This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

    On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies, as summarized herein. The contract also required cooperation with the U.S. Coast Guard (USCG) and two recipients of awards (Pacific Energy Ventures and reVision) in a sub-topic area to develop a protocol to identify streamlined, best-siting practices. Over the period of this contract, PCCI and our sub-consultants, David Basco, Ph.D., and Neil Rondorf of Science Applications International Corporation, met with USCG headquarters personnel, with U.S. Army Corps of Engineers headquarters and regional personnel, with U.S. Navy regional personnel and other ocean users in order to develop an understanding of existing practices for the identification of navigational impacts that might occur during construction, operation, maintenance, and decommissioning. At these same meetings, “standard” and potential mitigation measures were discussed so that guidance could be prepared for project developers.     A robot platform includes perceptors, locomotors, and a system controller, which executes instructions for autonomously navigating a robot. The instructions repeat, on each iteration through an event timing loop, the acts of defining an event horizon based on the robot's current velocity, detecting a range to obstacles around the robot, testing for an event horizon intrusion by determining if any range to the obstacles is within the event horizon, and adjusting rotational and translational velocity of the robot accordingly. If the event horizon intrusion occurs, rotational velocity is modified by a proportion of the current rotational velocity reduced by a proportion of the range to the nearest obstacle and translational velocity is modified by a proportion of the range to the nearest obstacle. If no event horizon intrusion occurs, translational velocity is set as a ratio of a speed factor relative to a maximum speed.

    Data visualization is an emerging technology with high potential for addressing the information overload problem. This project extends the data visualization work of the Navigating Science project by coupling it with more traditional information retrieval methods. A citation-derived landscape was augmented with documents using a text-based similarity measure to show viability of extension into datasets where citation lists do not exist. Landscapes, showing hills where clusters of similar documents occur, can be navigated, manipulated and queried in this environment. The capabilities of this tool provide users with an intuitive explore-by-navigation method not currently available in today`s retrieval systems.

All building characterization activities will be conducted in accordance with the rules of the Hazardous Substance Remedial Action Program under the direction of the Tennessee Department of Environment and Conservation, Division of Superfund (TN Rules 1200-1-3) and its implementing regulations. Additional rules of the state of Tennessee, Comprehensive Environmental Response, Compensation, and Liability Act of 1980, and the U.S. Environmental Protection Agency guidance were consulted during development of this plan. Activities at the DWI site were concerned with scrap metal processing and scrap metal resale.

    This remedial investigation (RI)/feasibility study (FS) supports the selection of remedial actions for the David Witherspoon, Inc. 901 Maryville Pike Site in Knoxville, Tennessee. Operations at the site, used as a recycling center, have resulted in past, present, and potential future releases of hazardous substances in to the environment. This Site is a Tennessee Superfund site. A phased approach was planned to (1) gather existing data from previous investigations managed by the Tenn. Dept. of Environment and Conservation; (2) perform a preliminary RI, including risk assessments, and an FS with existing data to identify areas where remedial action may be necessary; (3) gather additional field data to adequately define the nature and extent of risk-based contaminants that present identifiable threats to human and/or ecological receptors; and (4) develop remedial action alternatives to reduce risks to acceptable levels.

    This report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a contionuous mining machine, and a decision to concentrate intitial attempts on the tasks of autonomous face navigation is defended. This report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

We believe that the best way to honor any scientist is to see their work carried forward by others. As this paper demonstrates, it has been an easy task to find a host of Idaho researchers and students eager to contribute to this tribute paper. We organize this paper by ongoing or recent projects that continue to benefit left to Idaho by Dr. David Blackwell.

