    Fine resolution Synthetic Aperture Radar (SAR) systems necessarily require wide bandwidths that often overlap spectrum utilized by other wireless services. These other emitters pose a source of Radio Frequency Interference (RFI) to the SAR echo signals that degrades SAR image quality. Filtering, or excising, the offending spectral contaminants will mitigate the interference, but at a cost of often degrading the SAR image in other ways, notably by raising offensive sidelobe levels. This report proposes borrowing an idea from nonlinear sidelobe apodization techniques to suppress interference without the attendant increase in sidelobe levels. The simple post-processing technique is termed Apodized RFI Filtering (ARF).

    The U.S. Nuclear Regulatory Commission’s (NRC’s) regulations in Part 50, “Domestic Licensing of Production and Utilization Facilities,” of Title 10 of the Code of Federal Regulations (10 CFR Part 50) state that structures, systems, and components important to safety in a nuclear power plant are to be designed to accommodate the effects of environmental conditions (i.e., remain functional under all postulated service conditions) and that design control measures such as testing are to be used to check the adequacy of design. Regulatory Guide (RG) 1.180 was developed to provide guidance to licensees and applicants on methods acceptable to the NRC staff for complying with the NRC’s regulations on design, installation, and testing practices for addressing the effects of electromagnetic and radio-frequency interference (EMI/RFI) and power surges on safety-related instrumentation and control (I&C) systems. The first revision of RG 1.180 was issued in January 2000 and a second revision was issued in October 2003*. The second revision differed from the first revision in endorsing Military Standard (MIL-STD)-461E and the International Electrotechnical Commission (IEC) Standard (Std) 61000 series of EMI/RFI test methods, extending the guidance to cover signal line testing, incorporating frequency ranges where portable communications devices are experiencing increasing use, and relaxing the operating envelopes (test levels) when experience and confirmatory research warranted. It also offered exemptions from specific test criteria based on technical considerations such as plant conditions and the intended location of the safety-related I&C equipment. Since the last revision, new requirements have been identified, associated RGs have been created and updated, and additional industry guidance has been developed.     On July 9, 2015, the Office of Electricity Delivery and Energy Reliability issued a Request for Information (RFI), asking for comments on the possible establishment of a reserve of large power transformers that would support the nation’s bulk power system. On September 23, 2015, the Office of Electricity Delivery and Energy Reliability reopened the comment period for a period of 14 days. Large power transformers (LPTs), which are a critical component of the power grid, are a concern because transformer failures can interrupt electricity service to a large number of customers and replacing one quickly could be difficult. The RFI responded to the recommendation in the Energy Department’s Quadrennial Energy Review to evaluate a national initiative to mitigate the risks associated with the loss of transformers.     The data transmission in coherent fiber-optical communication lines using solitons with a variable phase is studied. It is shown that nonlinear coherent structures (solitons) can be applied for effective signal transmission over a long distance using amplitude and optical-phase keying of information. The optimum ratio of the pulse width to the bit slot at which the spectral efficiency (transmitted bits per second and hertz) is maximal is determined. It is shown that soliton fiber-optical communication lines can ensure data transmission at a higher spectral efficiency as compared to traditional communication lines and at a high signal-to-noise ratio.

    Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure.   The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard.   This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

    This review is divided into three sections: technologies for monitoring physiological parameters; biosensors for chemical assays and wireless communications technologies including image transmissions. Applications range from monitoring high risk patients for heart, respiratory activity and falls to sensing levels of physical activity in military, rescue, and sports personnel. The range of measurements include, heart rate, pulse wave form, respiratory rate, blood oxygen, tissue pCO2, exhaled carbon dioxide and physical activity. Other feasible measurements will employ miniature chemical laboratories on silicon or plastic chips. The measurements can be extended to clinical chemical assays ranging from common blood assays to protein or specialized protein measurements (e.g., troponin, creatine, and cytokines such as TNF and IL6). Though the feasibility of using wireless technology to communicate vital signs has been demonstrated 32 years ago (1) it has been only recently that practical and portable devices and communications net works have become generally available for inexpensive deployment of comfortable and affordable devices and systems.

    The paper briefly describes the scada system operated by ComEd for substation communications. This system has proven a reliable means for monitor and control of the generation, transmission, and distribution system. An attempt to automate stand-alone substation functions into the RTU has had limited success. An automated substation capacitor control algorithm was incorporated into a PC. The PC directly interfaced with the RTU through the serial port for analog monitoring and control of the capacitor banks. There were no further enhancements or development of other control algorithms with the PC. The paper discusses the power system data evolution, the proposed design improvements, and implementation concerns.

