dragon design, which has a high repetition rate of 10-20 kHz crucial for multi-parameter coincidence measurements conducted in our lab. This laser system is carrier-envelope phase (CEP) locked and provides pulses as short as 21 fs directly from the amplifier (see details below). In addition, we have developed a pulse compression setup that provides sub 5 fs pulses and a CEP tagging capability that allows for long measurements of CEP dependent processes.

    An analysis of Chandra ACIS data for two relatively bright and narrow portions of the northwestern rim of G266.2–1.2 (a.k.a. RX J0852.0-4622 or Vela Jr.) reveal evidence of a radial displacement of 2.40 ± 0.56 arcsec between 2003 and 2008. The corresponding expansion rate (0.42 ± 0.10 arcsec yr{sup –1} or 13.6% ± 4.2% kyr{sup –1}) is about half the rate reported for an analysis of XMM-Newton data from a similar, but not identical, portion of the rim over a similar, but not identical, time interval (0.84 ± 0.23 arcsec yr{sup –1}). If the Chandra rate is representative of the remnant as a whole, then the results of a hydrodynamic analysis suggest that G266.2–1.2 is between 2.4 and 5.1 kyr old if it is expanding into a uniform ambient medium (whether or not it was produced by a Type Ia or Type II event). If the remnant is expanding into the material shed by a steady stellar wind, then the age could be as much as 50% higher. The Chandra expansion rate and a requirement that the shock speed be greater than or equal to 1000 km s{sup –1} yields a lower limit on the distance of 0.5 kpc. An analysis of previously published distance estimates and constraints suggests G266.2–1.2 is no further than 1.0 kpc. This range of distances is consistent with the distance to the nearer of two groups of material in the Vela Molecular Ridge (0.7 ± 0.2 kpc) and to the Vel OB1 association (0.8 kpc)

A call for proposals was issued before the scheduled run cycles, and experiment proposals were submitted by scientists from universities, industry, and other research facilities around the world. An external program advisory committee, which LANSCE shares with the Intense Pulsed Neutron Source (IPNS), Argonne National Laboratory examined the proposals and made recommendations. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and an associated Proton Storage Ring (PSR), which can alter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each six-month LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. One hundred thirty-four proposals were submitted for unclassified research and twelve proposals for research of a programmatic nature to the Laboratory. Our definition of beam availability is when the proton current from the PSR exceeds 50% of the planned value. The PSR ran at 65{mu}A current (average) at 20 Hz for most of 1990. All of the scheduled experiments were performed and experiments in support of the LANSCE research program were accomplished during the discretionary periods.

    Site-specific, long-term, continuous, and high-resolution measurements of solar irradiance are important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: Equipment will be used by Jackson State University for solar radiation data monitoring. This is a continuing effort of the Historically Black Colleges and Universities Solar Measurement Network; Provide high quality ground-truth data for satellite remote sensing validation; Support development of radiative transfer models for estimating solar irradiance from available meteorological observations; Provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center (MIDC) (www.nrel.gov/midc) or the Renewable Resource Data Center (RReDC ) (http://rredc.nrel.gov). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests.

    We correct certain errors and ambiguities in the recent pedagogical article by Hopkins and de Bruyn.