    The 48-acre David Witherspoon, Inc. (DWI) 1630 Site operated as an unregulated industrial landfill and scrap yard. The Tennessee Division of Superfund (TDSF) closed the landfill in 1974. During the period of operation, the site received solid and liquid wastes from salvage and industrial operations. The site consists of five separate tracts of land including a small portion located across the Norfolk Southern Railroad track. The landfill occupies approximately 5 acres of the site, and roughly 20 acres of the 48 acres contains surface and buried debris associated with the DWI dismantling business operation. Beginning in 1968, the state of Tennessee licensed DWI to receive scrap metal at the DWI 1630 Site, contaminated with natural uranium and enriched uranium (235U) not exceeding 0.1 percent by weight (TDSF 1990). The U.S. Department of Energy (DOE) has agreed to undertake remedial actions at the DWI 1630 Site as specified under a Consent Order with the Tennessee Department of Environment and Conservation (TDEC) (Consent Order No. 90-3443, April 4, 1991), and as further delineated by a Memorandum of Understanding (MOU) between DOE and the State of Tennessee (MOU Regarding Implementation of Consent Orders, October 6, 1994). The soil and debris removal at the DWI 1630 Site is being performed by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. Remediation consists of removing contaminated soil and debris from the DWI 1630 site except for the landfill area and repairing the landfill cap. The DWI 1630 remediation waste that is being disposed at the Environmental Management Waste Management Facility (EMWMF) as defined as waste lot (WL) 146.1 and consists primarily of soils and soil like material, incidental debris and secondary waste generated from the excavation of debris and soil from the DWI 1630 site.     To make use of some portions of the National Nuclear Security Administration (NNSA) Knowledge Base (KB) for which no current operational monitoring applications were available, Sandia National Laboratories have developed a set of prototype regional analysis tools (MatSeis, EventID Tool, CodaMag Tool, PhaseMatch Tool, Dendro Tool, Infra Tool, etc.), and we continue to maintain and improve these. Individually, these tools have proven effective in addressing specific monitoring tasks, but collectively their number and variety tend to overwhelm KB users, so we developed another application - the KB Navigator - to launch the tools and facilitate their use for real monitoring tasks. The KB Navigator is a flexible, extensible java application that includes a browser for KB data content, as well as support to launch any of the regional analysis tools. In this paper, we will discuss the latest versions of KB Navigator and the regional analysis tools, with special emphasis on the new overarching inter-tool communication methodology that we have developed to make the KB Navigator and the tools function together seamlessly. We use a peer-to-peer communication model, which allows any tool to communicate with any other. The messages themselves are passed as serialized XML, and the conversion from Java to XML (and vice versa) is done using Java Architecture for XML Binding (JAXB).

    The objective of Phase II is to develop and demonstrate real-time measurement-while-drilling (MWD) for guidance and navigation of drill strings during horizontal drilling operations applicable to both short and long holes. The end product of Phase II is a functional drill-string assembly outfitted with a commercial version of Drill String Radar (DSR). Project Objectives Develop and demonstrate a dual-phase methodology of in-seam drilling, imaging, and structure confirmation. This methodology, illustrated in Figure 1, includes: (1) Using RIM to image between drill holes for seam thickness estimates and in-seam structures detection. Completed, February 2005; and (2) Using DSR for real-time MWD guidance and navigation of drillstrings during horizontal drilling operations. Completed, November 2008. As of November 2008, the Phase II portion of Contract DE-FC26-04NT42085 is about 99% complete, including milestones and tasks original outlined as Phase II work. The one percent deficiency results from MSHA-related approvals which have yet to be granted (at the time of reporting). These approvals are pending and are do not negatively impact the scope of work or project objectives.

    Improvements to the Arthur Kill Channel from the confluence of the Kill Van Kull Channel, the Arthur Kill Channel, and Newark Bay, along the Arthur Kill to the vicinity of Howland Hook Marine Terminal on Staten Island, New York are proposed. In addition, the study area was extended south from Howland Hook Terminal for approximately one mile in order to serve two oil terminals. The recommended improvements would include deepening to various depths down to 45 feet mean low water (MLW), widening the channel for unrestricted two-way traffic, and the creation of a turning basin. Specifically, a 41-foot MLW deep channel would be dredged in the previously authorized 35-foot MLW project in the Arthur Kill Channel from its confluence with the Newark Bay and Kill Van Kull channels to the Howland Hook Marine Terminal for a distance of approximately 2.1 miles. Also recommended are selected widenings and realignments of the channel at a depth of 41 feet in the interest of navigational safety. Additionally, a 40-foot MLW channel is proposed in the previously authorized 35-foot MLW project in the Arthur Kill Channel from the Howland Hook Marine Terminal to the Exxon Bayway and Gulfport facilities for a distance of approximately one mile. The channel would be selectively realigned to a 40-foot depth for navigational safety. No final determination has been made regarding the disposal of dredged material due to the uncertainty of available upland sites at this time. The turning basin would lie in the Kill Van Kull Channel at Bergen Point, where vessels turn from Kill Van Kull into Arthur Kill and Newark Bay. Total cost of the recommended plan is $49.4 million; the benefit-cost ratio is 4.35. The plan would take 4 years for completion and would have a projected life of 50 years.