    When persons in the waste management industry have a conversation concerning matters of the industry, thoughts being communicated are understood among those in the industry. However, when persons in waste management communicate with those outside the industry, communication may suffer simply because of poor practices such as the use of jargon, euphemisms, acronyms, abbreviations, language usage, not knowing audience, and public perception. This paper deals with ways the waste management industry can communicate risk to the public without obfuscating issues. The waste management industry should feel obligated to communicate certain meanings within specific contexts and, then, if the context changes, should not put forth a new, more appropriate meaning to the language already used. Communication of the waste management industry does not have to be provisional. The authors suggest verbal risks in communicating risk can be reduced significantly or eliminated by following a few basic communication principles. The authors make suggestions and give examples of ways to improve communication with the general public by avoiding or reducing jargon, euphemisms, and acronyms; knowing the audience; avoiding presumptive knowledge held by the audience; and understanding public perception of waste management issues.

    In this note the authors describe the results of some tests of the message-passing performance of the Intel Paragon. These tests have been carried out under both the Intel-supplied OSF/1 operating system with an NX library, and also under an operating system called SUNMOS (Sandia UNM Operating System). For comparison with the previous generation of Intel machines, they have also included the results on the Intel Touchstone Delta. The source code used for these tests is identical for all systems. As a result of these tests, the authors can conclude that SUNMOS demonstrates that the Intel Paragon hardware is capable of very high bandwidth communication, and that the message coprocessor on Paragon nodes can be used to give quite respectable latencies. Further tuning can be expected to yield even better performance.

    There are currently two proposed standards for agent communication languages, namely, KQML (Finin, Lobrou, and Mayfield 1994) and the FIPA ACL. Neither standard has yet achieved primacy, and neither has been evaluated extensively in an open environment such as the Internet. It seems prudent therefore to design a general-purpose agent communications facility for new agent architectures that is flexible yet provides an architecture that accepts many different specializations. In this paper we exhibit the salient features of an agent communications architecture based on distributed metaobjects. This architecture captures design commitments at a metaobject level, leaving the base-level design and implementation up to the agent developer. The scope of the metamodel is broad enough to accommodate many different communication protocols, interaction protocols, and knowledge sharing regimes through extensions to the metaobject framework. We conclude that with a powerful distributed object substrate that supports metaobject communications, a general framework can be developed that will effectively enable different approaches to agent communications in the same agent system. We have implemented a KQML-based communications protocol and have several special-purpose interaction protocols under development.

    A highly versatile, highly portable emergency communication system which permits deployment in a very short time to cover both wide areas and distant isolated areas depending upon mission requirements. The system employs a plurality of lightweight, fully self-contained repeaters which are deployed within the mission area to provide communication between field teams, and between each field team and a mobile communication control center. Each repeater contains a microcomputer controller, the program for which may be changed from the control center by the transmission of digital data within the audible range (300-3,000 Hz). Repeaters are accessed by portable/mobile transceivers, other repeaters, and the control center through the transmission and recognition of digital data code words in the subaudible range.

The extended step-out distances of subsea completions is increasing the volume and complexity of subsea data communications beyond the capacity of conventional systems. Improved reservoir management using intelligent sensors, metering, and process equipment, requiring real-time monitoring and control, dictates the use of wideband communication. Fiber optics offers the necessary volume of data transmission, with the high-noise immunity needed for data integrity and safe operation, under the severe Electro-Magnetic Interference (EMI) environments created where high power motors and power cables are used subsea. The marinizing of optical, opto-electronic communication components for production control, data acquisition of subsea completions for the offshore oil industry are described.

    Since the enactment of NEPA and other environmental legislation, the concept of `risk communication` has expanded from simply providing citizens with scientific information about risk to exploring ways of making risk information genuinely meaningful to the public and facilitating public involvement in the very processes whereby risk is analyzed and managed. Contemporary risk communication efforts attempt to find more effective ways of conveying increasingly complex risk information and to develop more democratic and proactive approaches to community involvement, in particular to ensuring the participation of diverse populations in risk decisions. Although considerable progress has been made in a relatively short time, risk communication researchers and practitioners currently face a number of challenges in a time of high expectations, low trust, and low budgets.