    One of the fundamental aspects of robot teleoperation is the ability to successfully navigate a robot through an environment. We define successful navigation to mean that the robot minimizes collisions and arrives at the destination in a timely manner. Often video and map information is presented to a robot operator to aid in navigation tasks. This paper addresses the usefulness of map and video information in a navigation task by comparing a side-by-side (2D) representation and an integrated (3D) representation in both a simulated and a real world study. The results suggest that sometimes video is more helpful than a map and other times a map is more helpful than video. From a design perspective, an integrated representation seems to help navigation more than placing map and video side-by-side.

    The Chemical Analysis Automation (CAA) project is developing standardized, software-driven, site-deployable robotic laboratory systems with the objective of lowering the per-sample analysis cost, decreasing sample turnaround time, and minimizing human exposure to hazardous and radioactive materials associated with DOE remediation projects. The first integrated system developed by the CAA project is designed to determine polychlorinated biphenyls (PCB) content in soil matrices. A demonstration and development testing of this system was conducted in conjuction with surface soil characterization activities at the David Witherspoon 1630 Site in Knoxville, Tennessee. The PCB system consists of five hardware standard laboratory modules (SLMs), one software SLM, the task sequence controller (TSC), and the human-computer interface (HCI). Four of the hardware SLMs included a four-channel Soxhlet extractor, a high-volume concentrator, a column cleanup, and a gas chromatograph. These SLMs performed the sample preparation and measurement steps within the total analysis protocol. The fifth hardware module was a robot that transports samples between the SLMs and the required consumable supplies to the SLMs. The software SLM is an automated data interpretation module that receives raw data from the gas chromatograph SLM and analyzes the data to yield the analyte information. The TSC is a software system that provides the scheduling, management of system resources, and the coordination of all SLM activities. The HCI is a graphical user interface that presents the automated laboratory to the analyst in terms of the analytical procedures and methods. Human control of the automated laboratory is accomplished via the HCI. Sample information required for processing by the automated laboratory is entered through the HCI. Information related to the sample and the system status is presented to the analyst via graphical icons.

    I attended the Meeting on 8/8/14 in Bismarck. I didn’t Know what the Quadrennial Review was so I did some research prior to the meeting. I realized I didn’t know what the DOE did. Since it was started in 1977 it appears to have a goal of Cheap and Clean Energy. A current goal appears to be to reduce use of Coal instead of Working on Clean coal. A goal of more electric cars would mean using coal to generate electricity to reduce use of gasoline. Ports are being built to ship more coal to places like China. If coal is a cheap source of power, do we give China an economic advantage while we use more expensive alternatives? Do we reduce emissions from Coal in the U.S. but allow China and other countries to pollute the earth with U.S. coal? Using more natural gas for electricity will raise the price of home heating. Ethanol and biofuels raise the price of food.

    On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies. A technical report addressing our findings is available on this Science and Technology Information site under the Product Title, "Marine and Hydrokinetic Renewable Energy Technologies: Potential Navigational Impacts and Mitigation Measures". This product is a brochure, primarily for project developers, that summarizes important issues in that more comprehensive report, identifies locations where that report can be downloaded, and identifies points of contact for more information.

    Purpose: To describe a method for combining sliding window plans [intensity modulated radiation therapy (IMRT) or volumetric modulated arc therapy (VMAT)] for use in treatment plan averaging, which is needed for Pareto surface navigation based multicriteria treatment planning. Methods: The authors show that by taking an appropriately defined average of leaf trajectories of sliding window plans, the authors obtain a sliding window plan whose fluence map is the exact average of the fluence maps corresponding to the initial plans. In the case of static-beam IMRT, this also implies that the dose distribution of the averaged plan is the exact dosimetric average of the initial plans. In VMAT delivery, the dose distribution of the averaged plan is a close approximation of the dosimetric average of the initial plans. Results: The authors demonstrate the method on three Pareto optimal VMAT plans created for a demanding paraspinal case, where the tumor surrounds the spinal cord. The results show that the leaf averaged plans yield dose distributions that approximate the dosimetric averages of the precomputed Pareto optimal plans well. Conclusions: The proposed method enables the navigation of deliverable Pareto optimal plans directly, i.e., interactive multicriteria exploration of deliverable sliding window IMRT and VMAT plans, eliminating the need for a sequencing step after navigation and hence the dose degradation that is caused by such a sequencing step.

    The Oil Pollution Act of 1990 directed the Secretary of Transportation to review and incorporate the results of past studies, including studies by the Coast Guard and Office of Technology Assessment (OTA). This literature search and review focuses on materials pertinent to determining or evaluating current and/or `best` practices, and not on the adequacy of current statutes or regulations. In addition, it is not the intention of the report to assess best practices (e.g., suggest the appropriate crew sizes or what navigation equipment should be required on tankers), but to establish the baseline for future study of best practices. The report does not provide answers to new analytical quations, but presents the status of research so that questions addressed previoulsy will not be duplicated by future studies.

  12. Method for laser-based two-dimensional navigation system in a structured environment

    A low power, narrow laser beam, generated by a laser carried by a mobile vehicle, is rotated about a vertical reference axis as the vehicle navigates within a structured environment. At least three stationary retroreflector elements are located at known positions, preferably at the periphery of the structured environment, with one of the elements having a distinctive retroreflection. The projected rotating beam traverses each retroreflector in succession, and the corresponding retroreflections are received at the vehicle and focussed on a photoelectric cell to generate corresponding electrical signals. The signal caused by the distinctive retroreflection serves as an angle-measurement datum. An angle encoder coupled to the apparatus rotating the projected laser beam provides the angular separation from this datum of the lines connecting the mobile reference axis to successive retroreflectors. This real-time angular data is utilized with the known locations of the retroreflectors to trigonometrically compute using three point resection, the exact real-time location of the mobile reference axis (hence the navigating vehicle) vis-a-vis the structured environment, e.g., in terms of two-dimensional Cartesian coordinates associated with the environment.

    The feasibility of using global radio-navigation satellite systems (GNSS) to improve functional safety of high-liability water-development works - dams at hydroelectric power plants, and, consequently, the safety of the population in the surrounding areas is examined on the basis of analysis of modern publications. Characteristics for determination of displacements and deformations with use of GNSS, and also in a complex with other types of measurements, are compared. It is demonstrated that combined monitoring of deformations of the ground surface of the region, and engineering and technical structures is required to ensure the functional safety of HPP, and reliable metrologic assurance of measurements is also required to obtain actual characteristics of the accuracy and effectiveness of GNSS observations.

  14. Development of Radar Navigation and Radio Data Transmission for Microhole Coiled Tubing Bottom Hole Assemblies

    This Final Technical Report summarizes the research and development (R&D) work performed by Stolar Research Corporation (Stolar) under U.S. Department of Energy (DOE) Contract Number DE-FC26-04NT15477. This work involved the development of radar navigation and radio data transmission systems for integration with microhole coiled tubing bottom hole assemblies. Under this contract, Stolar designed, fabricated, and laboratory and field tested two advanced technologies of importance to the future growth of the U.S. oil and gas industry: (1) real-time measurement-while-drilling (MWD) for guidance and navigation of coiled tubing drilling in hydrocarbon reservoirs and (2) two-way inductive radio data transmission on coiled tubing for real-time, subsurface-to-surface data transmission. The operating specifications for these technologies are compatible with 3.5-inch boreholes drilled to a true vertical depth (TVD) of 5,000 feet, which is typical of coiled tubing drilling applications. These two technologies (i.e., the Stolar Data Transmission System and Drill String Radar) were developed into pre-commercial prototypes and tested successfully in simulated coiled tubing drilling conditions. Integration of these two technologies provides a real-time geosteering capability with extremely quick response times. Stolar is conducting additional work required to transition the Drill String Radar into a true commercial product. The results of this advanced development work should be an important step in the expanded commercialization of advanced coiled tubing microhole drilling equipment for use in U.S. hydrocarbon reservoirs.

    Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects. This problem has increased in severity resulting in increased concerns about structural integrity of the dam structures and long term outages to navigation.

    The Olympia Harbor Navigation Improvement Project requires the dredging of approximately 330,000 cubic yards (cy) of sediment from the harbor entrance channel and 205,185 cy from the turning basin. Puget Sound Dredged Disposal Analysis (PSDDA) partial characterization studies were used to plan a full sediment characterization in which chemical analyses and biological testing of sediments evaluated the suitability of the dredged material for unconfined, open-water disposal. The US Army Corps of Engineers (COE), Seattle District, contracted with NOAA/NMFS, Environmental Conservation Division, to perform the chemical analysis and Microtox bioassay tests, and with the Battelle/Marine Sciences Laboratory (MSL) in Sequim to perform flow-through solid-phase bioassays utilizing juvenile (8 to 10 mm) geoduck clams, Panopea generosa, and static solid phase bioassays using the phoxocephalid amphipod, Rhepoxynius abronius, developing embryos and gametes of the purple sea urchin, Strongylocentrotus purpuratus, and the larvae of the Pacific oyster Crassostrea gigas. When the results of the biological tests were evaluated under PSDDA guidelines, it was found that all the tested sediment treatments from Olympia Harbor are suitable for unconfined open-water disposal. 14 refs., 12 figs., 3 tabs.

    The various technologies presented herein relate to the determination of and correction of heading error of platform. Knowledge of at least one of a maximum Doppler frequency or a minimum Doppler bandwidth pertaining to a plurality of radar echoes can be utilized to facilitate correction of the heading error. Heading error can occur as a result of component drift. In an ideal situation, a boresight direction of an antenna or the front of an aircraft will have associated therewith at least one of a maximum Doppler frequency or a minimum Doppler bandwidth. As the boresight direction of the antenna strays from a direction of travel at least one of the maximum Doppler frequency or a minimum Doppler bandwidth will shift away, either left or right, from the ideal situation.

    A system for guiding an autonomous or semi-autonomous vehicle through a field of operation having obstacles thereon to be avoided employs a memory for containing data which defines an array of grid cells which correspond to respective subfields in the field of operation of the vehicle. Each grid cell in the memory contains a value which is indicative of the likelihood, or probability, that an obstacle is present in the respectively associated subfield. The values in the grid cells are incremented individually in response to each scan of the subfields, and precomputation and use of a look-up table avoids complex trigonometric functions. A further array of grid cells is fixed with respect to the vehicle form a conceptual active window which overlies the incremented grid cells. Thus, when the cells in the active window overly grid cell having values which are indicative of the presence of obstacles, the value therein is used as a multiplier of the precomputed vectorial values. The resulting plurality of vectorial values are summed vectorially in one embodiment of the invention to produce a virtual composite repulsive vector which is then summed vectorially with a target-directed vector for producing a resultant vector for guiding the vehicle. In an alternative embodiment, a plurality of vectors surrounding the vehicle are computed, each having a value corresponding to obstacle density. In such an embodiment, target location information is used to select between alternative directions of travel having low associated obstacle densities.