    Not-normally-manned platforms are not a new development. However, their use in harsher environments has until recently, been limited. Development of reliable communications networks capable of handling the large amounts of data required for process control in real time with distributed control systems (DCSs) has been a key factor in making the concept viable for harsher, more remote environments. The article below examines the transparent communications network and DCS installed on Pickerill field, offshore UK, by Fisher-Rosemount Systems and its operational parameters. Pickerill field, some 50 mi off the Lincolnshire coast, comprises two small unmanned platforms producing gas under remote control from Arco`s operations base at Great Yarmouth about 60 mi south. Reliable communication is required both with the two platforms offshore and with Conoco`s gas processing operators at Theddlethorpe. Fundamental to project success was the ability of the process control system to provide entirely secure and transparent communication with equipment offshore and thus enable operators at Great Yarmouth to interact with the process as if it were local to their control center.

    Laboratory and field demonstration results obtained as part of the DARPA-sponsored Coherent Communications, Imaging and Targeting (CCIT) program are reviewed. The CCIT concept uses a Phase Conjugation Engine based on a quadrature receiver array, a hologram processor and a spatial light modulator (SLM) for high-speed, digital beam control. Progress on the enabling MEMS SLM, being developed by a consortium consisting of LLNL, academic institutions and small businesses, is presented.

    We show how to extend the paradigm of software-defined communication to include quantum communication systems. We introduce the decomposition of a quantum communication terminal into layers separating the concerns of the hardware, software, and middleware. We provide detailed descriptions of how each component operates and we include results of an implementation of the super-dense coding protocol. We argue that the versatility of software-defined quantum communication test beds can be useful for exploring new regimes in communication and rapidly prototyping new systems.

  5. Using multicast in the global communications infrastructure for group communication

    International Monitoring System (IMS) stations and the International Data Centre (IDC) of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization generate data and products that must be transmitted to one or more receivers. The application protocols used to transmit the IMS data and IDC products will be CD-x and IMS-x and the World Wide Web (WWW). These protocols use existing Internet applications and Internet protocols to send their data. The primary Internet applications in use are electronic mail (e-mail) and the file transfer protocol (ftp). The primary Internet communication protocol in use is the Transmission Control Protocol (TCP), which provides reliable delivery to the receiver. These Internet applications and protocol provide unicast (point-to-point) communication. A message sent using unicast has a single recipient; any message intended for more than one recipient must be sent to each recipient individually. In the current design, the IDC and the National Data Centres (NDC's) provide data forwarding to the appropriate receivers. The overhead associated with using unicast to transmit messages to multiple receivers either directly or through a forwarder increases linearly with the number of receivers. In addition, using a forwarding site introduces possible delays and possible points of failure in the path to the receivers. Reliable multicast provides communication services similar to TCP but for a group of receivers. The reliable multicast protocol provides group membership services and message delivery ordering. If an IMS station were to send its data using reliable multicast instead of unicast, only sites that are members of the multicast group would receive the data at approximately the same time. This might provide an efficient means of disseminating station data or IDC data products to all receivers and eliminate or greatly reduce the need for data forwarding.     The F-Area Tank Farms (FTF) and H-Area Tank Farm (HTF) are owned by the U.S. Department of Energy (DOE) and operated by Savannah River Remediation LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF and HTF are active radioactive waste storage and treatment facilities consisting of 51 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. Performance Assessments (PAs) for each Tank Farm have been prepared to support the eventual closure of the underground radioactive waste tanks and ancillary equipment. PAs provide the technical bases and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements for final closure of the Tank Farms. The Tank Farms are subject to a number of regulatory requirements. The State regulates Tank Farm operations through an industrial waste water permit and through a Federal Facility Agreement approved by the State, DOE and the Environmental Protection Agency (EPA). Closure documentation will include State-approved Tank Farm Closure Plans and tank-specific closure modules utilizing information from the PAs. For this reason, the State of South Carolina and the EPA must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. PAs are performance-based, risk-informed analyses of the fate and transport of FTF and HTF residual wastes following final closure of the Tank Farms. Since the PAs serve as the primary risk assessment tools in evaluating readiness for closure, it is vital that PA conclusions be communicated effectively.     The secure distribution of the secret random bit sequences known as {open_quotes}key{close_quotes} material, is an essential precursor to their use for the encryption and decryption of confidential communications. Quantum cryptography is an emerging technology for secure key distribution with single-photon transmissions, nor evade detection (eavesdropping raises the key error rate above a threshold value). We have developed experimental quantum cryptography systems based on the transmission of non-orthogonal single-photon states to generate shared key material over multi-kilometer optical fiber paths and over line-of-sight links. In both cases, key material is built up using the transmission of a single-photon per bit of an initial secret random sequence. A quantum-mechanically random subset of this sequence is identified, becoming the key material after a data reconciliation stage with the sender. In our optical fiber experiment we have performed quantum key distribution over 24-km of underground optical fiber using single-photon interference states, demonstrating that secure, real-time key generation over {open_quotes}open{close_quotes} multi-km node-to-node optical fiber communications links is possible. We have also constructed a quantum key distribution system for free-space, line-of-sight transmission using single-photon polarization states, which is currently undergoing laboratory testing. 7 figs.

    This report describes the purpose and results of the two-year, Sandia-sponsored Laboratory Directed Research and Development (LDRD) project entitled Understanding Communication in Counterterrorism Crisis Management The purpose of this project was to facilitate the capture of key communications among team members in simulated training exercises, and to learn how to improve communication in that domain. The first section of this document details the scenario development aspects of the simulation. The second section covers the new communication technologies that were developed and incorporated into the Weapons of Mass Destruction Decision Analysis Center (WMD-DAC) suite of decision support tools. The third section provides an overview of the features of the simulation and highlights its communication aspects. The fourth section describes the Team Communication Study processes and methodologies. The fifth section discusses future directions and areas in which to apply the new technologies and study results obtained as a result of this LDRD.

Recently much focus has been directed at advancing communication technology in the area of mobile wireless networks. This report discusses various protocols used in mobile communications and proposes a number of extensions to existing protocols. A detailed discussion is also included on desirable protocol characteristics and evaluation criteria. In addition, the report includes a discussion on several network simulation tools that maybe used to evaluate network protocols.

    Improper risk communication can create more problems than the original event created and is a growing problem. Proper risk communication is a key area of crisis management and cannot be overlooked in this new age of chemical awareness. An environmental risk communicator should keep these factors in mind: never discount people's fears; rule out direct health threats, when possible; understand people's concerns; understand toxicology; be able to communicate. If you are responsible for hiring communicators, be sure to test them. Ask them how they would deal with a situation in which levels of a chemical are below those known to produce harm. A risk communicator must present this to people in an understanding fashion, be sensitive to human concerns and be knowledgeable about toxic risks.

    To be able to chart the most profitable future directions for societal transformation and corresponding scientific research, five multidisciplinary themes focused on major goals have been identified to fulfill the overall motivating vision of convergence described in the previous pages. The first, “Expanding Human Cognition and Communication,” is devoted to technological breakthroughs that have the potential to enhance individuals’ mental and interaction abilities. Throughout the twentieth century, a number of purely psychological techniques were offered for strengthening human character and personality, but evaluation research has generally failed to confirm the alleged benefits of these methods (Druckman and Bjork 1992; 1994). Today, there is good reason to believe that a combination of methods, drawing upon varied branches of converging science and technology, would be more effective than attempts that rely upon mental training alone.

    A novel technique and structure that maximizes the extraction of information from reference pulses for UWB-TR receivers is introduced. The scheme efficiently processes an incoming signal to suppress different types of UWB as well as non-UWB interference prior to signal detection. Such a method and system adds a feedback loop mechanism to enhance the signal-to-noise ratio of reference pulses in a conventional TR receiver.     A communication switch apparatus and a method for use in a geographically extensive serial, parallel or hybrid communication network linking a multi-processor or parallel processing system has a very low software processing overhead in order to accommodate random burst of high density data. Associated with each processor is a communication switch. A data source and a data destination, a sensor suite or robot for example, may also be associated with a switch. The configuration of the switches in the network are coordinated through a master processor node and depends on the operational phase of the multi-processor network: data acquisition, data processing, and data exchange. The master processor node passes information on the state to be assumed by each switch to the processor node associated with the switch. The processor node then operates a series of multi-state switches internal to each communication switch. The communication switch does not parse and interpret communication protocol and message routing information. During a data acquisition phase, the communication switch couples sensors producing data to the processor node associated with the switch, to a downlink destination on the communications network, or to both. It also may couple an uplink data source to its processor node. During the data exchange phase, the switch couples its processor node or an uplink data source to a downlink destination (which may include a processor node or a robot), or couples an uplink source to its processor node and its processor node to a downlink destination.

    In the event of large-scale natural or manmade catastrophic events, access to reliable and enduring commercial communication systems is critical. Hurricane Katrina provided a recent example of the need to ensure communications during a national emergency. To ensure that communication demands are met during these critical times, Idaho National Laboratory (INL) under the guidance of United States Strategic Command has studied infrastructure issues, concerns, and vulnerabilities associated with an airborne wireless communications capability. Such a capability could provide emergency wireless communications until public/commercial nodes can be systematically restored. This report focuses on the airborne cellular restoration concept; analyzing basic infrastructure requirements; identifying related infrastructure issues, concerns, and vulnerabilities and offers recommended solutions.