    Deming quality methodologies applied to safety are recognized with the National Safety Council's annual Robert W. Campbell Award. Over the last ten years, the implementation of Statistical Process Control and quality methodologies at the U.S. Department of Energy's Hanford Site have contributed to improved safety. Improvements attributed to Statistical Process Control are evidenced in Occupational Safety and Health records and documented through several articles in Quality Progress and the American Society of Safety Engineers publication, Professional Safety. Statistical trending of safety, quality, and occurrence data continues to playa key role in improving safety and quality at what has been called the world's largest environmental cleanup project. DOE's Hanford Site played a pivotal role in the nation's defense beginning in the 1940s, when it was established as part of the Manhattan Project. After more than 50 years of producing material for nuclear weapons, Hanford, which covers 586 square miles in southeastern Washington state, is now focused on three outcomes: (1) Restoring the Columbia River corridor for multiple uses; (2) Transitioning the central plateau to support long-term waste management; and (3) Putting DOE assets to work for the future. The current environmental cleanup mission faces challenges of overlapping technical, political, regulatory, environmental, and cultural interests. From Oct. 1, 1996 through Sept. 30, 2008, Fluor Hanford was a prime contractor to the Department of Energy's Richland Operations Office. In this role, Fluor Hanford managed several major cleanup activities that included dismantling former nuclear-processing facilities, cleaning up the Site's contaminated groundwater, retrieving and processing transuranic waste for shipment and disposal off-site, maintaining the Site's infrastructure, providing security and fire protection, and operating the Volpentest HAMMER Training and Education Center. On October 1,2008, a transition occurred that changed Fluor's role at Hanford. Fluor's work at Hanford was split in two with the technical scope being assumed by the CH2M HILL Plateau Remediation Company (CHPRC) CHPRC is now spearheading much of the cleanup work associated with former nuclear-processing facilities, contaminated groundwater, and transuranic waste. Fluor is an integrated subcontractor to CH PRC in this effort. In addition, at the time of this writing, while the final outcome is being determined for the new Mission Support Contract, Fluor Hanford has had its contract extended to provide site-wide services that include security, fire protection, infrastructure, and operating the HAMMER facility. The emphasis has to be on doing work safely, delivering quality work, controlling costs, and meeting deadlines. Statistical support is provided by Fluor to the PRC, within Fluor Hanford, and to a third contractor, Washington Closure Hanford, which is tasked with cleaning up approximately 210 square miles designated as the Columbia River corridor along the outer edge of the Hanford Site. The closing months of Fluor Hanford's 12 year contract were busy, characterized by special events that capped its work as a prime cleanup contractor, transitions of work scope and personnel, and the completion numerous activities. At this time, Fluor's work and approach to safety were featured in state and national forums. A 'Blockbuster' presentation at the Washington State Governor's Industrial Safety Conference in September 2008 featured Fluor Hanford's Chief Operating Officer, a company Safety Representative, and me. Simultaneously, an award ceremony in Anaheim, Calif. recognized Fluor Hanford as the winner of the 2008 Robert W. Campbell Award. The Robert W. Campbell Award is co-sponsored by Exxon Mobil Corporation and the National Safety Council. Named after a pioneer of industrial safety, the Campbell Award recognizes organizations that demonstrate how integration of environmental, health and safety (EHS) management into business operations is a cornerstone of their corporate success. Fluor Hanford received the award for corporations with more than 1,000 employees. Campbell Award winners undergo rigorous assessments that include site visits and comprehensive evaluations of their commitment to, and implementation of, EHS practices. Award winners work with an international partnership of 21 organizations to develop case studies that illustrate their superior EHS programs and best practices, for use by top business and engineering schools worldwide. Quality methodologies in place at Fluor Hanford played a key role in the award process. Fluor Hanford's integrated use of Statistical Process Control and Pareto Charts for analyzing and displaying EHS performance were viewed favorably by the award judges.

    The Columbia River System Operation Review (SOR) gave river managers, users, and the general public a chance to examine system operations in detail, to study how each river use affects others, and to consider the consequences of changing the way the system works. The task was enormous, and it was a multiyear undertaking. In its wake, the SOR left a multitude of documents and six years of analysis that can and should be used broadly for other reference and research purposes. This catalog will introduce you to numerous SOR products to be found throughout the 20 appendices and the Final Environmental Impact Statement (EIS) Main Report. They include maps, models, data bases, current descriptions of Federal hydro projects and river resources, publications, and slide shows.