    This is a report by six US scientists and engineers concerning the current state of the art and projections of future Soviet satellite communications technologies. The panel members are experts in satellite stabilization, spacecraft environments, space power generation, launch systems, spacecraft communications sciences and technologies, onboard processing, ground stations, and other technologies that impact communications. The panel assessed the Soviet ability to support high-data-rate space missions at 128 Mbps by evaluating current and projected Soviet satellite communications technologies. A variety of space missions were considered, including Earth-to-Earth communications via satellites in geostationary or highly elliptical orbits, those missions that require space-to-Earth communications via a direct path and those missions that require space-to-Earth communications via a relay satellite. Soviet satellite communications capability, in most cases, is 10 years behind that of the United States and other industrialized nations. However, based upon an analysis of communications links needed to support these missions using current Soviet capabilities, it is well within the current Soviet technology to support certain space missions outlined above at rates of 128 Mbps or higher, although published literature clearly shows that the Soviet Union has not exceeded 60 Mbps in its current space system. These analyses are necessary but not sufficient to determine mission data rates, and other technologies such as onboard processing and storage could limit the mission data rate well below that which could actually be supported via the communications links. Presently, the Soviet Union appears to be content with data rates in the low-Earth-orbit relay via geostationary mode of 12 Mbps. This limit is a direct result of power amplifier limits, spacecraft antenna size, and the utilization of K{sub u}-band frequencies. 91 refs., 16 figs., 15 tabs.

We detail how to decompose quantum communication terminals into functional layers defining hardware, software, and middleware concerns, and we describe how each layer behaves. Using the super-dense coding protocol as a test case, we describe implementations of both the transmitter and receiver, and we present results from numerical simulations of the behavior. We find that while the theoretical benefits of super dense coding are maintained, there is a classical overhead associated with the full implementation.

    A method, apparatus and program product for detecting a communication event in a distributed parallel data processing system in which a message is sent from an origin to a target. A low-level application programming interface (LAPI) is provided which has an operation for associating a counter with a communication event to be detected. The LAPI increments the counter upon the occurrence of the communication event. The number in the counter is monitored, and when the number increases, the event is detected. A completion counter in the origin is associated with the completion of a message being sent from the origin to the target. When the message is completed, LAPI increments the completion counter such that monitoring the completion counter detects the completion of the message. The completion counter may be used to insure that a first message has been sent from the origin to the target and completed before a second message is sent.

    Wireless communication systems and methods utilize one or more remote terminals, one or more base terminals, and a communication channel between the remote terminal(s) and base terminal(s). The remote terminal applies a direct sequence spreading code to a data signal at a spreading factor to provide a direct sequence spread spectrum (DSSS) signal. The DSSS signal is transmitted over the communication channel to the base terminal which can be configured to despread the received DSSS signal by a spreading factor matching the spreading factor utilized to spread the data signal. The remote terminal and base terminal can dynamically vary the matching spreading factors to adjust the data rate based on an estimation of operating quality over time between the remote terminal and base terminal such that the amount of data being transmitted is substantially maximized while providing a specified quality of service.

Furthermore, the ability of time reversal to compensate for multi-path distortion (overcoming reverberation) will be demonstrated and the rate of signal communication will be presented.   20. Communication Simulations for Power System Applications

    New smart grid technologies and concepts, such as dynamic pricing, demand response, dynamic state estimation, and wide area monitoring, protection, and control, are expected to require considerable communication resources. As the cost of retrofit can be high, future power grids will require the integration of high-speed, secure connections with legacy communication systems, while still providing adequate system control and security. While considerable work has been performed to create co-simulators for the power domain with load models and market operations, limited work has been performed in integrating communications directly into a power domain solver. The simulation of communication and power systems will become more important as the two systems become more inter-related. This paper will discuss ongoing work at Pacific Northwest National Laboratory to create a flexible, high-speed power and communication system co-simulator for smart grid applications. The framework for the software will be described, including architecture considerations for modular, high performance computing and large-scale scalability (serialization, load balancing, partitioning, cross-platform support, etc.). The current simulator supports the ns-3 (telecommunications) and GridLAB-D (distribution systems) simulators. Ongoing and future work will be described, including planned future expansions for a traditional transmission solver. A test case using the co-simulator, utilizing a transactive demand response system created for the Olympic Peninsula and AEP gridSMART demonstrations, requiring two-way communication between distributed and centralized market devices, will be used to demonstrate the value and intended purpose of the co-simulation environment.
